Inauguration of the new political dispensation in South Africa in 1994 initiated a dynamic shift in the ownership, management and development of the country’s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system, started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress’ Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since 1955 there have been important changes affecting the rules of mineral development. These are: •Firstly, a drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully •Secondly, the globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists; and •Thirdly, the introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its Regulations, the much-publicised Broad-Based Socio-Economic Empowerment Charter and its associated Scorecard.

Most processing plants use automatic samplers to extract ore aliquots along a producing shift. These aliquots are combined into a sample normally sent to lab analysis. The sampler used in the extraction of an aliquot from a continuous flow of ore, i.e. a belt conveyor is required to be both precise and accurate. Surprisingly, not all commercial automatic samplers exhibit these two mandatory properties. Consequently, it is recommended the development of a procedure able to check sample assays reproducibility obtained using a given sampling protocol. This paper uses the Gy’s sampling theory to evaluate coal quality control practices at a washing plant using an automatic sampler extracting coal increments from the ROM feeding belt conveyor. Gy’s theory provides the means to establish the precision limits for a given sampling protocol. Various ore properties are required to be determined in combination with sample mass and mass of the lot sampled. All this information leads to the definition of the precision limit. The precision limit obtained was checked via an experiment mimicking what happens in situations where both miner and consumer use the same and appropriate sampling practices. The experiment demonstrates that sampling theory precision limits were valid if unbiased samplers are used by both parties, i.e. miner and consumer. Keywords: sampling, quality control, coal

Equipment selection in mining operations is an important issue, and also difficult to solve in multiple criteria environments. The paper in question has aimed to develop computer software for solving equipment selection problems in mining. In their paper, Basçetin et al. have analysed two case study problems related to open pit and underground mining method selection. By using Yager?s method1, the authors have selected 18 different criteria in the first case study and 21 criteria in the second case study. However, as emphasized by Ozdemir2, in pair wise comparison matrices the appropriate number of criteria should be seven as the maximum, from the point view of validation, consistency and redundancy. In cases where there are more than seven criteria to be handled, it is suggested that the criteria should be clustered and then the maximum number of clusters and subcriteria of every cluster should be limited to seven4.

The overall supply of platinum is forecast to rise more than the demand, and market deficit will narrow somewhat, but is still substantial at about 480 000 ounces. Because of this deficit, the price of platinum is expected to remain high, not taking into account the impetus from funds and speculators. With this strong demand for platinum and the high price, platinum producers still need to initiate projects to not only sustain current production, but also expand output into the high demand. However, the rise in the platinum price does not entirely offset the drop in revenue due to the strong rand. Consequently, in the current economic environment, executives and managers are under extreme pressure to initiate only the highest yielding projects and implementing them successfully. During the initiation phase of a project, the cost of changing concepts is the least, and strategic project decisions are the most important. It is during this phase that the most value can be added to a project, therefore requiring inputs from highly skilled, creative and experienced people. This paper will discuss thought processes and paradigms during the initiation of projects that will assist project owners in the selection and initiation of successful and profitable projects. The project initiation process will also be discussed outlining selection models, risk analyses and funding considerations.

Expert Online, as a software system, is aimed at providing plant operators in the minerals industry with effective training and on-the-job assistance. It incorporates a number of features to achieve this goal, of which the most important is its ability to explain the dynamics of the plant and control system in simple language, mimicking an informed plant expert who has online access to the inner workings of the plant and control system. This is made possible by a novel form of Artificial Intelligence, called the Interpreting Expert System. Previous implementations of the IES were only capable of explaining controller actions. Expert Online will extend this capability to also perform the more difficult task of explaining process behaviour. Expert Online will implement three main processes, namely the accumulation of data from the controllers and plant models, the interpretation, processing and filtering of that data and lastly communicating the relevant information to the user, both as written messages and in other audio-visual forms. Although Expert Online is aimed at the operator, other plant personnel, like supervisors and plant managers, will also benefit from it. This paper focuses on the structural and functional design of Expert Online for implementation on the latest version of Mintek’s open control platform, PlantStar, highlighting advances and additions since the previous implementations of the Interpreting Expert System and concluding with an example illustrating some of the principles.

