It is four years since the seminal study of demand for rapid excavation by the National Academies of Sciences (NAS) and Engineering outlined this technology's opportunities, requirements and significance to the challenges of urbanization and natural resource conservation. The demand study was quite simple. Opportunities were valued at market while requirements to produce new technologies were valued at cost. The significance of new technology in economic terms was measured by the net discounted gains to users over time. The Academy view in 1968 was that these gains, even most modestly estimated, appeared large enough to justify the bill for research proposed by that Committee (1). In 1970 the question of demands became international in what is recognized as the first international experiment in technological policy analysis, terminating in the Advisory Conference on Tunneling of the Organization for Economic Cooperation and Development (OECD)(2). A monumental demand survey formed the basis for its economic assessment. The twenty-two OECD nations also made an impressive attempt to measure the magnitude of existing research and development efforts. In their recommendations periodical statistical demand forecasting and collection of demand data (Recommendation 1) was given central importance for public planning (Recommendation 2), the financing of public construction (Recommendation 3) and the encouragement of technological advance (Recommendation 4). Their program for international cooperation led to OECD's establishment of a Directorate for Environmental Affairs, and influenced the organization of the World Environmental Conference meetings now held in Stockholm under United Nations auspices. "This paper presents the results of a comprehensive study conducted by CONSOL Energy, Marcellus Shale Coalition, and Pennsylvania Coal Association to evaluate the effects of longwall-induced subsurface deformations on the mechanical integrity of shale gas wells drilled over a longwall abutment pillar. The primary objective is to demonstrate that a properly constructed gas well in a standard longwall abutment pillar can maintain mechanical integrity during and after mining operations. A study site was selected over a southwestern Pennsylvania coal mine, which extracts 1,500-ft-wide longwall faces under about 600 feet of cover. Four test wells and four monitoring wells were drilled and installed over a 125-ft by 275-ft centers abutment pillar. In addition to the test wells and monitoring wells, surface subsidence measurements and underground coal pillar pressure measurements were conducted as the 1,500-ft-wide longwall panels on the south and north sides of the abutment pillar were mined by. To evaluate the resulting coal protection casing profile and lateral displacement, three separate 60-arm caliper surveys were conducted. Prior to the longwall panels being mined by, a number of 3D finite element simulations were conducted to estimate subsidence at the surface, coal pillar pressure increases, the resulting coal protection casing profile and displacement, and the vertical and horizontal displacements in the four monitoring wells. Comparisons of the pre-mining 3D finite element simulation results and the surface/subsurface/underground instrumentation results show that the measured test well and IPI casing deformations and profiles are in reasonable agreement with those predicted by the 3D finite element models, and that the measured surface subsidence and pillar pressure are in excellent agreement with those predicted by the 3D models, which serves to validate the 3D finite element models. Parametric studies employing the validated 3D finite element models demonstrate that larger coal protection casing thickness is expected to have little effect on the lateral deformation, although it may reduce the magnitude of casing plastic deformation, and under deeper cover (~1,100 feet), lateral casing deformation is expected to be smaller, although larger plastic casing deformation may be present near the seam level. Also, evaluation of various casing and cementing designs using the validated 3D models clearly indicates that, when all casings are grouted to the surface except the intermediate and production casings, the intermediate and production casings show little deformation and no plastic strain. This research represents a very important step and initiative to utilize the knowledge and science obtained from mining research to improve miner and public safety as well as the safety and health of the oil and gas industries"

"Stringent regulations and increased arsenic presence in ore bodies being exploited have created the need for cost effective and environmentally compliant technologies to remove selenium and arsenic from mine waters and metallurgical waste streams. Existing treatment methods have high life cycle costs and/or produce residues that, due to their unknown stability over the long-term, may represent future liabilities. This results in high compliance costs and uncertainties which negatively impact existing operations and projects in permitting. Selen-IX™ is a new ion exchange based process that selectively removes selenium from mine impacted waters down to 1 ppb while producing a stable inorganic iron-selenium product. Results of piloting completed on streams generated from coal and copper-gold deposits are presented along with preliminary equipment sizing and life cycle costs of full scale treatment. An example of a commercially available system for arsenic removal using sulphide precipitation is presented. The