The emergence of Impact and Benefit Agreements (IBAs) in the Canadian mining sector has been read by many as a positive governance innovation. Negotiated directly between mineral resource developers and Aboriginal communities with limited government interference, IBAs serve to manage impacts associated with a mining project and deliver tangible benefits to local communities. Notwithstanding their increasing use and significance, limited systematic analysis has been undertaken to determine whether they are, in fact, working. This paper reports on the effectiveness of a number of IBAs negotiated in support of three northern Canadian diamond mines, drawing on evidence from time-series data, key informant interviews, and focus group meetings in Yellowknife and Dettah, NWT, and Kugluktuk, NU. While some deficiencies were apparent and perceptions of effectiveness varied somewhat by Aboriginal community, the IBAs were generally found to be meeting their objectives, especially with respect to the delivery of benefits. For Aboriginal communities affected by mineral development in the Canadian North, this represents a significant change to typical outcomes of the past. Moving forward, research on IBA effectiveness needs to adopt a longer timeframe and begin to gauge the degree to which IBAs are able to address long-standing concerns associated with hinterland resource extraction beyond their agreement-specific objectives.

The author contends that geoscience is presently under-utilised in the rock fragmentation by blasting process. Before we can set standards in this area, the following is required: mine geologists need to gain a better understanding of the blasting process and the blasting team needs to obtain a better appreciation of geology. Both groups need to be informed of what can be done to improve blasting outcomes, why it is necessary and how it can be achieved. By working closely together, both the geoscience toolkits and blasting expertise can be applied and focused on priority blast sensitive issues, with potential to improve mine economics and safety. Finally, and ideally, mine geologists need to take a leadership role in raw rock mass data collection and data management, and invited to take an active role in rock mass related behaviour data collection, integration and presentation.This paper attempts to provide insight into all these prerequisites for setting a new standard for collaboration and mutual learning in this strategic opportunity area. The potential for blasting to leverage downstream processes is highlighted. Blasting objectives and blast design principles are introduced along with the required rock mass related inputs. Some hazardous geological materials and environmental conditions are described, along with how they can affect operational complexity.Four case examples are used to illustrate the need for closer liaison between geology and blasting professionals. The first related to grade control blasting, aims to demonstrate how a blasting geology approach can add significant value. Case example two demonstrates how geological models and bench face analysis can assist with fragment control. The third and fourth case examples involve an overview of two case studies where timely geological and geotechnical knowledge input and intervention into blasting activities may have reduced losses due to blast initiated open pit slope collapses.CITATION:Little, T N, 2017. Pile driving started October 29, 1993 and was completed on January 27, 1994. Field work included driving piling from ground surface at one site and at or near proposed footing elevations for the remainder. Piles were driven to specified tip elevations or the elevations directed by the Project Manager. In an attempt to address what installation technique(s) performed the best, several methods were used, including varied predrilled depths, open ended piles, closed ended piles, and the use of both impact and vibratory hammers. Piles were driven closed ended where possible to study the feasibility of this option to reduce construction costs associated with pile cleanout. Piles were driven to different depths to measure capacity variations. The 24-inch (610 mm) diameter piling were driven in one piece while the 42-inch (1.07 m) diameter piling was driven in two segments. A total of 79 piles were driven for the four sites, 74 of the 24-inch (610 mm) diameter and 5 of the 42-inch (1.07 m) diameter. Various hammers were used to determine which hammers provided viable solutions to the potential problems anticipated in the design phase. Hammer selection was based on the driveability studies. Equipment included a 175 ton (1.56 MN) crane, support crane for pile stabilization, crane mounted auger drill, offshore leads, Delmag D30-32, D46-32, and D62-22 diesel hammers, an HPSI 2005 single acting hydraulic hammer, a Foster IHC S-90 double acting hydraulic hammer and a Kencho VM2-25000AII vibratory hammer with the weights set to produce 17,500 pound-inch (1.98 kN-m) of eccentric moment.

