"There have always been development projects that fall short of expectations. In the last decade, we have seen more than the usual number of mining and oil/gas development projects taking significantly longer to develop and costing materially more than expected. The recent resource-equity market slump proves that investors are now far more cautious about investing new capital in the mineral and petroleum resources sector.What have we learned since 2005? Why have projects missed their targets? Why do investors often feel misled?Valuation of a project and the estimation of value is a more complex process than the evaluation of the merits of project development. The merit of project development can be clear from a prefeasibility evaluation, but this is no reason to skip the rigour of a feasibility study. The valuation of any project that is developed with any added risk should be discounted for this added risk.The development of a project impacts on other stakeholders, and the indirect cost of these impacts can have material implications for the cost structure, time and ultimate valuation of the project for its financial backers. The development of new projects (and thereby supply) can also have an impact on commodity prices, and therefore an impact on returns for financial backers.This paper will provide commentary on the author’s experiences and observations as a project developer and operator for 25 years, before becoming a project financier a decade ago.CITATION:Rozman, L I, 2016. Underground coal mines in the United States are in the process of completing installations for tracking and communication systems, mandated by Congress after a number of recent coal mine disasters. Yet, evaluation, modelling and testing of such systems has lagged due to legislated changes, abruptly introduced into the coal mining industry. System installation in a wide array of mine types, configurations, layouts and characteristics has provided a wealth of information regarding their potential in underground environments. Data collected from numerous installations for a variety of systems can be used to further define true capability and accuracy of communication and tracking packages. This paper describes a uniform means of evaluating the performance of a communication and tracking system. Several performance measures are proposed and described. These measures can also be predicted using an interactive software program. This program predicts the signal propagation, given the input mine characteristics and layout, with numerical and visual feedback. New or alternative system installations can also be more accurately designed to potentially minimise initial system cost and time required for trial and error installs. The focus of this research is to develop tools and protocols that can evaluate and measure the effectiveness of installed underground communication and tracking systems.

It has been a generally held concept that crushing operations were, by their nature, too simple to benefit from the implementation of advanced process control. The commissioning of an OCS¬ expert control system and image-based oversize detection system, VisioRock, at the Pilbara Iron Tom Price facility are dispelling these notions. A constraint-based OCS¬ expert control system has been designed and commissioned on the high-grade crushing and screening plant along with a vision-based oversize detection system functioning on six product conveyor belts. To date, the expert control has demonstrated the ability to increase production by maximising dynamic constraint utilisation. Dynamic constraint utilisation is a concept developed by Rio Tinto Technical Services for effectively evaluating constraint-based control logic performance. The VisioRock system has been installed and configured and has been operating for a period of several months. Currently, Tom Price and Metso personnel are working to define correct oversize detection thresholds. Details of the plant implementation are discussed.

Copper-Cobalt hydrometallurgy has seen a resurgence in recent years with the development of projects in Zambia and the DRC. Many of the flow sheets are unique in their use of hydrometallurgical techniques to improve performance compared to the older types in current use. The emphasis has moved from direct copper electrowinning/stripping, with multiple stages of precipitation for removal of impurities and concentration of cobalt, to innovative use of solvent extraction and ion exchange with higher cobalt recoveries to final product. The poor quality direct electro-won copper has been supplanted with solvent extraction-electrowinning; with consequent production of LME 'A' quality metal. Many of the precipitation steps in cobalt recovery and concentration, have been replaced with solvent extraction; while the remaining precipitation stages have been enhanced with use of oxidants to improve impurity removal. Operating experience from two of these circuits has shown the benefits of the new technologies and the improved overall recovery of both copper and cobalt into higher quality products.

In a visionary move, the Planning Commission and the Ministry for Planning in Western Australia decided to invite three extractive industry quarry operators, local government councils and State Government departments (Minerals and Energy, Environmental Protection, South West Development Commission) to contribute jointly to study the impacts of blasting on areas surrounding basalt quarries in the Bunbury region of WA. The results of the study will help establish suitable zones in which land uses will be controlled under a proposed Greater Bunbury Region Scheme and in local planning schemes, to minimise conflicting land uses. This paper discusses the blasting program conducted to characterise and model the vibration behaviour of the rock under the effects of pilot-scale and full production blasting, and highlights some of the benefits achievable when a thorough blasting impact program and assessment is conducted at the planning stages of land-use establishment.

