The management of mine tailings poses a complex range of potential risks, including physical risks, such as the risk of catastrophic failure of a tailings facility and chemical risks such as the risk of long-term leaching of contaminants into the downstream environment. If these risks materialize, they can lead to a wide range of impacts on people and the environment, including human fatalities and severe impacts on downstream ecosystems, and the costs of recovery borne by industry, communities, governments, and society as a whole can be immense. Tailings facility failures in Canada (2014), Brazil (2015 and 2019), South Africa (2022), and in other locations around the world underscore how high the stakes are when mines produce and manage tailings (WISE Uranium Project 2019). Understandably, many people do not trust the mining industry to manage tailings responsibly. As an industry, it is our responsibility to manage tailings in a manner that is responsible and strives to minimize harm associated with tailings management, including effectively managing both the physical and chemical risks associated with tailings. Standards have an important role to play in responsible tailings management by setting expectations for standards of care and providing a means to measure and report on performance. In jurisdictions with strong legal requirements for tailings management, standards play a complementary role, pushing performance improvements in areas that may be difficult or impossible to address in legal requirements. In jurisdictions where legal requirements are lagging, standards may represent the de facto leading practice and may be the primary tool to help ensure responsible tailings management. Implementation of standards can help companies demonstrate that tailings are being responsibly managed and help build trust and credibility. Most importantly though, standards are important tools to help ensure that the risks associated with tailings are reduced, and that remaining risks are effectively managed. However, we must recognize that conformance with standards can have a down-side – the proverbial two-edged sword. Having standards is vital but there is a risk that implementing standards becomes a “box checking” exercise, with ongoing conformance leading to complacency. We must not allow ourselves to fall into the trap of believing that, just because we are complying with applicable standards and laws, we are therefore doing our best, and that “it can’t happen to us.” In addition, if conformance becomes the goal and the standard does not have mechanisms to drive continual improvement, then once the standard is met, there may be no incentive to improve. The point of complying with standards is not to pass the test. The point is to manage tailings responsibly, prevent catastrophic failures, and minimize harm. The point is to do better, because we must do better. To do that, we need to strive not for conformance, but for excellence in tailings management, driven by continual improvement and a quest to do better.

The combined 80th Annual Minnesota Section of SME Meeting and 68th Annual University of Minnesota Mining Symposium was held April 17 and 18, 2007, in Duluth, MN. About 350 mining industry professionals attended the conference, including engineers, executives, mining managers and suppliers from the United States, Canada, Australia, Finland and Brazil. This year’s theme was “Consolidation – Growth – Technology.” The 80th Annual Minnesota Section of SME meeting included concurrent technical papers sessions, a keynote session that featured two distinguished speakers and a general managers session in which taconite mine operators provided updates on their operations. The Minnesota Section meeting also offered an SME short course titled “Control the Feed, Control the Mill.” More than 50 individuals at-tended the short course.

Asarco Incorporated’s Omaha, Nebraska refinery site and the City of Omaha’s downtown redevelopment projects are the perfect example of the marriage of the Brownfield and Sustainable Development strategies. Nebraska’s largest voluntary site remediation project created a focus point for redevelopment and has spurred over $1 billion in economic investment within a 1-mile radius of the site. Asarco was faced with options of very expensive and uncertain facility upgrades or a shutdown. Local leaders, Asarco, and regulators worked together to convert a controversial and complex site to a park-like redevelopment area with numerous long-term benefits to the City and the environment.

