The Hemlo Gold District, located on the north shore of Lake Superior, was discovered in 1981 and will become one of the largest gold mining camps in Canada. Three major Canadian mining companies are presently developing large orebodies and are scheduled to commence production at various times through 1985 and 1986. This paper describes the types of shaft sinking equipment and technology being used by contractors in constructing the required shafts to depths below 1000 metres. The principal shaft design criteria, types of shaft sinking machinery and relevant manpower allocations are discussed.

Competition from foreign coal producers could displace as much as 9 Mt/a (10 million stpy) of US coal bound for power plants located near waterways. But, according to a Maryland-based coal consultant, it could be worse. Theoretically, about 52 Mt (57 million st) of domestic coal could be vulnerable to imports by 1990, said Forrest Hill, of Hill & Associates of Annapolis. Hill was speaking to about 150 coal industry executives and experts at the third annual Coal Marketing Strategies Conference in November. Most were at the Denver, CO conference to pick up tips on how to sell coal in an oversupplied market. Imports threaten domestic markets Of the 200 utilities studied by Hill and his staff, 119 are situated near major waterways, he said. However, most of those waterways are not equipped to handle coal from the shipping lanes. Good news for US coal producers. But don't breathe too easily. Foreign coal still poses a major threat to domestic markets, Hill continued. The strength of the US dollar is an obvious factor. But easy access to US utilities located on waterways combined with low rates for ocean vessels give foreign producers another edge. And foreign mines are typically low cost producers. For example, Hill said Colombia's huge Cerrejon mine can deliver coal to an Illinois power plant for $47.87/t ($43.39 per st). That compares to $52.85/t ($47.95 per st) from a Kentucky coal mine. Also, Colombian coal producers can generate a cash flow even if the coal sells for $27.50/t ($25 per st). The main competition US producers face from abroad, as Hill sees it, comes from Australia, Canada, Colombia, Poland, South Africa, and, perhaps, from Venezuela. Domestic producers, however, do have some things going for them. Most US coal buyers, Hill said, "are not wild about the idea of buying foreign coal." A 10% price advantage or pressure from public utility commissions would be needed to force some of them to buy foreign coal, he said. Some of the utilities contacted said they would not commit to more than one-third of their stockpiles to a foreign source. Another advantage for US producers is that they have room in their long-term contracts to cut prices and still maintain a profit, Hill said. Railroads, too, have high profit margins written into their rate structures. They are also aware of the import threat. Therefore, they may reduce their rates accordingly to keep their markets. Marketing's role The energy price shocks of 1972 and 1976 caused major adjustments in world economics. Coal was no exception. High oil prices caused many utilities to look at less expensive coal. As the market improved, coal prices began to respond, said R. Gale Daniel, of Anaconda Minerals Co. But clean air legislation and the strengthening dollar caused havoc in the coal markets, he said. The price of oil crashed, taking with it predictions of record coal use. The result is an oversupply of coal that has led to price cutting. The Joint Water Pollution Control Plant (JWPCP), operated by the Sanitation Districts of Los Angeles County (the Districts), treats wastewater generated by over3 million people and processes wastewater solids generated by over 5 million people. The JWPCP Tunnel and Ocean Outfall Project, if constructed, would be one of the major marine outfall projects in the world. The new tunnel and ocean outfall system would provide relief to the existing outfall and allow inspection, maintenance, and repair of the existing tunnel and outfall system, portions of which were constructed as early as the 1930s. Geologic conditions are challenging along the alignments within the study are a being considered. Conditions include saturated alluvial soils, weak sedimentary rock, mixed face conditions, and squeezing ground conditions. Other significant challenges include the potentials for encountering up to 11 bars of water pressure, crossing seismically active faults, and encountering gassy and contaminated ground conditions. This paper discusses the details of the proposed project and the associated challenges.

The separation of rare earth elements is a complex process that is industrially carried out using liquid/liquid extraction. Detailed flow sheets of solvent extraction plants for the separation of rare earth elements are rarely available in the literature which limits the opportunity to teach and test the application of data reconciliation, process optimization and control to these types of plants. The basis of a simulator for a rare earth elements separation plant is described in this paper. The simulator is used to adjust the organic phase and stripping acid flow rate in a separation circuit of heavy rare earth elements from light one?s.

Although once fairly common as a method of coal preparation in the United States, dry cleaning has virtually disappeared. Low-rank coals used for power generation in the western U.S. are suited for dry cleaning because water has limited availability in the American west. Surface moisture added through wet cleaning offsets energy improvement achieved from mineral matter reduction. Information will be presented on the commercial application of dry cleaning in North America, the historic development and current status of the technology, and the introduction of modern processing theory and control technology to the design of dry cleaning equipment and plants.

