In late 2014 the Flinders Power Management Team was executing business improvement plans to ensure continued electricity generation until 2028 and beyond. Six months later, in June 2015, the Board announced the closure of the Flinders Power South Australian business, including the Leigh Creek Coal Mine, the Northern and Playford Power Stations located at Port Augusta and the 250km railway line. The announcement was preceded by a brief period of internal planning. A date was soon set for ceasing coal mining operations, being November 2015. The mine is unique in many ways. Located approximately 550km north of Adelaide the site has over 100 years of history and was formerly operated by the South Australian Government. Privatisation in 2000 saw the mine continue operation under Perpetual Leases from the South Australian Government. The leases included exemptions from multiple sections of the Mining Act 1971, obliging primary regulation under the Mines and Works Inspection Act 1920. The coal, being a low rank sub-bituminous brown coal, is prone to self-heating and spontaneous combustion. The mine and company town Leigh Creek were the economic and cultural heartbeat of the community. Facilities at the mine were shared by the community and vice versa. While many mines across Australia and the world enter periods of care and maintenance, few have been actively closed to the point of relinquishment (Bennett and Lacy, 2016). A swift decision to close, followed by a short mining operations shutdown period, presented significant technical and regulatory challenges for both the mine operator and for Regulators. The subsequent joint risk mapping process employed by Flinders Power and South Australian Mining Regulators was a unique real-world example of collaborative mine closure planning and execution. Simulation modelling is a practice commonly used in the mining industry to evaluate alternative process designs. Such modelling is typically undertaken as an optimisation study to increase the efficiencies, productivity and product quality of operating mines. In this situation, real short-term grade variability data of extracted ore are available from production records as input data into the simulation.There is also a need for simulation modelling to be performed before mines are approved for construction to clarify the grade variability characteristics that can be expected from the operating mine and assist in the optimisation of the process design. In this situation no historical short-term grade variability data are available. To achieve meaningful and reliable results from a simulation it is necessary to have input data for the ore to be extracted from the pits, representative of the short-term grade variability that would be expected for the operating mine.This paper describes an example of a path taken to generate realistic input data.A method described as composite cut-off criterion was used to distinguish ore from waste, which gave substantially greater recovered tonnage at target grade compared to the conventional quadrant cut-off grade criteria.The only data available for the project was resource model data in the form of kriged block models, which are known to underestimate true ore grade variability. To achieve realistic results from the simulation it was essential to increase this variability while maintaining the accurate average grades. Areas of certain deposits that were modelled using both kriging and conditional simulation estimation techniques were quantitatively compared to establish the comparative variance and the kriged data was modified to match the conditionally simulated variance.A realistic mining model was generated via a process of discretisation and regularisation of the resource blocks. Quantitative assessment demonstrated that this method adequately compensated for ore dilution and that adjustment for ore loss was not required due to an ore skin surrounding the edge blocks.The conditioned data was then used to generate a schedule of daily mine extraction, considering grade variability, tonnage, equipment constraints and extensive blended-in-blended-out precrusher stockpiles to feed into the process design simulations.For the precrusher stockpiles a number of alternative allocation criteria were examined for ore being extracted from the pits to identify the best method in achieving reduced variability through the daily scheduling system. The study concluded that a single analyte separation criterion produced acceptable variability with minimal complexity.The blending efficiency of manually stacked and reclaimed precrusher stockpiles was studied to determine a realistic blending efficiency within the pile. A recommended method of building and reclaiming was determined to give maximum blending efficiency.Finally, the data was used as input into process design simulation models; simulation from crusher feed to shiploading demonstrating that control of shipment grade variability was achievable and that the conditioning of the data delivered realistic results.CITATION:Jupp, K, Howard, T J and Everett, J E, 2013. This paper is a case study highlighting learnings and success in two areas challenging underground miners: change management and collaboration. It examines the implementation process of a new automated loading system in the bulk stoping area of Telfer Mine in Western Australia, controlling multiple load haul dump machines. Here, the new technology has brought together different functions and different companies to deliver a well performing automation system in a changing and challenging mining environment. The introduction of a new and different technology on site has driven collaboration between all stakeholders to break down the traditional barriers to achieve the sustained performance required. Historically, different teams have operated within silos and not always aligned to deliver a ‘best for project’ solution. Technical teams focus on the mine design, maintenance teams focus on reliability and operations execute the plan. Mining contractors focus on productivity and cost. Manufacturers focus on supply of goods and service. Optimising each silo individually is not guaranteed to provide an optimal mining solution. Involving elements from each team as seen at Telfer, has resulted in an optimal mining solution for the automated loading system. A change of focus from the technical teams to include automation parameters in the mine design; operability and maintainability built into the system design allowing for collective ownership and responsibility resulting in a more resilient solution. The implementation of the new technology was not only a technical change but more importantly, successful management of change. Elements of successful change management such as communication, vision, leadership and planning, are essential to harness a trusting site culture which is responsive to new technology. Learnings and challenges from this change process will also be discussed with the intent to improve the success rate and timelines of technology implementations in the future.

