This literature study of methods for desulfurizing residual fuel oil was conducted by the Bureau of Mines at the request of the Department of Health, Education, and Welfare. The sulfur compounds in residual fuels are believed to consist chiefly of condensed thiophenes and other polycyclic sulfur compounds. Hydrodesulfurization appears to be the most promising method for desulfurizing these oils and is the only method applicable to all types of sulfur compounds. There are indications in the literature that hydrodesulfurization without hydrocracking of residual oils may require higher pressures than used in present desulfurization processes, but no cost data and little experimental data are available on the higher pressure operation. Literature proposals for hydrogenating residual oils and heavy crude oils are exclusively for hydrocracking the oils to lower boiling products with accompanying partial desulfurization of the residual fuel fraction. Costs of the hydrocracking operations appear the closest available to probable costs of hydrodesulfurizing the oils, and have been reported (in 1955 to 1957) as $500 to $840 investment cost per daily barrel of capacity, with total operating costs of 70 cents to $1.10 per barrel.

In late 1946, research was begun at the Bureau of Mines Electrometallurgical Laboratory at Boulder City, Nev., to determine the possibility of electrowinning manganese from chloride electrolytes on a continuous basis. All phases of electrodeposition were investigated on a small scale it the laboratory, and the results were reported by Jacobs and Churchward. These results indicated that a chloride process had certain possible advantages over the sulfate process that made it worthwhile to continue the investigation on a semi-pilot-plant basis, and this paper reports the results of this work. Research and development work on a process for electrowinning manganese from low-grade ores has been carried on intermittently by the Bureau of Mines since 1936. A process was developed, using sulfate electrolyte, that has been extensively described in the literature.

This report briefly describes the present state of the art and the technological highlights of tunneling from its inception to the present. The discussion is concerned primarily with tunnels driven through relatively competent rock for mine development and various civil purposes. In addition to pinpointing the major technological breakthroughs in tunneling, this report indicates their general effect on the speed of tunneling. The tunneling speeds are based upon data from approximately 80 tunnels listed in the appendix. These data include length; cross section shape and dimension; type of rock; tunneling method; method of breaking, loading, and transporting the rock; average linear progress rate; and cost in values during the period of construction. Most of the tunnels described have diameters of 15 to 30 feet.

Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine ventilation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which accounts for a major portion of the market for coal, received further study. Unique power generation systems, including coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.

The Bureau of Mines evaluated the impact of the depletion allowance upon the economic availability of copper from domestic deposits. The potential long-run percentage depletion deduction, cumulated over the life of the properties, was estimated at approximately $2.5 billion for producing properties and up to $11.7 billion for nonproducers. The income transfer, in the form of higher Federal income tax payments if the allowance were repealed, was estimated at $1.5 billion for producing properties and up to $8 billion for nonproducers. The percentage depletion allowance, through its role in determining Federal income tax liability, was found to be very significant in affecting profitability. Repeal of the allowance could result in major domestic copper availability reductions at all price levels, now and in the future, as a result of reduced profit margins for current producers, and postponement of development decisions for nonproducers. It was demonstrated that a 50-percent reduction in the percentage depletion rate applicable to copper would also result in a significant decrease in profitability for nonproducing properties. For producing properties, the percentage depletion rate on copper was shown to be less significant than the income limitation that is placed upon the total amount of the depletion deduction. Repeal of the minimum Federal tax provision was shown to be significant in enhancing profitability for both producing and nonproducing deposits. The report concludes that the percentage depletion allowance operates as an important method of capital recovery and production incentive.

Spectrochemical methods were developed to determine beryllium in the concentration range 0.0015 to 4.0 percent in siliceous mineral beneficiation products. Two methods are described. They are (1) a fusion-pellet-spark procedure (spark method) and (2) a sustaining alternating-current arc procedure (arc method). In the spark method the sample is fused with lithium tetra-borate and vanadium pentoxide. The resulting bead is crushed, mixed with powdered graphite, and briquetted. This is analyzed spectrographically using controlled high-voltage spark excitation. In the arc method the sample is diluted with germanium metal, graphite, and vanadium pentoxide. Weighed charges are packed into cupped graphite electrodes and subjected to excitation with a sustaining alternating-current arc. Vanadium serves as internal standard for both methods. Effects due to matrix variations in samples and standards are eliminated either by fusion with lithium tetraborate in the spark method or by dilution with germanium and graphite in the arc method. Beryllium determinations show deviations from accepted chemical values of approximately 5 and 8 percent for the spark and arc methods, respectively. Analyses can be made more rapidly by the arc procedure with a sacrifice in precision and accuracy. Either method can be applied to the determination of beryllium in silicate rocks.

