Mining on Bureau of Land Management (BLM) administered lands is affected by Federal laws and regulations requiring the mining industry to plan for the environmental consequences of surface disturbance. Regardless of the requirements for obtaining a claim, permit, lease or contract to mine, a notice or a mining and reclamation plan will be submitted and an acceptable environmental document must be prepared prior to mining. A bond may be required based on the results of the environmental evaluation, public interest and the operator's past history of compliance. In several areas, Federal requirements are different from California's requirements under their Surface Mine and Reclamation Act (SMARA). Therefore, the BLM is negotiating with the State in order to work out problem areas of responsibility and duplication of effort.

Dust dispersion characteristics in mine airways are important for developing engineering controls for dust and explosions. Authors here have used CFD modeling approach to analyze the dust dispersion characteristics in mine airways. The technique was initially validated with the published field experimental data. The results obtained were in a reasonable agreement. CFD validation results show that in a single entry the dust concentration decreases exponentially as a function of distance. Finer particles can travel up to a distance of 350-400 m away from the source. Parametric studies indicate that air velocity and input dust concentration has significant influence on dust concentration distribution. CFD modeling was then applied to study the dust dispersion characteristics in a room-and-pillar mine layout. Preliminary results show that dust concentration distribution is highly dependent on the airflow patterns and air velocity distribution. The distribution is not exponential until the velocity in the travel way becomes uniform. Data developed in this study may be used to design mine layouts and engineering controls for dust control and explosions.

Previous models describing the aggregation of polymer-coated particles fail to take into account the fact that there are a limited number of sites onto which a polymer segment can adsorb, called "active" sites. Thus, the collision efficiency is a factor not only of the fractional surface coverage, but also of the number of active sites. In this study, a physical model of the flocculation system was devised in which the number of these sites could be varied, in order to study the effect on particle aggregation.

Two major changes occured during the last 5 years in the applications of computers. First, the cost of computer equipment decreased drastically in an era of high inflation. Second, technological breakthroughs in hardware and software have been applied successfully so that the average person can successfully utilize the computer without having to be a computer expert himself. The mining industry has recognized that computing technology has evolved to a point where it can be applied successfully to assist in improving productivity. Since equipment downtime is one of the major reasons for lost production, the Kennecott Minerals Company has developed a comprehensive maintenance information system which now assists the maintenance department in minimizing equipment downtimes. This paper discusses the primary features and functions of this system, the state-of-the-art technology that has been applied, and the benefits that resulted from using this system. Programs to support mobile equipment maintenance scheduling, which currently are under development, are reviewed and a summary of future applications is given.

Comminution of various materials can be achieved in grinding equipment by nipping, impact, attrition, or a combination of these actions. Pna mills also known as edgerunners, chasers, and mullers-are classified as a nipping machine. The essential features of this type of grinding machine are rollers or mullers that turn on a horizontal axis while rating on the bed of material in the pan. Ploughs are used to direct the unground material to the center of the pan. Grinding may be accomplished wet or dry. Aritres, Chilean mills, and Huntington mills are types of pan mills. Ring roll and ring Ml mills, another type of nipping machine, were developed for grinding smaller particles of intermediate hardness to product sizes of about 100 pm. They were designed to attempt to reduce the cost of similar size reduction in ball mills and have been widely used to pulverize coal for power-plant facilities. Impact Machines Grinding machines that can be classified as impact mills include: hammer, cage, centrifugal, vibratory, pin, and stamp mills. The distinctive feature of an impact mill is that it has a fast-moving part that transfers some of its kinetic energy to the material particles by direct contact so that internal stresses are created in the particles. The Reitz Disintegrator is an example of an impact mill. It has rigidly mounted hammers attached to a vertical shaft that rotates in close proximity to horizontally mounted screens. As noted by D.W. Fuerstenau in his Plenary Lecture at the Conference on Extractive Metallurgy of Gold and Base Metals, Kalgoorlie, Australia, "Com¬minution of solids is surely one of the oldest technologies that, even in this day and age of DNAs, chips and space exploration, continues to challenge our scientific acumen and engineering ingenuity." Thus, the fundamentals of comminution continue to receive a great deal of attention in the literature. This was particularly true in 1992 with the publication of the proceedings from the SME-sponsored symposium, Comminution Theory and Practice. Papers covering topics ranging from liberation to comminution fundamentals to novel size reduction techniques are included in this review. Liberation Liberation continued to be a prime area of research interest, not only in terms of liberation modeling, but also in understanding the basic mechanisms involved in mineral liberation. King (Comminution - Theory and Practice, pp. 3-15) described a method for determining the interphase area between mineral grains. He showed how the mea¬surement of interphase area before and after comminution could be used to determine the presence or absence of intergranular fracture. Lin, Miller and Cortes (Kona, Vol. 7) discussed the use of computed tomography (CT) as a nondestructive means of investigating three-dimensional particle composition. The use of this technique in constructing coal washability curves from CT data was presented.

