Gold occurrences have been reported in Alagbede, southwestern Nigeria, but a mineral potential map (MPM) to guide academics and investors in the area is still needed. As a result, geophysical methods (aeromagnetics and aero-radiometry) have been used to assess the potential for gold minerals in the area. Several enhancement filters, such as reduction to the equator, upward continuation, analytical signal, second vertical derivative, and power spectrum analysis, were applied to the aeromagnetic data to understand the subsurface geology better. The enhancement filters applied to airborne radiometry data are K/eTh, ternary color composite, F parameter, and deviation from the ideal K values (Kd). Geophysical data analysis was used for structural mapping and geological reconstruction, while aero-radiometric data was used for hydrothermal alteration mapping. The primary trend observed in the area’s magnetically inferred structural framework map is NE-SW, while a few are in the NW–SE and E-W trends. These observed trends show that the study area suffered at least three deformation episodes. Geological evidence of gold mineralization, such as favorable lithology, geological structure, and hydrothermal alterations, has been fused to produce a reliable MPM of the area. The geographical location of the existing mineral sites in the investigated area agrees with the geological structures and the MPM produced there. Thus, the systematic approach adopted in this study can be extended to other supracrustal belts of a typical Precambrian basement complex worldwide to ensure the reliability of orogenic gold mapping and resource management.

The two mills recently commissioned at the Ernest Henry Copper/Gold Mine are a 10.4m x 5.1m (34 ft x 16.75 ft) SAG Mill and a 6.1m x 8.4m (20 ft x 27.5 ft) ball mill. The mills have a power draw of 11 MW (14745 hp) and 5.5 MW (7373 hp) respectively. While the SAG Mill is not the largest SAG Mill in the world, it is the largest shell-supported SAG Mill in the world. The Ernest Henry mills epitomize the new standard design of large grinding mills. The design was introduced more than 20 years ago and has been further developed from extensive experience with grinding mills, and the need to produce a design, which overcomes the recognized problems of large mills. The result is a design with the potential to be used for mills up to the largest for which machine tools can be found to fabricate and machine them, currently approximately 15m (48') overall diameter.

