"Investors and other stakeholders assessing the risk, opportunity and relative value associated with a resource project need to appreciate the project in its correct context. Errors, omissions, biased reporting or conflicting information in project reporting may lead to a misinterpretation of technical and financial results, resulting in biased estimates or assumptions on project value.This paper provides a simple ‘Resource Project Framework’ for presenting a project’s status that may be readily benchmarked against other similar projects and to illustrate the stages required to advance the project outcomes to higher levels of certainty. The framework draws on definitions and guidelines readily available in various resource industry reporting codes and public company reporting requirements.The framework assesses three key areas for placing a resource project in its correct relative context, namely:the project development stagethe confidence in the Exploration Results, Mineral Resources and/or Ore Reservesthe level of accuracy, precision and confidence in the technical and economic studies supporting the reported results or options for the project.The application of the Resource Project Framework is illustrated using two project examples, one from publicly reported company project releases and the other for two development projects.CITATION:Noppé, M A, 2016. The Grande Côte Mineral Sands Deposit (GCMSP) is located on a coastal mobile dune system in Senegal on the west coast of Africa. Senegal is a stable, democratic republic, having gained its independence from France in 1960. It has a population of about 12.5 million people. The dunes begin about 25 km north-east of Dakar, the capital city of Senegal, and extend northwards for more than 140 km. The mineralised dune system averages about 2 km wide with some areas extending to up to 4.5 km wide.Mineral Deposits limited (MDL), a Melbourne-based company with over 60 years operational experience in mineral sand mining in Australia, holds, through its Senegalese subsidiary MDL Senegal SARL (MDLS), a 25-year Mining Concession covering the deposits. The main heavy mineral (HM) areas identified to date are, from south to north, Mboro, Fass Boye, Diogo and Lompoul. Within the Mining Concession there is potential to identify additional resources beyond the limits of present drilling. The dunes are mobile or semi fixed, pale yellow in colour and overlie older white marine sands. The dunes range between 5 m and 30 m in height and the mineralised zones, which are essentially flat-lying, average around 15 m in thickness. The mineralisation consists, principally of ilmenite with accessory zircon, rutile and leucoxene. Zircon and ilmenite are the main commodities of interest.Independent consultants AMC estimated mineral resources for the four main deposits in 2006 of 1330 Mt of sand averaging 2.0 per cent HM at a cut-off grade of 1.5 per cent HM. At a cut-off grade of one per cent the resources were 3200 Mt averaging 1.5 per cent HM. All of the estimate was classified as Inferred Resources under the 2004 Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (JORC, 2004).Subsequent completion of infill drilling, sampling and assaying of the initial mining area, centred at Diogo, was completed in 2008, enabling a final dredge path to be designed and ore reserves estimated, based on a JORC compliant Measured and Indicated Mineral Resource. Infill drilling is continuing in the Lompoul and the results of this campaign will be included in the JORC compliant data base by AMC in April 2010 to enable the 15 per cent year dredge path and mine plan to be finalised.Development studies have shown that the project can be optimised as a dredging operation, with mineralised sand being treated in a conventional floating spiral preconcentrator, wet concentrator and dry mineral separation plant. Engineering work now substantially completed by Ausenco Limited (Ausenco) has developed the combination of some existing plant from MDL’s past operations, and new plant for the complete process from dredging to final product separation and grading. Testwork on a series of bulk samples has determined that the project can yield a high quality zircon product and an ilmenite product along with minor rutile and leucoxene.Work to date indicates a likely output of around 80 000 t of zircon in various quality streams (Primary, Secondary, Standard and Foundry Grades), around 550 000 t of ilmenite plus around 15000 t of rutile and around 12 000 t of leucoxene/secondary ilmenite. Planned zircon output would represent around 7per cent of the total world production, which would make the GCZ&IP a significant producer on a world scale.The studies have indicated capital costs to be in the range of US$400 M total operating cost (after completion of ramp-up) of around US$50 M - $55 M/a. Revenue is expected to be in the range $127 M - $157 M/a.