One of the major problems encountered with recirculatory breathing apparatus presently used by mine rescue teams is that the inspired air becomes uncomfortably, and often dangerously, hot. This is also true with self-rescuers. It is well known that man can tolerate very high dry-bulb temperatures if the wet-bulb temperature is low, but not vice- versa. The maximum tolerable, wet-bulb temperature is about 42 °C (108 °F). A continuously inhaled wet-bulb temperature above this value can cause irreversible damage to the throat and lung tissue, and wet-bulb temperatures close to it cause extreme discomfort (1) and seriously retard the capability of the man to perform useful work. A theoretical analysis, combined with experimental results, has shown that it is the carbon dioxide absorbent that is the major cause of high wet-bulb temperatures of the inspired air in the Siebe Gorman Proto 4, and in the Draeger BG 174 apparatus, both of which are used by rescue teams on South African mines (2). In the Proto 4 apparatus, the absorbent for the carbon dioxide is soda lime (calcium hydroxide). The German Draeger BG 174 also uses this absorbent but under arduous conditions such as in hot environments (50 °C, 122 °F), the use of an alkali absorbent cartridge is recommended which consists mainly of caustic soda (sodium hydroxide). Lithium hydroxide is used in some apparatus in the United States. It is clear that different absorbents will produce different quantities of heat and moisture for a given rate of absorption of carbon dioxide. The proportion of this heat and moisture which is transferred to the user depends upon how much can be removed from the recirculating air between the absorbent and the mouthpiece. This paper discusses the present methods of heat removal and describes the design and test results of a prototype evaporative cooler.

The objective of this work was to assess the influence of parameters such as residence time, solid content, and temperature in a process route towards purified rare earth liquor which could be adequate to produce marketable rare earth products. The steps of the process route proposed in this study comprised water leaching of a sulfated rare earth ore and removal of impurities through the purification of the rare earth sulfuric liquor, which is the product of the water leaching step. The sample used in the water leaching experiments was a sulfated rare earth ore produced by the reaction of a beneficiated rare earth ore with sulfuric acid followed by roasting at 700 °C for 2 h in a muffle furnace and cooling at 20 °C. The water leaching experiments showed that the best condition comprised a residence time of 30 min, temperature of 20 °C, and solid content of 10% w/w, resulting in a recovery of 71.3% of the rare earth elements (REE) and a lower impurity extraction, e.g., only 15.0% of Fe, representing the main impurity in the rare earth ore. Even when presenting low amounts of impurities, the rare earth sulfuric liquor still needed to be purified before it can be used in the production of marketable rare earth products. In the study, the rare earth sulfuric liquors were purified in two consecutive neutralization steps, first by dosing the limestone pulp to pH up to 3.5 and secondly by adding the lime pulp to raise the pH from 3.5 to 5.0. The application of two consecutive purification steps at 20 °C resulted in the highest overall REE recoveries (65.4%) throughout all the steps of the process, being 71.3% in the water leaching, 99.6% in the partial purification with limestone pulp, and 92.1% in the purification with lime pulp at 20 °C. Under this condition, there was a total elimination of Fe, P, and Th and a significant reduction in the Al, U, and sulfate concentrations in the purified rare earth liquor. The purified rare earth liquor attained through the experiment is expected to be amenable to be used in the production of marketable products due to the lower impurities/REO mass ratios.

Laboratory and pilot-scale test data have shown that the innovative feed presentation of the CrossFlow separator provides improved metallurgy when compared to traditional hindered-bed or teeter-bed classifiers. This design feature prevents excess water from entering the separation chamber and disrupting the overall fluidization flow rate within the teeter zone. Recent side-by-side industrial-scale evaluations have verified that this technology can improve overall efficiency, reduce the cut point of separation, and increase throughput capacity. This paper describes the important features that make this novel separator ideally suited for size classification and density concentration. Test data from heavy mineral, phosphate, and industrial mineral applications are also discussed.

