One of the major activities of the Bureau of Mines is the promotion of safety in mining and other industries, In this connection, the Bureau determines the explosion hazards' of combustible gases, vapors, and solids and investigates means of controlling and preventing explosions. Many dangers are likely to confront men who must enter a building immediately after it has been damaged. Rescue workers must watch constantly for common gases and vapors that may be present in dangerous concentrations in and about demolished, buildings. Fuel gas is the most common source of danger, although refrigerants, gases from furnaces, flues, fires, sewers, and industrial processes, and gas from bomb, explosions in confined places also constitute definite hazards. To rescuers and trapped casualties, these gases offer the hazards of (1) explosion, (2) toxic effects, including asphyxiation and death, and (3) displacement of air so that the oxygen content of the atmosphere is reduced to or below the danger level.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining, prepara- tion, and utilization of coal. This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee, which cooperated with a counterpart British Committee. In some instances; engi- neers from other allied countries cooperated. The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter, Deputy Solid Fuels Administrator. The personnel of the mission consisted of H. F. Yancey, in charge, J. W. Buch, Thomas Fraser, L. L. Newman, and L. D. Schmidt of the Bureau of Minos; H. H. Lowry, Director of the Coal Research Laboratory, Carnegie Institute of Technology; H. J. Rose, Vice-President and Director of Research, Bituminous Coal Research, Inc.; and F. H. Reed, Chief Chemist, Illinois Geological Survey. E. 0. Rhodes, Manager, Development Section, Tar Products Division, Koppers Co., Inc., served on the mission for the Chemical Subcommittee of 1.I.I.C. in Europe. His assignment was the investigation of the coal-tar industry. In this connection he prepared this report on the German Low- Temperature Tar Industry as a companion to his provious report on the German High-Temperature Tar Industry (Bureau of Mines Information Circular 7409). Because of Mr. Rhodes' extensive experience in these fields and the impor- tance of the subject material to the coal producers and those utilizing coal-tar products, both reports are issued by the Bureau of Mines. Over fifty reports were written by the members of the Solid Fuels Mis- elon. Variations in water percolation rates through saturated cohesionless hydraulic backfill (mill tailings) have been studied in relation to the many physical aspects of the system to determine the most important factors in causing these variations. A multivariable least-squares regression analysis of 135 separate tests shows that a reliable estimate of the water percolation rate through typical hydraulic backfill can be made if the bulk density (unit weight), specific gravity, and grain-size distribution are known or can be estimated. Equations for predicting percolation rate, coefficient of permeability, and seepage velocity are developed both for the range of data analyzed and for extrapolation. The prediction equations for use within the range of data studied are quite accurate, while the ones developed for extrapolation are less accurate but still give reasonable approximations of flow rates. The equations given are valid for cohesionless materials that are free of clays and micas, exemplified by classified mill tailings. The equation developed for predicting percolation rates is as follows: 1nP20 = 11.39147 + 2.853422 1n(VR X D10) + 0.1747436 VR X Cu -178.8039 D10 X D50 + 311.7034 (DSO )3, (1) where P20 = percolation rate, inches per hour at 20° C; correction factors for other temperatures are given in the text, VR = void ratio, dimensionless, D10 = effective size (diameter in millimeters of the 10-percent-finer grain size), Cu = coefficient of uniformity (ratio of the diameter of the 60-percent-finer grain size over D10), D50 = average size (diameter in millimeters of the 50-percent-finer grain size), and In = natural logarithm (log to the base e). The prediction equation for percolation rate is rather complicated, so for practical use a nomograph that simplifies the solution of the prediction equation was developed.

Provide optimum visibility of mining operations while maintaining protection and comfort for ma-chine operators. Approach Cabs and canopies with hydraulically powered variable-height control were developed for several machines and tested in underground mining operations. How It Works From his position in the cab, the operator can raise or lower the cab, selecting a height that offers either more visibility of the working place or greater clearance for tramming. The entire cab enclosure moves up and down on guide rollers that ride on a pair of rails, and is actuated by a hydraulic cylinder controlled from within the cab. Normal working heights, for each of the four different cabs developed, are with the cab bottom from 6 to 8 inches above the mine bottom. A typical range of elevation (excursion) afforded by this design is shown in Figure 1.