Drilling and sampling are responsible for most of the costs during mineral exploration, especially in multi-elements and polymetallic deposits, such as iron, manganese and bauxite deposits. On these deposits, often it is necessary to estimate multiple attributes at several granulometric fractions, ie distinct particle sizes. This paper investigates the effect of sampling at a close spacing grid only the head grades for the multiple chemical species in iron ore deposits. The remaining required data at the various grain sizes are sampled at a sparse grid. The derived geological model is checked for precision and accuracy comparing the output obtained against a model obtained using a complete isotopic data set including head grades and chemical analysis at each granulometric fraction analysed at all sampled positions. Among the several tested alternatives, the best procedure for dealing with the posed problem involved utilising the correlation coefficients between the grades at distinct fractions to obtain an isotopic database prior to interpolation. Cokriging was the method used, based on the intrinsic coregionalisation model. Estimates were obtained with the quality needed for the proposal of the study. Results showed that at least 50 per cent of the blocks were estimated with errors less than ten per cent relative to the grades obtained at the reference model, using only 15 per cent of the granulochemical data employed to obtain the reference model. The methodology also preserved the correlations between the attributes in their several granulometric fractions on the estimated model.

Mining in the state of Western Australia (WA) formally commenced in the 1840s, and over the ensuing 180 years has evolved to be the epicentre of the Australian mining industry and a significant contributor to the national economy. The lithology of WA is replete with mineralisation that hosts uranium and ‘critical minerals’ required for the global renewable energy sector. The state’s first uranium mine is under development, and high levels of activity are occurring in the state’s nascent critical minerals sector, with 168 WA-based companies pursuing rare earth-bearing minerals, 51 of which are actively drilling on their tenements. WA’s mineral deposits typically contain levels of the naturally occurring radionuclides (NORs) thorium-232 and uranium-238 that are elevated above the global crustal average. Workers are exposed to NORs during the mining and mineral extraction processes, and radiation doses that exceed applicable exposure standards may eventuate. The research traces the history of worker radiation doses from 1977 to 2020, finding the maximum dose was 163.4 mSv, more than eight times the current derived annual dose limit. Whilst 93.5 per cent of all workers received doses of less than 5.0 mSv per annum, the potential for elevated doses is ever-present as witnessed by 10.3 mSv reported in 2009/2010. The increase in activity coincides with a revision of the dose coefficients (DCs) associated with the intake of radionuclides. The research evaluates the revised DCs and forecasts doses from inhalation of radioactive dusts will nearly double, and lead to workers receiving doses exceeding 5 mSv for the first time since 2009/2010. The research finds that the current regulatory framework is fit-for-purpose. However, inter-agency relationships, and the capacity of the regulator to effectively regulate the current and future number of mining operations is questioned. The mining industry is vulnerable to capability and capacity constraints – but has failed to respond to issues in relation to competent radiation safety officers first raised by the Winn Inquiry (Winn, Mathews and Tough, 1984). Disconcertingly, monitoring of worker exposures to NORs reached a nadir in 2021, raising questions as to the veracity of worker doses reported to the regulatory agency. The research recommends personal dust sampling be prioritised.

