It is indeed a rarity for a non-engineer, let alone a lawyer, to even be considered for a mining-related award, especially where that award is for significant contributions to technical progress in the mining and exploration sectors. So, when I was notified that I had received this award, I struggled for a topic that would meld the legal world that I operate in with the engineering driven world of exploration and extraction. The most exciting part of my job has always been the opportunity to absorb the technical details of the cases I work on and, in effect, translate them for a lay audience. Too often, I have found, lawyers, judges, legislators and yes, even regulators who lack a technical background simply give up trying to understand the details of the very conditions or processes that they are trying to describe and simply repeat phrases told to them by their client or by a retained expert.

"The number of investigations reported during the past year indicates that control of the health hazard due to abnormal air conditions is still a matter of serious consideration in the mining, metallurgical, and allied industries.Australia. - In an investigation into the health and working conditions of employees in the mining industry of Tasmania and Victoria3, it was found that although pulmonary tuberculosis may occur early in life, silicosis is e disease of slow evolution and does not appear frequently under the ace of 40. A period of at least ten years in the industry was found necessary to produce silicosis, and in no case was the disease found in those who had not worked underground. A very high incidence of silicosis was found in all fields among those who had worked underground 20 years and longer. There was some evidence that silicosis complicated by tuberculosis may occur earlier than uncomplicated silicosis.England. - In a paper presented before the Section on Occupational Diseases of the British Medical Association, Dr. E. L. Middleton, the medical inspector of factories, called attention4 to the occurrence of silicosis in various industries throughout the country.punitive on some quite harmless industries. Thus Middleton says: ""Where the amount of dust is small the action of the phagocytes is likely to be effective, but where it is great . . ."" What dosage is indicated by ""small"" and ""great"" in this connexion? If the meaning of ""small"" were known, would it be correct to go on to say, as he does, ""each successive dose of silica produces a summation of effects""? Then, again, would it be fair to say ""a comparatively brief period of exposure may be the only determining factor""? What, in minutes, hours, or days per week, per month,' or year, is intended by ""a comparatively brief period""? ""Intermittency of the process"" is another expression used in summing up the reasons for and against a standardization of air purity by a gravimetric process or enumeration of the particles; the arguments against such a standardization are, by Middleton, considered strong, but they are by no means convincing to us. A standard has been accepted in respect of the amount of lead in milligrams per 10 cubic metres of air; Dr. Ronald Lane showed in another paper read that adherence to this makes the occurrence of poisoning highly improbable. Mavrogordato has placed on record figures of silica dust at different stages of the improvements in the workings of the Rand mines, and such a control is in constant operation in them today.We emphasize these points because apparently the Government has taken the unusual course of legislating first and postponing inquiry to a later date, as in the ""Various Industries (Silicosis) Scheme, 1939."" The insurance companies also have a considerable interest in the matter of compensation for the silicosis risk. Where exposure - as in the refractories industries, the grinding industries, sandstone industry, and pottery industry - is day in and day out, they rightly demand a premium far higher than for any other disease scheduled under the Workmen's Compensation Act - 5 per cent on the wages bill. row every industrial employer, such as the paint and varnish manufacturer, who has a sack of crushed silica in his store .room, from which he extracts once a week enough to make a paste With spirit and add to his other ingredients in order to give them the necessary ""bite,"" becomes involved, and may have to abandon the use of the material or pay 8 per cent on his wages bill for an absolutely negligible risk.. In this paper, the effects of dynamic loads on the geometry of the failure zone occurring around underground openings, excavated in deep and massive rock masses, have been investigated. Following an elasto-plastic stress analysis of a two-dimensional underground opening under static conditions, dynamic loads have been applied. In the static