The value of water is defined by its marginal utility. Challenges arise where the marginal utility is difficult to estimate. Therefore, when two or more interested parties wish to access water and they cannot use commensurate units for marginal utility; other means of value comparison must be sought. It is asserted here that sustainability principles can be used to guide this valuation if this is supported by a transparent decision framework. This paper proposes that the ICMM sustainable development principles provide appropriate guidance. In addition, a generic framework for decision making is suggested as a complement. Indicators of water management are recognised widely as an integral part of the accountability of minerals companies towards meeting sustainability goals. Less widely recognised are the ways in which sustainability principles can be used to guide decisions on water management which demonstrate growing awareness of its value. This paper illustrates the use of this logic in water issues associated with global sustainability challenges. It then goes on to demonstrate, using examples, that these links exist at all levels of the minerals industry and that indicators of this type are potentially as powerful as those currently being used. The reason for this is that the path from cause to effect is transparent and direct.

This paper looks at the past, present and not too distant future of grinding mill relining.Since the adoption of autogenous grinding (AG) mills and semi-autogenous grinding (SAG) mills as the primary ore reducing devices in the comminution circuit, plant shutdown frequency and duration has largely been driven by the liner maintenance requirements of these mills.The past 30 years have seen the introduction of many technologies to reduce relining times and frequencies. Advanced relining systems have been developed which include single and twin Mill Relining Machines, capable of placing large (up to 8000 kg) liners, high energy recoilless THUNDERBOLT Hammers, and high capacity Feed Chute Transporters. Despite these advances, today many of the hazards associated with mill relining remain and reline times still vary considerably between mine sites. A sophisticated discrete event simulation program, designed to analyse the mill relining process, has revealed the dominant influences on reline times of crew performance and of the need for safe access to larger segments of the mill.A new generation of advanced and semi-automated technologies is currently being tested that will address these remaining challenges. Laboratory testwork has been performed on ancient residues from the cyanidation of a previously roasted gold-containing pyrite and arsenopyrite ore. By grinding to 95 per cent minus 60 microns, and after a strong aeration conditioning of the pulp, a gold recovery of approximately 67 per cent was obtained by cyanidation. This recovery was brought up to 80 per cent by leaching with thiourea, after a preleaching step with sulphuric acid under severe conditions of acidity and temperature. To avoid excessive capital costs bound to such processes, it was decided to investigate the possibility of applying flotation after grinding at a size similar or finer than the one used for the leaching tests. The method turned out to give interesting results because of the natural flotability observed at pH values lower than two for particles rich in gold present in the residue. After two cleaning steps, a final concentrate, representing around one weight per cent of the feed, was obtained with an approximate gold content of 350 g/t, representing a batch recovery of gold of about 50 per cent. Apart from sulphuric acid, whose addition was very high (flotation slurries at 25 g/l H2SO4), other reagents were not found necessary. Additional flotation tests were carried out to examine whether the recycling of the cleaner tails was justified but the gain observed appeared insufficient.

TSG Consulting works with many of the major global mining companies using simulation modelling as an integral component in their development teamÆs processes to determine which combination of infrastructure options, operating performance and operating rules best achieve project goals. All systems can be divided into a series of subprocesses. Conventional management and design practices focus on the optimisation of these system components. However, the interaction between subprocesses means that improvements made to the individual components do not necessarily translate into total system performance improvement.TSG Consulting advocates a ætotal integrated system approachÆ to understanding the behaviour and performance of complex interacting systems. In a constraint-based integrated set of processes, the instantaneous system capacity is limited by the subsystem component capacity that is the bottleneck at that point in time. Additionally, real world stochastic and dynamic influences tend to have knock-on effects across subsystem boundaries. This necessitates the requirement for simulation modelling to develop and validate solutions that are sufficiently robust to deliver sustainable outcomes. The key to maximising production is to understand the causes and effects the inherent variability has on component performance, subprocess performance and most importantly, the total integrated system performance. The correct use of simulation modelling techniques allows study teams to evaluate the relative merits of different capacity enhancement proposals. Put simply, when done well, simulation modelling provides a quantitative and rational process to enhance the knowledge and insight needed to make informed decisions.