Introduction Recognition of Coal Workers' Pneumoconiosis (CWP) as a major occupational disease has affected various aspects of the coal mining industry in the United States as well as in almost all major coal producing countries. Regulations related to the control of coal mine dust forced mine operators to modify their mining and ventilation practices. As the coal production record of the last 15 years shows, this had both direct and indirect impacts on the productivity and production costs. To identify the causes of CWP, many research efforts have been made through- out the world. Most of these studies were epidemiological in nature, attempting to pinpoint exposure and seam variables that affected the incidence of the disease. Other studies have been oriented toward the elemental and mineralogical composition of the coal dust in the mine atmosphere and in the miners' lungs. These studies indicate that there may exist some relationships between the characteristics of the coal mine dust and the prevalence of the disease. Some of the variables that are thought to affect the occurrence of CWP are the mass of the dust in the working place, the rank of the coal, the existence of certain trace elements, the free silica content of the coal, and the existence of other minerals in the respirable dust. A more complete description of these previous re- search studies has appeared elsewhere (Mutmansky and Lee, 1984). The behavior of particles in the human lung is known to be governed by their aerodynamic diameter, which is defined as the diameter of a hypothetical spherical particle with unit density that exhibits the same settling velocity as the given particle. Because of this fact, the aerodynamic size distribution of coal mine dust is one of the parameters to be determined along with the other physical, elemental, and mineralogical characteristics. The objective of this paper is to establish a strategy for providing coal mine respirable dust samples for characterization purposes using instruments that classify according to the aerodynamic diameter. Apart from a usable product and good 'mining conditions, the greatest asset for a profitable coal mining organization is an effective mine maintenance program. The first step in achieving this is to have good mechanics-or men who want to be mechanics and are interested in knowing more about the design and control of the machines in their charge. A good mechanic's knowledge and ability result from ambition, curiosity, and determination. Starting with these qualities, the aspiring mechanic can launch his career by learning all he can about mechanics, electricity, and hydraulics. Though the path is rough, the end result is rewarding. Mining machinery probably receives as much, if not more, abuse as any other heavy equipment in use today. Considering the conditions under which much of the repair work must be done, it is essential that the mine operator has the best men and tools to perform the work. Mining machines, from their inception, have utilized the electric motor; and down through the years of mechanization, this power source has undergone many changes to better adapt it to the job. The first motors used were direct-current (d-c) motors since d-c power was the most economical power source for mining at the time of early mechanization. These motors were large open-type machines which are seldom used in modern mining. Because of the mine environment, the d-c motor has been reduced in size to better suit the application in mining machines and is now manufactured with dust-tight or explosion-proof enclosures. The d-c motor is constructed with either (or both) series and shunt fields located on the stationary part of the motor (stator) and- an armature coil wound on the rotating part of the motor (rotor). Power is supplied to the armature by brushes which are held stationary and make sliding contact with the armature. The brushes requires regular and careful maintenance because worn or defective brushes will cause heat or arcing which can destroy the motor. D-c motors can be used as d-c generators when mechanical power is supplied to them by the rotating shaft. In the case of a locomotive, this principle is used in dynamic braking. The momentum of the locomotive drives the motor and generates d-c power. The power is regulated with resistors and provides opposition to the motion of the locomotive.

