The time-to-fracture test has been applied to pure platinum and to two alloys of platinum under the special conditions of small cross-sectional area of the specimens and of a test temperature above the annealing temperature. While the results are similar in character to those secured with large specimens of steel at temperatures below the annealing temperatures, two differences are noted: (I) an upward inflection in the curves for log stress vs. log time for the alloys, and (2) a sharp break in the curve for log stress vs. log time for pure platinum when single crystals filled the wire. The experiments showed that: (I) platinum and 10 per cent rhodium-platinum maintained their strengths at IIOO°C. better than did to per cent iridium-platinum, and (2) the rhodium-platinum after a time exceeded the iridium-platinum in strength at IIOO°C. Platinum alloys in their service at high temperatures encounter conditions somewhat similar to those that exist in the usual form of the "time-to-fracture"l test with steel. This paper is intended primarily to present results obtained by a "time-to-fracture" test under conditions approximating actual service for platinum (at the temperature IIOO°C. under oxidizing conditions) with three materials, pure platinum (99.99 per cent), a platinum alloy with 10 per cent iridium, and a platinum alloy with 10 per cent rhodium. The experimental procedure differed from that previously used in this type of measurement in that the samples were of small diameter (0.010 in.), were fully annealed, and were tested at a temperature definitely above their annealing points (600°C., IOOO°C. and 1050°C., respectively, for 60 per cent cold reduction and 15 min. heating time2,3). The experimental arrangement was similar to that previously described,' using as heating unit a small, horizontal, platinum-wound furnace, ½ by 12 in., maintained at constant temperature by an automatic controller. The samples were 0.010-in. wires, which had been annealed at 1200°C. by drawing them slowly through the furnace. The time-to-fracture was measured electrically. Elongation was not determined because of the difficulties inherent in the experimental arrangement. Life—that is, the time-to-fracture—was considered the important property in these first tests. No attempt was made to measure the reduction in area, but the types of fracture were noted qualitatively; in the text they are referred to as (I) the normal, plastic, or necked fracture, (2) the knife-edge fracture, and (3) the brittle or intercrystalline fratture with small reduction of area. Results for different constant applied stresses are plotted in Fig. I. In all cases at least two trials were made for each stress, although they cannot always be indicated separately on the curves. An instantaneous and continuous analysis of a mineral suspension should be of great value in controlling various mineral preparation processes. Described herein is a method of analysis based on the use of high-frequency alternating current, which, under certain restrictive conditions, could be of use. Theoretical Considerations In a suspension of conductive minerals, the electrical effect primarily responsible for the variations in electric conductivity is the capacitance. HEAT Treatment at 1500' F of a mild steel containing 0.1 pct C, in an atmosphere which is oxidizing to both carbon and iron, results in the progressive oxidation of the metal surface with little or no change in the carbon content of the underlying metal. Further heat treatment of the scaled metal in either a neutral atmosphere or in a vacuum may or may not result in the decarburization of the metal depending upon the physical nature of the scale. It is apparent that if a continuous layer of oxide is present on the steel surface, the reaction OScale + Cmetal Cogas cannot progress since the SO formed gas would be unable to leave the oxide/metal interface. Thus, in order for the reaction to progress, the oxide must be cracked or porous. Vacuum heat treatment at 1500" F of samples with a thick continuous oxide scale showed no decarburization of the steel. However, when cracks were introduced mechanically into the scale prior to the vacuum heat treatment notable decarburization of the metal resulted and a structure as shown by Fig. 1 obtained, i.e., reduction of the crack walls to ferrite. With reference to the diagram of Fig. 2, it would appear that a mechanism of the following type takes place. Carbon atoms arriving at an oxide/metal/void interface, such as 'A', Fig. 2(a), can combine with oxygen atoms from the scale and leave the reaction site as Cogas thereby reducing the oxide to metal. On a greatly magnified scale, Fig. 2(b),this will appear as a ferrite projection along the crack wall. Carbon atoms entering this projection can react with oxygen atoms at point 'C', which is a new interface, and so on leading to a progressive growth of the ferrite along the crack wall and to the surface, Figs. 2 (c) and 1. It would appear that the only means by which thickening of the ferrite film can take place is by a diffusion of oxygen through the ferrite film to react with carbon at the newly formed ferrite/ void interface. Since the diffusion rate of carbon is reportedly much greater than that of oxygen, and since there is a low probability factor of oxygen and carbon atoms arriving simultaneously at the same site on the ferritehoid interface, there will be a tendency for more rapid lengthening than thickening of the ferrite layer, as is observed.

