The leaching behavior of copper powders recovered from waste printed circuit boards (WPCBs) was investigated using electrogenerated chlorine and aeration in a sulfuric acid solution with added NaCl and CuSO4. Various parameters were studied to understand the mechanism of the copper leaching. When the current density increased from 0 to 0.1 A/cm2, the temperature from 30 to 60° C, agitation speed from 100 to 400 rpm, and the size ranged from below 75 to 150 µm, the leaching ratios of copper powders increased. The leaching kinetics were analyzed using a shrinking core model: 1-(1-X)1/3 = kt, and the leaching process was chemically controlled with an activation energy of 14.7 kJ/mol due to Cl- ion catalysis. The ratios of [Cu+]/[Cu2+] at various temperatures (30, 40, 50, 60 and 70° C) showed a periodic variation with the increasing of the leaching time. The redox potentials of the leaching solution and copper leaching ratios in different conditions were measured. The result indicates that dissolved oxygen achieved the dissolution of coppers and electrogenerated chlorine can promote the dissolution of copper powders and improve the reaction rate of kinetics in the presence of oxygen.

This paper addresses the state and federal permit- ting requirements and regulatory constraints associated with the development of new "grass roots" surface coal mines in the Western United States. Since a major portion of new coal development in the West will be on federally leased coal in Wyoming, my comments are directed towards that geographical area. This will give the reader some insight into the current regulatory framework within which western mining companies must operate-i.e., the major applicable state and federal laws and regulations, the more important state and federal regulatory agencies, and the major construction and operating permits that are required. Before discussing the impact of the regulations on our business, I would like to tell you something of my company and then briefly discuss Exxon's forecast of the long range outlook for coal. Carter Mining is an Won affiliated surface coal mining company. Exxon became interested in the coal business in the mid 1960's with the recognition of the future need for alternative fuel sources. Since that time, it has acquired coal reserves located in Wyoming, Montana, North Dakota, Arkansas, Texas, Illinois and West Virginia. Carter's first surface mine, the Rawhide Mine, located north of Gillette, Wyoming began production in August, 1977. Our second surface mine, Caballo, located just south of Gillette, began operating last October. We have a third block of federally leased coal just east of Gillette. By 1985 we anticipate Carter's western surface mines will be producing at an annual rate of 30 million tons, subject, of course, to successful market development efforts and regulatory considerations. Rawhide will ultimately have a permitted capacity of 24 MM tons per year. The coal at Rawhide is in two seams; one 80 feet in thickness and the other 20 feet (including a 6 to 10 foot parting). A large shovel is used to remove the overburden, and a similar shovel and dragline are used to mine the coal. Caballo has a 75 foot seam; otherwise it is similar in design and operation to the Rawhide Mine.

