The objective of Contract J0295041 was to determine if the addition of a surfactant (wetting agent) to the water used for dust control in underground coal mines results in the reduction of airborne dust. Laboratory wettability tests, including the capillary rise test, a coal dust sinking test and zeta potential measurements, were used to select a coal seam/surfactant combination for in-mine testing. Four surfactants were selected for underground testing: Surfynol 465, Aerosol MA-80, DC-13, and Dustallay. The underground tests in the Lower Kittanning seam, Indiana County, PA, involved a Wilcox Mark 20 auger mining system, equipped with spray nozzles located on the cutting augers, Conflow venturi sprays, and a spray manifold. Respirable dust samples were provided by MSA Model G personal samplers and Simslin II instantaneous dust monitor; total airborne dust samples were provided by MSA Model G samplers with UNICO filter cassettes. Based on data obtained from 24 test periods surfactants, as compared to plain water, reduced the airborne respirable dust an average of 27 percent and total airborne dust an average of 36 percent.

As a result of interest by the U.S. Department of Energy, the Bureau of Mines conducted studies on comminution of bituminous coal to the 2-um particle size range using the Bureau-developed turbomill. Both "plant grind" size (80 pct minus 75 um) and microsize (minus 10 um) coal can be produced in a single step with the Bureau's turbomill. In 15 min, minus 2.4-mm coal milled in water with steel shot was reduced tc 65 pct minus 75 m and 26 pct minus 2 m, with an energy requirement of 139 kW^h/mt coal. Plant-grind size coal milled in water, with Ottawa sand as the milling medium, was reduced to more than 45 pct minus 2 m in 15 min, at 175 kW?h/mt. Plant-grind coal milled with steel shot was reduced to 57 pct minus 2 um in 15 min, at 138 kW?h/mt. When diesel fuel was substituted for water, the milling of the coal was less effective and less energy efficient. Keeping the pulp dispersed was critical. Without an effective dispersant, the slurry became very viscous with increased milling time, resulting in higher energy requirements, low heat dissipation, and poor grinding efficiency.

This report presents the results of a study to determine compaction criteria for coal waste embankments. The purpose of this study is to evaluate the costs and resulting effects on the engineering proper-ties of coal waste materials, utilizing different compaction methods, equipment passes, and lift thickness. Based on the results of the study, a cost efficient compaction method that will attain the desired results will be recommended to the coal mining industry. The report describes a comprehensive literature search into the compaction of coal waste materials, field compaction programs, laboratory investigations, analysis of test data as well as conclusions and recommendations for establishing the compaction criteria. The findings obtained in this investigation are intended to supply much needed information and to justify the guidelines that have been recommended.

Each year hundreds of mineral specimens and numerous inquiries regarding tests and analyses of minerals and related inorganic substances are received by the Bureau of Mines. In response to this demand, in years past Information Circulars were published containing a list of laboratories. This paper is a revised version of Information Circular 7523, The listing has been changed from a regional basis to one of States arranged alphabetically and grouped by cities, again alphabetically, with Alaska and Canada listed at the end. All the services given at these laboratories are listed on one page for convenience and brevity. This list is compiled as a public service, and none of the laboratories listed herein are recommended over any other nor can the Bureau of Mines vouch for their results.

This case study details the process that was used for project planning and permitting for the Greens Creek Mine, located near Juneau Alaska, as seen through the eyes of one of the primary environmental consultants. This case shows how a Company could involve the public and the agencies in the early 1980's and develop a project sensitive to concerns expressed with a high level of environmental protection. Comparisons are made to the current environmental permitting situation. Initial baseline studies performed during the exploration phase provided helpful information for more detailed environmental work in 1980-1981 as planning and permitting formally got underway. Since the mine was in a National Monument and abuts up to a designated wilderness, the Monument Manager administered the project for the lead agency, the USDA Forest Service. Planning and permitting progressed smoothly to a Final Environmental Impact Statement (FEIS) in 1983. Metal prices were depressed when the FEIS was completed and the project permitting proceeded slowly. Ownership changed several times in the mid-1980's. New owners re-evaluated the project and suggested five changes that required a supplemental EA prior to development. The project was fully permitted and started construction in 1988. Operation began in 1989. Today the environmental process in southeast Alaska is now much more complex, detailed, expensive, and time consuming than in the early 1980's. Significant issues discussed that may impede development and operation include overlapping agency jurisdictions, personal agendas of agency staff, conflicts between agencies that impede project progress, changing regulations, and a well organized environmental opposition.

