This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.

South Africa remains the largest global producer of gold, accounting for 11.3 per cent of total world mine production, which amounted to 2520.2 t in 2005. The benefits and disadvantages associated with hedging practices in general, and among South African gold producers is examined. The wide variety and unique nature of risks faced by the mining industries provide a strong case for hedging. Only the principles of hedging, such as selling ounces of gold in the ground at a pre-agreed price for delivery at a future date as a cost-effective mechanism for price risk management, is discussed. Progressive and cumulative increases in the volume of forward sales in the major producing countries are considered by many to be the cause of the declining gold price over the past decade. In spite of negative publicity, forward selling continued as an industry-wide practice until recently (2002) when the global hedge book contracted by 352 t; contraction amounted to 158.6 t in first quarter of 2006. The objectives and benefits of hedging include continuity and stability of cash flows, stability in price achieved, reduction of frictional costs, and creating an effective management tool. The importance of a defined hedging strategy in reducing uncertainty about the hedging objectives is essential to a successful hedging policy. Historical patterns in hedging revenues at an industry level indicate five distinct periods during which the fortunes of hedgers have fluctuated. Finally, since 2001 the rising gold price and reduced price volatility through the consolidation in the global price means that the need to stabilize revenue flows is less urgent. This has meant that hedging is becoming progressively less important for the mining industry at large.

This paper provides an overview of possible approaches for structuring the ventilation systems for mines that will become operational within the next decade. Features addressed in the paper include: aspects of airway design and layout in the absence of centralized vertical return shafts, the impact of using diesel-powered trackless equipment in conjunction with conveyor belts in the development and production phases of the project, and the need to balance increasing electrical power costs against the requirement for reduced capital expenditure. The paper provides brief descriptions of the strategies employed in real-life situations and presents an overview of various operational parameters affecting the design of ventilation systems that will be used as ?platforms? for much deeper mines in the future.

The use of water-cooled copper components as sidewall elements of submerged arc furnaces and other pyrometallurgical applications has become increasingly common. The high cooling efficiency of copper has made it possible to increase the service life of furnace refractories when compared to conventional refractory linings. However, even the self-healing effect of ?freezing? worn areas of the lining does not necessarily protect the copper coolers against wear or corrosion completely. In order to avoid furnace explosions, various methods have been used to monitor the wear of coolers. Unfortunately, these have not been able consistently to identify localized wear. Thos Begbie (South African) and SAVEWAY (German) jointly developed technology to embed a line sensor into the copper cooler during the casting process. This system allows an exhaustive monitoring of the copper cooler. A SAVELINE sensor is placed inside the copper-cooling panel between the water-cooling passage and the hot face of the panel. The sensor follows the meandering shape of the cooling water channels. In the first instance, the sensor provides analogue information as the thickness of the copper reduces. Secondly, this wear signal will be confirmed by a signal of interruption if the sensor is washed away. Because of the structure of the sensor, a self-diagnosis is possible and indications can be confirmed (double proofed).Subsequent to the manufacture of some test pieces, coolers for a large submerged arc furnace were manufactured. The sensorized coolers have been installed at the intermittent surface (slag line) where the largest amount of corrosion has been encountered. The system has been operating since December 2005 in what is considered one of the largest submerged arc furnaces in South Africa. The aim of short-term production scheduling is to decide which blocks of ore and waste to mine in which time period (shift, days, weeks or months) so that several operational and geometrical constraints can be satisfied simultaneously. Since 1960s several mathematical programming approaches were developed for solving production scheduling problems that are based on a combination of various operational research approaches such as linear programming (LP), integer programming (IP), dynamic programming (DP), etc. A number of models have been developed in the past three decades but some models have limited application especially to geometrical mining constraints. One of the geometrical constraints is block accessibility. All blocks must be accessible to mining equipments on the same bench. In this paper a binary integer programming model is developed in order to incorporate block accessibility constraints in an efficient manner. This mathematical model insures that each block has been open and can be loaded and transported easily by shovels and trucks.

