In order that the reader may not be misled, I feel it necessary to comment upon the title of this paper. "Laws of Rock Behavior," one may take as being part of the all-embracing "Law of Nature" and this, according to the Oxford Dictionary, relates to the principles of conduct recognized as being pleasing to God. I feel it would be presumptuous to erect a code of rock behavior on this basis, so turn to a secondary definition, namely that a "Law" is that which is intrinsically reasonable. It is extremely unlikely that any group of geologists, or workers in rock mechanics would be in complete agreement about what could be taken to be "intrinsically reasonable." Therefore, this paper does not present any deified utterances, but rather deals with a few aspects of rock behavior which I consider to be intrinsically reasonable and with which I hope the reader will concur. The mode of behavior of rocks in the Earth's crust covers the range from wholly brittle to completely ductile ; with a deformation time scale which may be measured in milliseconds, for some events such as meteoritic impact, or in millions of years for the tectonic deformation involved in mountain building. A complete survey is, of course, outside the scope of an introductory paper, so I must be both brief and selective in my treatment. Any attempt to establish the mode of rock behavior in the Earth's crust should take into account data and relationships established in laboratory experiments and correlate these with field evidence. Consequently, the first section of this paper presents a brief discussion of the experimental aspects of rock mechanics which are pertinent to the subsequent discussion.

THERE is not the slightest doubt that the present recoveries of valuable minerals by the Broken Hill mills could be improved, and that further machinery would be installed for the purpose if it could be assured that a high price of metals would be maintained; but concentration, like all other com¬mercial propositions, is a question of profit and loss, and no sensible metallurgist would carry out his work in such a manner as to obtain high recoveries at a financial loss to his company. There is a point in all concentration at which the added money obtained from the higher recovery of minerals is balanced by the extra cost of obtaining the last part of the recovery; a wise metallurgist will be content with his work before his working-expenditure reaches this point. To a casual observer, the work being done by the various Broken Hill mills is identically the same. A closer investigation will show that this is far from being the case, for it is a remarkable fact that, although the larger mines extend over a length of approximately only 2 miles, such a difference in the physical and chemical properties of the ores exists that, from the first reduction downwards, special treatment is necessary in each case, and hardly any two mills are identical in operation. The details of this paper refer directly- to the work of one . particular mill in Broken Hill, for the reason that the ore from each mine presents special difficulties and requires its own special treatment. I have selected the mill referred to because it has been constructed and modified under my supervision.

The year 1957 was one of declining metal price and production. Many lead-zinc-copper mines were forced to close, and the remaining mines limited production to stay more in line with demand. High cost of labor, supplies, and equipment and high taxes aggravated the situation. Some operators postponed or abandoned expansion programs because of uncertain economic conditions. Output was curtailed by elimination of over- time employment and reduction of the working force. The number of employes laid off was small- reduction in the labor force was accomplished by not replacing those who left a company's employ.

