The traditional measure of Lost Time Injury Frequency Rate (LTIFR) as a measure of improvement in safety performance is recognised as inadequate and misleading, lulling managers into believing that safety is improving. It is a reactive measure, and steadily declining LTIFRs around the world have failed to be accompanied by a similar reduction in the fatality rate. This paper confronts the industry with the attitudes of some mining managers, such as one that allowed fatalities to occur in the case of a gold mining company at a rate of one death per 150 000 ounces of gold produced while claiming their safety record has improved, as shown by a falling LTIFR, and viewing fatality reductions as a long-term goal instead of an immediate priority. A quantum shift in management attitudes is required to focus on proactive measurements to detect the indicators of an impending disaster, and to predict conditions conducive to fatalities. Corporate CEOs are challenged to attend the funerals of all workers killed in the workplace. CEOs who fail to attend such funerals send a message to employees that the CEOÆs priorities lie elsewhere, and that profits take priority over workersÆ lives. The dichotomy of whether mining companies are run for the benefit of shareholders or whether companies owe social responsibility to the community is examined. The role of individual responsibility for personal safety is examined, together with the psychology of employees in the mining industry. A number of proactive measurable indicators are suggested to stimulate discussion on developing robust measuring tools to predict and therefore prevent fatalities.

Laboratory-scale studies aimed at developing a process for solubilising manganese values from a low grade pyrolusite containing material using low grade pyrite, both available in India, are described. Leaching 21 parts by mole of pyrolusite with 6 and 26 parts by mole of pyrite and sulphuric acid respectively results in good manganese dissolution (98 per cent) at 100°C within one hour. The probable kinetics of the leaching process has also been given.

The discovery of Olympic Dam in 1975 and, more recently, Prominent Hill in 2001 and Carrapateena in 2005 demonstrates the potential for world-class IOCG deposits in South Australia. Potential for further discovery of large IOCG mineral deposits in the Gawler Craton and the Curnamona Province is high because of continental-scale pervasive iron-rich alteration, crustal-scale structural preparation and unique magmatic-hydrothermal conditions. Recent exploration successes point to the effectiveness of new exploration tools and technologies to locate this style of mineralisation under cover. The gold endowment of these orebodies located in South Australia exceeds 75 Moz, with further discoveries to come. The lead time between discovery and development of the multi-million ounce Prominent Hill copper-gold mine in less than seven years demonstrates how quickly this style of deposit can be brought into production in South Australia. Clearly these long-life, multi- commodity IOCG deposits mines are an immediate exploration and future growth opportunity for the gold mining industry to replace ever depleting gold inventories.

Aurum Reef Resources is a provincially owned unlisted public company which holds a number of prospecting licences over Otago hard rock historically active minesites. The Bullendale Licence 31 1845 was applied for in 1985, granted 1991, including a DoC special condition allowing re-opening of the historic workings. The underground workings were commenced in 1862 and up to the mine's closure in 1906 some 40 000 ounces were produced at an average grade of 15.5 g Au/t. The purpose of the summer 1991 work programme was to enter the workings in an attempt to observe and sample the mullock between the lodes operated by the early miners. This objective was achieved on the third attempt. Samples were taken and subsequently a contract geologist resampled the workings and prepared a report indicating the Bullendale lode zone to be generally mineralised. Mullock interlode and schist foot-wall consistently returned assays over 0.5 g/t.

This paper identifies the challenges and opportunities for mining companies and communities in investing in human rights compatible, credible, effective and representative company-community relationships.   The paper draws on the work of Professor John Ruggie, Special Representative to the United Nations Secretary General on Business and Human Rights, and his Protect, Respect and Remedy framework for business and human rights, The CDA Collaborative Learning Project, and the experience of Oxfam Australia. This paper begins with the premise that Australian companies commence operations offshore with high expectations and a willingness to work harmoniously with local communities. However, as companies increasingly engage in global operations - particularly in weak governance and conflict zones - the challenge to establish and sustain rights compatible, meaningful, corporate community relationships and grievances mechanisms becomes both more complex and necessary. Establishing trust and honouring commitments made to communities, including legacy issues, is a critical component in good corporate community relations.   The second part of the paper will identify some of the impacts and challenges of mining that need to be addressed in corporate community negotiations and consultation. Respect for indigenous people's rights and their right to give or withhold consent for a project to proceed is increasingly evident, as is the growing global expectations with regard to revenue transparency. As such, key challenges include: grievance mechanisms; free prior and informed consent; transparency and accountability; the gender impact of mining; resettlement, compensation and benefit sharing; and security issues.   Finally, the paper will provide practical guidance to companies on how to establish effective corporate community relationships. It will include examples, such as human rights impact assessments, gender impact assessments, and establishing local level grievance procedures. The paper will include an Oxfam Australia case study of a dialogue mechanism at Tintaya copper mine in Peru.

