The objective of the project descibed in this report was to design and field test a model health and safety program at a coal mining company and a gold mining company. The model program was implemented primarily by providing training on loss control, accident investigation, and the operation of mobile equipment; and by providing technical assistance to help solve health and safety problems. Data were obtained from company records on occupational injuries, illnesses, accidents, and "near misses"; and through direct observation of employees performing a large number of randomly selected jobs. At the coal mine, employees were observed five times over a 15-month period. At the gold mine, employees were observed six times over a 16-month period. During the study, the percentage of sampled jobs containing one or more safety deficiencies decreased from 74.3 pct to 36.6 pct at the coal mine and from 86.4 pct to 19.1 pct at the gold mine. The Canadian Rare Earth Elements Network (CREEN) was formally launched at the Rare Earth Symposium at The Metallurgy and Materials Society of CIM (MetSoc) Conference of Metallurgists in October 2013. CREEN is an industry-led, multi-stakeholder network focused on providing collaborative solutions that will advance Canada’s REE sector to produce a significant proportion of the global production of separated critical rare earth products by 2018. The Network is industry driven by companies with REE projects under development and supported by universities, engineering firms, national and commercial laboratories, and government. CREEN aims to accelerate the development and delivery of timely solutions to technical and economic issues specifically facing Canada’s emerging rare earth sector. It will facilitate partnerships with other national and international organizations to leverage existing research initiatives. It will also support training and education to ensure that the needed qualified human resources are available to achieve the sector’s goals. CREEN membership spans the full rare earth supply chain and technical support organizations, from prospective producers, advanced project developers, national and commercial laboratories, engineering consultants, university researchers, and other innovators. "Earth provides natural resources, such as fossil fuels and minerals that are vital for human life. As the global demand grows, especially for strategic minerals, commodity prices rapidly rise. Thus there is an identifiable risk of increasing supply shortage for minerals. Hence a major element in a long-term economic strategy must be, to ensure security of supply for these strategic minerals. In this rapidly changing global economic landscape, deep sea mining has gone from a distant possibility to a likely reality within just a decade.Although deep sea minerals extraction was investigated in the 1970’s, it was abandoned because of changing commodity economics, advances in on-land exploration techniques, growing concern on environmental impact, and political and legal aspects with regard to ownership issues. The developmental data from those days, if still available, are not adequate to allow engineering and building of an integral system for extraction of deep sea minerals without additional R&D work. Thus, deep sea mining is yet to attain a Technology Readiness Level (TRL) sufficient to successfully undertake deep sea mining operations, from resource discovery to resource assessment and to resource exploitation [Blue Mining, 2014]."

In this study, the cobalt oxide precursor was prepared in open-style reactor in the condition of high reactant concentration, and then the precursor was decomposed to obtain the cobalt oxides (Co3O4). The effects of some factors on the cobalt precipitation, the particle size and size distribution, and the micro-morphology were addressed. The factors studied include cobalt concentration, initial pH of solution, temperature and time for the reaction, the charge amount of urea, and the temperature for decomposition. It is determined that the precursor particle is in the chemical composition of Co2(OH)3Cl with fine crystalline. By calcinations under proper conditions, the mono-dispersed cobalt oxide particles were prepared with fine crystalline, about 2 µ m in particle size and regular shape in morphology.

The increasing demand for pure aluminum and aluminum compounds of industrial quality from kaolinite ore cannot be overemphasized. Nigeria is one of the African countries endowed with abundant solid mineral resources that have not been sufficiently exploited to assist its indigenous industries. A wide array of applications of pure aluminum and its compounds are available, such as paper filling, refractories, adsorbent, catalysis, and paint additives. In this study, the upgrading of a Nigerian biotite-rich kaolinite ore by a hydrometallurgical route was investigated in oxalic acid media. During leaching studies, the effects of parameters including reaction temperature, lixiviant concentration and particle size on the extent of ore dissolution were examined. At optimal conditions (1.0 mol/L C2H2O4, 75 °C), 92.0% of the initial 10 g/L ore was reacted within 120 min. The dissolution curves from the shrinking core model were analyzed and found to conform to the assumption of surface diffusion reaction, and the calculated activation energy of 33.2 kJ/mol supported the proposed model. The unreacted product (~8.0%) analyzed by XRD was found to contain siliceous impurities and could serve as a valuable by-product for certain industries.

