During the past few years, the first stage of the Waste Isolation Pilot Plant, (WIPP) which consists of an exploratory shaft, a ventilation shaft, shaft stations, access drifts and test rooms, has been under construction. Construction of the first stage is scheduled to be completed in the summer of 1983. The U.S. Department of Energy (DOE) is constructing the WIPP facility to demonstrate the feasibility of disposing of defense-related nuclear waste in the bedded salt deposits of the Delaware Basin near Carlsbad, N.M. The project promises to be a proving ground for underground nuclear waste storage facility design and construction. The completed underground plant will extend over an area of 647,500 m2 (160 acres), and 1,360,500 metric tons (1,500,000 tons) of salt will be excavated. The first stage of the project, the Site and Preliminary Design Validation (SPDV) Program, provides for full-scale construction of the major components of the underground facility. Shaft construction and underground development are described. Rock bolt installation is performed as required for roof control. Geotechnical instrumentation is installed to monitor the behavior of underground openings. Direct observation of the constructed shafts, shaft stations, and underground openings is expected to confirm the adequacy of the underground design and allow full-scale construction of the first U.S. underground nuclear waste storage facility to proceed.

Nonpolar hydrocarbon oils are commonly used in the flotation of minerals to fulfill a number of roles. These roles include reducing overall reagent costs by replacing part of the collector addition, improving coarse particle recovery without reducing selectivity, as well as several others. This paper will cover the types of oils which are available, their physical and chemical characteristics, and the effect of these characteristics on the function of hydrocarbon oils in flotation. In addition, techniques for improving the behavior of oils will be discussed.

The solvent extraction process as it applies to the recovery of metals from solutions on a comnercial basis is described. The four types of classes of sol vent extraction reagents are explained: 1) solvation, 2) acidic, 3) ion-pair, and 4) chelation, and examples of each type of reagent system are given. The uranium and copper extraction examples, using the ion-pair and the chelate reagent types respectively, are presented in greater detail to illustrate the more subtle aspects of reagent evaluation and selection. Practical experiences in the laboratory and at some operating plants are a1 so discussed.

Solvent extraction is widely used in hydrometallurgical processing of uranium for purification and upgrading leach solutions prior to recovery of metal values. Conventional solvent extraction processing utilizes mixer-settler units to achieve mixing of the aqueous and organic phases. Use of mixer-settlers permits continuous treatment of feed, but the processing rate is restricted by the time required for phase separation after mixing. Because of the high-shear type mixing used in a mixer settler a portion of the organic phase becomes mechanically entrained in the aqueous resulting in loss of extractant. For this reason application of mixer-settler units is often limited by the settling area required for phase separation, especially for systems where high volume throughputs are desirable or necessary. Several alternatives to mixer-settler operations involving the use of column extractors have been proposed. Packed columns (1-2), in which organic and aqueous phases are fed countercurrently, utilize packing materials similar to those used in gas absorption or distillation columns. Extraction columns utilizing rotating(3-5) or reciprocating elements(6-7) to achieve mixing have also been developed. Van Dijek(8) originated pulsed columns, in which mechanical or air pulsing of the phases enhances the mixing in the vessel. Each of the above column processes involve varying degrees of mechanical complexity which may lead to operational difficulties.

Appalachian coal mines include operations in eastern Kentucky, Maryland, Pennsylvania, Virginia and West Virginia. During 1994, they produced a total of about 342.5 Mt (377.6 million st) of bituminous coal. This figure represents 37% of the total production from the United States. This region contains nearly all of the nation's coking coal reserves and high-quality compliance steam coal that will be in demand after the turn of the century as utilities comply with phase two of the 1990 Clean Air Act Amendment. Figure 1 shows the location of the study area and the general regions that supply various coal types. Data for the study reviewed here were compiled and interpreted from Mine Safety and Health Administration (MSHA) production reports, Federal Energy Regulatory Commission 423 reports, King's Export database and additional data from the US Department of Energy's (DOE) Energy Information Administration (EIA). Table I is an overview of the total production from Appalachia and the delivered tonnage to various sales categories.