While improvements in occupational health and safety (OHS) in the mining industry have decreased fatalities and accidents, little attention has been paid to the cultural confound of 'safety' in the increasingly multicultural mining industry. Occupational health and safety processes often contain assumptions of cultural understanding that may not be shared or understood by mining employees. There are potentially dangerous and costly implications of cultural difference in the mining environment. Some people have been enculturated with high levels of anxiety concerning catastrophe and uncertainty while others have a more laissez faire attitude to accidents and disaster. The level of cultural anxiety about uncertainty can be a major factor in the acceptance of OHS processes. OHS manuals based on a comprehensive set of rules and procedures may assume that the authority of 'rules' is shared by all employees regardless of a variety of cultural understandings when this may not be the case. Similarly, cross-cultural employees may not share a background or acceptance of expensive technological innovation and so resist/avoid the application of new safety equipment. Then too, OHS staff may not realise the significance of religious belief or personal responsibility on employees' attitudes to safety in the workplace environment. A lack of consideration of these cultural elements could have fatal and expensive results. This paper explores the impact of cultural difference in the understanding of OHS in the Mining Industry, presents a model to improve the understanding of the cultural confound in safety, improves analysis of OHS in practical multicultural situations, provides assistance for those involved in OHS training and may become a basis for developing OHS policy and procedure.

"On 9 February 2014, bushfire embers landing on exposed coal in a disused pit at the Hazelwood mine in Victoria’s Latrobe Valley ignited a coal fire that burned for 45 days. The fire was the largest and longest burning mine fire to occur in the Latrobe Valley (Hazelwood Mine Fire Board of Inquiry, 2016). Two Victorian Government Boards of Inquiry have been held into the Hazelwood mine fire. The most recent, in 2015, included consideration of the regulation and implementation of rehabilitation practice at Hazelwood and the other two brown coalmines of the Latrobe Valley (Loy Yang and Yallourn; Government Gazette, 2015).The 2015 Hazelwood Mine Fire Board of Inquiry commissioned Accent Environmental Pty Ltd (Accent) to undertake a review of the financial mechanisms for mine rehabilitation and closure adopted in Australia and overseas (Accent, 2015). Specifically, Accent was engaged to identify ‘any practical, sustainable, efficient and effective alternative mechanisms to ensure rehabilitation of the mines as required by the [Victorian] Mineral Resources (Sustainable Development) Act 1990’ in accordance with Terms of Reference 10 (c) (Government Gazette, 2015).The review by Accent included consideration of a range of financial instruments such as bank guarantees, trust funds and insurance. It considered a number of financial assurance systems in operation in Australia, New Zealand, the European Union, Canada and the United States. These systems included: full and discount financial assurance systems predefined liability proportion systems pooled fund systems the use of post-closure financial mechanisms such as trust funds (Accent, 2015).What lessons can be learnt from other jurisdictions? In 2009, the Queensland Government developed a series of amendments to environmental authorities (EAs) for mines throughout the Fitzroy Basin in response to studies that assessed the cumulative impacts of mine water discharges in the basin. One of the key amendments was the requirement for all mines in the Fitzroy Basin to develop and implement a receiving environment monitoring program (REMP). The intent of the REMPs was to provide baseline information on the condition of the receiving environments of the mines and any impacts resulting from release of mine-affected water. Since this time, the requirement to complete a REMP has been incorporated into new or revised EAs for mines (including metalliferous mines) in other regions, as well as for other industries that discharge to natural watercourses (such as coal seam gas). This paper discusses the approaches that can be used to incorporate biological monitoring and direct toxicity assessments into REMPs. It highlights the importance of collecting biological data using sound experimental design principles to investigate whether releases resulted in environmental harm; and the use of monitoring data, coupled with direct toxicity assessments, for setting more realistic, site-specific trigger values and release limits (compared to the default guidelines such as Australian and New Zealand Environment and Conservation Council (ANZECC), which may not be appropriate to the