The development of a tool for assessing the environmental sustainability of mining facilities is described in this study. The tool is based on the analysis of basic components of the examined system, i.e., the quantities of the incoming materials and outgoing wastes, their hazardousness and scarcity, the utilization of water and energy resources, and the biodiversity. The developed tool provides both qualitative and quantitative assessment of the environmental performance of a mining facility in a broad time scales (past-present-future) and is easily applicable from non environmental experts. Moreover, relative software is developed to further support the application of the methodology. The implementation of the tool is expected to lead to an improved understanding of the environmental performance of a mining facility and more importantly identify the areas of significant environmental concern. However, based on feedback from industries, a number of shortcomings of the approach have been identified so far and are presented, indicating further actions for the advancement of the proposed tool.

Experience over the past eight years has proven that partnership and cooperation in mineral engineering education is essential to maintain programs in this field. At this moment the joint European Mineral Masters Engineering Course (EMMEC) has three programs in the areas of mining, minerals engineering and geotechnical/environmental engineering, offered by combinations of nine universities in seven European countries. About 25 companies are associated with the universities in the Federation of European Mineral Programs (FEMP) which coordinates these activities. The EMMEC has applied for recognition under the newly launched EU “Erasmus Mundus” program in which the EU makes 280 million Euro available for bursaries for non-European students and scholars.

In recent times, with rare exceptions, most economically viable ore discoveries have been large, low-grade and located in remote parts of the world. Mining companies have often shown to be incapable of mitigating their social and economic impact on local communities. Sustainable development and relations can be achieved by implementing bottom-up methodologies to the top-down tools already in use by mining companies. In order to magnify the importance of enterprise facilitation as a primary method for community development, data from 25 years of community based work around the world was used. Results highlight the need for a grassroots approach to local economic and community development, which focuses on the creation of a parallel economy in communities. Using solely top-down methodologies for developing community relations is shown to be a limited resource for mining companies. There are fundamentally two dangers for mining companies: alienating the local population, resulting in militancy and lengthy legal battles to obtain a license to operate; and, being accountable for building social and economic infrastructure that are not the company?s responsibility.

A discussion of frequently asked questions may help individuals trying to interpret subsidence regulations or prepare permit applications. The subsidence permitting process involves just one part of the mass of Surface Mining Control and Reclamation Act regulations. But of the 18 main SMCRA sections, subsidence is critical to the permitting process for coal operators. It's an area in which applicants have had problems interpreting regulations and preparing permit applications. Of 22 western states, only Wyoming, Montana, Colorado, and Utah heave thus far received approval for their mining and reclamation plans. The other states are now involved in the permit application process and will be dealing with SMCRA regulations for the next year or so. Some state programs, when approved, may differ substantially from the federal SMCRA program. But, to be approved, the state programs must be deemed equal to or more stringent than the federal regulations. SMCRA regulations apply to any coal operation "that exhibits surface effects." Thus they apply to surface strip mines as well as underground coal operations. The regulations do not apply to hardrock mining operations. Since August 3, 1977, the government, industry, and the public have wrestled with SMCRA. They have struggled through an initial program with the US Geological Survey; a new agency, the Office of Surface Mining Reclamation and Enforcement (OSM); an interim program; and a "final" permanent regulatory program. Even now, OSM is reluctant to publish formal program guidelines because: •The regulations are still in the process of judicial review. • Some approvable state programs will supersede the federal regula¬tions. • The flexible regulations are open to interpretation, which is desir¬able to maintain. •Guidelines could be misleading until regulations and interpretations are revised and finalized.

