A brief résumé follows of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code fur Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous -coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reportin; to the Coal Mines Administrator any violations of the Federal Minis Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

The Industrial Minerals Milling Section of the Mineral Processing Division has been engaged for the past three years in a study of the separation of minerals, by means of electronic sorting equipment, on the basis of their colour. Considerable knowledge of the subject has been built up. Because the object of this study is application as a means of beneficiation, a number of examples of the separations achieved are presented. Introduction T 0 the mineral collector, the colour of a mineral may be pleasing, even fascinating; to the mineralogist, student or professional, it may also be practical. It serves, to some extent, as a distinguishing feature in many minerals, and helps to fix with reasonable accuracy the identity of a few. It may now become a useful tool of the mineral dresser. The idea of using a difference in colour as a means of separation of one mineral from another is not new. Hand sorting dates back to ancient time. However, the means by which this can be done mechanically was developed only during the past decade. Our national interests are best served by having well-trained first responders available for rapid response to emergency situations in underground mines. However, recent mine disasters have indicated that focused training on hazard recognition, decision making, leadership, and incident command center protocols needs to be incorporated into a comprehensive training plan for all personnel involved in a mine rescue. Currently, there are very few training opportunities for the mining professionals responsible for making the crucial decisions needed during a mine emergency. With recent technical advances, it is now feasible to use a computer-based simulator to train mine rescue personnel for mine emergencies in their mine or any other mine at a convenient location without interrupting normal mining operations. This simulated environment teaches underground search and rescue procedures, communications, and decision making based on real-time information and hazard recognition. Since 2010, the Colorado School of Mines (CSM) has offered computer simulated mine rescue training using an incident command center (ICC) directed towards enhancing decision making and communication skills. To support this training, CSM partnered with Rite Solutions, Inc. to modify, enhance, and create simulation software for mine rescue applications. The focus of this partnership is to modify existing simulation technology to address the unique nature of underground rescue operations, make it applicable to any underground operation, create generic scenarios, and develop customized computer simulations, including scenarios, for specific sites. Need The CSM mine rescue computer simulator helps mine rescue teams train for mine disasters where they would be deployed for the rescue and recovery of a mine. It provides additional, readily accessible opportunities to train without affecting mining operations. While the simulator lacks the physical demands of a rescue situation, it is very effective for teaching mine rescue procedures as rescuers seamlessly walk through the process and work out issues before going underground. The mine rescue simulator also introduces students to coordination through an ICC which stresses the use of effective communication and hones decision making skills. Most of the mine rescue teams participating in this study had never trained with an ICC controlling the actions of the mine rescue team making this an extremely valuable training opportunity. In addition, the mine rescue computer simulator allows instructors to modify mine rescue scenarios and tailor the scenarios to each team?s individual needs resulting in a more versatile training experience. The goal is to ensure that all teams receive the maximum benefit from each training session.

With the burgeoning development of precious metals heap leach mining projects throughout the country regulatory agencies are beginning to take a closer look at the short-and long-term environmental consequences of heap leach mining. This increase in regulatory review is occurring on federal, state and local levels, and is affecting both large- and small-scale mining developments. Small-scale mining developments are receiving especially critical regulatory scrutiny because in the eyes of some regulatory agencies, small developers lack the credibility automatically accorded to major mining companies. This is due in part to a bad image of small miners based upon past environmental problems and permit violations caused by a few, small operators. The proponent of a small mining development thus faces special problems during the project permitting process, and must convince the regulatory authorities of his company's ability and commitment to plan, develop, and decommission a mining operation in compliance with environmental regulations. Not only must the small developer have a thorough understanding of the regulatory requirements affecting his project, he must also devote considerable effort to careful internal planning in order to produce a well organized approach to project permitting. The importance of proper planning cannot be overstated. Project planning is key to convincing the regulatory agencies that the small miner is capable of developing a viable project. More- over, the economics of a small mining project demand permit acquisition at modest cost and in a timely fashion. A well planned permitting effort will thus ensure that permits are received within budget and on schedule. This paper will review the federal, state, and local permitting requirements for heap leach projects, and the variability of these requirements from state to state. The environmental assessment process for projects developed on public lands, and the acquisition of zero- discharge water quality permits, air quality permits, and local special use permits as they apply to small mining developments will be discussed. The paper will conclude with a review of project decommissioning and cyanide neutralization requirements and their implications for small-scale heap leach projects.