"Mining is an inherently risky business. Over the years, major mine disasters have resulted in the deaths and injuries of thousands of miners in the United States. These disasters also resulted in innovations in approaches to mine design, operations and the training of miners and mine rescue teams. The U.S. Congress responded to these disasters with new laws designed to create mandatory safety and health standards as a means to eliminate fatal accidents; to reduce the frequency and severity of nonfatal accidents; to minimize health hazards and to promote improved safety and health conditions in the nation’s mines.Following a mine emergency preparedness and response holistic gap analysis in 2012, the U.S. Mine Safety and Health Administration (MSHA) identified the need for the development of risk and readiness assessment models for MSHA and the mining industry. MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the mining industry for use at operational levels. In 2012, MSHA hired ABS Group, a recognized industry leader in safety risk management and a wholly owned subsidiary of the American Bureau of Shipping, to develop self-assessment models to help meet this objective.In September 2012, MSHA chartered a project to supply the coal mining industry with a pro-active toolset for mine operators to:1. Self-assess the risks associated with underground coal mining operations in order to prevent major mine emergencies.2. Assess the preparedness of mine operators to respond to an emergency.3. Measure the readiness of mine rescue teams and responsible persons to execute emergency plans.MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the coal mining industry for use at operational levels."

Coal is expected as one of the main energy sources for a long period because of vast deposits. However, two large barriers to utilize it are suggested, i.e. the carbon dioxide emissions and ash disposal. The authors chose principal methods and areas to utilize coal ash and analyzed the environmental impacts caused by the ash treatment considering the source of the ash. According to the analysis based on lifecycle thinking, an optimized ash treatment system can reduce the integrated environmental impact. It suggests that coal can carry out its role for several decades without disturbances from the point of ash treatment.

INTRODUCTION In June of 1992, the Bureau of Reclamation, United States Department of the Interior, awarded the contract for construction of the Sixth Water Aqueduct to the Fedrick-Redpath Joint Venture. This aqueduct, a segment of the Diamond Fork Power System, Central Utah Project, diverts water from Strawberry Reservoir into Sixth Water Creek and, when complete, will replace the old Strawberry Tunnel which was driven in the early 1900's. The new aqueduct is being built primarily as a result of deterioration of the old tunnel, but will also have a higher capacity and more positive control than the old tunnel as well as the capability to incorporate a turbine into the system at a later date. The Fedrick-Redpath Joint Venture is comprised of C.R. Fedrick, Inc. of Novato, California and J.S. Redpath Corporation of Tempe, Arizona. Fedrick, with its experience in pipelines and heavy construction, will construct the 4200 ft surface pipeline and flow control structure; Redpath, the managing partner, performed the underground work consisting of a 600 ft vertical shaft and 3300 ft tunnel. The project is located in the Uintah National Forest, approximately 20 miles east of Provo, Utah at a mean elevation of 7000 feet above sea level.