The BCL furnace is scheduled to restart operations after being placed on care and maintenance in 2016 due to depressed nickel prices. The decision to start operations after such a stoppage ought to be led by a techno-economic evaluation of process options to make operations more resilient. For BCL, the decision lies between using the existing flash-smelting furnace (FSF) or a top-submerged lance (TSL) furnace. Available studies show that the FSF combined with other converting technologies is cheaper to operate; however, such studies are based on flowsheet simulation results of single copper concentrates and therefore do not provide a full scope of practical capabilities based on smelter operator skills. Using a t-test on normalized prior operational data from three Cu FSF and two Cu TSL, it was found that the only statistical differences between the operating costs of the FSF and TSL technologies are in the coal use for heating the feed blow and number of rebuilds: the FSF consumes coal to heat the feed blow and the TSL requires 2.4 rebuilds during a course of a single FSF campaign. A summative operating cost comparison over the existing BCL FSF 11-year life shows that BCL can decrease operational costs by some BWP 55.5 million if the operation were to change to the newer TSL technology. The savings derive from reduced coal use, which is normally associated with heating the blow when using the FSF. Despite the TSL carrying added costs of 2.4 rebuilds during a life time of one FSF furnace campaign, the cost associated with the TSL rebuilds of approximately BWP 1.3 million is minimal compared with the overall operational expenditure decrease that BCL will incur on using the TSL technology. In terms of the technology, BCL can have higher Ni–Cu recoveries at lower operational costs by elimination of Ni–Cu losses and eliminating the slag-cleaning furnace by converting to a TSL furnace.

The reassessment of coal reserves has become a matter of urgency and has come as a result of the present situation of the industry, in the context of globalized coal economies, as well as new mining legislation and the advantages and difficulties of domestic coal suppliers. The de Jager report concerning coal reserves, released twenty years ago, can no longer be used as an estimate for accurately forecasting South Africa’s future coal production. The new reserve and resource study will promote the diversification of energy sources and provide a clearer view of the future of coal mining in the country. With plans to increase South Africa’s coal export capacity to approximately 84 million tons by 2005, it is uncertain whether the country really has sufficient reserves to meet this expansion, as well as satisfy the projected increase in inland demand. The face of South Africa’s coal industry and by association, the economy of our coal-dependent country, are both set to change. This is mainly due to factors such as the demise of most of the large collieries over the last approximately twenty years, growing numbers of economic empowerment producers, the emergence of strong competition in the export market, the dawn of Clean Coal Technologies (CCTs) and the Kyoto Protocol The paper will attempt to dispel some of the current myths about coalfields and reserves and highlight potential areas of high quality coal reserves, available mainly to new entrants in the industry. INTRODUCTION This paper was originally presented at the Platinum Adding Value Conference, held at Sun City from the 4th to 6th October 2004. Narrow reef mining may not be applicable to the base metal operations in Zambia, however, it is considered that the methodology used is equally appropriate to the development of technology and mining methods in mining environments other than narrow reef mining. The purpose of this paper is to explore the integration of technology and stoping systems. For the last hundred years the South African narrow reef mining industry has battled to control working costs in a labour intensive industry. It is only through the application of appropriate technology that change will occur. Stoping systems, because it is the stoping method and methodology that is at the heart of the mining system. Introduce a different technology that results in a more efficient stoping system and the mining system will look after itself. The technology applied to stoping in narrow reef mining, over the last 100 years, can be categorised as follows: ? The introduction of pneumatic rockdrills early this century. The cumbersome rig mounted units being replaced by smaller, lighter, hand held units that were then made easier to use with the addition of an air leg. (The so called Swedish method of mining.) As late as the early 1970s some drilling was still being carried out without the assistance of an air leg. ? Scraper winches to replace gravity and shovels to move rock both in the face and the gullies were first introduced in the late 1920s. ? Hydraulic props installed close to the face and capable of applying force against the hangingwall as well as yielding in a controlled manner under dynamic load arrived in the 1960s. In many instances these have now been replaced by yielding elongates fitted with water hydraulic tensioning devices. ? Some people argue that the introduction of tungsten carbide inserts, to improve drilling, was equally important.

