This paper discusses the results of a laboratory investigation carried out to study the microscale flow characteristics of copper ores and the variation in flow behavior resulting from flow of leach solution. Fractures in 1.5 and 4 inch diameter cores were mapped by visual inspection. The cores were stressed in a triaxial stress field representative of in situ conditions. The permeability of the samples to water was then estimated. The samples were exposed to 20 g/l sulfuric acid and the experiment repeated. The Permeability of unleached samples ranges from 10-1 to 10-19 m2 and it increases as leaching progresses. The porosity variation and the rate of recovery of copper from the specimen during leaching were also studied.

In 1994, Cyprus Twentymile Coal Company and Scandura formed a joint task force charged with the purpose of developing the highest rated fabric belt for underground longwall coal mining. This paper details the development efforts and concepts utilized by Cyprus and Scandura to meet the challenging demands of Twentymile Coal's East Mine District (EMD). The finished panel consisted of a 5,500 meter (18,000 feet) conveyor with 245 meter (800 feet) of drop over the first 3,660 meters (12,000 feet) and 245 meters (800 feet) of lift out-by over 1,830 meters (6,000 feet). The panel was designed with an operating capacity of 4,500 tph (5,000 stph) and 4.1 m/s (800 fpm) belt speed.

Birnin Gwari and Alawa graphite deposits were upgraded by flotation. Using 0.5 kg/t kerosene and 0.25 kg/t sodium silicate, flotation concentrates grading 90.7% and 88% Cg with recoveries of 86.2% and 84% were produced from Birnin Gwari and Alawa graphite samples, respectively. The combination of 0.5 kg/t kerosene, 0.2 kg/t pine oil and 0.25 kg/t sodium silicate yielded high-grade graphite (92.3% Cg) with a recovery of 83.9%. Flotation with refined rubber nut oil and kerosene, at a 1:1 ratio, produced a concentrate grade of 86.3% Cg with a recovery of 90.4%. With acid leaching of the flotation concentrate, a high-grade graphite concentrate containing 98% Cg was produced.

A fluorite ore (51.85 % CaF2) containing high contents of calcite, quartz and iron oxides was upgraded by flotation using a new reagent, oleoyl sarcosine (OS). In addition, quebracho and sodium silicate were used as depressants for calcite and quartz, respectively. The effect of pH, collector and depressants concentrations on grade and recovery was determined with the aim of optimizing the flotation conditions. Application of the two-stage cleaning achieved a concentrate assaying 92.17 % CaF2 with 80.1 % recovery. The Si02 content (0.76 %) was below the required level of 1 % SiO2. The mechanism of interaction between OS and fluorite, as compared to oleic acid, is also elucidated based on the zeta potential measurements.

In three recent publications, Klimpel et al (1988) and Klimpel and Hansen (1988, 89), the theory and invention process behind the identification of two new classes of sulfide mineral collectors were summarized. These two new families can be represented by the 111 generalized formulate: R1-S-R1 -NRI III (denoted as the F-series chelation family) and R-S-R or R -CHSCH-R (denoted as the S-series redox family). The influence of systematic changes in the various R groupings on laboratory batch flotation cell tests has been covered in the above references and will not be repeated in this paper. In particular, the recent article by Klimpel and Hansen (1989) should be studied as a research introduction to this paper.

Gold heap leach operations often process low grade ores with little margin for cost increases. The advantage of heap leach operations is the considerable savings in both capital and operating costs. This paper looks at an alternative pH modifier to lime in the heap leach process, namely bauxite waste mud or red mud. The red mud can contain trace amounts of gold and was found to be an excellent source of slow release sodium hydroxide for long-term pH modification. Column cyanide leaches showed that 25 kgt-1 of red mud provided a higher pH and longer pH modification than 0.25 kgt-1 of lime. Contaminants leached from the red mud hampered the adsorption of the aurocyanide complex onto activated carbon.

This paper presents the results of the remediation of the Gregory Gulch #1 Superfund site, an EPA Clear Creek Superfund project located in central Colorado. The Gregory Gulch #1 site was an historic gold mine and mill located within the city limits of Central City, Colorado. Remediation efforts included the use of the Envirobond™ additive to chemically bind the metals in 3,000 tons of acid generating mine waste that contained high levels of arsenic, lead, zinc and mercury. The toxicity of the mine waste amended with Envirobond™ was not only reduced to RCRA TCLP standards but also to the more stringent UTS standards. The final cost of the treatment was much less than standard industry solidification processes and significantly less than offsite disposal options.

