Newmont Mining Corporation owns and operates the Phoenix Mine near Battle Mountain, Nevada, USA. The existing milling facility has operated since 2006. Following the startup of the milling operation, and coupled with the upswing in the copper market, Newmont realized that Phoenix needed a process option to treat lowgrade transition and oxide copper ores. This meant that potentially revenue generating ore was being mined as waste. With no system in place to treat the transition and oxide copper, work began to determine the most feasible approach. After evaluating multiple options, the flow sheet was set for a run-of-mine (ROM) heap leach pad and solvent extraction/electrowinning plant (L-SX/EW). This paper will discuss the synergies and challenges of developing a copper L-SX/EW plant at the Phoenix copper-gold mill.

A technique is described for the solvent extraction of zirconium. In this method, zirconium has been extracted quantitatively from 0.005 M sodium salicylate solution at pH 2.5 - 3 using 0.01 M triphenylphosphine oxide dissolved in toluene as an extractant. Zirconium has also been recovered quantitatively from 0.2 M potassium thiocyanate solution, but extractions in nitric and hydrochloric acids (as media) were negligible. The resulting extracted metal ion has been stripped with sulfuric acid (0.5 M) and determined with inductively coupled plasma atomic emission spectrometry. This method has been applied successfully to achieve 95% recovery of zirconium from zircon concentrate.

Flocculation of fine coal is usually accomplished with the addition of commercially available organic flocculants. Recently it has been shown that biopolymers derived from microorganisms can be used to flocculate coal. The biopolymers flocculate coal efficiently and render the coal surface hydrophobic. The increase in hydrophobicity can be utilized either to separate the coal flocs from mineral matter. It can also be used for reducing the moisture content of fine coal. In this regard, flocculation and settling tests of fine coal with biopolymers and synthetic flocculants was undertaken and the results are discussed here. Also, a transport model was developed for the time-dependent settling tests for fine coal.

"There is certainly no argument that LED lighting systems have taken a strong foothold in the lighting marketplace over the last several years. This has even proven true in the world of transportation and transit lighting, for which new LED cobra head style luminaires are replacing traditional HID cobra head luminaires on North America’s roadwaysand linear LED light fixtures are replacing conventional linear fluorescent light fixtures in North American rail transit facilities. However, LED technology has taken a while longer to penetrate the very specific market of vehicular tunnel lighting in this continent. Though both the New York/New Jersey Holland and Lincoln Tunnels have recently been retrofitted with LED lighting, and an LED Lighting RFP is currently out for Boston’s Central Artery Tunnels, very few vehicular tunnels in North America to date have been illuminated with LED light fixtures. This is largely because cost effective LED lighting, that met our typically stringent tunnel lighting standards, was until recently simply unattainable. However, with the rapid advances in LED technology over recent years, owners and specifiers of North American tunnel lighting projects have finally begun to adopt LED lighting systems as the norm. In fact, a recent Lux Fit/Yole Development “LED in Road and Street Lighting Report” stated that “LED luminaire growth will be driven firstly by tunnel lighting, and then relayed into highway, road, residential and amenity lighting applications starting in 2014.” 1 Our highways are continually becoming more congested. As a result, Provincial and State Departments of Transportation (DOTs) are constantly looking for innovative ways to improve traffic flow. One way DOTs are now helping to ease congestion is by expanding the use of tunnels and long underpasses in large interchange reconstruction projects. With less available right-of-way to work with, and the high costs of maintaining elevated bridge structures over the years, it often makes more sense to “go under” (rather than over) the traffic congestion points. With the addition of these new tunnels and long underpasses comes the issue of proper illumination within these structures, for a safe and efficient driving task. DOTs use recommended lighting practices and guidelines for highway lighting, which include specific criteria for tunnels, set by either the Illuminating Engineering Society of North America (IESNA) or the American Association of State Highway and Transportation Officials (AASHTO). However, both IESNA and AASHTO point out that these recommended practices and guidelines are not a mandate, and DOTs are free to make their own decisions about lighting criteria. Accordingly, effectively illuminating tunnels is often times a challenge. This paper will examine the key considerations of the tunnel lighting application in generalas well as what LEDs now bring to the table and how, accordingly, traditional lighting technologies will be phased out in the future illumination of tunnels."

