I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. The Hampton Roads Bridge-Tunnel (HRBT) Expansion widens the existing four-lane bridgetunnel corridor to eight lanes through construction of two parallel tunnels, interstate widening, and bridge expansions. As part of the design-build contract, a supplemental geotechnical investigation was completed to support the design. The investigation for the subaqueous tunnel segment consisted of over 48,400 linear feet of drilling and 7,100 laboratory tests. This paper discusses the challenges of planning and executing a large-scale geotechnical investigation for underground works in a marine environment and the use of big data for effectively managing, interpreting, and transmitting data to the design-builder consistently throughout the investigation.

In a previous paper presented at the 1966 Annual Meeting of AIME we reported our work, conducted at the Pennsylvania State University, on the hydrocyclone washing of fine coal.' The initial evaluation based on that work demonstrated the feasibility of hydrocyclones as fine-coal cleaning devices, and in that previous paper we presented selected test data that showed in principle how product yield and assay respond to variations of the major cyclone operating variables. The present paper reports in greater detail on the findings and presents a comprehensive evaluation of our data as follows: ? Hydrocyclone throughput rates were related to feed pressure and other variables by regression equations. These equations are compared with other capacity- versus-pressure drop expressions taken from the literature on classification cyclones.

Estimated reserves of high-grade iron ore at Serra dos Carajás total 16 billion metric tons and have an average grade of 66.7 percent iron, 2.2 percent combined silica and alumina, and 0.05 percent phosphorous on a dry basis. Hematite is predominant and no significant sulfur or other deleterious elements are present. Figure 1 illustrates the comparative magnitude of the Carajás reserves. Serra dos Carajás is located in northern Brazil, about 550 kilometers southwest of Belém, Pará. It is six degrees south of the equator between the Xingu and Tocantins Rivers. Both rivers flow northward toward the Amazon River. The greater part of the area is covered by thick jungle, and the most practical means of access is by air. Figures 2 and 3 show the location of Serra dos Carajás. Figure 4 shows the distribution of the major iron-ore deposits.

Coal mining has been an important industry in the Appalachian area for many years. This is particularly true in the northern part of the area, namely, in Pennsylvania, West Virginia, and Ohio. Also, in the south a great deal of mining activity has been carried on in Alabama, Kentucky, and southwest Virginia. Some of the by-products of this activity has been the production of mineralized water from the mines in copious quantitites. The southern Appalachians have been somewhat more fortunate in that the water there has had a considerable amount of alkalinity in it, which has to a large extent eliminated some of the more undesirable aspects of mine drainage. Northern Appalachia, including central and western Pennsylvania, the Monongahela basin in West Virginia, and the Appalachian area in eastern Ohio have not been so fortunate in that coals in those areas and the top and bottom rock have, in many cases, shown considerable quantities of pyrite, and the water does not carry the carbonates found farther south.

Rio Algom Mines Ltd. owns eight uranium mines and mills in the Elliot Lake district of Ontario, seven of which were producing before 1960. At present only one mine is operating meeting current contract requirements. Under present economic conditions, it is not feasible to mine ore of less than 2.0 lbs./ton U308, although there are very large reserves below this grade. We are interested in preconcentration for three possible applications: to extend ore reserves by permitting use of lower grade ore, to reduce costs on processing of present grade ore, and to reduce capital investment in expanding production to meet future production goals.

Consolidation Coal Co. tested the agglomeration of fine coal using a laboratory pellet mill. The principal operating variables examined were feed coal moisture, coal size distribution, and additives to the feed coal. The moisture of the feed coal was found to be critical to both the pellet mill operability and the product strength. Coals, with feed moistures too high to pelletize, could be pelletized if mixed with lime or a water absorbent material. The addition of dry starch binder improved the product strength.

