On September 4, 2007, Mine Safety and Health Administration, in alliance with the International Union of Operating Engineers and the International Association of Bridge, Structural, Ornamental, and Reinforcing Iron Workers, presented the first annual Mine Construction Maintenance and Repair?s Safety Contractor of the Year Award to Artisan Contracting, Inc., of Cape Girardeau, MO. Eligible contractors located throughout the United States were nominated. Artisan Contracting was nominated by Illinois Cement Company located in LaSalle, IL. Illinois Cement Company is a Division of Eagle Materials Inc., located in Dallas, Texas. Mr. Larry Frankum President of Artisan Contracting Inc., stated, ?While it is gratifying to receive a wonderful award such as this, we must not forget how fragile a good safety record is. We must constantly remain diligent in pursuit of maintaining safe work sites.?

The purpose of the study was to 1) examine the social and economic impacts of surface mine blasting in relation to variations in conditions of terrain and geology, population density and type, levels of ground motion and air blast; 2) consider technical, legal and government policy issues; and 3) examine the potential, nature and extent of surface mine blasting impacts and its regulations upon both communities and surface mining companies. Phase One designed the empirical research and technical analyses of Phase Two, focused upon surface coal mining and quarrying in the Eastern U.S. Several broad conclusions are evident: 1) blasting is not the major issue for communities or surface mine companies; 2) while the number of instances of severe cracking or annoyance are relatively small, the impact can be severe for individuals immediately involved; 3) blasting/drilling cost curves tend to rise significantly at intervals below 1.0 particle velocity, in/sec, dependent upon the size of a permit area and the size of a mine; and 4) the legal, complaint, cost and density analyses do not suggest the need for a general lowering of present regulations.

This examination of Pacific Northwest (Idaho, Montana, Oregon, and Washington) ferrous scrap-industry operations, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the areas generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total crap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

The Bureau of Mines recently initiated a study of geologic features that contribute to roof instability in western U.S. underground coal mines. The purpose of the study is to provide information for use in ground control planning and safety hazard reduction in that region, where mining activity has been increasing. Hazardous geologic conditions were surveyed in selected underground coal mines in Utah and Colorado, and both depositional and structural features were identified as potential ground hazards. Although the conditions found do not differ in kind from hazardous geologic conditions in the Eastern United States, they do differ in intensity of occurrence and relative importance. Three depositional features dominate where unstable roof occurs in western underground coal mines: paleochannel deposits, crevasse splay deposits, and flood basin deposits. Three structural features identified as hazardous, but not so widespread or common as the depositional hazards, are faulting, jointing, and igneous intrusions. This survey establishes a foundation for future studies aimed at reducing and preventing ground control accidents in western coal mines.

In-1992, the U.S. Bureau of Mines conducted a mineral investigation of the Anderson Mountain study area, including RARE II area 4-942, in Lemhi County, Idaho. The 7,340-ha study area lies within the Salmon National Forest about one kilometer north of the old mining town of Gibbonsville (pop.: 100). The eastern boundary of the study area is formed by the crest of the Bitterroot Range. The crest also serves as the continental Divide, and as the border between Idaho and Montana. The study area lies within the Gibbonsville Mining District, an important past producer of gold from lode and placer deposits. Since the 1870's, several hundred claims for both types have been located in the study area. Thirty-six current (1992) lode claims and two patented claim groups (one lode and one placer) are wholly or partially in the study area. No placer claims are current. In all, twenty-seven lode and five placer properties in and adjacent to the study area were investigated. Workings on the properties included 2 caved shafts; 36 caved adits; 8 open adits; 120 small pits, cuts, and trenches; and 4 large dozed cuts.

In the previous study that has been made by the authors on smelting in the lead blast furnace,4 the furnace examined was one that operated under conditions that have been considered as more or less normal up to the present time. That is, although the furnace had in its charge a large portion of sinter, it also handled considerable quantities of naturally oxidized direct-smelting ore. Other ingredients, such as the limestone, were also added as fairly coarse material. The charges contained only about 24 per cent of lead. Until the changes incident to modern flotation began to take effect, many lead plants doing semicustom smelting in districts where competition was keen and much of the bonanza ore was exhausted were faced with the difficulty of obtaining enough lead to get a sufficient "lead fall" in the blast furnaces to clean the slag thoroughly and to separate it from the lead. A charge containing 24 per cent of lead would have been considered a very rich one by such smelters.

