“The mining industry can do more to alleviate world poverty, hunger and human misery, more to close the widening gap between advanced and developing nations and more to achieve international peace and understanding than any other single force in the world," Charles W. Court, Minister for Industrial Development, Western Australia, told the American Mining Congress audience at the opening session of the 1969 Mining Convention, October 19-22, San Francisco. Australia, he pointed out, is a shining example. In 1971, 60% of U.S. mining investment overseas will go to Australia and other parts of Oceania, an increase of 42% over a year ago. Australia has capitalized on world needs, its own rich resources and good investment climate. Developing nations can and should do the same, but they mix emotion with nationalism, often frightening away foreign investment which could breathe life into dormant and backward areas, said Court.

Recently the U.S. Bureau of Mines completed organizational changes that, for the first time since the beginning of World War 11,. re-emphasize mining research as an important part of its responsibilities. A progress report follows on the Bureau's improved program for mining research. During World War II the Bureau's mining research lapsed in favor of short-range, more urgent activities. Since the end of the war mining has grad- ually returned to an economy where reduced costs and increased efficiency are essential to a vigorous industry, and demand for improvement through expanded research is again pre-eminent. In recognizing this situation, the Bureau is again emphasizing mining technology and has reinstituted some of its earlier mining research activities. Recent research, however, follows a more scientific approach in solving mining problems because new technology, particularly new instrumentation, has developed rapidly during the past decade.

Three types of commercially-available dust suppressants, commonly used in the surface mining industry to control fugitive particulate emissions from unpaved roads, were tested in the laboratory for cohesive strength and resistance to reduced effectiveness by large water addi¬tions. Results indicate that each product tested varies in cohesive strength with a range of 34-300 kPa (5-44 psi). Total cohesive strength depends on the aggregate moisture content and the means by which the sample is dried. Results show that laboratory testing can be used as a decision¬making tool concerning the type of dust suppressant for a particular mining operation. Also, the road surface aggre¬gate moisture content u critical to successful dust suppres¬sant performance. Large water additions to the aggregate road surface after initial suppressant application can pro¬duce nondesirable results. A modified wet sieving analysis is presented to test the effect of water addition.

More than 400 members and guests registered for the 146th General Meeting of the Institute held in Mexico City Nov. 9 to 15, inclusive. Of these, 250 came by special train or automobile from 24 states of the Union, and the others were resident in Mexico. Mexican Government officials, headed by Manuel Santillan, Sub- secretary of the Department of National Economy, acting in. behalf of the President of the Republic, and including the Secretary of Foreign Relations and the Governor of the Federal District, were most hospitable in their official welcome and provided splendid entertainment of various kinds. A reception was tendered by Hon. Josephus Daniels at the U. S. Embassy. Among other hosts were officials of a number of large operating companies, including M. H. Kuryla, of the Real del Monte company; Jules Lacaud, of the CompaiLia Minera de Chontalpan; and Harry Wright, of the Consolidated Steel company.

THE Three Kids mine, some six miles east of Henderson, Nev., is in a typical southwest desert area, with high dry summer heat and cool to cold winter seasons. The manganese deposit was located during World War I.1 During this period 15,000 to 20,000 tons of ore assaying up to 41 pct manganese were shipped. Interest in the deposit was not revived until the middle thirties, when experiments on the ore were initiated. Test work indicated possible recovery of only 70 pct by flotation, but in 1941 additional work was done at the Boulder City pilot plant of the U. S. Bureau of Mines and also by M. A. Hanna Co. As a result, the Manganese Ore Co. was formed and a plant utilizing the SO, process was constructed. Numerous operation difficulties ensued, and the plant was closed when the manganese situation in the country eased.

Following closely Marcona Corp.'s announcement of its new Marconaflo process for transporting mineral slurries by ship (see pp. 96-97, Sept. 1969 [ ]), Midland-Ross Corp. (M-R) now heralds its metallized iron pellet process which supplements Oregon Steel Mills1 (Oregon Steel) new Portland, Ore., plant. Harry J. Bolwell, president of M-R describes the company's M-R Pellet as "the most exciting advance in steelmaking in a decade, one which will profoundly affect the industry." In fact, other knowledgeable industry spokesmen believe that with these developments the mini-steel plant era is now here and that this technical development along with the Marconaflo process will revolutionize iron ore shipments and steelmaking. The M-R president predicts that electric furnaces can account for 20% of the annual U.S. steel production by 1975, compared with 14% at the present time because of these developments.

