During the decade of the 1970's, a new emphasis was placed on assuring a safe and healthful workplace for all American workers. Much of the basis for this national effort was federal legislation: the Occupational Safety and Health Act of 1970 and the Federal Mine Safety and Health Act of 1977 (amended from the 1969 Coal Mine Act). One of the agencies involved in this protection effort is the National Institute for Occupational Safety and Health (NIOSH) of the Centers for Disease Control (CDC) in the Department of Health and Human Services (DHHS). In fulfilling its mandates under the 1970 and 1977 Acts, NIOSH conducts research, experiments, and demonstrations to support and stimulate advancements in health and safety practices. Priorities for NIOSH research are established primarily through congressional mandates, requests from the Department of Labor, needs as defined by NIOSH researchers, and surveillance information. Emphasis is placed on research in the areas of toxicology, industrial hygiene, physical and chemical sciences, physiology, ergonomics, engineering, psychology (behavior and motivation), and epidemiology (industry-wide studies). The framework of the current Institute program to identify, evaluate, and control occupational hazards includes activities in surveillance, research, evaluation, and training. These activities are planned and evaluated through a system that coordinates the efforts of eight research and scientific divisions. Each division develops projects to address program areas that have been identified by NIOSH management as having highest priority. In surveillance programs, the objectives are to identify substances and agents found in a representative sample of workplaces and to collect and evaluate information on rates of disease and injury in occupational groups. Information is also collected on occupational safety and health programs implemented by industry. Estimates of worker exposures and the potential for adverse health effects are considered in setting priorities for further investigations. A related activity, which also serves to provide technical assistance to industry, is NIOSH's Health Hazard Evaluation program. On-site investigations of workplaces are made in response to worker, employer, or government agency requests. Both industrial hygiene and medical examinations are conducted, and the results contribute to identifying new problems and evaluating their significance which may have public health implications beyond the particular worksites that are investigated. Field and laboratory research projects are performed to meet several objectives: - Characterize the working environment by evaluating current and past exposure levels for workers who are included in epidemiological or medical investigations. - Develop epidemiological information to define the association between the substance or agent under investigation and the acute and chronic health effects on workers. - Determine through animal studies the parameters of an association between exposure and effect. - Investigate the etiology of disease. - Develop sampling and analytical instruments and techniques and demonstrate their application for measuring toxic materials in the workplace. - Formulate sampling strategies that will accurately and precisely indicate exposure levels. - Develop medical procedures to prevent disease and to detect the presence of disease and early indicators of disease. - Assess the technology for control of exposures, including engineering and administrative techniques, personal protective equipment, and work practices. Presently, the research program is focused on reproductive effects, neurotoxic effects, injury/trauma, lung disorders, cutaneous disorders, cardiovascular disorders, cancer, stress-related disorders, effects of physical agents, digestive disorders, and renal and other organic disorders. In studying these issues, priorities are determined by the seriousness of possible adverse health effects resulting from occupational exposures, the feasibility of studying existing records or obtaining new data, and the size of the population which is potentially affected. Where there is low level of suspicion concerning adverse health effects or where an occupational disease occurs in a variety of industrial environments, investigations are limited to gross analyses of health effects such as review of mortality patterns. In such studies, the industrial populations selected are those for which existing data resources can be utilized. Such data consists of records of occupational exposures or health status which have been maintained by the employer, the union, or Government agencies. Where a review of the available information suggests that serious health hazards exist and the existing data resources are inadequate for quantifying the relationship between the specific biological response and type and degree of exposure, prospective studies are initiated. Information derived from such research is essential for the development of sound criteria for control of industrial exposures to noxious agents. Other input to the criteria documentation process comes from searching and evaluating the literature. Criteria documents contain the recommendation of an environmental limit where information is available to support it, as well as the recommendation of work practice controls, medical evaluation, information for workers to recognize and avoid the hazard, and identification of specific research gaps. In some cases, during the criteria document preparation, gaps in knowledge are found which necessitate further research before an occupational standard can be recommended.