Introduction Thick seams constitute a considerable portion of Polish coal reserves. In producing mines and those under construction, the reserves where the height is more than 4.5 m (15 ft) total about 24% of all the hard coal reserves. The reserves that are under urban and industrial areas can be extracted using stowing methods for surface protection. About 50% of thick seam reserves can be extracted by caving methods. Thick seam mining methods Thick seams are usually extracted by multilift methods. There are some methods of thick seam mining that generally can be divided into caving and stowing methods. The stowing method is more expensive, but must be used when mining to protect surface features. The more known methods of thick seam mining include • extraction of thick seam in ascending order with stowing ; • thick seam mining in descending order with consolidated stowing; • thick seam mining with gob consolidation; • thick seam mining in descending order with roof caving ; • sublevel caving thick seam mining system; and • thick seam mining system using an artificial roof. Thick seam mining with introduction of an artificial roof The most advantageous method of thick seam mining is the method using an artificial roof. The artificial roof usually consists of wire mesh. Such wire mesh must be durable and must prevent small rock fragments from passing through. The mesh is usually made of steel properly protected against corrosion. The artificial roof is placed on the coal floor of the top slice (Fig. 1). Caving rock falls on the artificial roof and is thus separated from the coal. The next slice is extracted under the artificial roof. The producing face of the next slice must progress within 10 m (33 ft) behind the front of the first slice. As the second producing face progresses, the wire mesh moves down on the coal floor and may be used as an artificial roof for the next slice. Thus, one artificial roof allows the extraction of several consecutive slices. Application of the artificial roof allows for clean extraction and reduces coal losses. It also eliminates the hazard of spontaneous combustion. Introduction of the artificial roof has been limited due to a lack of artificial roof laying equipment. Manual laying of wire mesh is a labor-intensive operation, and it delays face progress, resulting in poor productivity. To eliminate these problems, artificial roof laying equipment was designed at the Polish Central Mining Institute. The support and the method of laying operation is covered by a patent. The phenomena of dripping into cavities (e.g. tunnels and drifts) within an unsaturated fractured porous medium under ventilated conditions is studied to improve estimates of dripping rates, drop sizes, and chemical composition of droplets that could affect the integrity of high-level nuclear waste packages placed in drifts. The sensitivity of dripping rates and water chemistry to ventilation is analyzed at various flow rates using analytical expressions linking flow on fracture surfaces to drop formation and evaporation. The model was tested using laboratory experiments involving machined aluminum slabs designed to represent a simplified morphology of a fracture face intersecting a cavity and using natural fracture surfaces from a welded tuff. Comparison with ten years of data on dripping in natural caves showed good agreement with model predictions. In particular, for low dripping rates, evaporation due to ventilation leads to larger drop sizes and alters drop chemistry by increasing the concentration of solutes in the drop relative to that in the water flowing on the fracture face.

Minerals Appraisers/Valuers often find great difficulty or failure in attempting to employ the Sales Comparison Approach to the Market Value Appraisal of development and operating stage mineral properties. An important factor generally overlooked is a comparison of net operating income (NOI) margins on a per-unit-of-production basis between mineral properties, whether these be demonstrated or forecast margins. NOI margins can vary greatly between mines or quarries that are producing similar products. Ultimately, the expected NOI margin determines what a buyer is willing to pay for an income producing property. Common criticisms of the sales comparison approach by minerals appraisers are introduced. These are counterbalanced by raising some issues in the way the inputs for the Income Approach are usually derived by minerals appraisers, and by review of some conspicuous examples of the much too common misuse or abuse of the income approach in market value minerals appraisals. Example transaction analyses and sales comparison analyses are used to demonstrate the author?s methodology for adjusting units of resource in his transaction adjustment tables (see APPENDIX). The examples are used as the basis for discussion of ways to employ adjustments for operating economics and many other factors, while cautioning about the potential for double counting. The conclusions include a recommendation that minerals appraisers attempt to apply at least two of the three valuation approaches when appraising the market or fair value of development and operating stage mineral properties, the two being the sales comparison and income approaches.

Historically, boulders are a frequent source of problems in soft ground tunneling. During tunnel construction, the need to manually break and remove boulders as obstructions causes delays to the project. Repairs to a tunnel boring machine (TBM) can also be a source of delays. Managing these problems is difficult since normal soil investigation techniques do not accurately predict the presence or frequency of boulders. This has lead to considerable number of claims for extra costs and delays during the construction of soft ground tunneling projects. These issues are exacerbated in pressurized face tunneling systems where there is limited access to the TBM cutterhead for obstruction removal and/or cutterhead maintenance. The project team that built the Big Walnut Augmentation/Rickenbacker Interceptor (BWARI) Project for the City of Columbus successfully managed the design and construction of a 4,267 mm (14 ft) diameter soft ground tunnel with high boulder concentrations in a complex geologic setting. The management of the boulder issue tookplace during several phases of the project.