Scope of Section The physical characterization of an ore or mineral mixture in such detail that mineral processing may be effectively applied to create more useful products is one part of the technology of sampling and testing. In addition, the evaluation of the multitude of separation processes, both physical and chemical, combined with ancillary opera¬tions and performed on samples at a laboratory scale, is another part of the testing procedure. Although analytical techniques provid¬ing quantitative determinations of elemental compositions are an im¬portant and necessary supplement to any testing program, that field of endeavor is a well-developed, separate entity beyond the scope of this Section. Sampling procedures cover the practice of selecting representative quantities of test materials in the field to evaluate mineral deposits, and extend to techniques of obtaining process samples in slurry and bulk ore as part of process evaluation. The same techniques are appli¬cable, of course, to standardized methods of metallurgical accounting. Sampling is also an important facet of successful on-line measurement of slurry properties such as assays and particle size in the practice of automation. However, the sampling methods in this case can be different from those needed for precise testing and accounting pur¬poses. Sampling was well defined in Taggart's Handbook as "the opera¬tion of removing a part convenient in size for testing, from a whole which is of much greater bulk, in such a way that the proportion and distribution of the quality to be tested (e.g., specific gravity, metal content, recoverability) are the same in both the whole and the part removed (SAMPLE). The conditions of the more stringent definition, that the sample shall be completely representative of the whole as regards all aspects save bulk, are practically never fulfilled when heterogenous mineral mixtures are sampled." Taggart's Handbook of Mineral Dressing, Section 19, "Sampling and Testing," continues to be a very useful compendium of principles and techniques, particularly as applied to manual methods for han¬dling samples. In the intervening years since its last revision, substan¬tial progress has been made in both the theory and the techniques; thus, this current contribution is designed to be an extension of the earlier work, yet complete enough to provide procedural guidelines to methods of continuing validity. Although basic principles of testing remain unchanged, the meth¬ods of applying those principles have undergone great change. New testing equipment has become available, yielding a greater precision of results. Testing methods have been refined which, in many cases, allows for a valid scale up of flowsheet designs without the necessity of costly pilot or prototype plant development. Justification for a Sampling and Testing Program* The proper evaluation of a mineral property is a complicated process. It often is done on a team basis with the exploration geologist, mining engineer, mineral process engineer (extractive metallurgist), economist, and product utilizer (ceramist, chemical engineer, chemist, metallurgist, etc.) all represented. The mineral processing engineer is a key member because he can provide a go no-go answer to the question, "Can this ore be processed economically?" In addition, his judgment on the response of even the initial sample to processing can be an invaluable guide to the proposed process and its mutations. Since the capital investment and operating costs are so sensitive to the type of process used, the judgment of the mineral processing engineer forms an important part of the early evaluation of the profitability of a new mining venture. This early estimation of the processing approach is all the more important since, for some metalliferous ores, the capital investment for mill, smelter, water supply, and tailings disposal exceeds the cost of the mine. At present, for commodities such as coal, the reverse is true. There is a smaller capital investment for the coal preparation plant than for the mine. In general, both the capital and operating costs escalate very rapidly in the following order: gravity concentration of alluvial deposits (e.g., dredging), gravity concentration of lode ores, flotation, simple hydrometallurgical processes, and complicated hydrometallurgical and pyrometallurgical processes. The latter two processes may cost 100 to 1,000 times more per ton treated than processing of a simple alluvial deposit. This dictates that the valuable mineral be concentrated as much as possible to minimize the total tonnage treated in the more expensive operations. Within each of these ore-processing categories there is a wide range of process sophistication and hence of capital and operating costs. Perhaps the greatest variations are in the chemical processing of ores. These range from the simple leaching of a copper waste dump to very sophisticated hydrometallurgical processing of ores in increasing order of cost. Because the overall cost of a mining venture is so sensitive to the process selected, it is essential that the mineral¬ processing engineer evaluate the ore in the initial stages of the development of an ore body. As better samples become available, he must continually revise his estimate of the process to be employed. The sampling and testing process must be a necessary and continuing activity throughout the life of a project. One fundamental aspect of nearly all mineral deposits is the inherent variability of the mineral assemblage and composition. A utopian goal of any processing plant is to have the process so flexible and so well-defined that an automatic process control system can optimize the economic recovery at all times. Since this is rarely possible, a continuing or at least a periodic testing program is desirable. Variables to be considered are: 1) Ore body inconsistencies. 2) Zonal variations. 3) Feed variations from mining plan or methods. 4) Variable performance of processing units due to wear. 5) Seasonal or other changes affecting processing conditions such as water quality, temperature, etc. 6) Changing market conditions for product quality or byproducts. 7) Technological advances in processing methods or equipment. 8) Increasing demands for environmental control. 9) Changing economics of competitive processes, of supplies, of capital investment vs. labor costs, etc. Sampling Procedures Preliminary Guidelines for Sampling Ore Deposit Studies. t At a very early stage, it is essential that the mineral processing engineer receive a sample of the ore. This may be a portion of the diamond drill core or a split from the trench, pit, churn drill, channel, or sheet sample. Even a grab sample may have some value, but it should be selected by the mining engineer or exploration geologist to be as representative of the ore body as possible within his best judgment. The sample delivered to the process engineer should have been subjected to as little prior crushing as is practical since fine sizes are difficult to concentrate. In addition, finely ground ores are readily oxidized and thus may give misleading test results. Furthermore, ground samples may make it impossible to eval¬uate either the comminution or the coarse-gravity concentration pro¬cesses. For an initial evaluation, a good deal may often be learned from a sample of only a few pounds if that is all that is available. To obtain the maximum information from a sample, its selection should be carefully discussed with the mineral processing engineer. In addi¬tion to being as representative as possible, the mineralogically distinct samples should be carefully segregated rather than composited. Since drastically different processes are often needed to process samples of differing mineralogy, considerable care and time must be exercised during this sample collection step. The segregation of samples showing gross mineralogical differences, such as the oxide caping on a sulfide deposit or a laterized zone, is easy. It is the more subtle changes in mineralogy that can often elude the field man. Yet these differences are often sufficient to dictate that an entirely different type of process be used. Obviously, the selection of these initial samples for ore testing and mineralogical studies requires that it be done by a man of consider¬able experience and judgment. While the mining engineer or field geologist is collecting these samples, he should also note and convey to the processing engineer such details as water quality and availabil¬ity, terrain, potential mill location, tailings-disposal areas, case of transportation, etc. As the property is developed with additional drill holes, adits, etc., larger and more representative samples will be required to develop the ore-processing flowsheet more adequately. If pilot-plant studies are required, a very large sample may be necessary. Though the type and amount of sample collected for flowsheet development investigations vary widely, gathering a representative sample of the ore body is a prime requisite for any process development effort. Dense medium cyclones are the preferred means for cleaning 112 in. x 14 Mesh to 28 Mesh (12.7 mm x 1.0 mm to 0.6 mm) raw coal and are becoming a common choice for cleaning raw coal from a nominal top size of 2-1/2 in. to 3 in. (63.5 mm to 76.2 mm) down to 14 Mesh to 28 Mesh (1.0 mm to 0.6 mm). During the last ten years, dense medium cyclone circuitry design has undergone changes which have combined to improve process efficiency. This paper describes these improvements and compares present day design with the design used prior to the mid 1980's. Improvements in the following areas are described: Raw coal desliming, cyclone configuration, drain and rinse applications, dilute medium circuitry, and instrumentation and control.