Grain boundary attack in 16 pct HCl was found to be substantially the same at low penetrations in zone-refined aluminum (individual impurities 0.1 at. ppm), superior electrolytically refined aluminum (51 at. ppm), and aluminum with various impurities at much higher levels. It was concluded that impurity atom segregation affecting corrosion would have been detected and that the corrosion susceptibility did not originate in this segregation but in the structure of the boundary. It was pointed out that the significance of most previous studies in this system had been obscured by an unrecognized autocatalytic copper reaction. Although general corrosion rate was also impurity-insensitive , there was shallow pitting attributed to iron seg-regation and a hillocked surface texture associated with copper; these were interpreted as due to cathodic damage affecting- cathode distribution. THE grain boundary corrosion suffered by high-purity aluminum in hydrochloric acid has been the object of some interest (the earlier work is summarized in Ref. 1). The central metallurgical question here is whether the corrosion susceptibility of a boundary originates in its structure or in impurity atom segregation. An attempt to study this question revealed large catalytic effects associated with small quantities of the copper impurity in the aluminum, 220 ppm, or in the corrodent, and these magnified the preferential boundary attack and obscured the intrinsic susceptibility question.' After the catalytic effects had been examined,"' test conditions could be designed to avoid them and methods developed for studying the shallow boundary penetrations prevailing when they were absent.= It then became possible to determine whether intrinsic boundary corrosion in aluminum involves impurity segregation. The older work provided no firm information on grain boundary segregation of specific solutes influencing corrosion although several studies suggested iron segregates.4,5 perryman4 found in 10 pct HC1 that the slowly developing (microns per month) grain boundary grooves were deeper in material of higher iron content (range 10 to 550 ppm, with 5 to 80 pprn Cu) but he did not measure the depths of general corrosion, which were probably several times greater, and his reference surfaces may have varied more than did the groove depths. Metzger and Intrater's results for 20 pct HC~,' which yielded higher time-average rates (mm per month) and deeper penetrations, suggested that boundary segregation of iron (range 4 to 230 ppm, with 22 pprn Cu) decreased the penetration rate. IMD effect of the copper impurity is greater1,2 and it is now evident that their corrosion rates had been much magnified by this effect and did not provide a proper basis for the analysis of segregation. In exploratory studies of other solutes (made under the same conditions), 1000 ppm additions of Mg, Mn, or Si or 100 ppm Ca were without effect.1 Montariol6 noted that boundary attack in 22 pct HC1 persisted after zone refining although with fewer deep fissures (ranges 0.06 to 4 ppm Cu, 4 to 23 ppm Fe). Autocatalytic effects may have influenced these results also and those of Perryman.4 The present objective was, as a first step, to see whether quantitative tests designed to exclude autocatalytic influences would indicate the existence of low-level impurity effects on intrinsic boundary corrosion. Comparison of electrolytically refined with zone-refined aluminum of lower copper and iron contents revealed no differences in boundary corrosion, but certain impurity-sensitive differences in general corrosion morphology were noted and investigated further at higher impurity levels. I) EXPERIMENTAL PROCEDURE A) Material. A selection from commercially available material was made with the cooperation of several producers. An electrolytically refined lot (III-A, 1 ppm Cu, 2.4 ppm Fe) studied previously3 provided a starting point. Since material of substantially higher copper content could not be used if the autocatalytic corrosion reaction were to be avoided,2,3 a lot (III-B) of about the same purity was added as a check, two zone-refined lots (I-A and I-B) with copper and iron an order of magnitude lower were selected for comparison, and an intermediate lot (11) was included. Analytical data are given in Table I. For copper in I-B and iron in I-A and I-B, the actual concentration is thought to be near the limit given, i.e., about 0.1 ppm. For titanium, vanadium, and chromium in III-B, the actual amounts are thought to be, like those in III-A, substantially lower than in the zone-refined lots (these elements concentrate in the solid on freezing). Data are given later for some additional lots surveved. B) Specimen Preparation and Procedure. one by 3 cm blanks with a notched stem were cut from 1-mm cold-rolled sheet, annealed 24 hr in air at 650°C, and quenched in an air stream (42°C per sec initial cooling rate, 100 sec to cool to 100°C). The high annealing temperature maximized diffusivities and approach to equilibrium impurity distributions. A water quench, in principle more efficient in preserving the distribution established, was undesirable because the boundaries were almost plane and they tended to shear and migrate during the quench and thus to be separated from any existing impurity atmosphere. Monazite has had a Cinderella-like history. Although nearly go per cent pure rare-earth compound (rare-earth phosphate) it was sought at first not for the rare earths but for the sake of a minor constituent—thorium. The thorium, essential for the Welsbach gaslight mantle, was present in only small quantities and the principal constituents, the rare earths, were largely discarded. Gradually, however, the rare earths have developed uses of their own and today have left the thorium far behind in value. Occurrence Monazite was first produced commercially about 1886, in North Carolina, where it was collected in small sluices by farmers who found it in stream beds on their land. The deposits were later exploited on a larger scale, but were mostly abandoned in a few years, when monazite from Brazil came upon the market in far larger quantities. Domestic production ceased entirely in 1906. The Brazilian source is still active, together with Indian, Dutch East Indies, and Australian deposits. Several other localities in the United States have yielded monazite, but none of these has produced commercially as yet. Monazite occurs originally in pegmatite~ and gneisses, through which, unfortunately, it is scattered in highly dispersed form. All commercially useful deposits consist of transported monazite sands liberated by erosion and concentrated by the action of water, which has sluiced away lighter materials and concentrated the heavy (D = 5.0 to 5.2) grains of monazite, together with ilmenite, zircon, garnet, and other dense minerals. The Carolina deposits were in stream beds; most of the other deposits mentioned are on or near the seashore, where the action of the waves has served to concentrate the monazite. In most cases today, the sands are worked to obtain the ilmenite and zircon, as well as monazite. The minerals are separated by means of sluices, dry tables, and magnetic separators, and each is finally obtained nearly pure. No crushing or grinding is necessary. The concentrates are shipped in fiber bags. THE raw material men in all industries, and copper is no exception, are accustomed to think of them- selves as the whole show, and not without justice, for if there were no copper mines the world would have no copper. Nevertheless, many different things costing money and resulting in profits must be done to their product before it is ready for the world's use. In other words, they are making the frequent mistake of Chinking in terms of partial costs. Nobody really uses electrolytic copper. Possibly that is why nobody seems willing to pay anything for it. The manufacturers, being canny, do not buy any more electrolytic than they feel that they can work up and sell profitably, although they like to make the raw material men Chink that they will take all that can be produced. This is a state of affairs that has aroused my sympathy and curiosity, and has induced me to study the financial history of the copper wire and brass industry of the country or such portion of it as publishes any records readily available to the curious minded. Formerly great divergence of opinion existed in regard to the influence of copper in steel, as affecting its various physical properties. More recently the investigations of Stead,l Breuil,2 Wigham,3 Burgess and Aston: Ball and Wingham,5 Miiller; Dillner,7 and others have shown fairly good agreement in the major points. Copper steel has been shown by these investigators to possess special properties which make it valuable for certain uses. The general range of composition of the useful alloys of copper and iron, and of copper, iron, and carbon, has been quite definitely established, for the former by Burgess and Aston,8 and for the latter by Breuil9 and Stead.10 Stead11 has removed one difficulty in reconciling certain of the earlier data by calling particular attention to the influence 'of carbon in copper steels. Another point which caused confusion in the earlier investigations, particularly in regard to " red-shortness," was the presence of sulphur. Failure to note the presence of sulphur often led to attributing " red-shortness" to the presence of small amounts of copper. Turner12 has called attention to the fact that where copper exists in an iron ore it often occurs as the sulphide, so that the presence of copper in steel made from such ores might also, necessarily, mean the presence of sulphur. It is evident that the effect in this case might be quite different than where pure copper was added.

FiRst I must express my deep appreciation for the honor of being privileged to give the Howe Memorial Lecture this year and at the same time my feeling of inadequacy to do justice to the subject. The first Howe lecturer was most fittingly, Professor Sauveur, his contemporary and friend, and the subject was beta iron. Last year the second Howe lecture was delivered by Dr. Mathews, one of his most distinguished pupils, who spoke on austenite. This year, the Howe Professor of Metallurgy was chosen to deliver the third annual lecture, and the subject ought to be martensite. No one but Professor Sauveur could have brought to life what was considered by many to have been dead and buried, and he so persuasively and convincingly proved to us by his experiments the existence of something that the followers of that new cult "X-Ray and Crystal Structure " would have us believe is simply alpha iron. And Dr. Mathews from his wide practical experience was so easily able to convince us that austenite was not only the most wonderful of the iron-carbon series, but that it was the wonder alloy of the future. If I were to follow in the footsteps of my distinguished predecessors, I would talk to you about martensite. But when I had planned this lecture, I found that I was writing about Professor Howe and his work and his influence on the science of metals of today, and that martensite had become the secondary theme. And when finally I was obliged to choose a title, I remembered that it was in 1901 I came from Roberts-Austen with a letter of introduction to his very dear friend, Henry Marion Howe, at the Columbia School of Mines, to continue my work at the next bench to Dr. Mathews. Since then a quarter of a century has gone by, and during that time all branches of science seem to have been remade, so great has been our advancement in knowledge and discovery. And now that Metallography has finally established its place as an important branch of science, with its own textbooks and literature, I would like to review what seem to me to be the most important advances we have made in the last 25 years. To do this, I would start with Howe's "Iron, Steel and Other Alloys," and end with Jeffries and Archer's " Science of Metals." In the preface of the former, Professor Howe wrote: My warmest thanks are due to the friends who have aided me with their counsel and knowledge. Stress corrosion is defined and certain examples are illustrated. A number of test methods, to determine the resistance of materials to stress corrosion, are being developed at Wright Field. The criterion as to the validity of a method is stated. Three types of specimens and the method of stressing each type are described. Five different corrosive conditions are set forth. The results of tests to date, although too few for any general conclusions to be arrived at, are presented. The program for the continuation of the investigation is indicated. A bibliography is included. The development of the method of loading a cantilever-type specimen, so that a nearly constant stress at a large deflection may be realized, is presented as Appendix I.