Introduction The Pinto Valley open-pit copper mine is located in southern Arizona, 11 km (7 miles) west of Miami. Production at Pinto Valley began in 1974. About 350 Mt (386 million st) of ore and waste was removed by the end of June 1982. At that time, the mine was using more than 90 major equipment items with a total mobile fleet numbering 320. Some of the major equipment consisted of four Marion M4 rotary drills; six P&H 15, 11.5- and 19.1-m3 (15- and 25-cu yd) shovels; and 24,136- and 154-t (150¬and 170-st) Wabco haulage trucks. This equipment was used to move more than 139 kt/d (154,000 stpd) of ore and waste. The mill was processing more than 50 kt/d (55,000 stpd) of mine ore. Shutdown A two-week vacation shutdown began in July 1982. Maintenance jobs were scheduled, and most employees left for the vacation. During the vacation period, copper prices fell below $1.32/kg ($0.60 per lb). Inventories remained at alarmingly high levels. At this point the mine was losing more money operating than it would by being shut down. The vacation shutdown was first extended to five weeks. But, after further evaluation, the mine was shut down indefinitely. In Dec. 1982, Cities Services Co., owner of Miami Operations (which included the Pinto Valley mine and mill), was acquired by the Occidental Petroleum Corp. On March 1, 1983, Occidental sold the operations to Newmont Mining Corp., and Newmont created Pinto Valley Copper Corp., as a wholly owned subsidiary. Copper continued to be produced by the Pinto Valley solvent extraction-electrowinning (SX- EW) plant because of its low cost per pound of production. To ensure proper equipment care during the shutdown, maintenance management was given three goals; • maintain the SX-EW plant; • maintain the environmental and pollution control systems such as domestic water pumps and mine dewatering; and

In January we published a questionnaire asking about the content of MINING ENGINEERING and about your interests. At the same time we hired an outside firm, READEX Inc., of St. Paul, MN, to send the same questionnaire to a sampling of about 1000 US members, selected on an nth name basis, so that we could have some preliminary numbers for the Annual Meeting in February. READEX sent us the final results of its survey in March. At that time, 525 responses of the 992 surveys sent out had been returned, for a 52.9% response, an extraordinarily high return for a low-key (no incentive for return) random sampling. On May 7, we cut off on tabulating returns from the magazine so that we could report the results to you in this issue. At that time, we had 594 questionnaires returned. Our 594 and READEX's 525 (we have assumed that relatively few people returned both), represent a 1119 return, about 3.5% of the approximately 32,000 who received the January issue of ME. About ME Through responses to the questionnaire, we were hoping to learn more about you, your interests, and how the magazine could better serve you. Those of you who responded, told us something positive-you look at or read the magazine. Of the 1119 respondents, 1068 or 95.4% indicated that they had read or looked through the November and/or December issues. Those of you who refer to the magazine once are 466 or 42.6%. Those of you who refer to the magazine two or three times are 559 or 51.1%. Those of you who refer to the magazine four or more times are 68 or 6.2%. How much time do you spend reading the magazine? Of those responding to this question: 186 spent up to 1/2 hr 16.6% 590 spent up to 1 hr 52.7% 292 spent 1-2 hr 26.1% 51 spent more than 2 hr 4.6% In an informal survey among our staff, we determined that most people spend 1/2 to 1 hr reading magazines to which they subscribe at home. Does that match your experience? Many of you, 764 or 69.4%, clip your magazine for further reference. Also, many of you, 513 or 64.2%, do not pass your copy on to another reader, indicating perhaps that you are clipping it or receiving the magazine at home. Those magazines that are passed on reach: 2 people - 159 - 20.0% 3-5 people - 95 - 11.9% 5 or more - 31 - 3.9% Answers to what portions of the magazine you find useful indicated that the top three were Industry News, feature articles, and Technical Papers; see Table 1. The "other" category included advertising-display, classified, and employment-Coming Events, product information, Washington Survey, new books, the reader service card, and Engineering Fundamentals. Of those responding, 797 or 75.3% indicated a preference for dual notation of SI (metric) with English units; 228 or 21.5% preferred all SI units; while 34 or 3.2% preferred SI with dual notation of other metric units. Based on the preliminary numbers reported by READEX for this question, the MINING ENGINEERING Committee in February voted to return to a policy of dual notation. This decision has been implemented. We asked for your appraisal of the technical level of the magazine. Of those responding, 78 or 7.4% indicated it is too technical, 147 or 13.8% indicated it is not technical enough, and 836 or 78.8% judged it to have the correct tech¬nical level. In response to the question about whether you like to read an occasional feature that is not technically oriented, 32 said no, but an overwhelming 97% (1024) said yes. This formal literature review identifies strengths and shortcomings of current literature related to mine rescue, self-rescue, and self-escape technology. Key concepts and factors that influence the decision making behind mine rescue and self-escape were identified. Historically, underground mining has been one of the most dangerous occupations due to the harsh nature of working environments. During the latter half of the twentieth century, and into the twenty-first century, mining fatalities have declined, yet large-scale mine emergencies persist. The emergence of new technologies, in combination with evidencebased mine emergency research, is resulting in new training methods, monitoring systems, and self-escape approaches being tried in operating mines. This review identifies areas in which substantial research is being conducted, such as the use of virtual reality and game-based training and areas that warrant further development such as the measurement and information gathering capabilities of unmanned ground and aerial vehicles, as well as emergency management and incident command systems. This paper summarizes the current underground mine rescue and self-escape landscape in the USA, including the breadth and depth of mine rescue and self-escape training and practices as evident in the literature.