In initial attempts to mine taconite by conventional open-pit methods, the material tended to break into tabular blocks that were too large to be handled by conventional shovel dippers and were unsatisfactory in an ordinary crusher feed. A great amount of secondary blasting was necessary, which added considerably to the cost of mining. The Bureau of Mines and others are engaged in studies designed to contribute to the solution of taconite-mining problems. These studies concern problems related to drilling techniques and patterns, types and methods of use of explosives, and other factors relative to effecting maximum fragmentation at minimum cost. This report, is concerned with study of the application of shaped charges in drill holes, the effectiveness of shaped charges as compared to capped charges in secondary blasting, and the merits of different drilling patterns and methods of detonation of conventional-explosive charges. Fragmentation of taconite at or near the surface is controlled or strongly influenced by joint and bedding planes. Since all tests in this study were made in a jointed and bedded area, a definite conclusion as to the relative effect of a shaped charge in a drill hole, as compared to a conventional charge at greater depths and tighter ground, is precluded. However, application of shaped charges in primary blasting of taconite appears to be of no advantage. In secondary blasting of taconite, conventional, capped charges produced better breakage than shaped charges of the designs tested. Based on the results of conventional blasting practice in horizontal-, inclined-, and vertical-hole tests, no better fragmentation is obtained from blasting either horizontal or inclined holes, compared to vertical holes. Holes drilled in staggered parallel rows that intersect both series of joint planes at the greatest possible angle, give maximum breakage compared to rows paral-lel to one of the series of joint planes. Methods of detonation made little difference in breakage; but the milli-delay caps produced the best conditions for moving the broken rocks.

The Bureau of Mines conducted laboratory and field experiments to determine tne amount of permeability reduction in uranium sandstone after its exposure to different drilling fluids. Seven polymer and two bentonite fluids were laboratory-tested in their clean condition, and six polymer fluids were tested with simulated drill cuttings added. Sandstone cores cut from samples collected at an open pit uranium mine were the test medium. The clean fluid that resulted in the least permeability reduction was an hydroxyethyl cellulose polymer fluid. The greatest permeability reduction of the clean polymers came from a shale-inhibiting synthetic polymer. Six polymer fluids were tested with simu-lated drill cuttings added to represent field use. The least permeability reduction was obtained from a multipolymer blend fluid. A field experiment was performed to compare how two polymer fluids affect formation permeability when used for drilling in situ uranium leaching wells. For this test, the polymer fluid with the best laboratory results (multipolymer blend) was compared with a commonly used polymer fluid (guar gum) that gave poorer laboratory results. When fluid injection rates for the four wells drilled with the guar gum were compared with those for the four drilled with the multipolymer blend, no statistically significant difference was found.

This volume summarizes mining and petroleum legislation in 45 African jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

Measurements of the absolute value of electromagnetic noise and attenuation along a hoist rope were made in an operating hard-rock mine, Lucky Friday Mine, located near Wallace, Idaho. Spectra of electromagnetic noise generated by various pieces of equipment, spectra of specific noise signals at various depths, and noise and attenuation on the 4250 foot (1295 meter) hoist, were measured. Three techniques were used to make the measurements. First, noise was measured over the entire electromagnetic spectrum of interest for brief time periods. Data were recorded using broadband analog magnetic tape for later transformation to spectral plots. Second, noise amplitudes were recorded at several discrete frequencies for a sufficient amount of time to provide data for amplitude probability distributions. A third technique gave attenuation data through the direct measurement of field strength at various depths. The specific measured results are given in a number of spectral plots, amplitude probability distribution plots and amplitude curves as a function of depth.

In 2005, a total of 7,111 sand and gravel mining operations reported employment to the Mine Safety and Health Administration (MSHA). ? Sand and gravel mines were the largest mining sector, comprising 48.5% of all mining operations. ? Sand and gravel mines were found throughout all 50 states and Puerto Rico.

This report presents a U.S. Bureau of Mines methodology developed to incorporate factors of coal production (mining and cleaning methods, recoveries, economics, etc.) into the definition of recover-ability of a coal resource. Project procedures and computer models that were developed to include mine and preparation plant production rates, recoveries, and costs are explained. The results of these procedures and models are reviewed and compared to the Energy Information Administration estimate of U.S. coal resources-the "demonstrated reserve base." The Matewan 7-1/2-minute quadrangle in eastern Kentucky was selected to demonstrate the methodology.

