INTRODUCTION Mineral commodities are normally separated into three generic classes-metals, nonmetals, and energy minerals including oil and gas as well as the solid fuels. Metals, the focus of this chapter, encompass a large number of different substances. The U.S. Bureau of Mines, for in- stance, has commodity specialists following trends in over 40 metal products of importance to the country's economy and well being. Ranging from aluminum to zirconium, the metals display an incredible degree of diversity. Some such as lead are heavy, others such as magnesium are light. Some such as copper are good conductors of electricity. Others such as silicon are semiconductors. Mercury is found in liquid form, while some metals melt only when heated to extremely high temperatures. Iron and steel, aluminum, and copper are consumed in particularly large tonnages in a multitude of end uses, while many minor metals are needed in only small amounts in a few highly specialized applications. The use of some metals can be traced back into history for millennia, indeed back to the bronze and iron ages, while the commercial consumption of aluminum and other newer metals is less than a hundred years old. Some metals are extracted from large open pits, others are dug out of deep underground mines, and still others are processed from the sea. Mining and processing can be relatively uncomplicated and inexpensive, though in most instances highly sophisticated technology is necessary and the costs are high. Some metals are produced mainly as byproducts of other metals. Some are recovered in large quantities from the scrap of obsolete equipment and demolished buildings. Some are mined in only a few locations and traded worldwide, others are produced in many different countries. Some are sold by numerous firms at fluctuating prices determined on competitive commodity exchanges, others are produced by only a handful of firms and sold at stable producer-prices. This diversity makes the metals interesting, indeed fascinating, to study. Yet, it also poses problems, for each metal in its own way is unique. There is no general model or economic analysis applicable to all metals. Rather each must be considered individually, so that the analysis or model takes explicit account of its particular features. This means that a single chapter cannot begin to cover comprehensively the economics of all metals, and no attempt to do so is made here. Instead, we will concentrate on illustrating the usefulness of relatively simple economic principles, particularly those associated with supply and demand analysis, in understanding the behavior of metal markets. The next section begins by exploring the nature of metal demand. It is followed by an investigation of metal supply- from individual product production, from by- product and coproduct production, and from secondary production. The final section then illustrates the usefulness of the concepts introduced in earlier sections by using them to analyze

