The relationship between comminution testwork results and the milling circuit that is subsequently selected is not a direct one and frequently involves recourse to databases of past test results. This in itself reflects the lack of a systematic engineering approach in the design process. This paper reviews comminution tests for SAG mill design in an attempt to identify where the essential information comes from that will be used in mill selection. The conclusion is that results from traditional test methods, including obscure and little used procedures like the Mokken test, are more valuable from an engineering perspective than parameters for breakage rate based modelling. Suggestions are made on ways in which existing test procedures can be enhanced in order to generate parameters that can be directly related to characteristics of the milling circuit being designed.

The International Symposium-cum-Workshop on Management andControl of High Gas Emissions and Outbursts in Underground CoalMines was held in Wollongong in March 1995. Coverage of high gasemissions was virtually confined to instantaneous outburst implications, essentially seam gas pre-drainage. Globally, instantaneous outbursts have been known for 150 years, andthe first Australian outburst occurred in 1895 and Australian occurrences and mines affected have increased since. Few significant coal producing countries are unaffected. The coals affected range in rank from lignites to anthracites. Geological disturbances are the most likely environments for occurrences. The most likely mining geometry is of virgin headings, with some occurrences on longwalls and in other situations. Widespread research into many aspects of the problem has yet to produce a generally accepted explanation. Explosive inducement is a well-known control. Apparently high advance rates increase face gassiness and create higher stress abutments, increasing proneness. The most popular preventive measure, pre-drainage of virgin coal ahead of faces has produced highly successful very long hole drilling performances but without the precision necessary for accurate geometric hole patterns, despite quite sophisticated drilling equipment and hole surveying instruments. For the future, more precise degasification is sought, even from the surface, together with rapid face coal gassiness assessments to confirm lowering below threshold values, as well as other proneness lowering measures, perhaps related to new heading and longwall geometries and to new equipment to provide them. But above all, safe management plans are required for each operation, to safeguard the miners and their working environments, and thus to protect underground coal mining from this mounting threatening problem.

Strain-type rockbursts, or strainbursts, are characterised by a localised violent failure. Their cause is attributed primarily to the sudden release of strain energy, which accumulates in a volume of highly stressed rock as a result of mining activities. Examples of such phenomena are crown/sill pillar bursts created in the mining process, pillar crush in room-and-pillar mining, face ejection in drift development headings at depth, and floor bursts associated with deep shaft sinking. The paper describes a simple method for the assessment of crown pillar bursts in steeply dipping ore deposits which are extracted by the overhand cut-and-fill method. The method is based on a theory previously established by the author to help assess the need for a remedial solution such as pillar destress blasting. Basically, the mining-induced energy storage rate (ESR) in the pillar is compared with the critical strain energy to come up with the so-called burst potential index (BPI).

Mine planning is the backbone of all mining enterprises and determines the profitability or otherwise of any mining investment. Providing high quality ore and tailings containment at the right time are the main drivers in oil sands mining. Recent environmental and regulatory requirements also makes waste management an integral part of mine planning in the oil sands industry (Directive 074). Due to the limitation of lease area, the pit phase advancement in oil sands mining is carried out simultaneously with the construction of tailings dykes in the mined out areas of the pit. These in-pit dykes are constructed to hold tailings that are produced during the processing of the oil sands ore after an initial external tailings facility. Most of the materials used in constructing these in-pit and ex-pit dykes come from the oil sands mining operation, making it necessary to have a plan for supplying the dyke material. The research problem here is categorised as: determining the order of extraction of ore, dyke material and waste to be removed from a predefined ultimate pit limit over the mine life that maximises the net present value of the operation û a strategic schedule; anddetermining the destination of dyke material that minimises construction cost depending on the construction requirements of the various dykes as per their designs û an operational schedule. There has been developed, implemented and verified a theoretical optimisation framework based on mixed integer goal programming (MIGP) to address the oil sands long-term production scheduling and waste management problem. The research introduced the development of multiple material types and multiple destination optimisation techniques using MIGP in the context of mine planning. This study presents an integration of mixed integer programming and goal programming in solving large-scale mine planning optimisation problems using clustering and pushback techniques.

