This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. The Highland Uranium Operations of Exxon Company, U.S.A. is a large uranium mining and processing complex situated in the Powder River Basin of East-central Wyoming. Surface mining and chemical processing of a large relatively low-grade ore body began in late 1972. An underground mine was later developed and began production in November of 1977. Figure 1 shows the location of our operations. During the planning stages of the project, it was recognized that hiring and retaining quality employees would be a significant problem. Other operations in similarly isolated locations were experiencing high turnover rates and were forced to employ inexperienced and poorly trained operators. In an attempt to attract employees, many of the companies provided mobile home or bunk- house facilities, but these costly peripheral ventures did not prove to be noticeably successful.

Interlocking material balances on complex mineral dressing plants greatly assist in metallurgical investigations: indeed, without such a balance, there is no firm basis upon which to base process performance evaluations. To achieve balances both qualitative and quantitative data must be rationalised in conjunction with the process flowsheet. WSL has developed a range of programs to evaluate interlocking material balances. However, to obtain maximum benefit from the balances, answers of direct value at the process level must be provided: WSL has developed also a range of programs for this purpose. Practical examples are given, which illustrate the benefits obtained from process balances.

Highwall mining is a mining method to extract coal from a final boundary in open cut mining, trench mining or contour mining. This boundary may have been reached because of economic constraints (economic strip limit) or geographic constraints (spoil heaps, rivers etc.). Coal is mined from visible, horizontal, or near horizontal coal seams by making rectangular, parallel, unsupported drives with an unmanned cutterhead and coal transport system. This is controlled from a mining unit, or launch frame, positioned outside the drive, in front of the highwall. Removal of overburden is not required or is limited to small quantities only. Highwall Mining originated in the 1940 in the Appalachian Coal Field. This paper describes the history of the various machines that have been designed for highwall mining. During the 1990 and later, there has been more emphasis on the safety in highwall mining. Many pillar strength formulae have been derived to determine the required width of pillars in highwall mining and, with that, the economic feasibility of highwall mining. The various pillar strength criteria will be discussed in this paper showing the countries where they are applied. In order to make highwall mining equipment safer and more productive, there have been quite some technological improvements applied to the machines. These technologies make highwall mining ready for the future as a serious mining method, also outside its traditional Appalachian mining area.

A high-pressure laboratory elution rig was commissioned to simulate industrial Zadra and AARL elution conditions for the stripping of gold, silver and mercury from loaded activated carbon. It was found that cyanide was essential for the efficient elution of both mercury and silver, while gold was found to elute most effectively in hot, low-ionic strength solutions. Therefore, the standard AARL-type elution, which implements a cyanide soak and water elution, results in a lower recovery of mercury and silver from the carbon. No single set of conditions was found whereby gold, silver and mercury can all be effectively eluted in a single step. However, sequential elution conditions can efficiently recover all metals and provide a potential approach for separating these metals.

Estimated reserves of high-grade iron ore at Serra dos Carajás total 16 billion metric tons and have an average grade of 66.7 percent iron, 2.2 percent combined silica and alumina, and 0.05 percent phosphorous on a dry basis. Hematite is predominant and no significant sulfur or other deleterious elements are present. Figure 1 illustrates the comparative magnitude of the Carajás reserves. Serra dos Carajás is located in northern Brazil, about 550 kilometers southwest of Belém, Pará. It is six degrees south of the equator between the Xingu and Tocantins Rivers. Both rivers flow northward toward the Amazon River. The greater part of the area is covered by thick jungle, and the most practical means of access is by air. Figures 2 and 3 show the location of Serra dos Carajás. Figure 4 shows the distribution of the major iron-ore deposits.

Consolidation Coal Co. tested the agglomeration of fine coal using a laboratory pellet mill. The principal operating variables examined were feed coal moisture, coal size distribution, and additives to the feed coal. The moisture of the feed coal was found to be critical to both the pellet mill operability and the product strength. Coals, with feed moistures too high to pelletize, could be pelletized if mixed with lime or a water absorbent material. The addition of dry starch binder improved the product strength.

