The effect of the reactivity of lime on desulphurization efficiency in the basic oxygen furnace A. A. HEJJA, Dipl. Ing. (Budapest) (Visitor) D. D. HOWAT, B.Sc. (Glas.), Ph. D., F.I.M. (Fellow) P. R. (Member) The iron charged to the basic oxygen furnace at the steel plant of Highveld Steel and Vanadium Corporation has a relatively high sulphur content. Considerable emphasis is therefore placed on the reactivity of the lime. An investigation of the lime used at the steel plant showed that its reactivity had deteriorated considerably both during transport from the supplier (Northern Lime Company) and during storage and handling at the steel plant. The deterioration on the steel plant is the more severe, and is due to hydration and carbonation. Rapid deterioration is a characteristic of highly reactive lime when exposed to the atmosphere. Plant tests showed that the desulphurization efficiency decreases with a decrease in the reactivity of the lime. The addition of slag rich in manganous oxide to the furnace considerably improved the efficiency of desulphurization that can be achieved with limes of lower reactivity and with lime that has deteriorated. A decrease in particle size of lime of lower reactivity greatly increased the desulphurization efficiency. Less lime of higher reactivity is required for the same degree of desulphurization to be achieved. Lime of higher reactivity gives rise to slags with lower ferrous oxide contents and hence the steel yield is increased.

Mr Chairman, members of the executive committee, the sub-committee, distinguished speakers at this opening plenary session, delegates, affiliates, ladies and gentlemen. It is with pleasure that I have been called upon today to make these opening remarks and officially welcome you al at this auspicious assembly, the Fifteenth Congress of the Council of Mining and Metallurgical Institutions. Not only am I pleased to open the proceedings at this plenary session but for me to do so at Sun City in the North-West Province makes me doubly pleased. It is my wish that al delegates and their companions will enjoy the activities that are planned throughout the Congress and leave here with minds refreshed and stimulated by the technical sessions and memories enriched by being in such a unique and truly delightful setting as exists here at Sun City. The mix of delegates present reflects CMMI activities in many countries throughout the world-Australia, Japan, China, United Kingdom and South Africa among others. When it comes to mining and related activities, South Africa has a place at the top, a dominant role in platinum, gold, chromium, vanadium, dimension stone, coal and so forth, and here in the North-West Province we can proudly declare that some 25 per cent of the revenue from minerals in South Africa, namely R47 billion come from this area. Furthermore, we lead in the production of platinum group metals with 94 per cent of South Africa's total sales and thus hold first place in the world, 46 per cent of dimension stone sales, 32 per cent of chromate and 25 per cent of gold sales.

Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractor's and owner's perspectives and focuses on: ? when performance tests are required, ? what type of performance test/warranty is optimum for each type of project, and ? how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between owner's risk and contractor's risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the owner's corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide `common purpose' early in the contract negotiation process.

The general standard of engineering in South Africa will, it is believed, reach new heights after the establishment of the S.A. Council for Professional Engineers (SACPE) in February, 1969. The Council is being created to establish standards for professional engineers in this country and ensure that the quality of engineering is maintained at a high level. In terms of the Act of Parliament under which the new Council will operate, all consulting engineers will have to be registered if they wish to remain in private practice. While engineers who are not in private practice cannot be compelled to register, it will be in their interests to do so, according to a statement issued by Mr M. R. Gericke, chairman of a Shadow Council which is at present preparing for registration and drafting the requirements for registration. Registration is seen as an important move towards maintaining the quality of engineering in South Africa. Engineers will be encouraged to strive for professional status by gaining the necessary qualifications and the varied range of experience required by the Council before registration. All work done by registered professional engineers will have to conform to certain minimum standards. A spokesman for the Council has urged all engineers to ensure that they apply for registration when the Act comes into force in February. The Council is also anxious to gain the co-operation of employers in ensuring that the holders of professional engineering posts will be registered. Full information regarding registration will be sent to engineers throughout South Africa early this year, and announcements will appear in the press.