The study analyzes the impact of the Continuous Personal Dust Monitor (CPDM) on reducing overexposures to coal mine dust. It compares compliance sampling data before and after the implementation of the CPDM and the 2014 MSHA dust rule. The results indicate a significant reduction in the percentage of samples exceeding the dust standard for various mining occupations, highlighting the effectiveness of the CPDM in improving miners’ health and safety.

The Western Mining Resource Center (WMRC) at the Colorado School of Mines (CSM) received a grant from the National Institute for Occupational Safety and Health (NIOSH) to perform a study that will help reduce the amount of respirable dust generated from the cutting of coal. The study is based upon laboratory testing and field experience. This information is being used to develop a new cutterhead design in conjunction with Joy Mining Machinery. The new cutterhead design is being evaluated with existing computer models developed at CSM. The new continuous miner cutterhead will be tested at the Twenty Mile Coal Company’s Foidal Creek Mine. Baseline testing with the current cutterhead will also be performed. This paper presents laboratory test results, design methodology, and test results performed to date.

Introduction Examining the short- and long-term job prospects for engineers in the coal industry might include looking at coal tonnage projections, future export markets, federal regulations, and the decrease in overall graduates. But coal is the US most competitive basic industry. As such, why not go back to basics? That is, there are three basic challenges that need to be faced by students, faculty, and members of the coal industry. These challenges are counseling, career placement, and professionalism. Counseling Counseling can include elementary, high school, and college students, as well as individuals already employed. But what happens to students after they have selected a course of study at a particular university? As shown in Fig. 1, only 87,000, or 7.25% of our graduates have technical degrees. Generally, there is a strong market projected for these engineering graduates. However, many students who have majored in other nontechnical curriculums, have to scramble for jobs. This says something about our ability to make students aware of where the real job opportunities are. As a student spends four or five years pursuing a degree, he or she is looking for professional guidance. The student has the right to expect "real world" counseling - counseling that is not "the way it should be" but "the way it is." The influence of faculty members is significant. They should take this long opportunity to tell students not what they want to hear or what the problem's of academia or the industry are, but what the real job market is all about. If faculty do not use this opportunity, they in-advertently-through omission - mislead their students. Once a student graduates and is a working alumnus, faculty should take advantage of their relationship with the student and continue to stimulate conversation leading to a two-way exchange of ideas and information. Faculty should also encourage and solicit financial support for their mining departments from their alumni. These monies, in many cases, will be matched dollar for dollar or more, depending on the company the alumnus works for. In the private sector, the responsibility is to communicate with faculty and students. Alumni can be effective by participating in this two-way dialogue with their professors at meetings, technical seminars, and conventions. In many cases, alumni will employ summer or co-op students in their organizations. While getting to know these students, industry members should level with them on where the true opportunities are and what it takes to be successful. The Toulon South Tunnel in France is the second part of a project started 20 years ago. After the problems and delays suffered during the construction of the North Tunnel, due to a complex geologic context of highly fractured and soft rocks under a highly urbanized environment, a very dense automatic monitoring system was implemented to control the settlements of surface (more than 1000 points), the structures adjacent to the tunnel alignment and the underground galleries being constructed. The latest automatic instrumentation systems were installed, using for example AMTS capabilities in terms of ?automatic prismless settlement monitoring?. All the data (geotechnical, structural and geological) was gathered in a global automatic data acquisition system and continuously available on a web based interface. Three different threshold levels (notification, anomaly, alert) were set up, each one with a differential and an absolute value for settlements. Depending on the actual geological site conditions and the actual monitored settlements, different supporting systems and excavation techniques were used. Furthermore, the monitoring data was also used to predict and anticipate the future settlement, by comparing it continuously with the theoretical Peck settlement curves. This method allowed a better risk management by limiting the settlement on existing structures and helped to secure the Works progress schedule, for a project that lasts from July 2007 to March 2011. The implementation of this observational method application is presented in this paper.