Sampling and analyses of deep waters from Wairakei and Rotokawa geothermal systems indicate a wide range of precious metal concentrations (<0.1 to 23 ppb Au; 6 to 2400 ppb Ag), suggesting that eastern ôandesiticö TVZ geothermal systems (eg Rotokawa) have higher aqueous gold and silver than western ôbasalticö geothermal systems (eg Wairakei); this interpretation is consistent with known occurrences of high grade precipitates in wells from eastern systems. The fact that the deep waters are undersaturated in gold further suggests that the aqueous gold concentrations of deep waters are limited by metal availability. The flux of gold for the two systems ranges from ~1 to 50 kg Au/yr, and the flux of silver ranges from 65 to 6900 kg Ag/yr. At Rotokawa, it only takes ~600 years to flux one million oz of Au and >100 million oz of Ag. The supply of hydrothermal gold and silver is obviously important during genesis of an epithermal deposit, but ore formation also depends on the existence of a suitable ôtrapö that efficiently extracts metal from solution in a small volume of rock. Such traps seem to have been poorly developed until geothermal drilling in the TVZ.

The energy supply in the 21st century is still secured by coal. According to estimates of the International Energy Agency (IEA), coal will have the same importance as oil for the world-wide supply of energy until 2030. Coal is also an important element of EU policy, its future use is closely linked to effectively addressing the environmental challenges it poses. Hard and brown coal represent approximately 80 per cent of European Union (EU) reserves of fossil fuels and coal utilisation can co-exist with the development of power generation based on renewables. Europe is the world's third largest consumer of coal behind China and the United States.The Czech Republic is poor in energy resources except for coal. Brown coal is relatively abundant (mineable reserves estimated at 1800 Mt, output 48 Mt/a) and significant quantities of hard coal (mineable reserves 900 Mt, 13 Mt/a), much of it suitable for coke production, are also present.Severoceske Doly (SD Company), the biggest Czech coal mining company (22 Mt/a, 48.6 per cent Czech market share) and one of the biggest in Europe, reinforces despite the last deep crisis in the Czech and European economies its long-standing stable and strong market and financial position. From 2009, the SD Company co-owns, with partners, a brown-coal mining company MIBRAG (21 Mt/a). SD Company invests in large mining equipment (eg new giant spreaders and bucket-wheel excavators, extension of overland belt conveyors), rebuilds and upgrades mining and processing installations, auxiliary and other machinery. We should see the investment we make today in tomorrow's mining and reclamation as an opportunity and not as a burden. They enable to make our position more resistant in the longer term. Projects focused on the environment and operational safety went hand in hand with these efforts.R&D activities relate to technical innovations, improvements of mining equipment, research and evaluation of conditions for extracting coal seam and/or overburden and mitigation of environmental impacts, utilisation of coal in new products. The company spends considerable amounts on reclaiming affected land and creating a new post-mining landscape.Our dialogue with influential stakeholders in the region where we operate contributes to the long-term improvement in the quality of life of local residents. Such dialogue with communities in the last ten years has been instrumental for confidence building. SD Company helps to develop many projects of towns and villages in its vicinity. The stable and transparent relations with our neighbours are in accordance with our basic principles of corporate social responsibility.

"The Global Mining Standards and Guidelines Group (GMSG) currently supports nine individual industry working groups focused on developing standards and guidelines for the mining industry. In 2013 the GMSG established the Industrial Comminution Efficiency (ICE) working group to develop freely available guidelines for plant operators to quantify the operating efficiency of industrial comminution circuits. This initiative has engaged a diverse group of representatives from mining companies, equipment vendors, consultants and metallurgical laboratories with vast experience and capabilities in the field of comminution. The GMSG has issued the first two guidelines from the ICE working group in 2015–2016, with the third guideline having completed the approvals process and being in the final stages of editing ahead of release later in 2016.Two of the ICE guidelines present methods to quantify comminution circuit efficiency, and a complementary guideline describes best practice methods to collect the necessary samples and data to furnish these assessments. Collectively the guidelines cover sampling, survey data collection, laboratory testing procedures and calculation processes to allow the user to generate a relative circuit efficiency factor for the comminution circuit at the time of survey. The reference energy consumption is calculated considering the measured F80, P80 and ore strength at the time of survey, using either or both of the Bond or Morrell methods presented in GMSG guidelines dedicated to each method. The guidelines consequently provide the end user with practical tools to perform circuit efficiency analysis and to readily quantify the impact of optimisation efforts.This paper presents the content of the three ICE guidelines and describes their intended application.Citation:Giblett, A and Daniel, M, 2016. Beneficiation of magnetite is an integral part of the future of iron ore processing. Historically, the focus of Western Australian producers has been on exporting direct shipping ore (DSO) namely haematite. The future for new DSO resources is limited so companies are changing their emphasis into processing the very large, undeveloped magnetite ores in Western Australia (WA), using beneficiation to produce shippable magnetite concentrates. These magnetite resources require higher cost processing techniques such as fine grinding and beneficiation to produce saleable concentrates. This distinct difference, from the DSO ores, has led to the development of a number of new technologies. This paper reviews: the different techniques used for magnetite beneficiation and provides some case studies in the WA industry; the use of mineral liberation analysis (MLA) to describe the nature, grain size, occurrence and associations of the mineralisation;the consideration of coarse cobbing as a critical upgrading; the application of high pressure grinding rolls (HPGR) to save energy; how the field of magnetic separation has resulted in new machines with higher field strength (SLon Separators); ultra fine grinding requirements of magnetite concentrates; andthe application of reverse flotation to reduce silica in the concentrates.

Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.

"Gold ores often show significant inter-domain variation with respect to the gravity recoverable gold (GRG) content and the leach behaviour of the non-GRG component. Liberation assessment is extremely difficult for gold due to its malleability and the high sampling errors and poor test reproducibility resulting from gold’s high specific gravity and the low metal concentrations that occur in most gold ores. The use of microscopic techniques for the liberation assessment of gold is also impractical due to the high number of sampling errors and high cost of analysis.Curtin University’s Gold Technology Group has developed an online carbon-in-pulp/carbon-in-leach (CIP/CIL) simulation model called SIMCIL, which has been used since 1999 to model and simulate industrial leach-adsorption circuits. Recently the model has been upgraded to include an integrated liberation-leach modelling (ILLM) approach, which can be used to evaluate the impact of various process parameters (such as grind size, bleed to gravity etc) and circuit configurations on leach-adsorption circuit behaviour and overall plant gold recovery. A new time-efficient ore characterisation methodology has been researched and developed to provide the required liberation-leach data used in the ILLM approach, which is implemented online for the modelling of gold operations. Project Sustainability Assessment - Matching Method to Enterprise Size Sustainable development requires managing natural resources, including minerals, in a way that is conducive to long-term wealth creation and the maintenance of capital (natural, social, human, economic and physical). One aspect of the minerals sustainability discussion focuses on replacing depleted mineral capital with other forms of capital so as to ensure that the contribution of a mineral project is net positive over its life. Another, equally important, aspect focuses on selection of projects and technologies that contribute to the achievement of a variety of sustainability objectives, such as environmental protection, efficient use of resources, water and energy, worker health and safety, and the equitable distribution of risks and benefits within and across generations. Technical feasibility and relative economic performance remain necessary decision criteria for mineral investment decisions, but they are no longer sufficient. Enterprises, regardless of size, are now confronted with the challenge of comparing investment alternatives based on a new, broader set of criteria. The field of integrated sustainability assessment (ISA) emerged in response to this changed social and business environment. ISA is a structured process for examining the economic, social and environmental impacts of a project or technology. The purpose of an assessment can be broad, a strategic review of corporate behavior for example, or quite narrow, input to a specific decision process such as the selection of a piece of equipment. There are numerous methods and analytical tools available to conduct ISAs and selection of the most appropriate for a given situation will depend upon temporal focus (retrospective to prospective), decision context (strategic, tactical or operational), and phase of the assessment process (problem structuring, analysis, resolution, ex post review), among others. Selection also depends upon enterprise size and the attendant availability of financial and human resources. Large multi-national firms often undertake complex, data intensive sustainability assessments, in part because the projects they are involved in are multi-faceted, long term, and require significant financial investments. Small and medium sized enterprises are seldom able to commit the same level of resources to an ISA, and if the projects they undertake are less complicated, a time consuming and detailed assessment may be unnecessary. Regardless of enterprise size, the tangible and reputational benefits of conducting as ISA must exceed the actual monetary cost of doing so. This presentation will provide an overview of available ISA tools, categorising them in terms of their data requirements, methodology, outputs and applicability in various decisions contexts. Distinction will be drawn between situations where reasonable approximations of project impacts can be expected to provide an adequate amount of information and those for which more detailed analysis is essential. Finally, ISA strategies that have been successful and cost effective at different scales of business enterprise will be identified. This is an abstract only. Flotation processing technology of water-soluble minerals has made it possible to realise, since the 1960s, the wide scale industrial processing of potash and potassium-magnesium ores (about 200 million tonnes per year) as well as to create the multi-tonnage worldwide production of sylvite (KCl) for industrial and agricultural application. In this paper the particularities of the effect of reagents (blinders, collectors and frothers) during cation flotation in saturated saline solutions are outlined. New reagent modes for activating the effects of alkylamines during the flotation of KCl and the perfecting of technological flow sheets for processing potassium ore have been developed. The results of research on the reverse flotation of carnallite ore, with the help of alkylmorpholine û a new developing technology for benefication carnallite as raw material for the production of metal magnesium and fertilisers are listed. Examples are given of the industrial applications of processed reagent modes at potash flotation factories in Russia.

