A common theme running through recently introduced mining health and safety legislation in many parts of the world is risk assessment. Most recently, risk assessment legislation has been introduced across the mining industry of South Africa and the view that the introduction of risk assessment based legislation provides an ideal opportunity to improve on past health and safety performance is presented. Risk assessment techniques range from highly complex safety system techniques that are used in high technology process industries, to subjective techniques based on simple judgements that are finding use in many other industries. The objective of this paper is to shed some light on risk assessment, not by detailing the risk assessment process but by identifying the crucial elements that need to be considered if risk assessments are to be successful in changing health and safety performance. A case study is presented illustrating the introduction of risk assessment into the Ingwe Coal Corporation, one of South Africa?s largest mining houses, to indicate how the system was developed and how it is being used.

The minerals industry is facing a productivity and investment crisis. The ‘Millennium Super Cycle’ from 2003–2011 was an unprecedented period of growth and investment resulting in increased throughput and development of lower grade resources to meet demand. During the boom quantity became more important than quality with throughput the key metric. This was accompanied by a general trend of decreasing feed grades across all commodities that was offset with higher production volumes.Current industry perception is that feed grade depletion is an unavoidable consequence of ore deposit geology and mass mining technologies for increasingly mature mining operations. In typical crush-grind-float operations value recovery only takes place at ~1–200 micron particle size during flotation, ie 3–4 orders of magnitude size reduction compared to primary feed. For increasingly low-grade deposits the cost of energy and capital intensity required to process and reject low value material at micron scale drives poor productivity. An alternative is to deploy a range of coarse (~10–100 mm) separation and rejection technologies. Grade Engineering® is an integrated approach to coarse rejection that matches a suite of separation technologies to ore specific characteristics and compares the net value of rejecting low value components in current feed streams to existing mine plans.Coarse rejection can be used on size distributions ranging from run-of-mine (ROM) to semi-autogenous grinding (SAG) discharge. Grade Engineering® is based on five rock based ‘levers’ linked to combinations of screening, sensor-based sorting and heavy media separation. These involve exploitation of preferential grade deportment to specific size fractions during breakage: differential blasting to condition grade by size at bench scale; sensor based sorting at truck and conveyor scale; and differential particle density.Grade Engineering® is being developed and implemented by a consortium of over 30 mining companies, equipment suppliers and research organisations. Emerging results from collaborative site activities demonstrate potential for generating significant value, which can reverse the trend of declining productivity due to feed grade depletion.CITATION:Walters, S G, 2017. The Tenth International Conference of Directors of Safety in Mines Research was held in the United States from September 28 through October 2, 1959, at Hotel Webster Hall, Pittsburgh, Pa. The Conference was organized by the Federal Bureau of Mines. In accord with the program outlined at the Ninth Conference (1956, Heerlen, Holland), the papers submitted dealt with the following three subjects: 1. Safety of coal mine explosives 2. Explosion hazards in mines 3. Ignition and fires in mines Seventy papers were presented. There were eight technical sessions followed by an extended tour of the Bruceton facility of the Bureau of Mines on October 2. Simultaneous translation was provided in the three official languages of the Conference--English, French, and German.

The solution mining of evaporites has a history of approximately 5,000 years. The insitu leaching of metalliferous ore will have many of the same characteristic problems which have confronted industry for years in the production of evaporite minerals. Basically we will be converting the less soluble forms of valuable metals into their more soluble salts and producing these in much the same manner as, for example, sodium chloride. There are a number of problems which we are faced with that are more complex and complicated and, therefore, will require a higher degree of sophistication than previously employed. One of our most important undertakings will be the clearcut definition of the problems involved. While a great deal of expertise can be drawn from the solution mining of evaporites and the oil industry, problems peculiar to the hydrometallurgical field will need to be solved. One of these is the introduction of permeability into an impermeable rock so as to expose the sought after values of metals which by volume are infinitesimal when compared with sodium chloride, potash or other type water soluble mineralization. After establishing this permeability which will be miniscule when compared to a solution cavity, there will be the maintenance of this permeability. In general, salt deposits are of a somewhat uniform chemical composition and thus their chemistry was relatively simple. Each metalliferous ore body is somewhat unique in its chemistry and will need to be treated accordingly.

The Rise and Shine Shear Zone is a mineralised low-angle deformation zone traceable for at least 7 km through biotite zone schist of the Dunstan Range, central Otago. The zone is commonly believed to be similar to the actively mined Macraes deposit. The Rise and Shine Shear Zone occurs in the immediate footwall of the Thomsons Gorge Fault, a regional scale Cretaceous normal fault that juxtaposes chlorite zone schist against biotite zone schist. Most mineralised rocks are deformed and record a progression from early stages of semiductile deformation to more brittle cataclasis. Folds in mineralised rocks trend northwards. The mineralised schist is hydrothermally altered with variable silicification, sericitisation, chloritisation, replacement of titanite by rutile and carbonate alteration. Gold is associated with pyrite and arsenopyrite and occurs in both ductile and brittle microstructures. Sheared and mineralised schist is cut by north-striking fault zones which host mineralised quartz veins. Veins in the shear zone contain hydrothermal albite. Trace element analyses show enrichment in As, U, Th and rare earth elements. Many of the above features are similar to Macraes deposit, but there are important differences. In particular, the Macraes deposit is hosted in lower grade rocks and truncated beneath by a normal fault, Macraes has no U or Th enrichment, Macraes veins have no albite and folds at Macraes trend NW-W. Rise and Shine mineralised rocks have no Cr enrichment and no hydrothermal graphite.