INTRODUCTION Probably the most important family of chemicals used in mineral processing today is a category of basic commodity chemicals loosely denoted as pH regulators. Typical chemicals which are referred to as pH regulators include lime, magnesium hydroxide, soda ash, caustic soda, ammonia, sulfuric acid, and hydrochloric acid. These chemicals are often used in very significant amounts in almost all of the major mineral processing operations such as flotation, hydrometallurgy, etc. (in dosages up to ten pounds per ton of feed ore treated). While cheaper in cost per unit weight of chemical than more specific chemicals such as collectors, frothers, extractents, etc., the overall cost to the mill operator is generally higher with pH regulators per ton of ore processed than with any other given processing chemical. For example, a rough rule of thumb in sulfide mineral flotation is that the cost of lime is double that of the collector(s) used. The symbol pH is used to designate hydrogen ion concentration. When acids, salts, and bases are dissolved in water, individual molecules are dissociated into their constituent radicals or ions. The strength of an acid or a base increases with the extent of such dissociation or ionization. An alkaline solution is one in which the number of Qydroxyl ions (OH ) exceeds the hydrogen ions (H ). In an acid solution, the hydrogen ions predominate. In either case, both ions are always present as water itself ionizes to a limited extent, that is: [ ] The pH scale is logarithmic and the pH value is the negative of the logarithm (base 10) of the molar concentration of hydrogen ions per liter of solution. For example, a pH of 5 means that the molar concentration of hydrogen ions per liter is 0.00001 (1 x 10-5). Likewise, a pH of 9 means that the molar concentration of hydrogen ions per liter is 1 x 10-9. Normally, the relationship between hydrogen ion and hydroxyl ion concentration is based on the relationship: Concentration of H ion x concentration of OH- ion = constant. Eq. (1) In dilute and/or moderately concentrated solutions that are normally used in mineral procygsing processes, the constant at 25°C is 10-14. On the pH scale, the value of pH equal to 7 represents the hydrogen ion concentration of a neutral solution. pH values lower than pH 7 indicate increasing acidity and higher values than 7 indicate alkalinity. Table 1 shows the nature of the pH scale at 25°C. Temperature affects the extent of ionization of dissolved acids, salts, bases, and water so that the hydrogen ion concentration (hence pH) of a solution is also affected by temperature. As a means of demonstrating this dependency, Table 2 shows the change of the exponent of the constant (base 10) in Eq. 1 and the pH value corresponding to neutrality as a function of temperature. It is also important, for example, that alkalinity or acidity expressed by pH not be confused with total alkalinity or total acidity. For example, total alkalinity is commonly determined by titration with a standard acid solution (usually HC1). pH is a measure of the hydroxyl ion concentration of an alkaline solution, whereas titration is a measure of an alkaline solution's acid neutralizing capacity. Thus, if one takes a series of various alkaline solutions prepared using different chemicals but all of exactly the same pH (and temperature) and then subsequently carries out a titration on each solution with a standard acid, it would be observed that the various alkaline solutions would neutralize entirely different amounts of acid. As an example, 0.08 grams of caustic (NaOH) , 6.32 grams of soda ash (Na2CO3), and 8.17 grams of ammonium hydroxide (NH4OH) all have a pH of 11.3 at 25°C. One liter of each of the above solutions neutralizes 0.073, 4.348 and 8.496 grams of HC1, respectively. "Yielding support systems for application in underground construction have a long history, primarily in mining. Typical examples are tunnels subject to loading conditions that lead to overstressing of the newly installed support or existing tunnel structures in active fault zones. Recent applications for tunnel rehabilitation projects unveiled the capabilities and flexibility of combined yielding support systems presented in this paper. Frequently, the main requirements for tunnel rehabilitation applications are a fast, safe, and simple installation along with the need for flexibility with regards to existing tunnel geometries. A combined support system consisting of steel sets with yielding connections and special groutable hoses has proven to be an efficient support measure providing a multitude of advantages compared to conventional rehabilitation approaches. The presented yielding support system provides an immediate and active support, while it allows for controlled yielding upon experiencing loads beyond its support capacity. INTRODUCTION The excavation of underground spaces leads to redistribution in the existing stress regime. This load redistribution goes along with deformations in the surrounding rock mass. Magnitude and duration of these deformations depend on the tunnel’s depth and geological conditions, but also on the installed support system. Modern civil tunneling infrastructure has generally an envisioned service life of about 120 years. Conventional tunneling provides typically a dual support system, split into the initial (or primary) and final (or secondary) lining. A typical design principle in civil tunneling is to let the vast majority of deformations acting on the initial lining cease, before the final lining is installed. Based on this approach, the loading on the final lining is significantly reduced and signs of overstressing, such as cracking of the lining, are typically limited to the initial lining. However, special cases in swelling and squeezing ground require different approaches, including yielding support systems."