IN this survey of the progressive development (of education for the mineral industries throughout the United States, the review of .the history of each school has usually been completed wherever it is first mentioned, but the history of the schools in the cities of the eastern seaboard was not carried beyond 1870. It is necessary now to cover what happened during the period of approximately the last quarter of the nineteenth century in several of the schools in the east. Philadelphia Of Philadelphia, it has been related in chapter 4 that the Polytechnic College of Pennsylvania began offering a curriculum leading to the B.S. in mining in 1853; that the school did not prosper, and finally closed about 1890. The establishment of a Department of Mining, Arts, and Manufactures at the University of Pennsylvania in 1855-56 was also mentioned, but its history was not carried beyond 1860. In 1859 J. Peter Lesley was appointed professor of mining in the University of Pennsylvania. The son of a cabinetmaker, born in Philadelphia Sept. 17, 1819, he had taken his A.B. degree at the University of Pennsylvania in 1838 and then secured a position on the Geological Survey of Pennsylvania under H. D. Rogers. When the Survey was discontinued, in 1841, he went to Princeton to study theology, was ordained a Presbyterian minister and followed that career until 1852, when the Pennsylvania, Geological Survey was again started and he rejoined its staff. He published "A Manual of Coal and its Topography" in 1856, and studied at the École des Mines, Paris, in 1856-57. He published an 800-page "Iron Manufactures Guide" the year that he was appointed to the staff at the University of Pennsylvania. In 1863-64 a College of Agriculture, Mines, Arts and the Mechanic Arts was established, but it was not a separate school

Tin production and export from the Far East are still a long way off from the prewar figures. The Malayan Peninsula, which had a rather good start directly after the war largely because of stock piles found in Singapore and elsewhere, has since been hampered in the rehabilitation of its tin mines and dredging operations by material shortages and, more recently and more severely, by revolts and attacks of communist elements and gangster bands. These hindrances make working in the mines dangerous and form a daily threat against the valuable and highly vulnerable dredges. Contrary to the conditions in Malaya are those on the tin islands of Billiton, Banka, and Singkep-all in the Netherlands East Indies-where the Dutch have re-established peaceful relations with the population. Dutch efforts since the fall of 1945 have been rewarded by continuously increasing production, extension of production facilities, and return of moderate prosperity, complete safety, and all-out co-operation among the population ? native and Chinese ? to the benefit of all concerned.

CONSIDERING the importance of the steel trade and the strategic position occupied in it by the Birmingham District, it may be surprising to many to realize that even the first pig iron smelted with coke was made in Alabama on Feb. 28, 1876, although merchant pig iron had been produced in Rockwood, Tenn., in 1867, a plant which is still in active operation. The heavy deposit of Clinton ore extending from Pennsylvania into Alabama, varying greatly in accessibility on account of geological changes such as erosion or anticlinal upthrow, varies equally as much in thickness and in quality. The brown ores extensively scattered through the South also vary materially in quality, some being relatively low in phosphorus and high in manganese, and vice versa. The red ore varies materially in phosphorus, but the iron produced from these ores was always considered to be too high in phosphorus for treatment by acid Bessemer or open hearth and did not contain sufficient for the basic Bessemer process. Under these conditions there remained only the basic open hearth as a possibility, and for many years it appeared impossible to use it, because, with coke smelted iron, the silicon was too high to permit its use in basic lined furnaces.

CREATION of a "committee on promotion of student interest in coal mining" has an encouraging implication for the coal industry. It is indicative that mining men, both in the field and in the educational centers, realize that the problems of the industry require the best talent available. Young men are being invited into coal on the premise that it needs them, that it offers opportunity for creative work and the realization of their objectives. In initiating a movement which purports to meet the objectives of any young man who spends four or five years of his life in college, the industry does so with a full realization of its obligations.

