"INTRODUCTION In a previous reports results were given of a manhole investigation carried out over a period from June,- 1929, to July, 1930, in cooperation with the Edison Electric Illuminating Co. of Boston, Mass., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by this company. Considerable time was spent in this initial investigation in developing a suitable detector for determining the range of explosibility of the gases found in manholes. About 17,000 tests have been made with the detector since the investigation was started and its utility has been verified and its accuracy checked, by having complete analyses made of such samples that showed combustibles present equal to or above 25 per cent of the lower explosive limit, and those found deficient in oxygen.The initial investigation made in 1929 and 1930 demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.COOPERATIVE INVESTIGATI0N DURING 1931The investigation carried out during the year 1931 has been along lines similar to that conducted during 1929 and 1930. In the present investigation the Edison Electric Illuminating Cc. of Boston and the Boston Consolidated Gas Co., have cooperated with the Bureau of lanes. The Boston Consolidated Gas Co. serves a major part of the territory under discussion with gas, but the tests covered the Edison territory irrespective of the gam company furnishing manufactured gas. A test crew consisting of two men, one an employee of the Consolidated Gas Co. and one an employee of the Edison Electric Illuminating Co., has been continuously employed during the year in the testing of games in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin vice president of the Consolidated Gas Co.As in the previous investigation, all manhole tests were given test numbers. The test data sheets on which the information regarding the tests were recorded were prepared in triplicate, one copy going to the Edison Company, one going to the Gas company, and the third to the Bureau of Mines at Pittsburgh. These test data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record pf each manhole tested was immediately available. The Bureau of Mines (Bureau) and the U.S. Geological Survey (USGS) conducted a 4-year (1979-1982) mineral assessment study of the Chugach National Forest (CNF), Ak, as part of the Roadless Area Review and Evaluation (RARE II) Program. The USGS remapped the geology and distribution of mineral resources. The Bureau investigated mines, prospects, and mineral occurrences. This report describes the results of Bureau work in the central 790,880 acres of the Forest. Copper, with by-product zinc, silver, and gold, has been the major metal produced from the study area as well as from the entire Chugach National Forest. The majority of the copper deposits are concentrated within basaltic rocks on Knight Island but the major producers are hosted by sedimentary rocks on Latouche Island. Approximately 182.6 million lb of copper, 1.5 million oz of silver, and an unknown but substantial amount of gold were produced during a 30 year period. Currently no mines in the area are producing. Inferred, indicated and measured reserves having mineral development potential total 4.6 million tons, with weighted average grades of 1.6% copper, 0.30 oz silver/ton, and 0.04 oz gold/ton.

This Bureau of Mines study identifies and examines the costs of Federal, State, and local environmental protection controls on domestic phosphate rock mining, The costs include the expenditures needed to comply with government regulations and the effects that these expenditures and regulations have on supply. The study analyzes costs of environmental impact assessments, air and water quality standards, reclamation laws, potential solid waste controls, and local government restrictions. In addition, an industry survey and the Bureau's Minerals Availability System (MAS) are used to evaluate land management policies that restrict access to phosphate resources, Conclusions drawn from these analyses confirm that (1) domestic phosphate mining has incurred substantial control costs and may be subject to significant new regulatory costs in the next several years, (2) certain environmental controls can discourage mining investment, (3) environmental policies governing land-use controls affect the disposition of sizable phosphate resources, and are key determinants in the development of those resources on the Federal do- main, and (4) environmental costs could diminish the competitiveness of domestic producers.

This report documents the program conducted to demonstrate the application of a flywheel-powered propulsion system to underground mining shuttle cars. Such application can replace the present electrical trailing cable common to most shuttle cars and thereby eliminate those safety hazards, maintenance problems, and haulage route limitations inherent in the trailing cable. Described are the activities undertaken to specify and design a flywheel of optimum size, shape, and material; to identify the best concepts of input and output systems; and to achieve installation of the power package into a shuttle car. The resultant Flywheel-Powered Shuttle Car is an FMC Model 6L shuttle car, 6-ton capacity, 20-ton gross vehicle weight, powered by a flywheel system with 4.5-kilowatt-hour usable energy. The completed vehicle was delivered to the Bureau of Mines in Bruceton, Pennsylvania, for testing and evaluation.

