"The financial model is an integral component of any project evaluation based on mineral resources, ore reserves and (at least internally) exploration targets. Given the unity of purpose for preparing financial models for project evaluation purposes, the diversity of both format and content of the finalised models is surprising. Many models are prepared by staff or consultants who are comfortable with a particular format that may be used for other purposes, such as budget preparation or financial reporting. It is natural in these situations that the practitioner will take these models and adapt them to the purpose. The end result may or may not succeed in providing a clear, accurate and sufficiently detailed view of the project’s economic viability.When preparing a model, the practitioner should be cognisant of the interpretation and review, or audit, process. The auditor may be a consultant or employee of a bank, potential equity provider or of the project sponsor itself. Depending upon the scale of the project and the level of participation of the entity that the auditor represents, the financial model will be interrogated more or less rigorously. In any event, the end user will require the model to permit easy change of inputs and will wish to confirm that such change is appropriately and thoroughly transmitted throughout.Accordingly, there are some ‘dos and don’ts’ that can be readily applied in the creation of the financial model that will greatly assist the end user, not just in the change of inputs, but also in reviewing the model’s integrity. Almost a quarter of a century since Bridges (1993) documented techniques for the assessment of ground conditions in a seminal paper in the Proceedings Second International Mining Geology Conference, the necessary role of the geologist in recording geotechnical data on exploration properties and in mines remains. Typically, the geologist is the first professional on the exploration property. Of course, most exploration properties don’t become mines. However, when a property does start to come together and form a coherent mineral deposit and professionals from across the minerals industry spectrum, including specialist geotechnical engineers, become increasingly involved, it remains the geologist who has the most intimate knowledge of the deposit. By association, that knowledge extends to the character of the rock mass.Throughout the various phases of prefeasibility, feasibility, construction and production, culminating in the mature mine, the knowledge of the rock mass held by the geologists continues to grow. In the current era of minimising cost and optimising profit, meeting the requirements and expectations of stakeholders ranging from fellow employees to investors, industry and financial regulators and the broader public, in a social environment where occupational health and safety concerns are of uppermost concern in every endeavour, the value of the geologists’ observations cannot be understated. Mines nowadays employ more geotechnical engineers than they did in the early 1990s when Bridges (1993) wrote his paper. More funds are available for specific geotechnical investigations of exploration properties and mines; none-the-less, those programs remain limited in their extent and there is a wealth of additional data available for collection with the appropriate training, at little additional effort. Fundamentally it is all about the numbers. Any hole not geotechnically logged is a hole that will need to be drilled again if the data is required. Any face, surface or underground, not geotechnically mapped is one that may need to be mapped a second time. That doesn’t mean every hole or every face. However, it is the proposition of this paper that the opportunity for additional geotechnical data to be gathered during traditional geological investigations is an opportunity that cannot be ignored. Occupational health and safety requirements demand that the geotechnical risks associated with mining are appropriately managed. Mining regulations in most Australian and overseas jurisdictions requires the consideration of geotechnical risk through formalised management plans. The Joint Ore Reserves Committee (JORC) Code requires the consideration of modifying factors more than ever before. The benefit to be realised through improved geotechnical understanding by geologists on the ground leads to improved occupational health and safety, optimised reporting compliance, and improved financial and social outcomes for the exploration property and ultimately for the mine that follows.CITATION:Hills, P B, 2017. State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

The growth in production of beneficiated ilmenite products has been one of the most significant trends in the titanium feedstock industry over the past 30 years. In this period, the production of titanium slag and synthetic rutile has grown five-fold to the point where these products represented 56 per cent of total feedstock production in 2000. Additional production capacity is being proposed as the core component of new feedstock supply projects presently under consideration. A high proportion of these products is based on technologies for which the inherent quality of the is an essential factor. Location specific factors also play a large part in determining the cost of production. As the demand for such products grows, and the availability of favourably located sources of ilmenite of suitable quality declines, it can be expected that existing beneficiation technologies will become increasingly constrained. Existing beneficiation technologies, and those which have been developed, but are not yet commercially applied, are reviewed. Future issues which are likely to impact on the cost effectiveness of these technologies, or the quality of final products, are identified. These factors suggest directions for development of ilmenite beneficiation technologies to achieve economic production of the quality of feedstocks which will be demanded by the TiO2 pigment industry in the future.

