Used in combination with conveyor belt haulage, bucket wheel excavators offer unusual possibilities for low excavation and haulage costs. Originating in Germany, these machines are now in use or on order for Australia, Northern Rhodesia, the Belgian Congo, Italy, Yugoslavia, France, Belgium, Indonesia, and the Union of South Africa. A diamond mine in South Africa that has been using German bucket wheel excavators since 1928 purchased American cable-way excavators and American scraping equipment after the war. Operating cost for this equipment was double that for the bucket wheel machines operating in the same mines with crawler-mounted stackers. Machines built and operated in the U. S. are, as far as the writer knows, confined to the northern Illinois coal field, where they are used in conjunction with large shovels to strip overburden too high to be reached by the 30 to 40-yd shovels. Their long stacker belts can deposit the spoil far enough behind the coal face to avoid slides, in such a manner as to make reclaiming the land easier. These large, specialized machines are now being made by Bucyrus-Erie Co. but are not adaptable to many open pit mining situations.

The Project Independence Evaluation System (PIES) is a complex evaluation, forecasting, and analysis system which represents the U.S. energy production, conversion, transportation and consumption activities. The system includes various models: An econometrically estimated energy demand model, used to evaluate the final demand functions for energy commodities ; A collection of supply models, used to evaluate the cost curves or supply curves for domestic crude oil, natural gas, coal ; An integrating model used to describe energy conversion and transportation activities and to calculate prices which equate energy supply and demand in each market. PIES has been used to generate conditional forecasts of the 1980, 1985, and 1990 states of the energy system--forecasts conditional upon the world oil prices, the energy policy environment, and other uncertainties. Scenarios have been structured to separately examine conservation initiatives, domestic energy supply enhancements, an extensive electrification strategy, and oil and natural gas well -head price regulation. This paper presents the basic model, discusses its use for examining policy options, and describes several forecast results. The paper draws heavily upon work completed for the 1976 National Energy Outlook, published by the Federal Energy Administration.

The technical and safety press have devoted much space in support of or in opposition to the use of booster and auxiliary fans in coal mines. The Mine Safety Board of the U. S. Bureau of Mines has given the matter consideration, and the Mine Ventilation Committee of the A. I. M. E. is now seeking a discussion of the merits and demerits of such fans to guide it in formulating recommendations. In this paper I will set up some principles on which I believe most engineers will agree and from which we may work toward a decision, though as to what that decision shall be there may be a difference in opinion. Before stating the points on which I believe there is accord, I will distinguish between booster and auxiliary fans. Definition of Booster and Auxiliary Fans In discussing underground fans G. S. Rice1 distinguishes between those used to increase the amount of air passing a given point and those used to augment the ventilation locally. SURVEYING of many holes drilled by the U. S. Bureau of Mines in the Metaline district has shown surprising deviations. The holes start in the Ledbetter slate (Ordovician) and pass into the underlying gently dipping Metaline limestone (Cambrian) at varying depths, locally in excess of 1000 ft. All holes start vertical, but one had deflected as much as 35° at a depth of only 300 ft. One hole was found to be deflected 70° at a depth of 1000 ft. These deviations were not indicated to the drillers by any action of the rods or machines. Analysis of the survey data in the light of the observed geology indicates that the holes deviate most in the Ledbetter slate and scarcely at all in the Metaline limestone. The upper part of the "limestone"' in most holes is a massive rock strongly altered by hydrothermal action and essentially homogeneous. The slate is only obscurely bedded but has a cleavage, varying from slight to strong, which is unrelated to bedding. Drill holes have deflected to become nearly perpendicular to the cleavage. Several plans and cross sections are submitted showing the behavior of various holes.

