During 1980-2000, the Florida Phosphate industry will deplete its Central Florida Polk County reserves. As a result, new mines will be built in the ?so-called? Southern Florida Reserve areas. These new mines will require new mining, beneficiation and tailings disposal technologies in that the southern reserves have different characteristics than have been encountered in the Central Florida deposits furthermore, government regulations will necessitate the development of new tailings and clay disposal methods. This paper reviews these challenges for the phosphate industry and how these opportunities can be expected to effect plant design and plant operating practices.

The overall economics of a coal production unit are governed by a number of interdependent parameters which individually and collectively affect the final result. A business judgement is measured through return on investment considerations and in this respect, a sensitivity analysis proves useful. Figures 1 and 2 show how the various parameters affect return on investment through unfavourable change from planned or expected values. In the case of metallurgical coals, the selling price negotiated is the primary and most sensitive variable, followed by transportation, clean coal yield and capital funds invested in mining. It is clear that coal preparation plant capital and operating costs are the least sensitive to R.O.I. For energy coals, the selling price is determined by heat energy content (x cents per million BTU's) and is therefore not con¬sidered as an interdependent variable. In this case, transportation cost is the major primary factor affecting the level of income. Again the amount of saleable clean coal or total yield has a major effect on return on investment. Most of the factors considered in Figures 1 and 2 are fixed and unfavorable change from planned values becomes critical but clean coal yield is to a great extent controllable during actual operations. Once the theoretical yield for a particular coal has been determined, the optimum return is achieved by approaching this theoretical yield as nearly as possible in practical commercial operation.

A field inventory was made of the mineral, geologic, geothermal, and groundwater resources of three geologically recent lava fields in the desert of Oregon. The term "resource" was applied with care: a "resource" must have particular value or worth, although it need not be economically viable. The spectacular volcanic features of the area have particular scientific and general interest and thus constitute geologic resources. The mineral endowment, mostly occurrences of low unit value such as stone and cinders, in large part are not resources, due to market conditions, regulations, and other factors. These and other conclusions will be used by the Bureau of Land Management in its multiple land use planning process for the area.

A microbiological flotation system that facilitates the removal of pyritic sulfurfrom coal is reported. The chemoautotrophic bacterium Thiobacillus ferrooxidans is utilized as a pyrite-selective biological surfactant that augments the flotation-mediated rejection of pyritic sulfur. The bacteria were produced by continuous cultivation in 50-L tanks, where it was possible to produce 3.8 x 1012 cells/day when the dilution rate was optimal and the pH was 1.6, a condition that prevented ferric precipitation. Prior to flotation, the bacteria were mixed with coal, which allowed cells to selectively adhere to the pyrite. The adherence of bacteria made the pyrite surfaces more hydrophilic, which facilitated separation by increasing the tendency of pyrite to sink, while the hydrophobic coal floated. When a synthetic coal/pyrite mixture (10.1 % sulfur) was subjected to microbial flotation, the level of sulfur rejection was stable during the entire period of operation (i.e., one hour). In the absence of bacteria, flotation reduced the sulfur content of a coal/pyrite mixture to within the range of 6.7% to 7.4%, with the combustible recoveries ranging from 93.9% to 99.0%. In the presence of bacteria, the sulfur content of cleaned coal was in the range of 1.3% to 1.4%, with the combustible recoveries ranging from 80.8% to 86.3%. Bacterial activity accounted for 57% of the total sulfur rejected through flotation. The desulfurization capacity of the system was further confirmed by testing it with run-of-mine coal. The pyritic sulfur content was reduced from 2.9% in the feed coal to around 1.2% in the froth product, while 80% of the combustible recovery was retained. Microbial flotation removed 60% of the pyritic sulfur from the feed. These findings demonstrated that micro¬bial flotation could be utilized for the removal of pyritic sulfur from coal in a semicontinuous system.