INTRODUCTION The concern of occupational exposure to diesel exhaust pollutants is an important workplace issue for the mining industry. During the last three decades of diesel operations at Inco, a significant amount of research and improvement has been made in the area of work environment, and effective diesel operation. This paper will review the experience gained by Inco's Ontario Division from the implementation and the use of modern engines, improved fuel quality, and the exhaust control technology, coupled with adherence to proper maintenance and ventilation design and practices. Past monitoring practices and the current occupational monitoring program at lnco are outlined. A major new research initiative involving multi-stake holders in diesel performance is described. MINING IN THE SUDBURY AREA The discovery of nickel-copper ore in the Sudbury area dates back to the year 1856. The existence of this orebody was noticed when a strong compass deflection was observed by a provincial surveyor. This discovery, even though documented in official re- ports, failed to arouse any public attention at that time. In 1884, a rock-cut was blasted through a small hill near the village of Sudbury to permit laying track for the Canadian Pacific Railway (Boldt 1967). The rock-cut uncovered a body of massive sulfides with a copper content of over nine percent. The mineralization is concentrated along the outer margin of the Sudbury Basin, an oval-shaped structure having a dimension of 55 x 95 kilometres. The ore extends down-dip to to at least 3000 metres below the surface. The mining methods at lnco can be divided into two categories: "filled-stope" and 'bulk" mining. This division, in the broad sense, may also reflect the environmental conditions of the mine. In the past, the selection of a mining method was based on the size, shape, grade and the strength of the ore and its surroundings. The recent development of improved technology and mining equipment permitted wider application of low cost bulk mining methods. UNDERGROUND DIESEL EQUIPMENT The first diesel-powered machine, a 145-horsepower scooptram, was put into operation in March 1966, in a cut-and-fill stoping complex at Frood Mine. The number of diesel machines underground in the Inco, Ontario Division, mines was increased to 360 units by 1971,550 in 1977 (Rutherford 1978), and over 830 diesel-powered units in 1995. The following list indicates current mobile diesel equipment. LHD 194 Loaders 81 Trucks 28 Jumbo Drills 78 Personnel Carrier 101 Service Equipment 155 Locomotives 50 Bolters 30 Scissor Lift 113 About 20 percent of the LHD and truck units are equipped with electronic fuel controlled engines. COMPOSITION OF DIESEL EXHAUST Diesel exhaust contains hundreds of pollutants (Watts 19921, including components of unburned fuel and lubricating oil and products of incomplete combustion of the fuel and oil. These pollutants are emitted either as gases or as particles. Gaseous pollutants include carbon monoxide, nitrogen oxides, and sulfur ox- ides, as well as a variety of organic compounds, such as hydro- carbons, aldehydes, and polynuclear aromatic hydrocarbons. The particle phase, also known as diesel particulate matter (DPM), is the filterable portion of diesel exhaust. Figure 1 depicts the trimodal particle size distribution that arises from different mechanisms of aerosol generation (Cantrell and Rubow 1992). Primary combustion aerosols, including diesel exhaust aerosol, are formed as very small particles (in the 0.001 to 0.08 micrometre range), but physical mechanisms such as condensation and coagulation quickly transfer the aerosol mass from the nuclei mode to the accumulation mode. These processes result in a mass median diameter of approximately 0.2 micrometres for diesel particulate matter, and 90% of the particles are less than 1.0 micrometre in size. These particles have a high surface area, permitting the adsorption of different substances produced during combustion. Mechanically generated aerosols, on the other hand, typically contain particles greater than 1 micrometre in diameter. The particle phases of diesel exhaust contain three components (Bagley, et al, 1996) shown by Figure 2, namely: a carbon- aceous fraction composed mainly of solid-carbon particles, a sulfate fraction containing small hydrated sulfate particles, and a soluble fraction that contains compounds that are soluble in organic solvents and are adsorbed or condensed onto carbon core particles. These compounds consist primarily of higher molecular weight hydrocarbons and PAH's and may contribute 15% to 45% of the weight of the total particulate matter (Schuetzle, 1983). The control of these pollutants is necessary to ensure a healthy work environment. Drilling underground in the Grasberg De-watering drifts has routinely hit water aquifers with high flow rates and pressures. Two types of holes are utilized; pilot-holes to probe ahead of the tunnel development to intersect aquifers ahead of the face; and de-watering holes to de-water rock formations that will drain water from the Grasberg pit and allow tunnel development to proceed safely. Recently, rates of 1050 psi static pressure have been recorded with flows from a NQ hole measured at 1350 gpm (US). The water flows can be slightly acidic, necessitating the use of stainless steel collar gear to resist corrosion. These rates were anticipated and contingencies were planned early to deal with these conditions. The collar gear is used to control water flows whereby the water is treated as an important resource. As a result, pm has established procedures to maintain safety of the drill crews, enable coring of the rock and to maintain safety of the miners who are driving the drifts.