region). This paper examines how legislation and regulation can be external drivers of technical change in mineral processing and extractive metallurgy and how the industry can respond. Two examples are considered; the production of copper metal from concentrates and the cyanide process for gold production.The Clean Air Act (1970) in the USA initiated a wave of attempted innovations in the extractive metallurgy of processing copper sulfide concentrates to meet forthcoming standards on sulfur dioxide emissions. Interestingly, a satisfactory technical solution existed (flash smelting and gas capture) but had not been widely adopted.Nearly fifty years later the primary copper industry finds itself with new challenges. One major challenge is how to deal with the increasing level of arsenic in copper concentrates. Most countries impose an upper limit on arsenic in imported concentrate; typically, 0.5% As or less. Higher arsenic concentrates can be blended with cleaner ones to meet the limit, but this tactic cannot be used indefinitely as the average arsenic level of global concentrates rises inexorably. Further, smelters (often in urban locations) cannot be expected to deal with both ever-increasing arsenic in the feed and stricter restrictions on emissions and disposal. A rising “inventory” of primary copper deposits are already constrained from development by high arsenic concentrate. These deposits will need to be developed if future copper demand is to be met. An economic and technical solution to arsenic is needed. The gold industry may also face challenges in the use of cyanide, by far the dominant lixiviant used in gold and silver production. Public perception has driven restrictions on the use or transport of cyanide in some jurisdictions. History suggests that such pressure is only likely to increase. While there are several alternative lixiviants, none can yet match the utility and economics of cyanide.Such important issues will not be resolved by incremental change or new equipment items. They require development of new process technology - a tectonic event rather than an incremental change. It requires sustained effort (and expenditure) over decades and is very unlikely to result from “business as usual” for producers, suppliers or academics. Past major process developments were driven by a dire need for economic survival or by legislative change. There is growing interest in the mining industry on the application of ore sorting. While many are familiar with particle sorting, including the limitations that technology presents (e.g. throughput), bulk sorting, with its higher throughput potential, is less understood. Despite the potential to sort at higher throughputs, few operations have adopted bulk sorting processes, certainly not at large scale. It is suggested that the inability to reliably predict outcomes from bulk sorting may be limiting its adoption in mining projects. Consequently, an evaluation approach for bulk ore sorting has been developed such that mass pulls and grade upgrades can be predicted in the context of a mining study. The approach allows for evaluation of drill core assays and application of the consequently derived heterogeneity relationships to the block model for estimation of sorting outcomes. These processes were applied to conveyor-based bulk sorting for the CuMo project in Idaho, USA and are described in this paper.

"The Syama Gold Mine, located in southern Mali, was established in 1990 by Broken Hill Propriety Limited (BHP). The operation began treating oxide, and in 1994 it transitioned to processing hard and refractory ore based on ‘whole-of-ore’ roasting. In 1996, BHP was succeeded by Randgold Resources and the operation ran until 2001, when it was placed into care and maintenance.The Syama ore is classified as a double refractory ore with pyrite occluding the fine grained gold present in the ore and high levels of organic carbon presenting a challenge in terms of preg-robbing behaviour. The ore is extremely competent and this combination of metallurgical features was the main source of metallurgical problems encountered by the previous owners.Resolute Mining Limited (RML) acquired the Syama project in 2004. Following a feasibility study and the development of a revised processing flow sheet the plant was recommissioned in 2008 using a combination of old and new equipment. The revised flow sheet enabled primary sulfide ore to be treated by flotation and roasting of the concentrate to produce a calcine suitable for conventional carbon-in-leach (CIL) processing.Commissioning and ramp up of the plant was a troubled process, with monthly gold production being as low as 3000 oz in 2010. Poor availability of equipment and lower-than-forecast recoveries were the primary contributors.During the last five years, RML has utilised a systematic approach to improve production, focusing on mechanical reliability, metallurgical recovery and