Introduction The Bailey mining complex is located in Greene County, PA, in the Talley Run valley. It includes two Pittsburgh No. 8 seam deep mines (Bailey and Bailey No. 2), a coal preparation plant, and two refuse areas. Clean coal is shipped from the complex by way of a 24-km (15-mile) rail spur. It con¬nects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Co. (Consol) began a permitting effort aimed at building the mine. Construction began in Dec. 1981, less than six months after the first application submittal. Clean coal was produced by the Bailey preparation plant in Sept. 1984. Several factors allowed quick permitting at Bailey. Effective project planning, including early formulation of a project planning team, and identification of red flag issues helped. So did innovative responses to environmental questions, and development of environmentally sound project designs. Forming a project planning team Consol management decided that Bailey mine construction had to begin in late 1981. A project permitting team was immediately formed to see that this goal was achieved. Team members included a project manager and personnel from Consol's engineering, environmental, and operating departments. Communications among all team members was crucial in obtaining the various state and Federal environmental permits. All project permitting team members participated in weekly meetings during application preparation. Discussions at these meetings ranged from recent public contacts, to application content, to environmental design considerations. Establishing a project manager was critical to the team's success. The project manager was responsible for seeing that permit acquisition, facility construction, and operation of the mining complex proceeded on schedule. The project manager had the final word, mediated disagreements, and frequently served as project spokesman to the public. Identifying red flag issues Red flag issues are those environmental factors with the most potential for delaying the schedule or stopping the project. The first red flag issue identified was organized local opposition. This opposition had completely derailed a US Soil Conservation Service proposal to build a multipurpose dam on Enlow Fork, a short distance

The most significant trend in flotation has been the ever-increasing scale of operations. There is, however, doubt that this ongoing trend is enough to maintain the economics against trends such as falling grades, increasing mining costs, pressure on water supply and demand, rising energy demands needed for mineral processing, and a focus on whole of life value and mine legacy issues. We comment on the ramifications of broader uptake of more sustainable mining for mineral processing methods and address the specific question of whether recent progress in in-place recovery will lead to a timely breakthrough. The answer proposed is that this is possible in the next 10 to 20 years, but in the meantime the focus is just as likely to be on removal of waste (beneficiation) much earlier in circuits. Either way, mineral processing and flotation as we know it will change significantly.

Preliminary investigations have shown that wetland-based treatment systems can be an effective and relatively inexpensive control strategy for mine drainage pollution in eastern coal mining regions. This strategy also has potential for western mining regions, although too few systems have been installed in the west to permit general evaluation of the concept for western climates. The construction of prototype systems is encouraged for some situations. Wet-land environments have the capability of removing metals by natural geochemical and biological processes, including precipitation, filtration, ion absorption, and biological uptake and accumulation. Data presented for natural wetlands receiving mine drainage show removal of iron and other metals, and high accumulation of metals in soils and plants.

The accurate prediction of mine profitability is essential for success in the present minerals market as is the ability to quantify the influence/of variations in revenues and costs on cash flow. A menu based spreadsheet template has been developed to determine annual cash flow, maintain depreciation schedules, and estimate labor and operating expenses. Sensitivity analyses may be conducted to determine the effect of productivity upon mining costs and the effect of selling price escalation upon rate of return. The advantage of this approach is that it can be used by a wide variety of professionals without extensive computer experience.

A self regulating helical inducer has been developed and tested for dry injection of coarse or fine solids into a hydraulic pipeline. This centrifugal pumping device has also been modified and tested for use as a boost pump in medium and long distance pipeline haulage systems. The helical inducer has been operated as an integral component of a slurry injection vehicle. This compact, low profile vehicle also includes crushing and screening components, solids feeding components, a track drive system for mobility and is run by a single operator. The helical injector and boost pump operate without speed and flow controls allowing for the practical hydraulic transport of excavated materials.

Flotation was used to achieve improved separation of magnetite from the float and sink products obtained from heavy medium separation and to reduce the load of the medium cleaning circuit. The investigation was carried out in two successive phases. In the first phase, tests were performed on in-plant samples from the Homer City Coal Perdition plant to determine what effects variables such as medium density, particle size and magnetite source had on the efficiency of the process. In the second phase, the optimum conditions determined in the first phase were used to determine the applicability of the process to other selected coals from central Pennsylvania. It was observed that flotation was very effective in the separation of magnetite from coal. In most of the cases investigated, the magnetite recovery was approximately 99% with a magnetite grade ranging from 95 to 99%. The grade of the magnetite decreased as the ash content of the coal increased and the particle size of the magnetite decreased.