Rod Mill Grinding is an important and fundamental step of the concentrating process in Marcona Mining Company's plants at San Nicolas Bay, Peru. This Paper summarizes experience in regard to consumption and specifications of grinding rods based on twelve years operation of the grinding circuits. Marcona operates a Plant complex producing 10 million tons per year of beneficiated iron ore products including pellets, sinter feed concentrates, high grade concentrates as slurry and filter cake. Processing capacity is 15 million tons per crude ore per year of which 13 million are around in rod mills. A continuous testing program was carried out over the years. Initial studies of daily production operations gave indications of poor grinding rates in relation to mill size and power consumption, with a high rate of broken liners and rods. The broken nieces of rod were not automatically expelled and further interfered with grinding efficiency, while replacement of liners caused unwarranted do n tire. Objectives were to improve all phases of the Process by studying the effects of changes in rod diameter, length, alloy constituents, and volume and weight of rod charge.

Surface mining has been used primarily where deposits of minerals were exposed or close to the surface. Surface mining can, therefore, be considered the oldest branch of mining. As the most accessible deposits became uneconomical because of the lack of suitable high capacity conveying systems, deep mining took its place. Only in the twentieth century was this trend reversed as high capacity production and conveying systems were developed. This rapid development was triggered by the steadily increasing demand for raw materials and fossil fuels, as well as by the ever increasing ratio between overburden and deposits.

This article discusses the effect of physical and chemical modifications of starches on the anionic and cationic flotation of silica from oxidized iron ores and magnetite-taconite concentrates, and the results of the interaction of starch, pH, and calcium ions on the flocculation, clarification, and filtration of iron ore slimes and magnetite-taconite tailings. Starches, particularly when anionically modified, were found to be effective depressants in anionic silica flotation. British gums and dextrins were beneficial for oxidized iron ores, but none of the starches or starch derivatives appeared to have any effect on magnetite-taconite concentrates. The flocculation and filtration of iron ore slimes were most strongly affected by the level of starch, to a lesser degree by the pH, and were virtually independent of the level of calcium chloride. The clarification of iron ore slimes was complexly dependent on these three factors. The flocculation of magnetite-taconite tailings depended mainly on the level of starch, whereas their clarification depended on the level of lime. As previously reported in the literature, selective flocculation and partial upgrading of a semi-taconite could be readily attained with starch and calcium chloride.

The porphyry copper province of the southwestern United States and northern Mexico, is the largest copper producing region in the world. Most of the deposits occur in Arizona which now produces over 54% of the newly mined copper in the United" States. As the many recent discoveries are brought into production, Arizona's share of the nation's copper production will increase. The term "porphyry copper" as used in this paper includes all deposits of generally low grade disseminated copper mineralization amenable to bulk mining techniques. Therefore, copper deposits such as Pima-Mission, Twin Buttes, and Vekol where the copper mineralization occurs principally in the intruded rocks will be considered as "porphyry copper" deposits. Most of the deposits have been discovered since World War II, consequently, the southwest, and particularly southern Arizona is perhaps the most intensively explored area for copper deposits on earth. Most of the major natural resource companies in the United States and Canada maintain exploration offices in southern Arizona. To illustrate the success of exploration efforts, the location of porphyry copper deposits either known or producing prior to World War II are shown on figure 1 and the deposits discovered since World War II which are either in production or in the exploration and development stage are shown on figure 2.

Geochemical studies were under- taken in the Breckenridge mining district to test the effectiveness of soil and rock-chip samples in high- lighting known mineralization in the district, and in locating sites of possible porphyry-type mineralization, if such mineralization is present in the area. Soil sampling can be done more quickly and more cheaply, but it does not provide a direct site- specific sample of mineralized rock. In well-developed soils, supergene effects may mask and/or displace primary hypogene effects; and even in places where the soils are poorly- developed, as in the Breckenridge district, the masking effects may be felt. Soil anomalies, if present, likely will be of lower amplitude and more diffuse (widespread) than corresponding rock-chip anomalies. On the other hand, detailed rock-chip surveys are more time-consuming and expensive, even though they yield direct geologic information in addition to the chemical data. The goals of the combined soil and rock-chip programs were (1) to com- pare the data from the two; and (2) test the effectiveness in identifying significant chemical anomalies with respect to the geology of the district, as it is presently understood.