Introduction Potential applications that exploit the electrical properties of coal measure rocks include: (1) radar sensing of coal face, floor, and roof for automated mining operations; (2) underground wireless communications; and (3) sensing extent of subsidence, blasting operations, coal gasification bums, and moisture migrations. Impediments to exploitation of electrical properties include: (1) a lack of reliable electrical properties data for in situ conditions and (2) a lack of correlation data between electrical properties and other relevant physical properties. In this paper data are presented for electrical conductivity and permittivity for Appalachian and Illinois shales for a frequency range 2 x 10 to 2 x 10 Hz. These data are useful in establishing in situ electrical property variability, lower limits, and anisotropy. Electrical proper¬ties measurement and values for other coal measure rocks are discussed as well. Laboratory measurement For the frequency range investigated, a capacitance bridge and Q-meter were employed. These instruments are designed to yield bulk values of permittivity and conductivity. Disk samples of thickness 0.396 cm (0.156 in.) and diameter 2.54 cm (1 in.) were machined from cores obtained from the two coal basins. While both the capacitance bridge and the Q-meter must be balanced manually, the bridge has an analog-to-digital interface and an attached computer specifically designed to expedite data collection and interpretation. Sample holders are critical components in the measurement process. A Hartshom-Ward holder was employed with the bridge and a Marconi micrometer jig was used with the Q-meter. Neither commercial sample holder was designed to regulate ambient humidity conditions. Because water adsorbed on sample faces may cause errors approaching 100%, special enclosures were designed for both holders. Each enclosure contains a flush-mounted externally-manipulable carousel, an externally-manipulable rigid arm that can accomodate translational motion and three-dimensional rotation, a compartment for humidity regulating solids or liquids, and a humidity sensor. Each enclosure will accomodate several samples that can be manipulated within the enclosure without opening it. Experience gained during this research demonstrated that humidity regulation was necessary to obtain repeatable results. Grinding and polishing shale to a very thin thickness (about 0.4 mm) was shown to cause changes in electrical properties as well. These latter changes were attributed to alterations in the water content. Theoretical considerations A very comprehensive discussion of the electrical properties of sedimentary rocks is available in literature (Sen and Chew, 1983). These authors reviewed the work of others and proposed modifications to better explain the frequency dependent behavior of the permittivity and conductivity of rocks. A large portion of their article was devoted to explanations of large relative permittivities at low frequencies such as observed in this research. They noted that the electrical properties of formations containing shales and clays are the most difficult to explain. Sen and Chew noted the need for additional experimental data and further refinements in theory. Results Shales, limestones, and sandstones were examined for a single 150-m (492-ft) core from Pennsylvania and for a dark shale from a southern Illinois coal mine. INTRODUCTION The Magma mine, located at Superior, AZ, some 100 km (60 miles) east of Phoenix, was discovered in 1875, and was originally mined for silver. The property was acquired by W. B. Thompson who formed the Magma Copper Co. in 1910. Prior to 1965, square-set mining and cut-and-fill methods were used to mine steeply dipping veins at Magma. Ore was moved to the chute by gravity in the square-set stopes and by slusher in the cut-and-fill stopes. The stopes were gobbed with waste from the surface and development headings in the mine. The original square-set method of mining was modi¬fied in order to extract replacement ore bodies in limestones that dipped at 0.52 rad (30°) and varied in thick¬ness from 4.6 to 38 m (15 to 125 ft). Mining of these ore bodies was done by starting at the upper lateral ex¬tremities and retreating to the access openings. The timber square sets and cribbing were used as temporary support, the ground being allowed to cave as the mining retreated. It was found, however, that mining in such a manner was very inefficient; safety hazards increased be¬cause of the blocky and fractured characteristics of the ore and the weakness of the hanging wall. GENERAL DESCRIPTION The undercut-and-fill method of mining is now the primary stoping method used at Magma, and no pillars are left for later extraction. Four ore bodies are pres¬ently being mined. These ore bodies (see Fig. 1) dip conformably at 0.52 rad (30°) to the east with the host limestone and shale sediments, their average strike length is about 122 m (400 ft), and their thickness varies from 9 to 38 m (30 to 125 ft). The ore bodies are separated by varying thicknesses of barren rock. Three of them come together at various elevations primarily in the area of the main feeder fault, but there is an apparent horizontal displacement of about 23 m (75 ft) on the main feeder fault which complicates stope layout. The method as originally applied has been modified in order to mine more efficiently ore bodies that are 9 m (30 ft) or more in thickness. The modification was made to mine all the ore at a given elevation before dropping down for the cut below. The advantage of this is that mining is done on a horizontal plane and there¬fore muck removal can be mechanized. Also multiple faces are made available, thereby improving overall min¬ing efficiency. Another major change made was to carry a 6.7-m (22-ft) face when mining the top sill and a 6.4-m (21-ft) face when mining under fill rather than the former standard 3.35-m (11-ft) high face. This change lengthens the mining cycle and cuts mat prepa¬ration costs in half. Stopes are laid out (see Fig. 2) so that maximum mining panels are available and yet one stope crew will not tie up too much of the ore reserve. One stope might consist of as many as 20 panels, and these panels are divided evenly on opposite sides of the extraction cross¬cut. The stope layout is planned so that the maximum tramming distance to the orepass will not exceed 30.5 m (100 ft) on the crosscut and 38 m (125 ft) in the panel. Sustainability of lignite mining in the Rhenish lignite mining area is ensured by a preceding study of the overall project, with the involvement of all those affected. The supporting holistic consideration of the various sustainability elements is essential for a later balancing of the several ecological, economic and social concerns. In what follows, a brief overview of the Rhenish lignite mining area is given as introduction to the focus of this report, which is on sustainability, starting with the approval procedure under regional planning law incl. opencast mine planning, and extending to concrete on-the-spot implementation, taking the Garzweiler II follow-up mine as example. To illustrate the issues involved, an account is given of some selected sustainability elements.