There was no need for the people of Cleveland to ask “Where does the raw sewage go? We want to know!” because it was clear. The raw sewage was being discharged into Lake Erie during heavy rainfall events due to the outdated design of the combined sewer system. In efforts to resolve this ongoing issue for the City of Cleveland, the Northeast Ohio Regional Sewer District developed Project Clean Lake in collaboration with the US EPA. Project Clean Lake is a 25-year, $3 billion program consisting of seven large-diameter CSO storage tunnels to be constructed beneath the city’s existing infrastructure. The first four tunnels have been completed using traditional hard rock TBM excavation methods. The fifth tunnel, the Shoreline Storage Tunnel Project, presents unique challenges and complexities as it will be the first large-diameter EPB TBM to dig under the City of Cleveland. The project itself consists of one tunnel drive 14,100' (2.7 miles) in length, two pipe jacking tunnels, three large slurry wall shafts, two diversion structures, and three regulator reconstructions. Upon completion of the project, 12 permitted CSO locations along Lake Erie will be taken offline, reducing overflow volumes by approximately 350 million gallons per year. This paper will discuss the current status of construction and the chosen means and methods, including the myriad of nuanced differences between hard rock and EPB TBM tunneling methods. Particular attention will be given to the site preparation, setup, and organization; TBM assembly; and TBM launching practices.

Phosphate rock is the primary source of phosphorus, an element necessary to all forms of life--plant, animal, and human. While phosphorus finds many uses in everyday life, it is an irreplaceable ingredient in all complete plant foods. With the present need for intensive farming, the fertility of the soil can be maintained only by external additions supplied by mines or other sources. A major consideration in any mining operation is to establish the economic and ecological impact of the development on the local population as well as the national interest. The Commodity Data Summaries, as published by the U.S. Bureau of Mines (USBM), is a ready reference concerning the importance of phosphate to the national and local interest. The summary of domestic and world pro¬duction is given in Table 1. During 19722 the demand for marketable phosphate rock exceeded the supply in the United States and the rest of the world. Domestic and world reserves are more than adequate to meet furture demands. Phosphate rock prices firmed and export prices increased, reflecting the change from oversupply to a shortage of phosphatic fertilizers. Demand is expected to exceed supply through 1973. New fertilizer plant capacity planned for 1973-74 will increase the production of phosphate rock by more than 5 million tons in the United States. Morocco and Spanish Sahara are scheduled to increase their production to 18 and 3 million tpy, respectively, within 2 to 3 years. The domestic phosphate rock production for 1972 was 40.8 million tons and 1973 was 42.1 million tons.' Industry, with government-supported programs, will emphasize restoration of mined land and solution of the colloidal slime disposal problem in Florida. The foregoing information comes by courtesy of The Division of Nonmetallic Minerals of the U.S. Bureau of Mines, January 1973. The summary gives a great deal of information but does not give a complete picture. There are many supporting industries which contrib¬ute to the area in which the mines are located. The figures shown in Table 1 deal with concentrates. To produce such concentrates many more tons of waste overburden and ore must be moved. Because of the competitive nature of the phosphate rock industry, data on concentration ratios not only are difficult to obtain but also are not for publication by companies. The concentration ratios vary from one mine to the next in Florida as well as in Tennessee and the western United States. To produce 42.4 million tons of phos¬phate rock in the United States required moving about 350 to 400 million tons of material. Domestic Industry. In 1972 some 26 firms and the Tennessee Valley Authority produced phosphate rock, with several firms produc¬ing from more than one mine. The distribution of marketable phos¬phate rock production was: Florida and North Carolina 82%; Idaho, Montana, Utah, and Wyoming 13%; and Missouri and Tennessee 5%. The value of this production was $223 million. The principal consuming classifications were: agriculture 75%, soaps and detergents 5%, plating and polishing 3%, animal feed supplements 4%, and miscellaneous applications 13%. Over 5,000 firms processed end-prod¬ucts for agricultural purposes. Uses of Phosphate Rock. The tendency in the United States has been to produce more phosphoric acid by the wet process, while the production of electric furnace phosphorus, triple superphosphate, and ordinary superphosphate has been on the decline. Exports of phosphate rock have been on the increase for several years and in 1971 reached 33% of total production. However, export sales of phos¬phate rock are expected to decline in the years ahead, both in total tons of sales and in percentage of production as domestic sales increase (see Table 2). The description and chemistry involved in the production of phos¬phate fertilizers is too complicated to be presented here. The Waggaman13 book is a very thorough reference on the subject involv¬ing production, utilization, and chemistry. The various operations generally have chemical plants near the dry plants or ship to associated chemical plants for further processing. Wet rock, dry rock, and ground dry rock of various grades are sold. In addition various grades of calcined phosphate rock, including defluorinated phosphate rock for animal food supplements, are pro¬duced. Various grades of phosphoric acid, superphosphate, triple suerphosphate, as well as diammonium phosphate, are produced. These products are available from the various producing compa¬nies listed in the text. For prices and specifications the producing companies should be contacted.