"INTRODUCTION This paper is the seventh of a series of yearly reviews started in 1921 and pre¬sents information gathered in a cooperative investigation undertaken by the United States Bureau of Mines and the University of Utah. It is the purpose of this report to make available flotation—reagent consumption data and other milling information in such a manner as to be of value to the milling industry and to the manufacturer of flotation reagents.These data have been compiled from a survey of about 300 concentration plants in the United States. Much additional information has been obtained from the various offices of the United States Bureau of Mines. Many of the plants covered in the survey made complete reports of their operations, but others were apparently unable to supply this information in sufficient detail to meet the requirements of this report. As a result, some sections of the report are more complete than others. In general, however, the mill reports were much more complete than in previous years, and for the first time it has been possible to calculate average mill recoveries in the treatment of certain classes of ores. As in the past, every effort has been made to conceal individual plant operations.ACKNOWLEDGMENTSIt is realized that the publication of this information is possible only through the assistance of the mill operators, and the authors wish to express their appreciation of this cooperation. Improved methods of dust control in the metal and nonmetal mining industries were studied. Preliminary dust surveys were made at selected mines and three mines were chosen for additional studies. Dust control effectiveness was evaluated using full shift gravimetric sampling and GCA Dust Monitor readings. Analyses for free silica content and particle size distribution were conducted. A belt washing system which was used to control dust at a transfer point was evaluated. The average reduction of respirable dust was 48% and the average reduction of total dust was 78%. The belt washing system not only maintained the work place within compliance but reduced maintenance problems along the beltway by 90%. Exhaust ventilation at a crusher was evaluated for control effectiveness. Ventilation along with operation of the crusher control room under slight positive pressure, maintained the work place within compliance. An exhaust ventilation system was designed for use at an underground rotary dump. Although the system was not installed or evaluated, details on the design are given. High expansion foam was used at an ore chute in an attempt to control dust at the draw point and loading point. Results indicated that foam did not effectively control dust.

The Bureau of Mines conducted a flammability study of plastic ventilation ducts. Six rigid 16-in-diam fiberglass-reinforced plastic ducts from five manufacturers were examined using laboratory-scale, large-scale, and full-scale fire tests. The laboratory-scale tests included the American Society for Testing and Materials E162 radiant panel test, the E2863 oxygen index test, and the standardized small-scale flammability test (S3FT) developed by the Mine Safety and Health Administration (MSHA), U.S. Department of Labor, and replicated by the Bureau of Mines. Ten-foot lengths of the same ducts were also subjected to a large-scale vertical fire test, and 20-to 30-ft lengths were tested in a full-scale in-mine fire test at the Bureau's Lake Lynn Laboratory mine. The data from the laboratory-scale radiant panel test and oxygen index test indicated that the ducts were fire-resistant, However, five of the six ducts failed the S3FT and vertical fire tests, and four of the ducts failed the full-scale in-mine tests with flame propagation rates that ranged from 3 to 10 ft/min. The results indicate the need for improved fire-resistant plastic ducts. The good agreement between the S3FT re-sults and the vertical and full-scale tests show that the S3FT provides a good indication of the flammability of fiberglass-reinforced plastic ducting under realistic fire conditions.

This report and associated deliverables is the culmination of a comprehensive literature survey, data collection and identification of over 500 metal/nonmetal active mines/mills/smelters (over 50,000 tons per year, TPY, production) in the contiguous 48 states. The main purpose was to compile an inventory of the mine/ mill/smelter waste tonnages, thus forming a data base for future research and development in improving waste management and waste disposal techniques in the metal/nonmetal mining industry. The study specifically excluded sand and gravel, sulfur, granite and any commodity that leaves basically no waste when mined and/or milled. The coal waste inventory is the subject of another report. The study provided for locating, mapping. encodating and digitizing all the mine/mill/smelter information made available throughout the nation as well as the climatological, land use, topographical, ecological and vegetative data. Mine/mill/smelter information also included (where possible) acreage and/or volume, mining methods, primary ore and gangue minerals, waste composition and haulage methods and distance hauled. Finally, a discussion is provided concerning present and potential uses of various types of tailings, as well 8S recommending possible R&D in addressing problem areas in waste disposal techniques and management.

This is the final report of work accomplished during 1973-75 under U. S. Bureau of Mines Contract No. H0242015, "System for Handling Underground Mine Supplies and Materials." The purpose of the contract was to develop a mechanical device which could safely perform handling tasks that are normally done manually in underground bituminous coal mines. The report discusses studies leading to construct-ion of a battery-operated, three-wheel vehicle with a six-degree-of-freedom manipulator. Supportive design studies included collection and analysis of production, manual functions, and injury data on the underground bituminous coal mining industry. Transfer tasks in section storage and working places were the prime candidates for mechanical handling. Functional specifications were developed for two handling devices (one to handle existing unit loads and one to handle repackaged unit loads) and for a vehicle to mount the handling device. Design concepts for nine different handling devices were developed and a cost/benefit evaluation made for each. Detail design, capital and operating costs, and method improvement savings data were developed for two battery-operated vehicles and for two different manipulators. The three-wheel vehicle with anthropomorphic manipulator was chosen for development.