and dynamic analyses, FLAC2D computer program has been utilized. Maximum ground acceleration value is selected as an input parameter. An index determining the relative size of the yield zone around the opening has been used for comparison of instabilities. In diesem Bericht wurden die Auswirkungen von dynamischen Lasten, auf die Geometrie der Bruchzone in der Umgebung von Untertagehohlräumen, die in tiefen und massiven Gebirge aufgefahren wurden, untersucht. Nach einer elasto-plastischen Spannungsanalyse eines zwei-dimensionalen Untertagehohlraumes unter statischen Beanspruchungen, wurden dynamische Lasten aufgebracht. Für die statischen und dynamischen Analysen wurde das FLAC2D Computer Programm verwendet. Die maximale Bodenbeschleunigung wurde als Eingabe Parameter gewählt. Zum Vergleichen der Unstabilitäten wurde ein Index verwendet, der die relative Grösse der Bruchzone in der Umgebung des Hohlraumes bestimmt. Levine has concluded that prismatic slip in titanium is controlled by two distinct thermally activated processes in the temperature ranges O° to 220°K and 220" to 300°K. We feel that his evidence is not convincing. He has drawn a curve through the plot of activation volume u* vs temperature T with a break at 22WK, Fig. 2. We believe that considering the possible experimental error apd the fact that there are only four points between 4° and 196°K, one could be justified to represent these points by the smooth curve we show as a solid line in Fig. 12. Levine believes that (8rf/aT)+ is discontinuous at 220°K, but he hints that he recognizes the possible doubt. We doubt seriously that the results shown in Fig. 1 indicate a discontinuity at 220°K. Certainly if he were justified in drawing a straight line through only four points on Fig. 2, we are even more justified in drawing straight lines through the seven points between 77" and 297°K on Figs. 1 and 3, because a straight line touches all seven of his circles. If his measurements of t were so precise that his decision to draw two curves in Fig. 3 is valid, then the experimental technique is deserving of further mention. We have drawn a smooth curve through the results in Fig. 3 and used this and the curve in Fig. 12 to obtain the values of shown in Fig. 13. Finding continuous is a contradiction of Fig. 4, which deserves comment itself. Levine obtained the solid circles in Fig. 4 using Fig. 2 and a smooth curve through the points shown in Fig. 3. We have replotted these solid circles in Fig. 14. We submit that there is no basis for his two straight lines (dashed in Fig. 14), and therefore have superimposed the curve that we believe is indicated. Certainly, there is reasonable doubt that a discontinuity in dH/dT exists at 220°K, even when one accepts Fig, 2. Furthermore, if one draws the straight lines indicated by least-squares treatments of the results presented as open circles in Fig. 4, their intersection is at about 196°K, not at 220°K as shown. Thus the alleged agreement between Figs. 3 and 4 with respect to "break" temperatures is not apparent. In Fig. 9, Levine has drawn a straight line very much different from the one indicated by a least-squares treatment. Obviously, he has done this because he recognized that H = 0 when T = 0. Distinguished guests ladies and Gentlemen. As many of you know, before I became a Labour Member of Parliament, I had an unusual career path for a politician, in that I spent quite a few years working in the business community. In other words, I was mainstreamed before I was institutionalised. Given that some of this time was spent working for the then Macraes Mining Company Limited, now Gold and Resource Developments NL, I feel that I may have a perspective on how things are seen, on both sides of the fence. In terms of public perception and esteem I am not sure which career option was the step up and which was the step down. So far what I have found very familiar, is that in both roles there is a gulf between the reality and the perception of that reality - a gulf that is both huge and hard to bridge. I think it is a point worth making here amongst another busy industry cluster, that we can all too easily get so embroiled in the day to day activities, that we lose sight of how this might look to those running on a different treadmill. I can still remember scratching my head at the beginning of some days, as I worked to get new mining projects started that I knew were going to bring real jobs and economic benefit to New Zealand, but ending the day feeling like I may instead have been proposing bringing back both strip mining and slavery. If I learnt one valuable lesson out of that time it was this: .... mining has become so publicly demonised on the road to ecological nirvana, that even attempting a lucid dialogue on mining issues, with some, is incredibly difficult.

