A discussion of the paper by Mr. Campbell, which was read by title at the Lake Superior meeting, but first presented at the New York meeting of the Iron and Steel Institute, October, 1904 (see p. 772). These papers are here published onder a mutual agreement between the Councils of the two Institutes, and will also be found in the Journal of the Iron and Steel Institute for the year 1901, vol. ii. Mr. William R. Webster, Philadelphia, Pa., said: We are under great obligation to Mr. Campbell for his exhaustive investigation, and the results he has put before us to-day. They are the most conlplete series of tests that have ever been made, where all the conditions of rolling, etc., were kept uniform. In discussing Mr. Campbell's first investigations, I claimed first, that the method of least squares, then used, would of necessity only gire the average value of any element, and that if the effect of any element was greater in the presence of high carbon than with low carbon this would not be shown by the method of least squares. Secondly, that the effect of manga nese should be considered on acid steel as well as on basic steel, instead of ignoring all the eff'ect of that element when it was below 0.60 per cent., as was then recommended by Mr. Campbell. I am pleased to note that the results of his present investigation confirm my views on these points. In presenting the results of his first investigation, Mr. Campbell referred to my investigation of 1893-94, and took exception to the value of phosphorus varying (depending on the amount of carbon present) from 800 to 1,500 lb. for each 0.01 per cent. He claimed that one might just as well consider the effect of phosphorus as being constant, and of carbon varying. I refer to this, as he now has introduced very similar conditions in his present tables, in that he gives variable values for manganese (depending on the amount of carbon present) for both acid and basic' steels. MUCH has been said recently concerning the depletion of the Lake Superior iron ore re- serves. Estimates given indicate a total life of the present known reserves of twenty to thirty years. Some argue that there is no need to concern ourselves about the possible depletion of the Lake Superior iron ore supply because foreign ores can be brought in to this country at a lower price than rich agglomerated ore can be produced from the lean domestic ores. Some fear, as a result of this, a displacement of the steel business from present districts to the Atlantic seaboard. Others show that foreign ores will be brought to interior points via the projected Great Lakes-St. Lawrence waterway. Others believe that the South, given better freight rates, will extend its iron and steel market into northern territory.

IT has long been known that the volcanic area south of Belmont, Nye county, Nevada, had mining possibilities. Some of the old-time prospectors knew that gold existed there. Its remoteness from any source of supplies, its long distances from water, the absence of game, and more, perhaps, the lack of grass for animals to subsist upon, has made this an unattractive region in which to search for mines. The decline of the Comstock mines, the exhaustion of sun-dry large and rich ore-bodies, the high cost of mining, marketing, and particularly the ruinously high freight-charges upon refractory ore that had to be shipped to distant smelters, have kept investors out of Nevada for the last few years; and mining people have hardly yet awakened to the importance of Tonopah, Goldfield and perhaps the newer and less developed districts. The discovery of Tonopah by J. L. Butler, who located the Mizpah Claim in May, 1900, and the fortunes soon realized there, attracted many people. As the boom declined, many went away, some scattering out into the surrounding country, and the population is now about 7,000. In the fall of 1902 a discovery of gold was made 23 miles south, in what is now known as the Sandstorm group, 4 miles NW. of Goldfield. In the winter of 1903-4 the Combination, January and Florence mines were discovered, and shipments of high-grade ore soon followed. In January, 1905, there were 10,000 people in Goldfield. In June, 1904, rich gold-ore was found 85 miles SE., at the foot of the south end of the Kawich mountains, but this discovery was kept quiet until a re-location could be made. On August 10, 1904, the Bullfrog claims, and a month later the Ladd mountain and neighboring claims, were located. The Shoshone group was located September 24. This district is

NOT much activity has been evident during the past year in the establishment of co-operative scholarships but the interest among the coal-mining companies is more pronounced than ever. This is apparent from the replies received to a letter sent out by the Committee on the Promotion of Student Interest in Coal Mining to over 120 coalmine operating officials. With that letter was forwarded a bulletin issued by the school of mineral industries of The Pennsylvania State College entitled ?Industrial Scholarships ? a Partnership of Industry and Education.? In that circular was outlined the need for trained men in the war and postwar world, and particularly as such demands pertain to the growth of the mineral industries.

HERBERT HOOVER had to sit through an hour and a half of eulogy of himself at Carnegie Hall last night, said the Sun and New York Herald of Feb. 19. When his turn to answer came he remarked that, although one of the speakers had referred to him as a modest man, he would never, in view of this experience, be able to prove it. The occasion was the presentation by the Civic Forum to Mr. Hoover of its medal of honor for distinguished service, the only recipients in past years having been General Goethals, Thomas A. Edison, and Alexander Graham Bell. Only by distortion of intent could there be said to be anything political in the affair, which was carefully described by the chairman, Charles E. Hughes, as non-partisan. Nevertheless, the praise bestowed on the former Food Administrator by the former Republican candidate for President, proved specially interesting to a much applauding audience which filled the hall to the uppermost gallery. A piece of real news was supplied by Horace V. Winchell, whom Mr. Hoover succeeded on Tuesday as President of the American Institute of Mining and Metallurgical Engineers. He said that Mr. Hoover, when in Europe after the . armistice, caused to be collected the literature of the war in all Europe.