In a previous paper presented at the 1966 Annual Meeting of AIME we reported our work, conducted at the Pennsylvania State University, on the hydrocyclone washing of fine coal.' The initial evaluation based on that work demonstrated the feasibility of hydrocyclones as fine-coal cleaning devices, and in that previous paper we presented selected test data that showed in principle how product yield and assay respond to variations of the major cyclone operating variables. The present paper reports in greater detail on the findings and presents a comprehensive evaluation of our data as follows: ? Hydrocyclone throughput rates were related to feed pressure and other variables by regression equations. These equations are compared with other capacity- versus-pressure drop expressions taken from the literature on classification cyclones.

Surface subsidence induced by underground coal mining activities, especially longwall mining operations, can cause various problems to interstate highways ranging from structural integrity, drivability to safety. Accurate subsidence prediction, correct influence assessments, and effective mitigation measures are the keys to ensure the safety of highway traffic. The surface subsidence prediction program, called comprehensive and integrated subsidence prediction model (CISPM), was developed based on the principle of influence function method and has been validated with a large number of subsidence measurements. In this paper, the techniques to use the predicted final surface movements and deformations for assessing their influence on the integrity and functionality of highway structures (e.g., road surface pavements, concrete slabs, transverse joints, etc.), vehicle dynamics, comfort level, and drivability are presented. A number of mitigation measures to protect the highway structures and to ensure traffic safety are proposed along with an application case.

Thiourea is a reagent capable of complexing gold and silver. With the proper oxidant, thiourea can effectively dissolve metallic gold and silver. A thiourea leaching system possesses potential advantages over conventional cyanidation including acidic solutions instead of alkaline, cationic complexes in contrast to metal-cyanide anionic complexes, and faster leaching rates with acidic solution of thiourea. Generally, the rate of metal dissolution in thiourea solutions is fastest when ferric ion is employed as an oxidant. Acidic thiourea solutions for certain applications could offer a nontoxic and noncorrosive option for processing gold and silver. This paper provides information regarding the fundamental chemistry of the acidic thiourea system, and reviews the dissolution of both silver and gold in acidic solutions of thiourea. The recovery of gold and silver from acidic thiourea solution is discussed.

Phosphate rock is the primary source of phosphorus, an element necessary to all forms of life--plant, animal, and human. While phosphorus finds many uses in everyday life, it is an irreplaceable ingredient in all complete plant foods. With the present need for intensive farming, the fertility of the soil can be maintained only by external additions supplied by mines or other sources. A major consideration in any mining operation is to establish the economic and ecological impact of the development on the local population as well as the national interest. The Commodity Data Summaries, as published by the U.S. Bureau of Mines (USBM), is a ready reference concerning the importance of phosphate to the national and local interest. The summary of domestic and world pro¬duction is given in Table 1. During 19722 the demand for marketable phosphate rock exceeded the supply in the United States and the rest of the world. Domestic and world reserves are more than adequate to meet furture demands. Phosphate rock prices firmed and export prices increased, reflecting the change from oversupply to a shortage of phosphatic fertilizers. Demand is expected to exceed supply through 1973. New fertilizer plant capacity planned for 1973-74 will increase the production of phosphate rock by more than 5 million tons in the United States. Morocco and Spanish Sahara are scheduled to increase their production to 18 and 3 million tpy, respectively, within 2 to 3 years. The domestic phosphate rock production for 1972 was 40.8 million tons and 1973 was 42.1 million tons.' Industry, with government-supported programs, will emphasize restoration of mined land and solution of the colloidal slime disposal problem in Florida. The summary gives a great deal of information but does not give a complete picture. There are many supporting industries which contrib¬ute to the area in which the mines are located. The figures shown in Table 1 deal with concentrates. To produce such concentrates many more tons of waste overburden and ore must be moved. Because of the competitive nature of the phosphate rock industry, data on concentration ratios not only are difficult to obtain but also are not for publication by companies. The concentration ratios vary from one mine to the next in Florida as well as in Tennessee and the western United States. To produce 42.4 million tons of phos¬phate rock in the United States required moving about 350 to 400 million tons of material. Domestic Industry. In 1972 some 26 firms and the Tennessee Valley Authority produced phosphate rock, with several firms produc¬ing from more than one mine. The distribution of marketable phos¬phate rock production was: Florida and North Carolina 82%; Idaho, Montana, Utah, and Wyoming 13%; and Missouri and Tennessee 5%. The value of this production was $223 million. The principal consuming classifications were: agriculture 75%, soaps and detergents 5%, plating and polishing 3%, animal feed supplements 4%, and miscellaneous applications 13%. Over 5,000 firms processed end-prod¬ucts for agricultural purposes. Uses of Phosphate Rock. The tendency in the United States has been to produce more phosphoric acid by the wet process, while the production of electric furnace phosphorus, triple superphosphate, and ordinary superphosphate has been on the decline. Exports of phosphate rock have been on the increase for several years and in 1971 reached 33% of total production. However, export sales of phos¬phate rock are expected to decline in the years ahead, both in total tons of sales and in percentage of production as domestic sales increase (see Table 2). The description and chemistry involved in the production of phos¬phate fertilizers is too complicated to be presented here. The Waggaman13 book is a very thorough reference on the subject involv¬ing production, utilization, and chemistry. The various operations generally have chemical plants near the dry plants or ship to associated chemical plants for further processing. Wet rock, dry rock, and ground dry rock of various grades are sold. In addition various grades of calcined phosphate rock, including defluorinated phosphate rock for animal food supplements, are pro¬duced. Various grades of phosphoric acid, superphosphate, triple suerphosphate, as well as diammonium phosphate, are produced. On April 14, 1975, Consolidation Coal Company began to operate a longwall face in their Shoemaker Mine using shield supports. This was the first time that shield supports were used in the United States (1) 1/. Shortly thereafter, Kaiser Steel Corporation started a shield longwall face at their York Canyon Mine (2). From October 1975 through May 1976, three more longwall faces were commissioned in mines located in south-western Pennsylvania and northern West Virginia. In June 1976, four installations had completed their first panel and two installations had completed the subsequent move to the second panel where coal production is now well under way. During this time (April 75 to June 76) the total number of shield support face operating months, including moving time, was 40 and the combined face advance was approx. 17, 000 feet (5200 m) with face lengths varying from 450 - 550 feet (137 - 168 m). While the shield support experience in the U.S. is still limited on the basis of time and mining parameters, the operating results of all faces have been very satisfactory. New record 24 hr production figures were set and - far more important - long term production figures could be sustained on an impressively high level even when taking face moving time into account. The purpose of this paper is to review the performance of shield type supports in the U.S. and to assess their value as longwall supports for U.S. underground mining conditions with regard to roof control, maintenance, operator convenience, safety and productivity.

