IN the recently published book entitled "Man in a Chemical World," by A. Cressy Morrison, the several pages discussing explosives were included in the chapter on "Serving Industry." Such a classification is entirely correct, as blasting explosives function only as a tool for accomplishing certain useful work, a tool which is completely destroyed in one use. Explosives are so important to industry and to modern society, in fact, that it seems impossible to imagine the existence of civilized nations without access to commercial explosives as ready servants. Two main types of explosives are now in use, the low-velocity or deflagrating type, such as black powder, which is adapted for use in coal mining and other applications where a slow, heaving effect is desired, and high explosives of the dynamite type,

THIS review of the progress made in iron and steel metallurgy during the past year is confined to developments in this country. It attempts to give examples to illustrate progress made rather than to appraise results. As a result of the gradually diminishing supply of rich iron ores and of predictions made as to the probable life of the iron-ore reserves of the Lake Superior District, attention of iron and steel executives was directed to the question of beneficiation of iron ores. Laboratory and plant-scale experimental work was conducted on the wash ores .of Minnesota and an investigation, was, begun on the Old Range low-grade ores.

WITH the large amount of metallurgical re- search work now being done and the constant effort of the engineer to effect economies of operation, I think it is a safe prediction that the next few years will see a great change in the handling of mine products. The well-managed mine, with sufficient ore reserves to warrant the necessary plants, will increasingly call upon the metallurgist and chemist for the solution of its problems. Shipping sorted ore or concentrate to the nearest smelter will not be the course followed. From ore to metal, or at least to a product directly salable to the consumer, will be the practice followed. As a consequence, mine managers will be increasingly interested in metal trade problems. By metal trade I mean the buying, selling, shipping, handling, and all the practices, forms and customs that go to make up the trade.

IF the tendency toward extending the scope of the workmen's compensation system to include life, health, accident, old age, and unemployment insurance for workers is not promptly altered, I believe there will be a complete breakdown of that system. This is not because of any objections, there may he to requiring industries to provide these additional forms of protection in whole or in part to their employees. It is rather because our workmen's compensation laws, their scale of benefits, and the administrative procedure under them are not adapted or suited to such situations. If the compensation principle is limited to its own proper sphere and is not enlarged so as to include all the ills that the flesh is heir to, it is practical, "workable, and beneficent. If it invades foreign realms, it is bound to grow into a veritable Frankenstein' which will harm principally those it 'is supposed to aid, and, at the same time, will promote waste, fraud, and Industrial demoralization. Compensation risks will become almost uninsurable; the cost to business will be intolerable; and the development of sound relief measures which will give to labor the protection now sought by the uneconomic device of enlarging the compensation law territory will be retarded.

BY August 1944 Canada expects to be shipping 56 percent hematite ore from its new Steep Rock iron mine, via Port Arthur on Lake Superior, to the steelmaking centers in Canada and the United States. This is indeed welcome news to steel men, especially if they operate open hearth furnaces, as the Steep Rock ore is a high-grade lump and will be valuable as charge and feed ore. But better news is the fact that this first big producer of high-grade hematite ore in Canada, since the exhaustion of the Helen mine in the Michipicoten area north of Lake Superior in 1918, has a proved ore body of 16,757,000 long tons and a probable ore body of 14,000,000 long tons, thus giving an over-all total of 30,757,000 long tons and assuring production for a number of years to come.

DURING 1934 conditions in the production division of the petroleum industry were reasonably satisfactory but nevertheless a decided feeling of insecurity existed largely because of the uncertainty of controlling production to consumptive demand. Over-production, especially in the East Texas field, threatened a general collapse of crude prices but in spite of this, posted prices were high. Stimulated by the prevailing posted prices, wildcatting activities were wide-spread. Although a number of small discoveries were made, particularly in the Gulf Coast belt and Oklahoma, no fields of major importance, unless it was the Fitts pool in Southern Oklahoma, were brought in. Meanwhile, the Petroleum Division of the A.I.M.E. continued its activities. It sponsored the collection of production and geological data on both foreign and domestic fields. The data on all but a few producing districts in the world were published in the "Petroleum Development and Technology" volume of the "Transactions" and comprise one of the most complete tabula¬tions of this sort ever published. Work of this kind is being continued.