Potential areas for improvement in flotation performance were identified during JKTech model development surveys in October 2003. Subsequent implementation of the JKTech recommendations in consultation with flotation cell manufacturer Outokumpu have resulted in gold flotation recovery increases of more than four per cent over a two-year period. One of these recommendations was the installation of High Shear Stators in the Cleaner and Recleaner flotation cells. The High Shear Stator installation project was justified based on simulations completed using JKSimFloat. Bubble size measurements completed before and after installation of High Shear Stators showed a reduction in mean bubble size of approximately 50 per cent in the Cleaner cells. Both Cleaner and Recleaner banks showed a significant narrowing of the bubble size distributions following the installation. Plant gold recovery increase resulting from the installation of High Shear Stators was 1.1 per cent, with a 1.9 per cent increase in flotation gold recovery and 5.4 per cent increase in flotation sulfur recovery. Based on the 1.1 per cent recovery increase and total project cost of less than $200 000, the High Shear Stator Project NPV was $8 200 000 with a 0.25 year payback period.

Double-stack trains in the United States date back to the early 1980s, starting about the time deregulation of the rail industry occurred. Freight rail became increasingly more competitive to trucking and barge or ship, and led to major investments in railroad infrastructure. Since most railroad tunnels in the United States were constructed between 1880 and 1930, they were not built tall enough to accommodate modern double-stack intermodal railcars. Therefore, as double-stack trains became the norm, existing tunnels became bottlenecks, and railroads wanted the tunnels made larger without impacting traffic. This need to increase the clearance while not impacting rail traffic launched a very specialised industry: the design and construction of replacement lining systems in existing tunnels.Several large multitunnel railroad clearance improvement projects have been completed in the country in the last decade, and they have all been done under ‘live track’ conditions. Live track conditions consist of work windows, often anywhere from four to 12 hours, that are provided to the contractor to complete the construction work. By the end of each work window, the tunnel must be secured so that the railroad can run trains.In addition to improving the clearance, these projects provided the railroads with an opportunity to improve the general condition of the tunnels, including structural, seepage, drainage and icing conditions. This paper discusses the design considerations, tunnel assessments and construction methods used for these live track railroad tunnel projects. Seepage and drainage improvements that were incorporated into the clearance improvement projects are also discussed.CITATION:Schrank, J, 2014. Mine life cycle planning and enduring value are taking centre stage to meet corporate goals and deliver socio-economic outcomes for communities over the life of a mine. There is a general agreement in the literature about mining-induced effects on locals adjacent to mining operations and subsequent closure. In response, international regulatory bodies, through the implementation of global agendas, encourage exploration and mining companies to embrace the concept of corporate social responsibility. This concept is designed to provide sustainable outcomes and maintain a social license to operate over the life of a mine. This paper proposes a practical application of the sustainable livelihood approach as a tool for international planning. With this approach as the governing framework, this paper proposes an innovative tool for mine life cycle planning. Based on the findings, this paper discusses the socio-economic impacts of mining and mine closure. It also argues that transferring some of the benefits from mining to create lasting value for communities needs to be considered at the initial stages of planning for the mine and the community. Findings also indicate that conditions such as a strong local government, good governance arrangements, relevant capacity-building for sustainable livelihoods and a diversified economy are important to transferring some of the benefits from mining to create lasting value for communities. The paper is based on a mixed research technique for data analysis and a case study methodology. The mining industry is cyclical, but those are more than normal business cycles. In the early 2000s the industry saw the start of China as a game changer for the mining industry which lead to catch phrases like ‘stronger for longer’ and even ‘stronger forever’. Enter the global financial crises and the more recent slow-down in the Chinese economy and confidence that the future is bright has dimmed! This paper looks at the long-term forces that are likely to impact the global mining sector and explain why the industry has an excellent future. However, the industry is not without its many challenges and while demand may be in a prolonged step change, the ability to generate profits will depend on the fitness of each asset and company.The author also discusses the hated terms of ‘boom’ and ‘bust’ and considers how the industry can reduce them, but normally exacerbates them. The ability of the junior sector to raise funds being a primary example and one that remains closed to all but the very best exploration assets. Sprayed concrete has played an integral role in underground rock support for nearly a century. However, concrete is also considered to be one of the biggest environmental problems in construction and mining, largely because of the high carbon footprint of cement and aggregates production. This is driving the industry to find ways to cut concrete usage where possible. Improving sustainability by cutting concrete material consumption also reduces application time and costs. Improving concrete properties can make it possible to design thinner linings, but as awareness of safety and longer design lifetimes are driving developments in the opposite direction, it is not realistic to see this as a major factor in cutting concrete consumption. More accessible solutions are focusing on layer thickness control and minimising rebound and wastage. Digital technology and innovation offer excellent tools for improving sustainability while optimising other aspects of the spraying process at the same time. A digital layer thickness control system gives near-real-time information to the sprayer operator with full coverage of the sprayed surface. This enables the operator to achieve consistent layer thickness on the first pass, in comparison to the traditional methods of overspraying with the aim of achieving sufficient layer thickness, probe drilling after the concrete has set, and respraying at a later stage if needed. Operator competence is the single biggest variable in a successful sprayed concrete process, affecting rebound and wastage levels. Unfortunately, the learning curve to become a master sprayer is quite steep and training on a real sprayer and real concrete requires a significant amount of time and money. Training in a virtual reality (VR) environment enables operator training to be carried out in a low-risk environment and provides a way of measuring performance and assessing and certifying the operators. After the VR training period, a novice nozzle operator has the basic understanding to start working on a real sprayer, and an experienced nozzle operator can benefit from the possibility of assessing their performance.