The Cannon mine, located in north-central Washington is mining gold hosted in silicified Eocene-age arkosic sediments arrayed along a regional strike-slip fault system. Branches of the Eagle Creek fault have broken the Chumstick Formation into blocks and wedges, and have caused intense deformation of stratigraphy in the mine. Mineralization at the Cannon mine (B-Reef) and O-Reef (L-O mine) is a bulk silicification with high grade cross-cutting veins containing principally electrum, silver sulfosalts and pyrite in a gangue of quartz, adularia and calcite. Orebodies have very irregular shapes, but tend to follow stratigraphy and high-angle pre-mineral fault breccias and splays developed adjacent to the major faults. Both B-Reef and O-Reef occur at significant bends in the regional trend of major fault strands. Mean gold grades decrease upward from near sea level to the 300 m elevation at the Cannon mine. A new discovery, the A-Reef is hosted by a moderately dipping structure which is at a low angle to bedding. Fluid inclusion studies of B-Reef ore zones indicate dilute ore-bearing fluids boiled at temperatures between 185 and 2850 C at a depth of 1 km. Many ore zones are bounded by sheared mudstone and claystone and a much broader halo of argillic alteration comprising illite, smectite and sericite. Trace and major element analysis by ICP-ES for 33 elements, LECO for S, Hg by CVAA and gold by AA-FA shows dispersion patterns hundreds of meters outward from the known orebodies in the Cannon mine. Geometric mean comparisons, hierarchical R-mode cluster analysis and single element spatial plots show that Hg, As, Sb, S and K/Al compose a suite of elements which are significantly dispersed away from, and increase toward mineralization. Ba, Ca, Na, Mn, V and Zr decrease toward mineralization. The suite is more selective than gold with respect to known mineralization within the exploration area.

The requirement for a paradigm shift with regard to materials movement in search of low-cost production has not just happened by chance but, rather, has been driven by agents of change that include mining companies, consultants, governments and equipment suppliers. During the past 100 years of mining, surface mining technology has involved humans with hand tools, humans with machinery and unmanned automated equipment. In the past 50 years, surface mining technology has evolved and now takes the form of trucks and loaders (TL), in-pit-crushing conveying (IPCC) and autonomous haulage equipment (AHS).