THE attention of physicists and metallurgists has been directed toward the study and explanation of the deformation textures in metals for the past 15 years. In 1920 N. Uspenski and S. Konobejewski1 were first able to show that the symmetrical X-ray diffraction effects that had been previously reported by E. Hupka2 and others in metal foils were caused by a directed arrangement of the crystallites. Since then, the systematic study of textures resulting from the application of the pure forces of tension or compression to polycrystalline materials hag been supple-mented by many investigations on deformed single crystals, which have greatly added to our knowledge of deformation. However, despite the valuable information secured from these comparative studies only four investigations upon cold-rolled single crystals of any of the face-centered cubic metals have been reported in the literature. This lack of quantita-tive data is especially unfortunate because of the much greater practical significance of rolling textures and their effects in both cold-rolled and annealed materials. This investigation was undertaken for the purpose of specifying the deformation of rolled single crystals in the hope that such information might later facilitate the explanation of polycrystal-line textures.

SEVERAL years ago my firm was representing the Mt. Lyell Co. of Australia, which was shipping its blister copper to a refining works in the United States. After the contract had been running for many months, the superintendent of these works discovered that if water was poured upon the surface of the bars much of it would disappear into the interior through blow holes. -Some experiments made by him showed that this could be a considerable amount, so that copper which had been rained on before it was weighed, although the surface appeared dry, nevertheless would contain water. It had frequently occurred in our experience-as samp-lers that the drillings from a lot taken by boring would come out quite wet, and in some cases, indeed, water would drip into the sample pan placed below the bars, due to the fact that the drill had penetrated a cavity or cavities containing water, which presumably got into the cavities at the time the copper was water-cooled after casting, there being, perhaps, no outlet to the surface. So far as I know, until this discovery at the refining works, no. one had thought that rain could penetrate into the interior of blister copper; at least in any quantity sufficient to be considered.

Current trends in mining practices within the United Kingdom, with particular reference to longwall retreating systems in thick and steeply pitched coal seams at depth, are explained. Various successful mining layouts are considered with their associated machinery and operation, together with the future trends in mining practices to obtain higher outputs. Environmental difficulties are tabled and discussed, including strata control, methane emmision, and dust prevention, together with some modified systems and techniques to overcome them. The problems associated with developing and maintaining a continuance of longwall panels are outlined. The constraints on technical designs and output achievement imposed by noncommercial factors are also considered.

INTRODUCTION Purpose The in-situ leach method for uranium extraction is a relatively new and innovative method of uranium mining. In 1975, the first commercial in-situ facility began operation in south Texas. Since that time numerous other operations have been initiated as either pilot or commercial ventures. Considerable literature has been published that deals primarily with generalities of the process or environmental concerns. Several federal agencies have published documents which do not reflect the true operating or environmental nature of the in-situ leach method of uranium extraction. From an environmental standpoint, this is also evident in the promulgation of rules and regulations. Hence, the purpose of this paper is to present experience with an environmental concern--non- production zone excursions--such that the industry and the regulatory agencies will gain greater insight devoid of preconceived ideas and misconceptions. General Process Description In south Texas, in-situ leach mining is utilized to extract uranium from permeable sandstone ore deposits 61 to 213 meters (200 to 700 feet) below the surface. Uranium is present as an insoluble uranium oxide. In the in-situ or solution mining technique, anoxidizing lixiviant is injected into the formation through injection wells. The solution reacts with the insol uble carbonate complex. This soluble uranium complex is produced at recovery wells, each containing a submersible pump. During production there is a constant sweeping of lixiviant through the formation from the injection wells to the recovery wells. Injection and recovery wells can be arranged in any of a number of geometric patterns dependent upon ore body configuration, aquifer permeability, and operator preference. Submersible pumps in the recovery wells pump the uranium rich pregnant solution to the initial processing facility. Monitor wells surrcsund the pattern area and are screened in appropriate stratigraphic horizons (production and non-production zones) to detect any lixiviant migration that may occur (Fig. 1).