The United States (US) coal mining industry has been working under comprehensive planning, operating and rehabilitation regulatory requirements for nearly 35 years. The public desire for environmental protection during mining and rehabilitation following mining to achieve post-mining land use and sustainability goals has been a major factor and continues to influence the process. Mining companies have evolved operations to achieve outcomes that address the desired goals and regulatory requirements cost-effectively and successfully. Over the 35 year regulatory period, requirements for more diverse topography, specialised revegetation communities, landform stability and assured sustainability have increased and become more complex. These challenges are effectively met by maximising integration of mine planning and operating with the rehabilitation process. Rehabilitation is then implemented in a more timely and efficient manner and with effective results that achieve desired outcomes, commonly with added value. Peabody Energy (Peabody) has taken this approach in its US operations and this paper discusses an integrated approach and illustrates learnings and results with examples from several of its western US operations.CITATION:Pfannenstiel, V, 2012. In most underground mines, the ventilation system is a significant portion of the total mine capital and operating cost and the largest consumer of underground electrical power. The effectiveness of the ventilation system has a major bearing on the safety, health, comfort and morale of underground personnel, and has a critical role in meeting production targets and therefore business revenue. Perhaps the most important component of the primary ventilation system is the primary fan. Correct performance testing of the primary fan during the warranty period is important not only to ensure the mine has obtained the asset that it paid for and can therefore deliver on the fanÆs crucial safety and economic role in the future of the mine, and to provide a justification for releasing final performance warranty payments to the supplier, but also to provide a benchmark or baseline against which to assess future performance issues. As there are at least three potential international standards available to measure fan performance, there has been considerable confusion regarding which of these to use for testing primary mine fans, and also the correct allowances and tolerances to use. This paper provides guidance on which standards to use for different applications, how the standards should be interpreted, what allowances and tolerances are reasonable, and other important issues to be resolved with the fan supplier prior to making a contract award. In recent years there have been many changes in mine ownership due to the on-going rationalisation towards larger mining companies. Larger companies inevitably find it hard to manage small mining operations and in many cases smaller mines do not fit corporate resource, production and profit criteria. Smaller companies are more suited to managing these medium or small scale mines and are tendering for the purchase or lease of mines that larger companies wish to dispose of. In addition to these factors there has also been a trend (especially in Western Australia) for mines to continue operating at ever increasing depths. This in turn has led to more mines operating in high stress environments and experiencing damaging seismicity. Assessing the viability of seismically active mines from a takeover or purchase point of view should involve analysing the risk profile of every aspect on mining that could be affected by adverse seismicity. This includes assessing current and alternative mining methods, mine designs, support systems, extraction sequencing, monitoring and blasting. This paper includes discussion on items that need to be assessed when considering the purchase of seismically active mines, with experience gained from some recent studies in Western Australia. In these cases it was apparent that quantification of previous seismic history on itÆs own was a totally inadequate method of assessing minewide seismic risk potential. A more holistic approach is required, taking into account all aspects of relevant data, all the minewide effects of seismic activity and all possible means of mitigating those effects.