Fluoride activation has been evaluated by Hallimond-tube flotation of collophanite in terms of fluoride concentration, conditioning time, pH, and temperature. The results reveal that efficient oleate flotation of collophanite can be achieved by fluoride activation. Fluoride adsorption by collophanite as a function of fluoride concentration, temperature, pH, and crystal structure suggests that, at low fluoride concentration, a fluoroapatite-type compound may form on the collophanite surface by chemisorption of fluoride ions at calcium sites; at high fluoride concentration, calcium fluoride ap¬pears to form at the collophanite surface invovling a surface-precipitation phenomenon. The formation of CaF2 on the surface of fluoride-treated collophanite is further substantiated by the FTIR spectroscopic measurements, which clearly shows a metathetic exchange with phosphate from the collophanite lattice during surface precipitation process.

In 1911, a young mining engineer named Bartlett Thane assembled a large claim block, 4 miles southeast of Juneau, Alaska. Across the Gastineau Channel on Douglas Island, the Alaska Treadwell Gold Mining Company had, by 1904, produced gold valued at more than three times the purchase price of Alaska in 1867 (Kelly, 2010). Thane knew his deposit was lower grade than other mines or prospects in the area; however, if the deposit was developed on a large-scale, the trend and size of the deposit made the project potentially economic. In 1911, Thane developed a business plan for the project and successfully attracted investor interest. In 1912, Daniel C Jackling visited the property at the request of an east coast investment group. Upon inspection of 5 years of production records for the Perseverance Mine, Jackling saw an opportunity to apply the low-grade/high volume milling technology which was widely adopted to the copper porphyry deposits of the southwestern U.S. With a design capacity of 6,000 tons per day (5,454 tonnes/day), Jackling’s innovative mill design would require high volume underground mining methods and the power of two new hydroelectric projects. By 1915, the Alaska Gastineau Mining Company was in full production. Between 1915 and 1919, the mine and mill set production records for haulage and throughput. The hydroelectric projects proved to be successful engineering marvels. Operational difficulties related to ore grade, refractory elements and labor shortages interrupted production on an increasing basis. In 1921, the mining company permanently shut down operations. INTRODUCTION The Juneau Gold Belt begins at Windham Bay near the southern end of Stephens Passage and extends approximately 100 miles north to Berners Bay (Figure 1). The first large-scale and sustained underground mine, operated by the Alaska Treadwell Gold Mining Company in the late 1880’s, established the Juneau-Douglas area as the regional hub for transportation and development. In the mid-1890’s, the combined population of Juneau and Douglas reached approximately 3,000 residents, largely driven by employment and support demands of several small to mid-size underground gold mines in the region. By 1904, the value of the cumulative gold production of the Alaska Treadwell was five times greater than the purchase price of Alaska in 1867 (Kelly, 2010). By the turn of the 20th century, economic growth in the Juneau-Douglas area relied on supplies delivered from the lower 48. Passenger and freight shipping lines required 3 to 4 days to make the one-way trip from Seattle to Juneau. Established shipping routes required experienced crews due to navigation hazards and adverse weather conditions. Even with precautions at the time, steam ships and freighter vessels experienced breakdowns or encounters with natural hazards that resulted in damage or in some cases, sinking. Interestingly, with no roads or railroads connecting Juneau to other communities in southeast Alaska, Juneau still relies on seaborn shipping in the 21st century.