The results of extensive field tests of a new and powerful method of hard rock excavation are presented in this report.* The method, known by the acronym REAM (Rapid Excavation and Mining), employs high velocity, smooth bore cannons to efficiently deliver energy to the rock and has been demonstrated for underground tunneling, drilling, surface benching, scaling, and secondary breakage in hard granitic rock at the Hope Valley Mine test site in California. Solid projectiles made from inexpensive materials such as concrete or steel, and weighing from 8 to 12 pounds, are launched by conventional high speed cannons and impact the rock at velocities of 5000 feet per second--an impact energy of about 4 million foot pounds (Figure 1). The energy applied at peak pressures of nearly 2 million psi over a period of tens of microseconds breaks down the rock by a complex mechanism of crushing, spalling, and initiation and propagation of fractures produced by the interaction of successive impacts and free surfaces. When the word "gas"' is mentioned in connection with mining almost invariably it is inferred that the explosive gas, methane, is in mind and that the reference is to coal mining. Although methane is likely to occur in any coal mine the metal mines of the world contain by far a greater variety of gases than do the coal mines. Often the gases in metal mines are as dangerous as the gases likely to be found in coal mines, and sometimes are even more deadly. A coal mine is more likely to contain methane than a metal mine. In rare instances it may contain high percentages of nitrogen or carbon dioxide or it may be deficient in oxygen where the air is confined in a blind end or in a sealed region. Much more rarely relatively small percentages of ethane or other hydrocarbons with an odor of ether, gasoline, or kerosene, or minute percentages of hydrogen sulphide are found in a coal mine. During a coal-mine fire or explosion carbon monoxide content is likely to be high (4 per cent or more), and if the coal contains much sulphur the high fumes may contain some sulphur dioxide.

[IN CONNECTION with its work on the conversion of coal to liquid cud gaseous fuels,3 the Bureau of Mines has always striven to keep informed of developments in this and related fields so that unnecessary duplication of effort could be prevented and so that useful ideas, presented in scientific and technical literature, could be evaluated as quickly as possible. Thus the E has compiled expensive literature and patent abstracts on the Fischer-Tropsch synthesis4 and hydrogenation d e venation of coal at elevated h temperatures and pressures.5 6 This publication differs from the references just given in that it covers patent applications, which may or may not have been approved for issuance as a patent, and also includes later material. The patent literature is, of courses, a valuable source for new ideas. German patent, have been particularly useful in this field because both processes for the complete conversion of coal to fluid fuels originated in Germany and were thoroughly investigated there because of the shortage or of indigenous fluid fuels. Among the German literature relating to these processes are patent applications. In contrast to the United States, Germany has a system in which applications are published before the final patents are issued. This arrangement permits the public to view all the applications and not just those for which a patent was granted as is done in the U.S. system. When main of the invention are judged not patentable by the German Patent Office, such documents nevertheless may contain useful ideas for scientists and engineers.]

According to the annual refinery-capacity survey of the Bureau of Mines, the number of refineries in the United States showed little change in 1940, increasing from 057 the first of the year to 562 at the close. Although a number of plants were dismantled in Texas and other States, more than compensating gains were made in California, Illinois, and other States. Low gasoline prices, competition for crude-oil supplies, particularly in Illinois, and the termination of a favorable distributing arrangement for independent plants in the Los Angeles area, forced about 50 refineries to close down in 1940. The number of operating plants accordingly declined from 461 on January 1, 1940 to 420 on January 1, 1941 and the number of idle plants increased from 86 to 136 in the same period. These developments were also reflected in the capacity data, the operating capacity declining from 4,196,694 barrels daily on January 1, 1940 to 4,180,588 daily on January I, 1941 and the idle capacity rising from 431,952 barrels to 53g8381 barrels in the same period. However, the completed capacity on January 1, 1941 (4,718,969 barrels daily) was 2 percent above the previous year.

A new instrumented cable bolt has been developed by the National Institute for Occupational Safety and Health at the Spokane Research Laboratory in Spokane, WA. Although various instruments are available to measure load distribution and magnitude along a grouted cable, this instrument is innovative in that it uses strain gauges internal to the cable as load-measuring sensors. The instrument has been successfully tested in the field at FMC’s Granger Mine, Meikle Mine, and Getchell Mine. A “split-pipe” laboratory pull test was performed on each of three cable bolts instrumented with the new device. Each test consisted of grouting a 1.83-m-long cable in two 0.91-m-long sections of schedule 80 pipe. A numerical analysis was then performed in which laboratory boundary conditions were simulated and model properties derived from textbook guidelines. The loads calculated by the model were then compared to the measured loads.