Introduction The technique being investigated here uses a physical mine model which consists of a plexiglass room-and-pillar model 11.4 x 11.4 cm (4.5 x 4.5 in.). It is placed at the bottom of a larger plexiglass box 25.4 x 30.5cm (10 x 12 in.). The box is then filled with a model material representing geologic overburden. Sand has been selected because of its deformability under gravitational forces. The mine model is capable of creating a cavity and induces movement on the surface of the model material. This surface disturbance can be measured using a photographic technique called holographic interferometry. This paper discusses results of an investigation of the possibility of generating subsidence criteria using physical mine models and laser holographic interferometry. Problem Statement Subsidence appears to be widespread in two states - Pennsylvania and Illinois - although serious subsidence is found in localized areas of numerous other states (HRB Singer Inc., 1977). The US Bureau of Mines estimates that more than 1618 km2 (400,000 acres) of urban areas are threatened by subsidence. Pennsylvania and West Virginia contain 57% of these threatened areas, with the remainder being spread out over 16 states (Johnson and Miller, 1979). Events of subsidence have been reported in urban areas, including Pennsylvania (Gray et al., 1977) and Illinois (Mahar and Marino, 1981). One location has observed three episodes of subsidence beginning in 1950 (Bruhn et al., 1981). These subsidence events all occurred over abandoned room-and-pillar mines. Some mines have been abandoned more than 50 years (Bauer and Hunt,1981) . Available research does not offer much on the problem related to time dependent subsidence, especially those associated with the failure of remnant coal pillars. The physical modeling technique developed at West Virginia University is capable of measuring both instantaneous and time delayed subsidence. Laser Holographic Interferometry Laser holographic interferometry, or holometry, uses the interference properties of laser light to measure small movements of objects. The object requires only optical access and no surface instrumentation. This technique is closely related to photoelasticity. Both techniques rely on the uniqueness of the light reflected off or through an object in any given state of stress. The entire measurement process is done remotely without any surface instrumentation and without using a camera. The interferogram is constructed and visual observation will yield fringes on all areas that yielded or moved. The displacement represented by one fringe was determined by Wilson et al. (1977) and is given by the relationship: [d ='1(1) 2 cos 8 where d = displacement of one fringe 6 = incident angle of laser light A = wavelength of light (632.8 x 10-9 meters for Helium-Neon lasers)] In summary, holometry is capable of detecting very small movements of objects under study. It is a very sensitive process that requires laser light and vibration free experiments. Experimental Program Lab Facilities The primary components of the facilities were the laser and the optical table. The light source was 50 milli-watt, Helium-Neon laser. The optical table was a granite slab weighing nearly one ton. All experiments were performed on the optical table. It consists of a large table sitting on air cells similar to car innertubes. Six air cells were placed on top of two layers of wood and Styrofoam. Figure 1 is a schematic diagram of the vibration free table. Even with these precautions, the experiments still had to be performed at night to reduce potential traffic related vibrations. Room-and-pillar mine models consisting of three different pillar sizes were constructed out of plexiglass. The models were designed to represent three different extraction ratios. Figure 2 shows the models. The extraction ratios were determined by the tributary loading concept (Peng, 1978). These models were the primary component of a seam extraction simulator. A schematic of this simulation device is shown in Fig. 3.