benefit of this treatment method is discussed based on recently completed technical feasibility assessment including laboratory testing and preliminary engineering design. INTRODUCTION Selenium Due to the chemical similarity between selenium and sulfur, selenium substitutes sulfur in many minerals that can be found in a wide range of deposits including coal, base metal, precious metal, phosphate, and uranium. One of the main environmental challenges facing the industry in North America today is related to the removal of hexavalent selenium, e.g. selenate, to ultralow levels, typically between 1 to 10 ppb, from large flows of often cold water containing less than 1,000 ppb of selenium. Recent studies commissioned by the industry identified biological selenium reduction systems as the best available technology. Although the biological selenium reduction process is commercially proven in certain applications to remove selenium to ultralow discharge levels, the technology has been primarily applied to relatively low and constant flows of warm water produced by the Flue Gas Desulfurization (FGD) scrubbers in the power generation industry. The wide spread adoption of this treatment method by the mining industry is hindered by high capital and operating costs associated with treating large flows of cold water, lack of data and knowledge about the long term stability of solid residues produced by this treatment, and limited capacity of biological systems to respond to sudden changes in flow and/or mass load of contaminants. Furthermore, it has been reported that reaching discharge limits less than 3 ppb could be a challenge and that polishing treatment for the removal of BOD and phosphate maybe required to avoid the impact of the biological treatment which requires organics and nutrients, on aquatic environment downstream of treatment plants. Alternate treatment systems are being developed to overcome and/or completely avoid some of the challenges of biological systems. One such treatment system is BioteQ’s Selen-IX™ process which is purely physico-chemical treatment system."

This chrysotile asbestos ore body is located near the northern tip of the Province of Quebec, Canada. It is some 1818 km (1130 miles) north of Montreal, 480 km (300 miles) north of the tree line, and is situated within the zone of continuous permafrost. The open pit ore zone is approximately 0.4 km (1% mile) in length, some 61 m (2OO ft) in width and plunges at 25o to 30 o below surface to a vertical depth of at least 610 m (2000 ft). The ore body was originally evaluated by programs of surface mapping, diamond drilling, and bulk sampling. The fiber is semicrude, possesses excellent strength, and good fiber length distribution. GEOLOGICAL SETTING, LOCATION, AND DISCOVERY The chrysotile asbestos mineralization at the Asbestos Hill mine occurs in serpentinized ultrabasic rocks of Precambrian age. These intrusive rocks are found in older volcanic sedimentary rocks known as the Cape Smith-Wakeham Bay belt and are shown in Fig. 1. The rocks comprising this belt overlie older basement rocks composed of granite and granite gneiss. This belt has a width of 32 to 64 km (20 to 40 miles), and trends in a general east- west direction, a distance of about 370 km (230 miles) from Wakeham Bay on the east coast of the Ungava Peninsula to Cape Smith, located on the east side of Hudson Bay. Two sequences of rock have been recognized in this belt. The lower (oldest) rocks are known as the Povungnituk group, and consist principally of massive lavas and sediments. The upper (younger) rocks are known as the Chukotat group, and are composed of pillowed lavas with interbedded sedimentary rocks. Sills of ultrabasic rocks exist in both younger and older rocks, but are more often found in the Povungnituk group. Concentrations of chrysotile asbestos, as well as nickel and copper minerals are found at or near the base of ultrabasic sills, and are most common where a change in dip occurs. The mine is situated about 1818 km (1130 miles) north of Montreal, approximately 1126 km (700 miles) north of the start of continuous permafrost, and about 482 km (300 miles) north of the tree line. The depth of permafrost at the mine site has been calculated to be approximately 549 m (1800 ft). This rich deposit of asbestos was discovered in 1957 during extensive exploration for nickel in the Ungava nickel belt. During that year, traverses conducted by Murray Watts spotted interesting looking ultrabasic rocks, and followup ground examination disclosed rich surface showings of asbestos mineralization near the present open pit. JAMES BOYD 29.1-STAFF-AND-LINE ORGANIZATION Industrial organizations are established primarily to coordinate the activities of many individuals working toward a specific goal. In mining, the goals can vary widely, and the skills necessary to reach them likewise will vary from operation to operation. It is essential to keep in mind the principal point that an organization embodies the necessary skills which supplement each other and achieve a given objective. Those who direct such an organization are grouped together as "management" and accept the responsibilities for the regulation, administration, supervision and guidance of the enterprise. Those who comprise the "administration" and have supervisory authority are referred to as the "executives." In the early days of mining it was common for one executive to exercise virtually complete control over the entire organization, and direct its operation from a central office. However, the science of management has advanced