Several thousand years ago, metallurgists discovered that by combining two relatively soft metals, copper and tin, they could make a new material, bronze, that was stronger than either metal separately. Bronze and other alloys show how different materials can be integrated to create something new and better. Today?s mining industry can likewise find benefit in an integrated approach to managing the external impacts it has through its waste materials and its use of water. Just as using bronze gave ancient nations an economic and military advantage, mining companies can gain competitive advantage through finding better ways to manage water and waste. Trends pushing this include: ? Environmental ? Regulations on water-taking and the quality of discharged water are becoming more stringent. Net zero discharge requirements are often imposed by regulators. Mining companies also come under pressure to manage environmental impacts of mine waste, including minimizing the area occupied by waste and seepage amount resulting from infiltration of water from a smaller surface area. ? Social ? Particularly in arid parts of the world, there are multiple possible uses for each gallon of water. Local residents do not want to see a reduction in supplies of water for agricultural, domestic, manufacturing and other purposes. They get suspicious about any potential impact of water being mixed with their water reservoirs if it comes from a mining site, even if it would be treated. Such suspicions may cause conflicts among the stake-holders and delays in project approval processes.

In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. The consenting of major mine site activities has historically required wide consultation and involves notification of the application.   The risk and cost associated with consultation can be significantly reduced via a non-notified process. A non-notified consenting process necessitates environmental effects to be shown to be æless than minorÆ, which requires the combination of robust science and a pragmatic approach to design, assessment of environmental effects, and consenting issues.   Key issues examined included consideration of how to practically operate a significant disposal project within the confines of an operating mine, minimising the costs, civil and geotechnical design and practical issues associated with traditional disposal. Environmental issues specifically related to the coal ash, led to a site specific performance driven approach to management rather than relying on conventional prescriptive approaches. Environmental issues of concern include the leaching of boron and aluminium from ash into groundwater and mine water management systems where both boron and aluminium can occur at elevated levels.   Coal ash exhibits unusual geochemical characteristics reflecting the primary coal composition and the combustion process. The dominant coal type combusted at the Huntly Power Station is derived from Rotowaro and the resulting ash is cementitious and has a high alkalinity. As a result the disposal design is based on the characteristics of the ash itself rather than the material into, or onto which the ash is disposed. Non-notified status was able to be achieved through consideration of these key characteristics of the ash, ensuring that the dimensions of the disposal site and each location was designed to minimise the flow of groundwater through the ash and demonstrating that the physical ash disposal effects are less than minor compared to the consented mining operation.

This strategy extends beyond social investment programs by incorporating sustainability into the fabric of product design, manufacturing operations, employee engagement and stakeholder partnerships. During the implementation of this program it has been necessary to be explicit about sustainability and its importance to the business, to broadly define sustainability, to ensure that sustainability is not added work, to eliminate trade-offs between performance, value and sustainability and to implement programs to ensure that sustainability is incorporated into the DNA of the company. Our program continually emphasizes the importance of making no tradeoffs between consumer acceptance of sustainable products and sustainability investments. We also work diligently to overcome the challenges of engaging employees around the world to implement a single coherent sustainability strategy that delivers great results.

Early removal of the shaft reef is usually considered necessary on deep level South African gold mines to avoid damaging stress build-up associated with traditional shaft-protection pillars. In the case of the relatively shallow Beatrix Gold Mine it was largely motivated by early access to ore and the consequent earlier return on invested capital. A number of options were considered to protect the shaft from possible damaging stress changes and to minimise deformations in the shaft-reef area. Numerical modelling was used to evaluate the options and to quantify as accurately as possible the likely deformations to be accommodated by the shaft steelwork designs. The option chosen was a combination of strategically placed satellite pillars and yield pillars, and backfill. Following the mining of a small inner cut during the shaft sinking process, full-scale mining is progressing away from the shaft. Suitable instrumentation has been installed to monitor deformations associated with the shaft reef removal. Um die Optionen zu bewerten und mögliche Deformationen so genau wie nur möglich quantitativ darzustellen die von den Schachtstahlkonstruktionen aufgenommen werden müssen, wurden numerische Modelle verwendet. Die gewählte Option war eine Kombination aus strategisch plazierten exzentrischen Pfeilern und Schutzpfeilern sowie Hinterfüllungen. Nach dem Vortrieb eines kleinen inneren Einbruches während des Abteufens wird der Vollvortrieb vom Schacht weg vorgenommen. Um die Deformationen, die mit der Riffschachtentfernung verbunden sind zu überwachen, müssen geeignete Instrumentenausrüstungen installiert werden.