Circuits with unconventional and potentially more complex designs are predicted to become more common in the future as plant designers and operators look to process ores more efficiently. Ideas have been presented on how circuit design may be changed to utilise todayÆs technology to address tomorrowÆs challenges (Powell and Bye, 2009; Powell, Benzer and Mainza, 2011a). High pressure grinding roll (HPGR) installations in various configurations; application of preconcentration plants eg sorting, magnetic or gravity separation; and preweakening devices eg microwave processing; are all examples of technologies having the potential to deliver a significant reduction in comminution energy for ores amenable to these processes. Not only will future novel circuits contain equipment for which models are not as well developed (if at all), many will likely require the ability to respond to variations in feed, and interact with geometallurgical models requiring process adjustments when the ore characteristics change.In order to confidently simulate more complex circuits and accommodate variations in feed type, a significant advancement in modelling and simulation capability is required. This includes dealing with multiple components in the feed, accommodating different competencies of ore, utilising physical separation opportunities and tracking the grade reporting along the different potential processing routes. Developing the means to simulate complex circuits has been a key priority of a collaborative group of comminution researchers working to solve these challenges.Simulations are presented utilising a new configurable simulation interface called the model developers kit (MDK). The MDK is designed to accommodate multi-components and incorporate new models under development. Due to the high energy consumption of milling, it is desirable to improve the efficiency of this process. One alternative to reduce energy and material consumption while optimising production yield in mill operation is through balanced design and selection of liners. Over-design of liners leads to increased life but at a cost to grinding performance, a relationship which to date has not been studied closely. This paper provides a description of this process of liner life cycle optimization and presents initial results from the first of two life cycles being studied for a 32 foot (ft) SAG mill. The use of commercially proven high resolution laser scanning based liner shape information provided by the MillMapper® software correlated with well controlled site surveys at various points in the liner life was used as the basis for comparison. The survey data was modelled in JKSimMet to provide direct comparisons of mill performance. This potentially provides a methodology for the design of liners that maintain a favourable shape for the majority of liner life, yielding desirable production parameters such as lower specific energy consumption and higher throughput, while at the same time maintaining practical liner life cycles.

Open cut coal-mining has been conducted in the Bowen Basin region of central Queensland for almost five decades, and has disturbed an estimated area of 140 000 ha of agricultural land until 2011. Approximately one-third of the area disturbed by mining has been rehabilitated to pastures or bushland. However, none of the rehabilitated land has yet been assigned a specific end-use. This research project develops an approach for assessing end-use risks for the regionÆs mined land, and develops risk assessment models for selected end-uses. First, a web-based survey of stakeholders was used to identify risks to be assessed. The risks identified were surface erosion, subsurface erosion, bushfires, weeds and feral animals. The survey also identified possible end-uses of bushland and grazing. Second, conceptual risk models were developed based on the risk assessment concepts of likelihood and consequence specified in the Australian and New Zealand risk assessment standards. Likelihood was modelled using site characteristics and management factors that influence the occurrence probability of risks (eg surface erosion), while consequence was modelled using a set of site condition indicators and condition thresholds (changes in root-zone water-holding capacity, soil erodibility, vegetation ground cover and soil organic matter and transition probability to a non-preferred ecosystem type).The factors influencing likelihood and consequence for each risk have been integrated using Bayesian networks. The next step in model development is to parameterise the Bayesian networks using existing equations, empirical datasets, or expert opinion where data are not available. The parameterised models will be used to assess grazing and bushland end-uses against erosion, bushfire, weed and feral animal risks for rehabilitated mined land sites, with the purpose of identifying the relative risks associated with each end-use, and the landform design specifications and land management practices under which end-use risks are minimised.CITATION:Maczkowiack, R I, Smith, C and Erskine, P D, 2012. Previous results have shown how con- trolled-potential sulphidization (CPS) can give improved metallurgy during rougher flo- tation of mixed oxide-sulphide copper ores. Results in this paper, using different samples and different equipment, confirm the previous results and extend the application of CPS to cleaner flotation. By using CPS, faster flotation of copper minerals (chalcocite and malachite) from clay was obtained in roughing and cleaning, and improved concentrate grades and recoveries were achieved over those by conventional manual control. The optimum sulphidizing potential (i.e. the potential of a sulphide ion-selective electrode versus a saturated calomel electrode) was -500 mV, and could be controlled to ¦5 mV, during four rougher- scavenger and three cleaner-re cleaner stages. This optimum gives the best balance between copper recovery, concentrate grade, and sodium sulphide consumption. Five cleaning circuits and five ore com- posites of different composition (0.55-1.50 per cent Cu) were examined as well as the effect of feed size and pulp density. Better results were obtained at 20 per cent solids in a Denver cell than at 33 per cent solids in an Agitair cell; this may have been related to the high clay content of the ore. Commercial equipment for pilot plant or full-scale plant application of CPS is cur- rently being developed.