The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. A knowledge of the value of the activity coefficient of cobalt oxide in slag as a function of composition and temperature is necessary if effective strategies are to be devised to maximise the recovery of cobalt in nonferrous smelting processes. This work reviews previous studies and shows that comparison and evaluation of the results is hampered by variations in the choice of standard states for the species. Published results have been recalculated to a common set of standard states with a preferred value for the Gibbs free energy of formation of cobalt oxide. It has been shown that the value of the activity coefficient of cobalt oxide referred to the solid standard state in iron silicate slags is approximately two, at temperatures from 1523 to 1623¦K. It is suggested that some contradictory results are most likely due to errors in the measured partial pressure of oxygen.

Gold was first discovered on the Shotover by Thomas Arthur in 1862, and soon there were over 3000 miners working on the river. It has often been called the richest river in the world. Most countries probably have one of these, but it was certainly the richest in New Zealand. In the early days some miners collected as much as 200 oz/d from a sluice box, and the early river gravels must have been extremely rich before the gold bearing terrace gravels were sluiced into the river. Otago produced about 10 Moz out of the NZ total of over 30 Moz. Most of this was alluvial and possibly one third or more came from the Shotover. The extremely cold winter and danger of flooding made it a dangerous river to work. During 1863 when heavy rain melted snow in the high country, the river rose 35 ft overnight and drowned many miners camped on the banks. These hazards still exist and dominate the method of working. The early hand miners cleaned out much of the riverbed, and the advent of the hydraulic elevator enabled deeper parts of the river to be worked over. Extensive sluicing of high terraces also took place particularly around Skippers. Several companies have attempted operations on the Shotover. Many of these were distinctly unsuccessful, such as the suction dredge at Maori Point about 1930 and the Skippers Limited fluming in about 1934. At least two attempts were made to divert the river with the Sandhills cut above Skippers and the Oxenbridge Tunnel down near Arthur's Point.

AustraliaÆs strong position as an aluminium producer and potential magnesium producer combined with rapid market growth in the automotive industry, proximity to Asia and other natural advantages points to considerable opportunity for downstream processing and manufacture with light metals in this country. Development of a vertically integrated light metals industry in Australia needs to be pursued with vigour, as does the continued development of global strategic alliances through the value adding chain.

The minerals industry focus over much of the past twenty years has been on cost reduction and production growth supported, but not driven, by technology improvements. Mergers and acquisitions, and the demands of financial markets, have been high priority items whereas research and development and technology based innovation have received less attention and have been cut back in many companies. Technology improvements will be critical if the industry is to make progress on the stated aims of improving energy efficiency, reducing water usage and maximising recovery from deposits. They will also be important for improving capital efficiency and in treating difficult deposits. However the role technology based innovation will play both in the overall industry, and within individual companies, during the next decade is quite uncertain. There are major challenges in progressing technology based innovation in an industry with limited technical resources which is dominated by long life high capital operations. Specific opportunities for energy and productivity improvements exist but face significant technical and structural barriers that need to be overcome if the industry is to significantly improve performance. Current evidence suggests that changes in approach will be needed for these improvements to be realised. Recent studies in the United States and Canada have highlighted the wide range of energy performance across the industry and the scope for marked improvement from both incremental improvements and increased research and development. Comminution, material transportation and underground mine ventilation were identified as high priority areas. Opportunities within these areas are discussed both in respect of specific technologies and in how they may change performance. The role of open innovation as a source of new technology is also discussed. This is an abstract only. No full paper was prepared for this presentation.

Geochemical data related to AMD for the West Coast and Southland regions have been collated into a relational database and GIS system. The types of information include; rock geochemical data, water chemistry data and aquatic macro-invertebrate abundance data. This information will be combined with eco-toxicology experiments to determine impact thresholds on aquatic ecosystems. Ultimately these datasets will be combined with remediation investigations to produce a Framework to assist decision making related to mine planning, consent and compliance.   Current geochemical research examines the controls on As concentrations downstream of gold mining areas and the variability of AMD from Brunner Coal Measure rocks. Assessment of factors that control the chemistry of Brunner Coal Measure AMD such as mine type, hydrogeology, geology, geochemistry and climate is in progress. Minerals that control the concentration of aluminium downstream of AMD point sources include alunite, jurbanite and various forms of Al(OH)3.