Sillmats are structural elements upon which the safety and economics of underfill mining or sill pillar recovery in stopes of moderate width with steeply dipping ore zones, depend. The traditional stability design of cemented sillmats appears to have developed from experience and from standard static physical model tests such as uniaxial and triaxial compression. Such standard static physical model testing approach arrives at some approximate parameters, normally used to describe or predict the behaviour of sillmats in analytical or numerical models. This approach offers inherent limitations and generally results in conservative designs. Centrifuge modeling studies are combined with numerical modeling in this paper to provide insights into sillmat strength behaviour. The results of both modeling techniques suggest that, in stopes with smooth rock wall conditions, sillmat failure is driven by the fill self-weight and has minimum dependency on the fill binder content. In stopes with rough rock wall conditions, however, the wall roughness contributes significantly to the stability of the sillmat during underfill mining. This study indicates that the stability of paste fill sillmats can be designed with confidence using centrifuge physical modeling in combination with numerical modeling.

A longwall-based coal mine in Australia, referred to in this paper as AusMine Colliery, experienced windblasts resulting from goaf falls. Windblasts were the cause of serious injuries and threatened the continued operation of the mine. A microseismic early warning system was installed and a significant success rate in providing early warning of large roof instability resulting in high velocity windblasts, has been achieved. Early warning of goafing is accepted as an operational tool on the mine. Severe demands are placed on the operator in terms of 'real time' interpretation. The development of an expert system allowed for a probabilistic approach to achieve automatic alarms. This paper will quantify the success, failure and false alarm rates achieved by manual operation and automatic expert system-based decisions making, respectively.

INTRODUCTION Following the world stock market debacle in October 1987, it would have been foolhardy to expect that securing equity funding in 1988 would be easy. Indeed, major equity financing's for gold mining companies have until recently been few and far between in the weeks and months following Black Monday. As a result, gold bullion loans have taken on an increasingly important role among producing firms in the industry. During 1988, the role of bullion loans has become increasingly complex and controversial. Some observers herald the emergence of a new breed of bullion loans - such as the 1,000,000 ounce loan to Newmont Mining, and the 400,000+ ounce facilities drawn down by Bond International Gold and Placer Pacific - as both increasing the public's awareness of the technique, and representing the dawn of a new age of gold financing. But are these recent loan facilities significantly different than those issued worldwide during the early to mid 19801s? Similarly, observers have voiced concerns regarding the role that gold loans play in the world's bullion markets, specifically in relation to their impact on prices. Have the new generation of mega-loans depressed current and future prices? Has the current surge of bullion loans irrevocably changed the nature of the gold market? Is there an upper limit on the number and size of gold loans?

The impact of longwall mining on the local hydrological regime has become an important environmental focal point. Unfortunately, only a few studies have addressed the timing and range of well fluid level fluctuations and the associated ground movement. Furthermore, even fewer studies have determined the influence of longwall mining on water quality. The U.S. Bureau of Mines is providing insight into this environmental concern through a program of field case studies. One such study was conducted in Cambria County, PA where five observation water wells were drilled above two adjacent longwall panels. In this study, three wells were completed as nested piezometers and the remaining two served as producing wells. The piezometers were positioned along a line oriented subparallel to the longwall face and were located at the centerline of each panel and over the intervening chain pillars. The piezometers were designed to monitor fluid level fluctuations in both shallow and deep water-bearing zones. Slug tests were conducted before and after mining to characterize changes in hydraulic conductivity of the respective water-bearing zones. Pressure transducers and data loggers were installed to provide continuous fluid level fluctuation data as mining developed through the study area. The producing wells were drilled to provide water quality information. One well was located directly above the centerline of a panel and the other was positioned over the panel's set-up rooms. The wells were designed to simulate domestic use and were produced daily, for four hour intervals, throughout the study. Samples of the produced water were collected before and after mining progressed through the area. In addition, an array of monuments was installed near the study wells and was periodically surveyed to characterize mining-induced surface deformations. This study shows that: a) the observed changes in ground water chemistry did not affect the potability of the water; b) short-term major water level fluctuations occur at the approximate time of undermining; and c) water level recovery begins before the process of subsidence is complete.

Several aspects of the capture of hydrophobic dust particles by droplets in sprays have been studied. The particle capture depends on several sub-processes involving collision, adhesion and engulfment. The collision events between dust particles and a single droplet were observed with a high speed motion analysis system to determine the influence of a surfactant on the capture process. In the adhesive process it was observed that the dust particles are collected at the surface of the water droplet to produce a rigid film at high dust loadings. In the presence of the surfactant, however, the particles were engulfed inside the droplet keeping a fresh surface on the droplet available for capture of more particles. A theoretical analysis is presented to take into account the role of contact angle on the penetration of particles into droplets. A significant increase in collection efficiency was observed with decrease in droplet size.

