Although mining is currently one of the smallest academic units on the Colorado School of Mines(CSM) campus, it is alive and well, with nearly 100 undergraduate and graduate students. For many years, Mines has had undergraduate and graduate programs in hard-rock mining. The school has recently transferred its physical mineral processing activities to the Mining Department. The program has also expanded to include tunneling, underground construction and industrial minerals. There are current discussions about increased research activities on cement and other construction materials. The Mining Department also teaches its share of what is called the “distributed core” courses with curricular requirements common to related programs, as well as mining safety and health, in conjunction with our continuing education department.

THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. Asset availability has been a longstanding objective in mining and mineral processing plants around the world. Enormous resources in both dollars and manpower are invested in improvement efforts to achieve higher asset availability. One dimension of asset availability is the time equipment is out of service for large scale planned maintenance activity: grinding mills, kilns, furnaces, mobile equipment, shovels and draglines are all regularly taken out of service for extended repairs and service. The speed, cost and quality of these planned outages provide an opportunity to increase asset availability. Equipment shutdowns are projects that are executed in a compressed time period. This paper will describe how the overall time and cost of equipment shutdowns were significantly reduced at Cliffs Natural Resources Michigan Operations (CNRMO) through the introduction of the Critical Chain Project Management techniques.

"The development of indicators to assess the sustainability of mineral raw materials operations is amajor task with respect to its actuality and difficulty. This holds true even more when dealing withenvironmental indicators.The use of existing environmental indicators in the mineral raw materials industry leads to false orat least distorted results. Therefore the Institute of Mining Engineering I from the RWTH AachenUniversity developed indicators and an assessment system for the mineral raw materials industryon operation, company and sector level on behalf of the Federal Ministry of Economics and Labour(Bundesministerium für Wirtschaft und Arbeit, BMWA) and the Federal Institute for Geosciencesand Natural Resources (Bundesanstalt für Geowissenschaften und Rohstoffe, BGR).In total 30 indicators were defined and designed to assess the performance of the mineral rawmaterials industry in terms of sustainable development, 10 indicators for each pillar (economical,ecological and social pillar).The following paper describes some of the results focussing on the development of environmentalindicators. These had to be adapted or completely new designed in order to match the specificcharacteristics of the mineral raw materials industry."

INTRODUCTION The Point Lepreau nuclear generating station was constructed in the late 1970's and early 1980's by the New Brunswick Electric Power Commission. Point Lepreau is a small peninsula on the north shore of the Bay of Fundy, about 55 km west of St. John, New Brunswick. Cooling water for the plant was to be obtained from and discharged into the Bay of Fundy by the system of shafts and tunnels illustrated in Fig. 1. The design engineer for the cooling water system was Albery, Pullerits, Dickson and Associates, Ltd., Toronto. Ferrera-Resco Ltd, Windsor, Ontario, was contractor for construction of the cooling water shaft and tunnel system, which was done between 1976 and 1979. The senior author was project manager for Ferrera-Resco, the junior author served as consultant to Ferrera-Resco on evaluation of certain geotechnical questions which arose during construction. SITE CONDITIONS Geology Except for limited overburden soils at the onshore shaft sites, the tunnels and shafts were constructed entirely in Triassic conglomerate, sandstone, and siltstone, with some shale interbeds. The bedding strike averaged about N6°E, The dip was to the west at about 30° along the Discharge Tunnel and 40° along the Intake Tunnel. Rock along the Intake Tunnel was mostly sandstone and siltstone and more thinly bedded, with RQ D generally in the range of 50 to 60%. Rock along the Discharge Tunnel tended to be coarser sandstone and conglomerate and more thickly bedded, with higher RQ D averaging about 80%. In addition to bedding joints, two other joint systems were identified

ME?s Arizona Conference was held at the Hilton El Conquistador resort in Tucson on Dec. 2 and 3, 2007. The annual conference is organized by the Arizona Conference Board of Directors, which represents SME sections in Arizona and adjacent areas. The conference provides an opportunity for individuals and corporations associated with mining in the region to get together once each year to discuss the status of the industry. The 2007 meeting featured a keynote address, a distinguished lecturer and more than 25 technical papers that were presented in seven sessions. The sessions included environmental, geology, safety, metallurgy, mining, new projects and a special session on Mexico. Topics covered included mine closure, sustainable mining, exploration methods, health and safety issues, mining equipment and drilling. Much of the discussion at the conference concerned major new developments in the region?s copper mining industry. For example, Freeport-McMoRan?s new Safford Mine and BHP Billiton?s Pinto Valley restart were the topics of technical presentations. There was also much discussion among the attendees on the current and future price of copper, community relations, education issues and recruitment concerns. At the time of the conference, the price of copper hovered around $3.30/lb, up considerably from the 61 cents/lb in late 2001, when the industry was being challenged by world market conditions and a weakened domestic economy. Since then, strong demand from China helped push copper prices to record levels that at one time reached as high as $4/lb. The general consensus among the attendees is that the current price of around $3.30/lb will continue through 2008. Most attendees also expect increased corporate investments in the industry to continue. Copper mining in Arizona has been a major industry since the 1800s. In 2007, Arizona was the leading copper-producing state in the United States and produced more than $5 billion worth of copper. The copper mining industry in Arizona also produces byproduct gold, silver and molybdenum. Arizona is the second largest molybdenum producer in the United States.

Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world's best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. Geotechnical conditions exposed by the phased exploration programs have had a major impact on the selection of excavation and support methods, dewatering requirements, size of openings, vertical alignment, and estimated cost of construction for the Beacon Hill Tunnel and Station section of the “Link” Light Rail. Beacon Hill is comprised of a very complex glacial geology, including numerous slickensided fractures, injected sand dikes, and multiple perched groundwater levels as revealed by a phased boring program and exposed in a test shaft. The Geotechnical Baseline Report (GBR) presents this complex geology along with a “tool box” of alternative additional support systems to accommodate the varying ground conditions during construction of the station excavation. Additional explorations will also be accomplished during construction to further refine the geotechnical interpretations and provide an opportunity to use pro-active ground improvement techniques to optimize the station excavation and support requirements.

Introduction Hydrometallurgical solvent extraction (SX) processes – featuring large quantities of combustible or flammable organic solvents - are common in the mining industry for recovering non-ferrous metals such as copper, nickel, cobalt, uranium, tungsten, iodine and lithium. Recent fire loss incidents and the widespread use of sub-grade tank farms and piping trenches, plastic piping, poor drainage, and closely spaced buildings demonstrate opportunities to improve the use of Inherent Safety (IS) in this industry. The mining industry has designed and constructed facilities with an emphasis on personnel safety, production efficiency and cost effectiveness. The use of IS to eliminate or minimize property fire exposures has not seen widespread practice. Lessons learned from the mainstream CPI have not been communicated or applied. As an example, copper SX plants have consistently used design of gravity flow as a cost and production-effective solution for transferring liquids and minerals through the process. In fact, Jergensen1 recommends to “utilize gravity to the fullest extent possible” in design of SX plants. This philosophy has been achieved by laying out SX plants with process equipment at different grade levels so that solutions can flow “downhill”. Because of the use of large quantities of flammable liquids and the potential for these liquids - if released – to flow unimpeded into other areas – gravity SX processes represent severe inherent fire consequences unless costly barriers, drainage and channeling are also provided. It appears that little thought has been given to the fire protection consequences and challenges of this design feature during the evolution of SX plants and most copper SX plants constructed today use some form of a sub-grade processing area (tank farm) and one-way gravity flow. While this layout is used to assure a cost effective operation it has resulted in significant exposures to high value production. The use of sub-grade production units is an inherently unsafe layout where flammable liquids are used and is a layout that would rarely if ever be used today by the mainstream CPI. Gravity-assist layout is only one example where copper SX plants have been designed and constructed without IS in mind. The use of combustible and frangible corrosion-resistant materials – such as glass, wood and plastic - for flammable liquid storage, processing and piping systems has significantly increased the hazards of these facilities. These materials of construction are not rigorous and allow for rapid failure and release of flammable contents during fire exposure. The use of combustible or frangible systems to handle or transport flammable liquids is not a practice seen today in the CPI.

Loaders and dump trucks are the most commonly used surface-mining equipment. Negligence of the safety-engineering aspects of dump trucks may result in serious accidents in a mine. A reduction in the risk of an accident due to the deployment of trucks can he achieved by engineering analysis, risks assessment, improved safety features, active safety devices, condition-based maintenance, in-built protection systems, etc. This paper presents some cases of accidents in Indian surface coal mines and advocates a systems approach to safety.

Silver, copper, and zinc are commonly known elements with antibacterial and antifungal capabilities. Attempts have been made to dope silver on minerals, glass, and ceramics and the resulting materials have been investigated for their antibacterial and antifungal properties. Since silver is expensive and very reactive, silver doped materials have been found inappropriate in some applications. Copper-vermiculite is investigated as an alternative. Vermiculite has high cation exchange capacity on the magnesium ion in the crystal structure. Copper ion may have a high tendency to replace magnesium because of similar charge interference and ionic radius. Copper-vermiculite is prepared by reacting vermiculite and copper chloride solution. By impregnating copper ions into the nanometer openings between the layers of vermiculite, it is possible to render the composite with antibacterial functions if the copper ions could be released gradually from the composite. The antibacterial efficiency of Cu-vermiculite against Escherichia coli was studied using the Halo method. The results show that Cu-vermiculite is effective for preventing the reproduction of the bacteria. Heat treatment of Cu-vermiculite at up to 400°C does not show significant changes in antibacterial activities.