process bottlenecks. Modifications to the circuit have been as a result of both innovation and the application of technological improvements. Improvements have been made to the flotation, roasting and CIL circuits and RML has introduced a deslime circuit to treat flotation concentrate, in addition to the very successful commissioning of a new 1 Mt/a oxide circuit in December 2014. These changes have resulted in gold production increasing to more than 20 000 oz per month in 2015.This paper presents the processes, change implementation and outcomes of the modifications made to the sulfide circuit to address the availability and recovery problems.Apart from the expansion of an existing, world-class deposit and discovery of new resources, future improvements on the path to a class-leading gold mine include the continued reduction of the unit cash cost, increase in overall sulfide circuit gold recovery, increased throughput through continued innovation and consistency in the plant’s operation.Citation:Sinclair, R, Hunter, I and Landwehr, D, 2016. For the past five years the University of Queenslandhas, through its various workshops, been preaching to Australia that there was a potentially hazardous situation from earthquakes for urban Australia. A few people outside The University accepted this, but largely the warnings fell on deaf ears.The 1989 Newcastle earthquake changed that per-ception. The most important lessons to emerge from Newcastle were (i)the realization that in continental areas small earthquakes cause widespread damage:(ii)the local geology of an area is of great importance in the damage done by an earthquake.These two factors clearly indicate that, in the future, we must take far greater account of the "Urban Geology" of an area. This paper discusses the need for urban geology and its impact on seismic risk and compares that with the traditional methods of assessing seismic risk.

The volume changes occurring during the reduction by hydrogen of single, high-grade hematite pellets under isothermal and non- isothermal conditions were investigated using a time-lapse photographic technique. The major cause of swelling during iso- thermal reduction at temperatures in the range 600-1000¦C, was the disruptive stresses set up during the transformation of hematite to mag- netite. The severity of the disruption was temperature dependent; the degree of swelling increased with increases in the reduction temp erature. Under non-isothermal reduction conditions, in which the pellet temperatures were increased at constant heating rates over the temperature range 500-1000¦C, minor swelling (6-8%) occurred in the initial stages of reduction followed by pellet contractions of up to 15% in the final reduction stages. The low initial swelling and high final pellet shrinkages were due to a com- bination of the temperature dependence of the swelling mechanism, and the sintering of fine pores in the reduced iron in the latter stages of reduction at higher temperatures.

There is active debate and research around the most suitable indicators to assess the sustainability of mining. The most common approach is to report a range of data for a given mine site (or less preferably, a company total), such as inputs, outputs, benefits and potential costs. The most popular protocol in use (and growing rapidly) is the Global Reporting Initiative (GRI). However, these measures are numerous and still do not allow a single over-arching indicator to be developed. Other measures, such as known mineral resources over time, do not account for critical challenges such as declining ore grades, increasing wastes and poorer quality ores or more difficult mineralogy. By adopting a thermodynamic approach to sustainability, through the concept of æexergyÆ, it is possible to incorporate into a single measure the effective quality of mineral resources. Exergy involves the assessment of the minimum energy costs involved in producing a mineral resource with a specific chemical composition and concentration from common materials in the environment. The exergy of a mineral resource is evaluated from mineralogic composition, concentration (or ore grade) and, of course, quantity, by multiplying the unit exergies with the tonnes of the resource produced (or consumed). Since exergy is a thermodynamic quantity (ie energy or joules), it is additive across different minerals, such as iron ore to gold to copper or even oil and gas or coal û making it an ideal indicator to assess mineral resource sustainability at the industry scale rather than the individual mine scale. This paper briefly outlines the theoretical basis for exergy, and then presents a range of commodity case studies showing the application of exergy to the Australian mining industry. Overall, the usefulness of exergy is clearly demonstrated for use as a broad indicator of the sustainability of mineral resources at the national or even global scale.