Frothers play a crucial role in sulphide and PGM ore flotation recovery, and AECI Mining Chemicals studies on PGM ores have shown significant flotation kinetic increases with the optimal frother-collector combinations. Using Senfroth 200 as the industry baseline, remarkable kinetic increases were observed with AECI Mining Chemicals developed frothers in the first concentrate. Even in the worst-case scenarios, 4E PGM recovery increased by 5% at a slightly higher concentrate grade. It is important not to limit frother dosage to a fixed value. Instead, enough frother should be added to maintain a stable bench float, measuring the dosages by frother volume before and after tests. Frothers can be specialized blends and their importance should not be underestimated. The results produced by formulating and innovating frothers to address specific industry challenges have been encouraging. Testing a frother on a plant scale does not have to be as daunting as with collectors, enabling the identification of the best frother-collector combinations at an industrial scale. AECI Mining Chemicals bench scale testwork has motivated plant-scale trials that have successfully transitioned to commercialization. This paper compares the results from metallurgical and froth stability tests and shows that occasionally frothers that have a less stable froth can have improved valuable mineral recoveries, while still exhibiting better drainage for reduced entrainment and mass pull. It was shown that caution should be used when relying only on simplified froth stability tests in the evaluation of new frothers.

The complex mineralogy of the Porgera resource has a pronounced effect on process selection for the recovery of refractory gold and silver. Intimate association of gold with pyrite necessitates a high degree of sulphur preoxidation to achieve acceptable levels of gold recovery. Acid pressure oxidation has been demonstrated to be the only commercially proven process capable of achieving the required level of pyrite oxidation. Gangue mineralization dictates preconcentration of the sulphides to limit the acid consuming capacity and carbon dioxide generation during oxidation. However, the relationship between concentrate sulphur grade and gold recovery to concentrate ultimately governs the optimum degree of sulphide preconcentration. Minipiloting of the preconcentration and oxidation stages of the Porgera flowsheet are described. The influence of these processes on subsequent recovery of precious metals together with the technical and economic necessity of concentrate pretreatment prior to oxidation are discussed.