The "Old Reliable" four million pound blast in March of 1972 marked the opening, as far as is known, of serious efforts to commercialize the In Situ concept. That was a coyote shot, and it was followed by three blasts at McAlester Fuel's "Zonia" operation which were surface hole shots. As the only individual who had a principal part in all four shots, it seems to be appropriate to present experiences in the developments and evolutions of the in Situ method of ore extraction. Some of the problems will be described, along with proposals for management of such projects in the future.

The federal standard for limiting exposures to miners from radon daughters was reduced from 12 working level months (WLM) per year to 4 WLM per year in 1971. However, even at that time some researchers were concerned that the new limit would eventually be shown to result in an excess risk for lung cancer mortality in miners. The National Institute for Occupational Safety and Health (NIOSH) is now engaged in a comprehensive review of this topic. As the lead agency in this project, NIOSH has developed a work plan and established a work group to implement this plan. The procedure and specific considerations are outlined in the work plan for developing a comprehensive ionizing radiation standard recommendation for all miners, underground and surface. Such a recommendation will not only include estimates of health risks at various levels of exposure, but also appropriate recommendations for medical monitoring, sampling and analytical methods, sampling strategies, posting, engineering controls, personal protective equipment and recordkeeping. The work group has twenty-four members. Eleven members are NIOSH personnel representing six divisions of the Institute. The remaining thirteen members represent other federal agencies, specifically the Bureau of Mines of the Department of the Interior, the Mine Safety and Health Administration and the Occupational Safety and Health Administration of the Department of Labor, the Office of Radiation Protection of the Environmental Protection Agency, and the Bureau of Radiological Health of the Food and Drug Administration, Department of Health and Human Services. Several factors contributed to the decision to initiate this project. First, the efficacy of the current standard was considered. An initial study group was formed in the spring of 1980 by NIOSH to identify and evaluate articles that contained information on lung cancer mortality risks at and below the present permissible exposure limit. The conclusion drawn from their evaluation was that a two-fold excess risk of lung cancer mortality at and below 120 cumulative working level months (CWLM) of exposure to radon daughters is evident. This composite indication from selected studies was of sufficient magnitude to justify further evaluation. The study group, however, recognized that other studies and information must also be considered in a quantitative risk assessment which would form the basis for recommending an acceptable and feasible permissible exposure limit. A second factor in the decision to pursue further evaluation was the gaps in the current standard that had previously been identified by the Mine Safety and Health Administration (MSHA). These included lack of medical monitoring of underground miners and absence of regulations for surface miners. The seriousness of the health hazard relative to other hazards in mining was also considered. Along with exposures to silica and asbestos fibers, radiation was judged to be one of the major health hazards in mining, These combined factors constituted the justification to develop criteria and recommendations for improved mandatory health standards. The development process begins with a survey and review of the available world-wide information on the topic, including data and information developed by NIOSH. The end product of this review is to be a document that will contain an evaluation of the collected information and support for any recommendations that are made. To develop this document, the present work group has been divided into five task groups with the following emphases: Health Effects, Medical Aspects, Monitoring, Environmental Exposures, and Engineering Controls and Work Practices. The Health Effects task group is to evaluate the evidence from epidemiologic and animal studies of adverse health effects associated with all forms of ionizing radiation encountered in mining and milling operations. The "weight-of-evidence" of the results of all relevant and useful studies will be summarized, with the reasons for emphasizing the cited studies. The critical cells or tissues and the factors that should be considered in estimating the dose to these areas from various types of radiation will be identified. An evaluation will be made of the possible impacts of smoking and exposure to diesel exhaust on the determination of health effects related to radiation. The implications of biologically redundant dose in terms of the time between tumor initiation and death will also be analyzed. The Medical Aspects task group is to review the generally-accepted and the state-of-the-art medical technology for the detection of adverse health effects from ionizing radiation exposure. An evaluation will be made of the accuracy of urine and fecal analysis, wholebody counting, chromosome analysis and nose blows, as well as their usefulness for early detection of adverse health effects. Early detection is of little utility to the affected individual unless subsequent medical care can improve the prognosis. Recommendations for screening tests will be made after carefully considering the accuracy of the diagnostic procedures and the usefulness of early detection. Required recordkeeping and transfer rights will also be addressed. The Monitoring task group is to consider the state-of-the-art technology for the monitoring of occupational radiation exposures. Instrumentation, sampling strategies and analytical procedures