This article presents a customized genetic algorithms (GA) with new crossover and mutation operators to solve the short-term production scheduling problem of multi-mine mineral value chains (MVC). The preceding problem consists of determining the extraction sequence and destination allocation of blocks from all the mines collaboratively while closely meeting the quality and quantity requirements of the processing units subject to relevant technical and operational constraints. The short-term production scheduling is carried out at shorter scales wherein the operations are modeled in a great detail with large number of constraints. This makes the industry-scale instances of the problem computationally intractable for standard mixed-integer programming (MIP) solvers. Thus, a GA-based heuristic approach is developed to obtain nearoptimal solutions to the large-scale instances of the problem in a reasonable amount of computational time. Computational experiments show that the developed GA-based method is a promising way to handle industry-scale instances of the problem. Moreover, the sensitivity analysis on various parameter combinations of crossover and mutation operators indicates that the customized global mutation operator, when used in combination with the customized crossover operators, took on average 12.5% less time than the customized local mutation operator to converge to a solution.

Today the standard method for grinding ore is the wet process. This is mainly due to the fact that the downstream process is wet and considering the total circuit dry grinding is not the most eco­nomical method for the comminution of the ore. Presently in gold ore processing dry grinding is only applied in cases where whole ore roasting is required downstream from the milling plant or if organic carbonaceous matters and sulfides are the primary reasons for the refractoriness. Since dry ore can be fed to the roaster, a dry grinding mill can advantageously be applied. In cases where d1y grinding could be applied advantageously for instance if the ore contains water soluble material and wet grinding is not possible there are serious concerns prevailing within the industty against this technology due to several reasons. Besides of the aspects as discussed later in this paper, there are several plants in operation with little success and considerable operational prob­lems. The reasons for this often lie in the fact that the several com­ponents of such a plant are bought from independent sources with­out considering the system requirements. It is essential that the dry grinding plants require accurate design between drying, pneumatic transport and grinding of the ore in the circuit. This paper will address some of these concerns raised in the industiy from a mill vendor's view along with discussing the development for the selection and configuration of the various dty grinding circuits.

Electrochemical methods have potential to treat waters impacted by mining, while simultaneously producing a recoverable metal product to off-set treatment costs. Mining-impacted waters may present challenges with electrochemical treatment due to low concentrations and complex solutions of numerous dissolved metals. This paper presents an evaluation of the potential strengths and limitations of abiotic electrowinning of mining-impacted waters. In particular the impacts of chemical composition on metals removal are evaluated. Results of bench-scale experiments demonstrate the potential to remove metals on the cathode (copper, cadmium, lead), as well as the anode (manganese). Pre-treatment for iron and aluminum may be needed and post-treatment pH adjustment would be necessary. INTRODUCTION Due to continually increasing demand for metals, new technologies and innovative applications of existing technologies are needed to recover metals from mining-impacted waters. Electrochemical methods have long been used for metallurgical processes with solutions containing high concentrations of the target metal. However, electrochemistry also has potential to treat waters with lower metal concentrations, while simultaneously producing a recoverable metal product to offset treatment costs. Electrochemical water treatment may have several benefits over traditional alkaline treatment for acid rock drainage (ARD). Sludge produced from alkaline treatment has high water content that is difficult to dewater, even for treatment plants producing a relatively high-density sludge. For example, the Argo Tunnel Water Treatment Facility (Argo Facility) in Idaho Springs, Colorado uses hydrated lime to produce a high-density sludge with a solids content of 20 to 25 percent and filter cake with solids content from 30 to 35 percent [1]. Furthermore, costs for managing the sludge are significant, approximately $90,000 per year for treating approximately 150 million gallons of water [1]. Although not the case for the Argo Facility, sludge produced from alkaline treatment of ARD has potential to be classified as hazardous. Disposal of sludge also opens up the potential for future liability depending on the sludge’s chemical stability and methods of disposal. In contrast to alkaline treatment, electrochemical treatment produces metals in elemental and other highly-dense forms on the cathode. If metals concentrations and flow rates are sufficiently high, the metals recovered may help offset overall treatment costs. In addition, sludge production would be reduced, if not eliminated altogether, thereby reducing both disposal costs and potential future liabilities as well.