AFTER the war years, great activity has been shown in geophysical exploration for ore. The appreciation by mining and government geologists of geophysical techniques and results is largely responsible for the popularity of these methods. In Canada, plans are being made to study, by geophysical methods, the structure of a portion of the Pre-Cambrian shield in the hope that such studies will not only give a clearer picture of the geology, but will be of direct aid to the mining companies when selecting areas for detailed prospecting. CIVILIZATION'S PROGRESS, which has multiplied man's comforts, conveniences, a n d happiness, is based upon the extensive employment of natural minerals and sources of energy. Mineral resources are basic factors in modern economic development, machine industry, international trade and world power. A survey of mineral consumption shows that the United States leads the world in the production and consumption of energy materials, of metals, and of the large and diverse array of earth materials that fall in the nonmetallic mineral group. The use of nonrnetallic minerals exceeded both the metals and the fuels in the long period before the industrial age, but it is only in the last two decades that consumption of non- metals has kept pace with and approximated in value the output of metals. Although the data of production in the first half of the last century are meager and fragmentary, the record of the past fifty years-the period of most rapid growth-is available, and reveals an astounding growth.

PLANS are well matured for the joint meeting of the Coal Division and the Ohio Section of the Institute at Columbus, Ohio, Oct. 27 and 28, at which a large attendance is expected. The proceedings for a day and a half will be devoted largely to the uses of coal, the program providing for two technical sessions in the auditorium of Battelle Memorial Institute (505 King Ave.) on Friday, and various plant inspec¬tions on Saturday morning. By way of diversion on Saturday afternoon arrangements have been made for attendance en bloc at the football game between Ohio State and Northwestern, 100 seats having been reserved for the game at $2.40 each-as long as they last. An inventory of the high lights of the meeting would be incomplete without reference to the informal banquet at the Deshler-Wallick hotel on Friday evening, for which Eli T. Conner, Chairman of the Coal Division, is down for a talk, and Howard N. Eavenson, Vice-president of the Institute, will be the principal speaker. The program in detail is as follows:

A SURVEY of the Mesabi Range iron-ore industry demonstrates that a satisfactory degree of technical progress has been achieved in the last fifteen years. This advance has not been made over a uniform front, but, by salients and bays, according to the different initial positions, economic and technical, of the component producing companies. The producers endowed with rich ore have in general, because of natural advantages, progressed more slowly than their neighbors with leaner properties. The advance has been made step by step all along the line -blasting, loading, hauling and concentrating-and without the benefit of radical innovation. There have been, for instance, no such parallel discoveries in iron ore as leaching and flotation in copper. The much lower unit price of iron operates, of course, to bar the application of these and other practices developed for the higher-priced metals. There exists, however, a radically new concentration process whose technology is well worked out and which may become economically operative in the not too distant future; this, as so often happens in engineering advance, because of recent developments in an entirely unrelated field. First, however, let me devote a paragraph or two to the more important economies effected in mining.

CUBA'S lateritic iron ores, occurring on the northern coast of that island, though known to the Spaniards. did not receive any general attention until the close of the Spanish-American War. Preliminary studies of these deposits at that time indicated that the limonite contained small percentages of nickel and chrome, and it ryas subsequently discovered that although the average nickel content was only approximately 0.6 per certain limited areas of ore were suffiniently high in nickel to be considered commercial provided a suitable process fur its recovery could be developed. Early in 1937, Pardners Mines Corp. began a series of investigations which led to the development of such a process. Coincidentally, this company acquired option' on certain properties in the Levisa Bay and Moa Bay regions and conducted a systematic campaign of exploration by test pits and hand-auger holes in the course of which an aggregate of 90.000.000 tons of ore was developed in eight deposits.

PETROLEUM industry forecasts are constantly made and revised but are not in the nature of predictions. Particularly in the field of demand, many of the factors are far beyond control by the producing industry. Supply reacts on demand and demand reacts on supply. Competent economists in the oil business forecasted a year ago, on the basis of experience, that demand would now be at a much lower level than it is. This increased demand increased the price of crude oil and products, and in turn those increased prices have brought forth increased supply. A reduction in demand would lead to a reduction in supply. Shortages are now world-wide, and costs of secondary importance, so if there were extra supplies in California they would be moved into what are termed "unnatural markets." For example, Argentina is in the market today for California gasoline; that is an unnatural market because of the greater transportation distances from California to Argentina than from normal sources.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. INCREASING military demands on the petroleum industry have brought into bold relief the crude-oil reserves now available to meet combined military and civilian demands, emphasizing the necessity for a greater efficiency in recovery from what has been discovered than ever before, particularly in light of the absence of new discoveries. This situation-and the fact that the industry, as well as members of the Government charged with governing oil production, desire to meet all crude-oil demands made of the industry with the least loss in tangible reserves through production practices-paves the way for increasing application of sound principles of production engineering and conservation.