Fine phosphate feed is considered to be slime and normally disposed of as a discard in settling ponds or dumped as landfill. The purpose of this research was to establish whether commercially acceptable qualities and yields could be obtained from this material using dry separation methods. The results obtained from the electrostatic separation of <105 µm phosphate ore are presented. An existing separator was upgraded in order to improve on product and flotation concentrate recovery, to test different mineral, and to reduce particle residence time between the charging chamber and the separating zone of the separator. The operating conditions were varied according to the charges imparted to the particles in the electric field, and according to other device parameters. Parameters such as splitter position, charge reversal, rotation speed, charging voltage and separating voltage. The <105 µm phosphate feed was concentrated under both triboelectrification and inductive charging. The use of inductive charging and charge reversal resulted in a significant increase in grade for <105 µm phosphate feed, with the P2O5 grade increasing from about 12 per cent to 20.50 per cent, and a recovery of 26.30 per cent under a single stage of separation. It was found that better separation was achieved at rotation speed of 6000 r/min, -8 kV charging voltage, and 25 kV separating voltage.

It has previously been observed that industrial high-titania slags display a compositional invariance, remaining close to stoichio-metric M3O5. The present study focuses on this invariance and the phenomena which may cause it. The invariance was studied using thermochemical calculations and a mechanism is proposed for the observed behaviour. The mechanism suggests that a combination of thermochemical equilibrium and transient slag solidification and melting results in the observed compositional invariance. The proposed mechanism provides new insights and prompts questions about other mechanisms in the smelting process.

This paper summarizes the results from a project aimed at adapting scroll centrifuges for application to the dewatering of flotation concentrates. The main impetus for the project was to reduce the high cost and footprint size of the technology currently used to dewater fine coal. The technical challenge was to enhance solids capture by incorporating a laser-cut screen into the design of the basket. The project has shown that a pilot-scale scroll centrifuge can be used to dewater froth concentrate. A number of different basket designs were tested, the best results being achieved with a basket comprising a laser-cut screen of aperture 70 µm. The best result on a sample of untreated flotation concentrate, which was taken from the open trough flotation cells at a coal preparation plant (CPP) in NSW was a solids recovery of 82 wt% at a product moisture of 24.3wt%. By comparison the best product achieved with a conventional wedge wire basket was a similar moisture content but solids recovery was only 64 wt%. This could only be achieved after the feed had been artificially thickened. Conditioning of the centrifuge feed with polymer flocculants led to an increase in recovery up to 88 wt% with a moisture content of ca 25 wt%. It is thought that optimizing additive selection and conditioning parameters, as well as screen aperture and open area, could improve performance still further. The results were obtained using centrifuging conditions (centrifugal force, feed solids, feed rate) in the pilot-scale machine which should be possible to translate into conventional designs of commercial scale machines, without downgrading solids throughputs. However only with full-scale trials will it be possible to establish this assertion with certainty.

The proposed Gautrain Rapid Rail Link (GRRL) will require approximately 15 km of double or twin high-speed rail track tunnels located for the greater part beneath the northern suburbs of Johannesburg, including Houghton, Rosebank and Sandton. During the Environmental Impact Assessment (EIA) it became clear that potential surface vibration above and in the vicinity of the tunnels was a matter of serious concern to the residents of the affected properties and that the impact required assessment. The general method proposed is based on a US Department of Transportation, 1998, publication in which abase vibration curve derived for typical high-speed passenger trains is adjusted for the topological, geological and other features to predict the surface vibration and the associated ground-borne noise. The predictions indicate that some isolated areas might be impacted but that the impact will likely be limited, and it is possible to mitigate the impact using suitable track construction methods and track support systems.

Fluctuating SO2 gas streams represent a difficult task for designers of SO2 removal systems (with respect to designing the plant), but in spite of the designers great efforts to solve the problems, the operation of such plants requires much care and attention. A fluctuating gas flow usually results from metallurgical smelting processes. Both gas composition and gas flow rate may vary. The first part of this paper outlines some existing technical solutions and presents the Pros and Cons of the different solutions. These solutions outline are: - Sulphuric acid plants operated with a preheater permanent in operation - Sulphuric acid plants with concentration increase of SO2 gas either using regenerative SO2 removal or cryogenic partial condensation of the SO2 - Sulphuric acid plants with additional burning of sulfur to increase SO2 content - Single-stage sulphuric acid plants followed by a tail gas system (which is) designed for periods of low SO2 input In the second part, this paper describes some existing technical solutions for removal of SO2 at low concentrations (i. e. less than 0.1 - 2 %-by volume), which could be used as tail gas treatment system for acid plants. While selecting an appropriate solution, special attention should be given to operating costs, which usually to a large extend depends on the type of absorption agent and the costs for disposal of the sulfur compound produced.