"A numerical modeling was conducted to describe the behavior of overlying strata on the longwall top coal caving face for exploitation of a 16.8 m thick coal seam. Three typical structural models, including the Cantilever Structure (CS), Lower Cantilever and Upper Hinged Arch Structure (LC&UHA), and Lower Arch and Upper Voussoir Beam (LA&UVB), were developed. Based on mechanical analysis of the different structures of the key strata, and considering the behaviors of the broken igneous rock strata, a method was proposed and applied to estimate the structures of the overburden strata. The results had been verified by a field micro-seismic monitoring test. The paper provides a foundational method to determine the shield loadings for the top coal caving longwall face.INTRODUCTIONLongwall top coal caving (LTCC) is a highly productive underground mining technology which has been widely applied to the exploitation of the thick coal seams in China and other countries due to its high efficiency (Ju and Xu, 2013; Ju, Xu, and Wang, 2011; Liu et al., 2009). In recent years, a large amount of research on mining pressure forecast, strata control, and mechanical equipment improvement of the LTCC technology has been carried out, which greatly advances the field application of the technology (Liu et al., 2009; Yu, 2016; Dou et al., 2014; Feng et al., 2011; Chen and Li, 2011; Yin, Yan, and An, 2008). In 2006, the LTCC technology was first applied to the exploitation in a 20 m thick coal seam at the Tashan Coal Mine in China (Yan et al., 2011). Ten years of mining at the Tashan Coal Mine has highlighted the importance of the support management in controlling the roof strata on the extra-thick LTCC face. The mining pressure is closely related to the structural features of the overlying strata and its movement laws (Yu, 2016; Dou et al., 2014; Feng et al., 2011). However, the distributions of three zones—caving zone, fracture zone, and deformation zone—on the fully mechanized caving longwalls changed significantly with the increase in thickness of the coal seam (Chen and Li, 2011). The behavior changes of the roof strata led to abnormal pressure in the mining face and resulted in the difficulty of surrounding rock control (Yin, Yan, and An, 2008; Liu et al., 2009; Yan et al., 2011; Gong and Jin, 2008). Therefore, the theoretical research focused on the behavior of overlying strata to reveal the laws of mining pressure has important theoretical significance and practical value.Many classical studies (Qian and Shi, 2003; Feng, 2010; Yu, 2015; Yu, Yan, and Liu, 2012) had been done to describe the behavior of overlying strata in the mining process. It has also been reported that magma intrusion causes an important effect on the surrounding rock, coal, and methane (Wang et al., 2005; Liu et al., 2007). On the one hand, the property and structure of the coal seam was obviously changed by the magma intrusion and resulted in a potential danger of a gas outburst during the mining process (Chen et al., 2012; Wang et al., 2014). On the other hand, the hard igneous strata and the joints occurred with the magma cooled, causing an abnormal behavior of overlying strata and resulting in a series of dynamic disasters during mining (Xuan, Xu, and Lu, 2014; Lu et al., 2016). In fact, many coal fields in China are intruded by igneous sill, including the Datong, Shuozhou, Huainan, and Xuzhou coal fields (Chen et al., 2014; Wu, 2011). The 3–5 coal seam at Tashan Coal Mine in Datong coal field is very thick and is intruded by a large area of layered lamprophyre rock. Most lead and zinc secondaries are recycled pyrometallurgically. However, many problems encountered in secondary smelters have been solved by addition of physical concentration and/or hydrometallurgical processing steps, with resulting important environmental benefits. U.S. secondary lead and zinc operations are described, covering conventional smelters, EAF-dust treaters, and zinc sulfate/fertilizer producers, including plant capacities, technologies, and outputs. During the past two decades, remarkable advances have been achieved by recycling spent lead-acid battery components. Interaction between primary and secondary zinc producers, the fertilizer industry, and the zinc chemical industry has substantially decreased waste generation.

BHP Iron Ore initiated a program in January, 1995 at their Mt. Whaleback operation in Newman, Western Australia to develop a decommissioning plan for the waste rock material. The primary research program includes the development of technology for the long term performance of the waste rock dumps with respect to vegetation, slope stability, surface runoff, erosion, and water infiltration. This paper evaluates field performance of cover systems constructed on a horizontal and a sloped waste rock surface. The cover system is constructed using suitable run-of-mine waste material to minimize closure costs. The moisture is subsequently released to the atmosphere as evapotranspiration. Rainfall entering the waste material is buffered due to the presence of the cover material thereby significantly reducing net percolation to the underlying waste rock. The objective is to control acid rock drainage by preventing moisture movement into and through the waste rock material. Two years of field data are presented to illustrate low percolation rates to the underlying waste rock and key performance characteristics of the moisture store and release cover system design. Field data collected to date demonstrates that a moisture store and release cover system constructed with suitable run-of-mine waste material has good potential as a final acid rock drainage control cover system at the Mt. Whaleback site. The performance of the cover system on a sloped surface was significantly altered as compared to placing the cover system on a horizontal surface.

Good morning, it is truly an honor to have been invited to speak before you today Before I begin my update on MSHA's activities, I?d Like t o quickly say a few words about the American mining congress and its mission in Washington, AMC is a national trade association representing most of the producers of the nation's metals, nonmetals and coal, we also represent the manufacturers of mining equipment and supplies and the financial and consulting institutions which service the mining industry. It is the diversity of our representation which gives us our greatest strength in our petitioning efforts, the administration and the members of congress know that an AMC position is the result of the careful consideration of a vastly diverse group of mining concerns. Our president, Al Overton, perhaps has the best description of AMC when he speaks of us as "the mining industry's eyes and ears and its collective voice in Washington."