Of the approximately 6,500 kimberlites known to date, less than 3% are diamondiferous and less than half of those are economically viable. Admittedly, this is a global figure and varies from area to area much depending on geological, logistical, and political circumstances. The number of diamond-bearing kimberlites is an important geobarometer, and an age-frequency profile has been compiled in order to identify diamond metallogenic epochs and provinces. Four primary diamond clusters have been recognized: Siberia (332-370Ma), Kaapvaal South(114-144Ma), Kaapvaal Southwest(84-95Ma), and Slave (52-55Ma). In addition, three secondary clusters are the Kaapvaal Central (S06-S38Ma), the Man Craton (139-lS3Ma) and the Kasai Craton (120-130Ma). The Kaapvaal is the only area where kimberlites with diamonds were discovered between 1870 and 1925, except for the Prairie Creek discovery in North America in 1906 and Colossus in Zimbabwe in 1907. Between 1906 and 1940 no major diamondiferous kimberlites were discovered, but many of Africa's alluvial deposits were found and exploited in that period. Advances in scientific prospecting in the 1940's rapidly accelerated the discovery rate that peaked in the 1990's; 39 diamondiferous occurrences were found in the 1980's, of which 8 became mines and 5 are in feasibility, and nearly 450ha of kimberlite was added to the global resource base. Despite the accelerated exploration expenditure, the last decade (e.g. 2000-2009) has been the leanest since the 1940's. The most important reason for this decline in exploration success is that any undiscovered deposits are largely buried by younger cover. Understanding complex and geophysical noisy basement geology, as well as decomposition of path-finder minerals are major challenges to further exploration success. Major investments in basic geological expertise and field research will have to be made in order to secure future diamond resources. Integrated geophysical studies, geochemistry diamond forensics, and improved imaging of Earth's upper mantle are perhaps foremost in this requirement, but the costs of these activities are such that government support will be required if countries are to sustain their diamond mining industry.

The paper deals with the importance of design, and of codes of practice, in ensuring safe working conditions in mines. The design principles involved in the design process are dealt with, and the importance of a logical design process is emphasized. The links between the requirements for developing a code of practice, embodied in the existing guidelines for the preparation of such a code, and the design principles and process are considered in some detail. Finally, suggestions are included which may provide improvements to the code and hence, ultimately, lead to further improvement in safe working conditions.

During the last few years a large number of pillars in different mines were investigated. Pillar conditions were evaluated using subjective, empirical, geophysical and numerical methods. A critical comparison of the different methods showed some interesting coherence. This paper concentrates on experiences using the p-wave velocities as an indicator of pillar conditions. Während den letzten Jahren wurde eine große Anzahl von Bergfesten in verschiedenen Bergwerken auf ihren Zustand hin untersucht. Hierzu wurden subjektive, empirische, geophysikalische sowie numerische Methoden angewandt. Dieser Vortrag beschäftigt sich mit den Erfahrungen beim Einsatz der p-Wellengeschwindigkeit zur Beschreibung des Festenzustandes. Le condition géotechnique d’une grand nombre des piliers des mines souterraines différentes sont examinées ces dernières années. On a appliqué des méthodes subjectives, empiriques, géophysiques et numériques. Ce rapport occupe aux expériences avec l’application de la vélocité des ondes de compression pour tracer le condition des piliers.