This paper presents the excavation of the Roosevelt Island Valve Chamber, the final of three chambers in Stage One of New York City's Third Water Tunnel. The valve chamber and passageways 13 379.7 cu m (17 500 cu yd) are drilled and blasted. The rock is stabilized by grouted rock anchors. The 6.1 m (20 ft) diameter shaft is drilled, blasted, rock bolted and wire meshed for a depth of 70.7 m (232 ft). Then shaft excavation proceeds with immediate concrete lining for another 120.7 m (396 ft). Two 6.1m (20 ft) diameter manifolds are excavated using heading and bench. The raise drilling of eight 3.7 m (12 ft) diameter laterals occurs during lower shaft sinking.

Introduction There is a misconception that mineral-project economic evaluations in the former Soviet Union are either nonexistent or very limited. This is not the case. In fact, there are at least two basic methods that can be utilized to evaluate the vast mineral resources of the Commonwealth of Independent States (CIS). Evaluation procedures are based either on a comparison to known projects, which may rely on limited available data, or on potential-profit calculations, which generally uses more extensive databases. Significant philosophical differences between these systems and those utilized in the Western world include the following: •Under the centralized-government system, the economic evaluation of a mineral project was based on artificially determined mineral prices and costs. Every ten to 12 years, prices for concentrates and metals were established by the Council of Ministers and remained unchanged until the next reconsideration of prices . •The time value of invested money was not considered to be important under these "stable" prices, and inflation was assumed to be nonexistent in the planned economy. •An overestimation of the value of social and economic factors such as keeping the local population employed and providing the country with strategic minerals biased the economic evaluations of projects. Sequence of exploration Geological exploration in the CIS countries typically includes two major phases: prospecting and exploration. Prospecting consists of the following: •Regional geological studies. •General prospecting. •Prospecting. •Prospect evaluation. Regional geological studies are conducted within large territories and utilize satellite images, deep seismic zoning and other state-of-the-art methods. Geological and geophysical maps on a scale of from 1:200000 to 1:1000000 are developed to help identify regional anomalies and mineral prospective areas. The areas of primary interest are then subjected to general prospecting, beginning with geological mapping of the area at 1:50000 (1:25000) scale. The prospecting phase determines mineral potential based on further geological mapping (mostly 1:10000 scale), surface geophysics and geochemistry. Finally, the most attractive targets are subjected to further detailed evaluation (prospect evaluation) to help identify "possible" projects by means of trenching and wide-spaced drilling. The results of the prospect evaluation are analyzed and conclusions regarding the economical potential of the project are drawn. If the initial-prospecting phase results are positive and the prospect is recognized as economical, it then moves into preliminary exploration, which is followed by detailed exploration. Preliminary exploration determines the feasibility of the project on the basis of limited data. For example, in some underground projects, the initial exploration drilling and tunneling is done at two or three times wider spacing than would be required by the assumed mining method. Detailed exploration focuses on preparing the project for mining development, such as completing drilling and tunneling, particularly in the portion of the ore body to be first mined. During the project's mining phase, further exploration is usually conducted along the flanks of the mineralized structures and deeper sections of the ore body. Finally, during exploitation, it is sometimes necessary to delineate the ore body within the mining-block limits. A comparison between the United States (US) sequence of exploration activities and the CIS system is given in the Table 1. There is no "additional" and "exploitation" exploration shown in the US system, but it is common knowledge that all mineral projects are subjected to "additional" and "exploitation" exploration while being mined. The National Institute for Occupational Safety and Health (NIOSH) has initiated a study of a roof bolter to reduce noise exposure to mine roof bolter operators. An important segment of this research entails determining the affect of various drilling configurations on the performance (penetration rate) and sound power emissions when drilling into granite. Test conditions included various combinations of rotational speeds and thrusts; hex and round drill steels of one inch (1.) and one and three-eighths inch (1 3/8.) diameters; vacuum and wet conditions; and using drill media of differing compressive strengths. This paper will detail the affects of each of these on the performance and sound power level emission. When drilling into granite, it was found that wet drilling generated lower sound power levels and performed better than vacuum drilling.