The spent catalyst is one of solid waste resources, which contains precious metals with considerable recovery value. However, due to the different compositions of catalyst, the recovery process is difficult. Most of the catalysts are supported by alumina which has good alkali-soluble properties, while platinum is insoluble in alkali. Platinum is enriched by pressurized alkaline solution which is a kind of hydrometallurgical process. The novelty of this study is the separation of alumina and platinum from the spent catalyst and the enrichment of platinum in the solid phase. In this study, a leaching process using NaOH as leaching agent under high temperature and pressure was employed. The effects of alkali concentration, leaching temperature, leaching time, and liquid–solid ratio on leaching efficiency were investigated. The optimum process conditions were determined as follows: alkali concentration of 240 g/L, temperature of 200℃, pressure of 1.20 MPa, time of 1 h, liquid–solid ratio of 5:1. It was concluded that the leaching rate of alumina can reach 99.69%. The content of platinum increased from 0.1749 to 21.12%, the loss of platinum was 3.39%, and the enrichment ratio of platinum increased by 120.82 times. The leaching kinetics of alumina was studied based on the shrinkage core model. The activation energy of alumina leaching is 19.53 kJ/mol, and the leaching process is controlled by chemical reaction. Pressurized alkali solution can not only efficiently leachate alumina from the spent catalyst and enrich platinum, but also reduce the reaction time and increase reaction rate.

INTRODUCTION The simplest way to drill a hole into rock is to strike a steel chisel or drill bit with a hammer. Early miners used this elementary hand technique so successfully in "single jacking" and "double jacking" that the first mechanical rock-drill designers sought to duplicate it. However, in the early developments, the designers were forced to retreat to a construction known as the "piston drill," wherein the entire drilling element is tied to the piston and reciprocates with it. It took nearly 50 years to devise a method of divorcing the two elements and to achieve the original hammer principle used in hand drilling. The Mont Cenis tunnel, drilled through the French Alps in 1861, usually is considered the birthplace of the mechanical rock drill. The Hoosac tunnel in Massa¬chusetts was drilled at about the same time, and the success of these two ventures paved the way for innova¬tions that produced the Burleigh, Ingersoll, Sergeant, and Waugh piston drills between 1870 and the turn of the century. In 1897, George Leyner of Colorado introduced what has been considered the most significant development in rock-drill history. He devised the hollow drill steel for water flushing; when combined with his free-piston hammer drill, this became the first lightweight and dust¬free underground machine. In addition, Leyner's drills introduced improvements such as automatic rifle-bar rotation of the drill steel and chuck, automatic lubrica¬tion, and an enclosed throttle control. During the 1920s and 1930s, automatic feeds, centralizers, sliding cones, and the automatic water back head were developed, laying the groundwork for all pneumatic underground drills currently in use. Since these pioneering efforts, rock-drill development has been concerned primarily with refining the designs and improving the metallurgy to make faster, lighter, and more dependable machines. Fig. 1 illustrates the progress in drilling speed during the first 125 years of rock-drill development; that progress is a credit to the persistence and inventiveness of the designers in the rock-drilling industry. ROCK-DRILL CLASSIFICATIONS To meet the variety of conditions encountered in rock drilling, several distinct types of drills have been de¬veloped. In general, rock drills may be classified as either hand-held or mounted, with the hand-held ma¬chines including the jackhammer or sinker, the jackdrill or jackleg, and the stoper. The mounted drills are com¬monly known as "drifters." Table 1 shows that each type of drill is available in several sizes from different manufacturers. Fig. 2 illustrates a typical rock drill, showing the principal components. The jackhammer or sinker, shown in Fig. 3, is used primarily for general mine utility work such as drilling anchor holes (short vertical holes to bolt or anchor machinery), pin holes (short, usually horizontal holes to fasten sheaves, etc. to side walls), popholes (for blasting large boulders), and similar applications. They also are used for shaft sinking. Jackhammers are classified ac¬cording to weight, and they range from 7 to 30 kg (15 to 65 lb). The rock drill originally known as a jackleg was made by clamping a pneumatic cylinder or leg to a jack¬hammer, both to support the weight of the machine and to feed the tool forward in horizontal or uphole work. The more modern jackdrill refined this concept to make the hinged pivot for the leg integral with the drill cylinder and to group all drill and leg controls in the drill back head for convenience. Fig. 4 illustrates a typical jackdrill. Jackdrills are classified according to cylinder bore size, ranging from 60 to 83 mm (2.375 to 3.25 in.). Because of their light weight and versatility, jack drills are very effective in small drifts, small tunnel head¬ings, and stoping. This study compares wet gravity and dry magnetic separation for preconcentrating an allanite-rich rare earth ore from the Halleck Creek deposit. Material in the –300/+86 μm size range was treated to define a flowsheet that maximizes total rare earth oxide (TREO) recovery. The ore is dominated by feldspar and quartz, with hastingsite, an iron-bearing aluminosilicate. Because hastingsite’s density and magnetic response closely match allanite, it is difficult to reject using conventional methods. Two separation approaches were evaluated: MG12 spirals for gravity concentration and an Induced Roll Magnetic Separator (IRMS) for dry magnetic upgrading. MG12 spirals performed well in the rougher stage but provided limited gains when used as cleaners. When IRMS was applied as the cleaner stage, TREO grade and recovery improved substantially, showing that a dry magnetic cleaner circuit can effectively replace the wet gravity cleaner step. MG12 spirals remain suitable for highcapacity rougher duty, but dry magnetic separation delivers higher selectivity, simpler operation, and eliminates water use—offering a more efficient and sustainable preconcentration route in water-constrained environments.

