It is a great honour to address our Institute as President, but the choice of a suitable subject was not an easy one. In the past when the presidential address was given at an annual conference the subject usually related to the conference or industry concerned; more recently the subjects have been more philosophical and this is a distinct advantage to me.I appreciate that I am addressing an informed audience and I am sure' that you are well advised in many of the points that I hope to leave with you. Unlike the specialist who gets to know more and more about less and less and eventually knows everything about nothing, I am one of the group who gets to know less and less about more and more and eventually knows nothing about everything.I hope you will appreciate this point whilst you are listening to me.In recent years I have been closely associated with the problem that troubles most governments of our time: the competition of many groups of differing backgrounds for the land that is available to the nation.This is of particular interest to the industry with which we are concerned as it is of critical importance to the discovery and development of future reserves of minerals and metals. Part of my daily task is involved with the administration of legislation for mining operations and the conditions under which such operations may be undertaken, in implementing government policies relating to mining, and in designing and administering legislationdirected to safety and health in mines.Most of our members are involved in exploration or in day-to-day problems associated with the production of minerals or the management of companies in these pursuits and would be aware of many of the conflicting viewpoints on priorities.F. F. Espie in his presidential address of 1975 'On being a minority', made the point that our Institute found that the mining industry had a great communication 'Problem with the Australian people.I believe that this is one of our major problems.

Preliminary laboratory experiments have been conducted by the Bureau of Mines to define the influence of bit geometry on methane ignitions as a step toward establishing safer mining-machine operating parameters. The experimental system was designed to simulate the operation of a continuous mining machine, using a drum-type cutterhead of normal diameter with a narrow cross section, permitting full-diameter drum cutting tests to be run on material representative of sandstone lenses (or inclusions) in coal seams. Two conical bit types were tested at shallow depths of cut with three drum speeds. Bits that rotated in the mounting block during testing did not produce ignitions. The ignition frequency for used bits was three to four times greater than for new bits at the same kerf depth.

The Deep Creek zinc and lead mine afforded an excellent example of a relatively small underground mine operation that approached the low mining costs of large, highly mechanized mines. An open stope mining method incorporating sublevel benches and vertical long holes was used (fig. 1). Detailed descriptions are given on the exploration program, stope development, stoping procedures, and pillar removal. Pressure grouting was used to check the inflow of water and thus prolong the life of the mine. Statistics on mining costs and on electric power consumption, haulage from mine to mill, and milling costs are included.

Geological uncertainty is an unavoidable characteristic of all mining projects since only limited information is available from sampling. Mine planning and development decisions with significant economic consequences are made when the geological heterogeneity is inherently uncertain. Geostatistical simulation is preferred over kriging because the methodology provides alternative property realizations that can be combined into a model of geological uncertainty. Geological uncertainty can be transferred into production uncertainty, which can help characterize the economic risk of the project. This paper presents a case study for the Pogo property, being prepared for development near Fairbanks, Alaska. The exact dimensions, grades and production predictions have been modified; however, the methodology is illustrative. The geostatistical methodology consists of (1) assembling the relevant drillhole data and establishing a suitable coordinate system, (2) calculating the target distribution, (3) creating a model of spatial correlation, (4) generating multiple realizations at a small scale and (5) linearly averaging all the realizations to the chosen selective mining unit (SMU) support size. The geostatistical model is then used to calculate production uncertainty.

For drilling large diameter holes for deep foundations, the common and distressing difficulty of long standing has been in coping with ground containing rocky formations and boulders. Where geological formation contains weathered rock or boulders, or deep rock socket is specified, drilling equipment occasionally is found to be unable to drill through and therefore will need supplementary equipment and procedures. Incentive of the MACH Drill Development has been to realize a capable drilling system for rocks of weathered to fresh rock without losing its applicability to usual overburden. Through seven decades' experience of manufacturing and operation of boring machines, the best features of all sorts of drillhead are known such as the drag bit, wing bit, auger bit, diamond bit, rock roller bit, down-the-hole hammer bit, etc.