"Sheeted vein gold deposits are characterised by multiple subparallel veins and free milling gold. In situ heterogeneity of mineralisation results in grade and process parameter variability, which will increase project risk. Measured variability is often enhanced by poorly designed sampling and test work protocols. Protocols that are optimised within the framework of the theory of sampling to suit the ore type, together with quality assurance/quality control systems, will reduce variability and provide fit-for-purpose results. The geometallurgical approach requires spatially distributed samples within a deposit to support variability modelling. Diverse attributes from core logging, mineralogical/textural determination and small-scale tests are used to measure variability. This contribution emphasises early stage geometallurgical intervention during project development. It presents a discussion of representative sampling in the context of the theory of sampling. The Worthing Mine near Hallett Cove. 20 km southwest of the cite of Adelaide, belongs to Aus- tralia's first mining era, which took place in South Australia between 1841 and 1851 (Figure 1). Oper- ations began in 1849 only six years after the com- mencement of metal mining in Australia at Glen Osmond. Although not as historically significant as Glen Osmond (1841), or the much larger copper mines of Kapunda (1844) or Burra (1845) its importance lies with its Cornish enginehouse and chimney. The Worthing enginehouse, built in 1851-1852 is the oldest remaining in Australia and certainly the most significant relic of Australia's first mining era. Six other stone enginehouses were built during that period: at Kapunda in 1848 and 1850: at Burra in 1849, 1850 and 1851; and at Tungkillo in 1849. All of these houses have long since dis- appeared although the foundations of one (Kapunda, 1850) still remain. The significance of the Worthing site is enhanced by its magnificant environmental setting in the bare, steep valley of Field River. Currently (1986) the Worthing Mine is the only site within the City of Marion which is on the Register of State Heritage Items. The site is also included in the Classified List of the National Trust of South Australia and on the Register of the National Estate.

The in-pipe treatment of slurries with polymer addition shortly prior to deposition is a noteworthy emerging technology of increasing popularity. Although polymer treatment has been shown to substantially modify and improve depositional and dewatering behaviour in a significant number of cases, the impacts of polymer treatment on geotechnical performance of tailings are less well understood. For example, certain combinations of polymer and slurry type have been shown to result in lower final densities at a given vertical effective stress. Despite these lower densities, polymer-treated tailings often exhibit peak undrained shear strengths consistent with untreated material. However, the sensitivity and/or brittleness of the material may be negatively influenced by the looser state created. Although these changes have been studied, most testing available in the literature was undertaken on relatively ‘fresh’ samples of polymer-treated material. However, significant shear may occur following treatment and prior to the commencement of settling and self-weight consolidation as the material moves down the beach.To study the effects of shearing on the subsequent performance of polymer-treated tailings, a test program consisting of consolidation, triaxial and direct simple shear tests was undertaken on presheared polymer-treated material. Materials used were identical to those used in previously published studies on the impacts of polymer treatment in a ‘fresh’ condition. Shearing of the polymer-treated material generally appeared to lessen the impacts of the polymer treatment process. However, the behaviour of the material when sheared indicated that the polymer was still impacting the behaviour of the material in some respects. The results indicate the importance of the consideration of shearing on material behaviour when planning and designing a tailings deposit where polymer treatment is to be implemented.CITATION:Reid, D and Fourie, A, 2015. The paper describes a spreadsheet system that enables selection of projects and companies that meet the user's corporate exploration and/or acquisition philosophy. A regularly maintained commercially available database has been used as the basis for this system. It provides an easily accessible efficient com- prehensive search method. The technique enables ranking by various criteria, both technical and financial, to provide groups of projects/companies that are of interest. Initially, target size parameters such as reserves, production and mine life are applied together with geological criteria such as age and deposit type; the significance of the targets in the context of the Australian gold industry is addressed.