Analysing a flotation plant?s operating performance requires accurate metallurgical sampling. Typically, the aims of performing flotation plant surveys are to establish a consistent and accurate understanding of the operation of the circuit as well as to identify potential areas for improvement. Once the data have been collected, a mass balance is required to provide a consistent set of data from which plant performance can be assessed. Mass balancing is a key skill that many metallurgists and mining industry professionals are familiar with. Mass balancing reconciles the feed and product streams throughout the plant and is sometimes used for accounting of the material entering and leaving a system (eg. JKMetAccount). However more common reasons for mass balancing are: better understanding of the flowrates within a system, assessing the quality of data obtained from sampling and surveys, and providing a key dataset for assessing and improving the performance of unit operations. Mass balancing requires practice and experience to determine if the results are reasonable. There are various software programs available to assist in the mass balancing and understanding of processing plants. This paper is focused on JKMultiBal initially developed by Gay (1993), and then later commercialized by JKTech. JKMultiBal in its current release is for balancing data in both one and two dimensions, i.e. balancing data on either sized or assay bases as well as size-by-assay. With the recent trend in flotation circuits becoming more complex, JKMultiBal has been used to gain a better understanding of the processes occurring within the circuit. This paper provides a description of the program as well as several case studies where the two-dimensional mass balancing has resulted in improvements in plant performance.

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world’s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards decarbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain, or Germany are only forerunners of this development—their centuries of coal production have been finished. The concept of sustainable development (SD) is fundamentally based on a model of progress where ecological, economic, and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as how can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry’s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia, and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the U.S. could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the U.S., with Australia’s internationally respected VALMIN Code providing the benchmark. In the U.S., the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its antiquated rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The U.S. is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia’s VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the U.S. should work jointly on updating VALMIN for global use.

Phosphogypsum is a byproduct of the manufacture phosphoric acid. There are approximately one billion tons of phosphogypsum stored in stacks in northern and central Florida. The Florida Institute of Phosphate Research (FIPR) is investigating potential uses of phosphogypsum. These include using phosphogypsum as a road base material, as a soil amendment in agriculture, as a daily cover in landfills, and as a construction material. The results of this research will be presented and will be discussed in light of regulatory barriers to the use of phosphogypsum.

When Bridger Coal Company transformed their operations from surface mining to an underground longwall operation their plans included not only the addition of new mining equipment but also surface fans for a blowing (supply) air ventilation system. The original system concept included a propane gas fired air heater to preheat the intake air during cold weather and a dual parallel fan and duct system. One fan operated to ventilate the mine while the other fan was for stand-by emergency operation. Equipment proposals were submitted in March, 2005 based on the dual parallel fan system. Discussions conducted during the equipment selection process revealed that several alternative system design concepts were available. The alternative concepts included innovation features that not only saved space and cost but also reduced operating expense as well. Many of the features were incorporated into the final design of the system. A comparison of the original system concept and final installation design are presented in the paper in addition to details of the features and the derived benefits.

A mine fire is one of the most challenging safety issues facing a mine operator and can occur at any location underground. The National Institute for Occupational Safety and Health (NIOSH) and the Twentymile Coal Mine, Colorado, conducted in-mine experiments to determine the capability of high-expansion foam for addressing underground fires. The tests were conducted in sloping entries with high-capacity diesel-powered foam generators. The following results were observed: a well-designed, maintained, and properly operated high-expansion foam generator can propagate a foam plug hundreds of feet in steep upward sloping (20 pct) multiple entries against a ventilation pressure; stoppings and partitions designed to contain the foam plug in upward sloping entries must be substantially constructed; and the predicted quantity of foam concentrate can be significantly less than the actual amount used due to foam losses, such as bubble breakage on dry surfaces. This paper describes the production of high-expansion firefighting foam and discusses the in-mine experimental tests and results. "Within the energy concept of the German government, the operating time of nuclear power plants was initially extended from about 8 to 14 years. It is planned, however, that every power plant will gradually be decommissioned until 2025 and that simultaneously the amount of renewable energies will successively be expanded. According to the political state, nuclear energy is a discontinued model. Looking at the global energy market, though, an obviously opposed development can be observed. At the moment, 443 nuclear power plants are running worldwide and further 62 facilities are being built. These about 500 nuclear power stations have to be supplied with nuclear fuel right now and in the future. The present paper will describe the worldwide use of nuclear energy, the extraction of the nuclear fuel uranium and in detail the available and predicted resources of uranium. The conclusion of the paper is the statement that uranium as nuclear fuel is no scarce resource but sufficiently available."

The economic advantages of large diameter ball mills can be compromised by unexpected capacity limiting conditions. These arise because media rotational flow to ore axial flow ratios, and the number of mill revolutions that ore is subjected to during residence, are both inversely proportional to mill diameter. Because of this, mixing efficiency and grinding kinetics may decrease and become capacity limiting when mill diameters reach a critical range. There are two possible scale-up problems involved in the design and use of mineral processing machinery: • Selecting the size and operating conditions for available larger equipment, to insure that operating results will match those obtained with smaller units; or •Extending the size ranges of equipment beyond existing limits. Previous research at Columbia University into flotation machine hydrodynamics has demonstrated the importance in scale-up of internal flow relationships; these perform a similar role in grinding (Arbiter and Harris, 1980).