will be reviewed for both personal and area sampling. The implications of the associated levels of confidence for non-compliance decisions will be evaluated. The discussion will also include an evaluation of the feasibility of replacing present monitoring systems with recent technology and the impact that a possible lower permissible exposure limit would have on monitoring requirements. The Environmental Exposure task group is to investigate the field procedures and mathematical methodologies which have been used to quantitate exposure levels to the various kinds of ionizing radiation. The magnitude and direction of the possible biases in past exposure assessments will be estimated. Specific attention will be given to the controversies concerning the quantification of the biological dose equivalent and the feasibility of recommending standards for mixed radiation exposures which use "rem" as the unit of measurement. "The new metro line “C” entails the construction and rehabilitation of 24 stations and 21,5 km of metro line, 13 of which carried out underground; the new metro line will improve the transportation system of a congested city such as Rome.The new line “C” of San Giovanni metro station will be constructed adjacent to the existing line “A” of San Giovanni station; the new metro line “C” is deeper than line “A” and will underpass the existing station. The underpass project envisages an Artificial Ground Freezing in order to excavate two new tunnels, while keeping trains running in the safest possible condition.In order to allow trains to regularly run to and from the existing station’s line “A”, a temporary structure for rail support, during excavation of the under-crossing tunnels, was installed and a real-time monitoring system was devised in order to control both soil temperature during freezing activities and the existing station’s behavior. The monitoring system has been one of the key to the success of the project.The excavation of tunnels under the water table, with a hydraulic head of over 10 m in not homogeneous soils having different mechanical properties and permeability and below existing sensitive structures, involves special ground freezing sequences and methods, as well as peculiar drilling systems and operations, such as TDDT (Trevi Directional Drilling Technology).THE NEW “C” LINE OF ROME’S METROThe world’s most complex and extraordinary Metro System is currently being built in the heart of Rome. Its underground route stretches underneath the most important monuments, churches and historical buildings.Rome’s Metro Line C is the longest urban underground railway in Italy and it is the first line in Rome to extend further east to the Great Ring Road, thus bridging the gap between the farthest suburbs and the Historical Centre. It is an original project, carried out mostly underground at a depth of 25/30 metres below road level."

GENERAL DESCRIPTION History The most striking feature of mining in the United States has been the infrequent use of longwall systems. This system, which accounts for the majority of coal production in Europe, Japan, and other countries, is only recently growing out of its infancy in the mining of normal coal seams and is still untried in the mining of thick coal seams in the US. Its use in the mining of metal and nonmetal ore bodies has been virtually ig¬nored, except for isolated instances in trona, copper, and uranium. Longwall mining is believed to have originated in Shropshire, England, towards the end of the 17th cen¬tury (Laird, 1973). Although the method used would be considered primitive by today's standards, many of the basic concepts have remained unchanged. Longwall mining of coal in the US was first introduced before the turn of the century, but it never gained acceptance as it did in Europe. Historically, longwalling was a cyclic method where a single cut of coal was removed from the face on the producing shift each day, and the work of building stone packs in the gob and manually moving roof support was completed on the off shifts. Due to the amount of dead work, productivity was extremely low. In Europe, however, longwall methods were required despite the high costs involved, because only by this method could coal under heavy depth be mined with any reasonable degree of recovery. Reserves of coal lying under shallow cover, and therefore minable by room¬and-pillar methods, were long ago inadequate to supply most of Europe's coal requirements. In the US coal min¬ing has historically proceeded laterally with the new mines in virgin areas to replace old mines; in Great Britain, Germany, Japan, and many other countries, mining must proceed downward to greater depths. The depth of cover for most coal operations in the US is shallow, i.e., 61 to 305 m (200 to 1000 ft). This, combined with large reserves, has made room-and-pillar methods almost universally applicable. However, longwall systems were tried around the turn of the century. Whenever used, it was frequently noted that the opera¬tion was under the direction of men with foreign ex¬perience and was tried under ideal conditions. Some of the mines that were using longwall or had tried longwall prior to 1910 were the Radiant mine, CO; Vinton Coal Co., PA; Cambria Steel Co., Johnstown, PA; Grundy County and Spring Valley, IL; and unnamed mines in Washington, West Virginia, Kentucky, Iowa, and Kansas. As late as 1961, there was one circular longwall in operation at Centerville, IA. The first modern-day op¬eration to take advantage of European technology and longwall methods was Kaiser Steel Corp. at its Sunnyside mine near Price, UT. Due to deep cover and extremely poor roof conditions, combined with a need for in¬creased production, Kaiser management decided a new method was required and turned to longwall in 1961. The first longwall consisted of an Anderson Mavor shearer loader, British Jeffrey-Diamond conveying equip¬ment, and Dowty roof supports with a capacity made up of two and three 27-t (30-st) capacity