An analytical procedure is presented for evaluating the stresses in linings of bored tunnels caused by kinematic soil-lining interaction. Three cases of interaction as produced by the following conditions are treated: (1) relaxation of in situ soil stresses near a lining following its installation; (2) overburden pressure at the soil surface; and (3) free-field soil response resulting from an earthquake. Non-dimensional formulas and graphs resulting from parametric studies are presented for practical tunnel design applications. The procedure is applied separately to a steel lining and a concrete lining for a site located at the lower end of Market Street in San Francisco through which a BART (Bay Area Rapid Transit)tunnel passes.

In 2006, the Mine Improvement and New Emergency Response Act (?2006 MINER Act?), Pub. L. No. 109-236, 120 Stat. 493 (2006) was enacted in a bi-partisan move to strengthen the 1977 Mine Safety and Health Act. This action followed several underground coal mining accidents at the Sago and Aracoma Mines in West Virginia and the Darby Mine in Kentucky. The focus of that legislation was, in part, to force technological development and implementation. It involved the recomposition and training of rescue teams. Requirements for sealing worked out areas of mines were changed when MSHA invoked its Emergency Temporary Standard (?ETS?) authority for the first time in many years. Increased penalty amounts were established for certain types of violations for all types of mining, and minimums were set for unwarrantable failure violations issued under Section 104 (d)(1) and (d)(2); 30 U.S.C. Section 814 (d)(1),(2). The entire 30 C.F.R. Part 100 penalty criteria was revamped in a rulemaking, effective in April 2007. The visions were ambitious and noteworthy and those in industry and government have spent the last four years working through the aftermath of intended and unintended consequences of these changes. The penalty structure arrived at in 2007 has proven unwieldy and has contributed to the increase in contested caseload now before the Federal Mine Safety and Health Review Commission. In essence, litigation under the Mine Act ground to a virtual halt when the number of cases increased but the budget for Administrative Law Judges, who hear the cases, and the Solicitor?s office who represents MSHA, was not increased. Addressing the backlog effectively was one of the major challenges when Joe Main was confirmed as Assistant Secretary in early 2010.

Banded hematite quartzite (BHQ) and banded hematite jasper (BHJ) ores represent a promising potential iron ore resource in the near future. The hematite and quartz in BHQ and the hematite and jasper in BHJ are closely related and require fine grinding for the liberation of hematite phases. The present study investigates the mineralogical features and comminution properties of BHQ and BHJ ores. In the BHQ ore, it is observed that thick bands of hematite have fine inclusions of silicate minerals, whereas silica bands have few grains of iron-bearing minerals. The hematite and quartz minerals in the iron and silicate bands of the BHJ ore appear to be more intricately associated and complex in nature, presenting difficulties for liberation. Bond work index studies were carried out for the BHQ and BHJ ores with different product fineness in order to evaluate the energy requirements in fine grinding. A higher Bond work index value was found for the BHJ ore (15.4 kWh/ton) than for the BHQ ore (12.4 kWh/ton). A decrease in the product particle size was associated with an increase in the work index value. Single-particle breakage experiments were designed by varying feed particle size and input energy. The specific energy consumption for the BHJ ore was higher than that for the BHQ ore. The comminution parameters showed that the BHJ ore is harder to grind than the BHQ ore, which may be due to the mineral composition and association of hematite phases with the silicates.

A large portion of the energy consumed in copper concentrators is used to reduce the particle size of the feed by crushing and grinding. The cost of metal production could be reduced if low-grade particles of centimeter size were removed prior to further processing. Two copper sulfide ore samples (3 × 1 cm) from Arizona were analyzed by micro X-ray computed tomography (Micro-XCT) to determine the grade of copper sulfide in each particle. For copper ore sample A, a significant number of particles contained very low amounts of copper, while some particles had copper sulfide grains of millimeter size. Based on Micro-XCT, it was expected that 85 percent of copper for sample A could be recovered at 65 percent of mass rejection during preconcentration by sorting. However, in sample B (a different copper ore), distribution of copper sulfide was dispersed primarily in each ore particle, so for the particle size class of 3 × 1 cm, liberation of copper sulfide and gangue minerals was not significant. In view of the XCT results, dual-energy X-ray radiography was used as a basis for sorting. Pilot-scale X-ray sorting of sample A (10 × 1 cm) showed 31 percent rejection of a 0.08 percent Cu gangue product with a corresponding recovery of 90 percent copper.

