Every automatic citizen is an automatic recipient of a miner's right under the present Mining Act (Chapter 195), but this alone does not entitle any automatic citizen to mine for minerals on any land, even his customary group's land. Without complying with requirements of the Mining Act, any automatic citizen who engages in mining solely on the basis of a miner's right would be mining illegally. He would also be engaged in illegal mining if he mines on customary or other non-government land. Even if mining is legally pursued by an automatic citizen, he does not acquire ownership of minerals without first making the required royalty payments to the State.

There are several well-known, extensively researched and tested methods of suppressing a coalmine methane and coal dust explosion. The choice of method used is dependent on the legislative requirements of each country, which in turn are influenced by mining conditions in that jurisdiction. For example, seam gas content and the dustiness of the coal will combine to create the hazard, while the physical and chemical properties of the seam might influence the possibility of ignition sources such as frictional ignitions. The mining method and layout will also influence the choice of preventative or proactive suppression devices. The decision as to which method is approved and adopted should be based on currently tested and available technology and the latest research outcomes, and should be subjected to a rigorous risk assessment, since a methane explosion propagating into a coal dust explosion cannot be countenanced.Every new technology must undergo stringent tests and these tests must be certified by accredited research facilities or laboratories. Upon approval, an explosion suppression system or the critical components of such a system should be tested in a more realistic environment. This environment can ideally be found in an operating underground mining section for evaluation purposes. Based on the insight gathered in such an environment, a realistic evaluation of the effectiveness of a potential system can be carried out. The explosion suppression system described in this paper has been tested on numerous occasions at accredited test facilities. The technology described in this paper has been used in various applications in underground coalmines and has been adapted to fulfil and exceed the requirements set out for methods currently in use. This paper describes the underground evaluation results of the latest technology in active suppression systems as used on continuous miners was adopted to perform as a roadway explosion barrier.CITATION:Spaeth, A, Belle, B and Phillips, H, 2017. Your assessment of the minerals business. The global mining industry is strong. I am convinced it will continue meeting the mineral needs of the world population for the foreseeable future. Two developments have greatly enhanced the industry’s ability to produce low-cost minerals. Technological innovations have resulted in increased productivity. And there has also been a dramatic expansion of the number of favorable countries in which to explore and mine. Capital expenditures have flowed to the low-production-cost mines and development projects as well as to the exploration projects and stable countries having the best potential for valuable mineral discoveries.

A number of base-metal operations would like to increase production to take advantage of the higher metals prices. In general, this higher production should not be achieved with major operating changes. In hydrometallurgical facilities, leaching and pressure leaching represents one area where upfront limitations may be a bottleneck to the capacity of the entire plant. An assessment of the capacity of the leaching tanks and autoclaves was performed using a predictive model within the AweSym flowsheet simulator. The model is described, and the results of the application of the model to a number of different leaching reactors are presented. It is argued that the leaching number, which relates the residence time, particle size and the leaching rate, is of prime importance. Finally it is shown that there are some unexpected catastrophic events in increasing production capacity without a thorough understanding of the leaching operation.

Block model estimates are commonly calculated by the well-established technique of kriging. The mathematics are well established, but implementation details require site-specific considerations. Checking and measuring the performance of the estimates is important to ensure the block model is suitable for its intended purpose. There are different criteria for long-term planning and short-term planning. The implementation of kriging should be checked with cross-validation and assessed for conditional bias and departure from theoretical optimality with the calculation of kriging efficiency. A new expression of kriging efficiency, which compares the kriging variance with the theoretically optimal kriging variance, is developed to aid in this assessment. The assessment tools presented here can be applied in a number of situations; however, ordinary kriging with a reasonably large search performs well in most cases.

This circular is part 5 of the third paper (entitled "Excavation") of a series summarizing the technical problems involved in the production and preparation of sand and gravel. Part 1 discussed the use of power shovels, draglines, and excavator cranes; part 2, power scrapers, slackline cable-way excavators, and hydraulic monitors; part 3, hydraulic, clamshell, ladder, and dipper dredges; and part 4, haulage systems in general, with particular reference to locomotive and car, hoist and car, and remote-control systems. This circular discusses the use of motor trucks, conveyor belts, pumps end pipe lines, barges and towboats, and aerial trams. MOTOR-TRUCK HAULAGE During recent years motor trucks have gained considerable ground as a successful competitor of locomotive haulage for quarries and gravel pits. Often where trucks have displaced locomotives and cars the operators readily admit an increase in both labor and total haulage operating costs but point to some other advantage as offsetting the extra expense. In other instances haulage costs have beep reduced by the use of trucks. In still others operators, having replaced locomotive haul with trucks, have again returned to the earlier method. Obviously gasoline-driven motor trucks cannot successfully compete with other types of haulage under all conditions. The apparent' growth in the number of advocates of truck haulage, however, indicates that it has passed the experimental stage and become a permanent competitor to other tyres.