The appropriate software and hardware necessary to adapt an X-ray CT analyzer for the determination of coal washability was developed and successfully tested for well-characterized samples under laboratory conditions. Evaluation of the CT-based analyzer under simulated on-line conditions is also presented to verify the on-line capabilities of the newly developed X-ray CT analyzer for the control of coarse coal cleaning circuits. The investigation shows that the data obtained from CT washability analyses compare favorably with experimental sink float data. Further, image frequency was considered to evaluate the CT-Based coal washability analyzer for simulated on-line conditions. Specifically, the number of observations (image spacing) needed for accurate sampling and the total time required to perform the calculations for a representative data set were determined. The Long Baseline Neutrino Facility Far Site at the Sanford Underground Research Facility in Lead, South Dakota will house four large detector tanks located in deep underground caverns. Construction of the supporting infrastructure required for this project is no complete including installation of a waste rock conveyance system and drill and blast excavation of several supporting drifts and chambers. This paper will discuss the design and construction of these pre-excavation and early works elements, and the overall project schedule as it closes in on commencement of cavern excavation activities.

It is well known that the elimination of impurities such as iron pyrite, shale, clay, silica, etc., from coal, by floatation [Sun, 1954; Aplan, 1983] and selective oil agglomeration [Keller and Burry; 1990] depends on the fact that coal is hydrophobic, and the impurities are hydrophilic. The water contact angle has long been used to evaluate the hydrophobic nature of coal, first by Brady and Gauger (1940), who demonstrated that the contact angle of water on coals increases with rank, and passes through a maximum at about 88% carbon. Brown (1962) found that the contact angle of coal decreased with increasing ash content. Sun, and also Aplan, have reported a direct relationship between values of the contact angle and rank, and have related the contact angle to coal floatability. Horsley and Smith (1951) first demonstrated that the captive bubble contact angle may be used to characterize the hydrophobicity of a coal containing more than 80% carbon DAF, while Parekh and Aplan (1978) have shown that the sessile-drop technique may be used to evaluate the hydrophobicity of coal of any rank.

The personal dust monitor (PDM) is a combined tapered element oscillating microbalance (TEOM) respirable dust monitor and cap lamp, configured to have dimensions and weight similar to those of a lead-acid miner’s cap lamp battery. The Higgins-Dewell (HD) cyclone design operated at 2.2 L min-1 airflow has previously been reported to have low bias relative to the International Organization for Standardization (ISO) convention. Previous reports have described the PDM as meeting the NIOSH Accuracy Criterion. In order to avoid certain analysis anomalies encountered during these evaluations, a different method of establishing the PDM relative standard deviation was employed. Re-analysis of laboratory data for both the early prototype and precommercial PDMs indicates that the PDM still meets the NIOSH accuracy criterion, and that the precommercial PDMs are more accurate than previously reported.

While systems to remove sulfur oxides from flue gases have been used at coal fired power plants since 1931, critical need for flue gas desulfurization has only occurred since the late 1960s following the passage of the Clean Air Act Amendments. Commercial and advanced flue gas desulfurization processes (FGD) are reviewed. Advantages and disadvantages of the processes are discussed. Regulatory requirements leading to the development of FGD systems are identified. The location and operation of coal fired plants may be determined more and more by the regulatory requirements for sludge disposal, waste, water discharge and air emissions.