The State Electricity Commission of Victoria is Australia's largest single coal producer. Approximately 19 Mt of coal will be produced in 1989 from the SEC V's newest mine, Loy Yang Open Cut (LYOC), which com- menced overburden stripping operation in October 1982. When the adja- cent Loy Yang Power Station is completed in the late 1990's, LYOC will supply between 35 to 45 Mt/a, depending on power station performance and demand of coal for non-power generation uses. LYOC has been a major challenge for the SECV. It is the biggest single open pit coal mining development undertaken in Australia, with a whole of life capital cost approaching A$1 billion. The mine has supplied a very rapidly growing demand for coal from the expanding power station while developing in breadth, length and depth. Coal demand has consistently been above the figures anticipated during the initial planning because of the substantially improved performance of the 500 MW units of the Loy Yang A Power Station. The superior performance of the LYOC and power station has generated additional electrical energy during the first 5 years of power station operation compared with the initial planning targets- at almost no additional capital cost. This has been a major benefit to the SECV. LYOC will continue to present major challenges for the SECV, particularly in achieving overburden removal and coal reserve targets as development of the open cut continues to full depth over the next 15 years.

Brief summary of results obtained by a French-Japanese cooperative study on the bottom of trenches around Japan. The geophysical prospection, multi beam echo sounding and direct observation with submersible dives of the trench bottom clarified the details of the subduction of oceanic plates. It may be noted, among many new facts found: 1. The subduction and geologic structure resulted from the process is different according to the nature of subducting oceanic plate, and the geology of the land behind the trench. Thus the Nankai trough characterized by the developpement of accretionary prisms is contrasted to that of the Japan Trench where the basement rocks are exposed on the land side cliff of the trench wall. 2. The compressional tectonic situation prevailing in the trench bottom provokes the venting, along the fissures on the bottom, of water contained in sediments. Hydrocarbons contained in the sediments are comming out with water and give nutrients for bacteria. Clams, tube warms, sea slugs and shrimps are taking these bacteria as their food and biological communities with exceptionally dense population for the deep sea of more than 3000 meters in depth are formed on the field of accretionary prism and wall of the land side cliff. 3. An intense compressional tectonic field resulted from the subduction is inducing the transition from the subduction of oceanic plate to the collision of a part of the plate to the continental plate.

The system combines a commercially available CADD system with a commercially available mining/geological package. The methodology used in the establishment of the combined system, the fea- tures of the system and the current status of development are discussed.

Sampling protocols that are designed to suit the mineralisation style will result in a reduction of the nugget effect and hence resource risk. The a priori need for all sampling programs is the effective characterisation of the mineralisation type(s) to support optimisation. This requires a program of sampling for sampling followed by holistic characterisation. At each end of the coarse-gold to fine-gold spectrum, the samplability of a deposit ranges from relatively simple for fine-grained disseminated gold particles, through to extremely difficult for coarse nuggety mineralisation. Many deposits contain a proportion of both particle size types. The proportion and size of coarse gold particles has a direct impact on the effectiveness of sampling, where coarser particles will require larger samples and more specialised protocols. The nature of mineralisation geology/mineralogy and associated gold particle sizing can only be determined by sampling to facilitate optimised protocols. Mineralogical studies, focusing on particle size, particle clustering and distribution in host minerals, are required as part of wider paragenetic and metallurgical investigations. This paper discusses the role of mineralogical studies in the characterisation of gold ores for sampling optimisation through a series of case studies.

Although generation of environmentally harmful hydrogen sulfide is considered to be related to sour gas fields, sweet gas reservoirs and waste fluids, travertine springs and geothermal fields may also produce acid gas (H2S and CO2) under certain conditions. The potential parameters influencing such a possibility need to be fully investigated to evaluate the extent of the consequences and predict hydrogen sulfide generation accordingly. Reports on hydrogen sulfide production at different regions and fields were gathered worldwide for the cases when some of them did not have such a problem previously. In order to inspect different aspects of these case studies, some other regions with no hydrogen sulfide content were selected as control. In all cases water samples were taken carefully for chemical analysis in the laboratory. Besides, mineral compositions were characterised in some cases for better evaluation. In order to give a thorough prospect of hydrogen sulfide production, a geochemical model was prepared. In situ engineering geological conditions, especially pressure and temperature, were assigned in the model to investigate the possibility of H2S generation using PHREEQC software. The results of modelling revealed that although many similarities existed between mineral compositions of the cases, certain formations were particularly prone to hydrogen sulfide generation. For better evaluation, important exchangeable cation ratios such as potassium/sodium, calcium/magnesium and ion proportions like sulfate and chloride were calculated as trends of the formations. As expected, the model could successfully monitor a higher ratio of SO42- and Cl- in potential H2S generator formations. Wide variation in percentage of HCO3- was considered as a secondary observatory parameter for better estimation. In addition, it was noticed that higher anion content created an environment ready to absorb any cations and this makes H2S generation easier. Finally, using correlations between predictors and estimators for low depth and deep samples defined the degree of effectiveness for every sample.