AT the outset, said Mr. Guess, I may say that although I believe the present engineering courses in the various colleges and universities could be arranged to give the student within the same time limit a broader general education of un- doubted value, still I do not agree with the view held by many that engineers in comparison with those of other occupations-let us say doctors, lawyers, bankers, and so-called business men-seldom arrive at high executive positions. After all, we must remember that engineers are not very numerous as compared with the occupations just mentioned and therefore a lesser number reaching high executive positions stated numerically might be a larger number stated as a percentage. We all know there must be throughout the United States say three doctors to one engineer, but I don't think that even numerically there are as many doctors in high executive positions as engineers, and it is a fortunate thing for the country that doctors as a class are so busily engaged in alleviating sickness and suffering and in the advancement of medical science that they do not aim particularly for high executive positions.

EDWARD HART*, Easton, Pa. (written discussion?) .-In 1895 I visited the chemical plant of the Messrs. Chance at Oldbury, England, under the guidance of Mr. France, the manager. In the stock house I saw a pile of coal brasses with adhering coal and said to Mr. France, "I should think you would get dark acid." "Yes," he replied, "our acid has always been rather black. and our customers have grown used to it. Some time ago we ran out of brasses and could get only Spanish pyrite. Our product became white and the customers began to complain, so I put a little sugar in each carboy." E. A. HOLBROOK,* Pittsburgh, Pa. (written discussion?).-Mr. Davis says, "A very large tonnage of pyrite is annually being thrown in the waste in the coal mines of this country." This quantity is much larger than is generally realized by people not intimately associated with coal mining. At the beginning of the war this country seemed threatened with a short-age of pyrite. The U. S. Bureau of Mines conducted a general investiga-tion of the pyrite resources of the country in order to ascertain what material was commercially available. The general pyrite investigation was in charge of H. A. Buehler, with the subsection on coal pyrite in charge of E. A. Holbrook.

An improved replica technique is developed for a nondestructive study of the nucleation and growth of fatigue cracks. Three different growth stages of a fatigue crack were observed. An initial stage of high growth rate is followed by a long period of very slow growth, until finally a third period of high growth rate leads to fracture. THE metal-fatigue process is of a very complex nature. The experimental approach towards fatigue is susceptible to many minor influences which, together with the unavoidable scatter in testing results, makes the interpretation a matter of extreme care. The generally accepted fact that, in a homogeneous material, the fatigue cracks start at a free surface indicates that surface studies may contri-but in an essential way to a better understanding of the fatigue mechanisms. Indeed metallographic observations of the fatigue phenomena have been very fruitful in the last decade. The study of extrusions, intrusions, and persistent slip bands has contributed much to the present knowledge of the early processes in fatigue.' The drawback of the current metallographic techniques lies in the fact, however, that either observations of fatigue phenomena had to be made in a destructive way after an only partly executed test or a sequence of observations on the same test bar was only possible on notched specimens.2 4 In both cases an uncertainty exists as to the nucleation and growth of the fatigue crack in an unnotched test bar, where the crack can start at any place of a large area and develops in a test bar, which is macroscopically

Secretary's Note.—In printing this paper in the present volume, the figures given in the pamphlet edition have been brought more nearly up to date, the product of 1899 being in many instances inserted. Iron-Ore Resources. In a paper presented to the Institute in 1897,* I discussed the iron-resources of the United States as then developed, calling attention to some principal sources upon which other countries depended. The following statement will give a general idea of the amounts, as compiled from the latest official records, of ores won, and metal produced, in the nations which are important contributors to the world's output. Unfortunately these are not all contemporaneous, since in some countries the statistics do not appear until after one or more years. The statement covers not only pig-iron and iron-ore, but also manganese-ore —the manganese mined being principally used in the production of spiegeleisen or ferro-manganese, and these alloys being generally included in the pig-iron output. The use of compressed air for the transmission of power has reached so great a development that we find numerous large establishments devoted to the manufacture of machinery for its production and application, and special periodicals published for the dissemination of information on the subject.