"Center Hill Dam is a critical part of the infrastructure controlling floods at the Caney Fork River and reducing flood levels at the Cumberland, lower Ohio and Mississippi Rivers. The Center Hill Dam Foundation Remediation Project was necessary to address Karst features in the foundation rocks and observed signs of distress of the dam. From 2011 to 2014 BAUER Foundation Corp. (BFC) performed deep foundation works for this project. The executed features of work include the installation of two walls. The first wall extends throughout the clay embankment into the underlying rock to provide encasement during the construction of the second wall. Its width of 7.4 feet makes it the widest diaphragm wall ever installed. The second wall is the actual seepage barrier and provides a continuous 2- feet wide wall. It extends through the first wall into the underlying rock and is up to 300 feet deep. The paper introduces the project, the requirements specified by United States Army Corps of Engineers (USACE) for encasement and barrier wall and the approaches taken by BFC. It discusses the ground conditions and describes the excavation equipment as well as the excavation methods used. A special focus is put on the steering capabilities of the hydrocutter equipment and the verticality performance.PROJECTBeginning in 2011, BFC was tasked by the USACE with the installation of a seepage barrier/cutoff wall at the Center Hill Dam Foundation Remediation project under a partially performance based specification. The remediation was necessary due to karst features in the foundation rocks and observed signs of distress, which led USACE to rate the dam with the most critical dam safety action classification (DSAC I). The executed features of work include the installation of two walls. The first wall, an encasement wall, extends vertically through the clay embankment and is embedded minimally into the underlying bedrock to provide embankment stability during the construction of the second wall, the barrier wall. The encasement wall is constructed of overlapping panels 7.4 feet (2.25 m) wide, which is the widest diaphragm wall ever installed, and up to 210 feet (64 m) deep. The second wall is the seepage barrier and provides a continuous 2 feet (0.6 m) wide wall consisting of overlapping panels. It extends through the encasement wall into the underlying bedrock and is up to 307 feet (93 m) deep. BAUER BC40 and BC50 hydrocutters mounted on MC96 and MC128 foundation cranes were used to perform the majority of the works (Figure 1). Excavations were performed under bentonite slurry (encasement wall) and water (barrier wall) and concrete was poured with the tremie method. Adding to the challenges, the project had to be executed in an environmentally sensitive area. Based on the high risk, a special focus was put on monitoring, quality control and geometric accuracy. The WallTracker information management system was used to share all relevant data between BFC and USACE (Roff et al. 2014)."

This international case study focuses on the rigorous geotechnical interaction and results of a soil improvement program utilized to mitigate consolidation settlements of over 1.5 m [5.0 ft]. The extreme settlement results from very deep, nearly normally consolidated clay and the required high floor loading of a new Logistics Park near Bogota, Colombia. The general subsurface conditions consist of very soft clay extending to depths beyond the 50 m [164.0 ft] explored. A required 1.2 m [3.9 ft] thick fill combined with high floor loads resulted in an applied areal load of approximately 7 ton/m2 [1300 psf] (equivalent to about 4.5m [15.0 ft] of fill). Langan recommended performing a test section to validate the initial consolidation settlement calculations and evaluate possible optimization of the prefabricated vertical drain (PVD) spacing and length. The test section sizing was designed to accurately represent the stresses at depth of the future structures. Extreme settlements of over 1.5 m [5.0 ft] in the center and large differential settlements of over 0.6 m [2.0 ft] were measured between the center and corners of the test section over a relatively short test time. Discussion on the methodology, instrumentation, measured results and future optimization are presented. The recommended soil improvement varied from the standard approaches typically utilized in the area. PROJECT LOCATION AND DESCRIPTION The project site is immediately north-northwest of the city of Bogota in the Bogota Valley. The site is bordered with, and has historically been, farming land bordered to the south by the El Rosal-Bogotá highway. The overall site encompasses about 570,000 m2 [141.0 acres] of gross area and about 484,000 m2 [119.6 acres] of net buildable area. The warehouse complex will consist of 10 very large warehouses with footprints ranging from about 15,000 m2 [3.7 acres] to 30,000 m2 [7.4 acres]. The total building area is about 210,000 m2 [51.9 acres] with most of the remaining areas being paved principal drives, truck parking or administrative parking. The topography of the site is relatively flat and close to final grade in roadway areas. However, the warehouse floors will be raised about 1.2 m [3.9 ft] (equivalent to about 2 t/m2 [370 psf] considering engineered fill) to allow for truck docking. In addition, the design floor loads are heavy and estimated to be up to 5 t/m2 [930 psf] and equivalent to about 2.5m [8.2 ft] of fill. Geotechnical conditions at the site are very weak at depths of 50 meters [165 ft] or more, with soft compressible clays comprising the majority of the soil profile. The Bogota Valley is composed in some areas of very deep alluvial deposits. These deposits have been classified as an important challenge and limitation to the development of high/heavy structures such as the project in question for many years (Orozco, 2006). Soft clay deposits have been encountered even beyond depths of 100 meters [328 ft] in some regions of the Bogota Valley (Sanz, 1994). Extreme settlements can be expected if extensive and high permanent loads (above preconsolidation stress levels) are supported in these thick alluvial deposits.