significantly since then. Mining organization administration now allocates increased authority and flexibility to those in direct-line responsibility, and organizes competent people in specialized fields to provide supervisors with guidance where it is needed in day-to-day operations. Few mining companies today are confined to one operation. Therefore, highly developed skills can be provided in the staff which assists management. This is known as staff-and-line organization, illustrated, in general, in Fig. 29-1. Each operation requires diverse skills for the carrying out of specific functions. The acquisition and training of those with such skills is an important operation in assembling organizations. An organization normally is modified to accommodate individuals rather than being a "hard and fast" mold into which people are fitted. The modern manager is inclined to organize to minimize central direction, with delegation to line executives, providing staff whose day-to-day operations, in cooperation with line executives, coordinate a continuing drive toward the organization's objectives. The staff officers, therefore, tend to become what could be described as parts of the president's brain, dealing with specific areas requiring certain skills. They do not necessarily direct operations, but watch them to be sure that the skills which they have themselves developed can be transmitted to line operations by persuasion rather than by direct authority. The elements of management requiring staff assignments are: 1. Planning, which, at staff level, is only a coordinating activity. Planning is done at all levels in the organization. 2. Engineering. 3. Finance. 4. Control. 5. Personnel and industrial relations, which set personnel policies, including salary plans and the means of handling relations with the unions. 6. Research, which, in a modern organization, is essential to progress and needs to be overseen at the top. 7. Legal staff to see that all operations of the company are provided with sound legal advice, and that the company's policies stay within the law.

During the first four decades of flotation practice, close to 200 machine designs were patented, although only about a score were ever used commercially. By the end of that period, the rigors of use had resulted in obsolescence of most pneumatic cells, with a few mechanical cells dominating the field. After World War II, newer designs began to appear but most were modifications in varying degrees of older designs with special features added. Of the dozen or so most recent developments, almost all are pneumatic, relying on compressed air instead of impellers for motive power, although in several cases pumps supplement compressors. Table 1 lists a few of the more fully documented new cells, with their significant characteristics, along with similar characteristics of a widely used mechanical cell. New designs in general are emphasizing: bubble size control; in several cases, methods for delivering feed directly to the froth; methods for introducing and dispersing air through nozzles, eductors, packed beds, or permeable walls; and variable cell volumes, relative to capacities, ranging from very small, with less than a second of retention time, to the largest, with retention times of over 20 min. An important question is the extent to which any of the newer designs are based on locating weaknesses in current mechanical cell designs and then using these as a starting point for innovations. In the present study, the key subprocesses which must take place in a cell are outlined; mechanical cells are analyzed to establish where weaknesses may exist; and then alternative subprocesses are considered which could effect improvements. COMPONENTS FOR CELL DESIGN It is assumed that mineral surface chemistry has been modified as necessary to provide optimum potential floatability. While the cell process may affect this to a degree, cell design is primarily concerned with actualizing the existing potential floatability. To meet the growing need for CO2 capture and storage technology, Michigan Technological University is researching CO2 capture and storage using alkali solutions1. Without implementing emission controls, world energy emissions will rise from 29.7 billion t in 2007 to 42.4 billion t in 2035. The first objective of the project was to determine the optimal amount of alkali in solution for CO2 absorption. This was accomplished using theoretical equilibrium calculations and experimental absorption data for alkali solutions of 1, 2, 3, 4 and 5 weight %. As the % alkali in solution increased, so, too, did the ionic strength of the solution. Theoretical calculations took into account the effect increasing ionic strength will have on the solubility of gaseous CO2. The calculations assumed negligible formation of H2CO3, constant temperature and constant pressure. In the experimental setup, a 16% CO2 /balance air gas mixture was bubbled through an Erlenmeyer flask filled with an alkali solution. The gas exiting the flask was fed to a gas analyzer to record the % CO2 in the exhaust gas stream. The % CO2 absorbed was taken as the % CO2 in the exhaust gas minus the % CO2 in the feed. Theoretical calculations found that as the % alkali in solution increases, the solubility of CO2 decreases. This was verified by experimental data, which found that a 2% alkali solution, by weight, was the ideal solution for CO2 absorption. Current research is focused on using the 2% alkali solution for permanent storage of CO2 via mineral carbonation to produce a value-added product.

