Hydraulic Transportation of Phosphate Ore from, a 40,000 Cubic Yard per Day Strip Mine IMC is transporting 1500 yards per hour of phosphate ore in a water slurry a distance of approximately five miles from a strip mine to a flotation beneficiation plant at their Noralyn Operation. in Barrow, Florida. This ore, which consists of approximately 1/4 phosphate, 1/2 silica sand, and 1/4 clay slimes, is being pumped through a 20 inch O. D. pipeline using seven 20 and 18 inch GIW metal pumps direct connected to electric, motors. This paper details some of the problems involved and the specific methods used to accomplish this bulk material handling requirement.

In most current practice, the methods that are employed in technical evaluations of cement raw materials are deterministic; i.e., decisions among alternative raw mixes and alternative plant designs are reached with the aid of only "average" compositions and "representative" samples of the available raw materials. Nevertheless, cement plants are sensitive to raw-material variability, and uniformly high-quality raw materials are not so abundant as they once were. Some simple examples will illustrate how geological techniques can be combined with geostatistical and operations-research approaches to customize mining and processing systems to deal with variable raw-material compositions.

The designers of the new Arafertil concentrator in Brazil provided for complete automatic control of the grinding circuit to meet the operating objective of maximum throughput at a specified grind. Analog control methods were selected because of proven reliability and simple maintenance, and in order to minimize commissioning time and effort. This paper summarizes the step-by-step effort required to progress from local loop control of certain individual parameters to an integrated system capable of achieving the design goal. Emphasis is placed on the practical aspects of commissioning a control system.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. A proposal for a modified in situ leaching method for extracting gold from oxidized gold ores using a non-cyanide lixiviant is described. A non-cyanide lixiviant is suggested because of the obvious concerns posed by injecting cyanide-bearing solutions into the subsurface. Oxidized gold ores were chosen as a focus because earlier research on the use of sodium thiosulfate as a lixiviant under anaerobic conditions indicated that the presence of pyrite led to rapid thiosulfate breakdown. A reconnaissance research program involving ore characterization and hydrometallurgical test work on samples from four Australian ore deposits and preliminary reactive transport modeling studies was carried out. This work showed that lixiviant-oxidant combinations of sodium thiosulfate and ferric EDTA and iodide and iodine are both capable of extracting high percentages of accessible gold from the selected samples in bottle roll tests under anaerobic conditions. The ore characterization and reactive transport studies suggested that both physical and chemical methods of permeability enhancement may be required to lift bulk permeability and the availability of gold for dissolution to sufficiently high levels to obtain adequate gold recoveries. Assuming that such methods prove to be both necessary and economically viable, the mining method would no longer be regarded as simple in situ leaching. Therefore, the term ?in-place leaching? has been adopted for the proposed gold extraction system.

Since the introduction of shield supports in 1975, safety and production in U.S. longwall faces have improved considerably. Many faces had a daily production of up to 8,000-10,000 tons and productivity reached 600 tons per man-shift. But a longwall face requires expensive equipment which slows down the growth rate of the percentage of longwall production. Among the equipment cost the shield support accounts for 50-60%, a very large proportion. Therefore, it will have a large impact on the growth of longwall mining in the U.S. to reduce the support cost (1).