As most of you have probably surmised from the title of my paper, I am here today to talk with you about the use of diesel engines in the American mining industry and whether or not the free choice to use such equipment will continue to be available to mine operators. Of course, I will present to you my prepared remarks, however, these remarks may be essentially academic in light of a news release, parts of which I would like to read to you. Washington, D. C., The Department of Health, Education, and Welfare today announced proposed new regulations to reduce occupational health risks to workers in the U. S. mining industries by requiring the removal of all diesel powered equipment from American mines by December 31st "While we do not have complete and conclusive information to quantify these health risks we feel it is prudent to undertake this restriction on the use of diesel powered equipment without waiting for the completion of studies that are currently underway to identify and quantify these health risks," said a Department spokesman. HEW has been concerned about the health risks of diesel emissions in the underground coal mines for some time and have investigations underway designed to conclusively demonstrate the nature and magnitude of any health risks. However, HEW has decided to proceed with these regulations without waiting for the final results of these investigations. Further, HEW feels there is sufficient probability that diesel health risks do exist in all mining applications and consequently, the proposed regulations will apply to all surface and underground mining operations. It goes on a little further and indicates that due to the necessity of finalizing these regulations without delay, a period of fifteen days has been provided to receive comments regarding these proposed regulations.

Considerable potential for metallic mineral resources in the lower Proterozoic rock of the Lake Superior region exists (Mudrey and Kalliokoski, in press). Most of the identified resources occur within a 2.0- to 1.9-b.y.-old lithotectonic assemblage characterized by extensive sedimentary strata in the north and thick volcanic se- quences in the south, all deposited on a two-terrane, composite basement of Archean age (DeMattis, 1989). Since the late 1960s, measured resources of nearly 90 Mt (100 million st) of typical volcanogenic massive sulfide at eight localities in Wisconsin have been discovered. The largest of these, near Crandon, contains about 61 Mt (67 million st) of ore averaging 5.6% zinc, 1.1 % copper, and 0.5% lead. Although none of these properties are in production, estimates by Mudrey (1978) suggest that Wisconsin could become a major contributor of newly mined zinc and copper in the United States. These discoveries and uranium and gold discoveries in the Canadian Precambrian are what have led to in- creased metallic mineral exploration throughout the northern half of Wisconsin (Fig. 1). In this chapter, we discuss the geology and legal framework in which the Proterozoic volcanogenic massive sulfide deposits were found. Exploration activities for other metals have generally been negative, and have been background noise for the legislative activities related to the massive sulfide discoveries. Uranium exploration has been consistently negative, although several different environments have been assessed. Other metal discoveries. such as titanium/vanadium, have been subeconomic.

Assessment of abrasivity and cutter life are necessary to properly manage risks when tunneling in mixed face ground which includes ground with cobbles and boulders. Maximizing cutter life requires: (1) abrasivity and strength parameters for soil matrix and rock clasts, (2) methods of combining both, (3) proper selection of cutters and (4) modified TBM operation including use of boulder detection methods from the TBM to help make operation decisions. This paper presents approaches for addressing these factors sufficiently to improve tunneling success in mixed-face and cobbly-bouldery ground. Current laboratory abrasivity testing will be assessed along with equivalent quartz content correlations to soil matrix and rock clast abrasivity. New approaches to combining abrasivity testing of both the soil matrix and rock clasts for various cobble and boulder volume ratios will be suggested to estimate cutter life and intervention intervals. Methods for detecting boulders and using detection data to modify TBM operations to minimize boulder impacts are provided.