Thiourea is being applied as an industrial leaching agent for gold and silver only in a few cases. A CIP technique was developed which eliminates most of the obstacles against its use. Mild conditions for precious metals stripping from the loaded carbon simplifies process conditions in comparison to cyanide CIP technique. Examples are given.

Large-scale use of CCBs in mine environments involves filling surface and underground coal mines with ash to address hydraulic problems, AMD, backfilling and subsidence. The environmental risk of land filling CCBs is generally evaluated by the Toxic Characteristics Leaching Procedure (TCLP) or the Synthetic Precipitation Leaching Procedure (SPLP). However, there is doubt regarding the applicability of these tests to long-term CCBs leaching behavior in groundwater associated with coal mines. The Mine Water Leaching Procedure (MWLP) was developed to provide a site specific risk assessment tool. The MWL Pprocedure is presented in this paper and compared with TCLP as a study.

The rheological properties of five kaolins, isostatically pressurized at 4 x10 Pa for 10 min in the presence/absence of water, was determined. Under dry conditions, measured viscosity values either decreased or remained the same. After treatment under wet conditions, measured viscosity values were 30-60% higher at high shear and 50-60% higher at low shear. These results correlate with variations in nanomorphology and structural order. Dry compaction degraded kaolinite crystals but wet-pressing appeared to cause an increase in the proportion of euhedral crystallites and a decrease in deformed crystals. Dry compaction decreased the low-defect phase proportion (ldp), but in contrast, the ldp in wet-treated kaolins remained constant or increased. Results show that hydrous pressure treatment produces a change in viscosity of kaolin suspensions, yielding the potential for improving paper coating performance, whereas anhydrous pressure treatment decreased or maintained the viscosity.

Business development process. Throughout Cyprus Amax's early months in Russia, the company stayed focused on what was needed from a deposit for economic success. Cyprus Amax's reason for success in Russia is that all involved - its Russian partners, the workforce and expatriates - provided a focused effort that served the project as it worked through the tender process and the Russian regulations. The company developed an understanding of the regulatory process by working with solid, ethical partners. Infused into the Kubaka management structure were Russians with the knowledge to facilitate the process and a professional group of expatriates. Developing credibility and a solid rapport with the Russian mining authority was critical to the success of this venture. Identifying and gaining the trust of key Russian individuals was also critical during the early stages. Gaining their trust and building credibility was part of the process. These key Russians were brought to the United States to visit existing Cyprus Amax mines. These efforts proved valuable in building an understanding with the Russians about the kind of company Cyprus Amax is and the kind of efficient operations that it can run. This was a learning process for all parties. Fortunately, the company was dealing with intelligent and educated people.

The nature of industry structure is examined and the structure of the aluminum, copper, lead and zinc industries are described by the use of factor analysis. Capacity is defined and the relationship between industry structure and capacity utilization is examined. It is demonstrated that excess capacity is possible in industries with competitive or monopolistic characteristics, but the effects of the overcapacity are vastly different in the two cases. In a competitive industry, cycles of overcapacity with attendant fluctuating prices are expected. A change in industry structure from monopolistic to competitive characteristics over time causes profits and economic rents to be transferred from the producer to consumers of the mineral.

Historical methods of designing steel cord belt splices are compared with modern finite element modeling (FEM) methods. Dependence of the belt strength rating on the splice dynamic fatigue strengths is reviewed. A number of splice schematics are examined, using simple spring theory and FEM methods. Steel cord wire rope design is discussed. The importance of the insulation gum rubber properties and their splice dimensional factors and tolerances are analyzed. Splice fatigue lie analysis procedure is reviewed. This may be used to predict splice life or time of failure, depending on how the conveyor belt is operated.

There are four main requirements which must be considered when selecting a wire rope for the best serviceability. A proper choice is made by correctly estimating the relative importance of each of these requirements and selecting s rope which has those qualities best suited to withstand the combination of destructive forces expected under continued service. A wire rope should possess: 1. Strength sufficient to support the maximum load expected and with s proper safety factor. 2. Ability to withstand bending and to resist bending fatigue without failure of the wires. 3. Ability to withstand surface abuse such so abrasive wear, pounding, and wire scrubbing. 4. Ability to withstand abuse such as crushing and distortion.