Discussion of the paper of Frederic P. Dewey, presented at the Cleveland Meeting, October, 1912, and printed in Bulletin -No. 70, October, 1912, pp. 1075 to 1101. EDWARD KELLER, Perth Amboy, N. J. (communication to the Secretary *) :-Mr. Dewey, in his paper, offers a liberal addition of new data to those already to be found in the technical literature on this subject. However, now as before, the work issuing from the U. S. mints and assay-offices conveys the impression that systematic sampling in those institutions is more or less a secondary consideration, the chief attention being given to the principle of producing approximately homogeneous bars; recourse being taken to remelting or refining the bullion. This practice has been definitely rejected in the realm of copper-bullion sampling, for the reason that in such operations there are always unaccounted losses. Does not the same objection hold true for gold-bullions; although, perhaps,in a lesser degree ? Differences of opinion would seem justified on the following statements made by Mr. Dewey: 1. "Only two classes of alloys can form homogeneous bars-those that are solid solutions, and the eutectics."

Manufacture of lightweight concrete aggregate from common shale is one of the most rapidly growing industries in the field of nonmetallic or industrial minerals. Although expanded shale" has been in use since it was developed by Stephen J. Hayde in 1917, it was not until after World War II that it became a substantial competitor with other aggregates. There are some 70 plants now producing this aggregate in the United States, approximately half of them in states west of the Mississippi River. Expanding plants throughout the U. S. are grouped around major urban centers such as Los Angeles, New York, Chicago, and Denver. Concrete made with expanded shale aggregate combines the desirable features of low weight with relatively high strength, making it especially useful in concrete block, in structural concrete for multi-story buildings and in a variety of specialized concrete products such as prestressed panels and beams, and storage tanks. As the cost of construction continues to rise, lightweight concrete will probably be used in increasing quantities because of its low cost relative to the more traditional construction materials such as wood, brick and steel

Some of the significant facts that will affect the supply and demand for metals during the next few decades are given in this presentation. This is important because the only hope for intelligent guidance of the national destiny depends upon presenting a consistent and accurate picture of basic problems. The metals problems now fomenting are only slightly less important than those precipitating the energy crisis. Admittedly, it is difficult to generate serious thinking on this subject when the world is enjoying easy access to all metals at modest prices. This is possible because of the current world capacity to overproduce, and United States credit standing, at least up to now, has permitted buying freely on world markets. Although both these vital conditions are subject to change, there is little doubt that if the U.S. financial house is kept in order, we can muddle along for a while on a generally expanding, metalbased economy. But should our credit standing be permitted to collapse, or should there be a tightening of world supplies of metals, the nation would immediately find itself in trouble. Unfortunately, clear signals indicate that both of these conditions are threatening.

To maintain a competitive position in the world market in spite of higher domestic labor costs, the U.S. has been forced to the forefront in developing labor saving devices. This has resulted in automation in our factories, mechanization in our mines, and development of faster and more economical methods of transportation. Since World War II the domestic mining industry has suffered perhaps more than any other sector of our economy. When we assisted our allies-and our enemies-to get back on their feet following the ravages of war we were perhaps overly generous in providing funds and technical assistance to develop foreign mining industries that have since become thorns in the side of our own industry. It has become imperative that domestic industry exert its vigor to meet the challenge of foreign competition. While the domestic industry can meet this challenge of foreign competition in part by protective tariffs, quotas and governmental aid, the most effective way is to maintain technological superiority that will reduce manpower requirements and costs and increase productivity. There is this opportunity both in mineral processing and in mining.

ALTHOUGH the retiring Chairman of the Industrial Minerals Division, Charles Henry Behre, Jr., does not say "you all" he is a product of the deep South, since he was born at Atlanta, on March 16, 1896. At the Boy Scout age he moved to New Orleans, where his father owned an ice plant, which seems an intelligent business for that climate. Intelligence evidently runs in the family, for Charlie, as his friends call him, has one sister who is a professor of zoology and another who is a concert pianist. Charlie has no explanation of why, when he reached college age, he decided to go to the University of Wisconsin, other than something more than an ordinary boyish interest in science, and the reputation which Wisconsin then enjoyed. At Madison he fell under the influence of Eliot Blackwelder, chose paleontology as his objective, and transferred, at the end of his sophomore year, to the University of Chicago, where the paleontological panorama seemed more extensive. He took his B.S. there in 1918, and graduated into the U. S. Army, where he eventually became a Sergeant in the Medical Corps.

