Introduction The frigid regions of Canada's high arctic islands are well-known for major oil and gas explorations. But mining leads the way in development. Cominco Ltd.'s Polaris mine is in its second full year of commercial production, and outstripping the rated production capacity foreseen by its planners. The Polaris mine is located on the shore of Little Cornwallis Island, near the settlement of Resolute Bay. The mine property is compact. It occupies about 3 km2 (0.5 sq miles) of the vast Arctic landscape. A number of mining and technological firsts were necessary to bring a mine into production at this 76° North latitude. Development constraints that had to be overcome included climate, remote location, and the limited ice-free shipping season. Construction of the entire process plant and ancillary facilities took place on a barge in the South where labor and supplies are plentiful. The plant was towed through ice-strewn waters to its permanent location at the mine site 1450 km (900 miles) from the North Pole. Freighters moved the first shipments to the South during ice break-up in late summer 1982. Most of the zinc concentrate is sold to European smelters. The remainder is tolled at a custom smelter in Europe, and the resulting metal is sold by Cominco. Lead concentrate is sold to European smelters. The mine was designed to produce 177 kt/a (195,000 stpy) of zinc concentrate and 41 kt/a (45,000 stpy) of lead concentrate. Actual production in 1983 was considerably greater, with both mill throughput and feed grades being higher than forecast. Production was 217 kt (239,300 st) of zinc concentrate and 51 kt (56,300 st) of lead concentrate. Average milling rate was 2.3 kt/d (2500 stpd), well above the designed capacity of 2.1 kt/d of (2300 stpd). Arctic Climate Extremes The climate is typical of the Arctic: very dry with short, cool summers and long, cold winters. From November through February, there is continuous darkness. Continuous daylight prevails from April to August. Precipitation is light, rivaling the Sahara desert at about 127 mm (5 in.) of rain and snow a year. An almost continual wind forms deep snow drifts against any obstacle on the ground. Temperatures range from a winter low of about -50°C (-58°F) to a relatively pleasant 15°C (59°F) during sunny days in August. Freeze-up begins in September and ice thickness increases from less than 0.3 m (1 ft) in early October to a maximum of about 2.1 m (7 ft) in May. INTRODUCTION Use of air-cooling or refrigeration equipment in underground mines is needed when conventional ventila¬tion techniques do not maintain acceptable environ¬mental temperatures in working areas. Because refrig¬eration can be very expensive, it should be implemented only after all possible and practical steps have been taken to eliminate or reduce heat sources in the mine. As an example, to prevent the main ventilation fans from contributing heat to mine air, they should be located in the air return and not in the air intake. It is particularly important to prevent any direct contact between hot water and ventilation air, especially in mines which encounter large flows of hot fissure water. Any water hotter than the prevailing wet-bulb temperature of the ambient air must be removed by pipes located as close as possible to the water source. This hot water must not be allowed free contact with the incoming ventilation air at any time during the water's passage out of the mine. Although insulation of the pipes carrying the hot water is seldom necessary, direct contact between the air and the water must be prevented so the warm water cannot evaporate. REVIEW OF COOLING PRACTICES Spot Coolers vs. Centralized Refrigeration To eliminate a few specific hot places in an otherwise cool mine, it is possible to use devices known as "spot coolers." A typical spot cooler that uses chilled water is shown in Fig. 1. These devices consist of self-contained refrigeration units that are often mounted on rail cars for haulage to hot spots. The cooling capacities of such spot coolers usually are limited to about 100 kW or 30 "refrigeration tons." A refrigeration ton represents a cooling rate that produces 1.0 st of ice in 24 hr; that is a cooling rate of 3.517 kW (200 Btu per min). Typically, the electric-power consumption to drive the compressor motor of the refrigeration plant in mines is 1.0 kW per refrigeration ton, corresponding to a coefficient of per¬formance of about 3.5. The principal difference between spot coolers and centralized refrigeration plants is the method of re¬jecting heat from the refrigeration system. Centralized refrigeration plants always discharge heat into the reject or return airflow of the mine; often that is the primary influence in selecting the location for the underground refrigeration plant. Heat from spot coolers usually is rejected into drain water or into air that is not flowing to the location requiring the cooling. As a result, spot coolers remove heat from troublesome hot spots in the mine, injecting that heat-plus the electrical energy used by the cooling unit itself-into other working areas where the ambient conditions are cooler. In effect, this is "robbing Peter to pay Paul." In deep, extensive mines, spot coolers usually pro¬vide only temporary and, over the long term, expensive solutions to localized cooling problems. Centralized re¬frigeration plants are preferred for such mines, with cooling distributed throughout the mine as required. Fig. 2 illustrates a typical underground centralized re¬frigeration plant. Centralized plants lend themselves to improved maintenance at reduced costs while offering the economy of size. Refrigeration plants of larger unit sizes have considerably lower initial costs than smaller unit sizes. The remainder of this chapter is devoted to large refrigeration plants, with no further consideration of spot coolers. Cost of Refrigeration Total Cost: The total cost of refrigeration amounts to about $200/kW of cooling per year (1981 US $). This total cost breaks down into approximately three equal parts: 1) Financial charges, which include the interest and amortization on the capital cost of the initial installation, and the cost of necessary underground excavations. 2) Operating and maintenance costs which include the cost of the electric power to drive the refrigeration plant's compressors. 3) Distribution costs which include costs for pump¬ing, insulated piping, and air-to-water heat exchangers. The local cost of electric power, the number of operating months per year, and the method of refrigera¬tion distribution all contribute to the actual costs in¬curred in a given application. However, the variations usually are limited to no more than ±30% of the $200/ kW per year total cost figure. Cost Per Ton: Refrigeration cost per ton of mineral production can be calculated if the annual production tonnage from the refrigerated section of the mine is known. In most cases, this cost will be less than $1 .00/t. However, in deep mines with high rock temperatures, such as those found in South Africa, the total cost of refrigeration can increase to several dollars per ton of broken rock. "The Phu Kham Cu-Au mine in Laos is owned and operated by Phu Bia Mining Limited. The deposit is a complex and low grade Cu-Au porphyry ore. The rougher feed has a particle size distribution of 80% passing 110 µm, and the rougher concentrate is reground for cleaning to 80% passing 25 µm. The Cu losses in the cleaning circuit are primarily in the <12 µm fraction. A randomised paired ON-OFF test of magnetic conditioning in one of the two parallel cleaner 1 circuits was undertaken. The results showed that with magnetic conditioning there was approximately a 10% reduction in the <12 µm Cu distribution in the cleaner 1 tail to a 98% level of confidence. The Cu distribution in the <12µm fraction is a less variable measure of changes in the <12µm Cu recovery, therefore, this was used to evaluate the impact of magnetic conditioning. Subsequently, magnetic conditioning was installed in both cleaner 1 circuits and the plant results monitored after this installation. Comparing the plant results immediately before and after this installation showed that there was a 20% reduction in <12µm Cu losses to the cleaner tail. INTRODUCTION The Cu-Au, Phu Kham Mine (PKM) is located within PanAust's Phu Bia Mining Contract Area in Laos, approximately 140 kilometres from the capital city, Vientiane. PKM is PanAust's flagship operation and the significant cash flow generated by PKM has supported PanAust’s growth, while contributing to a strong balance sheet. PKM comprises an open-pit mine and a conventional milling and flotation operation that produces and exports a Cu and precious metals concentrate. The concentrate contains around 23% Cu, 6 ppm Au and up to 35 ppm silver. Process Overview The PKM deposit consists of complex heterogeneous mineralogy horizons of Cu-Au stockwork and skarn mineralisation. It contains areas of soft-leached zones, overlying transition zones and supergene chalcocite dominant secondary Cu mineralisation and clay-rich gangue. Areas of high As and Zn also pose a challenge in treating the highly variable ore. In addition, hardness of the ore increases with deposit depth. The ROM is hauled to a primary gyratory crusher to produce a coarse ore stockpile with size distribution suitable for the 13 MW semi-autogenous mill. The SAG product feeds two parallel ball mills each equipped with a cyclone cluster producing a product particle size distribution of 80% passing 110 µm. The conventional flotation circuit consists of two parallel rougher banks. The rougher concentrates feed the regrind cyclone where the underflow is split and reports to two parallel, 3MW, M10000 IsaMills. The regrind mill discharge combines with the regrind cyclone overflow with a product particle size distribution 80% passing 25 µm and reports to the Jameson cell."