MAGNETITE mining and milling in New York, New Jersey and Pennsylvania continued to remain comparatively inactive during 1933, owing to the low rate of output of the steel industry and also to unrestricted importation of foreign ores. However, some improvement over conditions existing in 1932 was noticeable, particularly in New Jersey, where one plant, that of the Washington mine of the Alan Wood Mining Co., at Oxford, went on full production in August. At Lyon Mountain, N. Y., the Chateaugay Ore and Iron Co. resumed mining and milling operations in October, on a reduced scale, principally to provide employment during the winter months. The Chateaugay company produces a special low-phosphorus pig iron. During the year they obtained a contract to supply their product for use in the manufacture of the suspension cables of the New. Golden Gate Bridge.

ALTHOUGH most accidents occur through the A carelessness or misfortune of the workmen; that is no reason why we should not take all physical precautions practicable. The best way to approach the problem of mine safety is to acquire a personal feeling of responsibility for the accident and then plan how it might have been prevented had we known that it was to occur. A statistical analysis of the physical conditions contributory to accidents will give an indication of some of the methods or mechanisms that should be revised or safeguarded. The handling of rock or ore is a common source of minor injuries. Freedom from accident when mucking largely depends on the skill and care of the workman; this also is true, to a certain degree, to loading cars from chutes, but much can be done in the layout of chutes and their equipment to provide equal safety with less skill. Permanent stagings, or rigid units that may be easily assembled, should be provided so that the men handling the chute boards or gates and barring the jammed chunks will have a convenient safe footing for their operations. A stance to the side of the chute mouth is to one in front, because a man will not be liable to be struck by flying lumps or his bar, should it he caught in the mass, yet in many mines the workmen face the chute when loading a car. Fig. 1 shows the operation of a plank chute having special latches which support the chute boards in such manner that they may be conveniently dropped into place to stop the flow of ore.

Just a few years ago, my company was referred to as the Marion Steam Shovel Company. Though we still make shovels, both two and eight-crawler types, the eight-crawler stripping shovel appears to have been replaced by the walking dragline for overburden removal and in some cases for the mineral as well. The walking dragline appeared in the coal fields in the early 1930's. It is popular because it can cope with overburden depths in excess of 100 ft and with blasted sedimentary rock, all at an O & O (ownership and operational) cost of ±10[c] per bank cu yd (bcy).

COAL preparation, or coal washing, is not a new subject to the Pacific Northwest. Most of the coals mined in this state smaller than lump, and nearly all such sizes mined on the Pacific slope of the Cascade mountains, require washing before marketing. A large proportion is being put through some washing process, but coal washing in this state, has not reached the efficiency it is practicable to obtain. In fields where the coal, as mined, contains less impurities, where working conditions make it practicable to eliminate some of these impurities under- ground, or where a large proportion of the run-of-mine coal is lump, coal preparation does not present the problem it does in our local field. Here the coal is associated with considerable impurities and the slack, or steam sizes, aggregate about 80 per cent. of the output. Therefore, approximately 80 per cent. of the coal mined must be washed to become a valuable fuel. Washing then becomes a major operation, as hand picking of the 20 per cent. of lump is a standard and comparatively simple operation. Some coal beds here are so interstratified with bone, of a more or less massive nature, that hand picking of lump is not economically efficient. In such cases the coal must be crushed fine enough for it to be freed from the bone, so that the two may be separated. Coal cleaning in this field, therefore, must receive skilled attention to purify this fuel and raise its stand- ard. Without greater efficiency in cleaning, the importation of coal from outside the state will be even greater than in the past.