Loy Yang Power (LYP) owns and operates a 2160 MW brown coal fired, base load power station in the Latrobe Valley, Victoria, Australia (Loy Yang A). It also owns and operates a brown coal mine that supplies fuel to its own power station and a nearby 1000 MW power station owned by International Power (LoyYang B). The mine supplies 32 Mt of coal per annum from an open pit, which is currently about 4 km long by 2 km wide and 180 m deep. LYP has 500 employees and a substantial amount of work is also carried out by contractors and consultants. GHD Pty Ltd(GHD) has been contracted to provide mine planning and earth sciences expertise. GHD is an international professional services company that operates globally in many market sectors including mining, industry and the environment. The company has major offices in Melbourne and also within the Latrobe Valley. This paper sets out the experiences that GHD and LYP have gained in establishing a unique alliance arrangement for GHD to provide a range of mine planning, earth science, dam surveillance and environmental services to LYP. The underlying philosophy of the alliance is to closely align the objectives of the two companies such that GHDÆs recompense for service delivery is proportional to the benefit achieved by LYPÆs business. Quality of service, whole of life costs and risk management are important aspects and are reflected in key performance indicators against which GHDÆs performance is measured. Currently GHD provide 20 000 hours of labour to LYP per annum, which are delivered by up to 120 staff who possess the required diversity of skills. The paper explains how the contract was initially let as a conventional service agreement and explains why the contract was transformed into an alliance. It then illustrates the operation of the alliance with reference to the 2006 work program. The paper concludes with thoughts on how the arrangement can be further developed for the future to the benefit of both parties.

Mining in Western Australia places significant economic and environmental responsibility on Government and the mining industry. Groundwater abstraction is regulated by the Department of Water. The Department has recently issued a guideline for Pilbara mines, and this paper focuses on the Pilbara for its examples and studies. The guideline is intended to form the basis for developing a statewide policy, consistent with reporting and assessment policy.With rapid expansion of the mining industry between 2005 and 2008, the groundwater resources in the Pilbara region of the State are under increasing pressure. Significant new management and regulatory issues arising recently include: cumulative impact assessment; disposal of dewatering excess by discharge, sharing or reinjection; life-of-mine approvals and closure planning; closure water quality including metals concentration in pit lakes; and in situ leaching mining methods and their impacts on regional water resources (and change of State Government Policy with respect to uranium mining).

The AusIMM is concerned about the longer tem sustainability of the minerals sector in Australasia. Our contention is that the sustainability of the sector is at risk if we do not:   ò encourage more exploration in Australasia by removing impediments and         increasing incentives; ò fund our university and research centres appropriately to increase both our   prospectivity, and our processing efficiencies; and ò manage our human resources better.   This paper will focus on how we can better manage our human resources to assist in ensuring sustainability of the sector in Australasia .   From a production point of view:   Economic output = f (Land, Labour, Capital, Environment) where Land refers to all of the natural resources used in production. As well as land itself it includes water, forest, fisheries, oil, gas and mineral deposits. Labour refers to the skills and capabilities used by humans in the production process. Capital describes all of the manufactured aids used in the process of production1. The challenge for management is to ensure maximum efficiency and effectiveness of labour in the production process whilst maintaining sustainable development.   The 1992 Rio Summit defined sustainable development as maintaining and enhancing:   ò natural capital û defined as all natural resources, both environmental and   those of traditional economic value; ò manufactured capital û made by human kind, including produced goods,     infrastructure and built environment; ò human capital û defined as the health, well being, intellectual capabilities and   spiritual welfare of individuals; and ò social capital û defined as social relations and consultations within and   between societies, their norms and functionality2.   The minerals sector in Australasia has successfully focused on the technical aspects of each of these components of sustainable development with primary attention applied to natural capital and efficient utilisation of manufactured capital. The technical aspects of human capital and social have also been addressed through an emphasis on occupational health and safety and interaction with local communities however I suggest that, to date, insufficient emphasis has been placed on labour (human capital) to maximise economic output1.   It has become increasingly common practice to identify land as natural capital, labour as human capital and capital as physical capital. That is labour has been treated as a commodity rather than an opportunity to create a comparative advantage and this will be the greatest challenge for mine management to show leadership over the next decade of the 21st Century.   This paper will outline characteristics of the sector which are relevant to the management and utilisation of labour, outline the outcomes of recent AusIMM surveys, review the reasons for the current and future anticipated skills shortages, some innovative responses to the challenges and finally, suggestions on how mine management can show leadership.