Independent natural resource Valuers are an essential link between miners and mineral explorers on the one hand and the finance industry on the other. Investors (and regulators) expect the mining and financial industries to be vigilant against the use of inappropriate methodology or use of illogical steps within the chosen valuation method. The Australian Corporations Law generally requires an Independent Expert Report to support mergers and takeovers (as well as for capital raising activities). The introduction of the VALMIN Code (1998) by The Australasian Institute of Mining as Metallurgy, has meant that such Reports, when prepared in compliance with it, are now much more comprehensible and reliable than before. This is because the key requirements of the Code are for transparency and materiality in the Technical Assessment and Valuation Reports prepared in connection with the transaction involved. Transparency is particularly important because it allows the reader to identify and understand the assumptions made to derive a value and to then form a view as to the reasonableness of the result. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Where the reasoning is patently illogical or the inputs are chosen to achieve a particular result, the estimated value must be viewed as virtually worthless. Experience, qualifications, competence and repute are the hallmarks of a professional technical auditor and valuer.

The final tunnel lining for this project involved pumping vast quantities of concrete over large distances under the extremely busy streets of lower Manhattan. Approximately 68,000 cubic meters (89,000 cubic yards) were pumped from various locations over 152 meters (500 feet) below ground (Figure 1) to create nearly 14.5 kilometers (9 miles) of 3.05 meter (10 foot) diameter tunnel. Total distances pumped exceeded 1,645 meters (5,400 feet) horizontally after a vertical difference of over 152 meters (500 feet). The urban setting of the operation, coupled with the long distances over which concrete was pumped, created many problems which had to be dealt with along the way. A three-shift labor operation was implemented to allow sequential pouring of tunnel sections nearly every day. The fine tuning of the mix design was critical to make this operation successful.

Hydro-Jex© releaching was undertaken during the summer of 2010 at the Valley Leach Facility (VLF) at AngloGold Ashanti?s Cripple Creek & Victor Gold Mine. Several advancements to the technique were made in response to the technical design and operational challenges posed by the unique site conditions. New geophysical resistivity monitoring techniques were developed to monitor solution migration during the injections. These developments are presented along with discussion of gold production resulting from the project.

The development of forced aeration as an approach to enhancing copper sulfide leaching is traced from its earliest development up to present day operations using this technology. Both large-scale field tests and commercial operations are covered. The historical portion is preceded by an introductory discussion of the role of air (oxygen) in sulfide leaching. Sufficient aeration may be achieved via naturally induced convective airflow. However, cases are identified where this is insufficient, leading to retardation of the sulfide leach rate. For these situations, forced aeration may be beneficial. The historical portion of the paper focuses on the major field tests that have been conducted in Montana, Nevada and Utah, along with commercial operations in the United States, Australia, Chile and Peru. The paper concludes with some general comments about the applicability of forced aeration, which are based on the information developed to-date.