"INTRODUCTION The Park City district, situated 30 miles east of Salt Lake City, Utah, in the Wasatch Mountains, Is a well-known producer of lead, zinc, and precious metals. Nearly continuous production has been maintained from the dis¬trict since its early discovery about 1870. For approximately 50 years, gravity milling methods were employed to beneficiate Park City ore, and during that time tailings from the mills were sluiced down Silver Creek and deposited on lands below the camp for 7 miles.Owing to the large tonnage of tailings deposited along Silver Creek, considerable work was done in the past in the attempt to develop a low-cost concentration method for re-treating this material, but no-method was found that was economically feasible. The Bureau of Mines was asked to conduct beneficiation tests on Park City tailings in November 1944, and metallurgical studies were initiated at that time. This report summarizes the results of laboratory ore-dressing studies made on samples from the Grasselli deposit."

In the context of the following report, an hazardous location can be described as any industrial area in which flammable or explosive gases, vapors, and dusts can be encountered. When electrical apparatus is used in such hazardous atmospheres, the chance of a dust or gas ignition is ever present. Consequently, in an effort to reduce the ignition hazard, several protection systems have been devised. Such systems are termed electrical hazard reduction techniques. The most widely accepted and used of these, the explosion-proof enclosure, is the principal subject of this report. However, other techniques are briefly mentioned. Hazard reduction techniques used in coal mine atmospheres (which can contain methane, coal dust, and air mixtures) are classified as Group I. The explosion-proof enclosure commonly used in mines is defined by the USBM Schedule 2G as a device that can contain internal explosions of methane-air mixtures without undergoing damage or excessive distortion and without an ignition of a surrounding methane-air mixture or discharge of flame. (100) Internationally, the definition remains the same except the words "discharge of flame" are not present. (4,5,31,42,52,76,102) The latter description often refers to flame-proof enclosure construction, but the terms "flameproof: and "explosion-proof" commonly have the same connotation. These enclosures which may not be vapor tight, are distinguished by heavy-wall cast or welded construction and bolted or threaded close fitting flanges.

The United States Bureau of Mines, in cooperation with the National Send and Gravel Association conducted a safety contest in 1929 Among producers of sand and gravel. Only 26 plants were enrolled, as the contest was late getting under way. It is hoped that a ranch larger number of plants will be represented in the safety competition of 1930. Two trophies, both of which were provided by Rock Products magazine, were awarded at the end of the contest; one trophy was given for the best safety record among plants working 100,000 or mare man-hours during the year and the other for the beat record among plants working less than 100,000 man-hours. The trophies were presented to representatives of the winning, companies on January 29, 1930, at the annual convention of the National Sand and Gravel Association at Memphis, Tenn.

Researchers working for the National Institute for Occupational Safety and Health (NIOSH) at the Pittsburgh Research Laboratory are developing ways to protect the health of miners. Part of that effort is devoted to improving the air quality in underground stone mines by developing ventilation techniques that can be used in these types of operations. The air quality in these large opening nonmetal mines can be significantly improved by using diesel particulate matter (DPM) controls along with sufficient ventilation quantities to remove contaminants. Practical methods of ventilating these underground stone mines can be accomplished by using mine layouts that course and separate ventilation air through the use of stoppings. The design, construction, and maintenance of effective stoppings in large openings have been a real challenge to mine operators. Several different types of stoppings have and can be used for this application. The choice of stopping design, material used, and construction techniques should be dependent upon a number of factors such as the intended life and effectiveness desired.