In this study, a combination of cathodic arc physical vapor deposition (PVD) and molten salt electrolysis methods were used to obtain ZrB2 layers on AISI 304 grade stainless steel surface. Prior to boriding, steel surface was coated with metallic zirconium via cathodic arc PVD method and then the zirconium coated steel was borided by molten salt electrolysis. Well adherent, dense, ZrB2 layers are formed on the substrates. The thickness of the ZrB2 layer showed dependence on the thickness of the metallic Zr coating layer and the time of boriding. During the boriding process the alloying elements of the substrate also took part in the coating structure depending on their diffusion characteristics.

The proposed 1.83km long twin bore A3 Hindhead road tunnel planned for contruction in 2008 is being delivered under a Highways Agency Early Contractor Involvement (ECI) contract. The proposed construction methodology is progressive mechanical excavation of a horseshoe shaped tunnel with shotcrete installed close behind the face using robotic spraying equipment. The tunneling medium is a ‘soft rock’ sandstone for which there was little previous tunneling experience, requiring extensive geotechnical investigations and an innovative approach to lining design. A 240m long portal section though sandy material utilising a steel pipe umbrella is also required. This paper describes the development of the tunnel planning and design including the most recent developments in UK road tunnels, and the innovation included in the ‘permanent’ primary lining design.

The ERMS Process was developed during four years of testwork by Austpac Gold NL to overcome the severe metallurgical problems of the ilmenite atWestport, in the South Island. These deposits have been known for about one hundred years. They were originally mined for gold, and only later attracted attention as a possible source of titanium minerals.   The resource is of world scale and may exceed 20 million tonnes of contained ilmenite. Similar deposits occur at Barrytown further south and together these areas would constitute an important opportunity for export-oriented mineral development, if a viable beneficiation technology were available. Further processing is essential, as the composition of the ilmenite is well below market specifications.

For the use of those who prefer manila rope to wire rope for light hoisting and hauling, the Ingersoll-Rand Co. has brought out a new model Little Tugger Hoist which is designated No. 11. The square piston, reversible driving engine, automatic lubrication, inclosed gearing, rum release clutch and worm-operated band brake are essentially the same as in the No. 1 model which was introduced about two Years ago. The main differences are in the diameter and length of the drum, the width of the flanges and, necessarily, the main frame and overall dimensions. The new No. 11 Little Tugger has a hoisting drum 7 in. in diameter by 17 in. long with 5-in. flanges. This accommodates 300 ft. of 7/8 -in. manila, rope. The maximum capacity of this hoist is conservatively rated at 600 1b. The weight of the hoist itself is 358 lb. It is 21 ½ in. long, 31 ¼ in. wide and 23 in. high.

The past decade has seen rapid expansion in the West African mineral exploration environment. This expansion has been largely driven by changes in ?Political climate ?Fiscal and legal regimes ?Exploration approaches ?West African geology. Major regional mapping and geochemical surveys by the UNDP, and the BRGM in the late 1970s and early 1980s laid the foundation for the rapid development of mineral exploration and resources during the past decade. An additional driving impetus was the discovery by native artisanal miners of many significant new gold occurrences at Libiri, Essakan, Bouda and Tirahori, during the great droughts of the late seventies and early eighties.

At the inception of the gold-mining industry at Kalgoorlie the small supply of firewood required for steaming purposes was naturally all drawn from the limited local areas, which promised soon to become denuded. With the advent of the railway toKalgoorlie came the ever increasing machinery and steam power, and the accompanying demand for firewood so increased that the fuel contractors began their operations, by following the timber belts along the Yilgarn railway line, and graduallygetting further westward, until at present we find them as far as Woolgangie, 63 miles from Kalgoorlie, and with the regular railway rates, I0. per ton per mile, this maybe considered the limit of payable timber at current rates. Although in the early days the reserve of timber along the railway line must have appeared as incalculable and inexhaustible as that of coal did in Europe a couple of centurys ago, the day is now near us when even this source will fail to meet the demands made upon it, for, although a good two years' supply is available or the areas under the axe, yet it is time to look ahead and find from whence the future supplies are to be drawn. Along the railways we find the zone of felling operations limited for want ofcommunication, and only such portions of the forests as are within six or seven miles of the railway come under the axe at present while virgin forests to the rear remain practically unexploited. It is only in the course of the past sixteen months that the firewood industry has developed...