A prototype portable hyperspectral imager that operates in the visible and near-infrared ranges of the electromagnetic spectrum was field tested at an open-pit mine. The tests were sponsored by the Spokane Research Laboratory, National Institute for Occupational Safety and Health, as part of an investigation of remote sensing technologies for use in detecting and monitoring conditions in surface mines that could lead to catastrophic slope failure. The spectro-polarimetric imager, built at the Carnegie Mellon Research Institute, employs an acousto-optical tunable filter (AOTF) to control wavelength, a phase retarder to measure polarization signatures, and a digital camera and computer to capture data. The spectral range of the instrument is 450 to 1000 nm at 10-nm intervals. High-resolution hyperspectral images of highwalls, outcrops, hand samples, and drill core were collected in the field. Spectra from the images closely matched those of specific minerals present and were used to classify the images. The field tests were designed to examine the feasibility of using spectral imaging to assist in compiling objective geologic maps of mine highwalls and other hazardous slopes. Results illustrate the capability of the method to discriminate materials within the image, validating the concept of simplified spectral imaging. A contributing factor in many slope failures is the presence and distribution of mechanically incompetent, clay-rich altered rock in slope faces. Spectral features of clays and other minerals are more distinctive in the short-wave and mid-infrared part of the spectrum; the capabilities of the instrument need to be extended into this range to apply the AOTF-based technology to common geologic materials. A field-portable hyperspectral imager could find broad application in remotely identifying diverse materials from solids and coatings to gases.

Mitsui Aluminium Co. of Japan announced that it would finance 25 percent of the construction costs for the 217,000 ton-per-year primary aluminum smelter being built by Alumax, Inc. at Holly, SC. Mitsui would receive 25 percent of the plant's production in return. Construction on the smelter began early in 1978, and is scheduled to be completed in 1981. The Aluminum Company of America (Alcoa) announced plans to restart a third potline at its Point Comfort, TX primary aluminum smelter in July. The company previously announced plans to restart two potlines at the facility in May. Reynolds Metals Co. began preparations to restart primary aluminum production in May in one of two 57,000 ton-per-year potlines at its Corpus Christi, TX smelter. The plant has been closed since 1975.

Bureau of Mines activities for safety and health in the mineral industries were reorganized during the fiscal year to provide direct supervision by the Assistant Director -Health and Safety. On December 19, 1954, the field offices conducting these activities were designated as district health and safety offices reporting to the Assistant Director. The functions of determining the causes of accidents and injuries in the mineral industries and recommending measures to eliminate them were continued, with satisfactory results in improved safety records. The inspection of coal mines and enforcement of the Federal Coal Mine Safety Act of 1952 were conducted as directed by the Congress, and safety conditions in the mines were notably improved. One coal-mine explosion classed as a major disaster occurred during the year. The causes of that explosion and means for preventing a recurrence were still under investigation because of the extreme difficulty in recovering several portions of the mine. Basic research on the nature of certain hazards and ways of eliminating them is continued. Training of individual workmen and supervisors in this knowledge is a major part of the work.

Tremendous improvements in mining technology have been witnessed during the past 100 years. For example, before 1860 all blastholes were drilled manually and blasting was done with low-energy black-powder. During the 1860&apos;s both the pneumatic rock drill and high-energy dynamite were introduced, ushering in an era of mining mechanization that has steadily progressed since that time. Today, with the rapid implementation of the latest advances in communication science, mining technology is moving into a new era that goes beyond mechanization as such. Transistors, transducers, scanners, telemetry, and the like, all terms largely derived from the new communication sciences, add up to what is popularly know as automation-the communication of machine with machine. Automation is now playing an important role in selected parts of the mining process, such as hoisting, hydraulic roof supports, and underground surface locomotive haulage and belt conveyor systems. But this year marked the first attempt to auto-mate the total mining process with the commencement of production at the British National Coal Boards Bevercotes mine. If this full-scale experiment proves successful, it could lead towards other fully automated mines in both Britain and other parts of the world. This decade, there-fore, could be considered the one that provided the foundation for the mines of the future.