Early research showed that the separation of particles based upon their density was not possible in steadily rising air streams. The terminal velocities of moving spheres are determined by their aerodynamic characteristics. This prevents particle separation by density in standard air classifiers. Passive pulsing air classifiers have accelerated airflow in certain regions, which achieves density-dominant separation. Numerical simulation of airflow within passive pulsing air classifiers was done to estimate airflow patterns near a damper. Analysis of those results shows the significant acceleration of the airflow above the damper. Laboratory trial separations have shown that passive pulsing classifiers are superior to standard air classifiers. Paper written on project work carried out in partial fulfilment of M.Sc. (Chemical Engineering)degree Identification of non-linear systems can be a daunting task and in the process industries the problem is complicated considerably by the presence of noise from various sources, non-stationarity of the data and intermittence, such as observed in particulate flows. Traditional methods, such as frequency analysis and linear model-ling do not handle these systems well. Similar problems arise with the application of non-linear theory developed over the last few decades, where much of the analysis depends on embedding of the data in a phase space or pseudophase space, since these methods were not originally designed to deal with noisy systems. In contrast, singular spectrum analysis is a method which can be used to identify structure and distinguish noise from important information in multivariate data, such as the trajectory matrices of time series measurements. It provides an orthogonal basis onto which the data can be transformed, so that components of the time series can be investigated individually. With Monte Carlo methods, the components can be compared with those from linear surrogate data in order to identify possibly non-linearities in the data. In this paper, this versatile technique is briefly explained and illustrated by means of case studies.

The public is asking for more aesthetic designs if they can be proven cost-effective at providing an appealing element to new dams. Lake Lenexa was designed and built around the idea of providing for basic dam functions such as flood control, enhanced water quality, recreation but also to provide an inviting community focal point for the residents to visit and enjoy; truly interact with the dam. The architecturally unique dam and ?one of a kind? spillway were designed to symbolize the water cycle as water moves from nature into the urban environment and the back to nature. A pedestrian bridge that spans the spillway offers visitors a good view of cascading pools and a fountain. The original Lake Lenexa dam layout incorporated relatively high, cast-in-place concrete retaining walls to form the spillway structure. The Black & Veatch project team performed a Value Engineering (VE) study to determine cost-effective means for implementing architectural features within the spillway, which resulted in innovative uses of construction materials not typically used in dam and reservoir construction. The VE study concluded that mechanically stabilized earth (MSE) retaining walls that are normally used for transportation projects would be a cost-effective alternative to the originally planned cast-in-place wall systems for the main spillway and stilling basins. The Black & Veatch study added value by mixing cement-kiln dust (CKD) with on-site clay soils to produce a stabilized material for use under the spillway. The CKD stabilized material properties include low compressibility, high strength and low permeability, which reduced seepage and uplift pressures under the spillway slabs. The cost savings provided by the VE alternatives reduced total costs and enabled architectural elements. The award winning dam design also used drilled caissons, expanded polystyrene (EPS) block forms, customized steel forms and external concrete vibrators to build the pedestrian bridge and upper spillway structures.

Manufacturing of thin sheet is difficult in industries. Some approaches, such as small-draft multi-pass rolling, intermediate annealing, isothermal rolling and high-speed rolling were proposed to overcome the deformability. In this study, different rolling speeds from 15 to 1000 m/min were employed to twin rolled cast AZ31B magnesium alloy to different reductions. The results show thatAZ31B sheets rolled at 15 m/min and 100 °C has fractured for reductions of more than 30% per pass. However, by increasing the rolling speed to 1000 m/min the rollability was improved significantly and the material can be rolled to reductions of more than 70% per pass. The high speed and heavily deformed materials are fully recrystallized even at 100 °C.

"INTRODUCTIONGold tailings retreatment plants have been operated for many years throughout the world. Several large tailings retreatment facilities have been operated profitably in South Africa since 1976 and there are tailings retreatment operations in Canada currently in production with more in the feasibility stages.The Timmins Gold Tailings Project of ERG Resources Inc. was designed to treat 8,000,000 tonnes per annum of gold tailings for an eight month operating season, and commissioning of the operation began in July 1988. The payback period for this project is about 3 years which corresponds to an IRR of 30%.This report summarizes the metallurgical characteristics of the reclaim tailings, describes the process flowsheet which was developed to enable ERG to economically recover gold from the Timmins area tailings, and reviews commissioning activities."