props. After nor¬mal start-up problems, this unit averaged over 454 t (500 st) per shift (White and Palacios, 1976). During and after World War II, technology in hy¬draulics and controls had advanced to the point that self-advancing supports and hydraulic props were being developed. In 1960 only I % of West German produc¬tion was from mechanized longwall faces. This in¬creased to 37% in 1970 and 63% in 1973 (Kohlgruber, 1974). In 1976 there were 246 coal mines operating in the United Kingdom. Although this is only 50% of those operating ten years ago, the production has increased 42%, mainly through improvements in longwall equipment and methods (Hunter, 1976). In France and other European countries, the devel¬opment of longwall mechanization has been similar in seams up to 2.44 m (8 ft) thick. In seams that exceed 9.14 m (30 ft), a variety of longwall caving has been developed for coal seams with dips of 0 to 1.6 rad (0 to 90°). Those with the greatest success will be discussed later. As noted, the development of longwall mining to its present state of the art has mainly taken place since World War II with substantial gains in the last ten years. Mechanized longwall has been the result of several re¬lated major innovations (Jackson, 1975) 1) Development of the flexible armored face con¬veyor which can be installed along the face and moved forward without disassembly. 2) Development of face machines such as single and double drum shearer and coal plows which operate in conjunction with the armored conveyors. 3) Development of self-advancing hydraulic roof supports which now include chocks, chock shields, and shields. 4) Reliance of caving of the immediate roof based on proper planning and development. 5) Use of pneumatic slowing to enable extraction below overbuilt areas. The most recent developments in the mining of coal by longwall in the US include the introduction of shield supports at Kaiser's York Canyon mine in New Mexico, single-entry longwall development at Kaiser's Sunnyside mine, and Mid-Continent's advancing longwall system in Colorado. Metal and nonmetal longwall systems in the US have included the mining of copper at White Pine, MI; uranium in Utah and New Mexico, and trona in Wyoming.

Metallurgical Accounting in the mineral processing industry transforms accumulated process data, including flow rates and assays, into a coherent information format. This is used to rapidly provide production reporting and key performance indications. A fully comprehensive and coherency of available data must be a component of any system expected to accomplish reconciliation in the mass balancing process. Quality issues are thus improved with such desired methods via a mass-balancing engine utilizing the results of measurements acquired by various on-line sensors, analyzers, and sophisticated laboratory equipment. Metallurgical Accounting, when accomplished through such an engine, provides high value information in a simple, straightforward, and simplified manner. Exceptional utility is then transparently available to authorized personnel for access to metallurgical accounting reports, production reports, mass balance results, performance indicators, and so on. This paper discusses how such information can be used to "drilldown" into each result set by consulting the data hierarchy to evaluate and validate calculations and input data used to produce the specific results being queried. The power of such a system resides in the full and true integration of all production and laboratory data. What is integrated are the data thus acquired via a single user interface, a single database, a single configuration tool, etc. From this comes the derivation of contextual information and its maintenance. It is possible to reduce metallurgical accounting and production reporting from possibly hours or even days to a matter of minutes. The result is maximization of information reliability and availability from masses of otherwise discrete and difficult to access key data.

MINERAL EXPLORATION 'The Function of Exploration Mineral exploration aims at locating the presence of economic deposits and establishing their nature, shape, and grade. As all ore bodies are finite, exploration is essentially the lifeblood of the mining industry. It is divided into two phases, reconnaissance and target investigation. It involves geological mapping, geophysical prospecting (aerial and ground or both), geochemical surveys, prospect drilling, and/or exploratory under-ground workings. Successful exploration is followed by development drilling, mine development, and eventually operation. In underground mining, the term "ore" is applied rather loosely to metalliferous rock that can be profit- ably mined, but nonmetallic industrial minerals and energy related materials constitute a large and growing portion of the tonnage extracted by underground methods each year. It is appropriate, therefore, to consider exploration as the search for any useful substance occurring in the earth or in the oceans that is of sufficient value as to volume, grade, chemical and physical com- position, and location as to make extraction by mining commercially profitable for the investment required. The Selection Process The search for ore includes hundreds of mineral commodities. The more successful exploration organizations tend to restrict the search to the mineral commodities for which they have strong exploration expertise and which have a high probability of being concentrated in areas open to exploration and development in sufficient volume, grade, and proximity to the surface to warrant the large expenditures of risk capital in finding an ore body. Special expertise is needed to engage in mineral exploration and development for the extended periods required for success. Individual prospectors continue to discover mineral occurrences, but it generally takes an organization with strong financial resources to carry the exploration process forward to the point of