In June, 1893, while I was with the Old Dominion Copper Co. at Globe, Ariz., I received an offer to take charge, as manager, of the Baltimore Electric? Refining Co. which had recently built a plant at Baltimore, Md., having a capacity of about 1200 tons of electrolytic copper per month, using the Hayden series system. This was a very large output, for in those days the plants were small and the art was in its infancy. At the beginning of 1893 there were 11 electrolytic refineries in the United States, most of them using the multiple system. The Hayden series system was used at Baltimore and Bridgeport and the Smith series system was in operation at the Electrolytic Copper Co. at Ansonia, COM., and at the Pennsylvania Salt Co. at Philadelphia. In the latter system the plates were placed in a horizontal position, but the operating difficulties were so numerous it was soon discarded. The total production of these 11 plants in 1892 was very small; I have not been able to discover reliable figures of production. IRON and copper are mined in the Lake Superior district. The iron mines of the district have the best safety record for that industry in the country as a whole, while the copper mines of the district rank second in two of the four years recorded (Table 1). In Utah copper comes mainly from open-pit mines, which enables that state to lead easily in safety. All of the Michigan production comes from deep under-ground workings. About 60 per cent of the iron miners in St. Louis County, Minnesota, are employed at open-pit mines; this favorably affects the combined open-pit and underground accident-frequency rate, as this county pro-vides most of the Minnesota-mined iron ore. In Michigan, however, there are few open-pit mines, the bulk of the production coming from underground mines, while all of the Wisconsin production, just across the state line from Michigan, is from underground mines. In spite of the fact that fewer mines in Michigan use the safer open-pit method, the iron-mining industry of that state maintained a consistently low record from 1931 to 1934; however, it was many points behind its nearest com petitor, Minnesota, with its much greater production from open-pit mines.

When a hole is made in a stressed solid, such as rock pierced by mine openings, equilibrium of the solid is destroyed. To restablish that equilibrium the stress condition in the rock surrounding the opening becomes rearranged. This rearrangement may or may not develop local stresses in the vicinity of the opening which exceed the elastic strength of the rock. Since stability of the opening depends, therefore, on the strength of the naturally occurring rock surrounding the opening, this rock is an engineering material of construction, and all rock affected by the associated opening or system of openings may be considered a structure. The term invert is chosen to describe the formation of the structure built from the inside, as it were, and a consequence of mining rather than an entity built for a purpose. By definition, an invert structure is formed when openings are made underground and is com- posed of that material on the solid side of a rock-air interface wherein the stress condition is affected by the associated opening or system of openings. The shape of an invert structure is never clearly defined; the skin of the structure may be mapped, and even described, but the boundary of the structure within the solid rock mass must be arbitrarily set.