Thirty years ago, the U.S. gold mining industry was hanging on by its fingernails. Save for one great mine, the Homestake, most production was coming from copper smelters such as Kennecott and Magma. Even Homestake itself was under great pressure from rising costs and a fixed price for gold. The outlook was dim, to say the least. Today, as it has for most of the past decade, the American gold mining industry stands among the world leaders in production, and in the development of mining and mineral processing technology. What caused this dramatic change? Obviously, the freeing of the gold price was a major factor, as was the decline in South African production, but these events alone could not have created the U.S. strength we see today. It was technology, investment, and the determination of miners to build an entirely new industry that were the indispensable ingredients. The U.S. Bureau of Mines, with great foresight, had begun the research that led to heap leaching before the gold price began to rise, and Newmont had committed to build a small mill at Carlin, a move then considered quite risky. From that point, the U.S. gold mining industry was placed on lower-grade ores then being found in Nevada and elsewhere, but it was soon apparent that we would have to develop new technologies to deal with more refractory ores, carbonaceous as well as sulfide-bearing. This is now being done with considerable success. Despite its success, or perhaps because of it, the gold mining industry has come under pressure from various groups who characterize their activities as motivated by "public interest." The public interest they refer to properly include the health and safety workers and impacted communities, as well as protection of the environment, and with these concerns we miners have relatively little argument. In fact, we consider health, safety and the environment among our highest priorities, and not just because regulations may require us to do so. The argument, however, is not about the regulation of a viable mining industry, it is about a well-organized movement to attack and condemn mining in the media and to misrepresent its importance to the Nation and its willingness to accept responsible regulation. Once largely local or regional, the interest groups to which I refer are now quite large, national in scope, and even becoming international. This trend, taken together with finances raised from their dues and contributions, would make the interest groups formidable adversaries for mining, but their grip on the media enormously magnifies their influence. Unfortunately, it also makes possible the wide dissemination of incomplete, incorrect or slanted information. I am not here to "bash" the interest groups. On the whole, I believe that many of them have made positive contributions to society. As conservationists, however, I question their authority to make, or foster, decisions about which American industries and communities live and which die. To illustrate, I would like to present for your consideration the problem of cyanide, one of the issues over which the gold mining industry is most threatened. CYANIDE-POISON OR MIRACLE SOLVENT? Let me get this out of the way right up front: cyanide in most of its chemical forms is toxic. In some forms it is also listed as a carcinogen. These are adverse characteristics cyanide shares with a considerable number of industrial chemicals, including some that are widely used without the stringent regulations already in place for the mining uses of cyanide. In these uses, by the way, the risk to humans comes from direct ingestion of cyanide or cyanide-bearing solutions, or from the accidental acidification of solutions leading to release of hydrocyanic acid gas. That these risks are under control in mining can be seen from the fact that, in modern U.S. practice, there has never been a documented fatality attributed to cyanide! Because of its toxicity, cyanide cannot enter and be accumulated in the food chain. It can, however, be a threat to birds and animals that ingest cyanide-bearing solutions. Protection against this is, quite properly, a responsibility of individual mining operations, and considerable sums are spent each year to prevent or reduce bird and animal exposures. It should be evident, though, that many human activities, including highway traffic, windmills, use of pesticides and the like, result in bird and animal losses. Mining's use of cyanide, and the measures taken to protect birds and animals, should be considered in context. Cyanide must be kept out of surface streams and groundwater, and existing regulations mandate this. Any cyanide residues left in leach heaps, waste dumps and disused facilities must be eliminated, and we have proven technologies to do this now, just as we have means to detoxify tailings prior to disposal. The gold mining industry decries those rare instances when irresponsible operators fail to deal with contamination, and agrees that they should be held responsible. We do not agree, however, that the great majority of responsible companies should be punished, in advance, for accidents that have never happened. So much for the poison, what about the "miracle solvent?" Is that an overstatement? Well, consider the fact that gold has been called "noble" from earliest times, because it does not oxidize under atmospheric exposure, and that it appeared to the ancients to be utterly insoluble. Later generations of scientists did discover that it could be dissolved, but only by a combination of acids so potent that it became known as aqua Regia. Later still, it was found that chlorine would also dissolve gold, and attempts were made to base commercial processes on this, without a great deal of success. It remained