"The tunnel sector is excavated into a rock mass heavily affected by tectonics, defined as a regional fault. The rock around the tunnel support undertakes the non – elastic deformation and gradually detaches from the rest of the non affected rock mass, moving inside of the excavated area and tending to fill up the whole space. The initial solution of using stiff support consisting in double steel ribs I12 with circular shape in the upper part and straight vertical pillars in the lower part has proved to be inadequate. Based on the calculations of the subsidence phenomena and a mathematical model, the proposed alternative support was provided by special circular steel ribs – SG-23 –that allows a limited rib deformation (by relative slip between the arch segments) in order to mobilize the contact between the rock contour and the inner face of the rib - not only for the deformed rib but also for the neighboring ribs. 1. INTRODUCTION Hydropower development of Jiu river in Romania, in the narrow gorge sector includes two diversion HPP and a small hydro plant that provides the minimum required flow downstream: CHE Dumitra , CHE Bumbesti and MHC Livezeni (Table 1. Hydropower parameters).The Livezeni intake reservoir is provided by a gated dam located 1250 m downstream of merging point between Jiul de Vest river and Jiul de Est river. The dam is equipped with three radial gates with flap gates with a span of 12 m each and the height of (6 + 3) m. The Henderson Mine, a new large scale underground development, is being developed by AMAX. The mine site is located about 50 miles west of Denver, Colorado, adjacent to the east side of the Continental Divide. The mine's three access shafts are in a narrow alpine canyon at an elevation of 10,400 feet. The ore body of molybdenite is to the south of the shafts, 3,000 feet below the surface of nearby Red Mountain. The ore extends over 800 feet vertically and is about 1,700 feet by 2,200 feet horizontally. The eastern and southeastern boundaries of the deposit are still to be defined at the present time. Development mining is advancing at the mine site on a three shift, seven-day basis at the rate of about 2,000 feet per month. About twelve miles of heading have been driven at the present time, and work to sink No. 3 Shaft has started. Development mining was begun in 1967 with the sinking of No. 1 Shaft. This shaft is fully concreted, 23 feet in diameter and 2,441 feet in depth. It is the mine ventilation exhaust conduit. It is also used for development muck hoisting, stand-by mine water pumping and secondary access to the 8,035 foot level. This level is the mine exhaust ventilation level and was mined principally by conventional rail mining methods. From this one station at the 8,035 foot elevation a 5% ramp was driven to the initial production horizon at 8,100 feet with diesel rubber tired mining equipment. Subsequent mining has been entirely by mobile diesel equipment at the mine site.

1. TRENDS OF DEVELOPMENT IN THE MECHANICAL DRIVING OF UNDERGROUND EXCAVATIONS IN THE GERMAN COAL MINING INDUSTRY The demand for higher advance in underground excavations led, in the past ten years, to the development and application of various mechanical methods in the coal mining industry of the Federal Republic of Germany. Hence, a modern mine cannot operate anymore without tunneling machines for the driving of horizontal and inclined roads and shaft boring machines for the sinking of shafts. In future, boring operations will assume a high positional value in the mining industry, as the development of cutters has kept pace with the development of machines. In the past ten years, about 40 km of roadways have been bored by tunneling machines in the German coal mining industry, further 140 km will be bored by 1990, part of which are already under contract. The idea was tempting to apply the technology of horizontal tunnel borers also to the sinking of vertical shafts. The underground contractors Deilmann-Haniel GmbH of Dortmund and Thyssen Schachtbau GmbH of Mülheim/Ruhr developed already in 1970, together with Wirth of Erkelenz, a shaft boring machine working without drill pipes, capable of sinking shafts following a pilot borehole, according to the downward reaming method (Fig. 1). In the meantime, two such shaft borers are operating in coal mines with diameters of 4.50 m to 6.50 m. Recently an order was placed for a third Wirth shaft borer for diameters up to 8.50 m. Since 1971 about 3.800 m of open or blind shafts have been sunk by the reaming process (Fig. 2).