INTRODUCTION THE purpose of this chapter is to present the diagnostic features (geologic, mineralogic, chemical, and physical) of the principal types of hypogene ore deposits recognized in current genetic classifications, and to classify the ore deposits of the western United States into those types. The genetic divisions used and the criteria determining them are essentially those followed by Lindgren in his Mineral Deposits. Deviations from Lindgren represent either changed conceptions since 1928 (the date of the third edition of Mineral Deposits) due to advance in knowledge or the inevitable differences of opinion between experts in active fields of investigation. Though nineteen economic geologists have been given free hand in presenting their particular topics, there are no fundamental departures in the chapter from the principles set forth by Lindgren. It would be entirely beyond the capacity of a single chapter to give a comprehensive geologic description of all the ore deposits of the western United States. Descriptions of individual deposits have been restricted to those features that are of most diagnostic genetic value. All of the more important deposits receive that much attention. Deposits of lesser economic importance and those inadequately known geologically are treated more briefly or merely cited under what seems to be their proper genetic assignment. The geographic limits of the descriptive matter are the Black Hills and the United States between the Rocky Mountains and the pacific Coast. Capacity of the chapter has made it necessary to impose these geographic limits.

Fluorspar is the commercial name for fluorite, which is the mineral having the composition CaF2, calcium fluoride. Its valuable properties are due to its content of fluorine, and it is the only important commercial source of that element. The name is derived from the Latin fluere, to flow, because the mineral melts easily and is a good flux. History The mineral has been known since Greek and Roman times, when it was used for drinking cups and ornamental slabs. Various peoples including the Chinese and the American Indians have carved ornaments from large crystals. Its usefulness as a flux was known to Agricola, who wrote about it in 1546.1 Mining began in England about 1775 15 and at various places in the United States during the period 1820 to 1840.28 Substantial production was achieved first in the period 1888 to 1900 in consequence of the development and widespread adoption of the basic open hearth method of making steel, in which fluorspar is used as a flux. After that, production and usage was stimulated by growth in the steel, aluminum, chemical, and ceramic industries and accelerated by World Wars I and II. The organic fluorides called "Freons" entered the picture in 1931, and the use of anhydrous HF as a catalyst in the manufacture of alkylate for high octane fuel blends began in 1942. The development of the froth flotation process in the late 1920's, a differential flotation scheme for separating fluorspar from galena, sphalerite, and other minerals in the 1930's, and the application of heavy-media concentrating methods to the treatment of low-grade ores in the 1940's were outstanding technological contributions that enabled increased production of fluorspar concentrates. Composition and Properties Fluorite in its purest form contains 51.1 pct calcium and 48.9 pct fluorine. Substitution of small percentages of cerium and yttrium for calcium have been noted.4 Mechanical inclusions of gases and fluids such as petroleum and water, and of other solid minerals such as pyrite, marcasite, and chalcopyrite are common. The fluorspar of commerce contains attached and admixed mineral impurities, chiefly calcite, quartz, barite, celestite, and various sulfides. It is interesting that the purest commercial form in which the mineral is sold, acid grade concentrate, contains a minimum of 97 pct CaF2, and as such is of comparable purity to many reagents used in chemical laboratories. Fluorite has a marked tendency to occur in large, well-formed crystals sometimes six to ten inches on a side. It crystallizes in the isometric system, frequently forming cubic and octahedral crystals or combinations thereof. The mineral also occurs in massive and in earthy forms, and in crusts or globular aggregates with radial fibrous texture. Crystalline fluorspar exhibits a great array of colors, from colorless and water clear to yellow, blue, purple, green, rose, red, bluish and purplish black, and brown. The colors are often arranged in alternating bands parallel to cube faces. They may be altered by exposure to X-rays, heat, ultraviolet light, and pressure, and are caused by a variety of factors including the presence of trace impurities and displaced ions in the lattice. Sometimes the changes induced by X-rays can be reversed by ultraviolet radiation. The mineral has a hardness of 4, and is the model of that hardness on the Mobs scale.