"The National Institute for Occupational Safety and Health (NIOSH) has been researching refuge alternatives (RAs) since 2007. Refuge alternatives typically have built-in pressure relief valves (PRVs) to prevent the unit from reaching unsafe pressures. The Mine Safety and Health Administration (MSHA) requires that the PRVs vent the chamber at a maximum pressure of 1.25 kPa (0.18 psi, 5.0 in. H2O), or as specified by the manufacturer. To facilitate PRV testing, an instrumented benchtop test fixture was developed using an off-the-shelf centrifugal blower and ductwork. Relief pressures and flow characteristics were measured for three units: a modified PVC check valve, an off-the-shelf brass/cast iron butterfly check valve, and a commercially available valve that was designed specifically for one manufacturer’s steel pre-fabricated RA and has been adapted for use in built-in-place (BIP) RAs located at one mine. PRVs used in tent style RAs were not investigated. The units were tested with different modifications and configurations in order to check compliance with 30 CFR regulations. BACKGROUND The Mine Improvement and New Emergency Response Act of 2006 (Miner Act) (1) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement. Section 13 of the MINER Act specifically directed the National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines, and the Department of Labor to act on the results of such research as appropriate. These mandates culminated in the 2009 adoption of changes to 30 CFR mining health and safety regulations, requiring underground coal mines to provide mine emergency RAs and associated components, to provide a life-sustaining environment for persons trapped underground. Such RAs can be either self-contained mobile units or built-in-place (BIP) facilities. The regulatory changes also include provisions establishing requirements for the Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One specific criterion for maintaining a safe RA atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (specified as 0.18 psi, or approximately 5.0 in H2O), or at a pressure as specified by the RA manufacturer, above mine atmospheric pressure in the RA (2)."