Optimising the throughput of a mining network comprising all equipment from shovels to semi-autogenous grinding (SAG) mills is a complicated task, yet the potential benefits can be significant. Key modelling challenges stem from the sheer number of possible routes which material can travel, different equipment operating under different constraints, and the rate of SAG mills being calculated through a nonlinear function of the blended materials’ rock attributes. Nevertheless, this is an ideal onapplication area of mathematical programming, a branch of operations research. This paper describes an application of mixed integer linear programming (MILP) to optimise the mining equipment network of one of the world’s largest copper mines.The model takes as input a year-long monthly mine schedule of shovels in different pits, pushbacks, sequences and faces which produce material to be moved through a network of crushers, conveyors, silos, distributors, stockpiles and SAG mills, ultimately outputting a daily operational plan for all equipment that maximises the throughput of the network. All operational constraints and business rules are considered, including three quality attributes of copper ore. Comparing model results with actual data shows an improvement of 4.47% in network throughput tonnage. Additionally, although the model is solved using a free, open-source solver, optimal solutions are still achieved within a practical timeframe.

"Deteriorating ore grade and high demand of metals has tremendously influenced the unit capacity of SAG mills. Pebble circuits have been added to the existing SAG circuits to increase their unit capacity. To make the pebble circuits justifiable, the grate openings are increased almost to 4.5 inches to draw large quantity of pebbles. The inherent transportation problems associated with SAG mills in closed circuit with pebble fraction are more complicated than the single stage SAG mill operation, because the coarse pebbles behave significantly different to that of slurry in pulp lifters. In addition, operation of mills at higher speed, to take advantage of precise design of high release angled shell lifters significantly reduces the discharge efficiency of the conventional pulp dischargers. The presence of a sizable quantity of pebbles in the pulp lifter limits the space available and reduces the flow gradient through the grate thus increases the load inside the mill and hence the mill power-draw. This paper analyses all the problems associated in discharge of slurry and pebbles in SAG mills with pebble circuits. The Outokumpu patented Turbo Pulp Lifter (TPLTM) aims at eliminating the inherent material transport problems to ensure good grinding conditions. Recent installation of TPLTM in a 26-ft SAG mill has proven these claims by reducing the specific power consumption while increasing the mill capacity.INTRODUCTIONThe conventional wisdom is to look at the semi-autogenous grinding (SAG) mill as just another grinding mill in which ball charge, mill filling, and mill speed are varied to attain maximum throughput. Liner design for the SAG was also approached more from a wear perspective rather than a metallurgical and hydraulic-flow perspective. The extensive research work carried out by Latchireddi and Morrell (1997,2003a and 2003b) has demonstrated to think of the SAG as more of a pump in which the grates and pulp discharger end (“impeller”) were designed to efficiently discharge the product sized particles smaller than the grate size with minimal recirculation out of the mill.The rock load in the mill is essentially depends on ore characteristics and the discharge rate of broken particles. The discharge rate of the product material depends on how efficiently the discharge pump (grate and pulp lifters) is operating. Similar to the impeller design affecting the pump capacity, the pulp lifter design affects the discharge capacity (or mill throughput) of the SAG/AG grinding mills. The general arrangement of AG/SAG mills discharge system is shown in Figure 1."

A merger, the loss of function, or a major reorganization sometimes creates casualties of people who were excellent performers. Such people can survive well, based on the tongue of good report and with some help from associates or others. "It has been suggested that the pre-concentration of ore underground can bring positive economic and environmental benefits to underground mining, particularly at extreme depth. The integration of mineral processing systems for coarse waste rejection and disposal into the underground mining environment has a substantial impact on the economics and operation of the mine. A case study for the integration of underground pre-concentration at Falconbridge’s Thayer Lindsley and Fraser Copper operations in Sudbury, Ontario is discussed, with particular focus on ore evaluation, system design, integration, and impacts on the operation. Conclusions as to the overall feasibility and potential impacts of underground pre-concentration are presented.INTRODUCTIONObjectivesA scoping investigation has been conducted for Falconbridge Ltd on the Fraser Copper Zone and Thayer Lindsley mines in order to develop a better understanding of the operations, and to do a preliminary evaluation of the potential for pre-concentration of the ore underground. The objective was to develop a conceptual design and evaluation of a pre-concentration system for each site. The results are to be used as the basis for a more detailed future study.Underground Pre-ConcentrationThe pre-concentration of ore to reduce the quantity and improve the quality of material transported to the processing plant is not a new concept and has been in practise at several mines including the American Zinc Company in Mascot Tennessee (Munro et al, 1982), the Sullivan Mine in British Columbia and presently at Xstrata’s Mt Isa lead-zinc mine in Australia, as well as at several PGM mines operating in the South African Bushveld. For each of these mines, a high degree of waste rejection was achieved at a coarse particle size with good metallurgical recoveries. The benefits arising from the surface pre-concentration of ore are well documented in the literature (McCullough et al, 1999; Miller et al, 1978; Munro et al, 1982; Schena et al, 1990; Sivamohan & Forssberg, 1991)."