The separating performance of a pilot dry beneficiation system using a gas-solid fluidized bed was investigated with coal from South Africa. The coal used for the study has a low inherent moisture content, a moderate ash content, a moderate volatile content, a low sulphur content and a high calorific value. Its washability is moderate. Experimental results show that the separating quality of the fluidized bed drops gradually as the feed-coal particle size decreases. The probable error, E, values for 50?25mm, 25?13 mm and 13?6 mm coals were 0.04 g/cm3, 0.06 g/cm3 and 0.09 g/cm3, respectively. The cause of the differences in separating characteristics was analysed by particle dynamics and numerical modelling. Furthermore, the pilot fluidized bed was employed to separate 50-6mm coal. In this experiment the coal ash content was reduced from 23.74% to 11.79%, with a probable error, E, value of 0.07 g/cm3and a recovery efficiency of 98.26%. This indicates that the fluidized bed is applicable to the separation of coal from South Africa and has good separating performance and wide applicability. Over the last decade, Fenway Park has undergone annual improvements to modernize the facility for players and fans. These renovations include the Monster Seats, the Right Field Roof expansion, a new pavilion behind home plate, expansion of the Red Sox clubhouse, additional roof seating, and concourse improvements. Retrofitting the historic ballpark to bring it up to current standards required installation of foundations to support the new structural loads for each of the alteration projects. This required evaluation of existing conditions, and in many cases augmentation of the foundations at existing columns to accommodate the structural changes to the park. New foundations, generally consisting of drilled-in micropiles, were installed in numerous configurations and conditions. Since 2003, a total of 215 drilled-in micropiles have been installed to augment various columns around the park. The micropiles range in capacity between 40 and 70 tons and are installed through Fill and Organic Soils and embedded into the dense Glaciofluvial Sand and Gravel layer. Issues and learning related to the foundation augmentation include schedule constraints (work is typically conducted during the off-season and schedule is very aggressive), encountering old/abandoned utilities or foundations, ventilation of equipment, and management of spoils during micropile installation.

The novel technology of phytoremediation embraces plant accumulation processes for the cleanup of toxic heavy metals and organic chemicals. Several plant species have been identified that are excellent hyperaccumulators of a number of heavy metals, e.g., Brassica juncea (Indian mustard) and Thlaspe caerulescens (Alpine pennycress). Other speciesincluding Myriophyllum brasiliense(Parrot?s feather), Salixsp. (willow), and Popullussp. (poplar) have also demonstrated phytoremediating abilities.

No satisfactory theory has yet been advanced to explain what takes place when an explosive is fired in a mixture of firedamp and air. The only means of measuring the' danger is to fire the explosive into the gas mixture and note the effect, but the conditions of firing must be chosen carefully. This report is presented in the hope that it will assist in determining what method to use. The experiments have been designed to show the effect of the principal factors involved in the conditions of firing, and the results give information that seems to have some value.

Many longwall mines rely on methane drainage to supplement traditional fan-based ventilation systems. However, the surface production facilities for methane drainage systems, including gob gas ventholes, are commonly located in remote locations, sometimes without convenient access to electrical power, and they may be monitored infrequently. The first evidence that a methane drainage system may not be operating efficiently, or not operating at all, can be an increase in methane concentrations at a return air shaft or underground where the workforce is exposed to the risk of a methane explosion. A solar powered, remote gob gas venthole monitoring and cellular telephone-based real-time data transmission system has been developed and successfully field tested by the National Institute for Occupational Safety and Health (NIOSH) to address this problem. With this system, individual methane drainage boreholes can be monitored from the mine office to determine current operational performance parameters, as well as review past data to anticipate maintenance needs and troubleshoot operational problems.

In the past, numerous displacement-discontinuity (DD) models of stratified rock masses have been proposed using a homogeneous isotropic elastic overburden. In this paper, it is postulated that a laminated overburden model might be more accurate for describing the displacements and stress in these stratified deposits. In order to investigate the utility of using a laminated overburden in a DD model, the fundamental mathematical basis of the laminated model is presented and graphically compared with the fundamental behavior of homogeneous isotropic elastic overburden and with field data. Specifically, the stresses and displacements surrounding an idealized longwall panel as determined from the laminated overburden model are presented and compared with results from the homogeneous isotropic overburden and with measured abutment stress data. Also, the remote displacements and surface subsidence as calculated by the laminated overburden model are compared with homogeneous isotropic calculations and with measured subsidence data. The results of this investigation show that the laminated overburden is more supple, apt to propagate displacements and stress further, and better able to fit observed data than the classic homogeneous isotropic overburden. Ultimately, it is suggested that the laminated model has the potential to increase the accuracy of displacement and stress calculations for a variety of mining situations.