THIS paper will present a review of the mining operations of one of Canada's most lately established gold mining districts (1). The history of the Little Long Lac and Sturgeon River areas is interesting in view of the fact that, although they have long been the scene of a certain amount of mining activity, they remained little more than an uninhabited wilderness until 1933, since which time ten producing gold mines and mills have been established in permanent operation, eight of these having entered production since the beginning of 1937. As complete a background as possible will be given concerning the major influences having a bearing upon living and economic conditions in the mining communities. The object, here, is to show the diversity of problems which demand the attention of the operator starting up and operating a new mine in present times, and to indicate the ways in which these problems are successfully met in this district. A description of the power facilities and plant equipment will be followed by a summary of the problems encountered and methods applied in exploration and development. This is to aid in forming a background showing the circumstances which influence the mining methods and costs of the various operations. The paper will conclude with a description of the mining methods used and the costs of the operations, including summarized analyses of the stoping methods and mining conditions. The various phases of operation will be dealt with separately, in so far as this is possible, in order to present clearly the salient features. It is necessary, however, that the reader bear completely and constantly in mind the fact that in actual operations these phases arc, to a large extent, intimately related and greatly affect each other, as well as being, in turn, affected by other circumstances beyond the control of the operator. A few of these circumstances are: capital available during the development period and early stages of productive operation; strength of rock comprising the ore and its boundary walls; grade, size, shape, and location of ore-bodies; and many other natural items which must be carefully weighed in relation to the details of operation.

The Beckman Air Comparison Pycnometer is as accurate as the specific gravity bottle for the determination of the volume of fine powders, or particles, up to 50 c.c. in volume. The determination using the air comparison pycnometer is performed in a much shorter time.A graph of density versus iron content for samples from four different iron ore deposits shows that iron contents can be obtained to within 4 per cent iron. Field geologists should be able to obtain quick and relatively accurate iron contents of ore samples using the air comparison pycnometer at these deposits.INTRODUCTIONA Beckman Model 930 Air Comparison Pycnometer was purchased to decrease the time required for the determination of the volume of stones and powders. The liquid displacement method was used previously and the time required per determination varied from a few minutes for stones to half an hour, or more for fine powders. With the air comparison pycnometer, the determination takes approximately 2 min and can be quickly checked for accuracy by a further determination. ONE OF THE many services rendered by the Federal Bureau of Mines is the identification and general examination of ore and mineral samples. Many of these, coming from almost every State in the Union, are clay and shale samples. Other Government agencies, State geologists, universities, and other laboratories are often requested to make similar examinations. This publication describes methods of testing these samples. An earlier paper, published in 1943, described Bureau of Mines methods of testing such clays.3 This paper was to be followed later with another (part II) that would describe much more thorough testing than did the rather general outline of part I. Part I has been out of print for some time and needs revision, and part II was never written; hence, the present publication is designed to include part I and also those additions intended as part II. The tests presented in part I were simple, requiring only the ordinary equipment to be found in any good chemical laboratory. The second publication was to include a greater number of test procedures and information on increasing the accuracy and precision of those previously given.

The various types of risks that arise in minerals industry projects are usually financial, technical, or environmental, and the key to valid risk analysis is complete integration of all risks, both within and between categories. Geographical information systems (GIS) and geostatistical simulation methods can provide a means of integrating data and conducting realistic risk analyses. Risk can be quantified but there are limitations to numerical approaches to risk assessment. Realistic quantification requires adequate models of the processes that give rise to risk. Risk perception must also be taken into account when conducting risk assessment and reporting the results, especially in public forums. The modelling and visualisation capabilities of a combined GIS/simulation system can provide the means of dealing with perception in risk analysis

The investigation to evaluate the reserves of coking coal in the United States suitable for the manufacture of metallurgical coke is being made by the Bureau of Mines in three parts: (1) To estimate known (measured plus indicated) recoverable reserves of all coking coal; (2) to upgrade marginal coals through effective preparation; and (3) to study the carbonizing properties of coals and coal blends not now widely used for metallurgical coke making. This is the sixth of a series of reports giving the results of studies by counties under part (1) of the investigation. (See appendix.) This report covers Fayette County, Pa., which comprises the Uniontown and parts of the Brownsville, Connellsville, Donegal, Waynesburg, Masontown, and Confluence, Pa., Morgantown and Bruceton, W. Va., and Accident, Md., quadrangles. (See fig. 1.) A short resume of the chemical and carbonizing properties of the coals ar.9 included. Data on the coal beds in this county were obtained from mining companies, land companies, individual landowners, and other sources of authentic information.