THE making of courses of study and curricula has long held first place as the favorite pastime of educators. As a game, this activity is as fascinating to some as golf or bridge, 'and the golfer's hope of a low score is matched by the teacher's ambition to some day evolve a sequence of studies that shall prove the ideal preparation for a life of maximum service and, profit. There are few in, this gathering who have not tried their skill at this game and still fewer are those who have been long satisfied by the product of their efforts. A curriculum is hardly printed in the college catalog before conditions arise which seem to make changes desirable, and strong will power is needed to maintain the program long enough to give it a fair trial. Metallurgical curricula are not less subject to change than others, 'and; indeed they have seemed, at times, to change more rapidly than other curricula because of the changing 'needs of the industries and the demand that the graduate be trained to meet the new conditions. BOULDER COUNTY, Colorado, ranked during the war years and until the end of 1918 as one of the foremost tungsten-producing districts of the world. In 1919 production fell off drastically, due to heavy importations of foreign ores from China, Burma and South America. So large were the imports that even after the enactment of a protective tariff in 1922 of 45c. per lb. on tungsten metal, equivalent to $7.14 per unit (201b.) of tungstic acid? (WO,), the stocks of metal in this country were extensive enough to supply the demands of industry, and prevent general resumption of mining by domestic producers. Even today there are only two producers in the Boulder district though at one time as many as twenty separate companies were in operation. About the same ratio holds for other tungsten-producing districts in the country, including California and Nevada. Total consumption of tungsten concentrate in terms of 60 per cent WO2 in the United States amounted to approximately 3790 tons in 1928, according to Frank L. Hess.' Of this amount, domestic mines contributed 1290 tons, and the rest, 2500 tons, was imported. Yet in 1917, with tungsten concentrate selling at $20 per unit, the Boulder district alone produced 2707 tons, indicating the effect of enhanced ore price upon production. It is believed by American tungsten miners that, given a sufficiently high tariff, all the demands of industry can be met by domestic production without placing a prohibitive burden on consumers. For instance, in steel manufacturing the percentage of tungsten entering into the manufacture is so small that, ?regardless of cost, it can constitute but a small fraction of the cost of steel to the buyer.

Approximately 2000 years ago, the Lord admonished the scribes (lawyers) and pharisees (religious leaders of that time) that they had paid the tithe but had omitted the weightier matters of law, judgment, mercy, and faith. (Matt. 23:23) I want to talk about "The Weightier Matters of Law." In a situation where big government is trying to have an effect on even small details of a work activity, otherwise simple situations become complex. Regulations are written to such detail that constant compliance with strict interpretations can be a nightmare-not to mention off the target of the intended purpose for the regulation. One soon recognizes the onerous characteristics of federal statutes. Another admonition the Lord gave those lawyers and pharisees back then was that they tended to strain at a gnat and swallow a camel! He meant that the pharisees were given to devoting themselves to the strict interpretation of law by writing hundreds of subrules or interpretation to law. In doing so they eventually lost sight of the original purpose of the law. I think they were being told, keep the law-but don't neglect to humanize it Keep it simple Recognize the purpose of why the law. "Mix in" a common sense approach. Someone once said, "Common sense is instinct -enough of it is genius." Today, as 2000 years ago, we need more "genius" displayed by legislators in considering the weightier matters of law. First of all true legislature genius calls for a declarative statement about the purpose of the statute and a fair, objective analysis of the ground rules by which it will be implemented. In the Health & Safety Act of 1969, the "findings and purpose" as set forth in Section 2 do define its purpose. I believe most of us affected can be in accord with the reasons advanced for the legislation. However, beyond those well-intentioned few paragraphs, we very quickly run into trouble. Congress complicated the simplicity of the statement of purpose by mandating government intervention into areas that cannot be effectively legislated, nor even should be legislated. The Act provided for broad gaged regulation which is unnecessary, inappropriate, and tremendously costly. Frankly, it detracts from a constructive, cooperative effort by the parties involved. These are strong negatives which characterize inappropriate legislation. Appropriate legislation and subsequent regulation, which is realistically conceived and practically enforced must be born of an honest desire for improvement, based on a working knowledge of common problems which are thoughtfully analyzed. Then the legislation must be written in clear concise language so that there can be little or no doubt as to its literal meaning and intent. To be practically enforced, it must be understood by all who will enforce it and by all who are subject to it. That is to say, an effective law or standard cannot be fixed or inflexible so that it cannot be tempered in human judgment. There must be an elasticity in the statute to provide for consideration of all of the relevant facts of a given situation. Such elasticity makes the compliance effort as meaningful as it can be for the time and dollars invested. Meaningful compliance requires room for common sense. Today, we in business along with our associates in government and labor, urgently need to pause, and assess our current situation. The problems arising from the 1969 Act have been intensified through the Mine Safety & Health Act of 1977. After reading the "findings and purpose" of this legislation, and by process of elimination, we should all clearly see what is and is not the purpose of the Act. 1) It is not to turn the management of private industry over to government. 2) It is not to impair the efficient operation of business. 3) It is not to reduce productivity and profits. 4) It is not to reduce national unemployment. 5) It is not to perpetuate the bureaucracy. 6) It is not to increase the tax burden on an already overburdened people. 7) It is not to increase our balance of payments deficit. 9) It is not to replace management/labor relations in working together to solve problems.