There is very little in Australian mining law that sets out the rights of mining tenement and exploration licence holders as against other parties who wish to carry out ground or aerial surveillance over those areas.There have already been several legal actions arising out of this lack, and more can be expected as the public places more rigorous constraints on corporate and individual behaviour. Field personnel, who are mainly fairly junior and less experienced, are entitled to some guidance from the minerals industry, guidance which up to now appears to have been either lacking or covering such a wide range of standards from corporation to corporation as to be virtually useless.Because each State writes its own laws there is no consistency, and the laws generally are lagging behind developments in the industry. In particular, the practice of granting mining tenements for sporadic exploration, a practice that is a leftover from much earlier mining law, has dotted the Australian continent with unattended and unmarked or poorly marked tenements that are difficult to find but confer on the holder prior rights to the minerals under them. Entry onto those areas in most jurisdictions is an offence and their existence compromises the efforts of regional explorers.This clearly unsatisfactory situation requires remedying, which is the purpose of these proposals. A more systematic approach to the granting of reconnaissance, regional and detailed exploration, mining, and retention rights will eliminate much of the problem. For the rest, a code of practice needs to be adopted as soon as possible.

The objective, of the Diesel Emissions Evaluation Program (DEEP)-sponsored project at IncoÆs Stobie mine, was to conduct a long-term field evaluation of selected diesel particulate filter (DPF) systems, available to the underground mining industry. Nine state-of-the-art DPF systems were retrofitted to heavy-duty and light-duty vehicles and were subjected to extensive long-term in-mine evaluation. Periodic efficiency tests were conducted at various stages of the study (in 2001, 2002 and 2004) to establish in-use efficiencies and durabilities of the tested DPF systems. During efficiency tests, the vehicles/engines were operated over several steady-state operating conditions. Various instruments were used to measure particulate and gaseous emissions upstream and downstream of the filter systems. The results were used to assess the effects of the filter systems on the concentrations of diesel particulate matter (DPM), nitric oxide, nitrogen dioxide and carbon monoxide in the vehicle exhaust. Experience with the operational issues related to deployment of the filter systems on underground mining vehicles, coupled with the assessment of the filtration efficiencies, were the primary objectives of the study. The variety of filtration systems and regeneration concepts used in this study offered the opportunity to investigate the advantages and disadvantages of the various types. Some of the major issues studied were criteria for selecting the filter media, means of regeneration, the long-term operational reliability, and the occurrence of unwanted secondary emissions.

A number of rehabilitated open cast coalmines in SA are already decanting. The paper focuses on the situation at one of these mines where the following information exist: monthly decant rates and rainfall; sulfate concentrations of the decanting water; water level measurements inside the mine prior to decanting; ABA analyses; information about the rehabilitation (drainage slope, vegetation, soil used). A 2D-model was constructed for the mine and calibrated against six years of flow data. About 85 per cent of the decant outflow rate comes from direct recharge on top of the rehabilitated mine while the other 15 per cent is derived from lateral groundwater inflows. The estimated recharge value was 17 per cent of the rainfall. Measured sulfate values showed that the sulfate generation rate for the mine was in the order of 7 kg/ha/d. Conclusions from the study are:most of the water decanting from rehabilitated open cast coal mines is derived from recharge via rainfall; given a specific sulfate generation rate, then: the lower the recharge the less the decant rate but the higher the sulfate concentration of the decanting water and vice versa; future prediction of the decant rate must be stochastic according to expected percentile monthly rainfall values; and as a first assessment of the predicted sulfate concentration of decant water from rehabilitated open case mines, the 7 kg/ha/d sulfate generation rate can be used.

In the sixteenth century the Spanish Captain da Alvaro Soavedaro, on a search for the explorer Ferdinand Magellan, came across the main island of New Guinea which he named Isla del Oro (Island of Gold). Since that time exploration for, and mining of, gold has been pursued by many, culminating in . the development of major world-class projects in the latter part of the 20th century. Though various prospectors have panned for gold and small gold mining projects were undertaken through the seventeenth and eighteenth centuries, it was not until the 1880's when mining became a more concerted economic venture. Misima and Woodlark Islands in Milne Bay, Gura-Ackera and Yoada in Oro, and Lakekamu in Gulf Province and Keveri in Central Province were all gold producers by late nineteenth century. It was in the 1920's that corporations began mining in PNG and with the commencement of production at Panguna in Bougainville in 1972 a new era of mega-project mining began.' Today there are two large mining projects producing mainly gold and copper. The first, already mentioned, is Panguna on Bougainville Island. This project has provided Government with $US 475 million in taxes. ok Tedi is the second large mine development located in Western Province. It began production in 1984 with the extraction of the deposit's "gold Cap".

Rock mechanics investigations have shown that some major slopes in the Panguna pit would be stable at angles in excess of 500 providing near-surface instability could be controlled. Excavation of final batters at angles between 55¦ and 60¦ is now being carried out using D10 dozers with berms at 45 to 60 m centres. A trial slope with berms at 90 m centres is planned. Shotcreting of weak zones combined with crest reinforcement, with rock anchors and dowels, is used to provide protection against erosion and toppling of the crests. Overall slopes excavated in this way are of the order of 10¦ steeper than slopes obtained by blast and shovel excavation.