For aluminum, substitution of primary with secondary resources decreases energy consumption; this energy advantage creates a strong economic incentive to recycle. Several authors have raised concerns that the current sinks for secondary materials may soon be saturated, impeding subsequent expansion of recycling. This work combines dynamic material flow analysis with optimal batch planning models to quantify the significance and drivers of these pending limits under several scenarios, and thereby explore potential opportunities to increase recycling. An aluminum recycling system case was developed that includes containers and packaging, automotive, and construction products and scraps. The impacts on aggregate scrap utilization and materials cost are explored in the context of changing alloy demand and lifetime. Insights drawn from this specific case study could be applied to multi-stakeholder, systemic models.

The purpose of this investigation was to develop methods, on a laboratory scale, for recovering tin from Bolivian metallurgical slimes. Petrographic and chemical analyses were made of slime ore fractions from several well-known tin operations. High percentages of the total tin were volatilized as chlorides at temperatures below 600° C. Under optimum conditions reaction rates were relatively rapid, and the chloridizing reaction approached completion. Owing to the low temperatures involved and the high yields of tin, the process was considered to have possibilities for treating Bolivian slimes on a commercial basis. ACKNOWLEDGMENTS Appreciation is hereby extended to the Patino Mines and Enterprises, Inc., of Bolivia, for supplying slimed tin ores that were used in the experimental work. The Bureau of Mines evaluated the properties of zinc alloys containing 25 to 40 wt pet Al and 0 to 0.7 pet Mg. Microstructures, hardness, and tensile properties were evaluated for material as extruded at 285° C, solution treated at 300° to 400° C, and subsequently aged at 100° to 200° C. The alloys without magnesium are characterized by low hardness and strength with high tensile elongation and reduction in area. It was verified that magnesium effectively retards the Zn-Al eutectoid transformation below 275° C and markedly increases hardness and strength with decreases in ductility. Solution treating at 350° C results in large grain sizes and gross embrittlement. Subsequent aging of the Zn-Al-Mg alloys at 200° C restores ductility substantially and stabilizes the structures, but strengths are considerably reduced. Combined strength and ductility properties are better for the as-extruded condition than for any heat-treated condition. There is usually little advantage in overall tensile properties from increasing magnesium above 0.1 pct.

"Huckleberry Mines Ltd is an open pit porphyry copper-molybdenum mining operation located 120 km south of Houston, British Columbia with a 18,000 tpd milling facility. Huckleberry Mines is owned 60% by Princeton Mining Corporation, the operator, and 40% by Japanese partners.The Huckleberry deposit is one of several porphyry systems located in the Tahts a district of the intermontane belt of British Columbia. The principal economic minerals are chalcopyrite and molybdenite. The ore deposit is split into two ore deposits, the Main Zone, consisting of24,241,000 tonnes of mineable reserves grading 0.484 %Cu and 0.013 %Mo, and the East Zone, consisting of 66, 131,500 tonnes of mineable reserves grading 0.523 %Cu and 0.014 %Mo.The milling begins with gyratory crushing. This sizes the product down to 100% passing 6 inches. This product is discharged onto a stockpile by a stationary conveyor. The stockpile was designed for a capacity of 144,000 tonnes with a live capacity of 20,000 tonnes. Two apron feeders draw the ore from the bottom of the stockpile and discharge onto a SAG mill feed conveyor which in turn feeds a grinding circuit consisting of one 32' x 15' SAG mill and two 30' x 16.5' ball mills. The grinding cyclone overflow feeds bulk flotation at 55 -65% minus 200 mesh.The bulk flotation uses conventional rougher and column flotation methods to float a bulk concentrate recovering 92.6% copper on the East Zone and 95% copper on the Main Zone with 75% recovery molybdenum on both zones. The bulk concentrate feeds the bulk thickener which produces a density of 60 %solids. This in turn feeds the molybdenum circuit, which separates the copper and molybdenum, by depressing the copper then using conventional rougher and column flotation produces a copper concentrate of 27 %Cu and 0.02 %Mo, and a molybdenum concentrate containing 1.5 %Cu and 54 %Mo at 67% recovery. These concentrates are separately thickened, filtered, dried, and shipped to the smelter for processing."