DURING the latter part of the year 1931, the Republic mine of the Republic Steel Corporation, at Republic, about 4 miles south of Browns-ville, Pa., was mining coal along four rib or fracture lines. One of these lines, the west butt rib line, was retreating towards a concrete-lined air shaft, 320 ft. deep, which had been sunk in 1911 for ventilation purposes. With the normal rate of mining at that time, it was expected that this rib line would pass the shaft in three or four months and the shaft would then be abandoned and allowed to cave. Realizing the opportunity presented for the study of an unusual case of ground movement, the question of conducting the study was presented by the junior author to the chairman of the Institute's committee on Ground Movement and Subsidence, Mr. George S. Rice, who presented the matter to Mr. G. H. Morse, General Manager of the Northern Mines, Republic Steel Corpora-tion, and he agreed to cooperate with the Bureau of Mines in making the study, the results of which are presented in this paper. Acknowledg-ments are due to Mr. Morse for his full cooperation in this work and to Mr. G. S. Rice and Mr. J. W. Paul, both of the U. S. INTRODUCTION Coal is a solid combustible mineral substance resulting from the alteration of vegetable matter largely in the absence of air. It occurs in nature with varying percentages of mineral matter associated with and incorporated into the coalified material. If the amount of this inorganic mineral matter is sufficiently small, and if selective mining can be practiced so as to avoid the incorporation of ash- bearing material from adjacent strata and/or parting seams, the coal can be used as-mined. Otherwise, it must be given a preparation treatment. In 1980 the bulk of the approximately 525 coal preparation plants were located in the eastern half of the U.S., largely in the Appalachian and to a lesser extent in the midwest coal fields (1). Only 17 of these preparation plants were located in the west; these were in Colorado, New Mexico, Utah, Washington and Wyoming. In the past, however, a great many more preparation plants were operated in these and other western states. The upsurge in both the domestic and world- wide demand for quality coking and steam coal will certainly lead to an increase in the number of preparation plants in the west. In fact, there has been a massive development of coal mines and their associated preparation plants across our northern border in Alberta and British Columbia, largely to serve the export coking and steam coal market. Most of the tremendous increase in newly-mined coal in the western U.S. has come from thick seams of inherently low-sulfur, low- ash coal, easy to mine selectively without significant contamination with ash-forming minerals and requiring no preparation. The objective of the model studies described in this paper is to determine the effect of planar discontinuities on the strength and deformability of a rock mass. A model material was used because it satisfied concurrently three requirements that available natural-rock samples did not: (1) low strength, which was desirable for minimizing the loads that had to be applied in the laboratory; (2) ease of producing test specimens with geometrically regular joint patterns; and (3) uniformity of the test specimens. The model tests were performed on specimens made from a single modeling material and tested under triaxial stress conditions with [u,=u,]. Results are presented in this paper for tests on specimens that had (1) a single joint set inclined at several angles to the major principal direction, including 0º and 90°, and (2) two joint sets that were mutually perpendicular, one set perpendicular to and one set parallel to the major principal direction. Several different joint spacings were used in each series. Future tests will include a series with two sets of joints that make oblique angles with each other and with the major principal direction. The results of model tests and tests on cores of jointed rock by several investigators (e.g., Müller and Pacher,l Moore,2 Krsmanovic and Milic,3 Hayashi,4 Rosenblad,5 Jaeger,6 and Lane and Heck 7, have contributed significantly to the design of these experiments, which are believed to be the first in which a comprehensive study has been made of the combined effects under triaxial loading of joint spacing and joint orientation (Fig. 1).

INTRODUCTION A thorough evaluation of the geologic material being considered must be conducted to determine the feasibility of constructing a large-scale underground facility in a deep geologic formation. The design and construction of a nuclear waste repository in basalt, due to the unprecedented nature of the project, adds significantly to the need for thoroughness of this evaluation and mandates that geoengineering data and analysis be of the highest quality. The investigations required to collect the data encompass in situ measurements and observations, as well as laboratory and field tests. Mathematical (numerical) models, which are required to predict the long-term performance of the repository structure, must be developed to evaluate rock mass behavior at canister, room, and repository scale and eventual 1 y must be validated through in situ tests and monitoring. The information generated from these geo- mechanics investigations is essential for assessing site suitability and will be utilized in the development of the repository design, the engineered barrier design, and the evaluation of repository performance. The Hanford Site near Richland, Washington is one of nine sites throughout the nation being investigated by the U .S. Department of Energy as a possible location for the first high-level nuclear waste repository in deep geologic formations. The process of site characterization is currently in progress. If the site is nominated by the U.S. Department of Energy, an extensive program will be undertaken, the culmination of which will be a decision on the suitability of the site for waste disposal. REACTIVE metals are not only those sufficiently radioactive to be used as fuels, such as uranium and thorium, but all metals that will find application in power reactors. It is required of such metals that they be relatively inert or chemically unreactive, dimensionally stable at high temperatures and pressures, and either very absorbent of radioactivity or transparent to it. To gain the right perspective concerning these metals it is necessary at this point to explode some erroneous concepts propounded so often they have become accepted as fact. The first of these is that the great industrial nations, especially the U. S., have reached their pre-eminent position chiefly because they possess abundant mineral resources. Some U. S. mineral economists, echoed by the politicians, have taken this position so often that many of their theories and policies are based on the presence of developed mineral resources as a sine qua non to the country's greatness. Actually the reverse is true- under a social and political system granting free rein to the initiative and creativeness of its people, many hidden mineral resources that otherwise would have lain fallow have been developed into productive enterprises to the benefit of the national industrial economy. Again, once the proper incentive was furnished, other countries have also been able to establish valuable mineral enterprises in recent years; resources long dormant for lack of a proper economic environment suddenly have become valuable and productive. It is possible to name immediately several nations where such domestic economic developments have had favorable repercussions within the last decade. The absence of productive mines in any country is no indication that workable deposits do not exist within its territory.