The main variables are: belt cleaner blade materials, cleaning pressures, cleaning angles, belt speeds, and belt top cover grade. The bulk material used is a standard test-grade silica sand. The measured results include: blade mass loss, belt mass loss, and cleaning efficiency.

Recent ore pass failures have underlined the need for improved designs, standards, structural monitoring methods and better hang-up prevention and removal techniques. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) are investigating methods to improve safety during the transport of ore in ore passes. Design criteria and hang-up prevention and remediation strategies involve studies of the effects of static and dynamic ore and waste-rock loads on chutes, walls, gates and support structures. Particle flow analysis methods were used to simulate the response of various ore pass designs to a wide range of ore loading conditions. A full-scale mockup of actual ore pass and chute assemblies was duplicated and tested for load response. High-calcium limestones occur in the upper part of the New Market Formation, of Lower Middle Ordovician age, in Franklin and Cumberland Counties, Pennsylvania. The high-calcium facies of the New Market Formation is represented by sublithographic limestone or vaughanite, which probably formed in quiet water; low-energy environments such as intershoal lagoons, or in protected bays similar to the present-day Florida Bay environment. Rapid facies changes are characteristic of the strata. The better grade of stone lies in the upper 100 to 125 feet of the New Market Formation and averages 95-97% calcium carbonate. Silica and magnesia are about equal in amount as impurities. One high-calcium belt extends from the Maryland state line through Chambersburg and Newville to beyond Carlisle. The strata in this belt are structurally complex, which requires careful field study' and core-drilling prior to exploitation. Stone suitable for blast-furnace flux is present in relatively large amounts, but stone for open-hearth use or portland cement requires more selective quarrying.

Some of the most difficult coal mine roof in the U.S. can be found in the Illinois Basin. Factors contributing to the high roof fall rate include: weak moisture-sensitive roof rock, high horizontal stress, and limited longwall mining. The depth of cover ranges from 90-1,000 ft and roof damage from horizontal stress can be severe. Moisture sensitive-roof rock is common above the Springfield-Harrisburg Herrin #5 and #6 seams in the Illinois Basin, and contributes to roof skin deterioration. The roof fall rate increases significantly in the humid summer months. The National Institute for Occupational Safety and Health (NIOSH) has shown, using lab and field studies, that highly moisture-sensitive roof rock can be directly correlated to poor roof conditions. Controlling the skin is the key to reducing rock fall injuries, and roof screening is, by far, the best remedy. Illinois Basin coal operators have been successful in reducing the number of rock fall injuries in recent years. NIOSH has documented best practices for screen installation which has resulted in safe, efficient operations. Other solutions to skin failure include: the use of denser five bolts per row patterns to reduce spans between bolts, systematic supplemental support in intersections, straps and large pans protecting operators, and air conditioning to remove moisture from the intake air.

The production of crushed stone in the United States has exceeded 1.0 Gtpy since 1987. Eighty percent of the crushed stone produced is used in the aggregate industry, accounting for over half of the quantity of natural aggregate consumed in the United States. Approximately 718 of the crushed stone produced in 1989 was limestone and dolomite followed by granite, traprock, sandstone and quartzite, miscellaneous stone, marble, shell, calcareous marl, volcanic cinder and scoria, and slate in order of descending volume (Table 1). Of the remaining 20% crushed stone produced in the United States and not used as aggregate, 12% is used in the manufacture of cement which is an important construction material. Only 8% of crushed stone is used in specialty products not associated with the construction industry. Therefore, this chapter will concentrate on crushed stone as used in aggregates, with occasional reference to other uses or to chapters which discuss specific nonconstruction uses of crushed stone. Construction aggregates are hard, essentially inert materials suitable for being formed into a stable mass by the addition of cementing or binding materials that produce a concrete by compaction, or by natural weight to produce a road or foundation fill. Aggregates are usually from 80 to 100% of the material volume of the construction masses in which they are used. Conditions necessary for a rock deposit to be developed for construction crushed stone include: Quality-should pass rigid specifications for strength and durability; Quantity-adequate volume of rock is needed to have a production life of at least 10 years, preferably 20 or more years; Market-must have adequate market to support a new crushed stone operation; Transportation-transportation cost must be competitive for the intended market; Environmental-the impacts of mining, processing and transportation of crushed stone on the environment at or surrounding the mine site must be within acceptable limits; Permitability-mining, processing and transportation of crushed stone must usually be permitted by governing agency. The following discussion will touch upon all facets of crushed stone operations from the mineral deposit and its geology to technology, uses, economic factors and end with governmental regulations of mining crushed stone. The sections are not designed to answer all questions, but rather to be an introduction to the crushed stone industry. Where more information is required, The Aggregate Handbook by Barksdale (1991) is recommended as the best general source.