Despite this, at local level mining and quarrying are associated with both irreversible environmental damage and several visual alterations affecting the natural landscape. In this sense, SIA (Social Impact Assessment) has become a strategic tool that can not only improve the prediction but also the assessment of the social impact by involving the local communities in a participatory process. Taking into account the SIA experience, together with the examination of some relevant international case studies, it is possible to draw up a list of good practices for mining project management, from exploration through to closure and beyond, with quarry restoration. Such good practices will complement the existing studies, focusing on environmental issues, with the social issues arisen considered in SIA application."

The proposed Second Avenue Subway Project in New York City is approximately 8.5 miles long, up to a depth of 120 feet beneath grade and runs the length of the eastern side of the island of Manhattan from Harlem in the north to the financial district in the south. It will reduce overcrowding and delays on the existing parallel line, improving travel for both city and suburban commuters, and upgrading access to mass transit for residents of the East Side of Manhattan. This subway line will have 16 new stations providing transfers to the existing Metro-North commuter rail service and to New York City Transit subway lines and bus services. The first phase of construction includes two TBM rock tunnels 2.4 miles long and two new large and shallow rock cavern stations with clear span openings ranging from 70 to 100 feet and length in excess of 1000 feet with 615 feet center platform, coupled with low rock cover ranging from 20 feet to 40 feet. The design methodology for these large and shallow rock caverns consists of using well known empirical methods for initial estimate of support requirements and then two and three dimensional continuum and discontinuum analyses for verification of the selected excavation sequence and support system. This paper describes the analysis and design methodologies used for the two large and shallow rock caverns with insight into how to overcome the design complexities and construction challenges of the urban underground.

A case history of design, prediction, probe pile driving, and construction of a pile foundation for Building 3 of Waterside at Bay Beach Condominiums located in Fort Myers Beach, southwest Florida, is presented. Site geometry constraints, the presence of a 12.0 ft (3.6 m) deep lake occupying the southern one-third portion of the proposed building footprint, and marginal subsoils provided specific challenges for design and construction of the foundation. The subsoil conditions were explored by performing Standard Penetration Test (SPT) borings and a Piezocone Penetration Test (PCPT) Sounding to depths of 100 ft (30.5 m) within the building footprint. Additionally, borings were performed to envelope the building. Deep foundation alternatives included driven concrete, monotube, and steel pipe pile as well as drilled shaft. Following an evaluation of high structural loads, site-specific constraints, foundation test data from buildings 1 and 2, and preference expressed by the project owner, a pre-cast prestressed concrete (PPC) pile-supported foundation system was selected as an economical and effective foundation approach. Use of an augered cast-in-place (ACIP) pile foundation system was precluded by the project structural engineer. This paper deals with the design aspects and methodologies utilized in choosing and economizing the foundation system. The building foundation was designed for an allowable pile capacity of 40 tons (353 kN) in compression, 1.5 tons (12 kN) in lateral capacity for a deflection of 0.25-in (0.64 cm) and 15 tons (133 kN) in uplift capacity. For the single story extended garage structure, a pile capacity of 27 tons (238 kN) was indicated in compression. As part of the design process, an extensive probe pile driving program was carried out in order to evaluate the pile driving equipment, determine and verify pile capacities, and optimize the production pile lengths. A total of 33, 14-in (356 mm) square, PPC concrete piles were driven within the entire building limits, and dynamically load tested utilizing Pile Driving Analyzer (PDA) as part of the probe pile driving program. Utilization of PDA during probe pile driving helped in predicting pile set-up (i.e., increase in pile resistance with time) as well as reducing the pile lengths by as much as 20 percent. It resulted in variable pile lengths during the production phase. This information was effectively utilized as part of the overall quality control program to install a total of 559 PPC piles (including 33 probe piles) within the Building 3 footprint, including the reclaimed lake area, to depths ranging from 45 to 58 ft (14 to 18 m) below existing ground elevation as part of the foundation support system. Prior to installation of probe or production piles, a termination criterion was established using 1-dimensional wave equation analyses in addition to the design pile embedment requirement. The predicted pile capacities compared reasonably well with the capacities from the CAPWAP analyses for probe piles. This engineered, monitored and tested foundation solution provided a cost effective and satisfactory basis for completion and approval of the foundation work for the building resulted in cost savings over other foundation alternatives for the owner. The building has since been occupied and a recent reconnaissance has indicated that the building foundations are performing satisfactorily.