This Bureau of Mines report discusses the results of three independent reconnaissance geochemical surveys conducted in the vicinity of the Bush Dome reservoir in the Bureau-owned Cliffside field near Amarillo, Tex. The surveys consisted of (1) determining the helium content of area ground waters, (2) determining the helium content of area soil gases and ground waters, and (3) determining the helium content of soil gases collected on a grid sampling pat- tern in the Cliffside field area. The native natural gas in the Cliffside field contains about 1.8 percent helium. To date, approximately 54 billion cubic feet of gas containing approximately 39 billion cubic feet of helium has been injected into the center of the Bush Dome structure. The research work, which was completed under contracts, was done to determine if helium concentration levels in ground water and soil gas could he used as an indication of the presence of helium in a subsurface natural gas accumulation. Results of the surveys were positive in that helium-in-water and helium-in- soil-gas anomalies were detected in portions of the Cliffside field area. All helium analyses were performed by mass spectrometric techniques.

The high-resolution three-dimensional (3-D) seismic reflection data acquired for Impala Platinum between 1998 and 2002 in the western Bushveld Igneous Complex form an integral part of Impala?s mine planning and development programme. These data are of sufficiently high quality to provide unprecedented 3-D models of the geological structure of the Merensky Reef and UG2 Chromitite Reef, from which the mine deduces the size, geometry and distribution of mineable blocks. Conversely, the seismic data details zones of un-mineable ground caused by structural disturbances in the form of potholes, fault zones and pegmatoid intrusions. Furthermore, variations in dip and strike are well imaged, allowing the mine planners to optimize the mine design and layout. Current interpretation work is focused on enhancing the accuracy of these geological models even further through the analysis of ?seismic trace attributes.? Preliminary testing on the Impala Platinum 3-D seismic volume has shown that attribute analysis has the potential to illuminate a number of geological reef disturbances that are otherwise ?invisible? in the original seismic time volume. Potential areas of improvement include inter alia: ?Improved definition of major fault zones ?Improved definition of zones of reef depression (?slumping?) ?Identification of reef terracing and/or reverse dip. The use of a time series variogram as an aid in controlling the quality of a product was pioneered by Pierre M. Gy and is described. The ability to analyse and interpret covariance relationships time series data is possible using the variogram. The concept of stream heterogeneity allows sources of variability in process streams to be identified and isolated. Principally this is distributional heterogeneity that is due to a short range effect of segregation in the process stream related to size or composition distribution of the material on a local scale and due to a long-range change in the size and grade of the material stream. The variogram is simply a tool for representing these sources of variability in a way that is explicit, allowing identification of the source and providing important insights to temporal continuity between samples. This paper describes the chronologically related large-scale variability in an iron ore process stream (%Fe), and illustrates the control and mitigation of variability at various stages within the process using a variogram. Three main sources of variability are identified including the random variability V[0], the process variability V[1], and the variability due to cyclical phenomena V[cyclic], arising from human routine or mechanical defects. These sources of variability can be represented on the control chart that provides the plant superintendent with insights as to the sampling capability of the systems in place. Maintaining levels of variability within customer specification limits requires that production systems be controlled without overcorrecting for the trends in changing quality. This can be done only by representing the limits of control relative to the limits of specification on a control chart. Where the specification limits encroach on the control limits, one or the other, or both, may need to be changed; specification limits that constrain the control limits lead to reactive decision making that is expensive and stressful for plant operators.

The U.S. Bureau of Mines evaluated two different conventionallongwall gate entry systems in the Southern Appalachian Basin, where mining and geologic conditions are conducive for coal pillar bumps. These gate entry systems were in a coal mine located in the Pocahontas No.3 Coalbed under approximately 2,000 ft of overburden and a massive quartzite sandstone member, and both employed a center abutment pillar flanked by yield pillars. The 8O-ft-square tailgate abutment pillars within the first study area began bumping 500 ft in advance of mining. This was accompanied by face bumps on the tailgate corner of the longwall face. The 120-by 180-ft tailgate abutment pillars within the second study area did not begin to bump until mining was approximately 100 ft past. Coalbed stress change and abutment pillar dilation data demonstrated that a 15-ft-wide perimeter of yielded coal surrounded a highly stressed core in both sizes of abutment pillars. The 62 pet more core area per foot of gate entry in the larger abutment pillars prevented excessive load transfer to the corner of the tailgate panel and eliminated the face bumps experienced with the original gate entry design.