Cliffs Natural Resources Pty Ltd (CNR) operates iron ore mines in the Koolyanobbing region of Western Australia, about 50 km north of the town of Southern Cross. Ore is trucked from three geographically isolated sources to the crusher at Koolyanobbing, where it is blended before and during crushing. Lump and fines products are produced and railed to Esperance for ship loading and export to Asian customers. CNR is examining alternative processing paths, from mining to ship loading, with the aim of improving efficiency and reducing costs. Modifications to the system must be consistent with potential future expansions and maintain the low inter-shipment grade variability on which CNR prides itself and has built a strong relationship with its customers. In searching for the optimum process design, many options from mine face to ship loading must be evaluated and compared. Pilot plant studies are infeasible, while complex mineralogical interactions, competing goals and numerous possible system configurations limit the applicability of theoretical analysis. It was therefore concluded that simulation modeling would provide the confidence to take the next step into production trials. This paper describes techniques applied at CNR to simulate grade variability resulting from potential process design changes. The simulation models are easily run Excel-based modules, with each module representing a different part of the process. The modules use extensive Visual Basic macros driven by Excel's user-friendly interfaces. Presentation of the results is enhanced by Excel's excellent graphical capabilities. The simulation software stores and graphically presents time-stamped data from a run, enabling detailed analysis of different process configurations. Final success of a simulation run is measured by inter-shipment variability (standard deviation and process capability) and in-process ore tonnages. Meaningful results from the simulations require the initial input data contain the same correlations present in the real production environment, between the mineral components, production linkages and across time. The data also have to allow simulation of potential changes to mining method and introduction of new pits into the blend. Mining data from the real operations under study are therefore used, with average grades and variability adjusted to match potential future development proposals. It is also necessary to filter out medium and long-term variations from the production data as this variability is best controlled through the conventional medium to long-term mine planning process, not by the process design being studied. The filtering was carried out using a Fourier transform technique, which is described.

The approach to risk management during the procurement of major projects often has a significant outcome on the ultimate delivery of a project. The NZ$1.4 B Waterview Connection project is the largest and most complex project yet undertaken by the New Zealand Transport Agency (NZTA) and the procurement process for an alliance contract was refined to provide compliance with the International Tunnel Insurance Group (ITIG) Code of Practice for Risk Management of Tunnel Works (TCoP). The principle of shared risk within an alliance incentivises a common understanding of project risks prior to finalising the alliance agreement and therefore enables superior risk management through design, construction and beyond. Risk management practices need to be instigated well in advance of commercial phases, so that commercial competition does not lead to a significant elevation of project risk. In particular the practice of gaining commercial advantage by taking on a potentially unmanageable level of risk is one of the outcomes to be avoided by the TCoP.During the procurement phase the NZTA placed high value on design and construction mitigation measures proposed in order to address ground risks, as is appropriate for a major tunnel project. In order to achieve alignment on the level of geotechnical risks an Alliance Geotechnical Baseline Report (AGBR) process was developed.This paper describes the measures taken during the procurement process to achieve certainty with respect to outcomes and minimise project risks whilst also achieving value for money. Traditionally, comminution and flotation have been surveyed, analysed and optimised separately. This often results in less than optimal outcomes because of the complex interactions between the two processes. Flotation recovery is a strong function of the valuable mineral particle size distribution with lower recovery of ultra-fines due to poor flotation kinetics, optimum recovery for the intermediate sized particles and lower recovery for the coarser particles due to poorer liberation. Thus, to optimise flotation recovery and grade it is usually best to grind to a fine size. This requirement needs to be balanced by the cost of grinding finer and the revenue that results from an increase in grinding throughput, which often results in a coarsening of the flotation feed.This paper demonstrates a technique which can be used to predict the effect of a change in feed grind size on flotation performance. It can be used to determine the optimum grind size for a particular operation which optimises total circuit profitability. Analysis is relatively easy to perform, as a minimum, requiring only size by assay data of the feed and product streams of the process. Case studies will be presented that demonstrate the usefulness of this technique in feed grind applications. Potential use of the technique for regrind evaluation is discussed.