Tube bundle monitoring systems have come a long way from their first introduction to coal mining in the late 1960s/1970s. Early developments in the United Kingdom (UK) commenced with single gas analysers (carbon monoxide) and quickly moved towards introducing oxygen analysers and methane analysers for improved analysis, in particular the calculation of air-free results. Recommendations were made in the early days as to how and where to run tubes and on the matching of sample pump and purge pump pressures. Current Australian installations are commonly based on a four-gas multianalyser, infrared for carbon monoxide, carbon dioxide and methane, and paramagnetic for oxygen. These systems are controlled with programmable logic controllers (PLC), with component monitoring as an integral part of the software. This paper discusses the development of tube bundle systems from the 1960s to the current date and looks at the advantages and disadvantages of the installations, along with making operational recommendations to be considered with the siting of the analyser building, running of tubes and maintenance of the system.CITATION:Watkinson, M, 2015. As the resources sector becomes tougher with rising costs and cyclical metal prices, mining companies need to continue to reduce their costs and do more with less. Many new resource projects fail to come in under or on budget based on Feasibility Studies. Particularly, capital expenditure (CAPEX) proves difficult to achieve for resource projects. A number of resource projects have failed because of aggressive plant CAPEX cost cutting resulting in projects with no surge capacity and are unable to achieve design throughput. In addition, the plants are not operable because of the omissions. In recent times many businesses have also experienced the "costs" of simply implementing aggressive operating "cost cutting” measures as a strategy for solving business performance problems. This paper looks at technology driven, employment related, luxury cuts, department cuts and restructuring cuts. In the past companies used an incremental approach based on the use of past budget information as an integral part of the budget construction process going forward. The use of performance reports and Management Information Systems (MIS) is examined along with the role of continuous improvement in achieving sensible cost cutting.

This research presents a snapshot and insight into the trends, patterns, and common considerations identified in the current standing of real-time tailings dam monitoring practice. Based primarily on information derived from concurrent research by the author (in form of a Catalogue of Real-time Instrumentation and Monitoring Techniques for Tailings Dams), challenges and opportunities when transitioning to a real-time monitoring system are discussed. Learnings and key considerations between different monitoring approaches are explored, including themes of limitations and advantages that were observed consistently through global supplier feedback.

Geomembrane (GMB) liners are being used more frequently for the storage or capping of mine waste due to stricter regulatory requirements relating to environmental protection. The longevity of any liner system will be a function of environmental conditions, design (including materials selection), construction and condition monitoring during operations or closure. Based on experience and case studies, this paper presents a review, from design to handover, of some of the smaller and often overlooked details that can have significant impacts on the performance of the GMB and the project overall.The topics covered will include approaches to selecting and testing GMBs to ensure they are suitable. Design considerations to aid installation and quality assurance during construction. Understanding action leakage rates and the consequences of leakage when it creates whales. The drive to maximise performance, reduce maintenance times, improve safety of operation and maintenance on mining equipment while keeping both operational and capital costs down has provided good nourishment to the creative thinking of designers of skip loading facilities for hoisting systems. Early systems were as simple as manual loading which evolved into a surge bin feeding a skip through a chute finally maturing into a measuring flask discharging into a chute to feed the skip and more recently high capacity skip feed conveyors. This paper will compare the concepts of the skip loading flask and the skip loading conveyor systems over a range of winding distances and hoisted tonnages. The comparison will draw on actual installations and review operational, maintenance and safety. An order of magnitude capital cost estimate will be used to complete the financial comparison. This will enable the reader to understand the concepts and costs and assist in selecting the appropriate skip loading system.

Mount Isa Mines Limited operates one of the worldÆs largest underground mines in North West Queensland. ItÆs mining and smelting complex produces copper anode, crude lead bullion (containing silver), and zinc concentrate. Copper is recovered in the Copper Concentrator from chalcopyrite ore, converter smelter slag and rotary holding furnace (RHF) slag via grinding and flotation operations. During 2002 a project to optimise cleaner circuit capacity was commenced. Its aims were to minimise copper losses and minimise slag/chalcopyrite cross contamination by reconfiguring existing flotation equipment and the addition of new flotation capacity. To minimise cross contamination a Jameson Cell was installed and dedicated to cleaning of slag concentrates, which had formerly been conducted by three flotation columns operating in series. The flotation columns were re-configured to operate in parallel and dedicated to upgrading chalcopyrite concentrate. In addition a Jameson Cell was installed to reject entrained copper from a prefloat concentrate consisting of talc and carbonaceous pyrite. This paper discusses the logic behind the cleaner circuit expansion, recent test work relating to the Jameson Cell and the installation and commissioning phases. Difficulties relating to the commissioning are reviewed and the solutions to problems are highlighted. The benefits the reconfigured circuit has provided to Mount Isa Mines are also discussed.