Gold Fields Mining Corporation started processing ore from it's Chimney Creek operation in northern Nevada in November, 1987. Since that time production has averaged about 200,000 ounces per year from the milling and dump leaching circuits combined. The events that led up to commissioning of the plant started in January of 1985 when the Gold Fields exploration team drilled their first hole in an area now known as Discovery Hill. The major orebody was located later in the year in what is currently the major focus of activity, the North Pit. Subsequent drilling since plant startup has found another 14 million tons of ore two miles south of the original orebody. This South Pit orebody is currently being stripped and metallurgical testing is underway. Engineering Engineering on the Chimney Creek plant started in earnest in May, 1986. Davy McKee Corporation from San Ramon, California, did both the engineering and the construction management. Before engineering began the entire senior staff of the Plant Department was hired and assigned to the project. Senior staff included the Plant Superintendent, Plant General Foreman, Maintenance General Foreman and Chief Metallurgist. Gold Fields does not employ an internal central engineering staff to design their plants. We feel that the people who design the plant should be the ones who will be required to run it once it has been commissioned. This philosophy affords a continuous accountability from start of design through commissioning and operations. All four of the senior staff spent the most critical phase of the engineering stage at Davy McKee, so the plant is truly a reflection of all four disciplines. In bringing on the Maintenance General Foreman from the start, there was a focus placed on ease of maintaining the plant. Another philosophy that was adopted from the start was that the plant be easy to work in and maintain for both operators and maintenance personnel. Numerous design criteria were given to Davy McKee to ensure this. For example, we required that every piece of equipment could be reached easily with a crane or fork lift. All conveyors were required to have walkways on both sides for ease of maintenance and a minimum of 30 inches of clearance under them for ease of cleanup. Visibility for operators was considered very important and the control rooms and general plant layout were designed with this in mind. A list of about 100 general rules were given to Davy McKee during the early layout meetings and these were held as the general design criteria throughout engineering and construction. While engineering was progressing in San Ramon, California, dump leach test work was being done at the site. Three 6 foot diameter fiberglass columns were constructed and filled to a 20 foot height with low grade ore. Leaching characteristics were determined and the dump leach design was based on information collected from these columns. Construction The major contractors on the project were The Industrial Company for the bulk of the piping and structural, EMKO on the electrical/ instrumentation and Hunewill for most of the earth work and leach pad construction. All plant operating and maintenance personnel were employed eight weeks before startup for intensive training. Instructors were Gold Fields personnel, including foremen, and Davy McKee engineers. On occasion, selected suppliers representatives were brought in to discuss major pieces of equipment. Project completion was targeted for January, 1988 at a projected cost of 78.9 million dollars. Actual startup was about 1 1/2 months ahead of schedule and slightly under budget. Full design capacity was achieved the first full month of operation. Crushing Run of mine ore is delivered to the crusher and dumped into a 90 ton hopper which is topped with a 30" X 30" opening stationary grizzly. Metallurgists are continuously striving to improve recovery. But optimization of profits and/or revenue dictates that recovery can be sacrificed at the expense of throughput. However, recently there has been significant interest in the concept of retreatment of tailings to enhance recovery and hence revenue while maintaining high throughput. The authors discuss the technical and economic factors that need to be considered in evaluation of the feasibility of retreatment of tailings including the potential feed streams (i.e., rougher tailings, cleaner tailings, etc.) and processing options (i.e., physical beneficiation, chemical processing, etc.). A case study for base metals is discussed.

An upsurge in demand for Australian coal has seen a much needed programme for a new generation of coal ports. This paper discusses design concepts in planning a large modern terminal, with the 25 Nt/a Port Kembla and the 50 Mt/a Newcastle facilities as practical examples. The need is emphasised for a studied Master Plan, in-built materials handling flexibility and staged development. Trends in bulk ship design and loading methods are noted. Features of these Australian designs include methods of dealing with poor ground conditions, functional civil engineering for environmental protection and optimal marine structure designs.

Newmont Gold Company began full production in early 1995 at the Carlin East underground mine. The mine is currently producing at the rate of 900 tpd (1.000 stpd). for an annual production of 150.000 ounces. Approximately one hundred twenty five hourly and salary personnel are employed at the project for the estimated six-year mine life. Two mining methods are currently utilized at the mine. Longhole stoping with cemented backfill accounts for 70% of the total mine production. Conventional underhand drift and cemented fill accounts for the balance of the daily tonnage. In December 1996. Newmont purchased a new AC-Eickhoff ET-210 Roadheader. The machine went into service in mid-June of 1997 and is used in both longhole stope topcut development and cut and fill production at a rate of 225 tpd (250 stpd). The Carlin East mine is operated by Newmont Gold Company. The mine is one of four underground gold mines in production in northeastern Nevada owned by Newmont Gold.

Prompted by the need to conserve energy and reduce operating costs, Agrico Mining Company has made two significant improvements in the transportation of phosphate ore from the mine to the beneficiation plant. One improvement involves a change in a slurry pipeline system which substantially reduced pumping energy, and the other improvement is a major innovation for the phosphate mining industry which involves the transportation of the ore by railroad. This paper briefly describes these two projects.

In recent years, market rates of interest have risen well above their historical long-term average. Also during this period, the short-term variability of interest rates has been greater than in prior years. Interest rates have a significant effect on the operation of our economy. They influence the extractive industries in a number of ways. Their major long- range impact is on investment decisions - specifically the valuation of mineral deposits. An understanding of the factors that influence interest rates is important to the engineer or businessman who makes the investment decisions for the mining company. The effect of changes in the market rate of interest on the value of mineral reserves is critical to the future financial success of the mining enterprise. The most common simplification of the factors determining the level of interest rates is that they are a function of the demand for and the supply of money. While this is an oversimplification, most businessmen would be hard- pressed to provide a better explanation. The purpose of this paper is to explore certain fundamental economic aspects of interest rates and to examine their effect on the analysis of investment in mineral deposits.