Deep gas and oil production has been substantially increased over prolonged periods through the use of sintered bauxite propping agents. Since its inception in 1976, over 170,000,000 pounds of high strength ceramic proppants have been employed. Recent field evaluations and economic analysis demonstrate the superiority of sintered bauxite proppant over quartz sand. This paper describes the development, application, field results, and product evolution of sintered bauxite.

We have worked on several flooded pits from coal-mining activities in the former East Germany, as well as ones associated with hard- rock mining, including the B-zone pit discussed in the above technical paper. We found the paper to be a useful summary, but, unfortunately, it failed to give an adequate comparison of the physical limnology of the flooded pits, which is an essential component. While the title suggests that the primary focus of the review is physical limnology, it appears that it is essentially pit-lake chemistry being presented. Physical limnology requires that factors such as fetch, latitude, light penetration, relation to ground water table, methods of flooding and the physical shape of the pits be defined. These physical aspects of a pit interact with the chemical and biological processes taking place in it, all of which contribute to the character of a water body. Few of these physical aspects are presented, however. The conclusion that the authors reach suggests that meromixis may be a condition that would serve as an effective containment mechanism for contaminants in a pit. Although this may be desirable, such limnological conditions are not clearly supported by the data presented for any of the pits. These data should be summarized to facilitate comparison between the same structural units of the pit water - the epi- and metalimnion for example. The thermocline depth is a reflection of the physical forces mixing the water body, and pit dimensions affect these forces. Due to the use of different scales in Figs. 2 through 5, it is difficult to determine whether the thermocline is at the expected depth, because the fetch is not given. Moreover, the status of a water body cannot be determined unless measurements cover a period of at least one year, and depth profiles are completed to represent the entire depth of the pit. This shortcoming is most notable in the case of the Berkeley pit, where data are given for depths of only 20 and 35 m (66 and 115 ft), although the pit is reported to be 242 m (794 ft) deep. Limnological data to define the status of the pit water have to be collected at regular intervals, for the same parameters. The authors present temperature measurements for 1-m (3.3-ft) intervals, but fail to use that interval for other parameters, such as dissolved oxygen or, in some cases, for contaminant concentrations. Furthermore, the profiles for the deepest part of the pit display only part of the picture, because pits are rarely conical. Profiles can be considered to represent the status of a water body only after other stations in the pit have been monitored regularly and the consistency is determined. For example, fresh water, which can enter a pit at any depth, would interfere with the proposed meromictic conditions. Similarly, organic material at the bottom of a pit, such as the fish-waste deposited in the Gunnar pit, contribute to oxygen consumption. Oxygen depletion alone is not indicative of meromixis. It is interesting to note that the Dpit arsenic concentrations could possibly be slightly higher than the B-zone pit concentrations at depth, although this is difficult to determine accurately when a log scale is used for the D-pit and not for the B-zone pit. In our investigations, we noted arsenic removal in the B-zone pit bottom water, which was due to the formation of particles that are relegated to the newly forming sediment in the bottom of the pit. Particle-carrying contaminants form due to a combination of geochemical and biological factors and TSS contributed from erosion of the upper parts of the pit walls, whereas the settling out of particles from the water column is controlled by the physical conditions or turn over, for example. during ice cover in the B-zone pit. Although meromictic conditions for flooded pits may be desirable at decommissioning, this would depend largely on the physical conditions of the pit, because, under no circumstances, would this water be of desirable ground-water quality. Under meromictic conditions, acidity, if an environmental issue, may be reduced by microbial acid-neutralizing activity, and several heavy metals may form more or less stable sulphitic compounds. These may stay suspended in the water if conditions are such that they are not relegated to the sediments, i.e., in the absence of turnover. These processes do not take place in meromictic conditions only, but meromixis does require autochthonous and/or allochthonous organic substrate supplies, which are generated under aerobic conditions. The lack of visibility near earthmoving equipment results in an average of five fatalities in U.S. surface mines each year. These accidents occur when a piece of equipment either strikes another vehicle or worker, or travels over the edge of an embankment. Researchers at the National Institute for Occupational Safety and Health have evaluated off-the-shelf proximity warning systems that sense obstacles near the equipment and provide an alarm to the operator. Limitations of existing systems have necessitated the development of new systems designed specifically for mining equipment, including a GPS-based proximity warning system and a computer-assisted stereovision system.