Extensive Bureau of Mines laboratory testing has shown that electrokinetic densification can be an effective method for dewatering and consolidating unclassified metal mine mill tailings. The report describes results of a limited field test of this technique. Eighteen-cubic-yard concrete model stopes, 18 feet long by 6 feet deep by 56 inches wide, were filled with unclassified tailings slurry from a metal mine in the Coeur d'Alene, Idaho, district. Five different tests were performed. They showed that a strong, dense, dewatered fill can be obtained in a reasonably short time using electrokinetics, with typical power consumption of 25 to 30 kW-hr/yd3 of densified fill. At present power costs in the Coeur d 'Alene district, this would amount to 10 to 12 cents/yd3.

This study was made to find methods of preventing back strains, among workers in brick plants, however, the information should apply to other industries that employ hand labor too process materials. The report is based on information in letters from. Bureau of Mines engineers and other safety men in the United States who visited numerous brick plants. Back strains, as wall as hernias and other muscular strains, result when certain body structures are subjected to strains greater than, they can withstand. Such breakdowns may be prevented simply by not straining these body structures. This is simple in theory but complicated in practice. It requires primary education of new workers and reeducation of older workers in the best method of lifting, preemployment physical. examinations to select employees for the jobs that require constant lifting, all possible mechanization of material-handling operations, relocation of machinery, and elevation of working surfaces to reduce to a minimum the muscular effort the workers must exert to perform operations impossible to mechanize. Accidents of any kind are a total bee for the American economy and decrease productivity; whereas mechanization raises the level of productivity and constitutes progress toward total safety. Heavy lifting should be done mechanically whenever possible, saving the men to direct the machines. This is an essential step in preventing strain accidents.

In broadest overview, UN global industrial production indicators released and shown in table 2 suggest that the extractive sector of the world's mineral industry in aggregate registered a very slight upturn in 1991 relative to its 1990 performance. It also shows a continued rebound in the industry from the recessionary period of the mid-to late-1980's. These same indicators as calculated in late 1991, however, reflected a very minor downturn in extractive mineral industry operations between 1989 and 1990. This latter downturn represented a notable revision from the data reported in the immediate previous edition of this chapter, which suggested a tiny upturn. The apparent slight 1991 upturn in extractive sector industrial output generally was not mirrored in the performance of the processing sectors of the global mineral industry. Although the aggregate index for the chemicals, petroleum, coal, and rubber products manufacturers (see table 3) showed a notable gain in 1991, similar indices for nonmetallic mineral products and for base metals registered declines between 1990 and 1991. Examination of regional performance indices shows that the difficulties experienced in 1990 in maintaining output levels within the countries that formerly constituted the CMEA were reinforced by trends toward reduced gains in output levels, if not actual reductions in output, in several other areas. Generally speaking, the traditional developed market economy countries recorded downswings in overall industrial activity in 1991, particularly after midyear, whereas developing market economy countries logged gains. The developed market economy country downturns, however, were not nearly as significant as were the downturns recorded for the former centrally planned economy states - those that before 1992 were either constituent Republics within the U.S.S.R. or the latter's CMEA partners.

Investigation of an extensive deposit of chromite-bearing actinolite-talc schist situated on the summit of Casper Mountain, 10 miles south of Casper, Wyo., was one of the first projects Undertaken by the Bureau of Mines under the Strategic Materials Act (Public 117, 76th Cong., Ch. 190, 1st sess.), for which an appropriation became available August 9, 1939. During the previous summer; the Geological Survey? made? a magnetometrical survey of the area in which the schist occurred. It was exposed in several small lenses and two larger ones aggregating about 19?acres in area. Although the occurrence of chromite here had been known for many years, the only work done on the deposit was the digging of? a few shallow pits on some of the more promising outcrops. From August 23 to December 3, 1939, the Bureau of Mines investigated the larger of the two main schist bodies. Twenty-four trenches having a total length of 8,073 feet were dug across the deposit, and its subsurface extension was explored by 3,623 feet of diamond drilling. Over 32 tons of samples were shipped to the Metallurgical Division of the Bureau of Mines at Reno, Nev., for reduction, analysis, and ore testing. In all, there were 853 individual samples. Geological maps, based upon examination of outcrops, trenches, and drill cores, as well as a contour map of the area were made by the Geological Survey.