"The use of 3D X-ray tomography analysis for plant-site characterization of coarse particles at a sampling rate of about 3 kg/min for particles ranging in size from 150 mm to 1 mm at a voxel resolution of about 150 µm is now possible. This is quite a significant advance in X-ray tomography technology and promises to be useful for plant-site coarse particle characterization—size, shape, composition, density, texture, grain exposure and mineral liberation—with a response time of minutes after receiving the sample. This paper discusses applications in the mineral industries, including the coal industry, aggregates industry, metal mining and the processing of industrial minerals.IntroductionPlant-site characterization of coarse particles at coal preparation plants, crushed stone/aggregate plants and mineral processing plants is needed to improve plant capacity, product quality and/or process efficiency. Not much online coarse particle characterization is being done at these plants. Only some limited information regarding particle size is obtained online from reflected light images using analyzers such as the OPSA, Split and WipFrag™ analyzers. Even the laboratory analysis of coarse particles has been difficult because of the large amount of sample required to ensure statistical significance of the results. During the past several decades, laboratory 3D characterization of particles from energy and mineral resources by X-ray tomography has been demonstrated and used to good advantage (Miller and Lin, 2004, 2009).Three-dimensional X-ray tomographic analysis has its origins in the medical services industry, where it is used to provide internal images of the human body. It has since been developed for nonmedical applications as well (Banholzer et al., 1987). Figure 1 shows a schematic diagram of the cone-beam geometry micro-CT system. In our case, X-rays from a microfocus X-ray generator are partially attenuated by the sample (a packed bed of particles) that is made to rotate in equal steps in a full circle about a single axis of the particle sample. At each rotational position, the surviving X-ray photons are detected by a planar two-dimensional array (image intensifier) large enough to contain the shadow of the specimen. These two-dimensional projection images are collected using conventional video technology. The video signal for each projection is then converted to a two-dimensional digital array by an image processing system. Finally, a threedimensional image is reconstructed from the collected set of projection images."

Artificial sulphides have been produced on the surfaces of heavy metal-oxide, minerals at elevated temperatures (1) and these sulphides gave consistently similar flotation characteristics as the respective natural sulphides. In the case of tin, the only natural tin sulphide known is herzembergite (SnS) which is found only in minor quantities, and its flotation behavior is not known. Balberyszki, Dorenfeld, and Carmi reported (2) tests with artificial tin oxide and pure cassiterite treated with hydrogen sulphide at temperatures above 750oc. They confirmed that the product could be floated in acid pulps. However, iron sulphides derived from pyrite, limonite, and hematite which are generally the major impurities in tin bearing ores could not be separated from tin sulphides under the conditions used by previous investigators. As a practical matter, if complex tin ores or complex low grade tin concentrates are to be treated by this process, it is necessary to be able to separate sulphidized cassiterite from other sulphidized minerals in the feed. The major metallic minerals, by weight, in complex tin ores are the iron minerals--pyrite, hematite, limonite, magnetite and pyrrhotite. These minerals become (or remain) sulphidized during the sulphidization process.

The design of cover systems for reclamation schemes in tailings requires estimation or determination of tailings materials properties such as compressibility, shear strength and consolidation characteristics. It is very difficult and expensive to obtain truly undisturbed tailings samples for laboratory testing. In situ testing methods have been developed for economically obtaining large amounts of information. Two of these methods are described, the piezocone and the flat plate dilatometer. Both of these methods provide a rapid means of detailed material identification in a nearly continuous fashion for the entire depth investigated. The equipment is described and typical data from a uranium tailings impoundment is presented. The results are compared and the advantages and disadvantages of these methods are discussed.