DURING the past few years, the requirements for steel have been raised so high that soundness is more important than ever before. The old practice was to mike steel ingots of sufficiently large sections to permit a considerable reduction of area in rolling and hammering to a given size, relying on the fact that by such rolling and hammering all cavities will be squeezed together and practically eliminated. The finished sizes, if found by inspection of the surface to be faultless, were therefore pronounced to be sound. But when such steel is ?worked up,? the manufacturer is surprised and disappointed to find that it splits, or that streaks and seams make the product unmarketable. Large sections, such as rails, beams or heavy forgings, may, within certain limits, be sufficiently strong, even if the sides of the cavities are only squeezed, and not welded together. But it is well known that, in the interior of heavy articles, under certain conditions, forging may develop small streaks into large cavities. Small sections, steel for ordnance and tubes, and numberless articles in the tool-trade, always show up the defects. It may be doubted whether cavities in steel ingots can ever be completely welded. The old theory, is, that the silver-clear blow-holes, without the blue oxide, can be welded by sufficient working. They are, however, not empty, but are filled with carbonic oxide. It is admitted that the "blue" cavities, resulting from air mechanically drawn down into the mold during the casting, can never be welded, because the oxide does not melt, and there would be no escape for it if it did. The only way in which steel can be made satisfactory for the above-named particular purposes is by having it ?dead molten." But then the trouble of piping is encountered. A FEW years ago, the Ventilation Committee established the practice of presenting one topic each year for discussion at the annual meeting. The practice has met good response on the part of committee members and I suggest that it be continued. The topic chosen for this year, "Underground Anemometry," is a topic which has bothered me for more than 20 years. It seems to me that the coal industry is content to rely on slipshod methods for measuring the rate of flow of air underground, so I prefaced my discussional charge to committee members with the statement that I regard air measurements made in the usual way, with hand held anemometer, as no good. Agreements and disagreements came in from more than a dozen engineers, some of whom are with operating companies, coal and metal; some with manufacturers; others with government agencies.

THE Juneau gold belt is divided into ore-bands of poor definition. The most easterly workings on the , belt, those of the Alaska Gastineau Co., disclosed three separate bands: the Footwall or Ground-hog band, 70 ft. wide; the Perseverance band on which the recent mining was done, also 70 ft. wide; and the No. 2 band, 100 ft. wide. These bands, aggregating 240 ft., are found over a width of 2000 ft. Going toward the west into the adjoining Alaska Juneau ground, four bands have been found which have a total 'right-angle thickness of 755 ft. These bands are convergent in their westerly trend and terminate on the plane of Silver Bow fault. The four bands have better definition at the fault plane than at the eastern boundary line where they enter the property. -Along the property line, the width of the bands and intervening country is 1600 ft., and at the Silver Bow fault this width is reduced to 1300 ft. The distance from the eastern property line to Silver Bow fault is 2400 ft. The bands are slate or slate with metagabbro intrusions, together with gold-bearing quartz masses, stringers, and gash veins. The bands themselves are not all ore, but all commercial .ore is found within the bands. They have no uniform width either in horizontal or vertical section. TRIPOLI is a rather unusual form of silica, which thus far has been found in commercially valuable quantities only in the neighborhood of Seneca, Mo., although there are numerous deposits of somewhat similar materials in several southern states. The latter have not, however, attained any position of real importance, due undoubtedly to definite structural limitations which have rendered them less suitable for the particular uses that have given tripoli its principal outlets. Raymond B. Ladoo, mineral technologist, says': "Since that time (1880-90) the term tripoli has with increasing definiteness been reserved for the Seneca material, and other siliceous materials of similar origin and physical properties."

DUE to wartime secrecy restrictions a large part of the technical information developed by government and industrial laboratories was withheld from distribution. Much of this information has now been released or "declassified" and reports of technical work carried out during the war in allied and enemy countries are also becoming available. Information on the latter subject has been augmented by the work of the Technical Industrial Intelligence Corps of the U. S. Army. Through the Joint Chiefs of Staff, rep¬resentatives of this Corps co-operated with the British Combined Intelligence Observations Subcommittee, and some of the observations were made by combined personnel of both groups. The U. S. Government has undertaken the indexing and abstracting of all of this information in the Bibliography of Scientific and Industrial Reports, a weekly bulletin which appeared first early in 1946. Other publications, such as the Bulletin of the British Iron and Steel Institute and The Metals Review of the American Society for Metals, provide abstracts of domestic and foreign magazine articles and papers presented to technical societies. However, they do not cover the industrial and government reports recently released by the Government nor the reports of the Army investigators hence the new bibliography is a welcome addition to our metallurgical library.

IN contemplating the prospects of natural gas being transported from the fields where it is produced to such distant points as Philadelphia, New Jersey, New York City, and New England, let us review the advance that natural gas has made and the projects currently scheduled for construction. This may give us a perspective of the point in the long-range development of the natural gas business in which we now find ourselves, and some basis for judging the further expansion of the industry. Authentic statistics of the total marketed production of natural gas in the United States have been compiled by the Bureau of Mines since the year 1906.