It should be stating the æbleeding obviousÆ to say that the most efficient method of recovery must be used during the testing and evaluation phases of an orebody. Furthermore, the company will be literally throwing away money by not using the most efficient recovery plant during mining. This is especially true in the case of a low concentration/high value commodity such as diamonds. Unfortunately, this economic recovery criterion is not always the driving force. Some inexperienced companies think that they can preserve capital by using cheaper, and generally less efficient, recovery plants to mine their product. This philosophy is invariably a fallacy. Furthermore, it is also important to use the correct sized plant for the proposed task. It is no use trying to use a small testing plant to treat large quantities of ore, as this may result in loss of recovery efficiency. The converse is equally true.

Coal mining is recognised globally as a hazardous activity, and as a result operates under high levels of regulatory and public scrutiny while managing a workforce operating in a high-risk environment. Mining companies have developed sophisticated risk assessment procedures, management systems and personnel competency requirements that facilitate the safety and health of employees, and Australia is a world leader in coal mining safety and health.RISKGATE is an Australian Coal Association Research Program funded online platform that delivers broad cross-industry knowledge about current practice in the identification, assessment and management of coal mining risk. Centennial Coal has engaged with the RISKGATE program, managed by the University of Queensland’s Minerals Industry Safety and Health Centre, since its inception in 2010, and contributed topic experts to many modules, including underground topics within the geological and geotechnical domain (strata underground, outburst, coal bumps and bursts, and inrush).In 2013, Centennial Coal experienced significant unexpected strata failure at the Mandalong mine without any personal injury or fatality. This paper presents a case study in the application of RISKGATE to management of this unwanted event, the steps that were implemented, the information that was sourced and the contribution that RISKGATE made to the final outcomes. Study of the distribution of minor elements between copper matte andfayalite slag is important in determining appropriate methods tomaximise the recovery of valuable metals and the rejection of harmfulelements. Boliden Mineral AB operate a large copper smelter in northern Sweden, where they had noted that the loss of silver to the slag in the settling furnace appeared to be a direct function of the tin content of the slag. This work was aimed at determining whether or not this was a cause-and-effect relationship. Copper matte containing approximately 50 wt per cent copper and small amounts of silver and tin was equilibrated with silica-saturated fayalite slag at 1250¦C, then quenched. The matte and slag were then analysed for their silver and tin contents. It was found that there was no relationship between the silver distribution and the tin distribution. The silver matte/slag distribution ratio had a value of 120 ¦ 40 while that for tin was 2.8 ¦ 0.3. It is suggested that the most likely cause of the relationship observed at the Boliden smelter was matte entrainment in the slag.