MECHANIZATION in coal mining is a phrase which has attracted world-wide attention, and those persons not engaged on the practical side of coal-mine operations seem to regard mechanization as a panacea for many difficulties of the industry. The term "mechanization" as now employed by experienced mining men is restricted to mean mechanical loading of coal at the face. In a broader sense mechanization in coal mining was begun nearly half a century ago with the introduction of compressed-air undercutting machines and locomotives and, later, of electrically operated locomotives, undercutting and shearing machines, and drills. The use of coal-cutting machines, which has increased until now about three- fourths of the bituminous coal produced is being mechanically cut, first displaced hand-picking except in a few long-wall mines, and later gradually displaced the dangerous and coal-smashing method of blasting-off- the-solid.

INCREASING variety of interests among mining geologists is becoming more and more marked, as the frontier of their science and of its applications continues to expand. Each of the traditional lines of inquiry provides its crop of new and better defined problems, and answers to them are being found in far more precise terms than in the past as older uncertainties .are swept away with the sharper techniques and the even sharper ideas of modern geology. A glance over the assemblage of projects and publications in 1939 reveals conspicuous activity in many different parts of the front, such as the attack on the controversial question of the acid or alkaline character of ore-forming solutions, the place of mineral districts in the larger structural framework of continents, and the place of ore shoots in the local patterns of districts. The Wind River Formation of Eocene age is the host rock for large high-grade uranium deposits in the Shirley Basin. The major deposits are in a northwest-trending belt of sandstones that were deposited in stream channels and that were lithologically favorable for uranium accumulation. Paleotopography influenced the character and position of the belt. The major deposits within the belt are at, or near, the margins of large tongues of altered sandstone formed in the most transmissive parts of thick sandstone beds. At least two tongues of altered sandstone are present in the belt, one of which is 5 miles long, 3 miles wide, and 70 feet thick; the other tongue is somewhat smaller. Ore bodies consist of a few hundred tons to several hundred thousand tons of material containing from 0.10 to about 2.00 per cent U3O8. The ore mineral is uraninite associated with pyrite, marcasite, hematite, and calcite. Deposition is believed to have taken place when neutral to slightly alkaline, oxidizing, uranium-bearing ground water, on entering the basin, encountered a reducing environment. The reductant may have been H2S of biogenic origin. Geology played an important role in discovery, exploration, and development of ore in the Shirley Basin.

This paper describes the installation and operation of a Texas Nuclear on-line silica analyzer (NOLA) coupled with a Leeds and Northrup Microtrac particle-size monitor (Microtrac) at U.S. Steel's Minntac taconite concentrator. An automatic sampling system provides the NOLA with samples of final concentrate. After the sample is analyzed for silica by the NOLA, it is pumped to the Microtrac for size and surface area measurement. A sample is analyzed every six minutes, providing the control room with the silica concentration, the percent passing 270, 400, and 500 mesh, and an equivalent Blaine surface area number. When fed a slurry of final concentrate containing between 20 and 70% solids and 5 to 6% silica, the NOLA analysis is within ±0.2% of the wet chemistry silica. The agreement between the Microtrac output and standard screen analyses is ±1.2% at 270 mesh; ±1.5% at 400 mesh, and ±2% at 500 mesh. The poorer disagreement at the finer sizes is mainly due to inaccuracies in screening at 400 and 500 mesh. The agreement between Microtrac surface area a d laboratory Blaine surface area is about 9 ±80 cm 2/g. These instruments provide rapid and reliable feedback information to the concentrator and feed forward information to the agglomerator.