This report describes results of tests on the desilication of solutions resulting from the leaching of lime-soda sinters. Desilication was accomplished by heating the solutions in an autoclave. A liquor relatively free of silica was obtained after 30 minutes of heating at 200 p.s.i.g. in the presence of lime. The addition of lime improved desilication, but the rate and efficiency of desilication was effected by the quality of lime used. The optimum quantity of lime for effective desilication was about 6 grams per liter. A lesser quantity gave poorer desilication, and a greater quantity increased the alumina loss without improving desilication. The alumina loss was approximately proportional to the lime added. A complex structure, called artificial noselite in this report, was the only silica bearing compound detected in the desilication precipitate. Other compounds present were Ca(OH)2 (calcium hydroxide), CaCO3 (calcium carbonate), and Ca [A1(OH)6]2 (hydrated tricalcium aluminate). Sodium carbonate in the leach liquor retarded the formation of the calcium aluminate; hence it decreased the alumina lost to the precipitate. The extraction of alumina from aluminum silicate materials by the limestone soda-sinter process has been investigated by the Bureau of Mines for many years. The process consists of the following major operations: Blending the aluminum silicate with limestone and soda ash in such proportions that dicalcium silicate and sodium aluminate are formed on sintering; leaching the sinter in a carbonated caustic solution to extract the soluble alumina; purifying the leach liquor by the precipitation of soluble silica (this precipitate is designated desilication precipitate in this paper); precipitating alumina trihydrate from the purified liquors by carbonating with carbon dioxide gas; and calcining the trihydrate to alumina. The U.S. Bureau of Mines (USBM) Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U. S. economy. The USBM's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the USBM survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

The 17th National First-Aid and Mine Rescue Contest was held in the Kentucky Fair and Exposition Center, Louisville, Ky., October 2, 3, and 4, 1957. The meet was under the auspices of the Federal Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with the National Coal Association, United Mine Workers of America, State mining departments, local mining institutes, and coal operators' associations. The Arrangements Committee, as authorized by the General Committee, made all the necessary arrangements for conducting the 1957 contest. Members of the Arrangements Committee were: Harry Gandy, Jr. (chairman), National Coal Association; James B. Benson, Southern Coal Producers' Association; Charles Ferguson, United Mine Workers of America; George C. The effects of impurity elements silicon , aluminum, copper , nitrogen , and manganese , at 50 to 300 ppm, on properties of the zirconium alloy Zircaloy 2 were investigated . Variations in microstructure , mechanical properties , and corrosion behavior in some inorganic acid and salt solutions were observed with variations in level of impurity element . Corrodents were solutions of sulfuric acid , phosphoric acid , copper chloride , and iron chloride . Silicon was found to modify annealed microstructures by spheroidizing and dispersion of secondphase material throughout grains . Silicon or manganese improved ultimate and yield strength of the alloy without loss in ductility . All five elements affected corrosion rates of the alloy , the effect being generally different for each element .

Stability analyses of fractured and faulted rock masses require delineation of the position, extent, and orientation of geologic discontinuities. The size of the smallest active discontinuity that may potentially be resolved using the spatial distribution of microseismic event locations is Limited by the accuracy and precision of the location methods. At a hard-rock mine in the Coeur D'Alene mining district of northern Idaho, two data sets consisting of calibration blast signals from a known source site and origin time and microseismic event signals were recorded using a stope-wide accelerometer array. These seismic signals are used to quantify various sources of error in event location. Five factors influencing source location errors are examined in this U.S. Bureau of Mines study: (1) biases of the numerical source location techniques, (2) receiver array geometries, (3) uncertainties in receiver positions, (4) errors in picking arrival times, and (5) uncertainties in seismic velocity structure, including the effect of mine openings. In addition, synthetic data (accelerometer positions, travel-time picks and wave velocity) are used to determine the effect of known systematic and random errors on source location calculations. It is shown that the commonly accepted association of minimum travel-time residuals with the best location solution does not necessarily hold true when there is a systematic error in seismic velocity. Recommendations are made for increasing the accuracy and precision of locations of microseismic events detected under similar field conditions.

This report describes research by the Bureau of Mines on alternative materials-handling strategies for reducing the costs and incidence of back injuries in low-seam coal mines. Strategies recommended for redesigning materials-handling tasks include elimination of tasks, mechanization of tasks, and matching lifting tasks to the physical capabilities of underground miners. The report also discusses other methods that can be used by management to reduce the costs associated with back injuries.

The distribution of stress adjacent to each of 25 mine openings was determined by the borehole stress-relief method in the FMC Corp. Westvaco trona mine at Westvaco, Wyo. The purpose of the stress determinations was twofold: First, to study the effect on these distributions of various factors such as opening shape, stress level, and loading history; and second, to estimate the distribution of stresses adjacent to extensive high-extraction (85 to 100 percent) areas. Stress distributions in areas of low average stress correspond closely to the theoretical distributions based on elastic theory. However, in areas of high average stress, the stress distributions are of a type associated with plastic failure. The stresses adjacent to a mined-out area supported by remnant pillars were significantly higher than the stresses adjacent to another area in which the remnant pillars were removed.

For more than 20 years, Belgium, leading all the coal-mining countries, has made increasing use of sheathed explosives, which wore first suggested by the late E. Lemaire, predecessor of the author gas Director of the Institut National des Mines. It appears to the author that it will be valuable to show how the use of sheathed explosives has developed in Belgium, how the various difficulties encountered in their manufacture have been overcome gradually, and the tyros of sheathing that have survived and the reasons for their survival.