A preliminary evaluation of a new in-stream particle size analyzer has been carried out using materials obtained from a taconite plant in Northern Minnesota. Results are reported for bench scale, pilot scale and full scale tests, the latter being carried out in a taconite plant concentrator. The unit employs a novel scanning laser microscopy principle and details of the equipment configuration and operating principles are presented and discussed. Data acquisition is via an eight channel digital electronic system and particle counts are collected on the basis of reflected light pulse time intervals which are a direct measure of particle size. Output is available as an eight point individual or cumulative size distribution or as computed averages. The practical aspects of sample point location and flow requirements for reproducible results are outlined and discussed.

"INTRODUCTION Located in the northeast corner of Zacatecas State, Mexico, the Peñasquito Operation is comprised of the Peñasco and Chile Colorado (Brecha Azul) deposits. Open pit mining (pre-stripping) began in 2010 and full production commenced during 2011. The open pit mines feed both a sulphide concentrator (mill) and a heap leach pad. The project is owned by Goldcorp, Inc. Penasquito is a poly metallic deposit with Au, Ag, Zn and Pb being recovered as payable metals. As a consequence of lower grade ores expected with advancing mine-life Peñasquito is facing a declining metal production profile. To maximize returns and asset value plant modifications including the addition of a carbon pre-float circuit and a pyrite leach circuit to improve recovery are currently being undertaken. This carbon pre-float circuit will enable the recovery of precious and base metals from carbonaceous sediments. This material is currently being stockpiled. With the associated increase in complexity in the process circuit, the requirement of the ore control system to accurately predict ore feed characteristics is critical to maximizing metal recovery at the Penasquito operation. The addition of the carbon pre-float circuit was also a key driver in allowing the Chile Colorado open pit to be developed. These conditions alongside Goldcorp’s drive to increase profitability, and maximize net asset value has created challenges. These challenges are numerous and are multifaceted, however the ability to accurately route materials from the ore control system is critical to site success, and some of these challenges have been overcome by the adoption and implementation of a new ore control (OC) technology. Examples of these technological innovations in the ore control program are discussed in this paper and include improvements in geo-modeling, material routing and reconciliation. Successful implementation of these elements has led to significant improvements in selectivity, performance, and data management, while reducing the variance between planning and execution, thus helping to drive overall improvement across the operation."

Electrostatic and/or high tension separation has been used for the separation of rare metal bearing minerals, foods, industrial wastes and so on. Since the separation is achieved by the difference mainly in surface conductivity of particles, the efficiency in humid circumstances is very low, and then, the applicability is considerably limited. We applied the following two-stage pretreatment technique to the separation process, which involves (1) adjustment of surface wettability by adsorbing surfactant on the particle surface and (2) control of the surface conductivity by spraying with electrolyte aqueous solution. The addition of this pretreatment technique has been found to have a great advantage over conventional methods. Separation efficiency is achieved even in humid circumstances and selectivity can also be obtained between insulator minerals. The selectivity is very similar to that of flotation in wet process. This separation technique will be applied not only to mineral processing but the processing of industrial waste such as electric and electronic waste materials.