In 2011, two historic outcrop rocks known as Teffé and Itapema located in the navigation channel of the Port of Santos, Brazil (Latin America’s largest port) – were excavated by drilling and blasting techniques. Sensitive structures - a passenger terminal and an 80-year old warehouse were exposed to ground vibrations generated by underwater blasting. The warehouse had existing structural problems due to a combination of factors such as the presence of an unstable soil, previous repair work, and intense seismic events generated by the daily traffic of cargo trains nearby during eight decades. Since the worsening state of the structure was attributed to ground vibration from underwater blasting, particle velocity time histories generated by underwater blasting and by passing trains were monitored. By analyzing the energy spectral density of these events using spectrograms, it was possible to observe the seismic energy levels in time and spectral domains. Since the hysteretic energy dissipation by structures is related to the duration of the seismic event and the limited dissipation capacity of the structure, one could expect damages to appear in the structure once energy levels exceeded this dissipation capacity. As the quantity of energy transmitted to the structure is proportional to the duration of the seismic event, the transmission of seismic energy to the warehouse structure over time was more significant in the case of the train-induced ground vibrations (several minutes) than those generated by the underwater blasting (few seconds). Thus, for the warehouse, train-induced ground vibrations have a larger impact on the structure rather than ground vibration generated by controlled underwater blasting techniques.

The Reefton Goldfield on the West Coast of the South Island of New Zealand was a significant gold producing area between 1860 and 1951. During this period it produced approximately 2.1 million ounces (67 tonnes) of gold. The largest single producer on the goldfield and the deepest mine in New Zealand, was the Blackwater Mine at Waiuta which produced 21 tonnes of gold. The Prolubition Shaft reached a depth of 878 metres (317 metres below sea level). The mine closed suddenly in 1951 with about 66 000 tonnes of are remaining in the stapes. Since closure there has been no attempt to determine the ore potential of the mine at depth. This paper summarises the geology, history and resource potential of the mine and sets out two options for evaluating the remaining resource. The options are either deep drilling from surface or recovery of the Prohibition Shaft and underground development and drilling. A schedule for each option is presented and discussed.

This document, prepared for the U.S. Bureau of Mines Regional Mineral Assessment Program, presents data pertinent to the mineral resource assessment of the Needles 1° x 2° map quadrangle (excluding the Arizona portion), located in the Mojave Desert southeastern California. The U.S. Bureau of Mines (USBM) mineral survey of the quadrangle, conducted from 1991 to 1993, was done to provide the minerals data necessary to support effective land use planning and resource decision making. To this end, this report (1) inventories historic and current mining activity, (2) inventories identified resources, (3) provides an economic analysis; of identified mineral resources and estimates their feasibility for development, (4) delineates areas of exploration and development potential based on current geological, geochemical, and geophysical information, (5) supplies information on land status, transportation networks, power supplies, water availability, and regulations, and (6) analyzes socio-economic impacts of potential mining. The Needles quadrangle is in the Basin and Range province of the southwestern United Van. The area is underlain by a lithologically and structurally complex Proterozoic crystalline basement of gneiss and granite that is overlain by sparse, scattered outcrops of deformed and metamorphosed Late Proterozoic and Paleozoic sedimentary sequences. Mesozoic granitic plutons, particularly in the western half of the quadrangle, intruded the basement and sedimentary rocks, resulting in metamorphism and deformation responsible for the formation of high-grade gneisses and mylonitic rocks (core complex) in the eastern part of the quadrangle. Voluminous Tertiary volcanism unconformably overlie some older sequences. The structure of the area is dominated by Basin and Range extensional block faulting; in the eastern part of the area, block faulting is accompanied by widespread low-angle detachment faulting associated with core complex development.