"INTRODUCTION The Lisbon Valley Mining Co LLC (LVMC) operates the Lisbon Valley Mine located in SE Utah. The mine includes 3 open pits, 150-acre heap leach pad, and solvent extraction electro winning plant (SX/EW). Approximately 25MM tons of ore has been mined since 2005. The ore is stacked on the leach pad to an average height of 55 feet and occurs as a blend of crushed material (minus 2”) and run-of-mine (minus 24”). The host rocks include Dakota and Burro Canyon Sandstones. Copper occurs finely disseminated in this material at an average grade of 0.46%. Minerology is 63% sulfide, 27% oxide, and 10% insoluble. Total inventory mined through 2016 is approximately 230 MM lbs. METALLURGICAL CONSTRAINTS Copper production is constrained by areas of low permeability ore and geochemical issues, including acid consumption. The intrinsic permeability the ore ranges from 10-2 to 1 Darcy. This permeability does not permit sufficient aeration by natural convection, therefore oxygen transport is largely limited to the mass of oxygen that can remain dissolved in leachates. As a result, greater than 50MM lbs of copper remains in inventory and occurs secondary sulfides, including chalcocite, covellite, and bornite. BIOLEACHING FUNDAMENTALS Due to the higher activation energies of secondary sulfides, notably covellite and bornite, a strong oxidant is needed to remove an electron from the metal-sulfide lattice and release the copper cation into the sulfate solution. This process occurs most efficiently using the strong oxidant ferric iron (Fe3+). Ferrous iron can be oxidized to ferric iron by oxygen via chemical oxidation or biologically; which was measured to occur 500,000 times faster when using microbes versus oxygen.1 The microbes that oxidize ferrous iron (Fe2+) to ferric iron are naturally abundant and will develop biomass when appropriate conditions and nutrients present themselves. Most nutrients are provided by the ore/irrigation (P,N,Mg, Ca & Fe2+) while the others (O2 and CO2) are provided by air. In most cases, oxygen transfer is the rate limiting step during copper sulfide leaching. 1 Lacey & Lawson 1970 FORCED AERATION SYSTEM DESIGN This paper describes LVMC’s efforts to bioleach the remaining inventory by forced aeration. Two basic aeration systems were installed and tested including vertical wells and horizontal piping. Vertical System The vertical system was installed using the mine’s blast hole drilling rig. Wells were constructed using 4” high-density polyethylene (HDPE) connected to 4” polyvinyl chloride (PVC) screens similar to conventional bioventing wells. Ore samples were collected at each well location to characterize the spatial distribution of the remaining inventory along with fines (minus 200 sieve), pH (acid consumption), and iron. A block model of each analyte was developed and mapped in 3D."