Alloys used at high temperature must resist both creep and corrosion. Design for corrosion resistance is based on the formation of a slow-growing, protective oxide scale by selective oxidation of an appropriate alloy component, usually chromium or aluminium. A successful scale will exclude other corrodents, notably carbon, which can otherwise cause extremely rapid corrosion at high temperatures. Selective oxidation of an alloy component necessarily lowers the concentration of that metal in the alloy subsurface region. Under thermal cycling conditions, mechanical damage to the scale leads to renewed oxide growth and accelerated alloy depletion. Eventually, a point is reached where diffusion of a corrodent into the alloy becomes competitive with the outward diffusion of alloy metal to repair the protective scale. Two examples of alloy failure by carbon attack are considered. In the steam cracking (pyrolysis) process, centrifugally cast tubes of heat-resisting alloy are exposed to a gas stream of hydrocarbon and steam, at a carbon activity of unity. Formation and repair of the surface chromia scale causes alloy depletion, Kirkendall void formation, and subsequent internal precipitation of chromium-rich carbides. Their formation makes chromia scale formation much more difficult, and generates internal stress. Eventually, the tubes fail by creep rupture. In other processes (e.g. steam reforming, heat treatment), synthesis gases are supersaturated with carbon at intermediate temperatures. Once the alloy&apos;s protective scale is breached, carbon attacks the depleted substrate. In the case of ferritic alloys, it forms a surface scale of Fe3C. As this scale thickens, the supersaturated carbon precipitates as graphite within its outer regions. The resulting volume expansion causes disintegration of the cementite in a process known as metal dusting. In the case of austenitic alloys, no metal carbide is formed. Instead, carbon dissolves in the depleted metal to diffuse inward and precipitate as graphite within the metal matrix. Again, volume expansion causes disintegration of the alloy, and metal dusting results. Dusting occurs at an extraordinarily rapid rate, and leads to failure by section loss or even penetration.

Mining method selection is the first and most important problem in mine design. In this selection some of the parameters such as geological and geotechnical properties, economic parameters and geographical factors are involved. The mining engineer must balance the input parameters and select the method that appears to be the most suitable; mining method selection is both an art and a science. Distinguishing all parameters that have an effect in mining method selection and in the determination of weighting factors of any parameter is a difficult task in an ordinary environment. This paper attempts to determine important parameters that impact on the mining method selection and demonstrates the calculation of the weighting factors for each selected parameter. This study has been directed to the research of a methodology for the selection of an optimal mining method. Different fuzzy methods are presented as an innovative tool for criteria aggregation in mining decision problems. Two methods of fuzzy multiple criteria decision making are used for selecting the optimal method with which to mine anomaly No. 3 of the Gol-Gohar iron mine. This paper finally presents a comparison of the selection methodologies and further discusses the most appropriate method investigated.