Kyanite. andalusite, and sillimanite are anhydrous aluminum silicate minerals, and they have the same chemical formula, Al2SiO3. Dumortierite and topaz are also classified as aluminum silicates although they contain boron and fluorine respectively. Mullite (a rare mineral named for its discovery site, the Scottish island of Mull) is produced when kyanite, andalusite, or sillimanite are heated. Synthetic mullite, also classified as an aluminum silicate, is formed by melting alumina and silica, bauxite, and kaolin or alumina, kaolin, and kyanite, depending on the type of synthetic mullite desired. These materials are either sintered in rotary, periodic, or tunnel kilns, or fused in an electric arc furnace. The world's largest producer of kyanite is the United States. Domestic kyanite is presently produced from one company at two sites in Virginia; Kyanite Mining Corporation mines kyanite from Willis Mountain and adjacent East Ridge in Buckingham County in the central Piedmont province of Virginia. Internationally, kymite is produced in Australia, Brazil, India, Kenya, Sweden, and Zimbabwe; the former USSR also produces kyanite (Fig. 1). Andalusite is produced by Piedmont Minerals Company, Inc. in the Piedmont province near Hillsborough, NC. Andalusite is also produced in France, India, the Republic of South Africa, and Spain (Fig. 1). Sillimanite is produced in Australia, Brazil, India, Spain, and the Republic of South Africa; the former USSR is also thought to be a major producer (Fig. 1). Some of the countries produce only for domestic use. Synthetic mullite, made by sintering and by electric arc fusion, is produced by Mulcoa (Mullite Company of America) in Andersonville, GA, and by Washington Mills Electro Minerals Corporation in Niagara Falls, NY. Annual world production of kyanite, andalusite, sillimanite, and synthetic mullite is approximately 672 727 tons (Potter, 1988). GEOLOGY Mineralogy Kyanite is a blue to light-green, triclinic mineral that occurs in long, thin-bladed crystals and crystalline aggregates in gneiss, schist, and pegmatites. The mineral has a hardness of 5 parallel to the long axis of the crystal and a hardness of 7 across the crystal. Andalusite is a yellow, brown, green, or red orthorhombic mineral that occurs in thick, almost square prisms in schist, gneiss, and hornfels. Gem quality andalusite exhibits a strong pleochroism; brownish-green in one direction and brownish-red perpendicular to it. Andalusite also occurs in placer concentrations where it has weathered out of rock. Sillimanite is a brown, pale-green, gray, or white orthorhombic mineral that occurs in long, slender, needlelike crystals in schist and gneiss. Chemical and Physical Properties Chemical and physical properties of kyanite, andalusite, and sillimanite are noted in Table 1. Kyanite is the only mineral that irreversibly expands when heated (calcined to produce mullite) and may offset the shrinkage of most ceramic or refractory ingredients when heated.

In the Grasberg Mine, a series of orepasses of diameter 2 to 4m are being constructed, each one to carry as much as 10,000 tlhour of copper- and gold-bearing ore through single stage vertical drops of over 500m. At the base of each orepass, the fragmented rock falls into an orebin of diameter 1 Om and 100m deep. Long before the planned tonnages were reached on the early orepasses, a problem arose that was both serious and intriguing. Pressurization of air in the orebins caused by the falling rock reached such levels that when the feed to the top of an orpass was interrupted, a massive surge of air ascended rapidly and produced a dangerous backblast accompanied by dust; grit and rock fragments from the top of the orepass. Backblasts lasted for about one minute and were not only hazardous to the health and safety of personnel but also required time-consuming clean-up operations. The paper describes the aerodynamic analyses that were con- ducted in order to understand fully the mechanisms involved in the phenomenum, and the development of a procedure that al- lows the effects of falling material to be incorporated into existing ventilation network software.
