THERE was an, extensive mining and industrial exploitation of Russia, about 20 years ago, by Belgian, French and British capitalists; but the results were discouraging. It is said that the Belgian and French public together lost approximately $400,000,000, chiefly in the coal and iron industry of southern Russia. This loss is largely accounted for by the fact that most of the companies were formed, as usual in " boom " times, to sell stock; and that thorough investigations were not made. In 1906, renewed interest was taken in Russian mines, especially in those of gold and copper, and a considerable literature is growing on this subject; but as yet I have seen no account of one of the large Russian mining estates. The following notes on such property, where the conditions are so different from those in the mining regions of the United States, should be of interest This inadequate and probably somewhat inaccurate account is made up, partly from my own notes made on the ground, in the summers of 1904 and 1905, and partly from a volume on the geology and resources of the estate issued several years ago, containing surface-and mine-maps, and from a pamphlet published in 1904, giving a general account of the condition and prospects of the property. This pamphlet includes a report made by Arthur L. Pearse, a member of this Institute, in 1899. Both these books are in Russian, and were prepared by the Bogoslovsk Mining Co., which owns and operates the property. Articles in many other languages have appeared dealing with various matters connected with the estate; but I know of no other general account of it. Anglo Platinum?s Waterval smelting complex based in South Africa operates the Anglo Converting Process (ACP) that produces SO2 offgas. This SO2 offgas is treated in a double-contact, double-absorption acid plant allowing for conversion efficiencies higher than 99.90 %. The catalytic converter used in the acid plant to convert the SO2 to SO3 is a 4-bed reactor loaded with a combination of cesium-promoted and conventional vanadium pentoxide catalysts. In June 2008 there was a shutdown, in which one of the main activities was to screen the catalyst. Before this shutdown, the operator would control the converter pass temperatures manually, via the SCADA, especially during plant start-ups after which some of the automatic temperature controllers were used. After the shutdown, the control philosophy was revisited and all temperature controllers were put on auto mode during plant start up. Furthermore the set points of the pass inlet temperatures were reduced to maximize conversion in the first two passes. The result has been a reduction of SO2 emissions, from a daily average of 50 ? 70 ppm to as low as 20 ppm for similar sulphur dioxide and oxygen concentrations. Further work has been done to maintain high bed temperatures in the third and fourth passes at low SO2 strengths by splitting the gas stream between pass 1 and 2 thus increasing the SO2 content in the gas to pass 2. This increases the temperature of the gas exiting the second pass, which results in higher temperatures in passes 3 and 4. Comparison of the converter performance prior to and after the changes is made. The benefits of partially bypassing the first pass to increase the SO2 content in the gas to the second pass are shown. Conclusions and scope for further work have been drawn from the comparisons.

Australia has a long history of underground mining. Even withadvances in open cut mining equipment, techniques andeconomics, many orebodies are still best mined by undergroundmeans. In addition, modern exploration tools are æuncoveringÆorebodies that are at increasing depths. South African mines arecurrently producing from below 3 km, and developing down to5 km depths û it is likely that Australian mines will also becomemuch deeper over the next 20 years. One of the most significanttechnical challenges in deep mines is the problem of heat.Community expectations and legislated standards continue todrive operations towards improving the working conditions inmines. The hazards and costs associated with chronic hotworking conditions (heat illness, poor safety, poor productivity,higher operating costs and poor morale) are also becomingincreasingly recognised (Brake, Donoghue and Bates, 1998). Theexposure of miners to many other occupational hazards has beenreduced over the past 50 years. However, despite air-conditionedcabins greatly reducing the heat stress on mobile plant operators,there are still many Australian mine workers subject to levels ofthermal stress that existed a century ago. There are severalreasons for this, including a frequently-poor understanding of thephysiology of working in heat by mine management, no agreedmining code of practice for working in heat, the lack of a robust,practical-sized instrument to measure heat stress, the costpressures on the industry and, to some extent, deep-seatedtraditional management and worker practices. Howeversignificant progress has been made in many of these areas (Brakeand Bates, in press), with the net result that there is likely to be a trend towards installation of refrigeration of some form in manyAustralian mines in the future. This will add directly to the costof operation, but will also have direct and indirect benefits,including cost benefits. It should also be noted that Australia isnot at the forefront of adopting practices to manage temperaturesin the workplace: South African metal mines usually haverefrigerated cooling, and Canadian mines spend large sums onheating, with heating costs (averaged over a full year) of up to$A1 per tonne mined (Bandopadhyay et al, 1997). The history of mine refrigeration dates back to 1919 when thefirst plant was installed at Morro Velho, Brazil. By 1965, the totalinstalled capacity (worldwide) reached about 100 MW(R)i. Since 1965 the growth in mine refrigeration capacity has beenexponential, with a doubling every six or seven years (Howes andNixon, 1997). South Africa is by far the largest user of minerefrigeration, with over 300 refrigeration machines installed. This paper discusses the key design issues associated with theapplication of refrigeration in underground metal or coal mines.Whilst the emphasis is on large, surface plants, small, surface orunderground refrigeration plants can also be very effective in thecorrect application and many of the principles of design andoperation are the same.