In spite of recent trends in the United States toward construction of steam generating plants near mine mouths, and toward use of high-voltage direct current for long-distance transmission of electricity, coal in substantial amounts is being transported over relatively long distances to serve specific needs. As coal is a low-cost bulk commodity which is more suitable for use near the point of origin, some of these long hauls are of considerable interest because they show what can be done under the pressure for more and more coal to support industrial and economic growth. Japan has an Insatiable Appetite for Coal Perhaps the longest U.S. coal journey begins in the east Appalachian Basin of southern Pennsylvania, eastern West Virginia, and southwestern Virginia. High-quality coking coal mined in these areas is shipped by rail to Baltimore, Md., and to Hampton Roads, Va., where the coal is reloaded on freighters for shipment primarily to western Europe and Japan. In 1967, shipments of coal to western Europe totaled 19 million tons, and shipments to Japan totaled 12 million tons. Japan also imports coal from Australia, the U.S.S.R., Canada, Poland, the People's Republic of China, and to a lesser ex- tent from several other countries. In an effort to solve long-term needs, Japanese steel interests have contracted for the purchase from the Kaiser Steel Corp. of 51 million long tons of coking coal over the period 1970 to 1985. The coal will come from the Kaiser Steel Corp. mine near Fernie, British Columbia. This arrangement will reduce Japan's future dependence on Appalachian Basin coal.

THE foundation established by the partners of the late Robert W. Hunt provides for both a medal and a prize. The latter has not been given before this year, and the first award is to C. H. Herty, Jr., for his several papers on the physical chemistry of the open-hearth process.. He is the son of the well known chemist of the same name. He was born at Athens, Ga., on Oct. G 1896, graduated from the University of North Carolina in 1918, and went into war service as foreman of U. S. Chemical Plant No. 4, at Saltsville, Va. In 1919 he went to Massachusetts Institute of Technology, where he was successively instructor, research assistant, and research associate in the School of Chemical En-gineering practice receiving his master's degree in 1921 and his Ph.D. in 1924. He continued his brilliant work on the physical chemistry of the open-hearth process, much of it being done in cooperation with the Bethlehem Steel Co. at its Lackawanna plant, and dealing with the elimination of sulfur. In 1926 he joined the staff of the U. S. Bureau of Mines, in charge of its ferrous metallur-gical work at Pittsburgh, and continues to be active in research work on the physical chemistry and metallurgy of the open-hearth process. His Institute publications are: Some Factors Affecting the Elimination of Sulfur in the Basic Open-hearth Process," "Chemical Equilibrium of Manganese, Carbon and Phosphorus in the Basic Open-hearth Process" and "Desulfurizing Action of Manganese and Iron," and he will present a paper on ?Effect of Temperature on the Solubility of Iron Oxide in Iron" at the annual meeting.

The value of carbon ratios in determining the boundaries of possible oil deposits appears to have passed the hypothetical stage. The theory that the ratio of fixed carbon in pure coals is an invariable index of incipient metamorphism in both surface and underground rocks and that it may be applied in defining the limits of petroleum, advanced by David White,' has been received with keen interest by many petroleum geologists. Detailed isocarb maps have been prepared of the Pennsylvanian area of North Texas and Eastern Oklahoma by M. L. Fuller.² A similar map of the coal-bearing area of West Virginia is given here. An isocarb3 is a line showing an equal fixed-carbon percentage, pure coal basis; the term has been proposed by David White to supersede a less expressive nomenclature. The term carbon ratio is applied to the pereentage of carbon in pure coal after water and ash have been eliminated. As a comparatively small number of analyses have been made on this basis, it is usually necessary to compute the ratio by dividing the fixed carbon of the proximate analysis by the sum of the fixed carbon and volatile matter of the same analysis. Many thousands of proximate analyses have been made by the West Virginia Geological Survey, covering nearly every county in which coal is found. Numerous others have been made by the U. S. Geological Survey and the U. S. Bureau of Mines, but as uniformity of results is best secured by adhering to one set of analyses, the tests of the West Virginia Survey have been cxclusively used.