INTRODUCTION The practice of injecting chemical grouts into permeable soils in order to stabilize them for tunnel construction is a common procedure in Great Britain, Europe and Japan. In this technique, the grout penetrates the soil in a fluid condition, but hardens or "sets-up" in about one hour due to a chemical reaction. As a result, the soil, is strengthened and made less pervious, and this, in turn, reduces ground surface movements, limits ground water flow, and controls movements of the heading during tunnel construction. It is only within the last five years or so that this technology has been used in the United States. Most of the applications have been involved in the work for the Washington Metropolitan Area Transit Authority (WMATA) subway construction. The experience gained from this work is, in many instances, unique and should serve to guide use of the grouting technology in future projects. This paper documents five WMATA case histories; information is provided as to the soil conditions, method of treatment, reason for treatment, and tunnel performance. Locations of the five projects covered by this study are indicated in Figure 1. All are within the boundaries of the District of Columbia and involve soft ground tunnel construction. Basic information for the case histories is given in Table 1. Tunnel sizes and depths below the ground surface as well as general soil conditions are similar in all instances. The tunnels are about six meters in diameter and are located so that the crown is five to ten m below the ground surface. The soils typically consist of alternating sand, clay and silty sand strata. Roadheader machines have a specific place in modern tunnelling, not simply as a compromise between drill and blast techniques and full face machines, but as an economic and versatile form of mechanised tunnelling where the method of excavation is easily integrated with tunnelling operations. In the past, roadheaders have been subjected to misuses by engineers who failed to realise that, as in all mechanised tunnelling, a planned and systematic approach is essential if the full potential of these machines is to be gained. An increasing awareness of this, together with the introduction of the more powerful roadheader carrying their cutting potential into the hard range of rock is changing this situation and now makes the prospect of using roadheaders particularly attractive (1). The advantages gained by employing these machines can be considerable and Table 1 lists some of them. This table illustrates that from both cost, and installation points of view, the roadheader has considerable benefits over the full face machine. However, the principal advantage gained is in broken ground where heavy supports can be installed immediately at the tunnel face. In addition, access for planned maintenance and repairs to most working parts of the machine is at a premium and average machine utilisations of 40 - 60% can be expected. In comparison to drill and blast methods, up to 40% better progress can be regularly achieved, and the subsequent savings in overbreak costs alone would more than pay for the cost of a roadheader used to drive a 3km long tunnel. The phosphate rock review did not arrive in time for publication in the. June issue. The world phosphate industry continued its slide in 1992 from the already depressed levels in 1991. The industry is locked into a 30-year fertilizer price low due to the worldwide fertilizer glut. Domestic production and imported, marketable phosphate rock decreased 1%, while domestic consumption increased by 1 % last year. The US Bureau of Mines reported a decrease in the domestic phosphate rock value from $25.42/t in 1991 to $23/t in 1992 ($23.06/st to $20.80/st). The diammonion phosphate (DAP) product price also dropped in value from $138/ t in January 1992 to $11 0/t in December ($125/st to $99.70/st). Continued declines in DAP prices is forcing the US fertilizer industry to develop cost-saving programs and reorganizations. Layoffs in 1992 resulted in a 7.6% decrease in the Florida phosphate workforce. Since 1980, the Florida workforce has declined by 35%. Small phosphate companies were forced to close operations or were sold to larger phosphate companies. Federal and state environmental regulations for byproduct waste disposal methods are being studied. The Environmental Protection Agency (EPA) approved phosphogypsum use in agri¬cultural and research applications as long as the radium 226 concentration is lower than 10 pci/g. The EPA is also reviewing regulations concerning air emissions at fertilizer plants. Industry publications reported the possibility of continued company sales and mergers in 1993. Industry expectations are optimistic while waiting for an upturn in the market. The US phosphate industry consolidation into three or four major companies should evolve into a stronger world market force.