For new coal-fired power plants, federal regulations require that emissions of sulfur dioxide be limited to 1.2 pounds for every million BTU'S burned. This is equivalent to coal with a sulfur content of roughly 0.7 percent for Eastern bituminous coals and roughly 0.6 percent for Western sub-bituminous coals. The states and their political subdivisions are free to apply more stringent standards and to develop implementation plans covering existing and new units. Most Western-sub-bituminous coals contain less than 1% sulfur and hence their use, in many cases, will allow a utility to meet the regulations. However, there are problems in using such coals in furnaces designed for Eastern bituminous coals, and furthermore it will take many years to open mines and provide transportation facilities to utilities which are now burning coals with a higher sulfur content. Moreover, pending federal legislation would outlaw strip mining on land to which the federal government owns the mining rights. Those utilities who, for one reason or another, intend to continue burning Eastern bituminous coals with sulfur contents in excess of 1 percent are faced with removing SO2 from the stack gases. The alternative of utilizing coal gasification where the sulfur is removed prior to burning in a power plant is still in the early stages of development. Therefore, a large number of processes are under development for SO2 control.

The presence of residual uranium and other radionuclides in the uranium mill tailings are posing a continuous health concern to the surrounding environment. The slow generation of sulphuric acid from residual sulphide minerals is the cause of persistant dissolution and discharge of many metallic components of the tailings. The most effective long term solution to these problems would seem to be to produce chemically stable tailings. This paper describes two possible answers to the objective: (1) Removal of radionuclides and pyrite from tailings by mineral dressing techniques; some 60 - 68% of the residual uranium, 70 - 75% of the radium, 60 - 65% of the thorium and 95 - 98% of the pyrite have been rejected from the Elliot Lake tailings. The decontaminated tailings contained 0.003% uranium, 50 - 60 pCi/g radium226, 0.01% thorium and less than 0.1% sulphur as pyrite. (2) Preconcentration of radionuclides and pyrite by beneficiation from Elliot Lake ores prior to leaching; applying this approach about 97% of the uranium, 95% of the radium, 92% of the thorium and 98.5% of the sulphides were concentrated in a radionuclide and pyrite concentrates comprising 25% and 8% of the ore, respectively. The preconcentration tailings (waste) produced contained 0.004% uranium, 20 - 25 pCi/g radium226, 0.005% thorium and less than 0.1% sulphur as pyrite. Economic and environmental advantages of both approaches and the leaching of the concentrates are also discussed.

An Overall View of the Japanese Ferroalloys Industry 1) Depressed Demand for Ferroalloys: In Japan consumption of ferroalloys in the last ten years has decreased, although there has been some fluctuation from year to year. During this term production figures of the steel industry, which are closely related to consumption of ferroalloys, are as follows: Shipment of steel products for the domestic market has declined gradually from 69 million tons in 1979, which was the peak year for steel production, to 60.3 million tons in 1982 and 60.4 million tons in 1983, the level of 1978. In addition, exports also have been a downward trend since 1976, which was the peak year with tonnage of 34 million tons, to 28 million tons in 1982 and 31 million tons in 1983.

The following main elements may be ear-marked in the complex: (1) geological data base (GDB), (2) the data input system, (3) GDB maintainance, (4) "Geologist" geological application package (GAP). The identification and quantification of incipient overload conditions in mills have recently been found to be very significant in the design of tumbling grinding mills. To investigate these phenomena, a series of experiments was conducted in a Plexiglas mill operated in both dry and wet modes. For on-stream measurement of the mill charge weight, volumetric filling, dynamic angle of repose, and mill power, an electronic system was developed. The mill was filled to various levels with 19.1-mm (3/4-in.) ceramic balls as grinding media. As feed material, grindable limestone or 3.2-mm (1/8-in.) nongrinding ceramic balls were fed at various steady-state rates to determine the incipient overload conditions. The prediction of overload has apparently been reduced to predicting the feed rate that results in 50% mill filling.

The Pennsylvania Department of Environmental Protection in 1998 reviewed its permitting process to determine how effective its program has been in preventing pollution and to identify here it could be improved. Of the 1,699 bituminous mine permits issued from 1987 to 1 996, 50 were identified to have current or past postmining discharges with water quality problems. The remaining 1,649 sites had no known current or past postmining discharges problems. The 50 sites were selected for further review. On closer examination, 33 of these permits no longer had water quality problems or the problem had not actually resulted from the permitted mining activity. Only 17 permits, or one percent of the total permits issued, were found to have caused long-term postmining discharges serious enough to require treatment and prevent bond release. Analysis of these 17 sites using current knowledge of mine drainage prediction, revealed that the most common cause of error was inadequate information in the permit application. Errors in interpretation of the application data and in implementing the permit were less common. A very small percentage of all permits issued resulted in postmining discharges for no clearly identifiable reason. Trends over the 10-year study period indicated a decreasing incidence of permits resulting in postmining discharges. Further, with the exception of the first few years of data, most of the postmining discharges were of mildly acidic or alkaline quality and amenable to passive treatment.