Every year, severe injuries and fatalities occur when a miner is struck or pinned by a continuous mining machine, shuttle car, scoop or other piece of mobile mining equipment. Proximity detection systems offer a means to prevent these types of injuries and fatalities by sensing the presence of a miner and disabling machine motion. Although hundreds of these systems are installed and in use in operating coal mines, the influence that coal has on the electromagnetic fields associated with these systems has never been rigorously quantified. NIOSH researchers have conducted tests to measure whether the proximity of coal has a significant influence on a popular design of proximity detection system. The system tested utilizes a low frequency magnetic field generator that would be mounted on the mining machine. At the NIOSH Safety Research Coal Mine in Pittsburgh, researchers measured the performance of a simplified proximity detection system of this type first on the surface then underground at varying distances from a coal face. Analysis of these measurements shows that the presence of coal does not have a measurable impact. Introduction Aggregate mining impacts on water resources are a source of concern to local governments. To evaluate those impacts, the Minnesota Department of Natural Resources conducted a four-year study at three gravel pits (two alluvial and one beach-ridge) and five quarries (flat-lying Paleozoic limestone). This research provides the first comprehensive look at aggregate mining impacts on ground-water systems in Minnesota. The results will be used by government officials making permitting decisions about aggregate operations and by responsible owners of aggregate mines as they plan their operations to avoid conflicts with neighbors and with resources dependent on ground water and surface water. Natural aggregate (crushed stone, sand, and gravel) is a vital part of our economic infrastructure in Minnesota. Aggregate is used for road and bridge construction and in a variety of building materials. In 2003, the value of construction sand and gravel and crushed stone in Minnesota was approximately $245,000,000. As Minnesota’s economy continues to expand, the demand for aggregate will continue to grow. Sand and gravel pits are located in every county in Minnesota. In 1990, the Minnesota Department of Natural Resources, Division of Minerals (DNR Minerals), estimated the number of active and inactive operations at 1500 with the view that this number was likely too low. Quarries for mining limestone, dolomite, sandstone, and hard rock (granite and quartzite) are found in 34 counties. A 1990 DNR Minerals inventory found 165 active operations, 88 percent of which were limestone quarries (Nelson and others, 1990). That same inventory counted 1,367 inactive operations, 70 percent of which were limestone quarries. Aggregate mining is an extractive use of resources: mining alters the landscape and its natural hydrologic system. When a new pit or quarry is proposed or when an existing operation needs to expand, local governments and citizens typically have many questions about the impacts mining might have. Local governments, which are responsible for reviewing these operations, rarely have the budgets to hire experts to evaluate potential impacts of quarry and gravel pit proposals. The Minnesota Legislature’s Aggregate Resources Task Force identified that local government units (LGUs) often lack the expertise to assess ground-water models (Southwick and others, 2000).

The recovery of natural gas (primarily methane) from coalbed deposits is an established and growing source for the U.S and accounts for over 7% of its total production. The gas from on-purpose degassing is often pipeline quality and requires only compression and dehydration before being admitted to the pipeline grid. However, the raw gas is sometimes contaminated with nitrogen (N2) and/or carbon dioxide (CO2) that can make the gas inadmissible to the transportation pipeline. In general, the N2 must be 4% or less and the CO2 should be 2% or less. In treating gas produced from virgin coal bed or from degassing operations where CO2 is present, amine systems are traditionally used for its removal. Engelhard’s Molecular Gate® adsorption system offers an attractive alternative due to its skid-mounted equipment, low pressure and unattended operation, cost and high on-stream reliability. Natural gas can also be sourced from the residual coal, after the coal has been mined. This source can be the GOB or gas remaining in abandoned coal mines. This source is almost universally contaminated, often with a combination of CO2 and N2. If the source is from air intrusion, the source can also be contaminated with O2. In treating CO2 / N2 contaminated feeds, the Molecular Gate adsorption system removes both of the impurities along with a level of O2 within a single processing step. To date, ten Molecular Gate units are underway with three systems having been installed for upgrading gas from abandoned coal mines. The technology consists of specialty adsorbents and advanced PSA processes that are jointly offered as fabricated packaged equipment by Engelhard Corporation and Guild Associates, Inc. Upgrading requirements, project challenges and project arrangements are discussed in this paper.