The Petroleum Experiment Station of the U. S. Bureau of Mines at Bartlesville, Okla., has for the past three and a half years maintained a laboratory with the necessary personnel for conducting research on methods of increasing the recovery of oil. Some of the preliminary problems encountered in starting this work, with the data obtained, were discussed in A. I. M. E. Technical Publication No. 144, "Oil Recovery Investigations of the Petroleum Experiment Station of the U. S. Bureau of Mines," which was presented at the October meeting of the Institute at Tulsa, Okla., in 1928. Scope of Paper The following discussion gives some of the results of the more recent work at the Oil Recovery Laboratory. These experiments were conducted to obtain laboratory data pertaining to the relative merits or efficiencies of various pressure media in the recovery of oil from a sand reservoir. Two general types of experiments were conducted. In one the various pressure media were passed through an artificial body of sand partly saturated with oil at a constant input pressure; in the other the pressure media were passed through the body of sand partly saturated with oil at a constant volume rate. No attempt will be made to discuss the ramifications of economic problems which enter into the choice of a pressure medium. Apparatus and Materials The two 6-in. by 6-ft. flow tubes described in Technical Publication 144 were used in these experiments. MAGNESIUM is an exceedingly strategic material but the importance of its production at the time this war started was not realized. Our Government then suddenly became much alive to the need of a tremendous increase in magnesium output, and became a participator in the industry. In this paper an attempt will be made to given an over-all picture of the industry as it has been, and is being, developed. The present war is giving a great acceleration to the use of lighter metals. Development of facilities for production of great tonnages of aluminum and magnesium is bound to bring about some interesting changes in later peace times because costs will be low and production capacities high. As our knowledge of the metallurgy of magnesium alloys increases, this metal will become of vital peacetime importance and will be used in ways we do not now imagine. Household refrigerators, furniture, automobiles, even houses will all be lightened through the use of magnesium.

Chemistry of uranium with respect to its hydrometallurgical recovery from carnotite ores was investigated and well defined during the radium boom period between 1900 and 1920. Since that time, methods used to extract uranium from its ores have remained basically either acid leaching or sodium carbonate leaching. Until about 1950, the only practical methods known for achieving a better than 75 pct U2O3 concentrate from the leach liquors involved fundamental chemical techniques for either purifying a solution prior to the uranium precipitation, or refining a crude uranium concentrate that was produced by neutralizing a pregnant mill liquor.

Kermac Potash Co., the newest American entry in a rapidly expanding industry, has come on the scene with notable variations in conventional shaft-sinking and mining techniques. Located in the famed potash producing district east of Carlsbad, N. Mex., Kermac started up its mine in November, 1965, to supply ore to the company's 500,000-tpy potash crystallization refinery. In so doing, the company (1) drilled the first large diameter mine shaft in the potash industry and (2) has employed new continuous miners especially adapted for use in thin potash beds. REACHING THE ORE ZONE In its initial mine planning, Kermac, a partnership owned jointly by Kerr-McGee Corp. and the National Farmers Union Development Corp., considered it imperative that the shafts be sunk and equipped as soon as possible and that the mine be developed sufficiently to insure a constant ore feed to the mill when the unit was placed on stream. After examining the alternative sinking techniques available to it, the company decided to accept a proposal by Big Hole Drillers, Inc., to drill the shaft from the surface through various formations of sandstones, siltstone, shales, anhydrite, limestones, dolomite and salts to the potash ore zone.

ENACTMENT of Public Law 290 by the 78th Congress authorized the U. S. Department of the Interior, Bureau of Mines, to conduct an experimental program to develop the technology for obtaining oil from oil shale. In adopting and later extending this legislation, the Congress recognized the impending necessity of supplementing ground petroleum reserves with synthetic fuels. Under the provisions of this legislation, the Bureau of Mines, among other things, was charged with the responsibility of developing mining techniques, methods, and equipment for mining the oil shales of the Green River formation of Colorado, Utah, and Wyoming.

THERE are three chief production zones of tungsten ore in China. In the Province of Kiangsi mines are located at Kanchow, East River, and West River. Their combined production is understood to amount to 300 to 350 tons of ore per month, and their original exportation is made through the port of Kiukiang, largely to Shanghai. The second zone is in Kwangtung Province, the mines there being at Tayulin. Produc-tion reaches about 200 tons per month and cargo is gen-erally exported through the port of Hong Kong. In the Province of Hunan approximately 25 tons of ore are produced monthly in the mines at Ton-on. Tungsten ore from Kiangsi and Kwangtung Prov-inces is generally about 70 per cent WO, (tungstic acid), while that from Hunan is of lower quality, run-ning about 65 per cent WO3. Kiangsi ore is received from the mines in 100-1b. and Hunan in 224-lb. gunny sacks. No repacking is done except as it is made neces-sary by the condition of the sacks. Kiangsi Province contains the Chinese districts pro-ducing the largest amount of salable wolframite or tungsten. Many districts west and south of Kiangsi have been found to have wolframite deposits.-Com-merce Reports.