"The Witwatersrand Basin is the heart of South Africa’a gold mining industry. The cluster of gold mines located in the Witwatersrand Basin generates a significant amount of mine tailings, which have adverse effects on the environment and ecological systems. In addition, disposal costs are very high. The exponential population growth in the Witwatersrand area has resulted in pressure on the reserves of traditional building materials. Quarrying for natural construction material is very expensive and damages the landscape. This work therefore examines the use of gold mine tailings in the production of bricks.Different mixing ratios of gold tailings, cement, and water were used. The resulting bricks were then cured in three different environments - sun dried, oven dried at 360°C, and cured in water for 24 hours. The bricks were then tested for unconfined compressive strength, water absorption, and weight loss. The results showed that the mixture with more cement than tailings had a compressive strength of approximately 530 kN/m2. It was also found that the best brick curing system was in a water environment. Bricks made from tailings cost more than conventional bricks because of the higher quantity of cement used, but the manufacturing process consumes less water. Overall, the results indicated that gold mine tailings have a high potential to substitute for the natural materials currently used in brickmaking.Paper written on project work carried out in partial fulfilment of BSc. The use of diesel engine locomotives in South African mines can be traced to Van Dyk Consolidated Mines Ltd on the Witwatersrand gold mines in 1928 as a replacement for battery locomotives. The advantages and disadvantages were recognized in those days, and surprisingly, there are no significant additions to this list, but only refinements. In the absence of any Occupational Exposure Limit (OEL) for Diesel Particulate Matter (DPM) in SA, the Mine Safety and Health Administration (USA) rule is currently being used as a benchmark for the ventilation engineering designs. This paper discusses the ongoing SA journey of measurement and limitations of exposure data for ventilation planning and regulatory purposes. The currently accepted DPM limits are based upon the belief that they are economically and technically feasible for the mines to reach and are not necessarily health based. For SA underground platinum mines, a median TC/EC ratio of 1.8 with a range of 1.2 to 5.8 was observed. For SA coal mines, a median TC/EC ratio of 1.44 with a range of 1.25 to 2.13 was observed. While it is common practice in the USA to use the ratio of TC/EC for metal mines to be 1.3, the ratio found in local platinum mines is 2.2 and for coal mines, the ratio was 1.53 which is lower than Australian studies, i.e., 1.96. It has been shown that a need for critical analysis of TC/EC ratios exists, and possible reasons for variance must be understood before stringent adoption of overseas recommended limits for DPM. It is hoped that the findings from this paper would provide input to scientific approaches in developing appropriate conversion factors, limits for DPM and also in ensuring appropriate error factors (currently 1.14 for TC and 1.2 for EC) for compliance determination.

A potentiometric model study has been made of the effect of vertical fractures existing in the matrix of the reservoir on the flooding or cycling performance. Fractures can have unusual flow characteristics. Fluid entering one side of a fracture can emerge on either the same or opposite side of the fracture, depending on the particular streamline. Fracture orientation has a great influence on the sweep efficiency. However, sustained fluid injection may still permit large areas to be swept. INTRODUCTION One can find considerable information available in the literature on the effect of fractures originating at the wellbore on sweep efficiencies of water-flooding or gas cycling programs.1-5 However, there arc few, if any, quantitative data reported in the literature on the effect of vertical or horizontal fractures existing out in the reservoir matrix on secondary recovery performance. Several papers have been presented on the effect of vertical and horizontal fractures on the productivity or conductivity of waterflood and gas injection patterns, but in all cases the fractures initiated at the well and simulated commercial fractures.6,7 It is believed that natural fractures may exist out in the reservoir matrix and would effect the displacement performance. The purpose of this report was to study the effect of a few isolated vertical fractures existing out in the reservoir matrix on the performance of waterflood or gas injection patterns. DESCRIPTION AND EQUIPMENT Since the potentiometric model was described by Lee8 it has been widely used to study numerous types of fluid displacement problems. The potentio- metric model can be used for fluid displacement studies when the following assumptions are valid: (a) steady-state conditions exist; (b) the mobilicy ratio is one; and (c) the capillary and gravitational effects can be neglected. Five-spot and direct line drive square patterns were studied using a copper strip of the desired length and orientation to simulate a vertical fracture in the reservoir matrix. The 20 x 20-in. model was considered to represent only one element of an infinite array of similar patterns. DISCUSSION AND RESULTS FIVE-SPOT PATTERN — ONE FRACTURE BETWEEN INJECTION AND PRODUCING WELLS Fig. 1 shows a quadrant of a five-spot pattem with the vertical fracture existing out in the matrix along a line connecting the injection and producing wells. Length of the fracture was equal to 35.4 per cent of the distance between injection and producing wells. In this particular pattern it is noted that fluid breaks through from the injection well to the producing well when the dimensionless time is equivalent to 26.9. "Fine mineral particles are difficult to process by flotation because of their low collision efficiencies with air bubbles. Decreasing air bubble size and increasing mineral particle size through flocculation are the most common approaches to improve flotation efficiencies. Herein we demonstrate that nanoparticle flotation collectors can be engineered to selectively induce fine mineral particle aggregation and promote flotation.Flotation tests of clean fine pentlandite (Pn) and Clarabelle Mill (CBM) rock tails and pyrrhotite (Po) tails that contained significant amount of fine pentlandite have confirmed that the nanoparticles can serve as both collectors and selective flocculants for fine pentlandite. In the case of clean fine Pn, the nanoparticle collectors virtually can float almost all Pn fines. Scoping tests on CBM tails have shown significant improvement in nickel recovery. Addition of nanoparticles as a flotation aid can recover 20% of the nickel contained in the rock tails and 40% of the Pn contained in the Po tails compared to current mill operations giving 0% nickel recovery from rock tails and no Pn selectivity from Po tails. Ongoing work includes attempts to identify optimal strategies for employing nanoparticles in fines flotation.IntroductionFine particle flotation is an industry-wide challenge in mineral processing. Fine mineral particles are difficult to process by flotation because fine particles have low mass and thus low momentum, which results in their low collision efficiency with air bubbles (Dai, Fornasiero, & Ralston, 1999). In addition, fine particles have not only high specific surface area but also more active surface area, which causes high reagent consumption. For base metal sulphide minerals, particle size between 10 µm and 70 µm is a typical range where high flotation recoveries can be achieved with conventional flotation chemistry and acceptable cell residence times. For pentlandite, the flotation recoveries decrease sharply when the particle size is below 10 µm and hydraulic entrainment is the dominant mechanism, giving recoveries proportional to water recovery and no Pn enrichment. The reactions between molten aluminium and cryoIite have been determined from a material balance of all components involved in the process. The interpretation of results were supported by x-ray diffraction studies of the evolved vapours, quenched electrolyte samples, and side-reaction products.The most important reaction involves the formation of both Na2F (sodium subfluoride) and chiolite in the fused electrolyte. The Na2F accelerates vaporization of the melt. Some AIF (aluminium monofluoride) may also be formed but the proportion of this is much less than for the former subvalent compound.