From the time of its establishment in 1910, the Federal Bureau of Nines has studied the carbonization of coal, and a considerable part of this effort has been devoted to investigations in the so-called low-temperature carbonization range, 450° to 700° C., in which there is minimum decomposition of primary products and maximum yield of Liquids - a yield two to threefold the amount produced in high-temperature carbonization at 900° to 1,200° C, The solid residue, char, or coke, produced in low-temperature carbonization is 70 to 80 percent of the coal charged and may be used directly as a smokeless fuel or for blending with coals to produce metallurgical coke, Although some thought was given to the use of tar and to the illuminating value of gas derived from lm-temperature carbonization, the main emphasis in early work of the Bureau of Mines was on the preparation of smokeless fuel, especially for home use, For example, a carbonizer was designed and operated for making char and briquets from North Dakota lignite without recovery of by- products; however, the shortage of high-temperature coal-tar products in the United States during World War I had already indicated the potential usefulness of low-temperature tar.

"The Nyrstar Port Pirie Smelter, located on the eastern shore of the Upper Spencer Gulf in South Australia 230km north of Adelaide, began operation in 1889 to process lead concentrate from the Broken Hill lead and silver mines. The site still operates an updraft sinter machine, commissioned in 1955, with the product fed into a blast furnace. While sinter plant technology has changed and improved since 1955, development has reached the stage where further enhancements are not possible or economic. High purity lead concentrates command lower margins and for the smelter to remain economically viable a wider range of higher value materials must be treated. The current flowsheet cannot meet this demand. Additionally, community blood lead levels particularly in children below four years of age, are a critical indicator used to measure the site’s environmental performance. The smelter’s environmental licence to operate is dependent on meeting future community and regulatory expectations. To achieve this a major step change in the emission performance of the smelter is required. Since 2008 pre-feasibility work has been undertaken to develop a new flowsheet and business model to allow Port Pirie to operate sustainably into the future. The main requirements were for the smelter to reduce lead and sulfur dioxide emissions that impact on the local environment and community to meet current and future environmental expectations, as well as dramatically reducing current feed constraints and change the business case from a marginal business to a sustainable profitable business. After reviewing all practical options a decision was made to replace the sinter plant with an Outotec Top Submerged Lance (TSL) furnace. This paper describes how the new furnace technology was selected and how it will be integrated into the present flowsheet; the unique funding arrangements that are in place to deliver the redeveloped site; and future opportunities that are associated with the implementation of the new flowsheet. "Since the establishment of the Six Sigma quality improvement program in 2001, several projects have been successfully carried out in the copper-lead, zinc, copper separation, lead upgrading and bulk flotation circuits in the Brunswick Concentrator.This paper provides an update on the process improvement initiatives that have taken place since 2004 using the Six Sigma methodology:•,The recirculation of warm water to the flotation circuit (to save on energy costs)•,Installation of a heat recovery tower to recuperate the heat lost from the zinc dryers•,Installation of an extra row of cleaner-scavenger cells for the copper-lead circuit for extra capacity, and a new reagent scheme for the copper separation circuit that have increased copper and lead recoveries.INTRODUCTIONThe Brunswick Mine Concentrator (Xstrata Zinc Canada) is located near Bathurst, New Brunswick and is one of the world’s largest lead/zinc mines. Milling of ore commenced in 1964 from the No. 12 orebody, with an expansion in 1966 to accommodate ore from the No. 6 open pit mine. The concentrator utilizes selective flotation to produce zinc, lead, copper, and bulk lead/zinc concentrates. The ore is a complex massive sulphide, consisting of approximately 20% valuable minerals, 60% pyrite and 20% silicates.Figures 1, 2, and 3 illustrate the historical annual average metallurgical performance and process improvements achieved at Brunswick Mine for the zinc, lead and copper concentrate products. The objective is to continuously direct metallurgical performance towards increasing grades and recoveries while minimizing operating costs."