This is the third in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C. F. R.) Committee and the Bureau of Mines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-36.3/ The second report gave the same data for motor gasolines sold during the summer of 1936)4/ As was the case with the first cooperative gasoline survey, reports were received for some areas from only one company and in other areas from two companies that did not in all instances report on the same brands of gasoline. In still other areas reports were received from five or six companies on the same brands of gasoline. Thus, it can be seen that data on gasolines are unequal in regard, to the number of reports that were averaged in calculating the data shown in table 1. The data from the Pacific Coast were averaged by the Pacific Coast technical group before submission and are published exactly as they were submitted.

The Coal Mine Health and Safety Act passed by Congress in 1969, called for research to alleviate the occupational stresses and hazards of coal miners. Spurred by a series of recent mine disasters the Congress directed the Bureau of Mines to increase its attention to the welfare of miners and to develop better working conditions and personal equipment for use in the mines. As one of the early steps in carrying out the provisions of the Act, the Bureau of Mines commissioned the Behavioral Sciences Group at the National Bureau of Standards to conduct a survey of the state of the art in ergonomics (human factors) as it has been applied to mining.

"INTRODUCTION The operators of the Lake Superior district iron-ore mines have made tremendous progress in the past 25 years in the transportation of broken ore from the working places to the surface. This progress has paid divi¬dends in increased production and in lower accident-frequency rates. The trend has been toward more efficient use of mechanical and electrical power and abolishment of many of the backbraking tasks formerly required of min¬ers and trammers.ScopeTransportation of iron ore as described in this paper covers (1) movement from the working place to ore raises by scrapers, shaker,conveyors, and belt conveyors, and, loading underground cars from chutes or-by scraping from loading drifts; (2) underground haulage, which includes underground cars trains, locomotives, and tracks; (3) shaft station's and hoisting shafts, which. Includes dumping cars, storage-pockets; auxiliary storage trenches, and shafts; (4) hoisting, which consists of skips, cages and hoists; and (5) head frames, loading into railroad cars, and stock-pile haulage.The 19 underground iron-ore mines discussed in this paper, situated in the Menominee, Marquette, Gogebic, Guyana, Mesabi, and Vermilion iron ranges of Michigan, Wisconsin, and Minnesota., shipped about 9,000,000 tons of iron ore in 1945, which constituted 56 percent of the underground iron ore taken from the Lake Superior district."

This Bureau of Mines report is concerned with the testing procedures for evaluating clays, shales, and slates for lightweight aggregates using the rotary-kiln method of production. To meet the increasing demand for light-weight concrete, rapid, accurate methods for appraising raw materials for light-weight aggregate are needed. Preliminary tests were made on samples of clay, shale, and slate, using laboratory equipment, and the data were used to establish operating conditions for pilot-plant-size rotary-kiln tests. Lightweight concrete was made from the processed aggregates and the properties determined. The results show that the laboratory data can be used to guide rotary-kiln testing, and, with the exception of sampling, a complete appraisal of a raw material for lightweight aggregate concrete can be made in 3 days by the methods described in this report.

As part of its program for the promotion of safety, the Bureau of Mines has investigated various means of mitigating or eliminating the explosion hazards of combustible gases and vapors found in the mining and other industries. Knowledge as to the explosive characteristics of cyclopropane in air, oxygen, and other gaseous mixtures is of both theoretical and practical importance because cyclopropane is now used extensively in anesthesia. As such an agent it has many desirable characteristics, and increased consumption of this gas may be expected if the explosion hazards now attending its use can be minimized or eliminated. The present practice of using mixtures of approximately 20 percent cyclopropane and 80 percent oxygen should be discouraged because such mixtures are violently explosive and have led ,to fatal accidents.