"Breakwater Tunisia S.A.’s Bougrine mine is located in a semi-arid region of Tunisia characterized with Triassic salt domes. Due to extensive agricultural land-use in the mine area, a zero-discharge tailings facility design and high water recycling rates to the concentrator were chosen to minimize the environmental impact to the surrounding area. The process water supply has an accumulation of naturally occurring salts due to high evaporation rates and the need to recycle 70% of the process water. The elevated salt content of the process water had an adverse effect on the efficiency of the flotation reagents, which led to the production of lower quality zinc concentrate.The impact of the water salinity on the zinc concentrate quality was documented by extensive laboratory testing. A feasibility study was prepared and a decision was made to install a reverse osmosis plant for desalination of the process water. A plant was constructed during 2000 which currently supplies up to 85 m3/hr of de-mineralized water, equal to approximately 45% of the total process water requirement. The salinity of the process water decreased from about ten to twelve grams per litre before installation to less than three grams per litre. Together with minor modifications to the concentrator circuit, Breakwater Tunisia has increased the zinc concentrate grade from 50% zinc to 55% zinc without compromising the zinc recovery rate of approximately 84%.This paper discusses the successful installation of a reverse osmosis desalination plant that allowed Breakwater Tunisia to improve the grade of the Bougrine mine zinc concentrate and thus increase the net smelter return.INTRODUCTIONBreakwater Resources Ltd., through a wholly owned subsidiary, Breakwater Tunisia S.A., acquired the Bougrine underground mine and related assets in September 1997. During the winter of 1997/1998, the company rehabilitated the mining equipment, modified the concentrator circuit, developed a new mine ventilation system and prepared a new mining production program. The mine was reopened on May 2, 1998 and was in commercial production as of June 1, 1998."

The involvement of concerned parties in all aspects of the Lihir Project from an early stage has promoted good relations between all groups. Activities involving landowners, the Lihir community, the New Ireland Provincial Government (NIPG) and the prospective developer include the Lihir Liaison Committee, Lihir Working Group, Environmental Planning Committee, Provincial Mining Task Force and the Lihir Mining Area Landowners Association (LMALA). With modifications, the Lihir Liaison model may be of use in promoting good relationships among parties in other mineral developments.

Lateral displacement in the immediate roof beam at the Waste Isolation Pilot Plant (WIPP) is a significant factor in assessment of excavation performance for the design of ground control systems. Information on roof beam lateral displacement, expansion, fracture formation, as well as excavation convergence, is gathered using a variety of manually and remotely read instruments. Visual observations are also used when possible. This paper describes the methods used to measure lateral displacement, or offset, at the WIPP. Offset magnitudes are determined by the degree of occlusion in drillholes that intersect the offset plane. The Borehole Lateral Displacement Sensor (BLDS) was developed for installation at WIPP to monitor offset at a high degree of accuracy at a short reading frequency. Offset measurements have historically been obtained by visual estimation of borehole occlusion. Use of the BLDS will enable relationships between time dependent roof beam lateral displacement and expansion to be established in much shorter periods than is possible using visual observations. The instrument will also allow remote monitoring of roof beam displacement in areas where visual estimations are not possible. Continued monitoring of roof beam displacement, convergence, and expansion, is integral to timely and pertinent assessments of WIPP excavation performance.

Political risk is an integral part of the mining business in northern Andean countries. Peru, Ecuador, Colombia and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations require good political-risk information, a thorough political-risk-management plan and a strategy to deal with political-risk perception on the part of the investing public. Colombia is perceived as about the riskiest place in the world to do business. A selection of recent headlines reads: “Colombia on the brink” (Economist, 1998), “Colombia’s ship of state is sinking” (Insight on the News, 1998), or simply “Bad news” (US Catholic, 1998). The World’s Most Dangerous Places rates Colombia as “currently the most dangerous place in the Western Hemisphere, and perhaps the world” (Aral and Pelton,1998). And many prospective investors and analysts say to Greystar Resources: “Yes, we love your results, but Colombia?”