Ten years ago, only 3% of Consol's underground coal production resulted from using the longwall mining method. Today, that figure has grown to 45% and has helped the Pittsburgh-based concern fuel an upswing in productivity. The company reported that productivity at its underground mines, excluding labor strike periods, increased 24% between 1978 and 1981. Last year, an additional 8% increase was achieved. Efforts such as improved safety, training, engineering, and maintenance programs as well as the closing of unproductive mines has contributed to these gains, according to Joseph M. Richards, Consol's executive vice president of operations. But, Richards adds, a great part of the credit goes to longwall mining. What is Longwall Mining? To fully appreciate the advantages of longwall, one needs an understanding of how mining is done by other methods. For instance, in both conventional and continuous mining, rooms or tunnels are dug in the coal seam. Pillars of coal are left standing to support the roof as mining moves forward in the seam. In conventional mining, a slot is cut in the base of the seam and holes for blasting are drilled. After blasting, the coal is loaded. A more efficient method - continuous mining - uses a machine that combines cutting and loading. Longwall mining, by contrast, works backwards from the end of a panel. Two parallel sets of tunnels (development panels) are cut into a seam with continuous mining machines, then connected with a set of crosscuts at the far end. Min¬ing then proceeds back toward the entrance. Longwall mining employs some very productive machines. Large drum shearers, for example, run on a track along the length of the coal face for some 150-180 m (500-600 ft). The shearers cut the coal which falls onto a conveyor system or pan that also runs the entire length of the face. The longwall crew works under a roof of heavy steel supports called shields. As the coal is removed, shearers, pans, and shields are moved forward by hydraulic rams. The roof is allowed to collapse behind the shields. In addition to increasing production, longwall mining is considered to be safer because the miners work under strong steel shields. New designs have made them more rugged and maintenance free, as well as more stable on soft mine floors. Early roof supports, called chocks, had gaps in the roof canopies. The new roof shields now cover the entire working area and are better able to prevent roof material from falling into the working area, thereby improving safety and productivity. In Switzerland two major railway systems as shown below in Figure 1 has recently been completed or is under construction: ¦Lötschberg, south of Bern which was commissioned in 2007 ¦Gotthard, south of Zurich which is scheduled to be commissioned in 2016The aim is to increase the transport capacity of the railway system and to transfer more transport of goods to the railway by offering transport of trailers and lorries on the new railway systems. It will have a positive environmental impact but also improve the congested traffic situation of the highways in north-south directionThe Gotthard tunnel is totally 57 km (35 mile) long and the Lötschberg tunnel is 35 km (22 mile) long. Both tunnel systems consist of two parallel single track tunnels connected with cross tunnels at every 333 m (1 093 ft). Additionally there are cross-over tunnels and caverns for installations and operation. In the Lötschberg tunnel, the majority of the excavation has been by Drill & Blast and in Gotthard tunnel the major part is being excavated by TBM.

The design of solvent extraction plants has been generally based on the assumption of steady operating conditions in both the settler and the mixers. Recent experience with both large and small plants has shown that this is not the case. Mixer transients include start up aqueous locking and partial phase separation in secondary mixers. Both of these lead to either reduced plant capacity or overflow of upstream mixers. Analysis of the hydraulic pressure profiles has generated new design methods to eliminate the effects of the partial or complete phase separation. Further, changes to the method of specification and selection of both primary and secondary mixers have been made to eliminate the onset of partial separation during operation. Observation of settler operation has shown that it is also a dynamic process, even under ‘steady state’ conditions. Four different transient phenomena have been identified that lead to internal circulating flows, poor disengagement of fine secondary haze, and erratic and high entrainment levels in the discharges. A first approximation analysis has shown that there are significant pressure differentials within settlers and these change along the length and with phase separation rates. A technique to control the effects of these transients has been developed which allows plant performance to be improved beyond ‘standard’ expectations. The design and selection of the settler internals is described.