Expansion measurements of platinum, added as an internal standard, are used for thermal calibration of X-ray cameras and diffractometers. Accuracy of the temperatures derived by this technique depends on the precision of expansion measurements and the reliability of reference expansion data. Temperature measurements to ± 1° C. require ?d or ?a to be determined within ± 0.001 percent. Selected expansion data are concluded to be reliable to 2° C., 5° C., and 25° C., over the temperature ranges 0° C. to 700° C., 700° C. to 1,000° C., and 1,000° C. to 1,700° C., respectively. Tabular expansion values from 25° C. to 1,700° C. in 2° C. intervals were calculated from the following equation; Expansion, percent = [8.91 + 1.28 x 10-3(t-25) + 0.04 x 10-6(t-25) ] [t-25.104 ] These tabular values facilitate future corrections of published temperatures as more reliable expansion-temperature data become available.

Collins Radio Company, through this contract with the Bureau of Mines, has conducted a System Study of Coal Mine Communi¬cations. The program was a three phase program to establish a data base, perform communication system analysis and optimi¬zation, and prepare equipment specifications to be included in this final report. At the start of establishing a data base both a knowledge of mine communication and coal mines in general was obtained. Communication system requirements and constraints were determined along with a survey of current and potential mine communication equipment. An investigation was completed concerning theoretical LF and VLF propagation characteristics, and UHF propagation tests were conducted in a working coal mine. Different mines were contacted and on-site surveys completed with respect to coal mine communication requirements.

Since the dawn of cyanidation leaching techniques for precious metals, certain manganese-bearing silver ores have been a problem due to low silver extraction. Since simultaneous occurrence of silver and manganese is common in nature, this situation has made many otherwise attractive silver deposits uneconomic in the past. Several older techniques have been useful but at $1.29 per ounce of silver, the economics were unfavorable. With the new look in silver prices and some improvements in processing technology, neglected silver districts offer new promise.

To improve mine roof bolt performance, Jennmar Corporation commenced the design and development of a new roof control sys- tem. This new system designated "Insta'l Compression", not only improves safety, but is more cost efficient due to reduced amounts of resin needed per bolt installation. In this paper the research and development of this new system will be outlined. Much of the information presented will be actual test data from various underground operations in Alabama, Kentucky, and Pennsylvania. The development of this system will also cover the design of a new expansion shell, resin compression ring, anti- friction washer, and upgrading of material specifications.

In tectonically disturbed zones within coal seams, decreases in the amount of kaolinite in the cellular structure of inertiniterich coal are accompanied by increasing kaolinite contents in fractures within the coal and/or rocks of immediately overlying horizons. This is due to fracturing of the inertinite microstructure by tectonic disturbance and remobilization and redistribution of free, fine-grained material (kaolinite and/or inertodetrinite.) Ascending waters are believed to transport the kaolinite in suspension, and redeposit it in the fractures and pores in the overlying horizons. This removal of material from the inertinite-rich coal leads to an increase in porosity (higher free gas storage), a presumed reduction in coal strength and an apparent increased proneness to instantaneous outbursts of coal and gas.