The Coal Industry's remarkable record of price stability since World War II is well known. The next twenty years promise to be equally as challenging. This challenge will be met our president, Mr. Drain, has often stated that, ?The Joy Manufacturing Company is betting that coal will meet the challenge.? To this end, the resources of Joy have been committed to doing its part. Joy's efforts are directed toward a target which has been defined as: 1. Deliver coal to the user at a price of $.15/MBTU or less. or; 2. Deliver coal to the mine portal at a cost of $1.00 or less.

"In April 2016, MSHA began requiring the use of continuous personal dust monitors (cPDMs) to monitor and measure respirable mine dust exposures to underground coal miners. After the cPDM’s implementation, mine operators discovered that it interfered with proximity detection systems (PDSs), thus exposing miners to potential striking and pinning hazards from continuous mining machines. NIOSH was sought out by MSHA and mining industry stakeholders to determine how the cPDM and PDS interact with each other. Accordingly, NIOSH investigated existing standards, developed test protocols, designed experiments, and conducted lab evaluations. Some interferences were observed to be caused by electromagnetic interference (EMI) from the cPDM. Results showed that there was no significant interference when the cPDM and the miner-wearable component of the PDS were separated by distances of 6 inches or greater. In this study, the cPDM and PAD needed to be at least 6 inches apart in order for them to be used simultaneously and reduce interference potential. INTRODUCTION Underground coal miners are exposed to a variety of hazards on a daily basis such as coal dust exposure, high noise levels, roof and rib falls, the potential for fires and explosions, and operating and working with heavy machinery. One of the hazardous jobs is operating or working nearby a continuous mining machine (CMM). According to Mine Safety and Health Administration (MSHA) statistics, 40 miners have been fatally struck or pinned by a CMM since 1984. In an effort to prevent future striking and pinning fatalities from occurring, proximity detection systems have been developed and are required on all operating CMMs in underground coal mines, with the exception of full-face CMMs, by 2018 (1,2). Proximity detection systems (PDSs) are designed to alarm miners and stop machine motion in order to protect miners from being struck, pinned or crushed by CMMs(3). Currently, MSHA-approved PDSs, installed on CMMs, are based on the principle of magnetic flux density (B-field) (4,5). The system generates a magnetic field around a CMM and determines the relative distance a miner is from the CMM based on a detected magnetic flux density. A PDS typically consists of multiple magnetic field generators mounted at different places around the CMM, and personal alarm devices (PADs), which are worn by the miners to detect the magnetic flux density. When a miner, wearing a PAD, gets closer to the machine, the PAD detects a stronger magnetic field from the generators and detects a weaker magnetic field when a miner moves away from the machine. The magnetic field generators installed on CMMs typically produce modulated magnetic wave signals at frequencies between 10 kHz and 120 kHz. The magnetic fields are measured by three small magnetic coil antennas mounted on orthogonal axes inside of the PAD worn by the miner. According to Faraday’s Law, the changing magnetic field induces a voltage in each coil antenna, and the voltage values are transmitted from the PAD back to a controller on the CMM wirelessly, typically at a frequency between 400 MHz and 2.5 GHz. These values are then used to determine the distance between the miner and the generators of the machine. Typically this information is used to determine when a miner wearing a PAD is in a warning zone or stop zone which would trigger different alarms and actions such as slowing the machine down or stopping it."