developing "ore." Still greater corporate resources in the form of management, engineering, and sales capability are needed to develop an ore body into an operating mine. In the past, companies other than those engaged in mining rarely conducted exploration, since they lacked the technical skills and know-how to bring a mine to fruition. A notable trend in recent years has been the success of other resource-oriented firms, such as petroleum companies, that have not only acquired the necessary skills to engage in exploration for hard minerals, but are doing so on a far more intensive scale than known in the industry heretofore. The desire to diversify from increasingly regulated oil and gas, the potential for the discovery of a bonanza, and the large scale of mining projects for these capital-intensive firms are the attractions. US government and certain international organizations, such as the United Nations, have fielded sizable exploration programs in the past decade on behalf of Third World countries wherein many of the world's higher grade deposits and scarce mineral resources are located. The level of overall mineral exploration in the industry is, regrettably, closely geared to the business cycle. Accelerated search during the periods of strong demand, shortages, and high prices, together with the long lead times necessary to develop mineral finds, often creates surges in supply which invariably are followed by a collapse in prices. The trend is, therefore, to exploration funding by larger better-endowed firms having the staying power to weather the cyclical nature of mining. Tax incentives, tariff policies, and other incentives have a decided impact on the level and nature of exploration. Surface mining regulations and environmental forces have fostered a renewed interest in under- ground development despite the lower average costs of surface mining. Spiraling inflation has caused mining costs to outpace prices for many mineral substances. Organizations increasingly are directing their search away from high- grade but limited tonnage occurrences toward low-grade disseminated bulk tonnages amenable to mining on a vast scale. Mining continues, therefore, to grow even more capital-intensive with half-billion-dollar mine-mill- smelter complexes now commonplace, compared with the hundred-million-dollar projects of a decade ago. Reconnaissance Exploration Having elected to search for specific mineral commodities, the exploration company narrows its focus to a reconnaissance of those regions offering the best potential. A working hypothesis which is constantly up- dated concerning the geologic controls for ore occurrence guides the search. The possibilities for discovery are best in areas of existing mines and known ore bodies, where the probabilities are high for additional ore occurrences. In such areas, published data on the trends and geologic controls of known mineral occurrences aid the search. Even in some remote territories, a variety of geologic data is available to the explorationist. The major sources of basic geologic data are the libraries of the US Geological Survey (USGS), the state geological surveys, the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the US Bureau of Mines, and various institutions such as Colorado School of Mines. Overseas, virtually all of the countries have their own geologic survey groups which are associated directly, or indirectly, with their respective ministries of mines. The objective of reconnaissance exploration is to narrow the search by pinpointing target areas having interesting mineralization. These favorable areas are then investigated in detail to delineate potential ore bodies.

In 1993, a lawsuit was filed on behalf ofnative groups in Ecuador against Texaco for environmental damage resulting from petrole­um production activities which had occurred many years earlier. The basis of the lawsuit at the time was that Texaco had failed to perform its foreign activities in the same manner that it operated in the U.S. No environmental regulations were in existence in Ecuador at the time of Texaco's operations. Also in 1993, a lawsuit for over $3 billion Australian was filed on behalf of native New Guineans for alleged environ­mental damages and health impacts that occurred as a result of BHP's operations at its Ok Tedi Mine. Since then, Royal Dutch Shell has been subjected to major criticism for environmental damage caused by its operations in Nigeria. A more recent report has criticized Shell for groundwater contamination of an aquifer in Turkey. Southern Peru Copper is now defending against a lawsuit filed by citizens exposed to air emissions from smelter operations in Peru. In all of these cases, much of the alleged damages occurred many years previous. A defense com­monly made by the companies has been that operations were conducted according to the standards in place at the time. This has not limited the lawsuits nor minimized the international publicity which has followed. While such lawsuits have been common in the U.S. for many years, their appearance in other nations have pointed out a growing sense of worldwide concern with regard to the impacts of industrial operations. Of particular concern is the fact that lawsuits have been filed in countries that have up to now had few, if any, environmental regulations. The regulatory environment has been a part of most U.S. business operations since the early 1970's. Now, however, envi­ronmental regulations are starting to be implemented in many less developed nations. This has led to the formulation of a myriad of standards and approaches to environmental regulation around the world. For multinational companies, the challenge becomes one of anticipating the level of compliance that will be required to minimize liabilities not only for the present but also in the future. The purpose of this paper is to provide some guid­ance with regards to choosing a level of compliance, particular­ly as it applies to water quality.