Water spray applications are one of the principal means of controlling airborne respirable dust in coal mines. Since many coals are hydrophobic and not easily wetted by water, wetting agents can be added to the spray water in an effort to improve coal wetting and assist with dust capture. In order to study wetting agent effects on coal dust capture, laboratory experiments were conducted with three wetting agents used by the coal industry on -325 mesh sized Pocahontas No. 3 coal dust. Significant differences in coal dust sink times were observed among the three wetting agents at water mixture concentrations of 0.05%, 0.1% and 0.2%. The best wetting agent as identified by the coal dust sink test was only tested at the lowest 0.05% water mixture concentration and was found to have a negligible effect on spray airborne dust capture. Water spray airborne dust capture results for all three wetting agents tested at a 0.2% water mixture concentration showed that all three wetting agents exhibit similar but small improvements in dust capture efficiency as compared with water. These results indicate that the coal dust sink test may not be a good predictor for the capture of airborne dust. Additional research is needed to examine if the coal dust sink test is a better predictor of wetting agent dust suppression effects during cutting, loading, conveying and dumping of coal products by comparison to airborne dust capture from sprays.

"Construction activities account for a large share of the global Greenhouse Gas emission. In the past 10 years, project decision-makers and researchers have been paying more attention to the carbon emission of tunnel projects. In this paper we study the carbon emission calculation in shield tunneling. The objective of this paper is to: (1) analyze the complex variables which affect the total emission of shield tunneling; (2) develop and illustrate a new data-mining-based method to estimate the carbon emission in the construction phase; (3) assess the emission prediction reliability of a data-mining-based method—the Randomforst model, with R programming language. This study is based on a large-diameter shield tunnel built in Shanghai, China, and shows that a reliable predictive performance can be achieved with this new data-mining-based method. INTRODUCTION Climate change caused by the Greenhouse Gas (GHG) emission has been a hot topic in recent 20 years. Both governments and non-government-organizations are trying its best to control the climate change. Since the 1990s, the general consensus is that carbon emission reduction and carbon sinking (the work of capturing the emitted carbon) are two ways of mitigating the global warming effect, with the former being more exercisable. The challenge posed by global warming also motivates the project decision-makers to take measures to reduce the GHG emission. The 5th Assessment & Report on Climate Change (published by IPCC, the Intergovernmental Panel on Climate Change) suggests that building industry contributes to 5% of the total direct emission. The building industry has shown more awareness of the impact of GHG emissions with construction activities. Shield tunnels act as an important component of the infrastructure system, and have been the dominant way of utilizing the underground space, as well as a competitive alternative to passageway underneath rivers. To study the environmental effects of shield tunneling, there is a need to quantify the carbon emission of shield tunnel construction."

Today there are numerous electronic rotating vane and thermal (hot-wire) anemometers, as well as vortex meters available to measure air velocity. Of these, a laboratory and field evaluation has found that certain instruments are better suited to routine airflow measurements in mine roadways and ventilation ducts. This paper concludes a study sponsored by the Atomic Energy Control Board of Canada, that was introduced at the 5th U.S. Symposium. The study investigated the suitability of currently available electronic anemometers as replacements for the traditional mechanical analog devices while maintaining standard methods such as the continuous traverse. Six electronic instruments were subjected to extensive tests under controlled conditions both in a wind-tunnel and in the field at an underground mine. The evaluation concluded that ergonomics and design were major considerations in unit preference as most of the instruments had very similar performance characteristics. Specific findings were: a) In the wind-tunnel the vane anemometers, especially the "micro" vanes, were more susceptible to misalignment or yaw effects but these were not noticeable in the field; b) Both the vortex and hot-wire anemometers were suitable for continuous traverses of mine roadways; c) Traversing ventilation ducts was more practical than a Pitot-tube multi-point assessments or discharge measurements; d) Yaw is a major concern in duct measurements; e) The continuous traversing method for roadways overestimates the average air velocity; f) Hot-wire anemometers can require significant air density corrections; and g) Hot-wire anemometers are better suited than rotating vanes to mine roadways of less than 1 m/s average air velocity. Based on research detailed in this paper, the ventilation engineer should be able to match the mine's requirements with the presented instrument performance characteristics, thereby optimizing the purchase of a new anemometer and the efficiency with which air velocities are measured.