This paper summarizes the investigations carried out into a defect involving the corners of billets rolled from continuously cast blooms, which broke open during the rolling process. As it was believed that the defect must be connected with the formation of subcutaneous blowholes in the bloom, the investigations were directed towards an understanding of the roles of the three gases involved in the process. In an extensive trial programme, samples were taken from the heat at all stages of processing, as well as from all the raw materials and alloys. The main sources of nitrogen were found to be re blows, pick-up from the alloys added to the ladle (especially graphite), and open-stream casting. The major source of hydrogen was moisture in the alloys, especially high-carbon ferromanganese and silicomanganese. Further, it was established that the moisture content of the alloys is closely related to the appearance of the defect in steels with a carbon content of less than 0,20 per cent; 72 per cent of all the defects were present in this type of steel. Most of the remaining defects were found in steels with a carbon content of more than 0,60 per cent, where the nitrogen content was substantially higher than in the lower-carbon steels. It is suggested that the defect arises from the combined effect of oxygen. nitrogen, and hydrogen. Its occurrence in low- and high-carbon steels is triggered by the formation of subcutaneous blowholes when the critical oxygen level for carbon monoxide blowholes is lowered by the presence of excessive amounts of hydrogen and nitrogen respectively.

Weld pool metallurgy A high level of current interest in welding characteristics and behaviour and in the properties of welds was amply demonstrated by the large attendance at The Welding Institute's 1978 Conference on 'Trends in Steels and Consumables for Welding' and by the overwhelming number of papers offered for the International Conference on 'Arc Physics and Weld Pool Behaviour' in May 1979. Mine ventilation The First International Mine Ventilation Congress was held in September, 1975, in Johannesburg, South Africa, at the University of the Witwatersrand. It was organized by the Mine Ventilation Society of South Africa. Occupational accidents and diseases The IXth World Congress on the Prevention of Occupational Accidents and Diseases will be held in Amsterdam from 6th to 9th May, 1980. Rock mechanics The 21st U.S. Symposium on Rock Mechanics is to be held at Rolla, Missouri, from 27th to 30th May, 1980. Protection against noise An International Symposium on the Protection of Workers Against Noisewill be held in Dresden (German Democratic Republic) from 27th to 30th November, 1979. INFACON 80 During 1970 various South African institutes and associations agreed to organize an international ferroalloys congress. It was recommended that this should be made a continuing forum, where ferroalloy people could meet and discuss matters of mutal interest.

In a first for the diamond industry, Koffiefontein Mine in the Free State, South Africa, opted for the front cave mining method to extract a 90 metre high block of kimberlite ore. Block caving, because of its high initial capital requirements, resulting in a negative internal rate of return (IRR),was ruled out as a feasible mining method for Koffiefontein Mine. Front caving is essentially a combination of the traditional block cave and sub-level cave mining methods, but uses two or more levels of retreating drawpoints. Two extraction levels, in the case of Koffiefontein Mine, are spaced 12 m apart vertically, with the upper 478 m level (48Level) acting as the undercut/extraction level, and the lower 490 m level (49 Level) as the extraction level. Caving is achieved by undercutting a small column of ore, which is then drawn, on both the 48 and 49 Levels, until the planned extraction percentage is achieved. The next column of ore is then mined by advancing the undercut (48 Level), and the process is repeated until the entire ore block is depleted to the contact. Caving-by-gravity techniques of mining rely on closely controlled draw of the caved ore to ensure proper caving action and to minimize the dilution of ore with waste material from the open pit. This paper discusses the need for, and implementation of, a draw control system at Koffiefontein Mine — a computerized production management system, and a draw control system based on linear programming, to allow control over the draw rate and mining sequence — a major factor in all production planning to optimize production efficiency, ore recovery and cave management. Premier Mine (a part of De Beers Consolidated Mines Ltd) which is situated 38 km to the east of Pretoria, has the largest known diamond pipe in South Africa. The mine started operations in1903. The Premier Mine kimberlite pipe is unique in that it is intersected by a 75 m thick gabbro sill at a depth of 400 m below surface. The current mining method used is mechanized panel retreat caving, which has been successfully used to extract ore from the different mining blocks. All caving at Premier Mine is below the sill and failure to exercise good draw control could cause the early ingress of gabbro waste. Draw control at Premier Mine is crucial as it aids in preventing conditions of isolated draw, which results in the early ingress of waste, compaction of the kimberlite and the loss of ore reserves. To assist, an underground vehicle monitoring and control (VMAC) system was installed to enable the effective management of the draw control function. The system has evolved graduallyin collaboration with a local developer. The data accumulated is used to decide the most effectivedraw point loading pattern in order to achieve sound draw control principles. This is achieved as each load can be related back to the draw point of origin. The VMAC data recorded also relates back to specific load-haul-dumps (LHDs), tunnels, ore passes, as well as indications of dates, times and payloads recorded. An interface exists between the VMAC and a draw control linear program. Premier Mine’s VMAC system is not a ‘dispatch’ system but rather a draw control system that caters for Premier Mine’s specific block cave requirements. Premier Mine has realized that successful automation is not dependent on technology alone but rather on the successful implementation thereof.