A new minerals initiative to increase the level of understanding of New Zealand's mineral resources and to promote the development of minerals began earlier in the year in a partnership pilot-project between Crown Minerals and the Institute for Geological and Nuclear Sciences (GNS). The project aims to gather a set of comprehensive geoscientific data and build a series of digital GIS packages to highlight New Zealand's mineral prospectivity. The pilot study was carried out at a regional scale, and is focussed on mesothermal gold mineralisation in the South Island. A significant amount of geological data and information was sourced from open file technical reports held by Crown Minerals and from various databases held by GNS and has now been compiled into a single GIS dataset, which will soon be made freely available to interested parties. In addition to this comprehensive data compilation, prospectivity modelling using Weights of Evidence techniques was undertaken to highlight those areas likely to contain ore deposits. It is clear from this study that the South Island of New Zealand remains highly prospective for mesothermal gold mineralisation. Many of the highly prospective areas, which also contain historic mine workings, remain open for exploration. The study not only highlights these areas, but also other areas where the potential for similar mineralisation exists, in all likelihood with no surface expression. The study has also highlighted the value of many of the open-file technical reports held by Crown Minerals and the need to carry out additional studies using this and other available data at a more detailed level, possibly as the basis for a web-based minerals information system.

In connection with the gathering of data for a report on the geology of the Humacao district of southeastern Porto Rico during the summer of 1916, under the auspices of the Scientific Survey of Porto Rico and the Virgin Islands, conducted by the New York Academy of Sciences, the writer had an opportunity to make a brief examination of the magnetite deposits of the eastern portion of the island. Inasmuch as these deposits have attracted some attention as possible future sources of iron ore, and as there is only scanty reference made to them in literature,' a short description based on this reconnaissance survey was deemed to be worthy of record. The magnetite deposits of eastern Porto Rico occur in association with a belt of limestone, trending approximately S 53° E, which begins 11/2 miles east of Juncos and can be traced for about 6 miles toward the coast. Four outcrops of magnetite were observed, which are designated as Nos. 1, 2, 3, and 4, respectively, on the map shown in Fig. 1. Although other energy commodities have developed successful futures contracts, long-term contracts still dominate the coal market. To establish whether coal markets will develop in the same way, coal price and volume data are tested against a set of criteria considered to represent some of the factors contributing to the development of a successful futures contract. Coal meets only some of the criteria: market players are subject to little risk in quite a stable market, have strong preferences for the specific nature of long-term contracts and profit from product uniqueness, each trade being individually negotiated. Potential structural changes in the western European market are not felt to be sufficient to create demand for a coal futures contract, but an empirical model has been developed that could form the basis of a further study to predict the potential for success

The U. S. Bureau of Mines has undertaken the development of mineral industry cost escalation factors to enable the estimation of mineral development and extraction costs for mineralized sites in Alaska throught the use of the Bureau's Cost Estimating System v2.0 (CES 2.0). For the purposes of this document, all calculations are based on, and reflect the economic environment in Alaska in July 1992. The greater cost of mining in Alaska as compared to the contiguous-48 States can be estimated for Alaskan mining operations through (1 ) the analysis of capital and operating costs for analogous mine and mill plants in operation in the contiguous-48 States; (2) the hypothetical relocation of mine and mill plants from their actual location(s) to Alaska by making engineering modifications to the mine and mill plant design as required by the Alaskan site characteristics; (3) calculation of the cost of the required engineering modifications and; (4) the escalation of all costs to a level representative of the economic environment in Alaska at some specific point in time.

Energy Research Corp., under contract to the Bureau of Mines, has developed a new miners' caplamp battery. The new battery is based on nickel-cadmium technology and offers significant improvements in performance with reduced size and weight when compared to the conventional lead-acid battery presently in use. This report describes the design and fabrication of the nickel-cadmium battery, which utilizes a roll-bonded electrode structure. The final battery design has a 15-A-h capacity in a 2-112-lb package, which is over 2 lb lighter than the present lead-acid caplamp battery.