There are two approaches to developing a minicomputer based application for an industrial grinding circuit. Usually, the control program is coded and compilation-debugged on a large-scale scientific computing system or the minicomputer itself if the machine is available. Final debugging and testing must wait for installation and checkout of the entire minicomputer system. Two immediate disadvantages of this approach are the need to obtain, install and check out the hardware before the final debugging stages of program development can begin, and interference with normal mill operation during such final testing. This work reports on an alternative to the usual procedure. Here both compilation and execution bugs are eliminated from the application program before hardware installation by testing the control program against a reasonable dynamic simulation of the entire process. Thus, software development can be completed before the target mini is installed. Such off-line development requires a reasonably accurate mathematical model for the entire process system as well as a suitable simulation package for communication between the simulated environment and the minicomputer application program. Specific data describing the design configurations and dimensions of the mills, cyclones, sumps, pump characteristics and analog controller configuration were supplied by ANAMAX for a grinding division consisting of a rod mill followed by two ball mills in parallel. This information was used to set up a plausible model structure. Steady state ANAMAX data on particle size analysis at various points in the circuit and corresponding values of flow rates, pump speeds, sump heights and slurry densities were used for model parameterization. The preferred operating control strategy - "best grind at operator-set rod mill feed rate" - was set by ANAMAX. An inferential particle size analysis technique using the cyclone cluster as an on-line particle size sensor was used in a novel control strategy_ to achieve the stated objective. Two disturbances common in the ANAMAX circuits - rod mill scoop pluggage and shut down/start up of one of the ball mills - were studied in detail. This report out- lines the steps in system development and testing and the results obtained.

US coal production increased 3% to a record 832 Mt (917 million st) in 1987, according to preliminary Energy Information Administration (EIA) data. Most of the increase was due to the unusually warm summer and the increased coal-fired electricity demand for air conditioning. Drought conditions in the Northwest lowered hydroelectric generation, contributing to the higher use of coal by electric utilities. However, excess production capacity and increased competition from natural gas added further downward pressure on delivered coal prices, continuing the declining price trend of the last several years. Coal production by region Appalachian coal production reached 402 Mt (443 million st) in 1987. This is about 3% more than in 1986 and just short of its 1984 peak. Virginia produced 7% more than its 1986 level, due to increased coal-based electricity demand. Smaller percentage increases were attained in eastern Kentucky, Pennsylvania, and West Virginia. Ohio and Alabama were the only major coal-producing states in Appalachia that produced less coal in 1987 than in the previous year. In the Interior region, 1987 coal production reached a record 182 Mt (201 million st), about 2% above 1986. Illinois is the largest coal-producing state in that region. Production there fell about 3.7%, primarily because of lowered demand at electric utility plants in Alabama and Tennessee. However, this was more than offset by production increases in western Kentucky, Texas, and Indiana. After falling slightly in 1986, coal production in the West resumed its upward trend to a record 248 Mt (273 million st). Wyoming is that region's dominant coal producer. It mined 7% more coal than in 1986. Wyoming's increase offset the 11% decline in New Mexico production and smaller declines in other Western states. Coal consumption and prices Domestic coal consumption reached a record 759 Mt (837 million st) in 1987. Most of the increase resulted from the unusually warm summer that led to higher than normal peak demands for electricity in the third quarter. Electric utility coal consumption was also boosted by the below-normal hydroelectric generation that resulted from low water levels in the Northwest. These factors more than offset the effects of increased nuclear power generation and competition from natural gas. As a result, coal provided 56.9% of electric utility generation in 1987, compared with 55.7% in 1986. Electric utilities consumed a record 651 Mt (718 million st) of coal. While electric utility coal consumption increased, the average cost of coal to utilities was down, from $1.58 per million Btu in 1986 to $1.52 in 1987. The average price of coal delivered to utilities in 1987 was $35.09/t ($31.84 per st), the lowest since 1981. Coal prices were held down by a glut of coal supplies and by a decline in the average price of natural gas to electric utilities. Coal consumption at coke plants in 1987 was 2.6% above the 1986's 32.5 Mt (36 million st). This increase reflects steel's recent resurgence. Coking coal demand, though, was reduced by the increased use of continuous casting and electric furnace technologies. The average price of coal delivered to coke plants fell from $56.02 to $51.35/t ($50.83 to $46.59 per st). Coal consumption in the industries other than coke plants amounted to 68.2 Mt (75.2 million st) in 1987, slightly less than in 1986. Coal lost part of its market share to natural gas, which was priced favorably relative to coal. The average price of coal delivered to manufacturing plants was at its lowest level of the current decade. It fell from $39.50/t in 1986 to $37.27/t ($35.84 to $33.81 per st). Residential and commercial coal consumption fell to 6.2 Mt (6.9 million st) that is 9.8% below 1986 and the lowest since 1980. This decline is also attributed to the relatively low price of natural gas in 1987. Coal stocks Coal consumers held 169 Mt (186 million st) of coal stocks at the end of 1987, 5.9% above the 1986 year-end level. Most of this increase was due to stockpiling by electric utilities in anticipation of a possible strike by the United Mine Workers of America early in 1988. Stocks at electric utilities increased to an estimated 154 Mt (171 million st) at the end of 1987, 5.6% higher than the previous year. This was much lower than 1984's stock buildup. Coke plants increased their coal stocks by 30% in 1987 to 3.5 Mt (3.9 million st), rebounding from the unusually low inventories of 1985 and 1986. Gold assays from production blastholes in the Mercur Hill Pit were used to delineate known ore zones and to determine how well previous exploration drilling defined these zones. The most important factors causing inadequate ore zone definition were: 1) inappropriate location of drill holes relative to the ore zones, 2) presence of stopes from previous mining, 3) sampling and assaying errors, and 4) smoothing of the ore zone boundaries during ore reserve estimation. Infill drilling strategies were evaluated to determine the efficiency with which a given drill pattern defined the known ore zones. A drilling strategy was developed which improved ore zone delineation when compared to techniques which maintained uniform drill spacing.