The large proportion of gangue minerals present in platinum bearing ores in South Africa provides challenges to the flotation and down stream processes. In order to take effective measures to reduce their recovery in flotation an understanding of the mechanisms and factors influencing their behaviour is needed. Typical gangue minerals are pyroxene, feldspar, quartz, chromite and talc. Of these, talc is a naturally hydrophobic mineral and although it is present in relatively small quantities, it has a disproportionate effect as it has a strong froth stabilizing effect, increasing the recovery of other gangue minerals by entrainment. Talc recovery is effectively reduced with the addition of polymeric depressants. Although the other gangue minerals are assumed to be hydrophilic and their recovery by entrainment is expected to follow the water recovery, there is some evidence that they may be activated by the typical reagent suites used. Reagents such as copper sulphate, added as an activator, and collectors are used to selectively induce hydrophobicity on the sulphides. It has been shown that some of these gangue minerals can be activated. This research work investigates whether inadvertent copper activation is mineral specific and evaluates the mechanisms and factors affecting the reversal of activation with the addition of the depressants using electrokinetic measurements, adsorption and microflotation tests. Results are presented that show that the selected minerals do respond differently and that the reversal of activation is dependent on mineral type, depressant type, dosage and ionic strength of the electrolyte.

The issue of evaluating the economic impact of large mineral projects in developing countries was studied by the use of econometric models. The evaluating system is demonstrated by its application to an example from Namibia. Three-dimensional graphics are used to illustrate the procedures leading to an assessment of the economic effects of the mineral development. The analysis allows the assessment of the overall economic consequences of mineral developments where there is a need to incorporate in the evaluation issues that are broader in scope than the pure financial objectives. Sets of technical coefficients are exploited for the development of input-output models of the productive structure of an economy. The models are refined to incorporate country-specific behaviours. The increased flexibility of the enhanced semi-input-output model permits a more confident investigation of the economy wide effects associated with a new project in the mineral sector of a developing country. Synthetic measures of profitability at market and shadow prices are introduced, and the cost/benefit ratio is used to rank mineral projects according to their economic profitability. The cost is the capital mobilized for the development of the project and for increasing the productive capacity of the related satellite industries. The benefits are identified with the economy-wide increase in value added induced by the project. 80th costs and benefits are initially valued at market prices. Their ratio is likely to be an index of economic profitability superior to measures that concentrate exclusively on the benefit side of projects. To allow for market distortions, the concept of shadow prices is introduced, and accordingly project-related costs and benefits are re-evaluated. A new cost/benefit ratio at shadow prices is recalculated, which is more meaningful to the policy-maker than decision-making based on socio-economic issues.

The SILAG Material Tracking System MTS monitors and controls the complete material flow throughout the plant - and even companywide. The customized system developed by Siemens especially for bulk material handling applications enables companies to track bulk material from the mine to the harbor, to the steel mill or to the power plant. All relevant material data is available at every single step of the material’s journey. SILAG is an open, scalable system based on Windows NT / 2000. Using standard interfaces of Windows NT, like API, ODBC, SQL and socket technology, the system is very flexible and can easily be tailored to meet different requirements. SILAG can be used as a stand-alone solution or - if complete plant control and visualization is required - as a component of a fully integrated automation system with the Win CC HMI system and the PCS7 process control. In contrast to conventional material tracking systems, SILAG offers many advantages. - The Material Tracking System is an object oriented, online to the process, linked system. All changes in the plant during operation e.g. selecting another conveyor route, start and stop etc. will be automatically detected and will influence the calculation. - The systems is able to split and blend material (quantity and quality).Measurements of tonnage, volume or quality analysis can be linked online to the system. Each movement of material is monitored by the system and leads to online recalculations of the images and databases. - All material data is based on 3D-stockpile images, which are calculated by an internal mathematical model based on quantity and quality information. - If a laser scanner is available on a stockyard machine it can be taken to update the profile directly from the piles. - Efficient control and report functions are available on each, free selectable point of the total plant.