INTRODUCTION The Alimak method of raising (Fig. 1) was intro¬duced in 1957. Because of its flexibility, economy, and speed, it soon became the most used system of raising in the world. With the same unit, raises of various areas, inclinations, and lengths can be driven. Air-motor¬-driven raise climbers normally are used in mines with short raises (Fig. 2). For longer raises electric or diesel-¬hydraulic drives are used. The Alimak raise climber is designed entirely in ac¬cordance with the instructions of the Swedish Board of Industrial Safety (Arbetarskyddsstyrelsen). There are good margins of safety concerning the breaking strength of the material and the raise climber comprises safety devices and features that practically eliminate the risks of accidents. The drive gear of air-driven climbers is equipped with an air-operated brake which is automatically activated when air for the motors is shut off. There is a safety device which activates automatically at overspeed and a speed-regulated brake for descent by gravity, by which the raise climber can be taken down to the bottom of the raise in case of cutoff of the air supply. The raise climber climbs along a pin rack welded to a guide rail which also comprises pipes for air and water. The guide. rail can be extended by using 1- or 2-m (3.2¬or 6.4-ft) sections as the driving progresses. Each guide rail section is bolted to the rock wall by special expan¬sion bolts of Alimak design. Men ride up to the face in the cage, traveling com¬fortably and easily while material is transported on the platform. There is no dangerous climbing up ladders. The men are well protected during ascent and arrive in good condition at the face. The greatest advantages of raise climber systems are flexibility and versatility. Passive seismic monitoring is a useful tool for measuring wave propagation in rock mass in deep underground mining. About 20000 mining ? induced seismic events of a hard rock mine, are identified and investigated. The travel times of source-receiver pairs allow us to demonstrate temporal change in velocity. It was found that the average P wave velocity is about 6000 m/s in the mining regions. Velocity investigations on the data during about three months around the main shocks show a significant decrease of the average seismic wave velocity after the main shocks. The sudden drop of average velocity change after the main shocks implies the creation of new fractures in the rock mass due to the main shocks. Afterward, the average velocity increased to a normal level after a time duration of several days. A reasonable explanation for the post seismic velocity increase is that opened cracks begin to close due to crack healing.

The generation and transportation of the airborne dust are mainly governed by the velocity and the movement pattern of the ventilation air in the longwall face. Generally speaking, the higher the air velocity, the more the airborne dust will be generated and the longer the period of the dust of certain size will be carried away from the source. In order to effectively prevent the production and the spread of the airborne dust, The airborne dust concentration distribution in the longwall face must be known in advance. Before the dust concentration distribution can he predicted theoretically with confidence, the air velocity distribution pattern of the ventilation air in the longwall face area must be determined first. However, the complicated, time-dependent and unpredictable mining conditions along and around the face area make the theoretical studies of the problem rather difficult. For instance, one of the factors commonly affecting the air velocity distribution at the longwall face is the air leakage, either into or from the gob area. The leakage quantity and the location of occurrence differ from mine to mine, face to face, and time to time. They depend not only on the compactness of the caved roof fragments in the gob, but also on the degree of obstructions in the working space and in the return entry. Another obstacle to the theoretical studies about the velocity distrbution is the complicated boundary conditions of the ventilated spnce which is very difficult to represent accurately in mathematical forms. In this paper, the air velocity distributions measured in four longwall faces are presented. A statistical model for each longwall face is also derived for prediction of air velocity distribution in the longwall face.