The predicted warming of the earth's surface, presently the subject of much debate, controversy and legislation, is based on what is termed "the greenhouse effect." This is the result of the property of certain atmospheric gases. These gases allow the passage of radiant energy to the earth's surface and reflect back, to the earth, the infrared radiation given out by the heated surface. Physicists have computed that if there were no greenhouse effect the average temperature of the earth, now about 15° C (60T), would be close to -18° C (OT). Just what gases have produced this salubrious effect? Water vapor is the most important. Then come carbon dioxide, methane and a number of minor constituents of the atmosphere, both natural and man-made. Climate change, its cause and its impact on human activities have been the subject of scientific and historical study for more than a century. Recently, some scientists have concluded that if the man-made increase in the carbon dioxide and other greenhouse gases continues, by the late 21st century the earth's global average temperature will rise between 2° to 8° F. This temperature rise would cause the water in the oceans to expand and the massive polar glaciers to melt. In 1980, it was predicted that the sea level would rise 7.6 m (25 ft) by the late 21st century. By 1985, the predicted rise was 1 m (3 ft); and by 1989, it was 0.3 m (1 ft) (Jastrow, Nierenberg and Seitz, 1990). Agricultural scientists have pointed out that an increase in atmospheric carbon dioxide would enhance biological growth including the production of foodstuffs.

John D. Maefadyen Subject paper unfortunately has some serious flaws negating the usefulness of the paper. The authors claim that sulfur is the major source of production problems in cement kilns. This is not the case. Sulfur is not a problem as long as the mole ratio of sulfur to alkali oxides is less than, or equal to, 1. This is attributed to the sulfur preferentially combining with the alkali oxides and not acting as a clogging agent due to the nature of the pre-heater vessels. Where the mole ratio exceeds 1, many methods are available to eliminate or reduce the clogging problems such as using the preheater bypass or a precalciner with up to 100% kiln gas bypass. In non-preheater kilns, the presence of sulfates is hardly ever a problem anyhow. Thus, the level of sulfur in the fuel and raw material that might cause problems is not a fixed amount, but is predictable. The purpose of the paper is to discuss the economics of conversion of kilns in the Indonesian and Phillippine cement industries from oil firing to coal firing. This economic analysis has very little to do with the sulfur levels. Thus, the section of the paper on sulfates is actually rather meaningless. The economic analysis is also rather meaningless because the authors have failed to follow accepted economic analysis procedures by including interest charges. They have fallen into the trap of confusing financing with economic evaluation. When the accepted methods of economic evaluation are used, the return on investment increases to about 35%. In conclusion, the paper is not a meaningful contribution, and sadly, quite erroneous.

The heap leaching process has developed into a low-cost method for recovering copper, gold and silver from large and small deposits of low-grade ore. The earliest known heap leaching process with chemicals occurred in about 1752 and is attributed to Spanish miners percolating acid solutions through large heaps of oxide copper ore on the banks of the Rio Tinto (Ran Zyl, et al., 1988). In 1969, US Bureau of Mines research¬ers proposed the use of dilute alkaline cyanide solutions as a low-cost means for recovering gold values from low-grade ore containing micrometer-sized particles of gold (Miners News, 1991). The modern-day heap leaching process typically involves the percolation of leach solutions through controlled lifts of stacked, low-grade ore (crushed, aggomerated or run-of-mine) in a heap for chemical extraction of precious and base metals into solution (Fig. 1). The enriched (pregnant) solution is collected by gravity flow in lined basins, sumps and ponds for processing and recovery of the target metals (copper, gold and silver). The barren solution from the recovery facilities is recirculated to the heap, along with chemical reagents and makeup water, for containment of all process solutions in an enclosed and environmentally sound system. This involves the use of low-permeability liner systems beneath the heap leach stacks to maximize solution recovery and protect the underlying ground water (Fig. 1). This article discusses the typical heap leach liner systems currently used by mining companies in North America. The most successful heap leach pad liner systems from past precious metal operations generally include an underlying, low-permeability soil bedding material; a geomembrane liner, and an overlying protective cover fill.