The approach to the disposal and storage of mine tailings is slowly evolving. Tailings disposal has been based on minimising short-term capital and operating costs, with rehabilitation costs discounted by the application of a high discount factor in a net present value approach to accounting. This has led to the widespread adoption of surface tailings storage facilities (TSFs) to store slurried tailings delivered by robust and cheap centrifugal pumps and pipelines. Depending on the site climate, rate of rise of the tailings, nature of the tailings and the extent to which supernatant water is removed from the surface TSF, the tailings may or may not dewater, densify and gain strength. High rates of rise of dilute tailings to a facility used to store both tailings and supernatant water results in a wet, low-density, soft tailings deposit that not only occupies a large storage volume but also presents rehabilitation difficulties. A low tailings density results in high containment wall costs, very high rehabilitation costs and a low potential for future land use or ecological function. Overall, the cost of slurried tailings disposal, thought to be low, is actually high. However, low rates of rise, even of dilute tailings, in a dry climate with efficient supernatant water removal can produce a dewatered, high-density, stiff tailings deposit that may occupy a large footprint but to shallow depth that is relatively easy to rehabilitate. There are advantages in dewatering tailings in the processing plant to recover process water and chemicals, facilitate tailings disposal in a more solid form and facilitate rehabilitation. However, the cost of dewatering in-plant can be high, and the process water may not lend itself to reuse. There are also advantages in removing supernatant water to facilitate solar and wind drying of exposed tailings, although water is lost to evaporation and the dried tailings may best be harvested prior to inundation by fresh tailings or rainfall run-off. Geometallurgy is inherently multidisciplinary and it gains its power to deliver improved outcomes for the minerals industry by bridging silos between disciplines. This cross-disciplinary approach unlocks value, identifies (and avoids) value destruction and provides a pathway to better implementation of an energy efficient and sustainable minerals industry. Despite this promise, we argue that the cross disciplinary approach also represents the greatest threat to the success of geometallurgy. Some key cross disciplinary issues identified are:Geometallurgy has so far evolved in the technical sphere, mainly by collaborations of geologists and metallurgists. Consequently, in many cases the business dimensions and value have not been incorporated. Financial and risk evaluation viewpoints need to be assimilated into the geometallurgical paradigm. In fact, until such measures are integrated into practices, the value cannot be fully demonstrated.The historical and current efforts on geometallurgy have been highly focused on improved sampling and measurement of geometallurgical properties or appropriate proxies. This work has been driven by professional and academic geologists and metallurgical engineers. It is notable that mining engineers (who are critical in the value delivery of geometallurgy through changed planning approaches) have so far been at the margins, or absent. The construction of valid three dimensional (3D) geometallurgical models raises some important organisational, mathematical and geostatistical considerations. The enhancement of resource models to account for geometallurgical aspects must be managed carefully if the full value of geometallurgical thinking is to be realised.The use of 3D geometallurgical models to change business decision making and practices is the real nub of the problem. We believe sophisticated scenario based evaluation methods are required if the potential impacts of spatial rock properties on processes further down the mining value chain are to be realistically evaluated. Such changed practices require ‘whole of value chain thinking’ to embed this change into the business in an ongoing way.Because profitable geometallurgy demands changed approaches to business decision-making and also organisation of the firm (radically changed in some cases), the senior executive viewpoint must be incorporated into the language and thinking of geometallurgy. This is unavoidable if the establishment of a geometallurgical approach to project evaluation, development and operation is to be successful and sustained.A powerful analogy for the problem faced by geometallurgy is the transformation of safety culture in the mining industry in the past 20 years. We argue that, as in the safety revolution, explicit models, cultural change and management of the ‘soft’ dimensions of the problem are pivotal to success of geometallurgy. In light of this, we propose a model (‘the Geomet Curve’) that gives a framework and pathway for geometallurgy in seven steps. The implications of this model for technical and organisational steps required at different stages are discussed.