"Part 1. REDUCTION AND USE OF OXIDANTSSUMMARYA study has been made of the volumetric determination of molybdenum by reduction in the Jones reductor, receiving the reduced solution in a mixture of ferric alum and phosphoric acid, and titrating with standard oxidizing agents. In addition to potassium permanganate, which has long been utilized for this titration, potassium dichromate and ceric sulphate have been found to be applicable. The latter oxidants have been found to be especially useful in the form of dilute solutions for the determination of small amounts of molybdenum. The tests revealed that certain internal indicators give excellent results in these titrations.Reason for These ExperimentsThe following study was initiated with the hope of providing the mining and metallurgical industries with an accurate and rapid technical method for the determination of molybdenum in such low-grade materials as ores, rocks, tailings, steels, and alloys containing less than 0.3 percent molybdenum. Although the experimental work was designed with this purpose in mind, many of the results are applicable to material containing a higher percentage of molybdenum.While the Bureau of Mines had an experiment station in Colorado, considerable analytical work was done on what were then (up to about 1923) classed as rare metals. One of these was molybdenum; and in Bulletin 212, Bonardi's (1) 3/ 60-page chapter covered all methods for the analysis of molybdenum."

The U. S. Federal Coal Mine Health and Safety Act of 1969 placed limits on the permissible concentration of airborne respirable coal mine dust. Evidence exists which suggests that the effects on health of respirable coal mine dust may depend on both host factors and dust properties other than concentration. Dust particle size, shape, density, specific surface area and chemical composition are among the dust parameters of interest in an epidemiological investigation of coal workers' pneumoconiosis and coal miner exposure to mine dust. The purpose of this investigation was to develop and demonstrate the feasibility of techniques to determine selected properties of respirable coal mine dust. An approved underground horizontal elutriator which samples air at 36 cfm was designed, fabricated and utilized in this study to collect respirable coal mine dust in three mines representing the Pittsburgh, Lower Freeport and Lower Kittanning coal seams. Analytical procedures for measurement of respirable dust sample particle size, density, random projected area, total surface area and chemical composition are presented. Results of analyses of three samples collected in each mine are presented. Up to five full work shifts of sampling were required to accumulate approximately five grams of respirable coal mine dust in each sample. Statistical tests were applied to determine the significance of differences between properties of dust samples collected in the same mine and between arithmetic mean values of dust properties representing three samples collected in each mine. The Bureau of Mines demonstrated the feasibility of fractionating lanthanide nitrates with a tertiary amine on lanthanum-cerium and thulium-ytterbium pairs. Optimum values were determined for pH, phase concentration, and percent chelation of metal ions in the aqueous phase. Percent extraction is markedly dependent on the concentration of lithium nitrate in the aqueous phase. Selective masking of the heavier element in each extraction system with DTPA or EDTA aqueous-phase chelating agents resulted in lanthanum-cerium separation factors of 8.5 and thulium-ytterbium separation factors of 3.4.

This publication contains analyses and related source data for 252 natural gas samples from wells and pipelines in 17 States. All of the samples were obtained and analyzed during calendar year 1976 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. Eighteen previous publications have presented the results of 11,065 gas analyses prior to 1976. This report discusses the construction and use of an all-pressure psychrometric chart in which the requirements of simplicity of appearance and absolute accuracy have been waived, to a certain extent, to provide for the rapid determination of psychrometric data and for the rapid solution of air-conditioning problems of major interest to the mining industry. Many mines in which air-conditioning problems are important are situated at elevations far above sea level and embrace great differences in elevation - in excess of 8,000 feet in certain mines - throughout their airflow circuits. Under these conditions, the effects of variations in the pressure of the atmosphere upon the physical properties of the mixture of air and water vapor of which it is composed are considerable and should be taken into account in the solution of problems. The simple types of psychrometric charts in common use, such as the Carrier, Bulkeley, Hill, and Goff (American Society of Heating and Ventilating Engineers Guide), are not generally suitable, in that they are drawn for a single barometric pressure - 29.92 inches mercury.