The effect of galvanic interactions among sulfide minerals such as chalcopyrite, galena, and sphalerite in the presence and absence of a grinding ball material on the flotation recovery of chalcopyrite has been studied. X-ray photoelectron spectroscopy (ESCA) studies were carried out to identify the reaction products on the sulfide minerals after different apes of galvanic interactions. Galvanic contact with active minerals such as galena and sphalerite, either alone or together, significantly affected the floatability of chalcopyrite mineral, such an effect being more severely felt in the additional presence of a grinding medium as well as oxygen. Surface analysis studies revealed the presence of oxyhydroxide species of iron on all the sulfide mineral samples which were in prior contact with the grinding medium. The formation of such oxyhydroxide species of iron was found to be dependant on the relative electrochemical activity of the mineral. Probable electrochemical reaction mechanisms are discussed.

During design of a 550-foot rectangular shaft in alluvium, lateral support within the excavation was an anticipated construction problem. Actual experience showed that the nearly 9 x 14 foot excavation required no lateral support. A strain measurement program con- current with construction and for a 9-month period following completion of the shaft detected only minor strains. Shaft design included consideration of available geological information. Site exploration included a 754-foot drill hole, cored at selected intervals, and a suite of geophysical well logs. Generalized physical properties of the alluvium were developed from laboratory core testing. An elasto-plastic, finite element computer program (DAHLKE) developed by the Spokane Mining Research Center U.S. Bureau of Mines, has been recently used to analyze the behavior of the alluvium around the shaft. Analysis showed that yielding first develops in the shaft corners and progressively expands into the wall zones around the shaft as loading increases. Gradual growth of a plastic zone progressed outward from the excavation boundary at increasing loads but had limited extent and was surrounded at all stress levels by an infinite elastic zone. This design review, aided by computer analysis, confirmed that the shaft would have been considered theoretically stable as designed.

FTIR spectroscopy is used to study the ad¬sorption of an oxidized starch on hematite, corundum, and quart: substrates. The difference spectrum of the adsorbed starch on hematite indicates surface reactions involving -CH2OH and -COH groups and shows striking similarities with that of the ferric-starch system, suggesting chemical interaction between the iron of hematite and the starch adsorbate. The IR spectra of starch adsorbed on corundum and quart: show no evidence of chemical interaction, although hydrogen bonding is apparent. The extent of adsorption of starch on hematite. corundum, and quartz decreases along the series. The evidence for chemical interaction of starch with hematite is further obtained by the X-ray photoelectron spectra of starch adsorbed on hematite, showing noticeable decrease in peak positions of O(Is) and C(Is) of free starch. The Mössbauer spectrum of hematite with stanch adsorbed on it complements these findings.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects. Selected voltammograms in tetraborate buffer solutions in the presence of ethyl xanthate or isopropyl xanthate at pH 9.3, for chalcocite, covellite, chalcopyrite, and enargite mineral electrodes, are presented. The concept of critical Eh of dixanthogen condensation (Ehc) is introduced, and the line of Ehc is thermodynamically defined in plots of log [X i] vs Eh, for methyl, ethyl, propyl, and butyl xanthates. A reaction scheme of xanthate oxidation in four steps, involving the dixanthogen condensation step, is proposed. A first attempt to interpret mineral flotation from a more general point of view is made. The electrochemical mechanism of dixanthogen formation and condensation is considered as a particular case of a more general and relevant phenomenon, which is the decomposition of the collector giving hydrophobic colloidal forms, whose associative behavior in bulk solution and at the mineral/solution interface is governed by colloid chemistry.