"Wireframe construction is an integral part of resource estimation. Wireframes control domaining of samples and data for geostatistical analysis and grade estimation. They may also provide 3D representations of lithology and grade domains. Thus, the way in which a wireframe is constructed has implications throughout the resource estimation process. Proper construction technique and understanding of wireframing processes should be a high priority in a model workflow. Herein is presented an overview of two main categories of wireframes: implicit and explicit. Construction differences between these two types are highlighted. Factors affecting the choice between the two wireframe types will be discussed, including data quantity, data distribution, and sampling technique. Deposit geometry also plays an important part in wireframe construction. The role of geologic knowledge, cross section orientation, and deposit type in regards to wireframe construction will be discussed. The effect of wireframe type on resource estimation will be examined. Finally, best practices for creating meaningful solids that contribute to a reasonable grade estimation are outlined. INTRODUCTION Wireframes are essential to many types of resource estimations. They provide a way to delineate a deposit into various domains. Domaining can be done by lithologic or geologic units, structures or structural zones, or by grade. Domaining is important for geostatistical analysis and grade estimation of a deposit. The purpose of domaining is to analyze and estimate like data with like. Grade distribution patterns may vary by lithology or by proximity to or existence within structural zones. Properly constructed wireframes are therefore a fundamental necessity to a properly executed geostatistical analysis and resource estimation model. The choices made in construction of wireframes have a trickle-down effect on the entire model and should be made according to best practices for the deposit type at hand.TYPES OF WIREFRAMES Explicit The term “explicit wireframe” is used in this paper to indicate wireframes that are constructed by the modeler. This usually involves the modeler drawing the wireframes “by hand”, e.g. still utilizing some sort of computer aided drawing software, but with the modeler making all decisions about the size, shape, and positon of the wireframe. These wireframes are drawn based on some type of key variable that the modeler determines is important to their system. Often, this key variable may be a lithologic unit that controls mineralization, an observable structural zone, or a grade cutoff. Explicit wireframes are generally constructed as a series of shapes drawn on 2D planes or cross sections that are then connected into a 3D shape. Figure 1 shows an example of an explicit wireframe that was drawn based on a grade cutoff on 2D sections (Figure 1a), then joined into a 3D shape (Figure 1b)."

The importance of mineralogical and chemical characterization of fine particles in the fields of mineral and metallurgical processing is discussed. Emphasis is placed on electron beam analysis techniques including electron diffraction and energy dispersive analysis with special reference to the scanning trans- mission electron microscope. The correct choice of instrument depending upon particle size, composition and nature of sample is stressed and the analytica1 capabilities of different types of instruments are evaluated. Recent applications of electron beam equipment to processing problems are presented and the paper concludes with a review of new developments in the fields of surface analysis and micro-diffraction.

The Blocked Iron Corporation has been active for many years in the development of mineral agglomeration processes by cold chemical induration. Millions of tons of iron ore fines agglomerated by their methods have been consumed in open hearth steel making furnaces. Some of you may remember these open hearth agglomerates as the carbonate-bonded cylindrical block shown in figure 1. With the realization that iron making would create the greatest demand for agglomerates our research efforts were directed to the production of carbonate- bonded (C-B) pellets containing iron ore, flux and carbon, shown in figure 2.

Weighting materials as we know them today were first recognized in 1922 by B. K. Stroud1. Stroud, who was supervisor or the Mineral Division of the Louisiana Department of Conservation, tested galena, cement and hematite as weighting materials and successfully used hematite to make a "heavy mud". The first use of barite was in the fall of 19222 . The process of adding heavy minerals in mud was patented in 1926 by Stroud and National Pigments and Chemical Company, a subsidiary of National Lead Company now NL Industries, Inc. The ground barite was marketed as BAROIDR barite.

The use of low-angle forward light scattering for measurement of particle size distribution has been described previously.1 Laboratory instrumentation using this technology is used routinely in operating plants for quality control and production control.2,3 Extension of the technique to on-line process monitoring and control has also been undertaken in several important areas. This paper will discuss the application of MICROTRAC R systems to the monitoring of particle size in wet slurry processes and dry powder grinding circuits. Examples of existing installations will be given with emphasis on performance and on-line reliability.

However, the recent 5-year gold price slump from $387 to $262 per ounce has shifted mine geologists focus to optimizing open pit profitability and developing high-grade, high cash flow and low capital development underground reserves. More than $65 million projected revenue has been added to the Gold Quarry south layback following multi-departmental model reconciliation investigations. Kriged mine polygon construction, controlled blast heave and high-quality geologic advice in selective mining will have multi-million dollar beneficial impacts.