Hoisting ropes are constructed of wires and strands positioned helically around the axis. This helical positioning causes that, in the rope loaded at the end with the weight Q, the longitudinal displacement u, axial force P, torsional displacement v and constant torsional moment M are generated. More over, the proper weight of the rope q gives the force acting along the axis of the rope. This force changes its value from 0 at the bottom to qL at the top. This force gives, along its length, a variable torsional moment making the rope rotate. During the movement of the conveyance downwards the falling part of the rope rotates, which makes it untwist on the section up to the half-depth of the shaft and twist on the other half-depth. As the result, the twisting lay of the rope changes increasing in the upward direction and decreasing downwards. The angle of twist of the strands changes in an apposite way. When moving upwards, the uplifted rope does not twist and retains its state of deformation up to the moment when it passes over the pulley. Next, the cycle of untwisting and twisting repeats during the movement of the other conveyance downwards. This phenomenon is known from mining practice. It was also analysed, in the works of Glushko (1966) and Popowicz (1963).

The relationship between the geology of porphyry copper deposits and their processing performance is an area of interest. Being able to predict comminution properties of the ore from physical characteristics and geological descriptions would allow an increase in the precision of capital cost estimates, operating cost estimates and throughput rates. This geometallurgical approach would reduce the requirements for expensive comminution tests.As the comminution circuit is the highest capital cost item in the plant and a possible throughput bottleneck, understanding the variability in hardness within the orebody is critical. A geometallurgical model allows calculation of ore hardness values in mining blocks from ore characterisation data. This model subsequently uses a combination of simulation and power-based approaches to relate ore hardness and flotation feed size to grinding circuit throughput.This paper reviews the geometallurgical models developed for seven porphyry copper deposits and discusses the strengths and shortfalls of the methodology and similarities and differences between the different deposits.CITATION:Harbort, G J, Lam, K and Sola, C, 2013. The prediction of acid and metalliferous drainage (AMD) from mine waste materials is critically important during all stages of the mine value chain. However, to determine such geoenvironmental characteristics static and kinetic testing of individual waste units must be performed on representative samples. The importance of sample selection cannot be underestimated; it is the single most critical aspect of any geoenvironmental investigation. Poor sampling techniques and inadequate sample selection will contribute to excessive variance, difficulties in interpretation and incorrect assessment. By undertaking mesotextural characterisation based on hyperspectral mineralogical data (with sulfur assay data if available), opportunities to improve sampling strategies are presented. Such data will inform the selection of samples for low-cost total sulfur, paste pH and geoenvironmental logging, which collectively will allow for accurate AMD forecasting and improved sampling practices to be achieved. Once sampled, robust quality assurance/quality control (QA/QC) protocols must be developed where the use of international certified reference standards become obligatory. This is currently not practised, resulting in inter-laboratory discrepancies when undertaking waste classification. Further improvements in geoenvironmental characterisation testing lies in the adoption of blended static testing protocols, whereby blends of waste materials can be efficiently tested so as to give an early forecast as to whether they will produce acidic or metal-laden drainage. Such information is integral in developing a waste schedule that will allow for a non-acid forming waste landform to be constructed right from the start of the operational phase. Ultimately, improvements in this discipline lie in technological innovations with regards to mineralogical characterisation, and by offering geoscience and minerals engineering students a competent education in the discipline. Traditional methods for installing gaskets for segmented bored tunnels have relied upon different bonding procedures with adhesives that carry a series of disadvantages to segment producers. Fixation of the gaskets into the concrete segment as part of the casting procedure has been developed over the last 20 years and has emerged as an economical solution to produce high-quality tunnel segments for various technical tunnel applications. Block or panel caving technology is far removed from that of the top slicing and block caving of the late nineteenth or early twentieth centuries. The rapid mechanisation and expansion of these methods in the late twentieth century was as much a result of the change of the technology of the unit operations of development, ground support, drilling and blasting and transport as it was of the advances in geotechnical understanding and practice. The small footprint gravity and scraper block caving mines with boundary weakening, rail transport and shaft hoisting of the early to mid-twentieth century have been replaced by massive high lift panel caves using preconditioning of the ore, large load-haul-dump units, adjacent crushers and conveyors to surface.