The trend toward development of large low grade ore bodies has accelerated in recent years. It has been estimated within the copper industry that "porphyry" type deposits will provide the bulk of copper production during the next 30 years. It is further estimated that in these deposits the average ore grade by the year 2000 will be 0.25% copper (1). Many of the new porphyry copper discoveries are of such extremely low grade that they are particularly sensitive to small fluctuations in cost variables and copper prices. Because haulage constitutes a major item of surface mining expense, the capability to transport large tonnages of material at increasingly lower unit costs is vital to the profitable operation of many of these mines. High capacity conveyor belts appear to have considerable promise in this area. The heaviest use of high tonnage conveyors has been in the brown coal industry in Germany. In the past 20 years several such installations have proven successful. In addition to the German installations, several other successful systems have been put into operation. Some examples are: The Oroville Dam project in the United States; the tar sand operation in Northwest Canada; the pre-mine stripping and mining of the Twin Buttes Mine in the United States; the Kursk Magnetite 'dine in the U.S.S.R.; and the Nchanga Copper Mine in Zambia. Most of the systems mentioned are handling alluvial material consisting mainly of fines. The noteworthy point regarding these installations is their high continuous capacity. One of the largest lignite mines in the world is at Fortuna, Germany, where over 15,700 tons (15,250mt) per hour of overburden is transported on an 87 inch (221cm) wide belt running, at over 1000 feet (305m) per minute.(2). Another example is a 20,000 ton (18,150mt) per hour system for loading iron ore into barges on the Great Lakes (3).

Two-thirds of the world copper produced in 1979 incurred cash costs between $0.35 and $0.89 per lb, averaging $0.62 per lb. North American costs are higher at $0.48, $0.88, and $0.68 per lb, respectively. Variable cash costs are $0.20, $0.58, and $0.39 per lb for the world; $0.29, $0.63, and $0.46 per lb for North America. Cash costs are relevant for comparing existing operations and evaluating market pricing during periods of excess supply. Analysis of full costs of production (cash costs plus income taxes, profit, and non-cash items) becomes relevant in evaluating the incentive price required to develop new production plants. In mid-1979 this cost (incentive price) was about $1.10 per lb; it is expected to approach $2.00 per lb by 1985.

To allow recovery of gold values from ore which cannot be economically processed by the mill, Pinson Mining Company has developed a run-of-mine heap leaching facility. In order to estimate production scale recovery rates, reagent consumption and percolation problems, a series of pilot scale tests were performed. These tests typically consisted of 3,630 metric tons (mt) (4,000 tons) leach ore at a grade of .94 to 1.56 grams per metric ton (g/mt) (.03 to .05 oz.) Au/Ton. Test heaps were loader stacked to approximately 4.3 meters (14 feet) high. Information from these pilot scale tests was employed in the design and construction of the production scale facility. Parameters such as spray rate, leach cycle, sprinkler placement, and barren solution chemistry were determined by the pilot tests.

The study area is located in the NW of Uluborlu (Isparta). Massive limestones and alluvial deposits form the lithological units of the study area. The average thickness of the alluvium deposit consisting mainly of light brown - red colored and fine grained clastic sediments which derived from the limestone is about 10 meters. The aim of this study to investigate the uses of this alluvial sediments as tile - brick material. For this aim, disturbed and undisturbed samples have been taken from different depths in the alluvial deposits. Mineralogical compositions have been determined by XRD and major oxide contents by XRF. Laboratory experiments have been carried out to determine the technological properties of the samples. The selected major oxide contents of samples vary between A12O3 (24.6 - 24.12 wt %), CaO (0.76 - 4.27 wt %), Fe2O3 (10.21 - 10.29 wt %), MgO2 (1.25 - 1.51 wt %). CaCO3 and MgCO3 values calculated from the geochemical analyses, are between 1.55 - 1.62 and 2.62 - 3.17 respectively. The ratios of grain size of the samples are 82 % for < 0.2 mm and 5 % for > 3 mm. Geochemical analyses and technological features of the samples indicate that these fine grained sediments of alluvial deposit are suitable in terms of uses as tile - brick material. The potential reserve of this tile - brick material has been determined as 40 million tones.