My topic, Recent Developments in the Design of Electric Mine Locomotives and Mining Machinery, does not require me to go into a general review of electricity as applied to the mining industry. Interesting as that subject always is, what I might say in regard to it, by way of introduction, would be unnecessary use of your time, since such facts are familiar to all. First, we will consider the recent development of the electric mine locomotive. We may well pause for a moment to reflect upon its importance to the coal-mining industry of to-day. With the dawn of the electrical age its advent was inevitable. Our practical interest is aroused not so much by the first crude effort as by the great efficiency attained during the 30 or more years since the electric locomotive made its first appearance. To judge accurately what it means to coal mining, and through coal mining to the industrial field at large, we would have to know how many of these locomotives are in use throughout the country and their aggregate daily performance, and then compare the results with what could be expected with other forms of power. Such data are lacking, but it requires no statistician to make it evident that the electric mining machine is a tremendous factor in modern progress, and that without it the work of the world could never have reached its present magnitude. Not only has the electric mine locomotive served its own special branch of usefulness, but incidentally it has solved in the main the whole problem of electric transportation. It is but a step from the triumph of a 25-ton locomotive leading a long train of loaded coal cars from a mine to the electrification of common carriers. We may or may not be near any great change in this respect. Economical reasons may hold it back for an indefinite period. But the fact remains that in the development of our mine locomotives we have met this larger emergency, in mechanical type and efficiency, whenever it may come.