Public Law 75-87, the Surface :mining Control and Reclamation Act of 1977 (SMCRA), Section 516(b) requires the underground coal mining operator to "adopt measures consistent with known technology in order to prevent subsidence causing material carnage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonably foreseeable use of such surface lands, except inn those instances where the mining technology used requires planned subsidence in a predictable and controlled manner . . .?. The Congress also directed the Secretary of the Interior to promulgate regulations to implement the law. As a result, the control of subsidence from underground coal mining to minimize surface damage has become the mandate of a Federal law. This paper discusses the mechanics of subsidence and the effects of subsidence on ground features and also summarizes some of the measures which have been used to minimize the possibility of damage to surface structures as a result of subsidence due to underground coal mining.

Researchers at Montana Tech are investigating the potential for developing trees tolerable to degraded un-reclaimed mine site tailings and soils as a solution to re-establishing long-term tree growth on those sites. This project involves growing tree seedlings from seeds planted in the degraded mine tailings and soils in which they will eventually be planted. The outcome of the project is expected to lead to a successful solution for re-establishing tree growth in degraded tailings and soils in Butte, Montana with minimal post-planting human intervention. Work conducted on the project to date has shown successful growth of seedlings in degraded tailings and soils. INTRODUCTION In an effort to improve Butte Area One natural resources, this research project is working to help restore tree growth in the Butte Priority Soils Operable Unit Boundary (BPSOU) (Opoku-Ware, et al 2018). Research by Blicker, et al (2003) found that, the BPSOU, which is part of the Silver Bow Creek/Butte Area National Priorities List (Superfund) Site within and near Butte, Montana has multiple historic mining sites situated entirely within the urban setting of Butte. Mine wastes and mill tailings, accumulated from over 100 years of gold, silver, and especially copper mining are dispersed throughout Butte, posing health risks to human and environmental receptors. Stabilization of tailings sites is needed to control fugitive dust, prevent run-off of toxic material resulting in subsequent sediment deposition in streams, reducing the volume of water seepage through acidic and heavy metal contaminated material, and improving land productivity and aesthetic values (Watkin and Watkin, 1982). If successful, the project will help restore water quality and maintain stream flow in Silver Bow Creek where it flows through Butte Area One. Trees native to Butte are being grown to seedlings in a greenhouse located on Montana Tech’s campus which will be planted in degraded soils located within the BPSOU. Growing trees is expected to help restore vegetative ground cover within the watershed contributing to stream flow in Silver Bow Creek. The trees will prevent soil and tailings from eroding and being deposited in Silver Bow Creek where they could degrade water quality and choke stream flow. The project combines research with tree seedling growth to provide a resource for Butte that could produce thousands of tree seedlings each year adapted to the harsh climate, soil, and tailings conditions that exist in the BPSOU where they will grow. It is anticipated that the trees developed by the project will have the capability for long-term survival and growth because they will be germinated and grown into seedlings in the degraded soils and tailings collected from the BPSOU where they will be planted. Soils and tailings collected for the project have been evaluated to determine if they lack nutrients or contain substances potentially toxic to the long-term growth and survival of the trees. Toxic levels of metals, high concentrations of soluble salts, extremes in pH, nutrient deficiencies and imbalances, surface crusting, high bulk density, low infiltration rates, high surface temperatures, low cation exchange capacity, restricted microbial activity, low water retention, harsh climatic conditions and surface particle movement are some of the traits of mine tailings sites that restrict revegetation efforts (Barth, 1986).

The Highland Valley Copper partnership was formed in July 1986 and was the logical result of a mine with a large ore reserve but no adequate mill, and a mine with a large, modem mill but dwindling ore reserves. The original partners -Cominco and Lornex -were joined in January 1988 by Highmont Mining Co. which contributed a two-line concentrator. During 1988/1989, the Highmont mill was moved 7.5 km to adjoin the Lornex mill, forming what is now called the Highland mill, with a current nominal capacity of 130 000 tonnes per day. The mine is located 220 km northeast of Vancouver, British Columbia and is close to four communities in which personnel make their home: Logan Lake, Merritt, Ashcroft, and Kamloops. The map in Figure 1 2.2 shows the general area. Kamloops is a major service centre and is serviced by two railways, two major roads and a regional airport.