Increased environmental regulations and pressures have created changing and new demands for tailings management strategies in a variety of mining applications. Critical among these items is the disposal of tailings as the pursuit of increased yields and lower costs have driven the application of different process technologies. With a number of technologies having a niche application focus, the belt filter press has been utilised for decades as a cost-effective and versatile option for dewatering different types of mineral tailings and other waste process streams. One of the critical advantages of the belt filter press is the technology’s ability to adapt and work in numerous plant designs, operating conditions and applications. As permitting and disposal options have become more stringent, plant designers, operators and equipment suppliers must develop comprehensive and site-specific economic, design and process evaluation techniques to ensure proper equipment selection and system design for belt filter presses or any other dewatering technologies. This paper will explore these techniques in relation to belt filter presses (with reference to other technologies) in a variety of different applications, along with other considerations to ensure a successful tailings dewatering system and disposal design. "The Jaguar project is relatively unique in that it was evaluated, financed, built and operated to completion within the last ten years, providing the opportunity to holistically review and reconcile expectations against the actual outcomes. It is a case study that allows wider conclusions to be drawn with respect to the risks and opportunities involved with project evaluation and execution.Jaguar is located in the Leonora Mining District of Western Australia and was commissioned in mid-2007 as an underground accessed, single high-grade volcanic-hosted massive sulfide (VHMS) deposit with an on-site concentrator, producing copper and zinc concentrates exported via the Port of Geraldton to South-East Asian markets.The feasibility study (FS) had several iterations (JML, 2005a); the last dated July 2005 was specifically targeted to secure project funding, and summarised the reserves-only portion of the resource and its planned exploitation. The commissioning of the mine was the transition for the owner Jabiru Metals NL from junior explorer to producer and the project was the dominant asset of the company.Jaguar operated through several significant deviations from the linear project plan set out in the FS, including the Global Financial Crisis (GFC), a corporate takeover and disruption to the mine plan from the onset of material geotechnical issues. Whilst the GFC or mining disruption were not specifically predicted in the FS or peer reviews, the generic effects of the events were assessed in the project risk assessment and they influenced subsequent management decisions. In parallel to the internal project-specific risks, the short planned life of Jaguar was a risk to the continuation of the corporate entity which was being addressed by significant investment into brownfields exploration to extend or replicate the project, and ultimately added value such that attracted a corporate takeover.Holistically, the project delivered the returns predicted in the FS, but in a much different guise than was expected. Sydney has hundreds of kilometres of sewer tunnels. Many of these are over 50 years old and some have been in service for more than 100 years. The tunnels are predominantly constructed in Hawkesbury Sandstone and many are unlined.Principles have been developed over many years for the safety factor required in designing and constructing new tunnels but these do not necessarily relate to the operation and maintenance of existing tunnels, and in particular those that do not necessarily require personnel access for anything other than regular inspections.Assessment of the stability of these established tunnels needs to take account of their size, their age, their function, and their method of construction, as well as the geology in which they are situated and any support measures which have been installed. More importantly a stability review needs to take account of the consequences of a collapse, with regard to the inspection process, carrying out of any required repairs and the long-term performance of the tunnel.This paper is based upon the authors’ experiences inspecting and reviewing more than 200 km of tunnel in the last ten years. One of the consequences of mining expansion in the Bowen Basin region of Central Queensland in Australia has been a substantial increase in demand for housing, with subsequent impacts on housing and rental markets. Those pressures are reduced to some extent by a proportion of the workforce choosing to live in other centres and commuting to workplace for block periods. The main factors influencing location choice are: housing availability and affordability, basic urban services and lifestyle of the town and the town physical attractiveness such as coastal town. Low costs housing provided by the mining company acts as an attracting factor for some miners to live in the mining town. Recommendations for three short-term and two long-term strategic policy guidelines to address housing situation and location issues are provided.