One of the most critical skills developed by underground coal miners is the ability to interpret natural warning signals in terms of impending roof failure. A miner receives a variety of signals which can be called warning and which can be classed broadly by sense: aural, visual, and tactile. This paper concentrates on those signals which are airborne and audible. These signals are creaks, cracks, pops, groans, snaps, booms, tears, rips, and other assorted pulses which emanate from the roof strata, coal pillars, and artificial support in response to the stresses induced by the mine opening. These pulses are sometimes referred to as "talk". Although it is clear that miners rely on roof talk to assess the roof's stability, it is not clear of what roof talk is composed. It has been described in a variety of figurative ways, but has not been scientifically characterized. As will be shown shortly, the purpose of this research is very specific. The ramifications, however, are very broad, and are, indeed, still being followed.

INTRODUCTION Run-of-mine (ROM) coal generally falls into two major groups: that from underground mining (continuous mining machines) and that from strip mining. Continuous miners produce a finer product and strip mining a coarser product that is crushed to produce the desired size. Further size reduction depends on the proposed use or uses for the coal. For example, for pulverized coal power plants as a rough general rule, the coal is ground or pulverized to 80% less than 200 mesh (0.075 mm) before it is blown into the boiler furnace as a coal-air suspension. For solvent-refined coal processes, the desired size is about <30 mesh (< 0.60 mm); in fluidized bed uses, the coal is typically < 8, in. (< 1.6 mm); for Lurgi pressure gasifiers, the desired size is 1 to 2% in. (25 to 63 mm). Coal preparation plants typically work with a coarse size fraction of 6X 1/14 in. (150X32 mm). The past decades has shown a steady increase in the tonnage of coal cleaned, 1 but it seems probable that the next decades will produce much wider applica- tion of deep coal cleaning before use and that the stages of crushing and pulverization from ROM coal to end use will be integrated with coal cleaning processes. Since different cleaning processes work better with different ranges of coal size and the degree of cleaning possible is intimately connected with the size of coal, a systems design engineer will need as much information as possible concerning the size distributions produced by different types of machines and how these can be modified by different ways of operating the machines. In general, the following questions will be of concern: 1.What type of crusher or grinder is best, or most satisfactory, for reducing a given feed size and type of coal to a desired product size? Frequently, the desired product is smaller than some nominal size, but with as few fines as possible, or the fraction in some size range has to be as high as possible. 2. How big does the machine have to be for a given throughput rate? 3. How much electrical energy (or its equivalent) is required per ton of product? 4. How does the size distribution vary with change in throughput rate, and is a control scheme necessary or desirable? 5. Can the size distribution be readily varied if desired? 6. What is the optimum way to operate a machine in a given system? This section will emphasize certain general principles which guide us in answering these questions.