The volume of data produced by operating mines has increased substantially over the last 10 years. However, the volume of data and analytical capability has been negatively correlated to equipment productivity for at least the last seven years. In simple terms, as the volume of data has increased equipment performance has declined. Table (2010) tells us that ?The calamity of the information age is that the toxicity of data increases much faster than its benefits?. More data does not guarantee improving productivity; but more data is also not the cause of declining productivity. Similarly, when equipment performance does start to improve, (it must ? there really is no option if mines want to remain competitive), it will not be the data nor analytics which causes it; it will be the people using the resources at their disposal; including the data. Data and analytics can help if the toxicity of the data can be managed. The simplest form of business improvement using data is benchmarking. The objective of benchmarking is to understand and evaluate the current position of a process in relation to ?best practice? and to identify areas and means of performance improvement. The application of benchmarking involves four key steps: (1) Analyze and understand in detail existing processes; (2) Analyze and understand the processes of others; (3) Compare your own performance with that of the others analyzed; and (4) Design and implement the changes necessary to close the performance gap(s). There are however, many in the mining industries who have shunned equipment benchmarking because they believe that, ?every mine is a pilot?. In other words, the differences between mine operations make comparisons between them of little value. This paper will present a valid approach to benchmarking equipment performance and reliability, accounting for the differences and similarities between operations, producing a result which can be used to add value to mines around the world.

The U.S. Department of the Interior, Bureau of Mines is developing a process to selectively extract manganese from oxide ores as part of its in situ leach mining research program. The Bureau is conducting site characterization studies of two manganiferous iron-formation deposits which include: drill core, regional stratigraphic relationships from the existing geologic database, ore body geometry, geologic structure, hydrologic conditions, proximity of ore minerals to the leach fluid paths, surface subsidence potential, and data collected from laboratory leaching experiments. This information is being used to evaluate the technical, environmental, and economic feasibility of in situ leach mining of manganese for these two deposits. This paper will focus on the stratigraphy, mineralogy, ore textures, fractures, permeability, and porosity as they relate to in situ leach mining.

Conventional underground mapping methods and diamond drilling are being applied in a study to determine the nature of the copper ore occurrences near the footwall of the Osceola lava flow top, commonly referred to as the Osceola Amygdaloid. Our work to date suggests that structures formed by relatively impermeable barriers, created by flowage and injection of still-molten lava from the interior of the flow into the solidified, brecciated crust, acted as the ore receptacles. Ascending hydrothermal fluids traveling near the footwall contact were trapped and confined in these barriers which retarded the direct upward movement of the ore fluids and caused deposition of copper. Oreshoots located near the footwall appear to have been formed spatially' independently from the hanging-wall oreshoots by fluids traveling simultaneously, but along different channelways. The barrier concept as advanced by earlier writers to explain the concentration of the ore-bearing, fluids into broad shoots con¬stituting entire ore bodies is found to be equally as applicable for the localization of smaller oreshoots within the Osceola ore body.

This paper describes the application of a cable disc elevator to continuous lift ore vertically from underground mines. Application of this system requires the tensions developed within the cable must remain within the carrying capacity of the cable including applicable safety margins. A critical element occurs at starting the system when it is fully loaded which requires the force developed by the system to exceed the static friction forces. This paper describes the laboratory rig developed to investigate the static friction forces. Details of the results of tests on three different ores for both dry and wet conditions are given. These results are discussed.