Current practice for the recovery of platinum group metals (PGM) from flotation concentrates is by energy-intensive smelting processes followed by separation and refining of the base and precious metals. Energy costs are rapidly increasing in South Africa and this trend is forecast to continue in future years. Moreover, the smelting operations are highly susceptible to deleterious constituents, particularly chromite; and the increasing tonnages of UG2 chromititic ore being mined results in an increasing chromite content of smelter feeds. Hence there is a substantial incentive to assess and implement alternative processes to smelting for the treatment of PGM concentrates. The Kell process is a patented hydrometallurgical alternative to smelting that is totally insensitive to the chromite content of the feed concentrate and comprises three commercially proven unit operations (pressure oxidation leaching of base metals and sulfur, roasting and chlorination of precious metals). The Kell process provides the opportunity for existing and new PGM producers to significantly reduce their energy consumption, and in particular their consumption of electricity, by removing the need to smelt PGM concentrates. Energy costs, greenhouse gas emissions and installed power requirements are also much reduced. Compared with smelting and refining these reductions are calculated as: ? Total energy consumption-50% reduction ? Electrical energy consumption-84% reduction ? Energy consumption costs-76% reduction ? C02 emissions-70% reduction ? Installed power requirement 92% reduction. The data obtained from simple laboratory batch amenability testing can be readily applied to the Simulus mass and energy balance simulation procedure to determine energy and reagent consumptions, equipment selection and process optimization. The applicability of Kell to treating low-grade &apos;dirty&apos; concentrates with high UG2 content as well as to polymetallic concentrates containing base metals as the major payable metals with subordinate PGM means that these savings can also be expected when the process is used for treating a range of concentrate types and grades. Laboratory bias is a universal problem in all branches of analytical science. It results from differences in methods, techniques, equipment, and calibrations between laboratories. Notwithstanding that it is a property that can be measured by the use of standards or by inter-laboratory testing, laboratory bias remains a material issue for the mining industry. There is extensive literature and clear guidelines on measurement from the International Organization for Standardization (ISO) and its worldwide federation of national standards bodies (ISO member bodies) and from the science of metrology. ISO guides cover the manufacture and use of standards. An accessible source of literature covering laboratory quality control comes from the public health sector, particularly pathology. There is little doubt in financial reporting rules about the meaning of materiality. Public reporting guidelines are clear that material matters need to be disclosed for investors. Unfortunately there is currently no clear guidance what to do about biased assay results in mineral industry public reporting guidelines. This paper reviews the requirements for the manufacture and use of reference materials, public reporting requirements in the mining industry, and presents proposals to improve management and reporting of laboratory biases. During galena flotation of Rosh Pinah milled material, metal ions and salts contents of various water resources (deionized, simulated circulated, lead concentrate thickener, lead tailing thickener and borehole) influenced mineral recoveries, upgrade ratios, selectivities, froth stability and flotation kinetics. The various water resources employed during galena flotation caused activation, depression or selectivity effects on minerals due to the presence of different ions in solution. Metal ions in these water resources were adsorbed by the ore, whilst ions associated with gangue minerals (dolomite and quartz) were released into the flotation pulp. Lead concentrate thickener water caused depression of sphalerite and pyrite, increased fast floating fractions for silver, copper minerals, sphalerite and quartz (unwanted), and improved slow floating rate selectivity against pyrite and sphalerite. Lead tailing thickener water enhanced sphalerite recovery during galena flotation (unwanted), and increased fast floating fractions of pyrite. Western borehole water did not affect galena recovery, but sphalerite and pyrite recoveries were unacceptably too high. Ions from copper, lead, and zinc salts tended to release high amounts of ions, such as calcium, magnesium, silicon, and manganese from gangue minerals (dolomite and quartz) during milling. During galena flotation, lead ions depressed sphalerite, pyrite and dolomite at a lead concentration of 400 ppm, but sphalerite was activated at a concentration of 800 ppm. Sphalerite was activated with copper ions (89% recovery, 2.09 upgrade ratio) and depressed with zinc ions (maximum recovery of 25%). This corresponds with findings in previous investigations. Dolomite and quartz were slightly activated with zinc ions. No evidence was found that lead and copper ions activated any gangue minerals during galena flotation. The DEEPMINE Research Programme sought to develop the technology and competence to mine gold safely and profitably at depths of 3 to 5 km. Among the many issues addressed was the stability and support of rockpasses at ultra-depth. It was found that high virgin and mining-induced stresses could cause the walls of rockpasses to spall, leading to the deterioration and failure. A comprehensive programme of numerical modelling was conducted to investigate alternative mining layouts and sequences to ameliorate the problem.

Point-attack picks are one of the most widely used tools for the mechanical excavation of rock and coal. In the literature, some practical formulas have been developed to estimate their performances under varying cutting conditions such as the pick geometry, cutting depth and cutting geometry. In this study, it is shown that Evans?s theoretical model, the most cited in the literature, has serious limitations concerning the changes in the cutting geometry. Analysis of the two independent full-scale linear rock cutting experimental data reveals that both his theory and its recent modification can not fully explain the mechanism of rock breakage under asymmetrical attack. The cutting force predictions made by employing such models are shown to be too significantly weak to be of any service in practice. In this study, a semi-empirical approach was followed by means of which cutting forces under varying cutting geometries could be made. By analysing the full-scale rock cutting test data, prediction equations of the peak cutting force and mean cutting force have been developed. Comparisons of laboratory determined and predicted force values indicate that the suggested prediction equations are applicable to quite different rock materialsm which have uniaxial compressive strength in the range of about 30?170MPa, and valid for different cutting geometries. It is also shown by regression analysis that the established prediction equations are statistically significant.