The chlorine content of the coals in the Illinois Basin ranges from 0.00% to more than 0.60%. The chlorine content of the Herrin (No. 6) Coal has been mapped on a regional scale and, in general, increases with the depth of the coal. The depth-chlorine correlation exists because the coal is in apparent equilibrium with the composition of the ground water associated with it, and the salinity of the ground water generally increases with depth. At least part of the chlorine can be easily removed from the coal in the laboratory. In a natural weathering experiment, chlorine values decreased markedly during an 8-week period. Results to date indicate that none of the coals studied has a sufficiently high chlorine content to make it unusable in high-temperature steam boilers, although special steps may be necessary in the preparation or utilization of some of the highest chlorine coals. Investigations into the occurrence and distribution of chlorine in Illinois coals have been in progress at the Illinois State Geological Survey for over 35 years. Since 1948, chlorine analyses of face channel samples and of drill core samples of coal have been made routinely. The increased interest in chlorine and alkalies in coal in the U.S. followed that in Europe, where power plants during World War II were called upon to produce at higher levels than previously and with less down time for maintenance. Higher steam temperatures were reached, resulting in increases in the amount of fouling of external heating surfaces and in corrosion of boiler tubes when high chlorine coals were used. Early studies of the problem showed that coals with high chlorine content were more likely than those low in chlorine to cause difficulties in installations fired with powdered fuel. Crossleyl reported that the first rule of thumb developed for British coals was that coals considered to be high in chlorine (more than 0.30%) caused the most trouble, those intermediate in chlorine content (0.15% to 0.30%) were less likely to cause difficulties and those low in chlorine (less than 0.15%) generally were not associated with alkali bonded deposits and corrosion. However, this relatively simple picture was not adequate to characterize the difficulties that could be expected during the utilization of a large number of coals and Crossley1 developed another scheme for assessing the chances of superheater corrosion. This scheme took into consideration the observation that coals high in sulfur as well as chlorine are more likely to cause corrosion and fouling than coals low in sulfur and high in chlorine. Crossley also considered the ash content. When two coals had the same chlorine and sulfur contents, the one with the greater amount of ash would be the less likely to cause difficulties. Knowing only the amount of chlorine in a coal obviously will not give all the answers. Indeed, the significance of the chlorine content has been much discussed and it has been suggested that perhaps the total alkalies are a better indicator of possible troubles. By utilizing an 8,000-ft experimental field well equipped with 10 gas-lift valves and 10 Maihak pressure recorders, gas-lift tests were conducted with port sizes ranging from 5/16 through I in. The well was equipped to provide accurate means of measuring surface pressures, temperatures, quantity of injection gas and fluid production. The tests were conducted in 2%-in. OD tubing, and the well was making 95 per cent water. A complete evaluation of gas-lift-valve port sizes shows the relationship of per cent recovery, gas-liquid ratios, minimum pressure created at the operating valve and horsepower requirements for each port. The length of time necessary for the fluid in the tubing to reach equilib.rium conditions after each cycle was recorded. Fallback of fluid at depths of 477, 969, 1,685, 2,493 and 4,290 ft was noted. For each port size, pressure loads of 2.50, 300, 350, 400 and 450 psi were lifted with a valve operating at approximately 550 psi at 6,000 ft. Gas-liquid ratios for each load were varied from excess gas to a gas volume per cycle whereby the load failed to reach the surface. Numerous curves are presented in evaluating the accumulated dara. The results show a 1-in. port to be the most efficient under all conditions. The production of intermittent liquid slugs against different-sized surface chokes was evaluated. These tests were conducted from a 7/16-in. ported valve at 4,072 ft. Tests indicate that, when possible, a %-in. in diameter choke or larger should be used at the surface. In the past few years most of the advancement in gas-lift operations has been made in continuous-flow operations. Yet, it is estimated that at least 70 per cent of the wells on gas lift in the United States are of the intermittent type. Since the term "slug flow" is sometimes used in both intermittent- and continuous-flow operations, it would be well to distinguish between the two types of flow. Continuous-flow gas lift is defined as a method whereby the fluids are produced at a continuous rate at the surface. This generally requires a continuous injection of gas through a surface choke; however, various other control devices sometimes are installed to eliminate freezing, to shut-off gas during natural flow periods, etc. The actual flow of fluids in the tubing may be of the slug type (one of many flow patterns known to exist in continuous flow). Intermittent flow is defined as a method of gas lift whereby the liquid is produced in separate piston-type slugs. Perhaps this type of flow could best be thought of as a ballistic-type flow where the liquid leaves bottom as a piston, propelled by a slug of expanding gas. Gas generally is injected through some type of control at the surface at predetermined intervals. However, the valve may have characteristics whereby gas can be injected through a small choke and still result in a ballistic-type flow. The purpose of the experimental work was to evaluate the most efficient port size to be used on the operating valve for the ballistic type of lift and, in addition, to establish the importance of utilizing a surface choke large enough to allow slugs to be produced without detrimental effects. This work is part of a compre- hensive study of both intermittent-and continuous-flow gas lift, representing a joint project conducted by the Ohio Oil Co., the Sun Oil Co., Otis Engineering Corp, and The U. of Texas. The problem of evaluating port sizes has been given little previous attention. Some work undoubtedly has been done which has not been published to date. Some tests were conducted when the wireline, mechanically-opened valve (Nixon) first came on the market. This valve was capable of utilizing full tubing area as its port size. It is known that this was a very efficient valve, but to the authors' knowledge the results of tests have never been published. EXPERIMENTAL EQUIPMENT These tests were conducted on an actual field well, the Ohio-Sun Unit Well No. 2-E, in the North Markham-North Bay City field, Matagorda County, Tex. The well incorporated 23/8-in. OD tubing and produced 95 per cent water. Since the running of equipment was to be quite elaborate and expensive, a well was selected in which both intermittent- and continuous-flow tests could be conducted. This particular well was capable of producing in excess of 1,000 B/D of liquid (95 per cent salt water), yet with a 3/64-in. in diameter bottom-hole choke, production was controlled to 82 B/D. Most of the intermittent tests were conducted at this low rate. Figs. 1 and 2 show all the surface and down-hole equipment. As can be seen, every attempt was made to insure that ample equipment was available for reliable testing procedures. Fig. 1 shows the surface testing equipment. Preliminary research has identified several organic and aqueous solutions that are effective absorbents for SO, from simulated smelter gas containing 0.3 to 2% SO2. These SO2 loaded solutions are also compatible to the reaction of H2S and SO2 to precipitate a readily filtered elemental sulfur. The economic removal of SO2 and production of elemental sulfur from stack gases discharged by base- metal smelters is a challenging goal. The magnitude of this task is illustrated by the estimate that about 3.5 million tons of SO2 are discharged to the atmosphere by smelters annually in the U.S. The SO2 concentration of the gases ranges from about 0.5 to more than 3%. As the sulfur content of SO2 is 50% a potential production of 1,750,000 tons of sulfur per year is indicated.

An industry/government team sponsored by the Dept. of the Interior completed a study tour of the underground coal mining industries in Great Britain and Germany to review new and emerging coal mining technology. The group found that differences in tradition, mining conditions, and industry capabilities have led to different approaches in technological developments, many of which have the potential for application in U. S. mining. Both countries are working to improve materials and procedures for roadside pack wall. The British are developing a pump-packing system in which bentonite, water, stone, and a special cement are pipelined to the pack area to form a low strength compressible pack wall. The German industry is using anhydrite or blotzdammer to form a high strength pack wall. Both countries are using full-face tunnel-boring machines. The German industry has had considerable success with shield-type longwall supports.