INTRODUCTION In looking over the diversity of the papers that are being presented during this meeting on The Industrial Practice of Fine Coal Processing one cannot help but be impressed with the progress the industry has made in beneficiating fine raw coals, and in the number of innovations that are under study to increase recovery and to improve the quality of the finest size particles produced at a preparation plant. Those who are not in our industry, who look at the technical program, might be confused, when they see that the papers include such topics as cleaning to zero and heavy media cyclone cleaning 28M x 100M; application and performance of fine coal jigs, tables, hydrocyclones, spirals, and flotation; filtration, dewatering and thermal drying; and ancilliary aspects such as fines handling, instrumentation and process control plus screening and liberation. This is an observation and not a criticism of the diversity of papers being presented. The program fits within the parameters of fine coal preparation as the term "coal preparation" is defined, but perhaps not as the term "fine coal" is defined. Admittedly these definitions are sometimes loose. However, each should be made more definitive if a meaningful fine coal preparation overview is to be possible. COAL PREPARATION DEFINED In the opinion of the writer, the term "coal preparation" should be defined as including all work activities that are performed on all components of a run-of-mine coal from the time it leaves a surface reserve or an underground portal, until all components are either ready for shipment or are stowed on, or in the earth in an environmentally acceptable manner. This definition excludes the work that is performed to improve coal quality or handleability inside the mine or pit. This work is commonly called "face" or "pit" preparation. FINE COAL DEFINED The term "fine coal" means different things to different people. In the past, anthracite finer than No. 3 Buckwheat (3/16 in.) was considered fines which often were discarded from the breaker as an unsalable by product; and bituminous coals finer that about 1/4 in. (slack) were either discarded or sold at cost to prevent an accumulation of "no bills" which referred to a product having no immediate sale. Although a standard definition of "fine coal" is yet to be accepted by the industry, a designation of coals by particle-size range has evolved through the wide use of three-circuit flowsheets, wherein the optimum size range by washer type determines the size fractions: a coarse-coal circuit for the plus 3/8 in., a -11- coal circuit for the 3/8 in. x 28 Mesh, and a fine-coal circuit for the remaining 28 Mesh x 0. Logically, the term "fine coal" should refer to some resultant size fraction or some top size by zero. This definition should include a 28 Mesh x 0 feed to a flotation cell but should exclude a 28 x 100 Mesh size fraction fed to a heavy media cyclone. Failure to include the resultant sizes in the definition precludes accounting of the full range of particle sizes present in the feed to the plant. Since the 28 Mesh x 0 fraction is treated in the final circuit of the three discreet washing circuits, now almost always used in U.S. commercial applications, and since it contains all of its resultant sizes, in the writer's opinion, it should be designated "fine coal". FINE COAL CLEANING Cleaning coal fines, which in the past was at best marginally profitable, is now an essential part of coal preparation strategy for a number of reasons : 1. The Cannon Mine is located in Chelan County, near Wenatchee, Washington, at the eastern foot of the Cascade Mountains. The mine is situated about two miles from the Columbia River, in the arid Columbia River Valley. Two hydroelectric dams provide electricity for the area, the Burlington Northern Railroad has a switch yard and loading facilities in Wenatchee. Approximately 25,000 people live in the area. The principal industry is fruit farming. Underground mining techniques are used to provide feed for a 2,000 tpd flotation concentrator at the site. The techniques are low- cost, high productivity methods which allow for a high extraction rate along with a high rate of recovery of the minable reserve.

Coal mining has been an important industry in the Appalachian area for many years. This is particularly true in the northern part of the area, namely, in Pennsylvania, West Virginia, and Ohio. Also, in the south a great deal of mining activity has been carried on in Alabama, Kentucky, and southwest Virginia. Some of the by-products of this activity has been the production of mineralized water from the mines in copious quantitites. The southern Appalachians have been somewhat more fortunate in that the water there has had a considerable amount of alkalinity in it, which has to a large extent eliminated some of the more undesirable aspects of mine drainage. Northern Appalachia, including central and western Pennsylvania, the Monongahela basin in West Virginia, and the Appalachian area in eastern Ohio have not been so fortunate in that coals in those areas and the top and bottom rock have, in many cases, shown considerable quantities of pyrite, and the water does not carry the carbonates found farther south.