Introduction In October 1983, Rio Algom Ltd. decided to develop the East Kemptville tin deposit. This decision was the result of intensive geological and metallurgical evaluation work, as well as careful studies of environmental and marketing aspects. The property is located about 54 km (34 miles) northeast of Yarmouth, Nova Scotia, near the village of East Kemptville. Geology The geological setting is a granitic intrusive at the contact with metasediment. The tin mineralization is in the form of cassiterite (SnO2), which is about 80% tin. Sulfides are associated with the deposit containing silver, copper, and zinc, which are recoverable as byproducts. The mineralization is associated with quartz veins and greisen alteration. In the center of the deposit, the zones are so close together they have the appearance of a massive or porphyry type deposit. Ore Reserves The mine plan is based on 56 Mt (62 million st) at 0.165% tin. Up to the ninth year, mill feed will average about 0.2% and lower grade material will be stockpiled. In later years, the average grade will be 0.16% tin. A 0.08% cutoff grade is planned for the entire 17 years of production. East Kemptville is a relatively low grade tin deposit, and only a combination of favorable circumstances has made it economic. • The ore body is situated at, or very close to the surface, permitting mining by open-pit methods at a very low stripping ratio. • The tin occurs in relatively large crystals that allow for good recovery by gravity techniques. • It is ideally located in a well-settled area, with all essential infrastructural requirements already in place. • The positive and cooperative response from various governmental agencies involved are encouraging. Mine Plan The mine plan incorporates an initial pit, followed by three expansions to the ultimate pit. Mining will be at 14 kt/d (15,000 stpd) and will include 9 kt (10,000 st) of ore plus 5 kt (5,500 st) of waste and low grade. After five years, the mining rate will increase to 21 kt/d (27,500 stpd). It is planned to drill vertical 165-mm (6.5-in.) blast holes on a 6-x 6-m (20- x 20-ft) pattern. Bulk slurry explosives will be used to break the rock. Loading will be with hydraulic shovels into 70 t (77 st) haulage trucks. The trucks will deliver the ore to a 13 x 20 m (42 x 65 ft) gyratory crusher, where it will be crushed to 150 mm (6 in.). Secondary and tertiary cone crushers will be used to further crush the ore to 13 mm (0.5 in.). Process Design Tin extraction technology is practically unknown in North America, but Rio Tinto Zinc, which has a 53% ownership in Rio Algom, is involved in tin production in the UK. Rio Algom has used this experience and expertise in metallurgical evaluation work and in tin-related aspects of plant design. Mineralogical and metallurgical test work have been performed, both on laboratory and pilot plant scales. Mineralogical work was done largely in the UK, the laboratory test program was carried out at the Lakefield research facility in Ontario, and pilot plant work was conducted in Australia. This program has resulted in significant improvements in recovery and concentrate grades, over best projections that could be made before this work was carried out. Concentrating Process The concentrator is being designed to process about 9 kt/d (10,000 stpd). The first step is to reduce the size of the ore to -700 µm (-24 mesh) in a rod mill/ball mill grinding circuit. The ball mill will operate in closed circuit with high capacity banana-type screens. Commercial production of heavy minerals from plant tailings streams is undergoing study by Syncrude Canada Lrd. When tar sand from an open pit mine is processed and up- graded to synthetic crude oil, heavy minerals can be recovered from the extraction circuit and can be upgraded to provide concentrates of zircon and titanium minerals. The titanium minerals concentrate consisting of a mixture of ilmenite, leucoxene and rutile, could be utilized as recovered or could be upgraded to synthetic rutile. With the construction of further synthetic crude oil plants in Western Canada a large reserve of heavy minerals will become available for utilization.

Equivalent-pressure ventilation is a method of balancing the air pressure between a productive face and its gob to extinguish fires and prevent the infiltration of toxic gases, so that the production of the face can be maintained. The method was successfully applied in Coal Mine No. 1 of Hebi Coal Mining Administration in north-central China. In this article, a practical application of the equivalent-pressure method to prevent carbon monoxide from entering an active longwall face adjacent to a fire breeding area is described, and four steps to achieve equivalent-pressure are discussed. The reliability of using this method and measures to maintain the equivalent-pressure are analyzed. It was observed that this method could maintain high production level while no sacrificing safety at the longwall face.