Many of the pyrite concentrates produced at South African gold and uranium mines contain economically significant amounts of nickel, copper, and cobalt, apart from gold and uranium. In some cases these concentrates are leached for uranium, followed by roasting and cyanidation of the calcine for the extraction of the gold. Even if their intrinsic value is excluded, the presence of appreciable amounts of base metals can lead to excessive consumption of cyanide and zinc in the conventional process for the recovery of gold from calcines. The extent to which base metals, particularly cyanocides in the calcine, can be made soluble in water or in dilute acid by variation of the pyrite roasting conditions was investigated. An important finding of the investigation was that the conditions producing favourable base-metal sulphation (and hence solubility in water) also produced good sulphation of the uranium values that had not been extracted in a conventional leach of the original pyrite. Thus, if the pyrite is subjected to a sulphating roast followed by quenching in water (or dilute acid), it should be possible for the uranium to be extracted in improved yield. The need for leaching of the pyrite would therefore fall away. It was noted that sulphation roasting also resulted in improved gold extractions when the calcine was subsequently subjected to conventional cyanide-extraction procedures. From well-sulphated calcine, the dissolution of base metals and uranium appeared to be fairly independent of leaching pH, time, and temperature. On an inadequately sulphated calcine, Iow pH values during leaching gave increased extraction of copper and uranium but did not have a significant effect on the dissolution of nickel and cobalt. The extraction of uranium increased with increasing leaching time and temperature, while only longer times at a Iow pH value markedly improved the extraction of copper. The extraction of cobalt was fairly independent of leaching time and temperature, but the results were insufficient for a conclusive evaluation to be made of their effects on the dissolution of nickel. A cursory economic assessment 'indicated that sulphation roasting applied to the pyrites investigated is likely to be very profitable.

Historically the insurance industry's involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authors' experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: ? personnel; ? environment; ? general management; ? compliance - legislation, systems, protocols; ? asset management; ? change management; ? financial impacts to the organisation; ? products/services; ? service delivery; and ? technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.

A study of the arrangements for pulp discharge on pebble mills, and their influence on mill performance by A. H. MOKKEN, B.Sc. (Eng.) (Rand) (Fellow), G. K. I. BLENDULF, M.Sc. (Stockholm) (Member), and G. J. C. YOUNG, B.Sc. (London) (Member) Although used for many years in the gold-mining industry, the conventional pan lifter at the discharge end of a pebble mill has hindered attempts at optimization of speed of rotation and pulp flow. A theoretical approach to flow patterns in pan lifters has pointed to limitations in the capacity of these lifters, with capacity decreasing as speed of rotation is increased. Complete elimination of the pan lifter by the adoption of peripheral or end discharge has resulted in a marked increase in pulp flow and an improvement in power utilization. Assays of the gold content of pulp discharged after a mill stoppage from mills fitted with pan lifters show values well in excess of the current milled grade, which indicates an accumulation of gold particles in the mill and, therefore, a longer retention period. The same could apply to other heavy minerals and metals present in the ore feed or worn off mill linings and metallic grinding media. Examples are osmiridium, fine iron and iron alloys, and copper and sulphide minerals. This phenomenon is attributed to the higher specific gravities of these metals and minerals, causing them to migrate towards the mill shell, from which position they are not readily removed by the lifters at the discharge end of the mill. The close association of gold particles with iron and sulphide minerals in the crevices of mill liners might be conducive to the formation of coatings on the gold. Assays of samples of milled pulp taken from a mill designed for end discharge show a lower accumulation of gold. The accumulation and nature of these gold particles are being studied at present. With increasing diameters of pebble (or autogenous) mills, peripheral or end discharge appears to be the preferred method of pulp removal.

It is common practice in the mineral processing industry to use hydrocyclones for particle classification. However, classification in the UG2 platinum circuits using the hydrocyclone poses major challenges due to the differences in density between silica and chromite, the two major components of this ore. Silica,-the PGM carrying component, has an average density of 2.7 and the barren chromite component has an average density of 4.5. When conventional and flat bottom cyclone are used there is a misplacement of particles due to differences in density leading to inefficiencies in the classification by size. As a result of the density effect, coarse silica reports to the overflow, resulting in loss of recovery, and fine chromite reports to the underflow, resulting in loss of milling capacity and unnecessary production of fine chromite. A classifier based on a different concept was required in the classification of UG2platinum ore. The three-product cyclone, which is a hydrocyclone with two concentric vortex finders to produce three distinct products, has been tested in the UG2 ore application and indications are that misplacement of particles due to differences in the component densities can be minimized through the use of this unit. Industrial and pilot plant trials were conducted and indications are that the three-product cyclone can be installed to selectively produce a middlings stream that can be screened using Pansep screens to provide a screen oversize, which is predominantly coarse silica that can be preferentially reground to recover the PGM values contained in the coarse silica.