INTRODUCTION The first phase of the Los Angeles Metro Rail Project consists of 7.1 km (4.4 miles) of subway and stations running through downtown Los Angeles from Union Station to MacArthur Park. Contract A171, the Wilshire/Alvarado Line, involves tunnel construction beneath 7th/Street from the 7th/Flower Station to the Wilshire/Alvarado Station. The project consists of the excavation and lininig of 3000 m (9900 ft) of twin-bore, 6.7 m (22 ft) excavated diameter, 5.5 m (18 ft) finished diameter subway tunnels. The location of the project is shown in Figure 1. The majority of the excavation passed through weak siltstone/ claystone bedrock; although, portions of each tunnel approaching the 7th/Flower Station passed through fine-grained alluvium. Both tunnels were excavated with a digger shield. The project also included the excavation and lining of 6 cross passages, 2 communication rooms and a sump, all at tunnel grade between the two bores. A program of geotechnical instrumentation and building monitoring was performed to detect and document the response of the ground and adjacent structures and facilities to tunnel excavation. The instrumentation program was also intended to provide information that would permit implementation of remedial measures, when and as required, to prevent damage to structures, facilities and utilities along the tunnel alignment. Paste backfill is a pumpable, flowable, non-Newtonian fluid consisting generally of mine tailings and cement. Paste is prepared from dilute slurries of tailings. This is done by dewatering the slurries with conventional thickening or filtering. Backfill with a paste consistency is prepared by mixing dewatered tailings with cement and water to obtain the desired consistency of medium slump concrete. The paste is pumped with concrete pumps over relatively long (1 km or 0.6 mile) horizontal distances. More commonly, though, it flows by gravity down a mine shaft and then horizontally to the void being filled. Alternatively, cement can be added near the end of the pipeline. A certain proportion of fine particles <20 µm (<625 mesh) must be present in pastes but particles of aggregate can be added without significantly affecting the flow characteristics. Detailed testwork is necessary to design a system to prepare and place paste backfill. Testwork must determine dewatering characteristics, strength of mixes and friction in pipelines. Plants must be well engineered and controlled with PLCs because high quality control is necessary to prevent plugged pipelines and excessive pressures. Relatively small amounts of cement (3% to 5%) produce stiff backfill material 1.5 to 3.5 MPa (217 to 507 psi). The advantages of paste backfill in a mining operation include reduced mine dewatering, labor and materials savings, reduced tailings impoundment requirements, good support properties and reduced spills underground. In certain cases where more than 30% of the weight of the ore is sold as a product, the entire tailings stream can be placed underground. Paste technology can he used for surface or underground placement of tailings.

1. INTRODUCTION Roadheaders have a shadowy origin - probably in Eastern Europe - but were introduced to Europe and the West by the importation of a Russian PK3 machine by the National Coal Board in 1961. A number of features rendered this type of machine an attractive tool for coal mine operators: its flexibility of operation, its combined cutting and loading ability, the opportunity it provided of making any shape of roadway, as well as its ability to cut some rocks. Encouraged and sponsored by the National Coal Board, the development of roadheaders was taken up in Great Britain, notably by Anderson Strathclyde and Dosco; in Europe, predominantly in numerical terms by Voest Alpine and Paurat. Over the 24 years since the importation of the first PK3, evolutionary development has taken place to the extent that machines are now available in many forms up to 120 tons in weight. Machine design has altered, partly as a result of increased power requirements and partly in line with the use of a ripping or a co-axial head. However, the basic concept remains: a boom containing a motor and transmission gear, with a driven cutting head at its extremity and capable of universal movement urged by hydraulic rams mounted on the boom turret and on the machine deck. Generally, the turret, hydraulic powerpack and all other necessary equipment are mounted on a chassis, which contains a discharge conveyor, the whole being carried on caterpillar tracks so that a complete machine entity is provided. 1 - INTRODUCTION The Canadian Shield is well known as being among the older exposed areas of the earth&apos;s surface. Except for local zones, its extent from the Arctic to central North America is characterized by strong and durable crystalline rocks. It is generally regarded as highly competent for tunnelling and underground excavation and, as a result, many openings are excavated in it with minimal temporary support. If hydraulic efficiency is not a factor, tunnels do not usually require continuous concrete linings. A high percentage of the crystalline rocks of the Shield are of metamorphic origin and as such one of the dominant characteristics is their foliation. Zones of sheared or faulted rock are common in the Canadian Shield, particularly in association with foliation. These zones may be created during the late stages of the metamorphic process, leaving shear zones as an integral feature of foliated rock. As foliation is a preferred direction of weakness, deformation and rupture during subsequent tectonism may also create parallel shear zones. These "foliation shear zones", as described by Deere (1973), are an adverse feature of the otherwise durable rocks of the Canadian Shield. The zones may range from faults of major proportions to seams only a fraction of an inch thick. If fault gouge or alteration products exist in the zone the strength of the rock mass may be great1y reduced. As foliation is usually continuous, large unstable wedges of rock may be created if the opening is subparallel to the foliation. The effect on the construction of underground openings in terms of excavations, support and scheduling can be significant.