The basic condition necessary for flotation is hydrophobicity of the surface of the mineral to be floated. For sulphides, this condition usually requires treatment with a collector solution. The conditions for this treatment have until recently usually been chosen by the trial and error principle which has indeed been working relatively well under favourable conditions; ie for simple homogeneous ores. However, the present tendency to increasing use of complex and often relatively lean ores sets increasing requirements for the control of the flotation process. This development is the reason for the present rapid development of process control methods in flotation. In addition to the already well-established practices of pH and reagent feed controls, the importance of measuring and controlling the electrochemical potential of the ore particles to be floated is recognised in the case of sufficiently conductive minerals. In fact, the electrochemical potential seems to be the basic quantity determining the flotation behaviour of such relatively well-conducting minerals as sulphides. Since the hydrophobicity of the mineral and, hence, its flotation properties are ultimately determined by the composition and structure of its surface, information on these under different process conditions is important for design and operation of efficient flotation processes. The basic requirement set for the methods used for obtaining this information is high surface sensitivity of the method. The recent rapid development of surface characterisation has produced several methods which fulfil this requirement. Their application to the problem of characterising surfaces of mineral samples in contact with collector solution is, however, often complicated. The main reason for this is the vacuum environment necessary for the measurement. In the case of flotation experiments this means that in most of these methods the measurement cannot be made in situ, but the sample must be extracted from the liquid and subsequently evacuated in the vacuum chamber of the instrument. It is essential to carry out these steps so as to avoid to the extent possible changes in the sample surface. For the purpose of establishing whether this has been accomplished it is important to compare the results of methods operating in vacuum with some available in situ method. An optimal choice of methods seems therefore to be a combination of the available powerful vacuum methods with in situ measurements. The most usual combination seems to be X-ray photoelectron spectroscopy (XPS or ESCA), Fourier transform infrared spectroscopy (FTIR) and electrochemical measurements. This choice combines the unique possibilities for direct elemental and chemical characterisation offered by XPS (Cecile, 1985) with the in situ capability of FTIR and electrochemistry. In the XPS measurements, it is essential to apply a special sample handling technique to avoid loss or damage of some sensitive species of the collector-based layer on the mineral surface. In the following will be given some examples of the application of the XPS technique in combination with electrochemical methods of sample treatment to studies of the layer formed on sulphide substrates in ethyl xanthate (EX)

Bacterial leaching of sulfide minerals are fairly well established in heap, dump and in situ leaching and the primary bacterial treatment of refractory gold concentrate using CSTR have gained industrial prominence in recent years. Three cultures, a mesophile T ferrooxidans (DSM583), a moderate thermophile Sulfobacillus acidophilus (strain YTF1) and a extreme thermophile (Sulfolobus strain BC65) were used for the biooxidation (pre-treatment) of the Porgera gold-bearing pyrite concentrate under optimum O2 and CO2 enriched air (30 per cent O2 and ten per cent CO2) based on volume ratios. The positive effect of using oxygen and carbon dioxide enriched air for the biooxidation of gold-bearing pyrite mineral was clearly demonstrated where an increase in Fe release rate by a factor of 2.8, 1.8 and 1.5 for DSM583, YTF1 and Sulfolobus respectively were observed compared with the shake flask tests. The lag phase observed with the other test conditions such as in shake flask or with air decreased by about 80 per cent for all three cultures. The average observed dissolved oxygen concentrations in the pulp for these tests were 8.7, 5.8 and 5.0 mg/L for DSM583, YTF1 and Sulfolobus respectively, indicating that O2 was not limiting in these tests. The pulp redox potential was observed to increase with time for all tests coincident with the leaching rate and reaching a maximum of 663 mV, however the maximum value differs for each strain, with DSM583 exhibiting the highest followed by YTF1 and Sulfolobus. Biooxidation of pyrite under optimum gas enrichment at different pulp densities showed near total Iron extraction occurred for pulp densities of three, ten and 20 per cent (w/v). At high pulp densities, more so at 40 per cent than 30 per cent (w/v), the leaching rate decreased rapidly for tests with YTF1 and Sulfolobus. Monitoring of dissolved O2 shows that O2 demand increased with increasing pulp density and the average dissolved O2 concentration observed for YTF1 and Sulfolobus at 40 per cent solids concentration was 1.0 mg/L and below, suggesting limiting oxygen and carbon dioxide conditions for these two cultures. The decrease in leaching rate observed at high pulp densities (30 and 40 per cent) under optimum gas enrichment was accompanied by low metal dissolution and low redox potential values which was attributed to shear stress due to attrition of cells by high solids concentration, toxicity of metal ions especially Ag and Fe and the formation of precipitates and jarosites as confirmed from XRD analysis of leach residues hence impeding the leaching process. Limiting conditions due to high pulp density and viscosity were only observed for YTF1 and Sulfolobus. The subsequent cyanide leaching for precious metals from the pre-treated pyrite concentrate in all cases shows the extent of gold and silver recovery increased with the degree of pyrite oxidation and Au and Ag recoveries in excess of 80 per cent were achieved compared with only 18.1 per cent and 35.9 per cent for gold and silver respectively when treated by direct cyanide leaching on the original, untreated concentrate.