Languages such as SIMSCRIPT and GASP have reduced the programming skills required to build simulation models, but not to a level where these can be used by a busy engineer or manager unless he has extensive programming experience. In an attempt to make simulation a more readily available tool, Sanford (1969) structured a generalized materials handling model (UGMHS)* for underground coal mining. The majority of materials handling systems consist of a set of moves and a set of pieces of equipment required to execute the moves. UGMHS gives a technique for describing and classifying the elements in these sets and then a technique for simulating the interactions of these elements as the materials handling system operates. To apply the model, the user simply furnishes data parameters and a fixed set of orders to the computer for his own problem. This new philosophy of dynamic simulation as applied by UGMHS was demonstrated in the paper by Sanford and Manula (1973). A dynamic model of underground coal mining was presented for the purposes of systems design and selection of equipment for a completely new operation and the analysis of existing ones for possible alterations, additions, and general improvements. The main differences between this application and its predecessors is the ability to transport material from multiple mine faces to multiple mine destinations and the ready adaptability to a wide variety of mine layouts. The second difference that characterizes the model is the deterministic simulation of equipment moves according to their mechanical capabilities and the physical profile of the mining scheme. Here, the computer generates performance data in the absence of time studies to compare equipment rather than operator performance.

Although the mineral shortages of twelve to eighteen months ago have given way to oversupply, their memory lingers on. These problems were man-made: booming demand throughout the industrial world, political and industrial unrest and the oil embargo all contributed. But in the minds of many, the shortages conjured up visions of the depletion of the world's mineral resources, a disaster that could be staved off only by drastic curbs on consumption and therefore, curbs on economic growth. A little historical research shows that fears such as this are not inventions of the 1970's. A hundred years ago, for example, the imminent exhaustion of the world's coal supplies was being predicted in Great Britain. The English economist, John Stuart Mill, who was usually more perceptive, wrote a few years earlier that "it is only in the backward countries of the world that increased production is still an important object". And later there was Franklin Roosevelt who said in 1932, "Our industrial plant is built; the problem just now is whether under existing conditions, it is not overbuilt". His concern, in other words, was not with the discovery and exploitation of new natural resources, but with the administration of known resources and with seeking foreign markets for surplus production. In light of copper prices at the time -- just under 6¢ a pound -- that was understandable. These instances illustrate how, throughout the world's industrial history, concern about surpluses of raw materials has alternated with alarm about the adequacy of supplies and with calls for restricting growth.

"The International Organization of Standards defines risk as “the effect of uncertainties on achieving objectives (15).” In mining, many uncertainties can influence the outcome of personal or professional objectives and are often difficult to predict. Risk management, the minimization and control of adverse effects from exposure to identified risks, is a well-established concept that can summarized as “being smart about taking chances” (12). Risk management now consists of management processes unique to numerous organizations across many industries, as varying sectors encounter a variety of needs, including the analysis and mitigation of risks related to physical security, product liability, information security, various forms of insurance, regulatory compliance, and workplace safety (12). The reoccurrence of multiple fatality events in the US mining industry, especially the underground coal sector, suggests an opportunity for improved methods of major safety hazard identification, assessment, and mitigation. A risk management approach would include ready identification and mitigation of these risks, inclusive stakeholder engagement, and rapid integration. While many solutions to reducing the risk of mine disasters have been proposed including stricter regulation and improved technology, a comprehensive risk management approach has yet to be fully integrated in the US mining industry. In December of 2006, R. Larry Grayson of the National Mining Association’s Mine Safety Technology and Training Commission called for “a new paradigm for ensuring safety in underground coal mines, one that focuses on systematic and comprehensive risk management as the foundation from which all life-safety efforts emanate (7).” A risk management approach has already been implemented with success in Australia’s minerals industry as part of a transition during the mid-1990s from a prescriptive based health and safety attitude to a more proactive, duty-of care [risk-based] philosophy (13, 16, 17).FUNDAMENTAL ELEMENTS OF RISK MANAGEMENT TECHNIQUES The fundamental components of a comprehensive risk assessment/management program are well-established within the realm of mining health and safety. Figure 1 depicts the elements of a typical mining hazard management framework. The first step in any safety-based risk management system is to identify and assess hazards by their location, nature, and magnitude within a mine. Next, a decision is made about choosing to eliminate, mitigate, or tolerate each hazard. Ideally, a hazard will be eliminated during the design stages of mining, though dynamic mining conditions often require continuous improvement and reevaluation of existing hazard controls. If elimination is not possible, hazard mitigation actions can consist of methods, rules, equipment, competencies, or other mechanisms. If a hazard is simply tolerated, as many inherent mining hazards must be, then specialized administrative controls must be utilized to minimize losses. During this process, the performance of each action is monitored and modified as needed (13)."