Fully-grouted roof bolts comprise more than 80% of the primary roof supports used in U.S. coal mines. However, nearly 1,500 MSHA reportable, non-injury roof falls occur each year, and most of these are attributable to failure of the roof bolt system. Anchorage failure is one failure mechanism for fully-grouted bolts. As roof deformation works its way upward, the bolts can become heavily loaded near their upper ends. If the applied load exceeds the anchorage, the bolts will simply pull out. Research dating back 30 yrs indicates that this type of anchorage failure is most likely when the roof rock is weak, just where roof support is most critical. In soft shale or coal roof, the small amount of data available in the literature indicates that 20-30 in of resin anchorage may be required to achieve the full capacity of the bolt. In other words, the “full resistance zone” of a 60 in bolt may actually be just 30-40 in. Despite its potential importance, there is no widely accepted anchorage test for fully grouted bolts. Standard pull tests have sometimes been employed, but they provide no information on the anchorage near the top of the bolt. An alternative, first described more than 25 yrs ago in the U.S., is the short-encapsulation pull test (SEPT). With this test, the bolt is installed with only a short (1 ft or less) tube of resin. In recent years variations of this test have become international standards. v

In 1943, the Federal Bureau of Mines began a program of thermodynamic investigations of petroleum constituents and related compounds. These systematic, long-range studies, which were conducted in the thermodynamics laboratory of the Bartlesville Petroleum Research Center and are still continuing, have resulted in a substantial quantity of data valuable to the petroleum industry and science in general. As separate phases of these studies were completed, the findings were promptly reported in the scientific press. During the past 16 years, 89 journal articles, giving the results obtained for individual compounds and small groups of related compounds, were published, mainly in the Journal of the American Chemical Society and the Journal of Physical Chemistry. In addition, members of the Bureau staff have contributed six chapters to specialized reference books. This circular, prepared in response to many requests, lists these 95 published papers, giving an abstract of the contents of each, as well as titles, authors, and literature citations. The journal articles are listed in the order of their preparation, which closely approximates the chronological order of their publication; hence, the item number to the left of each citation corresponds to the assigned contribution number. For the convenience of the reader, the abstract section is followed by a condensed bibliography, arranged alphabetically by senior author and keyed to the abstracts by appropriate contribution numbers in parentheses after the entry.

The first bulletin (269) 3 in this series, which appeared in 1932, compiled the entropy values then available for the elements and in-organic compounds, results being listed for some 150 substances. Elaborations and revisions followed in 1936 (272) and 1941 (280), when over 500 usable entropy values were tabulated. The present bulletin constitutes a further elaboration and revision. The accumulation of data since 1940 has been marked, and 800 entropy values now are available. The present bulletin also contains all the pertinent explanatory matter that appeared in its predecessors. Thus, it retains the same dual purpose of assembling the available values of the entropies at 298.16° K. of the elements and inorganic compounds and giving enough explanation of methods of calculating entropies to make the results comprehensible.

The New Hope field was selected for study by; Bureau of lanes engineers because many problems met by, the operators during development and operation were unique to petroleum-engineering experience. Solving these problems is believed to have doubled the ultimate recovery of oil from the field. Since the discovery well was &apos;completed, in April 1943, an oil-productive area of 4,950 acres- has been delineated by the drilling of 64 wells, four of which were dry holes. Four oil-bearing reservoirs - the Bacon oolitic limestone, and the Hill, Pittsburg) and Elledge sandstones, all, in the Trinity group of the Lower Cretaceous series-- have been penetrated at depths ranging from 7,300 to 8,100 feet. Three of these reservoirs were found to be closed-type or solution gas-drive reservoirs, and one - the Hill - was an open-type or water-drive reservoir. During the course of the study, the Tide Water Associated, Oil Co. and -Seaboard al Co. of Delaware made available to the writers all well records, electric logs; and coring, production,, and pressure data. The ,writers performed Certain field and laboratory- tests on cores of ,the reservoir racks and&apos; samples -of the reservoir Oils. Analyses of cores from the four reservoirs showed average .porosities ranging from 10 to 18 percent, average permeabilities of 17 to 297 millidarcys, and -average &apos;connate water contents ranging from 25.4 to 30.6 percent. Subsurface and recombined samples of reservoir oils indicated that the oils in the Bacon Hill, and Pittsburg reservoirs contained ,206 to 422 cubic feet of gas in solution per barrel initially, and that the, reservoir oils were undersaturated with gas. No samples&apos; of oil from the Elledge reservoir were analyzed, and because of meager data this reservoir was not studied in detail. 4 The presence of free &apos;gas&apos; or a&apos; gas cap, however, indicated that the oil in the Elledge reservoir was saturated with gas. The rapid decline in pressures in- the&apos; four reservoirs during the &apos;first year of operation alarmed the operators and provoked them to investigate the reservoir conditions to determine the cause.