Mine and ore beneficiation wastes and smelter contaminated soils often cause phytotoxicity and threaten adverse environmental effects if not remediated. Science has clarified both the risks from soil metals and methods to alleviate those risks that can be applied at low cost. Phytoremediation is a family of plant and agronomy based technologies to deal with environmental aspects of sites requiring remediation. If valid risk assessment indicates that metals comprise risk, phytostabilisation may be used to alleviate that risk for most contaminated sites. In particular, Zn-Pb, Cu and Ni mine and smelter sites are readily remediated by making the soil calcareous and fertile, with added organic and metal sorbent amendments that include soil microbes to ‘revitalise’ the soil. In each case, the soil fertility and causes of phytotoxicity should be clarified by agricultural soil extractions, and the combination of amendments required to improve fertility and reverse phytotoxicity identified and found locally. In contrast with phytostabilisation, phytoextraction/phytomining uses rare metal hyperaccumulator plants and agronomic management to maximise annual phytoextraction of soil elements into plant shoots for harvest, ashing and use as a metal ore. Plants that accumulate more than two per cent Ni in shoots, and yield 10–20 t ha-1 dry biomass yield 200–400 kg Ni ha-1, which has value greater than all common agricultural crops. Considering the value of elements, existence of hyperaccumulator plants and demonstrated agronomic management for Ni phytomining, it is clear that mine sites and Ni mineralised subore-grade serpentine soils can be phytomined economically as an agricultural mining technology. A team developed agronomic methods and improved cultivars of Alyssum, which can be profitably grown on temperate zone Ni mineralised or contaminated soils. Plant species for tropical ultramafic soil materials have been identified. The Horn Island gold and mineral field produced 194 kilograms of gold in the 4 years subsequent to its discovery in 1894, from an area of shallow workings 1.5 kilometres x 0.5 kilometres. Gold deposits in the adjacent Prince of Wales, Hammond and Possession Islands also drew attention at that time.These islands form part of a Carboniferous sequence of ignimbrites (Torres Strait Volcanics) intruded by the Badu Granite and minor volcanics within the Cape York-Oriomo Ridge. Gold is associated with the epithermal stages of igneous activity. Recent exploration has defined sub-horizontal zones of disseminated gold mineralisation in the sub-surface, as well as reserves in the outcropping sub-vertical structures mined in the past. Released estimates of 170,00 tonnes proven ore and 550,000 probable ore at 4 grams per tonne gold, have been established.Gold is mostly contained in quartz vein stockworks and hydrothermal breccias within the intensely propylitised medium grained granites which form the local host rocks within the coarse grained Badu Granite. Associated vein minerals are sulphides (primarily of lead, zinc and iron) and calcite. Various intrusions of porphyry, aplite and granodiorite occur through the prospect area.

A key issue in maintaining the mining industryÆs social contract to access community-owned resources, is the need to be able to demonstrate professional management of resource extraction and the risk associated with mining hazards. Significant failures such as disease relating to coal dust and asbestos and mine disasters such as Moura, Appin and Gretley have resulted in judicial and legislative interventions that respond to the community outcry but do not necessarily effectively manage the longer term risk in a sector driven by new technology. With the implementation of recent amendments to the Queensland Professional Engineers Act, senior engineers in all industries including the mining industry are required to be registered and to demonstrate that they have æmaintained competency in the practice of engineering in the area of engineering for which the (engineer) is ... registeredÆ. This may be facilitated through a report produced by an æAssessing EntityÆ. These entities are approved by the Minister on advice from the Board of Professional Engineers, Queensland. Engineers Australia and The Australasian Institute of Mining and Metallurgy (The AusIMM) are the two professional bodies approved as æassessing entitiesÆ charged with facilitating successful implementation of the process established by the legislation. The scope of the legislation covers engineering enterprises in Queensland and engineering activities elsewhere that may have been designed in Queensland. There is currently a challenge to determine what the necessary health and safety competencies for the mining industry are and how the maintenance of these competencies will be assessed. The different approaches taken by the two assessing entities are compared and contrasted. At the legislative level, establishing an obligation to assess professional competency is simple, but at the level of the profession, it is new ground that warrants a substantial research and development input. The challenge is to develop criteria by which the quality of such system can be assessed. The comparison is made by considering such issues as equity, effectiveness, efficiency, objectiveness and transparency. These five indicators are considered in terms of how they are applied in other sectors and how they might be applied in the mining sector.