Through the USGS National Coal Availability pro-gram, two San Juan Basin studies have been completed. The study areas are in the northwest Bisti field, Fruitland Formation and in the eastern Standing Rock field, Menefee Formation. Original resources are 4.66 Gt and 3.46 Gt (5.14 billion stand 3.82 billion st), respectively, in the Bisti and Standing Rock areas. Bisti coal resources are greatly reduced by the Bisti-De-Na-Zin wilderness area (1.13 Gt (1.25 billion st)). Technological restrictions remove 31% from Standing Rock original resource. Available resources are 60% (2.79 Gt(3.07 billion st)) of the Bisti original resource and66% (2.26 Gt (2.49 billion st)) of the original Standing Rock resource.

The dramatic increase in molybdenum prices from the low of less than $2.50/lb in 1999 to more than $40/lb in 2005 has caught the attention of molybdenum mine owners and exploration project developers. Between 2005 and early 2007, prices pulled back and stabilized within a trading range of $25/lb to $30/lb. This 1,000 percent price increase has motivated most existing producers to expand production and is motivating those with molybdenum prospects to accelerate the development process for earliest possible production. It is still unknown how much new production will come from existing mines, how much production will be needed from new mines if demand continues to grow and how many potential new mines might be available to meet future demand. And of course, the billion dollar question is whether molybdenum prices will remain high, or will they fall back to the low levels seen during the 1980s and 1990s? This article attempts to answer these questions in a way that will help molybdenum project developers and financiers plan for the future.

The Peñasquito deposit in Mexico is one of the largest grassroots precious metal discoveries developed in recent years. Goldcorp Inc. acquired the gold-silver-lead-zinc property with the acquisition of Glamis in 2006. The Peñasquito property is located in the northeast corner of Zacatecas state, Mexico. The elevation of the property averages 1,900 m (6,200 ft) above sea level. It is situated in a wide east-west valley. Minera Peñasquito, S.A. de C.V., wholly owned subsidiary of Goldcorp Inc. has operated twin SABC-flotation lines since June 2010. Each line is capable of processing 50,000 tonne per day using a SABC grinding circuit followed by flotation to produce lead and zinc concentrates. The addition of a Polysius Polycom HPGR 2417 with dual 3,000 kW drives to reduce the crushed pebbles produced by the SAG mills was planned to increase production to 65,000 tonne per day per line. The production has been limited to 100,000 tpd due to operating issues in the grinding circuit. The operating issue has been the amount of pebbles generated by the SAG mills is significantly less than originally planned. This paper describes the planned installation of a crushed augmented feed to maximize utilization of the HPGR capacity. This coupled with full utilization of the SAG and Ball Mill available energies there is the potential to achieve a 50% total capacity increase from the grinding circuit.

A pilot plant was constructed and operated to investigate the column flotation of 20 x 200 mesh North Carolina phosphate ore, using high throughput, high solids operating conditions developed at the NCSU Minerals Research Laboratory. Flotation was performed at 45% solids in a 9.5 cm (3.75 in.) diameter by 2.26 m (7.4 ft.) tall column at throughputs of 19.1 t/hr/m2 (2.0 stph/ft2) and 31.7 t/hr/m2 (3.3 stph/ft2). Recoveries in excess of 98% of the phosphate value were obtained at the lower throughput -- while obtaining concentrate grades containing over 28% P205 (61.2% BPL) at that recovery. Recoveries of about 95% of the phosphate value were obtained at the higher throughput, while making a concentrate averaging 27.6% P209 (60.3% BPL). In addition, a better understanding of the variables governing the column flotation of coarse nonmetallic minerals was gained. Low air flow rates adversely affected concentrate grade at the lower throughput. At the higher throughput, phosphate recovery decreased at an elevated air flow rate. An unexpected result of the study was the effect that frother type had upon phosphate metallurgy. Use of Nottingham Econofroth 925 provided better flotation selectivity than American Cyanamid F-65 at the low throughput. This is significant since the high' throughput tests were conducted with F-65 exclusively. It is reasonable to expect further improvement in high throughput performance when the optimal frother type and dosage are determined.