Traditionally, mineral sands are evaluated by preparing several mineral products using a combination of heavy liquid-, magnetic-, and electrostatic methods. Whole-rock assays (WRA) are then conducted on ilmenite, rutile and zircon products in order to determine trace element contents, which may affect project feasibility. Combined methods can be time consuming, expensive and even outdated due to the use of banned and toxic chemicals such as clerici solution. Coupled with large field-sample quantities, these procedures can potentially introduce unacceptable sampling and related errors. Modern mineralogical analysis techniques can provide complete mineralogical inventories on a single THM product, reducing the amount of processing involved in satisfactory characterization of early exploration samples. A small exploration sample can be processed to produce a small THM concentrate using readily available gravity/density methods. In turn, the THM product is submitted for Whole Rock Analysis (WRA) and mineralogical inspection by X-ray diffraction (XRD), and microscopic evaluation. Modal mineralogy and textural data can be determined using optical methods, automated image analysis, and scanning electron microscope (SEM) based systems. Benefits of automation are reproducibility and the capability of rapidly analysing thousands of particles as opposed to manual optical methods. Automated systems include the use of Automated Digital Image Analysis (ADIS), and SEM-based systems such as the Mineral Liberation Analyser (MLA) and QemSCAN. For detailed mineral chemistry, microanalysis techniques ranging from electron microprobe (EMPA) to Secondary Ion Mass Spectrometry and Laser Ablation Mass-Induced Coupled Plasma-Mass Spectrometry (LAM-ICP-MS) are used. Examples of these automated and analytical methods are presented. ADIS at SGS-Lakefield Research uses optical characteristics to identify and measure mineral species in THM samples; rutile, pseudorutile, ilmenite and leucoxene can be distinguished. Analysis of a single THM product provides bulk modal mineralogy and grain size distribution of particles and the individual mineral grains. Textural information is also obtained detailing mineral associations as well as degree of alteration. Where textural and chemical resolution renders mineral identification ambiguous, SEM-based methods offer better resolution. Examples of this ambiguity are shown in this paper, which leads to QemSCAN as the preferred method where within-grain variability is concerned. Sampling and measurement strategies are followed to meet study objectives, providing a value-added framework for a sequential, cost-effective strategy, which will meet due diligence and bankable accreditation criteria. Studying a THM product by electron microprobe and LAMICP-MS may reveal potential fatal flaws related to mineral chemistry. Low detection limits in the range of 200 to 500ppm are possible using electron microprobe analysis for suitable matrixes (U, Th in zircon). For the detection of ultra low level elemental contaminants, LAM ICPMS is the most accurate method of evaluation. Elements including U, Th, La, Ce, Nb, and V in Ti-minerals can be determined down to 50 ppm.

1. A NEW CONTEXT FOR METAL INDUSTRY Producers and owners of industrial extractive sites are living hard times due to Environmental pressure and liabilities. This is valid whatever the region in the world, it is just a question of time. On one hand, the normative environmental pressure is increasing through more severe regulations and controls on all pollution sources and production materials. [ ] Furthermore, more impurities are extracted and captured, more the volume of the related wastes is increasing. But disposal costs are increasing, disposal areas for wastes are restricted, markets for wastes are limited and technologies for waste treatment are, most of the time, not available. On the other hand, for most of the extractive industries, the costs required to get access to refine primary raw material are killing the profitability of the industry. Definitively, a technological and economical breakthrough is ongoing: extractive industries have to increase their feed from secondary material and to be involved more and more with the recycling business.

ACCORDING to recently published statistics, it is predicted that as much oil must be produced during the next 16 years as has been produced during the past 75, in order to satisfy the high rate of consumption of petroleum products. During 1934, over 17,000 oil wells were completed in the United States, and it is expected that over 20,000 additional wells will be drilled during the current year. Were it not for the remarkable progress made during recent years in the improvement of drilling technique and in the development of equipment used in the production phase of the oil industry, it is doubtful whether sufficient oil could be produced to meet present requirements. A few years ago, wells seldom were deeper than 3500 to 4000 ft., owing to the limitations of the drilling methods and equipment employed. Today, however, through the application of scientific drilling methods and the adaptation of modern equipment and improved materials, many wells range from 6000 to 8000 ft. in depth, and a few recent completions exceed 10,000 feet.