The Pongkor Gold Mine employs 678 staff. The mine is owned by the Indonesian state company PT Antam Tbk and is located 100 kilometres south west of Jakarta, in Java, Indonesia. Mine and infrastructure development started in 1992 following intensive geological exploration over 15 years. First gold production was in June 1994. The mine comprises three main orebodies: Ciguha, which is nearly mined out, dips at 75¦ from surface to 150 m. Kubang Cicau, dipping at 80¦ from surface to 230 m, and averages 3.5 metres thick at a grade of 10 g/t Au and 128 g/t Ag; and Ciurug, dipping at 60¦ from surface to 300 m and averages eight metres thick at a grade of 14 g/t Au and 172 g/t Ag. Present global ore reserves are 4.6 million tons at a grade of 12.3 g/t Au and 133.6 g/t Ag. Exploration is continuing for new veins. Initial mining was by manual cut and hydraulic fill at Ciguha, followed by Kubang Cicau. In 1996, it was proposed to convert Ciurug to a mechanised cut and fill operation. Two single boom jumbos and three load-haul-dumps (LHDs) were purchased with the assistance of a gold loan from NM Rothschild and Sons. Implementation of this upgrade was delayed by both a national economic crisis and an invasion of the concession by illegal miners. It was not until May 1999 that raise bore vent rises and access drift infrastructure commenced. Major underground development started in 2000 and is continuing. Production cut and waste fill stoping started in July 2001. The change from manual to mechanised methods has required a total change in work practices and attitudes. However, the process has resulted in a production increase from 600 tpd to 1200 tpd. A three-month compliance test (a condition of the financing loan) was successfully completed, from July to September 2001, with an average production of 700 tpd at Ciurug and 500 tpd from Kubang Cicau.

Gold was initially discovered at Ballarat in 1851. After initial alluvial mining, underground quartz mining commenced in 1853, continuing until 1918. The historic miners were considered to be capable of mining anywhere in the world after overcoming the difficult conditions within the Ballarat goldfields. Whilst mining has changed dramatically since the early 1900s the challenges with underground mining at Ballarat have not. Modern pumping systems cope with the moderate water inflows. However, modern machinery and efficient mining methods influence opening sizes and extraction techniques. In some cases modern techniques have accentuated the challenging ground conditions and complex orebodies that were faced by the historic miners. As the Ballarat East project has progressed towards production, technical challenges relating to geomechanics and mine planning are being resolved resourcefully.

THE slag from the blast furnaces having been granulated, a representative sample is taken to the sample mill. It is then dried, crushed through a 100-mesh screen, intimately mixed, and packeted for assay purposes.METHOD OF ANALYSISINSOLUBLEWeigh 1 grm. of the finely-pulverized slag into a 3t-in. casserole, moisten with a little water to prevent sticking, cover with a clock glass, and add 20 cc. of hot acid (1 HNOs, 3 HCI, 4 H2 0). Evaporate slowly to dryness on a hot plate and bake (without overheating) until all the gelatinous silica is dehydrated. Cool, add 20 cc. HCI (1-1), and boil gently for several minutes; filter into a 300-cc. beaker, cleaning out the casserole thoroughly with a rubber-tipped glass rod. Wash residue with hot distilled water and transfer it to a No. 1 porcelain crucible. Dry, ignite, cool in a desiccator and weigh as total insoluble matter. Dilute filtrate to 200 cc. and neutralize some of the excess HCI with NHa.OH. Warm, and pass H2S for 15 min. Filter and wash withhot water. Boil off H2 S, oxidize with 5 cc. HNOll , reduce bulk of the solution by evaporation. to about 100 cc., and transfer to a 250 cc. flask.SILICAFuse insoluble residue over a blast lamp in a platinum crucible with three or four times its weight of anhydrous carbonate of soda, for 10 to 15 minutes, or until decomposition is complete. Cool, and extract fusion in an 8-in. evaporating dish with HCI (1-1); rinse crucible and cover with distilled water, and evaporate to dryness over a water bath. Take up dry mass with 10 cc. strong HCI, and then.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. It is important to understand skarn-porphyry transitions in order to use exposed skarns to look for associated and potentially larger porphyries. For such purposes, a good start is to understand the transition between porphyry and skarn in known deposits. In this contribution, we report the transition at Antamina, Peru, where skarns occur in and around a Miocene complex comprised of more than seven porphyritic intrusions. There are three types of skarn-porphyry relationships. The earliest intrusive phase, P1A, contains both endoskarn and porphyry-style quartz veins with secondary biotite halos. The porphyry quartz veins and endoskarns formed at the same time. Locally, the intrusion contains only endoskarn without porphyry quartz veins and is surrounded by exoskarns in carbonate wall rocks. In the third scenario, later porphyry (P2) intruding into P1A porphyry and skarns related to P1A contains abundant granular quartz veins and secondary biotite alteration but does not have significant endoskarn. The granular quartz veins also extend into earlier P1A skarns. The scarcity of endoskarn associated with P2 is related to the supply of Ca. The earliest P1A intrusion intruded into carbonates that supplied abundant Ca, therefore both endoskarns and exoskarns formed. In contrast, where the wall rocks of the later P2 intrusion are P1A or skarn related to P1A, there was little free Ca, therefore only porphyry-style quartz veins formed.CITATION:Chang, Z, Mrozek, S A, Meinert, L D and Windle, S, 2015.