Chemical and mineralogical data on 25 apatitic phosphate ores of diverse origins from commercial deposits around the world were widely variable. From 14 to 18 chemical constituents of each sample were determined, and each sample contained 4 to 10 mineral phases. Altogether there were 34 different mineral phases, many of which occurred in only one sample. The samples contained varieties of francolites, fluorapatites, and mixed hydroxyl-fluorapatites. The apatite compositions calculated from the chemical data showed that certain types of substitutions were characteristic of different apatite varieties, but every variety had some degree of substitution of (CO3)2 for (PO4)3 and the P2O5 contents of the apatites ranged from 35.1% for a North Carolina apatite to 41.9% for a Missouri apatite. In a concentrate with a grade of 32% P2O5, the North Carolina sample should contain about 8.7% gangue and the Missouri sample about 23.7% gangue. To optimize the digestion process of a phosphate are, it is necessary to consider the dissolution behavior of the different mineral phases during acidulation and the effects they may have on the chemical properties of a fertilizer intermediate. In the production of wet-process acids or superphosphates, the acidulation of certain minerals may cause foaming and formation of sludge, filtration, corrosion, and handling problems.

The demand for phosphate will continue into the future, because phosphate is currently irreplaceable as a plant nutrient and in many chemical applications. Phosphate is not recycled, so the supply must be replenished through a process of mining and purification. The most energy intensive part of the process, separation of phosphate from the ore, requires 54 to 78% (depending on the method used) of the estimated 0.5 quads of energy consumed by the U.S. phosphate industry. This paper provides data from a project designed to determine if a biotechnology can be developed to separate phosphate from its ore. Several hundred microorganisms (both bacteria and fungi) capable of solubilization of phosphate ore have been isolated from the environment. Work is ongoing to determine the mechanism for solubilization. In addition, how these organisms could be used in a bioprocess is being investigated.

In 2010, MSHA began holding hearings on a new coal mine respirable dust rule, which proposes a 1.0 mg/m3 standard, a separate 0.1 mg/m3 quartz standard, and the use of single-shift samples for compliance. Small mines largely comprise the ?hot spots? where dust diseases of the lungs increased dramatically over the past decade. This paper presents findings on the feasibility of small mines? compliance with the proposed new 1.0 mg/m3 standard. It gives probabilities of noncompliance by MSHA district, seam height, and selected ?hot spot? counties. Because silicosis and respirable quartz dust appear to be the primary issues related to a recent doubling of the prevalence of dust diseases of the lungs, multiple regression models for prediction of the average total quartz content of compliance samples are given. These findings have significant implications on the need for better dust control methods.

Potential air emission impacts to federal Class I areas from distant sources are receiving increasing scrutiny by federal land managers (FLMs). This paper provides summary results of the impact analyses conducted for FLMs and PSD permitting of a proposed expansion for a taconite processing facility. Results from air quality increment, acid deposition, mercury deposition, and visibility analyses for Class I areas located 50 to 162 km from the facility showed the project would meet the respective regulatory and guideline values for the specific analyses. During the course of the air quality analyses, potential new requirements from the FLMs’ Air Quality Related Values Workgroup (FLAG) efforts and USEPA’s Regional Haze Program were brought into the PSD discussions. The implications for these future guidelines and regulations as they may affect future expansions at other mineral processing facilities are also discussed.

The El Sauzal gold-silver deposit is a high-sulfidation, epithermal precious-metals deposit hosted by an east-dipping sequence of dacitic and rhyolitic pyroclastic and debris-flow units of probable Oligocene age. Total gold production since startup in late 2004 is approximately 450,000 oz. of gold. Above the sulfide boundary gold is mainly disseminated as small grains interstitial to alunite, kaolinite and quartz. The majority of the ore is found in quartz-alunite-kaolinite altered rock that mantles tabular to irregular silicic cores of vuggy, residual quartz ±kaolinite ±dickite. Grade domains are modelled as subhorizontal to east and southeast-dipping. Higher-grade domains cut across alteration zones and also coincide with transitions from vuggy quartz to quartz-alunite-kaolinite. The highest grades are commonly found marginal to vuggy quartz in transitional, hematite-rich quartz-kaolinite and quartz-alunite-kaolinite rock.