"Name your poison," wrote Forbes, Jan. 3, 1983, in an article describing the plight of much of the mineral industry as it entered the new year. "To ask which (mining) segment is better these days is almost like asking which of several stones would make a better life preserver." "The scene has seldom seemed darker or apparently less promising," said the Mining Journal in June 1982. And the Northern Miner described the year as the third in a "3-year drought which has completely dried up (company) coffers." Thus, 1982 became the worst year for much of the mining industry since the Great Depression. Low prices, commodity surpluses, output reductions, layoffs, temporary and permanent closures, and financial losses made headlines as the general recession continued to hurl blows at an industry facing strong foreign competition, increased government regulations, and plummeting market demand. At fault were tight US monetary policies and the resulting high interest rates that, while forcing inflation to slow, also threw the economic wheels of the country into reverse gear. Automobile production, housing starts, consumer durable sales, and capital spending all fell dramatically. US industrial production fell about 8.5% in 1982, with the GNP dropping by 1.7%. Production Value Not a single mineral escaped this recession. According to the US Bureau of Mines, US nonfuel production value dropped for all but four out of 21 metals and 14 out of 44 nonmetals. Production quantities increased for only gold, lead, and zirconium among metals and for only six nonmetals. Total nonfuel mineral production value dropped a whopping 21% from 1981 levels, the largest decline since 1938 and the first since 1971. Production value was estimated at $20 billion. Metal commodities showed heavier losses than nonmetals-37% vs. 12%-because of their link to depressed automobile and construction industries. Prices From peaks in early 1980, prices of precious and base metals, ferrous and nonferrous metals, and virtually every mineral dropped to 30-month lows in June 1982. Gold dropped to $9.64/g ($300/oz) compared to a high of $27/g ($850/ oz). Silver was quoted below 164/g ($5/oz) versus a $1.61/g ($50/oz) high. Copper was offered at a five-year low of $1.22/kg (55.5¢/lb) compared with a high of $3.30/kg ($1.50/lb). Lead went for 53¢/kg (24¢/lb) versus $1.21 (554). Nickel begged for buyers at $4.19/kg ($1.90/lb) compared to a high price of $7.72/kg ($3.50/lb). Molybdenum was available at or below $8.82/kg ($4/lb), down from a high of $44/kg ($20/lb). Cobalt went for $11/kg ($5/lb) versus $55/kg ($25/lb). Adjusted for inflation, increased currency costs, and currency devaluation, many of these prices are the lowest reached in decades. Financial Profits & Losses Low prices severely impacted companies' earnings, turning profits into sometimes disastrous or fatal losses. This report concerns the successful construction of Contract No. 287 of the Northeast Side Relief Sewer System for the Metropolitan Sewerage District of the County of Milwaukee. The contract involved the construction of approximately 3316 meters (10,880 feet) of tunnel concrete lined to 1.83 meters (72 inch) internal diameter; 30.48 meters (100 feet) of 1.83 meters (72 inch) reinforced concrete pipe jacked-in-place; a river crossing of approximately 107 meters (350 feet); 197 meters (647 feet) of 1.83 meters (72 inch) reinforced concrete pipe in open-cut; several diversion and flow monitoring structures; and miscellaneous manholes and appurtenances. The contract proposal, which was extremely prescriptive, did allow alternative methods of primary support consisting of precast reinforced concrete segments, steel liner plates, steel ribs with wood lagging, and combinations thereof in designated areas. The specifications required the contractor to designate which support scheme it intended to use. The specifications also required compressed air as a means of ground water control for approximately 2316 meters (7600 feet) of tunnel. The alternative selected in the bid proposal was the support method consisting of steel ribs and wood lagging for 2263 meters (7425 feet) of tunnel and steel liner plates for the remaining section. Shaft supports, by specification, were designed to be steel liner plate with steel ribs varying in size from 4.27 meters to 6.10 meters (14 foot O.D. to 20 foot O.D. ).