The metals Cd, ,Wg-, Sn, TI, Zn, and Zr reach a peak hardness after a criticfir1 deformation by rolling- and then soften with fwther rolling-, thereby exhibiting wovk softening. Optical metallography on Cd, Mg, and Zn shows that work softening is accompanied by a change in grain size occurring during deformation. The creep of zinc from -1l° to +60°C at stresses in the range of 7.9 to 17.3 kg per sq mm is given by € = e0 -t- Bt + Kt +at6. The third and second rate constcints are related by the equation a = K~ K6 and their stress and temperature dependence can be represented by the equations K = A, . exp - (u, - Bu)/kT. A model based upon the stress activated glide of sub-boundaries is proposed which qualitatively accounts for the metallog-raphic observations. Expressions, which are in reasonable quantitative agreement with the ex-pe~inzental observations, are derived for the creep of zinc. THE term "work softening" has been used previously by Polakowski1 and by Cottrell and stokes2 to describe phenomena where further strain of a deformed material leads to a decrease in flow stress. In both cases, however, the conditions were changed for the second straining. Here, the term "work softening" is intended to refer to a decrease in flow stress after continued straining in the same direction at the same temperature: work softening is the antithesis of "work hardening". Work softening of zinc was reported by chadwick3 and in discussion of that paper Jenkins4 indicated that cadmium also work softens. More recently work softening has been reported5 in two magnesium alloys, -99.5 pct Mg. Chadwick found that the hardness, 0.2 pct Proof Stress and the UTS of electrolytic zinc all increased with progressive cold reductions up to 30 pct and then progressively decreased with further rolling. Gay and Kelly6 used a back-reflection X-ray technique to study the effect of cold rolling zinc and found that although deformations greater than 2 to 5 pct reduction in thickness produced some recrystallized grains, deformations greater than 40 pct caused com-plete spontaneous recrystallization. At deformations greater than 60 pct the material was found to consist solely of recrystallized grains, -20 pm diam, the size of which decreased with increasing reduction and was much less than the initial grain size of the annealed material (-300 pm diam). Similar results were also reported for cadmium, tin, and lead.6 Gay, Hirsch, and Kelly' suggest that these experiments indicate recrys-tallization takes place when the dislocation density exceeds a certain value. However, no measurements of MATERIALS AND EXPERIMENTAL PROCEDURE The purity of the metals used in this work is indicated by the following figures: Zn (99.99); Cd (99.94); Mg (99.95); T1 (99.99). The zirconium was iodide crys tal bar with a probable purity of about 98 pct. The metals were obtained in the form of 0.25 in. thick strip or 0.425 in. diam rod by various fabrication methods and then annealed to ensure complete re-crystallization. Hardness-deformation curves were obtained at room temperature by rolling 4 in. thick strip under conditions which left a surface adequate for diamond pyramid hardness tests immediately after rolling. The hardness was taken as the niean of five impressions made using a 5 kg load and the time elapsing between rolling and making the last impression never exceeded 5 min. The zinc specimens for creep testing were from 3 by 3 by 4 in. cast slabs which were rolled to 0.10 in. thickness starting at 350°C and finishing cold. The resulting strip was cut into pieces 1 in. wide and annealed in batches. With suitable choices of annealing temperature between 100" arid 400°C five different grain sizes varying from 4.54 x 10' to 3.03 x l05 grains per sq cm (530 to 20 um diam) were obtained. Creep tests were done in compression using a sub-press, based on a design after Ford,8 in which the strip is compressed between dies 0.100 in. wide under conditions of plane strain. Since there is no lateral spread of the material, the area of contact between the dies and strip remains constant throughout the test and the application of a constant load, using the load maintaining device of a hydraulic testing machine, resulted in a constant stress. Covering the dies with strips of P.T.F.E. reduced frictional effects to a minimum. The creep strain was obtained by measuring the travel of the crosshead of the testing machine to a sensitivity of 0.1 pct reduction in thickness. The complete subpress assembly was contained in a steel box and for tests above the ambient this was filled with liquid paraffin and heated electrically. Temperatures below the ambient were obtained with a cooling mixture of acetone and solid carbon dioxide in the box. The liquids were stirred and the temperature of the specimen, which was controlled to ±0.5"C dur-ing a test, was measured by a thermocouple placed near the dies. Compression testing of cylindrical specimens was also carried out in the subpress using hardened flat discs separated from the test material by P.T.F.E. sheets which obviated barrelling of the specimens. CONSIDERABLE waste of oil and grease in lubricating motors and other machinery results from the use of bearings that are not totally enclosed. There is also the likelihood of damage to the bearing through the accidental introduction of grit or dust both in the oiling process and after, unless the cover is entirely dustproof. With the ordinary sleeve bearing that is only partly enclosed, it is generally easier for a careless attendant to cause trouble through neglect than with the ball bearing type, which from its design, must be totally enclosed to give effective service, and needs a minimum of attention. At one of the large mining companies which has taken a leading part in reducing unit costs and pioneering new developments in mining machinery, ball bearings have been gradually supplanting the conventional type of sleeve bearings on many of their motors, centrifugal pumps, and other machines in the mines. This innovation is not recent, as substitution of ball bearings on mine motors was first tried out by this company in 1909. Since then an increasing number of such bearings have been put in. They are now favored because of increased operating efficiency and reduction in lubrication costs.