INTRODUCTION In looking over the diversity of the papers that are being presented during this meeting on The Industrial Practice of Fine Coal Processing one cannot help but be impressed with the progress the industry has made in beneficiating fine raw coals, and in the number of innovations that are under study to increase recovery and to improve the quality of the finest size particles produced at a preparation plant. Those who are not in our industry, who look at the technical program, might be confused, when they see that the papers include such topics as cleaning to zero and heavy media cyclone cleaning 28M x 100M; application and performance of fine coal jigs, tables, hydrocyclones, spirals, and flotation; filtration, dewatering and thermal drying; and ancilliary aspects such as fines handling, instrumentation and process control plus screening and liberation. This is an observation and not a criticism of the diversity of papers being presented. The program fits within the parameters of fine coal preparation as the term "coal preparation" is defined, but perhaps not as the term "fine coal" is defined. Admittedly these definitions are sometimes loose. However, each should be made more definitive if a meaningful fine coal preparation overview is to be possible. COAL PREPARATION DEFINED In the opinion of the writer, the term "coal preparation" should be defined as including all work activities that are performed on all components of a run-of-mine coal from the time it leaves a surface reserve or an underground portal, until all components are either ready for shipment or are stowed on, or in the earth in an environmentally acceptable manner. This definition excludes the work that is performed to improve coal quality or handleability inside the mine or pit. This work is commonly called "face" or "pit" preparation. FINE COAL DEFINED The term "fine coal" means different things to different people. In the past, anthracite finer than No. 3 Buckwheat (3/16 in.) was considered fines which often were discarded from the breaker as an unsalable by product; and bituminous coals finer that about 1/4 in. (slack) were either discarded or sold at cost to prevent an accumulation of "no bills" which referred to a product having no immediate sale. Although a standard definition of "fine coal" is yet to be accepted by the industry, a designation of coals by particle-size range has evolved through the wide use of three-circuit flowsheets, wherein the optimum size range by washer type determines the size fractions: a coarse-coal circuit for the plus 3/8 in., a -11- coal circuit for the 3/8 in. x 28 Mesh, and a fine-coal circuit for the remaining 28 Mesh x 0. Logically, the term "fine coal" should refer to some resultant size fraction or some top size by zero. This definition should include a 28 Mesh x 0 feed to a flotation cell but should exclude a 28 x 100 Mesh size fraction fed to a heavy media cyclone. Failure to include the resultant sizes in the definition precludes accounting of the full range of particle sizes present in the feed to the plant. Since the 28 Mesh x 0 fraction is treated in the final circuit of the three discreet washing circuits, now almost always used in U.S. commercial applications, and since it contains all of its resultant sizes, in the writer's opinion, it should be designated "fine coal". FINE COAL CLEANING Cleaning coal fines, which in the past was at best marginally profitable, is now an essential part of coal preparation strategy for a number of reasons : 1. A mining machine has been designed and fabricated to mine coal from room and pillar operations combining high pressure waterjet cutting and mechanical fragmentation. Waterjets are used to slot the coal face with an advancing plow wedge then breaking out larger coal pieces. The machine has the following advantages: - simply built around a disassembled longwall chock and gathering arm loader apron; - few moving parts which are simply and inexpensively maintained; provides immediate roof support in the face working area; - coal produced is larger, with resulting lower preparation cost; - no dust is generated; - risk of spark generation is virtually eliminated.

The exploration geologist is frequently confronted with the problem of allocating his resources, i.e., exploration effort, among various areas. Although geologic, financial and logistic considerations influence the allocations, no objective criterion is usually given which determines the optimal allocation. Maximizing the gain in information, subject to the constraint of a limited exploration budget, is used as the objective criterion to allocate reconnaissance effort. The information function, I(x), quantifies the expected gain in information, where x is the scale of exploration. To calculate the information function the following data are necessary: 1. The probability that an area contains a target must be estimated. 2. For each scale of exploration, four probabilities must be estimated: the probability that an anomaly is produced by the target; the probability that an anomaly is not produced by the target; the probability that an anomaly is produced by a barren area (false signal); and the probability that an anomaly is not produced by a barren area. Alternatively, the barren area can be replaced by other targets. To illustrate the allocation model, the optimal number of line kilometers/line spacing per area is determined for an aeromagnetic survey for iron in Egypt.