While the Kansas River Tunnel is a relatively short, small diameter tunnel, the shaft excavation methods implemented were long and large on innovation and use of reverse circulation drilling equipment. ATS Drilling, L.P. used mechanical excavation techniques for both soil and rock segments of the 42.7 m (140 feet) and 38.1 m (125 feet) deep shafts that were 2.9 m (9.5 feet) and 4.1m (13.5 feet) diameter, respectively.

The Society of Economic Geologists (SEG) held its biennial conference May 14 through 16, 2006, in Keystone, CO. SEG is an international organization with about 3,500 individual members with interests in economic geology. The 2006 SEG conference theme was “Wealth creation in the minerals industry — integrating science, business and education.” The conference exceeded expectations with 705 participants, including 102 students, from 44 countries. The conference featured 30 oral presentations, 24 professional posters and more than 70 student posters. The conference also included a trade show with 50 vendors, numerous field trips, workshops and social activities.

Our national interests are best served by having well-trained first responders available for rapid response to emergency situations in underground mines. However, recent mine disasters have indicated that focused training on hazard recognition, decision making, leadership, and incident command center protocols needs to be incorporated into a comprehensive training plan for all personnel involved in a mine rescue. Currently, there are very few training opportunities for the mining professionals responsible for making the crucial decisions needed during a mine emergency. With recent technical advances, it is now feasible to use a computer-based simulator to train mine rescue personnel for mine emergencies in their mine or any other mine at a convenient location without interrupting normal mining operations. This simulated environment teaches underground search and rescue procedures, communications, and decision making based on real-time information and hazard recognition. Since 2010, the Colorado School of Mines (CSM) has offered computer simulated mine rescue training using an incident command center (ICC) directed towards enhancing decision making and communication skills. To support this training, CSM partnered with Rite Solutions, Inc. to modify, enhance, and create simulation software for mine rescue applications. The focus of this partnership is to modify existing simulation technology to address the unique nature of underground rescue operations, make it applicable to any underground operation, create generic scenarios, and develop customized computer simulations, including scenarios, for specific sites. Need The CSM mine rescue computer simulator helps mine rescue teams train for mine disasters where they would be deployed for the rescue and recovery of a mine. It provides additional, readily accessible opportunities to train without affecting mining operations. While the simulator lacks the physical demands of a rescue situation, it is very effective for teaching mine rescue procedures as rescuers seamlessly walk through the process and work out issues before going underground. The mine rescue simulator also introduces students to coordination through an ICC which stresses the use of effective communication and hones decision making skills. Most of the mine rescue teams participating in this study had never trained with an ICC controlling the actions of the mine rescue team making this an extremely valuable training opportunity. In addition, the mine rescue computer simulator allows instructors to modify mine rescue scenarios and tailor the scenarios to each team?s individual needs resulting in a more versatile training experience. The goal is to ensure that all teams receive the maximum benefit from each training session.

Application of a magnetic field was shown to be effective in controlling iron losses in pilot-scale cationic silica flotation in the processing of magnetic taconite concentrates. The design of a magnetic field distribution device and batch flotation test results using a 1.42m3 (50 cu. ft.) WEMCO cell are reported. Major losses of iron units in froth products were in the -25µm (500 mesh) fraction, and the application of a magnetic field decreased the flotation of fine magnetite, thereby improving the selectivity of separation. The “as received” sample was sufficiently magnetized and no further benefit was gained by magnetizing treatment. Selectivity was somewhat adversely affected by demagnetizing the sample, though its effect was minimal due to the magnetic field. The device is simple in construction, low cost and may be installed readily in existing equipment.