The Department of Resource Industries regulates and oversees safety and environmental standards for the mining and related industries in Queensland, and provides scientific support through its effort in the geosciences.The geoscientific data base accumulated over more than 120 years is very large. Therefore, accessibility to and utilisation of the data base in the most effective manner is an issue to be addressed in terms of modern information technology. The Department has developed a strategy whose implementation is progressing rapidly.

The Broken Hill Proprietary Company Limited (BHP) has been successfully using mini computers in its open cut strip and pit coal planning for the past six years. A recent development within the computerised Seam deposit User oriented Mine Planning System (SUMPS) provides the facility for the generation, evaluation, and simulation of colliery workings.Existing computer programs for collieries were studied, but none met the requirements of BHP's underground mine planners.Consequently, it was decided to develop programs, based on those existing within BHP for open cut strip and open cut pit mine planning. The new planning facility was designed to enable any number of proposed colliery developments and operating plans to be evaluated against optimistic, most likely and pessimistic geological lease area interpretations.In mine planning, sensitivity studies should be conducted to determine the likely effects on production, development costs and colliery economics of changes in mine design and budgeted equipment productivity. By automating the manual calculations involved, the computer programs provide the ability to conduct numerous and extensive sensitivity studies. Hence an optimum mine design for budgeting purposes can be derived quickly with an improved degree of confidence in the long term viability of the proposed development.

Although the bromo-cyanide or Diehl process for the extraction of gold from its ores is used on several of the Kalgoorlie mines, very little information has been published on the original process, and no details are available from the various mines now using it. The following description of the process as carried on at the Hannan's Star plant, where several modifications were introduced by the author, will therefore be of interest to mining men, and it is hoped that some discussion on this paper will provide further useful information to the mining community.The process was first installed on the Hannan's Star mine, where a full working plant was erected by the London-Hamburg Co. In their contract they guaranteed a 91 per cent. extraction on a sulphide ore of 15 dwt value. This was considered a very high extraction at the time, and the plant successfully carried out its work.The new features in the process were the finer grinding of the ore, for which purpose the tube mill was introduced, and the addition of a solution of bromo-cyanide to the vats under ordinary cyanide treatment, whereby a higher extraction was obtained in a shorter time. The main difficulty in the process was the easy manufacture of the bromo-cyanide solution, but this was eventually overcome. The mixed salts now supplied by the LondonHamburg Co. are in every way satisfactory, and are supplied at such a price that the process compares favourably with any other from a cost point of view.

The categories of Mineral Resources and Ore Reserves that may be used for public reporting in Australasia are defined in the current JORC Code (2004). Most internationally accepted codes emphasise the principles of transparency, materiality and competence in classifying resources. They also provide some guidance in considering the impact of data quality. There is no method recommended in the JORC Code to classify a Mineral Resource into the allowed categories of Measured, Indicated and Inferred for public reporting. A clearly defined procedure is desirable for many reasons, including consistency, repeatability and auditability. The demonstrated use of geological knowledge in the classification method is desirable. In deposits with abundant historical data there can be large variations in data type and quality. Quantification of the error of the estimates may also be considered. Ways to formally incorporate such information into the resource classification process are presented as a first step towards establishing an objective, repeatable methodology that allocates resources into appropriate categories based on defined criteria of accuracy and precision.

Patterns of successful metallic mineral discoveries in Australia are analysed for the last three decades. A trend towards more discoveries of poorly expressed and blind ore- bodies is evident and can be expected to continue. Discoveries using traditional and conceptual geological techniques have proportionally declined but are expected to continue at a significant level for a decade or so. Improvements in the quality and numbers of geological exploration models and in the quality of available basic geoscience data have aided successful discovery in recent years. Although some orebodies for the Year 2001 have already been found maintenance of a strong mineral inventory demands that more and better geological models are applied. Empirical models need to be improved by critical multi- disciplinary integrated studies of mineral occurrence at all scales. New models can and will be developed by various means. If application of these models is made with all the innovation, initiative and unorthodoxy that can be mustered then new discoveries will result. Greater attention to the surface expression of orebodies will also lead to new discoveries. Review and follow-up of old data in the light of new concepts will provide yet another discovery route.

The most important mining problem facing many of the established surface coal mines in the Bowen Basin area of Queensland is the rising cost of overburden stripping associated with increasing depths to coal. The Dragline-Hopper-Truck Project is one of a number of responses to this problem, and involves the design and construction of an experimental hopper followed by field evaluation of a dragline-hopper-truck mining system.Such systems, if proven feasible, could be used for a range of applications, eg prestripping, extension of depths for single pass dragline operations and solution of geotechnical problems.