A comprehensive, harmonic and sustainable development has always been a real concern of state policy makers. To reach such development, regional planning is an approach which is widely applied. This paper deals with policies adopted by a given country with rich mineral deposits, in order to accomplish a mining growth as well as economic development in relatively poor regions. In this regards, first, some worldwide experiences belonging to China, with large scale mining operations and Nigeria with a small scale mining industry, are studied. The mining industry in Iran is then considered as a case study. The study continues by categorizing and prioritizing Iranian regions based on their mining potential and the degree of development, using statistical analysis and Taxonomy and AHP techniques. Results obtained serve to provide recommendations as to where capital investments in the mining industry would produce highest returns. The approach used, together with the practical policies suggested in this paper, can be used to adapt appropriate strategies for mining development in a way that contributes to regional development and a more effective income distribution.

Three properties in the Tuolumne River RARE II area, the Eagle Bluff Mine (lode) and the Indian Creek Bar and Bossy Bar Prospects (placer), have identified subeconomic gold resources (table 1). Nineteen other properties have potential for gold resources. Adjacent to the study area, five properties have identified mineral resources, and nine others have potential for resources. Properties having high-grade zones (shoots), but licking enough tonnage to be classified as resources, are listed in table 2. Gold, in lode and placer deposits, is the principal mineral commodity in the Toluene River study area. Ten properties within the RARE II boundary have gold-rich zones or shoots; they range in size from 12 to 2,500 tons and in average grade from 0.09 to 0.97 oz gold per ton.

A survey was conducted relating to the current practices for the classification of hazardous locations in coal preparation plants. Several plants processing bituminous, anthracite and lignite coal in Pennsylvania, West Virginia, North Dakota, Colorado, Montana and Wyoming were visited. Coal preparation plant operations and designers as well as MESA inspectors were interviewed. The National Electrical Code was discussed with selected members of the NFPA committee and electrical equipment manufacturers. Data provided by MESA on fire and explosion accidents in coal preparation plants were examined. The requirements of the pertinent Federal Regulations, National Electrical Code, National Electrical Manufacturers Association and Underwriters' Laboratories were compared and evaluated. This report consists of two parts. Part I: "Analysis and Review" provides a summary of the findings. Part II: "Recommended Guidelines" consists of recommended uniform guidelines that may be used for interpreting the National Electrical Code as it applies to the classification of hazardous areas in coal preparation plants.

Michigan is becomining one off the important oil-producing States of the country, The amount of crude oil produced within its boundaries has increased from only 4,000 barrels in 19253/ to nearly 16 million barrels in 1935.4/ The Bureau of Mines method of crude-oil analysis and classification indicates that the oils from the several producing fields are predominantly paraffin-intermediate-base, wax-bearing crudes. In general, they will yield 25 to 35 percent of highly paraffinic gasoline and about the tame amount of kerosene and gas-oil combined, 12 to 15 percent of lubricating oil stock, and 20 percent of residuum with a carbon residue of about 6 to 7 percent. In addition, there appears to be some correlation between certain properties of the crude oils and both the geographical location and geological structure of the oil-producing areas within the State. These general conclusions are based on the analytical data presented in this report, which is one of a series of papers that record the general characteristics of crude oil from the many producing fields of the United States. This report discusses briefly the oil fields of Michigan and the characteristics of the crude oils produced from them. The analyses of 15 samples are given.