Rio Tinto Coal Australia (RTCA) developed the Meandu Mine in Queensland, Australia in 1983 to supply thermal coal to the adjacent and newly constructed Tarong Power Station (TPS). In designing the mine, RTCA selected Meandu?s best economic reserves for a 27-year life based on station owner Tarong Energy Corp.?s (TECs) estimated life for TPS. That 27-year plan changed dramatically in the early 2000s when TEC approved life extensions to TPS?s four existing units plus construction of a fifth unit. After reviewing Meandu?s remaining reserves, RTCA decided the nearby Kunioon reserve offered the more economic option for maintaining deliveries beyond 2010. Those plans changed again in 2007 when TEC chose to purchase the Meandu Mine and nearby reserves. TEC then selected Thiess Pty Ltd. (Thiess) to continue operating Meandu until the new mine at Kunioon could be developed. After assuming operation of the mine in 2008, Thiess began a review of Meandu?s remaining reserves and found considerable coal available with economic potential. Working jointly with TEC, Thiess performed several analyses on Meandu and subsequently the Kunioon coal reserves. The results changed TEC?s decision from expediting Kunioon?s construction to instead continuing Meandu?s operation for up to 15 additional years.

"Feed particle size is an important variable for the primary grinding mill operation. Several commercial vision systems have proven to successfully measure online many types of ores and are used for automatic control. However, due to limitations associated with segmentation algorithms, these systems fail to provide good measurements when the feed is composed of a specific bimodal particle size distribution: very big rocks and a large amount of fine particles. This is typically the case for crushed iron ore. This paper presents a technique to overcome the limitations of existing vision systems by using 3D cameras and appropriate processing methods. It provides online particle size distribution indicators and bulk volume flow rate measurement. It is designed to be very cost-effective, robust, precise, easy to install and to maintain. The 3D system was validated in two iron ore processing plants and the results clearly show that it can be used to optimize primary grinding mill operation where 2D segmentation vision systems fail.INTRODUCTIONFragmentation measurement using digital image processing has successfully been applied in mining and mineral processing operations. Several maintenance and operating applications are already deployed in the industry: Measurement of rock fragmentation after blasting (Maerz, 1999; Palangio, 1999) (Pragyan, 2012) Truck inventory (Palangio, 2005) Monitoring of crusher mantle wear Automatic control of crushers and SAG mills (Bouajila, 2000) (Bartolacci, 2001)Commercial technologies like WipFrag (Maerz, 1999), VisioRock and others proved to be very efficient to precisely measure the particle size distribution of many types of materials. These products are mainly composed of a camera, a lighting system and an image processing system based on a segmentation algorithm. By controlling adequately the lighting conditions and with periodic maintenance on the segmentation algorithm calibration parameters, it is almost always possible to achieve reliable measurements.However, the segmentation algorithm is not adequate when the particle size distribution contains big rocks and a large amount of fine particles. In this case, the area containing the fine particles is accounted as a big rock while big rocks get segmented as multiple smaller sized particles, leading globally to a wrong measurement. This situation prevails for crushed iron ore and coke, among other materials. Figure 1 shows a picture of a material which is typically very difficult to process through segmentation techniques."

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. The development of commercial natural-gas reserves in the Michigan stray sandstone horizon of central Michigan during the past few years has resulted in expansion of the natural-gas industry in that State. The location of the natural-gas reserves of Michigan in the general vicinity of domestic and industrial markets is of economic importance, and in supplying these markets with natural gas a reasonable knowledge of, the extent and availability of the reserves is needed in formulating regulations for drilling gas wells and producing natural gas in analyzing the feasibility of projects to construct natural-gas transmission lines, in promoting and developing markets for the domestic and industrial consumption of natural gas, and in solving many engineering and economic problems common to the natural-gas industry. The development of the natural-gas industry in Michigan has been related closely to the development of oil production. The potential oil production of Michigan is comparable with that in most of the eastern oil-producing States. The development of oil production probably will continue, especially in the central Michigan Basin area; and as wells are drilled to deep horizons in the search for oil, more knowledge will be obtained of the gas reserves in formations above the oil-bearing horizons.