"The research question of the present work is the following: at which speed should a rotary sample divider operate in order to produce representative samples of iron ore concentrate? In order to solve this problem, the representativity of a rotary sample divider treating iron ore concentrate from Iron Ore Compagny (IOC) Carol Lake mine in Labrador City was studied in the laboratory of mineral processing of “CEGEP de Sept-Îles”. The rotary sample divider speeds tested are: 20, 40, 50, 60, 80 and 100%. The results show differences in both weight and particles sizes distributions with respect to the various rotation speed used. 20% has shown to be the speed that generates an almost normally distributed samples for both weight and particle size. As the speed of the rotary sample divider increases, the polygon of frequency for weight distribution progressively becomes a two modal distribution curve. 40, 50 and 100% speeds generate normal samples distribution curves with respect to particles size only. 60 and 80% are the speed to be avoided since they generate multiple modal distribution curves for both weight and particles size.IntroductionIn the mining industry, samples representativity is part of the key elements for management decisions. In fact, “Sampling provides vital information to plant operators, clients and geologists to profitably run and operate iron ore mines and plants” (Kevin Thorne et al. 2007). At the laboratory scale, several types of techniques’ are currently used to perform sampling. This include: grapping, alternate spading, quartering, riffles divider and rotating divider etc.. Among all these instruments, rotary divider is the most commonly used. Nevertheless, the usage of a rotary divider is not a guaranty for samples representativity since the results have shown to be related to running speed of this instrument. For the present research work, the idea is to use iron ore concentrate to quantify the representativity of a rotary sample divider. In other words, the research idea is to determine the speed at which a rotary sample divider produces representative samples while treating iron ore concentrate from Carol Lake mine. The present report will give an overview of the methodology used and the principal results obtained."

The Deep Creek zinc and lead mine afforded an excellent example of a relatively small underground mine operation that approached the low mining costs of large, highly mechanized mines, An open stope mining method incorporating sublevel benches and vertical long holes was used (fig. 1). Detailed descriptions are given on the exploration program, stope development, stoping procedures, and pillar removal. Pressure grouting was used to check the inflow of water and thus prolong the life of the mine. Statistics on mining costs and on electric power consumption, haulage from mine to mill, and milling costs are included.

On scheduled commissioning and effective operation of a solvent extraction circuit relies on getting the design of both the core contact equipment and the peripheral plant right. Experience has shown that poor performance of new plants is frequently a result of ?utility? systems that do not match the requirements of the circuit, rather than the mass transfer equipment itself. Both the operator/owner and designer need to understand the ?complete requirements? for the circuit to get the balance of the design right. This paper reviews generic issues, frequently overlooked or altered during cost-cutting exercises, which have a significant impact on plant performance.

This work was commenced at a time when information on the manufacture of cemented tungsten carbide was urgently needed in Australia. Much information of a general type has been published, but many of the details of the processes used are still undisclosed. The aim of this research was to determine a satisfactory way in which cemented tungsten carbide could, be made, and to investigate the problems which are associated with the process. As the work proceeded, its ramifications grew continually, and it was necessary to limit the possible lines of investigation. After much experimental work, a 9% cobalt-tungsten carbide alloy was developed which had satisfactory properties when used as a cutting tip. The effect of certain variables on the properties of this particular alloy was investigated.The tungsten carbide was prepared in stages from King Island scheelite concentrates under strict laboratory control, whilst the cobalt (1) used was made from cobalt oxide prepared from crude cobalt oxide obtained from Eisdon.In order to clarify the detailed experimental work, a brief summary of the method used for the preparation of cemented tungsten carbide follows.Tungsten carbide and cobalt are prepared in a very finely powdered state, and are then thor,oughly mixed by a ball milling operation. The resultant mixture is pressed in a suitably shaped die into small compacts which are subsequently '''presintered,'' i.e., heated' in hydrogen between 800°C. and 1000°C. The final sintering is carried out in hydrogen between 1,400°C.and 1,600°C. for about half an hour. These "alloys" may contain from 3 to 13% cobalt, depending on the particular properties required of them.PREPARATION OF MATERIALSThe tungsten oxide prepared as described by Smithells (2) was extremely finely divided, and after a few hours' grinding in a ball mill, the powder consisted of material below 10 microns iJ;l size. The oxide was reduced to tungsten metal with hydrogen in a tube furnace. The reduction was carried out at 800-900° C., a rapid flow of hydrogen being maintained in order to remove the water vapour' formed as a result of the reactions:

The physical beneficiation of iron ore that has a wide particle-size distribution is problematic, regardless of the process applied, whether dense medium separation, gravity concentration, magnetic separation, or flotation. The problem of particle size is further compounded when there is a significant -10 µm fraction. Generally the approach to a wide particle-size distribution is to split into narrower size ranges and treat each separately. More often than not the -10 µm fraction is not treated but discarded. This approach results in a more complicated and expensive flow sheet and the loss of any potential value in the -10 µm fraction. Wet high-intensity magnetic separation (WHIMS) bench-scale test work was conducted on a haematite-rich material with a particle size of -200 µm. What made this material different was that it contained a 60% -10 µm fraction, hence discarding the -10 µm material was not an option. The objective of the test work was to determine how to maximize the recovery of the haematite across the full particle size range. Given the unusual particle size distribution, it was concluded that WHIMS would be the only practical beneficiation route. The -200 +10 µm and -10 µm fractions were treated separately and together under varying WHIMS conditions. For a given concentrate grade, the mass yield obtained was greater when the total particle-size distribution was treated. The inferred optimum conditions, using the same material, were tested on a pilot-scale WHIMS and similar results were obtained.