Drilling and blasting constitute important activity in mining operations and account for around 20% of the total excavation cost. The utilization coefficient of energy for explosions of the fragmentation type is hardly 15 to 2035 and an enhancement in this is possible only through optimization of blast design. Designing a 'blast is a complex planning task, which for optimum results calls for matching the energy level of the explosive, rock properties and bench geometry. Optimum blast design needs a comprehensive study and an objective analysis of the intersecting elements. A cost optimised approach is often adopted with due consideration for all the cost sectors viz., drilling, blasting, loading, hauling dumping, and primary crushing, contributing to the overall miring cost. The present study deals with a performance prediction model which predicts the optimum burden for an explosive system in a given rock type to produce a certain desired fragment size. The model is framed on the inputs : shovel size, drill size, unit cost of drilling, bench dimensions, rock density, bond index, unit cost of explosive, maximum work potential. The model has been extended to compute the drilling and blasting costs for an assumed size of the bench to be blasted per round, so as to arrive at the overall cost optimization from a number of explosive systems. A comparative cost calculation with different explosive systems has been presented for a typical iron ore mine in India.

Epithermal deposits have been defined as the lower temperature end of a spectrum of hydrothermal mineral deposits and are inferred to have formed near the EarthÆs surface. The preservation of an epithermal gold deposit in an Archaean craton is rather problematic, especially when such deposits form clusters or groups as reported for the Pilbara and Yilgarn cratons. For two of the better studied examples of epithermal gold deposits in these cratons, Becher and Wiluna, the evidence that they formed near the Earth surface is non-diagnostic, and the epithermal origin appears uncertain. Despite the simplicity of the original definition, there have been numerous errors in classifying epithermal gold deposits. It is suggested that these errors are primarily due to poor criteria defining the group as there is limited evidence of poor observational science being the cause. The criteria being used to recognise epithermal gold deposits include tectonic setting, ore element suite and quartz vein textures. None of these are diagnostic of epithermal deposits and their link back to the original low pressure-temperature definition of the class is tenuous. There has been definition creep over time as new observations on potential epithermal gold deposits become accommodated within a flexible definition. There is some urgency establishing and then using criteria to reliably identify epithermal deposits. Distinction of epithermal gold from weathered gold deposits is an important step. The Mutooroo copper mine is one of a number of deposits that have been evaluated by Adelaide and Wallaroo Fertilizers Ltd as a source of feed for the production of high- purity copper oxide at their Burra plant. For this deposit, the technique of solution mining or in-situ leaching appeared ideal. The Mutooroo production circuit and the results of the process optimization and environmental monitoring programmes are outlined. At the end of the experimental period described here, the production liquor typically contained I g/litre copper, yield- ing in excess of 5 t/month of cement product containing about 80 per cent copper. The environmental monitoring programme provided clear evidence that there had been no un- acceptable alteration to the properties of the groundwater in the country rock surround- ing the mineralized zone. It is anticipated that the experience gained at Mutooroo will be of considerable help in the development of other solution mining operations.

This contribution by. The Australasian Institute of Mining and Metallurgy has three main thrusts. First, an Institute (and industry) view on academia and the need for more entrepreneurship at top academic levels, second the need to lift our technological game, and third, professionalism and the perceived role of mineral industry education. While I will deal with each of these separately they are of course inter- related and can be brought together under the frequently used, but insufficiently practised title, "communications". First then, The Institute and industry view of academia. There are some academics in the audience and I imagine they may wish to reply to my remarks with an academic view of industry. That is not unreasonable. Like all human institutions, academic institutions vary in quality and characteristics. Some are successful and some less so. Some historically are well renowned. Others that were once successful schools have declined. Lesser known schools have grown into prominence. What is it that sets apart 'good' highly regarded schools from those that are not so well regarded? It comes down to one main ingredient - "leadership". The strong mining schools in the past 100 years have been strong because they have had outstanding and clearly identified leaders. Strong clearly identified leadership has always had rapport with, and the support of the industry. The two go hand- in-hand, each nourishing and supporting the Other.

Before proceeding to the main portion of the above subject, a few remarks as to the general question of our mill slimes seem called for, and, with this in view, it is intended to briefly refer to the salient, points connected with their production, treatment and disposal at the mills.It is well known that, owing to the inticate mixture of the constituents of our sulphide ore, 'a very great deal of crushing and grinding is required to detach the particles of galena from the zinc blende and gangue of the ore, and it will be readily understood that, in this operation, a considerable amount of the material is converted into a slime which consists of minute, but ,(as can be see~ under a glass) well definied particles of all the constituents· 6f the ore arid combinations thereof, the relative proportions of which depend on the dual characteristics of hardness and abundance of the different constituents.