Anglo American Platinum Limited is constantly striving to improve safety and productivity. There are many different initiatives taking place within the organization in order to ensure continued safe operation and profitable ounces for the future. One of the opportunities and potential growth areas that has been identified and is being explored is that of mechanization. In order to do this, the approach that has been adopted by Anglo American Platinum is to fully understand and analyse the current mechanized mining methods. Once each configuration is fully understood, the method can then be optimized and new mining technologies and systems can be developed to overcome the current shortfalls. This paper will discuss a methodology that was developed by Anglo American Platinum (in conjunction with Cyest Corporation) and adopted to optimize the mechanized mining layout and fleet configuration, and will also present the final findings of the study. Due to the impracticability of piloting every possible option in the workplace, extensive modelling and simulation exercises were conducted to determine realistic parameters for productivity and value. The study resulted in a full understanding of mechanized mining systems and their associated layout. From the results of the study a mining / logistic layout was developed which highlighted the following opportunities: 1. Create safe operations through the reduction of personnel in the ?high-risk zone? of stopes 2. Separate machines and personnel by use of remotely operated machines 3. Create focused mining on primary development from the production stoping, thus having dedicated teams on development and stoping. 4. Develop primary development ahead of the stoping activity. This enables: a) Understanding of the geology and subsequent implementation of the correct b) technology (?fit-for-purpose?) required to mine that area based upon this geological knowledge c) Ability to install tipping points ahead of stoping, creating ?immediate stoping reserves?, thus increasing flexibility and reducing production risk d) Improved productivity by having adequate faces available and reduction in re-development to establish faces. 5. Quicker return on Investment due to recovering revenue from ?on-reef development? 6. The layout allows flexibility between stope sections enabling better ?resource sharing? 7. Optimize the long-term ratio of machine makeup of the fleet in relation to the production outputs 8. Creates an agile mining layout allowing rapid response to market pressures. The findings and work presented in this paper is currently being implemented at different test sites within Anglo American Platinum and will demonstrate that improved safety and productivity can be achieved through the adoption of mechanization.

Historically, mine ventilation practices as it was referred to then and which was enforced by legislation of those days, focused primarily on the conditions in the working place and little attention given to actual exposures of workers to contaminants in the working environments. With the advent of the Leon Commission of Inquiry into Safety and Health in the South African Mining industry in 1994, findings in the report indicated that more attention should be given to occupational health of workers. The upshot of this report resulted in the promulgation of the new Mine Health and Safety Act (MHSA) with certain sections of it devoted to all the aspects of occupational medicine and occupational hygiene. This paper describes the present situation with regards to statistics on occupational hygiene performance and compensation paid out to persons who have contracted occupational diseases, as well as the way forward in terms of legislation implemented in September 2002 on the chronic and acute issues affecting the mining industry in SA.

In this study, potassium ferrocyanide, a non-toxic cyanide precursor in dark and diffuse reflection environments, was applied as a reagent for the leaching of gold. The free cyanide ions were gradually released from the potassium ferrocyanide solution under the ultraviolet light. Orthogonal leaching experiments were performed in gold ore to analyse the effect of solution pH, potassium ferrocyanide dosage, and temperature in potassium ferrocyanide solution system under UV light. Response surface methodology (RSM) was applied to explore the role of potassium ferrocyanide in gold leaching, Optimised results showed that the gold recovery reached 67.74% in a high-alkaline environment at a 12.6 pH, 3.8 kg/t potassium ferrocyanide dosage, 62°C, and irradiance of 10mW/cm-2. The gold leaching kinetics was monitored by quartz crystal microbalance with dissipation (QCM-D) of potassium ferrocyanide solution. The results indicate that the gold extraction process consists of two processes: adsorption and leaching, and a rigid adsorption layer formed on the reaction surface. Furthermore, Xray photoelectron spectroscopy (XPS) analysis of the gold sensor surface after leaching reaction showed that -C≡N appears on the gold sensor surface, and the gold is oxidised to form AuCN complexes. Open pit slope design has conventionally been effected as a bottom up function utilising available geotechnical information. This results in a decision criterion based on Probability of Failure and Factor of Safety with a risk assessment being carried out on the proposed design slopes. The design approach recommended reverses the process using fault event tree decision methodology. The consequences of this approach are that acceptable risk criteria have to be determined by mine owners. Slopes are then designed by the technical staff to achieve these corporate goals. Benefits that arise from the process are that the owners take a proactive decision on the risk benefit relationship allowing the technical staff to optimise the geotechnical exploration programme and design.