J. Leja (Professor, Dept. of Mineral Engineering, U.B.C. Vancouver, Canada) — I would like to offer some comments on the behavior of contact angle with time, treated in this paper. The authors should be congratulated for a clear exposition of these uncommon departures in the correlation between flotation and contact angle, in systems of importance to industrial practice. Some nine years ago Professor J. H. Schulman (presently at Columbia University, New York) and I reported on a similar study conducted at the Ernest Oppenheimer Laboratory, Cambridge, England.' The systems used by us had, how- ever, no direct practical application at that time, as mercury in solutions of xanthates was tested with a variety of alkyl-aryl polyoxyethylene frothers which were then new to flotation practice. Further, the paper dealt with findings contrary to the then widely held belief that the contact angle established in collector-solution is unaffected by the addition of a frother. Correlation with flotation, or lack thereof, was not sought, though we did suggest that in many cases the selectivity of frothers might be influenced by the dynamic contact angles. THIS paper gives observations on ground movement and subsidence resulting from pillar drawing in the Lick Run section of Montour No. 10 mine of the Pittsburgh Coal Co. adjacent to solid coal owned by the U. S. Bureau of Mines at its Experimental mine in Snowden Township, Allegheny County, Pennsylvania. The investigation was planned by George S. Rice, chief mining engineer of the Bureau, who arranged the necessary cooperation with Dr. L. E. Young, vice president of the Pittsburgh Coal Co. Engineers of that company placed permanent monuments on the surface to establish the boundaries of the coal owned by the Bureau and to furnish fixed points to which all levels were referred. Engineers of the Experimental mine staff then covered the ground under observation with a checkerwork of monuments made of oak pegs set into the ground at 50-ft. intervals in two directions at right angles to each other. The level of these pegs was determined first from Dec. 16 to 30, 1929; again from May 25 to June 5, 1930, and finally from July 7 to 15, 1931. Observations were then discontinued because work had been stopped temporarily in this part on Montour 10 mine.

IT has been ascertained in recent years that certain rocktypes, geological formations and structural conditions may be used as fairly reliable guides, when prospecting in recognized mineral belts or mining districts, with a reasonable certainty of discovering "pay-ore;" and that such is considered as a practically established conclusion may be inferred from a perusal of the recent reports of the U. S. Geological Survey and the literature of the several scientific societies discussing minim, geology, and kindred subjects. Cripple Creek is no exception to this conclusion, and the rock-type or association, rather than the structural condition, is the most infallible guide.† These guides consist of four, possibly five, dike-rocks, three of which are extremely basic, while the fourth is an acid rock of an entirely dissimilar character. The basic rocks are nepheline-basalt, limburgite, feldspar-basalt and tephrite. There are grounds, however, for believing that the two latter are subdivisions of one type, and therefore will be described under one head. The acid rock is quartz-porphyry. Nepheline-basalt is-a rock encountered in but few localities elsewhere on this continent, and occurs in narrow dikes cutting various formations. When typical‡ it is composed of

Prior to World War I there was no Government stockpiling program. Prior to World War I1 relatively few items were included in Government stockpiling and the start of that war found most objectives for even these few materials far from complete. Profiting from the experience of materials shortages in two wars, Congress in 1946 passed the Strategic and Critical Materials Stock Piling Act, which stated that it is the policy to decrease and prevent wherever possible a dangerous and costly dependence of the U. S. upon foreign nations for supplies of strategic and critical materials in times of national emergency. However, as of mid-1950 few stockpile objectives had been achieved. Shortly after the start of the Korean War it was obvious that in the absence of adequate stockpiles, the defense program could not be successfully carried out without broad authority to expand supplies of strategic and critical metals and minerals and at the same time to channel limited supplies of these materials to essential defense purposes. Accordingly, in September 1950 Congress passed the Defense Production Act, which provided broad powers for allocating materials and for making arrangements, including financial, to expand supplies.