The removal of a horizontal piIlar between Nos. 9 and 11 levels (1,116 feet from the collar of main shaft) was successfully carried out by blast hole drilling, and, to the best of the authors' knowledge, this mass blast of 40,000 tons of ore (requiring the use of 7,150 Ibs. of explosive and 5,385 feet of primacord) was the first occasion on which a task of this magnitude has been carried out underground in an Australian mine.Blast hole drilling was introduced by this company approximately fifteen months ago at New Cobar Mine in sub-level stoping.This experimental drilling and blasting gave very valuable information as to the correct technique to be adopted when the final plans were being prepared for the removal of the horizontal pillar at New Occidental Mine.The dimensions of this pillar were approximately 15 feet long, and from 40 to 60 feet wide, and 65 feet in depth.The block of ore extended to 35 feet above the level and 30 feet below, the upper section being partially excavated to form the bell-hole floor and grizzly chambers used for drawing off the broken ore in the shrink stope above the No. 10 level.Description of Ore-bodyThe main ore-body is situated almost vertically in a well-defined shear zone at the junction of sandstone and slate, the sandstone forming the eastern and the slate the western wall.The ore-body consists of highly silicified slate (chert) sparsely impregnated with sulphides, containing a small percentage of copper and bismuth.The total length of the ore-body is approximately 450 feet, with a maximum width of 60 feet in the main section, which is about 200 feet long.This is the section shown in longitudinal and cross-section (Fig. 1).The ore-body is divided by a horse of mullock in the northern end into two legs, the eastern and western, which are approximately 250 feet long and averaging 25 feet in width.This ore-body is strong, hard and abrasive with extremely strong walls, an ideal proposition for open stoping and mass blasting.MiningIn all levels above No. 9 the cut and fill method of ore extraction was adopted. I wish to call the attention of the Institute to a curious subject, brought to my notice last summer by Mr. Begger, the accomplished metallurgist of the smelting-works of the Boston and Colorado Company at Black Hawk, near Central City, Colorado. At these works, the richest auriferous sulphurets of Colorado (particularly copper pyrites) are smelted in reverberatories, together with roasted tailings (iron pyrites), and the gold and silver are concentrated into a new, artificial sulphide, or copper matte, containing $1500 and upwards of the precious metals per ton, and this is shipped to Swansea. I will say in passing, that this shipment of an unrefined product, like the similar shipments from Utah and Nevada to San Francisco, Chicago, St. Louis, Newark, New York, and Europe, of crnde argentiferous lead or "base bullion," is not a sign of incomplete metallurgy here, but has a sound business reason. The separation of the precious metals in the West would be more expensive, to begin with ; and then it would necessitate the movement of these metals by express, . - at high rates and risk, to commercial centres or coining mints, while the base metals having no home market, must be shipped and sold at little or no profit. At present, the gold and silver, safely packed, as it were, in the base metals, are transported with safety as ordinary freight; and the base metals probably more than pay cost of shipment and separation. A quick-reaction, mine permissible rescue vehicle (MERV) was developed for use by rescue teams. The MERV is a 6-wheeled, battery-powered unit with life support equipment and instrumentation; designed for a two-man team, with provisions for handling two victims or tools in a trailer. The vehicle is 100 inches long, 56 inches wide, and maximum height of 34 inches. It can be lowered down most mine shafts and has clearance to travel mine railways. The vehicle has power to all six wheels with power transmitted separately to either or both sets of wheels. Low-pressure, high-traction tires give the vehicle the ability to handle soft, muddy mine floors, flooded areas and significant obstacles, and can negotiate a 45% grade. Power and life support are sufficient for a 4-hour mission. The life support system is a commercially-available, approved unit currently used by MESA rescue personnel. A payout wire system provides communication between the vehicle and home base over a distance of 10,000 feet. On-board monitoring of carbon monoxide, methane and oxygen is provided, with master and individual alarms to warn of gas concentrations outside pre-set limits. A lightweight, water-tight trailer was developed for carrying victims or hauling tools and equipment.

Minor subsidence damage to the Burgettstown Junior-Senior High School building and grounds near Burgettstown, Washington County, Pennsylvania, prompted an investigation of the site in early 1985 by the Bureau of Abandoned Mine Reclamation of the Pennsylvania Department of Environmental Resources. The investigation determined that subsidence over an abandoned coal mine was occurring and that additional damaging subsidence would occur if reclamation measures were not taken. A Pittsburgh Coal Seam Mine which was abandoned in the 1920's underlies the school at a depth of sixty-five (65) feet. This sixty-five foot section is comprised of five (5) feet of unconsolidated overburden and sixty (60) feet of thinly bedded, highly fractured shale. Approximately five and one-half (5-1/2) feet of Pittsburgh Coal was extracted at the school site. A thin shale binder and one (1) to one and one-half (1-1/2) feet of roof coal were left in place. Within the Contractor's Underground Working Area (See Figure 1) approximately thirty (30) percent of the coal was extracted. It appears that the mine was just being developed in the vicinity of the school when it was abandoned for no known reason. Other nearby portions of the mine show extraction approaching sixty-five (65) percent.