The state of the tunneling and underground construction industry and the advancements of the industry?s biggest machines were the main topics at the 2008 edition of the UCA of SME?s annual George A. Fox Conference. This year SME hosted more than 250 tunneling and under-ground construction professionals at the Graduate Center, City University of New York. During the morning session of the long-running one-day conference, attendees heard a state of the industry through the annual Home-town Update where it was evident that the industry is doing well. Michael McHugh of Moretrench cruised through the many projects that are under way along the Eastern seaboard of the United States and said he could have gone longer if time allowed. An example of how well things are going for the industry is a look at New York, where the industry is flourishing. The New York City Water Tunnel # 3 project is a $668 million project that was awarded to Schiavone/Shea/Frontier Kemper joint venture in 2004. McHugh said that mining on the project was completed in August 2006 and that all con-tract work is expected to be completed by August 2009. The Second Ave. Subway is a $337-million twin tunnel project that will connect upper Manhattan with the financial district. This is a four-phase project. McHugh said the Metropolitan Transit Authority obtained full funding in 2007 and construction awards will be awarded during the next two years. The No. 7 Line Flushing extension, a five-year, $1.15- billion project that will redevelop the Hudson Yards area of Midtown West and the New York City Water Tunnel No. 3 project is the largest capital construction project in New York City?s history. McHugh said the project was given notice to proceed on Dec. 13, 2007. The project includes three large shafts, two parallel 6.7 m (22 ft) tunnels at 2,000 liner m (6,500 liner ft), one large cross adit, one large underground rock cavern station with two interlocks and eight penetrations. These were just a few of projects mentioned in the Hometown Projects update.

"The Eglinton Crosstown Light Rail (LRT) Project is part of an $8.4 billion investment to expand transit in the Toronto, Canada area and is the largest transit project initiated in Province’s history. Settlement control and impact to over 1400 adjacent structures due to tunnelling was identified early as a critical project risk. The ground conditions along the 10km tunnel alignment consist of water bearing soft ground deposits (clays, sands, silts) which required careful analysis and control during design and construction. This paper will describe the process used to analyze settlements along the numerous of adjacent structures and evaluate achieved settlement results to those used during design. The paper will demonstrate that with the appropriate design specifications, selection of modernized EPB machines, and contractor performance, settlement can be maintained well below typical industry (volume loss) standards, expanding the application and suitability of soft ground tunnelling in sensitive settlement areas. INTRODUCTION The Eglinton Crosstown Light Rail Transit (LRT) Project is part of an $8.4 billion (2010$ CND) investment from the Ontario provincial government to expand transit in the Toronto, Canada area. The project is being developed by Metrolinx, an agency of the Government of Ontario to provide 19 kilometers of dedicated LRT service connecting the City of Toronto from the west to east along Eglinton Avenue. Upon completion in the year 2020, the Crosstown will be the first LRT constructed in Toronto. It will link regional and local transit, cut travel time along the route by half and provide over a thousand jobs during construction."

The propensity of coal spontaneous combustion can be evaluated using various laboratory testing methods such as R70 adiabatic tests, thermal gravimetric analyzer (TGA) and critical self-heating temperature (CSHT) methods. Each of the methods has its unique characteristics and index for classifying the propensity of self-ignition of coals. Accountable relationships among the propensity indices of different methods should be established. Using the newly established R and TGA testing setups in our ventilation laboratory, samples from US coal mines have been collected and tested. 70 The TGA is a relatively new quantitative method. A test can be conducted in a relatively short time. The temperature and weight of the sample can be measured with high precision and then used to determine the activation energy of the coal which is a good indicator for potential of self-heating. Under a specific experimental design, the TGA technique could perform the proximate analysis for determining coal quality parameters (e.g., moisture, volatile matter, fixed carbon and ash content). These parameters can be used in an empirical equation for assessing the potential of coal self-ignition. The trend of activation energies determined using TGA techniques and adiabatic tests are reasonably consistent with each other. As a case study, a comparative analysis of these two methods for determining activation energy was made on coal samples collected from Indiana. The kinetics of the spontaneous combustion mechanism has been explained. If the functional groups of a coal are easier to be activated with a small amount of activation energy at a relatively low temperature, the coal will has a higher potential of self-heating. With the kinetic and coal quality parameters determined by the TGA setup, it has been found that the coal with low potential of self-ignition has low self-heating rate, high activation energy and high minimum self-heating temperature.