The application of the mass action law to the thermodynamic treatment of metal-slag equilibria is discussed. The consideration of the reactions essentially as ionic exchange equilibria is shown to be both an advantage and an aid for the elucidation of the theoretical treatment. This is illustrated by several examples. In general two different methods of application of the mass action law to metal-slag equilibria have been used by different groups of investigators. These could be called the oxide reaction and the ionic reaction approach respectively. At the recent discussion in the metallurgical section of the I.U.P.A.C. Congress in Montreal, 1961,' divergent opinions prevailed regarding the most rational way of applying the mass action law to metal-slag equilibria. This question is of fundamental importance in the treatment and understanding of theoretical chemical metallurgy. Consequently, the following is an attempt to contribute towards its clarification. As an example, the distribution of iron and manganese between molten iron and slag will be considered. WELL known as an outstanding practical metallurgist, the Chairman of the Institute of Metals Division also possesses a rare combination of research and administrative abilities. Louis W. Kempf was born in Muskegon, Mich., on March 22, 1898. Following his graduation from high school, he obtained considerable experience in the automobile industry while employed by Continental Motors, the Studebaker Corp., and Dodge Brothers. He enlisted in the U. S. Army Signal Corps in 1917, and served overseas with an aviation unit. In 1919, Mr. Kempf entered the University of Michigan and earned both B.S. and M.S. degrees. While there he was elected to Tau Beta Pi, Phi Lambda Upsilon, Alpha Chi Sigma, and Gamma Alpha. In 1924, the Aluminum Co. of America secured his services as a research metallurgist. With a steady job he married Elizabeth Skelley in Cleveland in 1926. They have one son now seventeen. After six years Mr. Kempf was made manager of the Cleveland research division of the Aluminum Research Laboratories which position he held until last year. In 1945 he was promoted to assistant director of the Laboratories. He will direct research involving process metallurgy in Cleveland and New Kensington.

The importance, validity, and acceptability of the Paley Report has become the great issue of the minerals industry. A 12-man panel made up of representatives of various facets of the industry sat down at the 1952 Mining Congress Show in Denver in an attempt to clarify the many opinions currently held concerning the report. Howard Young, deputy administrator of the Defense Materials Procurement Administration, noted that the report had caused more discussion and serious thinking than any other government report, He did not subscribe to the "have not" principle, however, but called it a "need more" principle. Horace M. Allbright, president of U. S. Potash Corp., believes industry should continue to develop the report. He cited the editorial appearing in the September, 1952 edition of Bining Engineering,,, "Don't Let It Die," as expressing his feelings. Edward Snyder, president of Combined Metals Reduction Corp., says the statistics used in the report were used to promote a false international policy. He sees the report as a master plan for the development of the superstate. He also stated that the-ore reserves given in the Pales, report represent only 10 pct of what is actually available.

(communication to the Secretary*):¬ Mr. Stevens refers to an explanation of parallel jointing by W. 0. Crosby, which I noted when reading one of his excellent text books. It seemed to me earthquakes were not a satisfactory explanation, and I looked up several authorities; but I never realized how small the usual amplitudes were until Mr. Stevens presented his paper. Several letters to the U. S. Geodetic Survey showed me there were very few records of tidal movements of earth crust in the United States. Altitude and latitude would be influencing factors; but this diurnal movement must exceed earthquake amplitudes, besides being more nearly universal. My inquiries brought the answer that the major directions of jointing had not been extensively tabulated. If major directions of jointing were recorded-with notes as to angle with mountain chain, or North Star, and distance between joints, with nature of rock and maximum and minimum tidal up-heaval-some interesting relations might be made manifest.