'Increased underground extraction of coal' was the theme selected for the 1981 mining vacation school, which was held at the University of the Witwatersrand in January and February. The response of the industry to the invitation to register was so good that three separate schools of one week each were arranged between 26th January and 13th February. In terms of the total number of delegates, some 225 actually attending, the school can be described as the most successful ever organized by the Institute.

"SynopsisThe physical properties of oxidative sintered pellets produced from typical South African UG2 ore are compared with the physical properties of pellets produced with conventional South African metallurgical-grade chromite ore (from the Lower Group 6 or the Middle Group 1 and 2 seams). A statistical evaluation of the cured (sintered) compressive strengths proved that pellets prepared from UG2 ore are likely to have the same, or better, compressive strength than pellets prepared from metallurgical-grade chromite ore. The cured abrasion strength of the UG2 pellets was also superior to that of the metallurgical-grade pellets. Scanning electron microscopy (SEM) backscatter, secondary electron, and elemental X-ray mapping were used to determine the reasons for the general superior strength of the UG2 pellets. The case study UG2 ore also required 13 kWh/t less energy for milling to attain the required particle size distribution prior to pelletization, which can lead to substantial cost savings. Results presented in this paper can be utilized by ferrochromium (FeCr) producers to better quantify the advantages and disadvantages associated with the use of UG2 ore for FeCr production.IntroductionChromite, a mineral of the spinel group, is the only commercially viable source of virgin chromium units. Geologically, commercial chromite deposits in the world are found in three forms, i.e. alluvial-, podiform-, and stratiform-type deposits (Murthy et al., 2011; Cramer et al., 2004). Alluvial deposits were formed by weathering of chromite-bearing rock with the subsequent release of chromite and gravity concentration by flowing water. However, these deposits are relatively small and of comparatively minor commercial interest. Podiform-type chromite deposits usually occur as irregularly shaped pods or lenses, and their distribution within a mineralized zone is usually relatively erratic and unpredictable, making the exploration of these deposits difficult and costly (Cramer et al., 2004). Stratiform-type chromite deposits occur as parallel seams in large, layered igneous rock complexes with more regular layering and lateral continuity (Cramer et al., 2004). The largest example of a stratiformtype chromite deposit is the Bushveld Complex (BC) in South Africa, which holds an estimated three-quarters of the world’s viable chromite ore resources (Cramer et al., 2004).Several chromite seams exist in the BC. The seams of economic interest are the Lower Group 6 (LG6), the Middle Group 1 and 2 (MG1 and 2), and the Upper Group 2 (UG2) seams (Cramer et al., 2004). The LG and MG seams are specifically exploited for their chromium content, while the UG2 seam is mined primarily as a source of platinum group minerals (PGMs) (Xiao and Laplante 2004). Extraction of the PGMs from the UG2 ore usually involves the liberation of the sulphide by milling and subsequent recovery of the PGM concentrate through flotation (Xiao and Laplante, 2004). Chromite in the PGM concentrate is undesirable; therefore, PGM recovery circuits are specifically designed to ensure maximum rejection of the chromite to the tailings stream. However, the chromite in the PGM tailings can potentially serve as feedstock for ferrochrome (FeCr) production, after beneficiation to increase the chromium content."

It is clearly proofed in all the research that the role of the human factor, and therefore human behaviour, is pivotal to companies striving to accomplish goals such as competitiveness, customer delight, high quality, growing productivity as well as a safety-committed work force. The challenge of leadership is to change the worker’s poor perception of safety to an excited, empowered, valued employee who is continuously committed to the achievement of high levels of health, safety and conformance – the challenge therefore is to transform from within. Any work force needs a set of behavioural rules which work for it – including safety rules and critical safety behaviours, which are accepted through involvement leadership, encouragement and support.