METALLURGICAL ACTIVITY in 1963 was again dominated by the insatiate demands of research and development conducted in conjunction with the nation's defense and aerospace programs. An increasing effort was noticeable throughout the year, however, to apply to the commercial field many of the processes and techniques that have been developed by government-sponsored research. Particularly effective has been the Industrial Applications Program of the National Aeronautic and Space Agency through which many of the technological advancements made during the course of NASA research and development have been published and released to the public. POWDER TECHNOLOGY Powder metallurgy techniques for fabricating metals, not long ago declared outmoded because of improved casting and shaping methods, have since made an astonishing comeback. Traditionally mechanical pressing of powder shapes has been employed when melting and casting was difficult or impossible, when phase relationships needed to be sidestepped, or when machining costs could be avoided. Hence, it has long been used for producing relatively small special shapes of high-melting metals and alloys. Small iron parts produced with a punch and die have been common for many years, but powder metallurgy techniques are now applicable to a wide range of materials and items. Hard-to-handle materials including refractory metals and their alloys are now rolled, forged, or extruded from billets made by sintering isostatically compacted powders. The major element of the powder metallurgy industry still comprises iron shapes, however, and two-thirds of the annual 100,000 tons of powder metallurgy products are made of iron. The largest single user of powder-forming techniques is the automobile industry which currently consumes 14,000 to 16,000 tons of iron powder per year. A typical 1963 model auto contained more than 100 pressed powder parts (e.g., transmission gears, timing gears, sprockets, ball joint suspensions) totaling 5 to 7 pounds per car. Some of these powders are used in self-lubricating parts of porous copper and copper alloys containing as much as 20 volume-percent lubricating oil. The White Rock area of the Boiling Springs manganese-iron deposits comprises about 3,200 acres of land in Monroe Township, Cumberland County, Pa. (See fig. 1.) This property was brought to the: attention of the Bureau of Mines by Pennsylvania Geological Survey Bulletin 128, entitled "Manganese Ores of Pennsylvania" by R. M. Foose. It was examined by an engineer of the Bureau of Mines in August 1942 and was further investigated by the Bureau by churn drilling and underground development during the period December 1942 to February 1944. Beneficiation tests were made on samples of the ore. This report describes the work done during the investigation and presents the results obtained.

The crystal structure of hematite, a-Fe203, has been refined as part of a continuing study of the behavior of phases in the Fe-O system during reduction and oxidation. Three-dimensional diffraction intensities were collected on two spherical single crystals of hematite with a semiautomated Buerger single-crystal diffractometer. The first crystal refined was a natural Elba hematite with minor impurities. The other, a synthetic crystal, was refined at the request of Mossbauer spectroscopy investigators concerned with impurities in the natural crystal. The structure has been refined with a least-squares program and the final structure for the natural crystal irradiated with CuKa-radiation gave a discrepancy factor (R) of 3.65 percent using 49 unrejected reflections of the 51 measured. For the synthetic crystal, using MoKa-radiation, the discrepancy factor converged to 2.8 percent using 95 unrejected reflections and was 3.3 percent for all 109 reflections. The structure model of Pauling and Hendricks has been confirmed with essentially no change in the iron coordinates and approximately a 5-percent change in the oxygen coordinates. Selected interatomic distances and angles were calculated as were anisotropic temperature factors.

SUSTAINED growth characterized the U.S. economy in 1964. Many new peaks were achieved in production, sales, employment, employee earnings, and business profits. At the end of 1964, the economy had experienced 4 years of uninterrupted expansion, and the greatest net gains in output for all postwar cyclical advances had been registered. There were no indications of the various weaknesses which have previously characterized advanced stages of business expansion. Both gross national product (GNP) and national income were 6.7 percent higher than in 1963. In 1964 GNP totaled $628.7 billion, a gain of $39.2 billion over the 1963 figure. On an overall basis, prices rose 1.75 percent in 1964. The real volume of output of goods and services (GNP in constant dollars) increased by 5.0 percent ill 1964; this was more than the 3.8-percent gain in 1963 but less than the 6.6 percent gain in 1962. The 1964 output gain also exceeded the average 3.7 percent annual increase for the postwar period. Congress authorized a two-stage tax reduction designed to further stimulate economic growth and employment. The tax cut favorably affected the 1964 economy in the following ways: By helping to boost personal income, corporate profits, and industrial production; by accelerating the pace of consumer spending and business capital expansion; and by increasing employment, thereby reducing unemployment to 5 percent. This section of the Minerals Yearbook reviews the minerals industries of 29 countries: the 12 nations of the European Community (Belgium, France, the Federal Republic of Germany (FRG), Italy, Greece, the Netherlands, Denmark/Greenland, Spain, Portugal, Luxembourg, The United Kingdom, and Ireland); 6 of the 7 nations of the European Free Trade Association (Sweden, Norway, Finland, Iceland, Austria, and Switzerland); Malta; the 8 Centrally Planned Economies of Eastern Europe (the German Democratic Republic (GDR), Poland, Yugoslavia, Albania, Hungary, Czechoslovakia, Romania, and Bulgaria); and the U.S.S.R. Western Europe Western Europe [loosely defined to include the 12 nations of the European Com-munity (EC) and the 7 nations of the European Free Trade Association (EFTA)] is the single largest trading area and consumer of raw materials in the world. If Western Europe was at one time an important mining sector, it has now increasingly relegated the role of supplying minerals for its minerals processing industry to its ex-colonies in North and South America, Africa, and Australia. In this regard, Western Europe is the most important determinant of raw materials consumption (and thus, indirectly, raw materials production). There is an important reason for this since Western Europe lies somewhere between Japan at one extreme and the United States and the U.S.S.R. at the other extreme as regards the availability of natural resources.