For permanent structure underground, where rock is not competent, support usually consists of concrete or reinforced concrete. However, temporary supports in the form of timber or steel are often needed during construc-tion. Although the history of rock bolting is relatively short—50 years— their use has become widespread in general engineering construction as well as mining. This profusely illustrated and detailed study covers a broad range in the field of rock belting: from the behavior of rock and bolts including rock properties, masses, and structure; mathematical formulae for rock bolt applications; through analysis of various operations and descriptions of the bolts themselves. Rock construction is one of the oldest of the engineering arts and its origin is lost in antiquity. From the days when early man decided that he wanted to improve the natural caves which he was using for shelter and protection or made a river crossing by placing rocks to form a ford or causeway, we have had structures made of rock. It is not too much to say that rock in situ as a structural material forms part of every major engineering undertaking. Rock bolting is one means whereby the inherently good characteristics of rock in situ are preserved and used to the best advantage and the bad characteristics ameliorated. In many cases the latter are accentuated by construction processes used. Rock bolting, as with other rock construction techniques, is only just beginning to emerge from being an art. Consequently, its theory and practice is still more descriptive than mathematical. ROCK BOLTING In underground excavations, where the rock is not competent, support is provided. For the permanent structure, this generally consists of concrete or reinforced concrete. However, support may be needed during construction before the concrete can be placed, and conventionally this consists of timber or steel support in the form of ribs, struts, and lagging. Alternatively, rock bolts may be used. Although their use dates back over 50 years, it is only in recent years that rock bolts have become widely used, not only in mining but in general engineering construction. A rock bolt is a steel bar which is inserted in a hole drilled in rock. The end away from the rock face has a device which permits it to be firmly an- chored in the hole and the projecting end is fitted with a plate which bears against the rock surface. The bolt is placed in tension between the anchor and the plate, thereby exerting a compressive force on the rock. The essential feature of a rock bolt is that it is placed in tension. This distinguishes it from anchor bars which are grouted into holes in rock, but which are not prestressed. The difference between an anchor bar and a rock bolt when the rock bolt is grouted in is analogous to the difference between the reinforcement in ordinary reinforced concrete and in prestressed reinforced concrete. The view that rock bolts only pin or nail blocks or slabs of rock which are loose to the sounder rock behind them is erroneous. Rock bolts are useful for this purpose and have been so used for a long time. However, the term rock bolting, as used here, means the designed use of rock bolts to reinforce and develop the rock around an excavation into a structural entity which can competently play its part in a structure such as a powerhouse or a mine installation. Rock bolts behave quite differently than steel ribs. They can be installed at the working face directly after blasting and within a short space of time can be exerting a stabilizing pressure on the loosened rock surface. This early installation not only partially restores loosened blocks of rock to their original unloosened positions, but also it prevents the gradual relaxation or loosening of the decompression zone behind the new rock face. In contrast, steel ribs generally use timber blocks, wedges, and lagging between the ribs and the irregular rock surface. The timber is relatively compressible, and loosened blocks of rock must move outwards an appreciable distance before any load builds up on the steel ribs. Also, the ribs may settle as the foot blocks and foundation become compressed. Hence, it may take several days or weeks before the rock has moved sufficiently to make the steel ribs carry an effective load.

Flexibility is the keynote in designing modern exploration drills that and mobility. Add to the flexibility of individual drills the wide range of models, and the man looking for a drill has ample choice today. Weight? Choose from models as light as 50 lb or as heavy as 10,000 lb. Hole capacity? From less than 1 in. for smallest core drills to 20 in. or more for auger types. Transportation? The lightest go by packsack (in fact, that is one trade name) ; others are designed to go by Jeep, truck, on skids or are built on light trailers. Power? Select air power, gasoline or diesel engine, electric motor, or use a power take-off from the vehicle on which the drill is mounted. Drill bits offer almost as much variety as the drilling machines themselves. Many drills are suitable for a variety of uses, and often adapt to several types of bits with ease. Some of the types available are: diamond core, diamond reaming, rotary, auger, shot, and special soil sampling tools.