P.W.D. ROSTER OF CONSULTING ENGINEERS (Extract from a letter from the Secretary for Public Works) In recent years a large number of professional engineers has entered the consulting field. Although the names of most of these have been placed on the Department's roster of consulting engineers either as a result of representations made by the South African Association of Consulting Engineers or by applying direct to the Department there are still some who seem to think that canvassing through an influential person is necessary to obtain commissions from the Department. The Department's roster is open to all registered professional engineers who are suitably experienced to undertake consulting work and commissions are awarded strictly on merit. I shall appreciate it, therefore, if registered professional engineers who wish to be considered for commissions by the Department could be advised that they must apply, in the first instance, to be placed on the Department's roster. On receipt of such an application a questionnaire listing all the information required by the Department will be forwarded to the applicants for completion and returning to the Department for record purposes. All names which appear on the roster are taken into account when a commission has to be awarded, due consideration being given to factors such as geographical position, seniority, capability and compatibility. AMERICAN SOCIETY OF MINING ENGINEERS 1970 FALL MEETING AND EXHIBIT The Secretary for Commerce has passed to us a letter received from the American Society of Mining Engineers, reading as follows: "We would be delighted to have South Africa attend our meeting next year and to exhibit some of their mining equipment in our Technological Information Exchange. It should be understood that we discourage the showing of actual mining equipment and encourage the manufacturers and suppliers to send their engineers to man the booths. We hope that the exhibits will endeavour to put across their story by means of photographs, drawings, models and literature, rather than by display of prototypes of the actual equipment. If the Journal is to fulfill its mandate to the mining and metallurgical industry, it needs to expand its readership and, by implication, membership of The South African Institute of Mining and Metallurgy. This we hope to do by increasing the appeal of the Journal to a wider audience through the inclusion, in addition to our high-quality research papers, of equally high-quality papers, articles, and contributions that will be of interest to our less research-minded members.

"A well-performing solvent-extraction circuit is a key part of producing good quality copper cathode. To ensure consistent operation, a good understanding of the circuit’s operation and an ability to rapidly troubleshoot key parameters is required. This paper briefly discusses the modeling of solventextraction circuits. The paper then goes on to discuss the determination of key performance parameters from plant data and comparing these with the circuit models to quantify circuit performance. The identification and troubleshooting of circuit issues is presented with a worked example. INTRODUCTIONA well-performing solvent-extraction (SX) circuit is a key part of producing good quality copper cathode. To ensure a consistent, high-quality operation, a good understanding of the circuit performance is required. Evaluating the performance of an SX circuit is an extensive topic. The objective of this paper is to focus on the evaluation that the metallurgist should be performing on a regular basis using flow and concentration data. This paper does not cover important topics, such as crud management, phase continuity, or organic management. Some basic SX modeling concepts are first be presented. The calculation of the parameters is then presented with a brief discussion and recommended ranges (where applicable). A worked example is used to provide a basis for further discussion on the evaluation of the calculated parameters and use of data collected.BASIC SOLVENT-EXTRACTION MODELING CONCEPTSThis section presents the basic modeling concepts used in SX simulation packages currently available. SX reagent suppliers have invested significant time and effort into collecting data on the performance of their reagents under different conditions. Based on these data, suppliers have developed packages which they normally make available to their clients for free. These are typically used for process design and plant optimization studies. For example, BASF developed ISOCALCTM and CYTEC Industries developed MINCHEM® and MEUMTM.Chemistry of Copper Solvent ExtractionLiquid–liquid extraction involves the selective transfer of a substance between two immiscible liquid phases by controlling the relative solubility in each phase. In the case of copper SX, the exchange is typically achieved by an oxime-based chelating mechanism. In particular, mixtures of aldoxime and ketoxime are normally used in conjunction with modifiers. More detail on this extensive topic can be found in Schlesinger et al. (2011)."