Telfer Gold Mine combines a world-class gold and copper resource and longevity of operation as a major gold and copper producer. Telfer Gold Mine has undergone a series of transformations since mining commenced as a high-grade narrow-vein oxide open pit operation in 1977. In 1986, the open pit operation converted from a narrow-vein, high-grade operation, to a low-grade high-volume oxide mining operation utilising dump leach processing technology. Mechanised underground mining of the high-grade narrow-veins commenced in 1990. Total recovered gold production between 1977 to 1999 has totalled 5.7 million ounces. The Telfer Extension Project consists of two pre-feasibility studies, the Surface Extension Project (SEP) and the I-Series Project (ISP). The combined studies represent one of the more significant resource evaluations undertaken in the gold industry in recent times. Geological activities for the SEP pre-feasibility study have included the drill definition of a large low-grade resource within an area of 25 km2 . The surface drilling program has completed 15 000 metres of HQ3 diamond drilling and over 30 000 metres of RC between last quarter of 1998 and late-1999. The ISP pre-feasibility study is currently evaluating the resource potential of both a high-grade low-volume and a lower grade bulk mining scenario, 800 m to 1200 m below the surface of Main Dome. 15 000 metres of underground diamond drilling have been completed between last quarter of 1998 and August 1999 as part of this study. Systems and cultures have been developed to maximise safety, monitor the quality assurance/quality control (QA/QC) on all aspects of the operation, and minimise impact on the environment. All data are stored in database systems, specifically designed for Telfer operations. 3D geostatistical resource estimation using ordinary kriging has been carried out for over 220 geological domains within the 25 km3 of mineralised system. Non-linear geostatistical techniques are being investigated as part of the pre-feasibility study.

The problem of stability of the development working at the great depths of coal winning is of great seriousness. Numerous researches of the problem were carried out in the USSR, the results of which determined that raising of resistance of existing support will not lead to a considerable rise of working output. It is necessary to try to find ways at the expense of heightening the support ability of rock massif. For these purposes it is necessary to direct it correctly and in proper time. While carrying the development working the most intensive deformations of rock occur at a depth of 30m from the entry face. The zone of destruction of rock around the work is realised here for 60 to 70 percent. These facts show that in influence zone of entry face a kind of embryo of the working steadiness is forming, which greatly determines its following conditions. Therefore, it is necessary to begin direction of mining pressure around the work directly in a face.Complex research of the mechanism was carried out starting with the effect of moving face upon the surrounding rock massif. It was ascertained, that the zone influenced by the face is a section of 5 equivalent diameters of the work by the length within which the rock of the sides, roof and floor, experience the cyclical influence of stresses at the time of cyclical shift of the face. The elastoplastec deformation is occurring with it at the moments of rock removal and the deformation of creeping takes place at such intervals.

THE de-silverizing of base bullion at the Port Pirie works is carried out in accordance with the principles of the well-known Parkes process. The base bullion produced by the blast furnace department carries (apart from silver values) impurities, the chief of which are copper, antimony, and arsenic. In order to more clearly indicate the grade of the base bullion, the following analysis, representative of a half-year's production of base bullion, is submitted...Before proceeding with the actual operation of de-silverizing, it is necessary that the impurities, copper, antimony, and arsenic, should be eliminated. This is accomplished in the following steps :- (1) Removal of Coppel - Copper is largely present in the base bullion as dissolved sulphide, and this is removed by liquation in a reverberatory type furnace, of which the following are the essential details :-Working temperature 7500 to 8500 C.Coal consumption per 24 hours 2 tons.The hearth of the furnace is encased in a steel tank 22 ft. 4 in. long by 13 ft. 4 in. wide by 2 ft. 10 in. deep; the bottom of the tank is covered by a depth of composition conforming to the invert :-Cement 39 cwt.Brick dust 8.4 tons.Fireclay 0.6 tons.Sand 0.6 tons...