The Bureau of Mines is engaged in a research program on the characterization of tars produced by low-temperature carbonization of coal and their economical upgrading to more valuable materials, Throughout the years, hydrogenation has played an important role in the treatment of these tars, mainly as a means of converting the whole crude tar or selected fractions to motor fuels; diesel oil, lubricating oil, or various solvents. In some instances, production of specialty chemicals has been the objective. The purpose of this report is to summarize, without critical review, the information of the past 25 years on the hydrogenation of low-temperature tars and related substances as presented in the literature or its English translation. Published articles and patents not abstracted in the main body of this report are included in a bibliography at the end. The major purpose of this bulletin, as indicated in the preface by Dr. John W. Finch, Director of the Bureau of Mines, is to give a critical review of the coal-mining methods used in the principal producing countries of Europe, to describe the reasons underlying the adoption of these methods, and to contrast them with coal-mining methods employed in the United States. The report includes discussions of various subjects intimately related to coal mining, such as geology of the principal coal fields; production and resources of the several countries; mine safety and health research; Government mining regulations; mine inspection and rescue procedure; safety lamps; fixed lighting methods under-ground; testing electric motors, mining machines, and mining explosives for permissibility; and special mining hazards, such as explosions of gas and coal dust, mine fires, instantaneous gas outbursts, ground movement and surface subsidence, and bumps. Commercial, economic, and labor problems of European coal mining, including miners' output, wages, and social-insurance schemes, as well as cost of mining, prices of coal, etc., are briefly described. It will be noted that data on most subjects are not given for Russia, which has become an important coal-producing country, owing to the lack of reliable published information concerning Russian coal mining.

The potassium mineral polyhalite (K2SO4.MgSO4.2CaSO4.2H20) found in large deposits in western Texas and southeastern New Mexico is associated with varying amounts of halite (sodium chloride, NaCl) and anhydrite (calcium sulphate, CaSO4). Although the anhydrite, because of its low solubility and slow rate of solution, is relatively inert, the halite is dissolved immediately in any process solution with which the polyhalite comes in contact. Limited quantities of sodium chloride in the liquors used for the hot extraction of polyhalite materially improve the results obtained,4 but only a very small sodium chloride content may be desired in the entering polyhalite in other procedures, such as Bureau of Mines process 75. In. all of the processes suggested for the recovery of potassium sulphate from polyhalite the control of the sodium chloride content will be desirable, if not absolutely essential to efficient operation. OCCURRENCE OF HALITE IN POLYHALITE A preliminary estimate of the amount of halite associated with typical deposits of polyhalite may be derived from drill cores, although it should be remembered that only 50 or 60 core tests have been made in the many hundreds of square miles of the Permian basin. From a mineralogical study of 41 of these cores, Schaller and Henderson6 state: In many of the sections of core that seem when viewed by the unaided eye to consist essentially of polyhalite, both halite and anhydrite are present in greatly varying quantities - with very minor quantities of clay and magnesite.

San Manuel has been a modern prodigy from its inception to its present status as a block-caving operation producing 33,000 tons per day. The deposit was discovered, prospected, and developed with modern techniques, and nearly all planning was done from results of an extensive drilling program through an average overburden of 670 feet. The Federal Government had a prominent part in the discovery and primary development of San Manuel. The first 17 holes were drilled by the Bureau of Mines, and discovery of the large, low-grade, disseminated copper deposit is credited to the Bureau. A loan fund of 94 million was granted through the Reconstruction Finance Corporation to the San Manuel Copper Corp. for development of the deposit and erection of concentrating and smelting facilities. Then, while the mine was still being developed, the Defense Materials Procurement Agency contracted to buy a large amount of copper at a pegged price.