The effect of hydrogen peroxide (H2O2) on growth and respiration of Thiobacillus, thiooxidans, and Thiobacillus ferrooxidans, organisms involved in acid leaching of copper sulfide minerals and uranium oxides, was examined. Oxygen uptake and growth by T. thiooxidans were inhibited after contact with 0.82 mM H2O2. Inhibition of oxygen uptake by T. ferrooxidans occurred at 8.24 mM H2O2, and growth was inhibited after 6 hours exposure to 2.06 mM H2O2. Higher concentrations of H2O2 can be used without detriment to thiobacilli if it is dissipated prior to reaching the oxidation pond or dump surface. INTRODUCTION In recent years, hydrometallurgical processes for recovery of metal values from low-grade ore minerals have played an increasingly important role. Silicon is usually considered to be a useful metallic alloying element. To be more truthful, it is not a metal at all, but a semiconductor, whose electrical resistance (when pure) is high and decreases with temperature. We will join the metallurgists, at least for this paper, and refer to it as a metal. In its commercially available form, silicon is metallic in appearance, brittle, with a density of 2.33, less than that of aluminum. Silicon dioxide or quartz has a high heat of formation, which not only makes the metal a useful reductant for other materials, but also makes it difficult to reduce from its ore. The melting point is 1412°C, slightly less than steel, but substantially higher than aluminum or cast iron. The alloys of silicon with iron, usually called ferrosilicons, have some unique advantages. The melting points of most alloys are substantially below those of iron or silicon (Fig. 1). The two major compounds formed (FeSi and FeSi2) help somewhat in the reduction of silicon by their energies of formation, but the influence of these phases on the mechanical properties is more important. Four major groups of alloys are made -- silicon metal (>95% silicon), 75-85% ferrosilicon, 50% ferrosilicon, and silvery pig iron (12-22% silicon). The alloys between 50 and 65% silicon and between 25 and 40% silicon are normally avoided because of structural instabilities, presumably of the two compounds, leading to disintegration of the alloys on cooling.

An exchange of coal mine specialists was made with the USSR under an "Agreement on Exchanges and Cooperation in Scientific, Technical, Cultural, and other Fields for 1972-73," which was signed by President Nixon and Chairman Breshnev on April 11, 1972.* This exchange, in the field of coal mine safety and scientific research in hazard control technologies, was one of 16 technical exchanges covered under the above agreement. A six-man USA delegation visited the Soviet Union from September 9 to September 21, 1973. The delegation visited four deep mines, three in the Donets Basin and one in the Moscow Basin, a State Safety Research Institute, a Mine Research Station and associated Research and Design Institute, two Research and Design mining equipment institutes, and a Trade Union-sponsored health sanitarium. In Moscow, the delegation received a briefing on the Soviet coal industry from First Deputy Minister Vladimir Fedanov. A similar briefing was given to us on the Donets coal basin by the Deputy Minister S. Saratikyanz of the Ukrainian Coal Ministry. Lengthy technical discussions were held with the mines staff and research personnel at the institutes we visited. In addition, we had detailed discussions with key staff members of two combinats "Donetskugol" and "Tulaugol." In all these meetings, principal topics were matters of safety related to hazards associated with face mechanization, coal transport, methane gas control measures, gas outbursts, coal and rock outbursts, fire fighting add control, explosion suppression and control measures and other related hazard factors. There was also much discussion on miner training, miner's attitudes toward safety and accident prevention practices, and preparation and enforcement of safety rules and regulations. The delegation was very warmly received and constant attention was given to our needs. Our numerous questions were answered with candor although quite often in not as much detail as we would have liked.