Outokumpu introduced Flash Flotation in the early l 980's for the recovery of floatable material from grinding circuits. The devel­opment came as a result of surveys made in the company's own concentrators, initiated to find ways of improving recoveries with increasingly complex and lower grade feeds. Hydrocyclones make a separation on the basis of particle size and mass, resulting in the "over collection" of fine grained, high S.G. particles. Minerals such as pentlandite, galena and gold are easily caught in the circulating load around the mill until they are overground and rendered more difficult to collect. In the case of downstream flotation this may simply involve a reduction in the rate coefficient due to the finer sizes or, as is commonly experienced in gold operations, the mate­rial is slimed and coated onto non-floating gangue and is eventual­ly lost to tails. At the time of Outokumpu's plant surveys, it was a relatively common practice, particularly in Pb operations, to have a flotation section fed directly from the secondaiy mill discharge. This is called unit flotation and certainly provided an improvement but very high wear rates and frequent sanding out of the cells was com­mon. The development of the SkimAir® Flash Flotation cell by Outokumpu provided a subtle but quite dramatic departure from the unit cell approach. Now it was possible to feed cyclone under­flow into a special purpose-built flotation machine and recover a final grade concentrate from the grinding circuit (see Figure I). The cell was designed to handle the coarse circulating load, per­mitting the coarsest fractions to be short-circuited back to the mill and retain the floatable sizes for a nominal time of 30 seconds to several minutes. The short retention time was possible largely due to the relatively clean content of the cyclone underflow stream. This means that the fine gangue is not present except in small quan­tities and most of the fine to mid-size paiiicles are higher S.G. and more likely represent valuable mineral. This condition provides for very high rate coefficients. Typical operations would recover 40-60% of the valuable mineral in this fashion and improvements in recovery were typically from 2-5% for sulphide minerals to the 5-20% range for gold and silver.

Three International Symposiums-the 14th International Minerals Processing Congress, the 17th APCOM, and the SME-AIME Fall Meeting special symposium on Design and Installation of Com¬minution Circuits-held in 1982 contained a number of papers relating to the fundamentals of processing coals and metallic minerals. In addition, many papers were published elsewhere in the literature. Some of the more significant papers are discussed below. Flavel reviewed key performance parameters, such as energy-size relationships for crushing processes and presented a fundamental basis for optimizing crusher productivity and possibly for development of improved crushers. Pascoe et al. reviewed the use of such control schemes. Magerowski and Karra presented a paper on a computer program developed to and in the design of crushing circuits. The problems associated with the scale-up to very large ball mills were discussed by Arbiter and Harris, and by Kavetsky and Whiten. Both groups concluded that limits on mill productivity arise due to problems associated with particle breakage and transport through mills. Austin et al., and Herbst and Rajamini reviewed the state of the art for the use of grinding circuit simulators for design and control. The effects of mill operating and design parameters on selection and breakage were discussed in detail. The philosophy of control and instrumentation for grinding circuits was extensively discussed by Kawatra and Seitz. Their paper presented for the first time an analytical basis for the inferential particle sizing technique and provided a fundamental basis for the implementation of this technique. The effect of reagent addition variation's on the performance of coal flotation circuits was reported by Kawatra and Waters, and on sulfide flotation circuits by Klimpel et al. Both groups analyzed circuit behavior from a kinetic point of view and reached similar conclusions on the effects of collectors and frothers. The computer simulation of an iron ore flotation circuit also was reported by Kawatra et al. In this work particular attention was paid to the phenomena of froth overloading. Klimpel et al., Kawatra and Waters, and Niemi et al. discussed the philosophy of control by flotation circuits from a fundamental kinetic point of view. An extension of the use of high intensity magnetic separators to the beneficiation of specular hematite was discussed by Thayer and Linkson.