Tunnel boring machines (TBMs) have been used for the construction of various tunnels for mining projects for the purpose of access, conveyance of ore and waste, drainage, exploration, water supply and water diversion. Several mining projects have seen the successful and economic beneficial use of TBMs, and there is an increasing awareness of the benefits of TBMs for mining projects. Key technical considerations for the use of TBMs for the construction of tunnels for mining projects include geological issues (rock type, rock alteration, rock strength, rock abrasivity, durability, ground water in flows), depth of cover and the potential for overstressing/rockbursts, site access and terrain, portal locations, TBM constraints, minimum tunnel size, tunnel support requirements, contractor and labor experience, and project schedule demands. TBMs offer key project schedule benefits with high rates of progress, which is a unique economic advantage recognized for mining projects where timing is of the essence in order to advance mining development and achieve early startup for operations. A thorough evaluation of the anticipated ground conditions should be performed as part of the decision to adopt a TBM for a mining project. Minimum specifications for TBMs are necessary in order to prevent the incorrect type of TBM from being used. Appropriate geotechnical investigations are necessary in order to provide key information on the anticipated subsurface conditions for careful planning and design of the proposed tunnel alignment. The overall site and geological conditions associated with some projects may suggest that it is not appropriate to use TBMs for some mining projects due to a perceived higher risk. The exact reasons that explain the low recoveries of coarse particles in conventional flotation machines are not clear. Being a concern for only a couple of mineral industries comparatively very few studies have been devoted to the problem of coarse particle flotation. Coarse particles flotation is particularly important in potash and phosphate beneficiation. Potash concentrates with particles larger than 1-2 mm do not require additional compaction or recrystallization and receive a premium price. However, recovery of this size particle in conventional flotation cells is very low, and therefore, the coarse floation tailings have to be reground and refloated to produce, at a higher cost, a less desirable concentrate. In phosphate beneficiation deslimed coarse ore (nominally l4x35 or l6x35 mesh) is normally treated separatedly from the finer (35x150 mesh) ore. Concentration by conventional froth flotation alone yields very low recoveries, and therefore, additional processes such as agglomerate flotation in tables spirals and belt conveyors have to be used ( Moudgil and Barnett 1979). Fatty acids and fuel oil used in phosphate flotation have a moderate level of selectivity but considerable amounts of sand report to the froth product, thus concentrates have to be further upgraded by a double flotation process. Concentrates from the anionic circuit are scrubbed in an acidic media to desorb the collectors and then refloated in a cationic circuit to eliminate the fine silica (Lawver et.al. 1978). In this paper the reasons that explain the low recovery of coarse particles in conventional flotation are discussed. A flotation column modified according to the main conclusions of this discussion is tested with two coarse phosphate samples.

"During a year of challenges in the mining industry, two groups collaborated Aug. 17- 20 for a joint conference on industrial minerals of the Upper Midwest. Hosted in Minneapolis, MN, the 4th Annual SME Twin Cities technical conference and the 51st Annual Forum on the Geology of Industrial Minerals (FGIM) drew attendees from throughout the United States and Canada.Highlights of the event included a one-day field trip on Aug. 17 to a crushed stone and gravel mining and processing operations near the Twin Cities, followed by a visit to a historic mine tunnel within the St. Peter sandstone formation. The latter was used as a speakeasy during America’s prohibition era. A two-day field trip on Aug. 19-20 made stops in central and northeastern Minnesota at a granite quarry and processing plant, a peat harvesting and packaging plant, an iron mine and taconite processing plant, and a silica sand storage and loading operation. In a nod to one of Minnesota’s celebrated luminaries, the group also stopped in Hibbing to visit the boyhood home of Robert Allen Zimmerman, better known to the rest of the world as Bob Dylan.A full-day technical program featuring talks on environmental impacts of silica sand mining, regulatory updates, mine land reclamation and methods for identifying construction material failures (alkali-silica reaction) was bookended by the two field trips.According to Minnesota state geologist Harvey Thorleifson, the keynote speaker of the technical program, “This joint SME and Forum on the Geology of Industrial Minerals conference is a reflection of the important role of the mining industry in society, of the important role that partnerships play, and of the prominence of industrial minerals on the Twin Cities region and iron ore on a national scale.” He added, “While this is a tough year for the mining industry in the region, we are confident in the strength of the profession and the industry in the medium term, as we anticipate a superb SME national conference in Minneapolis in 2018.”"

A combined size reduction- liberation model of grinding has been developed to predict the product size distribution for both free and locked particles. The model is an extension of the population balance model for size reduction. Locked (or composite) particles have been subdivided into discrete classes of different compositions to obtain more detailed information. The model has been tested on a sphalerite ore from Tennessee. Liberation data have been obtained using an areal scanning technique on microscope images of polished particle mounts.