Most geologic and mining engineering consulting firms* began to experience the recession with declining billing levels, number of inquiries, and proposal requests in late 1981 or early 1982. As of today, most of them have been functioning at reduced income levels for nearly a year. And while many consulting firms have apparently reached a stabilized income level, they can see little prospect for attaining normal (pre-late 1981) billing levels and income for the remainder of 1983. A few firms have escaped being affected by the recession. Such com panies almost without exception are small (fewer than 20 personnel), offer a limited range in technical capabilities, and tend to be highly specialized in a particular niche. They include those specializing in the heap leaching of precious metals ores, in ground water testing programs, and in the derivation of computer-aided programs to monitor particular mineral processing functions. Those firms affected by the economic downturn have instituted a variety of policies and undertaken actions to cope with significantly reduced incomes to bring fixed costs in line with the depressed demand for services. These changes fall into the following broad categories: • management and management practices; • markets and market definition; • marketing and the pursuit of assignments; and • administration and personnel relationships. Not all of the perceived changes have necessarily been instituted by every consulting firm, and any one appears sporadically instituted. Management and Management Practices In favorable times the managers, and often the owners of the equity, of consulting firms tend to concentrate their attention on the part of the business they find most satisfying and enjoyable. For some, this means acting as project or assignment leaders, even undertaking a specific technical aspect of the job. For others, it means constant marketing with the associated heavy travel and entertainment schedules. In unfavorable conditions, such as the current recession, managers tend to spread themselves far more thinly, expending time and effort on all facets of the business including marketing, proposal preparation and cost estimating, budgeting, general administration, accounting and cash flow monitoring, project/assignment overview, and actual client work. The manager who in favorable times concentrated on client work is now less billable. The manager who concentrated on marketing is somewhat more billable. The manager now needs to pay attention to and expend equal effort on each facet of the business just to keep all the facets in relative balance. Falling behind schedule on a client job or carrying an unduly large percentage of accounts receivable exact a cost to the firm. Clearly the absolute cost to the firm is the same whether demand for service is good or slack. But in periods of slack demand the firm is frequently less able or even unable to bear such costs. Marketing and Market Definition Markets appear to have undergone some significant changes: • Federal and state governments have assumed a greater importance as providers of work vis-a-vis both industry and private groups. • Projects with increase-in-capacity aspects have given way to projects with maintenance or reduced operating cost aspects. • Projects searching for new deposits of minerals in generally new locations have given way to projects reviewing known mineral districts or known deposits. • Industrial mineral and mining companies have exhibited a great propensity to cut back the use of consultants and to undertake as much work as possible in-house. Further-more, a number of industrial mineral and mining companies have entered the competitive arena with consulting firms, submitting proposals (usually to the federal government) in an effort to keep their staffs intact and occupied. In response, consulting firms have reevaluated their capabilities by reviewing old work and reassessing personnel. The purpose is to broaden the services offered and the potential client base, thus redefining the available market. For example, a firm specializing in assessment of technical and cost parameters of a deposit would normally assist a prospective lender in judging the deposit's suitability for project financing. That same company could easily expand into the field of analyzing production costs for an individual operation -something that is needed in periods when lower prices reduce profit margins. Similarly, a firm that has confined such economic assistance to commercial banks could expand to provide its expertise to other lending and even equity buying in-stitutions such as insurance companies. This is the fourth annual tabulation that gives mineral royalty information. The table presents previous information plus about two dozen new entries. In addition to the royalty information, some entries show the cost of purchased reserves. Last year's tabulation appeared in two issues, to accommodate all of the information. This year the format has been changed slightly so the table can be printed in one issue. This year's table presents the commodities in the same sequence as last year. Sand and gravel information appears first, followed by: crushed stone for aggregate; other stone; industrial sand; other industrial minerals; energy minerals (coal, oil shale, uranium); and finally metals. As always, a caveat relates to factors that influence the reserve values. The data should serve only as a general reference. The table is not intended to present an absolute scale of reserve costs. Several factors influence the value of mineral commodities. These factors include: • location and transportation costs (especially significant for most industrial minerals); • market conditions for both the commodity and the company acquiring the right to mine it; • quality or grade of the deposit as it reflects the amount of processing and beneficiation necessary to produce the finished product; • and legislative restrictions and conditions for mining a given material at a given site. These and other factors will influence reserve costs of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity; the location (either by state, US geographic area, or Canadian province); the cost (R for royalty and P for purchased cost); and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The Fort Canning Tunnel, Singapore, is an approximately 50 feet (15m) wide vehicular tunnel under shallow ground cover that has been constructed according to the principles of the NATM. Its shallow location in soft ground combined with a high groundwater elevation in close vicinity of historically important features called for special design considerations combined with a rigorous monitoring scheme. Surface, sub-surface and in-tunnel instrumentation was installed to monitor the performance of the ground and tunnel support during construction. Comparison of actual reading data with the results from the computer modeling carried out during the design phase is provided in this paper.