How best to grind? This article compares conventional crushing and grinding circuits to semiautogenous circuits, reviews recent installations of each circuit, and describes seven methods of using autogenous or semiautogenous techniques. In addition, steel and power consumption data are reported and benefits of a dedicated digital computer are discussed. Size reduction is the most expensive operation in most mills. Crushing and grinding are usually the greatest part of capital costs. They often make up 60-70% of total mill operating costs. Picking the proper crushing and grinding method must, therefore, be done with great care, so the best circuit is chosen. In the past 10 years, there has been a strong trend toward using autogenous or semiautogenous grinding in mills throughout the world. Autogenous grinding is favored when the ore is quite competent and a fine grind is needed. Semiautogenous grinding is applied when fine crushing could cause severe problems or when ore varies in hardness or competency. The taconite iron ores of northern Minnesota fit the description for an autogenously ground ore and many are successfully ground that way. Most im¬pressive are the nine lines of 11 x 4.9 m (36 x 16 ft) mills powered by 9 MW (12,000 hp) motors at Hibbing Taconite. Porphyry copper and molybdenum ores fit the description for semiautogenous grinding. Recent installations include Highmont in British Columbia, Canada, and Quintana in New Mexico. Sampling Many mills have been built based on inadequate sampling data or insufficient tests. With the cost of many mills exceeding several hundred million dollars, it is mandatory that geologists, mining engineers, and metallurgists work together to prepare representative testing samples. Simple, repeatable work index tests are usually sufficient for rod and ball mill tests. However, pilot plant tests on 50-100 t (55-110 tons) of ore are frequently necessary for autogenous or semiautogenous mills. Preparation and selection of the test sample is of utmost importance. Procedures for autogenous and semiautogenous mill pilot plant tests are relatively simple for those experienced in running them. Reliable and repeatable results can be obtained if simple, fundamental procedures are followed. The accompanying figure shows a typical conventional crushing-grinding circuit with three stages of crushing followed by ball mills or a rod mill-ball mill combination. This flowsheet is typical of many mills that have been built throughout the world. Also shown is a typical semiautogenous (SAG) circuit with feed coming directly from a primary crusher, and the semiautogenous mill product going to the separation process. Many similar semiautogenous circuits are built today because they are simple and flexible, lend themselves readily to high tonnages, and usually cost less to build and operate. With some ores, it is possible to send mine-run ore directly to the semiautogenous mill, eliminating the need for a primary crusher, as at Benquet's Dizon mill in the Philippines. An autogenous or semiautogenous circuit, as the name implies, uses the ore itself to assist in the grinding process. Generally, for this type of circuit, the ore must be competent so large ore chunks can be used to grind smaller ones. If ore alone is used, then the circuit is autogenous; but if balls are added to supplement the charge, then the circuit is termed semiautogenous. Ore competency is not always a criterion, to break up large pieces and wash away cementing material. Autogenous and semiautogenous mills have been very successful on relatively soft uranium ores where the values are frequently found in the material that cements together the sandstone grains. Raise boring of mine ventilation shafts in many cases offers a lower cost and higher speed method of construction in comparison to conventional shaft sinking. Where underground access is available for raise boring the potential savings indicate that raise boring should be considered as an alternative to other methods. Raise boring machines are currently in use which have the capability for reaming shafts up to twenty feet in diameter, depending on the strata and depth. These large capacity machines make it possible to consider raise bored shafts for moving large volumes of air. Although we will consider here only ventilation shafts, raise boring should also be considered for men and material shafts. When the mine planner has determined the volume of air required through a shaft at a particular location he is faced with the problem of selecting the shaft size. The principal factors in optimizing the shaft size are the construction costs for the shaft 'and the power cost to move the air through the shaft. The larger diameter the' shaft is the more it costs to construct, but for a given volume of air the power required (cost) becomes lower as the diameter increases. The construction cost is paid only once, when the shaft is constructed. The power costs, however, are paid throughout the life of the shaft. Methods of optimizing air shaft size found in the literature (References 1 and 2) amortize the construction cost and include it in the average annual cost of operating the airshaft. These methods derive a formula for the average annual cost vs. shaft size and de-rive the formula to compute the optimum size for a given air flow rate. Within the exploration programs carried on by the Consejo de Recursos Naturales No Renovables, the one with the largest coverage (more than 75, 000 square kilometers) is the northern Coahuila Exploration Project. Due to its nature, geochemical exploration methods were selected to obtain quick results. The program included essentially, three main stages : 1. - A regional geochemical stream sediment survey. 2. - Semi-detailed studies of the anomalous areas selected in the previous stage, and 3. - Detailed exploration of the promising areas. To the date, the first two stages have been completed, and the third one is being carried on. The work was started on september 1972, and it will probably take one more year before drilling can be started, but at the end of stage three it is expected that at least 5 important targets will have been detected. The regional work was conducted by 3 field crews, but the detailed program is being done by only one.

The liberation and exposure of valuable mineral grains in ore particles are of significant importance in understanding the efficiency of flotation separations. A flotation feed sample from the Kensington concentrator was scanned by micro Xray computed tomography (micro-XCT), to determine the liberation and exposure of auriferous pyrite grains. The analysis results suggest a satisfying extent of liberation for particle sizes smaller than 212 μm. Theoretical flotation recovery of pyrite for selected particle size fractions was predicted from the three-dimensional liberation and exposure analysis. The plant flotation tail was also characterized by micro-XCT to identify liberated and partially liberated pyrite particles that might not be collected into the concentrate. However, liberation analysis of the tail sample revealed that the majority of liberated pyrite was recovered in the plant flotation circuit. Trainable Weka, a machine learning segmentation approach, was compared with the Watershed thresholding segmentation for the 106 × 45 μm particle size fraction scanned at a voxel size of 1.85 μm. Improved segmentation of small particles was found using the machine learning method.