The impact of the work of Herty "et al" on modern liquid steel technology can only be evaluated by first setting the stage as it existed in 1926. It is important to briefly review not only the steel making process and viewpoints regarding methods of refining, but also to describe the tools which were available for research at the time. One must recall that only 15 years before the beginning of this program, the open hearth production exceeded that of the Bessemer in the United States. Many open hearths were still operating on producer gas (a very inefficient fuel), although some plants were converting to the use of natural gas and very few to oil. Continuous rolling of wide strip started this year. The Faraday Society in England held a World Conference on Physical Chemistry in Steel Making in 1925 and the contributions to this work created considerable interest throughout the world and it appeared that physical chemistry might convert the art of steel making into a science. These papers, however, attempted to solve the problems through the use of the older physical chemical concepts such as Nernst's numbers, etc. and considerable data were missing. In 1923, Lewis and Randall had published their book Thermodynanzicsl and this was later to establish and standardize the steps which are now accepted for the calculation of physico-chemical equations. At the time this research work was started, there were no small high frequency induction furnaces. The New Orient mine, owned and operated by the Chicago, Wilmington & Franklin Coal Co., has caused a great deal of comment and interest because of its unusual features and huge daily production. It is in Franklin County, Illinois, adjacent to the town of West Frankfort. The seam being mined is the Illinois No. 6 which in this locality is 9 to 12 ft. thick and lies approximately 500 ft. below the surface. Without fear of contradiction, it can be said that this is one of the largest coal mines in the world from a daily production standpoint. During 1928, New Orient produced 2,400,000 tons, which amounts to over 10,000 tons each day the mine operated that year. The mine is built for a capacity of 12,000 tons but has actually hoisted over 15,000 tons in one 8-hr, shift. This enormous production can perhaps be better visualized if it is realized that each day's operation depletes over two acres of coal. The general features of this mine have already been fully covered in a paper by George B. Harrington,' President of the Chicago, Wilmington & Franklin Coal Co. In a paper of the nature of Mr. Harrington's, it was unnecessary to stress any particular phase of mining conditions, consequently the ventilation problems were touched upon but lightly. In this paper an attempt has been made to describe some of the problems which have been encountered in providing adequate ventilation for the mine. Ventilating Conditions The acreage allotted to New Orient mine has a length, north and south, of approximately 6 miles, and a width, east and west, of 2 to 4 miles. A number of important considerations caused the hoist shaft, air shaft and surface plant to be located near the southeast corner of the property, instead of near the center, as is usual. During the initial phase of the mine development, the mine was ventilated through these shafts, although there was a full realization that at some future date other shafts would be required.

William Kent, New York City: I regret that I have not had the time since the Cincinnati meeting to make as complete a study of Mr. Salom's paper as I wished. I regard it as one of the most important papers that have been presented on this subject, and worthy of complete study. I started out, on the limited time I had, on a system of study which I would recommend to any one else who has leisure to complete the investigation. I took the original report presented at the Cincinnati meeting, and selected from it' such tests as had the analyses reported along with the physical tests, giving the amounts of carbon, phosphorus, manganese, etc., taking only those in which all these elements are given.

(New York Meeting, February, 1912.) PREFATORY NOTE.-The first part of this paper was sent to me by Mr. Emrich nearly nine months ago ; and. I held it, waiting for the second part, which he had promised to forward soon, so that I might submit the whole to some of his former professional associates, and advise him of their criticisms and suggestions before offering his work to the Institute. But, five days before the second part reached me, I received by telegraph the news of Mr. Emrich's sudden death. The paper has therefore not had the benefit of such a revision by the author as might have made it in some respects clearer and more complete. Nevertheless, I believe that experts in the branch of metallurgy with which it deals will find it both original and suggestive.-A. EILERS. I. PARTIAL REFINING IN THE ANODE-FURNACE. During my connection with one of the large New Jersey copper-refineries, and probably before that period, from 15 to 20 per cent. of the copper-bullion received was the very foul, leady blister-copper produced from lead blast-furnace matte. It had been customary to mix a small part of this blister with each charge of purer pig-copper, in the effort to dilute it as much as possible before casting into anodes; but tank-house conditions were such that I was led to try making entire furnace-charges of this blister, and refining it as much as possible in the furnace-afterwards casting to anodes and refining electrolytically, in tanks and solution separate from the main bulk of the purer copper. In making this experiment, notes were made, for several furnace-charges, of everything thought to have a bearing on the question, and some interesting facts were brought out, both in the furnace-working and afterwards in the tanks.