New Austrian Tunnelling Method (NATM) has been analysed by Finite Element method in two and three dimensions by Strain Dependant Modified Cam Clay (SDMCC) Model. The effects of construction sequence, stiffness of shotcrete and time dependency of shotcrete on surface settlement magnitude due to the NATM have been studied. Settlements obtained in 2D analysis, as expected, found to be more than the observations. The surface settlements obtained in 3D analysis found to be about 3 times less than equivalent plane strain analysis. This is due to mobilisation of soil strength around the tunnel face and soil-tunnel lining interaction. About 40% settlements occurred due to excavation of face at the monitor section and 60% after the excavation crossed monitor the section.

Gas sensing systems are becoming more important in many industries such as oil, gas and mining operations. Particularly in underground coalmines, accurate and reliable monitoring of toxic and combustible gases such as methane, nitrogen dioxide, carbon monoxide and hydrogen sulfide is essential. Available conventional electrochemical sensors for gas measurements in underground coalmines suffer from shortcomings such as cross-sensitivity response, limited lifetime, high calibration cost, maintenance cost and safety. Recent studies have found that fibre optic-based gas sensors have potential to eliminate these issues. These sensors can also be used for long distance and distributed sensing of various gases, both of which are important for underground gas monitoring. Unlike other types of mining accidents, where an incident generally involves only a few workers, the danger of a mine fire extends to every person working in the underground environment. Mine fires can trap or kill those working underground by blocking avenues of escape and rapidly creating heat, asphyxiating gases and toxic fire products that can quickly spread throughout the mine. The National Institute for Occupational Safety and Health (NIOSH), in partnership with the Mine Safety and Health Administration (MSHA), is conducting research to test, evaluate and improve or modify coal mine fire-fighting strategies and methodologies through large-scale tests. Because wood is the second most abundant fuel available during a coal mine fire, it was decided that a series of large-scale wood crib fire tests was needed to measure the products of combustion and to observe the capability of commonly available direct application fire suppression equipment, namely, fire extinguishers, water and gas-enhanced foam. This paper discusses the wood crib fire tests, provides insight into the products of combustion and describes observations made during the application of the fire suppression agents.1

[This Bureau of Mines report presents results of a survey of underground mining equipment and of two demonstration programs showing the feasibility If quieting; a load-haul-dump (LHD) machine and a personnel vehicle. Typical noise levels are presented for the major machine types used in underground mines, along with estimates of the noise overexposure of miners who operate or work near these machines. General principles of noise control are explained, and the application of these principles is illustrated in the description of modifications made to the LHD machine and the personnel vehicle. The noise control package installed On the persona of vehicle lowered its noise level by 14 dBA after 4 months of operation, and inspection of the LHD machine after 2 1/2 years of operation with the modifications showed its noise level 7 dBA lower than that of the unmodified machine. Noise dosimeter measurements indicated that both machines were in compliance with Federal noise regulations for a typical shift.]

The rapid increase in the mmber of automobiles during the last 25 years has resulted in the insistent and growing demand for better roads of more permanent construction. Some form of State license for the operation of automobiles has been in effect almost from the time of the first "self-propelled" vehicle, and some part of the revenue derived from the sale of these licenses has been applied to the maintenance and construction of roads. However, to obtain funds with which to build their present highway systems, the individual States have resorted to the taxation of gasoline. The first State to adopt a gasoline tax was Oregon, the law becoming effective February 25, 1919. By 1928, all of the States except two had levied taxes on gasoline at rates varying from 2 to 5 cents per gallon. New York and Massachusetts passed gasoline tax laws which became effective in 1929. Regulations governing the quality and the methods of handling gasoline and other petroleum products sold in the States have also been adopted by 29 States; many of these laws antedate the adoption of a gasoline tax. The variations in motor fuel speci- fications and methods of test have been pronounced in the several States. The Bureau of Mines, in making certain technical studies of the rasolines marketed throughout the United States, the results of which are reported in its semiannual motor gasoline surveys and other reports, has had occasion to obtain and compile all of the present (April 1, 1931) tax and pection laws of the several States which relate to motor fuel and other petroleum products. To facilitate the use of this material and to obviate the need in most cases of reading the complete text of the laws as published by the States, the pertinent information was arranged in tabular form for cly reference. 3 Although digests of States gasoline tax laws' are available and copies of the complete laws can be obtained from the State agancies in charge of the enforcement of gasoline tax and inspection laws, it is believed that

It discusses intrinsic production problems and identifies opportunities for modifying operating practices so that the quality and yield of foundry coke can be enhanced without unnecessary investment in new equipment. Major topics include operating data and attendant practices and problems, the relationship of carbonization phenomena to coke quality and yield, environ- mental impacts of foundry coke plant operations, suggested research and development opportunities, and data on components of oven charges and on foundry coke production and shipments.