Dams are constructed to retard the flow of water or debris; therefore natural forces are constantly at work to remove such obstructions. To circumvent nature and avoid expensive trouble with a dam requires thoughtful far-sighted planning, careful construction control and vigilant periodic inspections to detect and repair deterioration at its inception. Although the factuality of the foregoing statements is apparent, all too many have failed to consider them in the past as will many in the future. "The economic, but safe construction of dams calls for the highest order of technical knowledge, practical experience and sound judgment." (1)

The Grant Town Power Plant is a nominal 80 MW (net) Waste Coal-Fired Electric Generating Plant which is located in northern West Virginia, approximately 15 miles southwest of Morgantown. The Steam Generator consists of two (2) Pyro-Power Circulating Fluidized-Bed Boilers (CFB), each rated at 400 000 lbs/hour @ 1,350 psig. Main Steam. The Turbine Generator is a single GEC Ahlstrom unit rated at 95 MW gross and 80 MW net. The Plant began commercial generation during April, 1993. The facility is owned by American Bituminous Power Partners, L.P. (AmBit), and operated by Mission Operations and Maintenance, Inc.

The Climax Mine, near Leadville, Colorado treats acid drainage in a lime neutralization chemical treatment system. Chemical treatment has been successful in reducing the concentration of metals to below surface water discharge effluent limits, but lime usage has not been optimized. A geochemical modeling approach has been developed to increase the efficiency of lime neutralization. The modeling approach incorporates two steps: (1) calibration, and (2) calculation of amount of lime needed to increase pH and remove metals. Results of our work quantify the lime treatment process and improve our ability to predict overall water quality.

A survey of 1250 surface and underground coal mines across the United States was made according to a stratified sampling technique based on national coal districts. A total of 171 responses (13.7% response rate) have been returned and summarized, giving a picture of computer usage in the coal industry. Overall, 63.5% of the respondents use computers, but the percent varied from 100% for large mines to only 44.1% for small mines. As expected, a proliferation of microcomputers has pervaded the industry. Importantly, in spite of the high usage of computers in the industry, sophisticated engineering applications have not yet burgeoned.

The porphyry copper deposit at Los Pelambres is a resource exceeding 2 Gt (2.2 billion st) of 0.7% copper and 0.02% molybdenum. It includes a high-grade zone of +1% copper that is amenable to open-pit mining with a low stripping ratio. Metallurgical testing has indicated that the ore has exceptional characteristics, and that recoveries of 96% for copper and 93% for molybdenum can be obtained by conventional flotation methods. This paper summarizes the history of the prospect, the geology of the ore body and the surrounding area, and the procedures and results of exploration.

Sampling of respirable dust and analyses of samples have been partially completed for a longwall panel. Physical and compositional properties which have been characterized include: 1. Respirable mass concentration, 2. Mineral composition, 3. Particle size distribution by mineral, 4. Particle shape distribution by mineral, 5. Particle angularity distribution by mineral, and 6. Respirable size distribution. Analytical techniques used in the characterization of samples are described, and results are reported with emphasis placed on relationships between the various characteristics and worker locations. Details of existing mining conditions, equipment arrangements, dust control methods and operating system parameters are presented.

Extensive research on the beneficiation of Florida dolomitic phosphate pebble has been carried out by Lianyungang Design and Research Institute of China (CLDRI) in recent years. Test results indicate that the fine-particle flotation process could be used to effectively recover the phosphate values from Florida high-dolomite phosphate resources. With the CLDRI fine-particle flotation technology, a phosphate concentrate with 31% P2O5 and less than 1% MgO could be obtained from a flotation feed containing 25.8% P2O2 and 2.2% MgO at an overall P2O5 recovery of up to 85%.

The interphase modification activity of 1,3-phenylene dimaleimide (also known as m-phenylene bismaleimide (BMI)) has been studied in composites based on magnesium hydroxide (60% w/w) and a polypropylene block copolymer (PPBC) that featured an ethylene-rich elastomeric impact modifier phase. BMI was found to be a unique product that led to significant simultaneous improvements in composite strength and toughness, even at the high filler levels. BMI modification was found to promote encapsulation of filler particles with the elastomeric phase of the PPBC together with formation of a PP boundary layer of increased crystalline content.

The purpose of this paper is two fold. It will: (1) examine leasing analysis as a project evaluation criterion, and (2) compare the cost of leasing with other methods of financing. The use of leasing has grown extensively in recent years as a method of obtaining equipment. The computer industry has been highly dependent upon leasing from its earliest days to dispurse its equipment to the customer, while airlines and railroads acquire large segments of their aircraft and rolling stock by leasing. Over the last few years the mining industry has leased haulage trucks, bulldozers and other equipment of similar nature.