PURSUANT to a recommendation made by the Section delegates at their conference at the Annual Meeting of the A.I.M.E. last February, the Directors, at their meeting on March 15, 1944, appointed a committee charged with the duty of investigating the present status of licensing and registration of engineers, and to make a report on the whole subject for the information of the mining fraternity. The committee consisted of E. W. Ellis, chairman, H. D. Keiser, Henry T. Mudd, J. J. Croston, and Simon Strauss. Messrs. Keiser and Strauss were unable to assist in the work of the committee, and Mr. Mudd was forced to resign in July, his place being taken by A. F. Greaves-Walker. Able assistance was given the committee by T. Keith Legare, executive secretary of the National Council of State Boards of Engineering Examiners, and by Ed. ward Larson, executive secretary of the National Society of Professional Engineers. The accompanying somewhat condensed version of the report of Mr. Ellis's committee, dated Oct. 15, 1944, is confined to facts rather than to recommendations. The "Model Law" to which reference is made was first drafted by repre¬sentatives of six national engineering societies in 1911. It has since been amended many times, the latest version dated June 1943 is recommended to the State Licensing Boards as a pattern for formulating or amending state laws. A copy of the "Model Law" in pamphlet form will be sent to any member on request from A.I.M.E. headquarters while the supply lasts. The report:

EIGHT years ago the Hecla mine, a lead-silver producer, situated at Burke, Idaho, was producing ore from but two levels, the 300- and the 600-ft. All hoisting was done with a 12- by 16-in. slide-valve, double-reel, hoist. The hoist was being worked to its capacity and was unsuitable for hoisting from greater depths. As the work of opening a new level was about to be started, it became necessary to remodel the then-existing equipment or install a new hoist. The recent advent of electricity from Spokane had made available a cheaper power than steam. By a series of tests conducted throughout the Coeur d'Alène district, it was found that it cost $109 per year to generate a horse-power with steam. Electric power was to be had for $50 a horse-power per year. It was decided to substitute for the engines a motor-drive, of sufficient capacity to operate from the 900-ft. level, and ultimately install an entirely new hoist. After disconnecting the engines, installing a new shaft, and making a few minor changes, a 300-h-p., 2,300-volt, 514-rev. per min., variable-speed motor of the induction type was geared to the reel-shaft. The reels were supplied with 3/8 by 4-in. flat rope, and the duty of the hoist was about as follows: Cage, 1,700; ore, 2,600; car, 1,400; rope, 2,250; total, 7,950 pounds. The Bristol ammeter chart, Fig. 1, shows the combined current-consumption of the hoist- and mine-motors. The large intermittent load is clearly shown ; this produced harmful fluctuations in the voltage of the long, lightly-loaded, 60,000-volt transmission-line from Spokane to the Coeur d'Alènes. The principle that conventional schemes for taxing petroleum or mineral resources are "inefficient" is illustrated using simulation calculations tested against an "ideal" system. Inefficiency is defined as the relative success in maximizing expected government revenues from the resources. Most systems fail because: 1) they leave oil in limbo, i.e. unproduced because of excessive fiscal burden; or 2) they unnecessarily increase the variance in the explorationist'c, rate of return by undertaxing large fields and overtaxing smaller but infra-marginal fields. This increases his discount rate and reduces taxable surplus. An "ideal" tax system is specified which maximizes government revenues while minimizing risk to the operator. Two criteria are developed: 1) the tax falls to zero on fields which yield only the minimum necessary rate of return ("marginal" fields); and 2) the after-tax present value of all fields is the same for all fields above a threshhold size. In particular, marginal fields, while contrib- uting little to expected values, do contribute to reducing variance and hence risk praemia by distributing the exploration costs over a higher probability of successful outcomes.