"The estimate and control of sampling errors is essential for all mining operations, especially when dealing with strategic materials, such as niobium. This paper is based on a traditional quality assurance and quality control technique used to confirm mineralised intersection zones, and proposes the validation of sampling data using diamond drill twin holes, in order to evaluate and improve the quality of the current data set. The geological model of the niobium mine – located in Araxá, Minas Gerais, Brazil – was built including 77 diamond drill holes of a sampling campaign carried out during the 1970s. There are few records about the collection and preparation procedures of these past samples, making it difficult to estimate the errors associated with their analytical results. Therefore, 11 twin drill holes were drilled to compare their samples against the samples from the 1970s drilling campaign. The new hole locations were chosen as near as possible to the old holes location. The JORC Code, 2012 edition, relates the use of twin holes as a good sampling technique to assess sampling and assay data. Three parameters were considered to validate the 1970s drill hole campaign by the twin drill hole campaign: the difference of the coordinates between the paired holes the difference among the positions of the geological contacts to validate the geologic description the difference between the paired samples grades was calculated to validate the analytical results.The analysis of the grade range variation between sample pairs was based on three techniques: geostatistical interpretation of vertical semivariogram to obtain the nugget effect calculation of the relative difference between duplicates calculation of the error associated with the sampling protocol established according to Pierre Gy’s Theory of Sampling.The results were satisfactory for hole coordinates; however, the ore content showed a high deviation, although this divergence can be explained by the nugget effect. For the lithological intervals, the new results contributed to an effective identification of variations among lithologies, ie brown weathered ore and saprolite. Mining operations have made tremendous strides in improving the safety of blasting as shown by the significant and continual decrease in fatalities and serious injuries. Advances in blasting technology and blasting practices have played a significant role in reducing fatalities and injuries. However, even with the decline of fatalities and injuries blast area security continues to be by far the leading factor in blasting accidents. Even though there continues to be an increase in the use of industrial explosives and blasting agents in the U.S.A., the decline in fatalities and injuries from blasting accidents has persisted.

In the past two decades, high horizontal stress has been attributed to many ground control failures. Most believe that entries parallel to the high horizontal stress is most stable and least stable when perpendicular to it. Entry stability decreases when the angle between entry and horizontal stress increases. The concept of 2-D stress shadow has been proposed for selection of proper panel orientation, often with mixed results. In this paper 3-D finite element modeling was used to analyze the stress distribution at the headgate of a longwall panel subject to high horizontal stress at various angles. It was found that the directions of induced principal stresses at the longwall face and headgate are independent of the panel orientation. The induced principal stresses concentrate or relief at headgate based on the panel orientation with respect to the directions of the induced principal stresses. Accordingly, only 3-D modeling can fully account for the effects of high horizontal stress on panel orientation. The paper illustrates in details the changes in orientation and magnitude of all three principal stresses around the longwall face and T-junction area as panel orientation changes.

This report briefly describes the broad program of research and technologic work conducted by the Bureau of Mines on coal and related subjects during 1966. In addition to n description of investigations on mining, preparation, and utilization of coal, an account is given of the Bureau's work in mine health and safety, coal resources, mine explosives, and environmental conditions relating to coal mining and utilization. Details of most of the projects are reported in publications cited throughout this report. Centers and laboratories conducting the coal research and related investigations appear in appendix A; organizations, institutions , and companies contributing to the Bureau's coal research and technologic program are listed in appendix B.