It is well known that titanium and zirconium alloys offer superior corrosion resistance in the oxidizing sulfuric acid environments present in sulfide pressure leaching operations. The use of these materials is limited, however, due to their pyrophoricity; several accidents attributed to titanium equipment have been described in technical literature, and other, minor incidents·occur regularly1 • We describe an application of a commercial titanium alloy, Nb-55 Ti, with suitable mechanical properties, corrosion resistance similar to Grade 2 Ti, and featuring a significantly reduced field of ignition conditions

The wind tunnel has been used extensively for mine ventilation research and continues to be a valuable tool. The advent of the powerful personal computer has reduced the use of wind tunnels because several flow problems car be simulated and investigated quickly. This paper describes the recent design and construction of a wind tunnel which is now being used for mine ventilation aerodynamic research and teaching purposes. The wind tunnel has a square cross section measuring 900 by 900 mm and is 8485 mm long from the entrance to where it joins the fan. The tunnel was designed as an open circuit suction type and is attached to a 7.5 kW variable pitch axial flow fan capable of producing over 6 m3/s of airflow. The entire length of the wind tunnel can be used for flow investigations and all activities are visible since the sides are made of plexiglass. Results are presented from the test program to show that even without honeycombs and screens air flow symmetry is achieved.

Tests at the VP-5 "C" shaft fan installation of Island Creek Coal's Virginia Pocahontas Mines were performed to determine pressure drop due to the design of the shaft collar and ductwork leading to the fan. Data from the test locations in the shaft, duct and fan indicate significant pressure losses in the system as well as significant turbulence in the flow. Data taken with a 3-D probe in the fan annulus confirmed the importance of using this type of instrument in turbulent flow applications. This data will be later supplemented with data taken after addition of turning vanes in the 45° turn adjacent to the fan inlet.

Backpropagation, learning vector quantization, counterpropagation, functional link, probabilistic, and. self -organizing map are among the most popular neural network classification paradigms. Each paradigm finds a unique set of weights that will map the input pixels into their respective output classes. The usefulness of each network depends on its overall accuracy, ease of use, speed and scaling. The fastest and most accurate networks in this study were the functional link and counterpropagation. These networks, however, do not scale well to large input vectors or large training sets. A better choice is the LVQ network which achieves high accuracy, is fast, requires a minimum number of input parameters and presents fewer scaling problems.

The mine is operated as a 50-50 Joint Venture by BP Gold, the operator, which is a subsidiary of British Petroleum Minerals America and Nerco Inc., a subsidiary of Pacific Power and Light.

The Illinois Department of Commerce and Community Affairs’(DCCA) Office of Coal Development (OCD) provides incentive programs for coal and energy development. Illinois coal programs include tax and financing incentives for new coal-fired generation, infrastructure grants to expand coal mining and transportation systems, research and development grants to initiate and advance clean-coal technologies and demonstration grants to bring advanced coal utilization technologies to commercial-scale readiness. As a result of these efforts, the Illinois coal industry is reinventing itself and is now more productive and competitive than ever before.

In designing mine workings and adequate roof supports, it is indispensable to determine properties of the strata surrounding the workings. The proper selection of roof supports is based, before everything else, on a thorough knowledge of the roof rock strength, especially tensile strength. This parameter is a vital factor in the delamination of roof rocks and eventual cave-in. It is also important to know the properties of the floor on which the roof supports are set. While driving galleries, it is essential to know beforehand the strength of rocks that will be encountered in the near future during the work. The devices described will help to obtain this information.