In the course of the Bureau of Mines investigation relative to the causes, behavior, and control of anthracite-mine fires, attention was directed toward the correlation between the temperature of oxidation and the gaseous oxidation products in the range of temperatures between 100° and 350°C4/. These tests, made on a high-grade anthracite to determine the amount of oxygen consumed and the mounts of carbon dioxide, carbon monoxide, hydrogen and methane evolved when air was passed through samples of the anthracite at various elevated temperatures, showed that the gases evolved and their relative proportions vary with temperature, constitute a means for determining the probable temperature of the anthracite, and thus permit detection of incipient heating beers dangerous fire hazard exists. As the relationships mentioned are affected somewhat by the amount of previous oxidation of the coal, it was deemed desirable to know to what extent they might vary owing to this cause. It was also considered desirable to have a means for estimating the extent of oxidation from the gas analysis, as this would permit a more accurate estimate of probable temperature. Finally, it seemed desirable to know how much the composition of coal might vary over an extended period of oxidation, since this was previously suggested5/ as a possible means for estimating the probable maximum oxidation temperature to which a sample of coal had been subjected.

The U.S. Bureau of Mines investigated Fe-base alloys containing 8 pet Crwith Ni, AI, and Si additions as substitutes for standard AISI Type 304 stainless steel (SS) in high-temperature oxidizing applications. The objective of this study was to reduce the amount of Cr required to make an austenitic stainless steel while retaining satisfactory workability, mechanical properties, and oxidation resistance. Alloys prepared in this investigation had a composition of Fe-8Cr-lMn-0.07C with varying amounts of Ni, AI, and Si. A minimum of 10 pet Ni was required to achieve an austenitic composition. The microstructures of the austenitic alloys were very susceptible to room-temperature, deformation-induced martensitic transformations. When the alloys were cold worked or stressed, the materials had far greater tensile strengths than Type 304 SS at room temperature. At higher temperatures, tensile strengths and workability of several of the alloys were comparable to that of Type 304 SS. Although martensitic transformation caused the room-temperature properties of the experimental alloys to be quite different than those of Type 304 SS, the superior oxidation resistance and similar hot workability of several alloys encourage their use as replacements for Type 304 SS.

The U.S. Bureau of Mines is conducting human factors research for the purpose of reducing accidents and improving the person-machine interface found in surface and underground mining operations. Miners are exposed to a variety of environmental stressors, e.g., extreme heat, noise, vibration, and adverse illumination, throughout the workday. Exposure to these environmental stressors has been noted in the literature to affect performance on vigilance tasks. Since impaired performance at vigilance tasks can lead to industrial accidents, further investigation of the effects of environmental stressors on human performance is warranted. A brief description of the environmental conditions present in the mining workplace is followed by a review of experiments dealing with the effects of environmental stressors on vigilance task performance. The applicability of past research to actual mining operations is considered.

Comparative data from ASTM method of test E-162 and large-scale trials in the Experimental Mine show that the flame-spread quality of brattice cloth and other ventilation control materials can effectively be evaluated by either method. Materials having a flame spread index of 25 or less, as determined by the simpler and more economical laboratory test ASTM E-162, do not present a serious fire hazard when used in coal mines.

Stimulated by 4 years of continuous economic growth without inflation, demand for energy in the United States reached an alltime high in 1964. Total value of production of goods and services (gross national product--GNP) for the year was $629 billion, an increase of 6.8 percent from 1963. Allowing for price changes based on 1958 dollars, the gain in real terms was 5 percent. In 1964 the Federal Reserve Board Index of Industrial Production stood at 132, a rise of 6.2 percent. With the impetus provided by personal income and corporate tax reductions during the year, aggregate wages, profits, and consumption reached record levels. Even the persistent balance of payments problem improved. Against this background the national consumption of commercial energy increased 4.2 percent. Energy needs continued to be met largely from domestic resources with imports, mainly crude petroleum and refined petroleum products, accounting for but 7 percent of the total. Mineral energy resources, namely gas, coal, and petroleum, contributed 96 percent of the input of energy into the economy during the year. The remaining 4 percent came from hydropower and nuclear power.