This review paper presents an integrated and practical insight to blasting geology and its importance. This approach involves developing blasting objective up front and implementing geology specific blast designs. The author refers to this approach as ‘starting at both ends’. There are many human-imposed controls on blasting operations, such as: safety, security, legislative, company standards, heritage, and environmental constraints. Thus it is possible for some operators to lose sight of the controls imposed by nature. This paper demonstrates how site geology controls or influences many aspects of the rock breaking processes and how a focus on this aspect has potential to add considerable value to mining operations. It is obvious that mining companies concentrate their efforts on economic/ore geology (good rock geology). However it is the author’s experience that they also concentrate on engineering geology (bad rock geology) only when forced to do so by the ground conditions, but seem to run out of puff before they apply blasting geology (big rock geology). This paper contains five main sections. In the first section, the impact of geological controls on blasthole drilling is briefly discussed in terms of drill selection, penetration rates, bit wear, blasthole stability, blasthole deviation, and health precautions. In the second section the geological controls on aspects of geometric design are reviewed. These include: hazardous minerals, valuable minerals, selection of the blasting techniques, geological structures, blasting direction, and blasting geometry. Section three overlaps with the geometric design section and deals with aspects related to explosives. Topics addressed include selecting the explosive type based on geology, distribution of explosive charge in space and time, explosive performance, and the rock response to explosive loading. In the fourth section, examples are given of the operational complexity needed to implement a blast to cater for difficult bench geologies, environment constraints, past mining (voids) and need for a high degree of quality control. Section five demonstrates geological controls on blast results. Blasting results include the muck pile characteristics, downstream handling and processing, damage to the remaining rock, and blasting emissions.

In this paper it is recommended that pyrite is to be separated as froth from arsenopyrite by selective depression of arsenopyrite in strong alkaline medium (1), by oxidation with chlorinated lime (II), by co-use of chlorinated lime with sodium carbonate (III), and by modification with `L' reagent (know-how) without filtering to get rid of residual copper ions after Cu activation (IV). The corresponding principles of these (new) effective methods were briefly discussed. The artificial mixture (1:1) of pyrite and arsenopyrite could be successfully separated, and concentrates of pyrite containing 2.12 per cent (I), 7.00 per cent (II), 2.60 per cent (III) and 3.16 per cent (IV) arsenic with recovery of 90.9 per cent (1), 89.5 per cent (II), 89.0 per cent (III) and 81.4 per cent (IV) respectively can be obtained by only one flotation. Some effective precautions were suggested to improve the separation of arsenopyrite and pyrite (or other sulphides) by flotation.

A hydrometallurgical process was developed for recovery of copper from copper-lead matte formed as an intermediate product at the BHAS lead smelter at Port Pirie. A plant utilizing this process was commissioned in 1984. The leach step involves oxidation of the copper-lead matte in an oxygenated acidic chloride-sulphate leachant. The results of laboratory scale testwork from which the chemistry of leaching was deduced, are presented in this paper. The rate of recovery of copper to solution from copper-lead matte depends largely_on the availability of oxygen to the sulphide surface. The optimum leach temperature is approximately 85¦C. Free acid must be supplied according to the stoichiometry of the leach reaction: Cu1.91 S + PbS + 2.91 H2SO4 + 1.455 02 = 1.91 Cu2+ + 1.91 SOj- + PbSO4(s) + 2.91 H2O + S¦ The grind size of the matte is of minor significance. Chloride concentration in leachant should be at or above a minimum of 10.0 g/l. Chloride acts to complex cuprous ions formed during leaching.