"A bulk mining method is employed at the Lockerby mine resulting in the formation of large muck-piles. If these muckpiles remain in the stopes for some time they may agglomerate to the extent that the muck cannot be removed by a scooptram. A laboratory investigation was undertaken with sulphide material from the mine in order to detemine the time that oxidation begins and the flowability of the material as a f unction of several factors. The laboratory results are applied to the conditions in the muck-piles.The time of the beginning of oxidation of the material decreases as the sulphide composition, water content and availability of air increases. Oxidation is retarded by the addition of a copper sulphate solution instead of water. The unconfined yield force (strength} of the material increases with an increase in the sulphide composition, water content and time. The material ceases to be free-flowing before there is visible evidence of oxidation and this suggests that oxidation actually begins earlier and that agglomeration is also due to the capillary action of water.Broken ore should be removed from the stope prior to the time a muck-pile ceases to be free -flowing-perhaps as early as two days f or high-grade ore and 5 days f or low-grade ore. In order to control dust, 1.4 weight per cent of a 5 per cent solution of copper sulphate should be added 10 the muck-pile rather than water. This inhibits oxidation and increases the time that a muck-pile remains free-flowing."

In the past, mining has represented between 11% and 12% of the gross domestic product (GDP). In 1982, mining contributed over $150 million to the estimated $1.4 billion GDP.2 Overall economic growth for 1983 was projected at about 2%, primarily as a result of increased tourism. The inflation rate remained at or fell below the 1982 level of almost 4%. The Government continued its efforts to strengthen the industrial base by improving infrastructural systems and the establishment of a free trade zone. Laws against property ownership by foreigners or foreign-owned companies were strengthened, but the prohibition was softened to allow for close family inheritance. Otherwise, Government approval must be obtained to retain property acquired through inheritance, court order, mortgage, or other means. Special consideration was granted to foreign investors seeking to promote industries beneficial to the economy.

The 1965 Lignite Symposium, the Louth in a series and the third sponsored by the University of North Dakota and the Bureau of Mines, was held at Bismarck, N. Dak., on April 29-30, 1963. These symposia provide a forum for those interested in the technology and utilization of solid fuels, especially lignitic coals. As part of the meeting, a 200-mile field trip was taken including; inspection of (1) the 200-megawatt, pulverized lignit-fired Leland Olds plant of Basin Electric Power Cooperative, under construction near Stanton, N. Dak.; (2) the site of the Glunharold mine of the Truax-Traer Coal Co., Division of Consolidation Coal Co., where a wheel excavator was being assembled; (3) the operating Beulah mine of Knife River Coal Mining Co., subsidiary of Montana-Dakota Utilities Co., near Beulah, N. Dak.; and (4) the 400-megawatt, hydroelectric Garrison Dam powerplant, near Garrison, N. Dak.

This publication contains routine analyses and related source data for 475 natural gas samples from 17 States and two foreign countries. Of this total, 454 samples were collected during calendar year 1971. The remaining 21 samples were collected during previous years, but releases granting permission to publish the analyses were not received until 1971. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Thirteen previous publications have presented the results of 9,427 gas analyses prior to 1971. A risk model for assessment of the uncertainty in the forecasts of the planned profit is developed. It is based on the selling price of the metal recovered from the ore and the production per shift of the excavators. These two critical variables characterise the economic and technical aspects of the mining venture. Time-series methodology is used to describe the behaviour of the economic variable, which improves the adequacy of the modelling. A hypothetical open-pit gold mine is used to illustrate the application of the model. Results obtained show that the model is a good alternative to sensitivity analysis in taking account of the stochastic character of the price of the metal recovered from the excavated ore and the production per shift of the excavators used. Most tunnels built in Sydney encounter similar ground situations; they penetrate either the Hawkesbury Sandstone or the shales that lie beneath the city. Tunnels in these materials are generally sup-ported by rock bolts in combination with a shotcrete lining. A method of analysis is presented to improve our understanding of the long term behaviour of fiber reinforced shotcrete (FRS) materials and the tunnel support systems. A finite element method SAFEA (Semi-analytical FE Analysis) is developed to model the combined creep behaviour of a shotcrete lining and the Hawkesbury Sandstone. To model the time-dependent creep behaviour, the bulk modulus and shear modulus of the materials are represented by logarithmic functions in time. A Laplace transform is then applied to these functions of time and the solution of the problem found from a finite element analysis. Tablot?s method is then used to invert the transformed values and find the solution in real time. The time dependent creep deflection of the numerical tunnel models reflects the interaction of the shotcrete lining and rock which have different creep parameters.

Slag samples taken from adjacent to the furnace wall of a submerged arc ferromanganese smelting furnace have been found to contain high concentrations of K2O. To characterize the phase equilibria relevant to these slags experimental studies have been carried out to determine pseudo-ternary sections of the form ?MnO?-CaO-(SiO2+Al2O3) with a fixed Al2O3/SiO2 weight ratio of 0.65 and 6.0 wt% K2O for temperatures in the range 1523-1673 K. In the pseudo-ternary section investigated the primary phase fields are found to be mullite, 3Al2O3?2SiO2; corundum, Al2O3; spinel, MnO?Al2O3; manganosite solid solution, (Mn,Ca)O; dicalcium silicate,2CaO?SiO2; gehlenite 2CaO?Al2O3?SiO2; anorthite CaO?Al2O3?2SiO2; kalsilite KAlSiO4 and leuciteKAlSi2O6. It was found that the presence of K2O in the slag decreases liquidus temperature in the anorthite and gehlenite primary phase fields. The manganosite primary phase field is expanded in the direction of increased (Al2O3+SiO2) and the liquidus temperatures in the manganosite primary phase field are increased significantly with the presence of K2O in the slag.

THE 125th meeting of the Institute was held in New York, Feb. 20-23, 1922, inclusive, and was the most successful annual meeting of the Institute ever held; there was a larger registration, there were more sessions of importance, and a greater number of sessions, than in any previous year. The total registration was 1331, comprising 351 New York members, 393 visiting members and 587 guests. At the annual business meeting of the Institute, held on Tuesday, Feb. 21, with President Ludlow presiding, there was a much larger attendance than usual. While ring-blasting techniques offer substantial benefits, there are intrinsic problems that are exacerbated when large blocks of ore are mined in attempts to improve the production economics. These problems relate to both the convergence of holes around the ring drive and the charging of up-holes. The size and shape of the ore block concerned should be carefully considered so that good drilling, patterns can be achieved. The hole diameters chosen, both affect and are affected by the size of the ore block. The explosive selected depends on the hole diameter and together with the diameter, determines the nominal drilling pattern. Ring-drilling patterns are best derived through the use of computer software together with engineering judgement. The loading of explosive is necessarily high, and charging patterns require careful thought if overcharging is to he minimised and adequate energy is to be available at all parts of the ore block. Initiation systems are critical to the blasting results, but sub-optimal systems must be adopted if collar priming is practised. In view of all these factors, idealised guidelines can be given for ring design, but it should be recognised that developments in technology may in time change some of these parameters.

How the Australasian and Canadian Codes (VALMIN and CIMVal) approach mineral property valuation is described. Brief comment is also made on the International Valuation Standards CommitteeÆs interest in a global valuation standard for Mineral (Extractive) Industries and the South African SAMREC initiatives to adopt a VALMIN-like Code. The conventional tripartite classification of valuation approaches into those that are Market-based, Income-based and Cost-based is outlined. It is best practice to use as many of these approaches as possible (and as many methods as reasonable in the particular circumstances), given the quantity and quality of the data available on the Mineral Asset (which depends upon the state of development of the mineral property). The use of specific methods must satisfy the basic considerations of logic and reasonableness and the purpose of the valuation. The competence, judgement and repute of the valuer are critical factors, since all valuations are time and circumstance specific. What constitutes æMarket ValueÆ in the different jurisdictions is discussed and definitions are given. Challenges facing the globalisation of a VALMIN-type Code for the international Minerals Industry are the influence of real estate valuers and the US jurisdictional idiosyncrasies. This is mainly due to a fixation on real property rights with a preference for using real estate-like comparative sales techniques (Market Approach) to the exclusion of Income-based approaches; a regulatory reluctance in the US to accept that Resources have considerable value; and the International Accounting Standards BoardÆs preference for Historical, rather than Current Value, accounting.