GENERAL DESCRIPTION Shortwall mining is one of the newest mining meth¬ods to be introduced into the world coal industry. The technique of shortwalling seems to have a number of origins, but it is generally agreed that it is an outgrowth of pillar-and-stall mining where timbering was employed as the primary means of roof support. In early opera¬tions the face was undercut by a shortwall cutter, hand¬bored, and blasted. The coal was loaded by hand or gathering arm loader. Australia, having experienced success with this method, advanced the technique through the use of mechanized roof supports in 1968. Although there were several attempts at shortwalling in the US, it was not until 1973 that Eastern Associated Coal Corp.'s Federal No. 1 mine successfully extracted a shortwall panel. Table 1 is a list of shortwall opera¬tions in the US as of April 1976. Shortwall mining is a method of mining in which a continuous miner cuts and loads from the short end of a rectangular pillar of coal while hydraulically powered self-advancing roof supports provide protective cover. Characteristics of a shortwall system include panel di¬mensions (Fig. 1) of 610 to 1219 m (2000 to 4000 ft) in length, face widths of 30 to 61 m (100 to 200 ft), straight-line ventilation, and production machinery, with the exception of roof supports, commonly used on con¬tinuous miner units. GENERAL REQUIREMENTS AND LIMITATIONS The justification for shortwalling is primarily eco¬nomic, i.e., increased production and recovery concur¬rent with savings in material and labor. The method also has a number of secondary benefits including the much needed progress it has stimulated in deep mine technology, the alternatives it presents to some of the problems resulting from the 1969 Coal Mine Health and Safety Act, and is perhaps a key to the solution of the enigmatic labor problems which plague the industry. The advantages of shortwall mining over continuous miner units include the following: a highly effective method of ventilation and dust control; a greater per¬centage of extraction (approximately 85%) ; fewer equipment moves, hence more efficient operating time; cost savings on materials such as roof bolts, rock dust, ventilation curtains, timbering materials, and the labor needed to supply, load, and transport these materials; a cyclical pattern of mining, each phase of which, i.e., development and retreat, lasts for approximately three months and appears to be psychologically motivating as well as highly productive; and improved safety. In addition to these positive aspects, a shortwall sys¬tem also has advantages over a longwall system, and these are listed as follows: the capital outlay for a shortwall system is one-third to one-fourth that for a longwall (1976 prices); the shortwall system utilizes equipment that is used on a continuous miner section, with the ex¬ception of the roof support system; there is a great deal of flexibility in areas with numerous gas wells and in areas where surface subsidence cannot be tolerated; the shortwall has reduced tailgate problems, since the tail¬gate entry serves as a return airway only; and the cyclical pattern of mining insures that the mining machinery pro¬duces coal even while the roof support system is being moved to another panel. There are several parameters which govern the se¬lection and use of a shortwall system. They are all of equal importance, and hence are not listed in any par¬ticular order. These are deposit size, seam height, seam inclination, roof and floor conditions, depth of over¬burden, subsidence and chain pillar extraction, man¬power, ventilation, and materials handling. Deposit Size Reserves available for shortwalling should be suffi¬cient for at least an eight to ten-year period, since this seems to be the effective life, without rebuilding, of a hydraulic roof support under average conditions. Utah produces a wide variety of industrial rock and mineral commodities, valued in 1998 at $534 million (28 percent of the total non-fuel mineral production of Utah). Major commodities produced in 1998 include: halite; potash and magnesium chloride; Portland cement; sand and gravel; car- bonates including lime, limestone, and dolomite; phosphate; crushed stone; clays; perlite; gypsum; and sulfur and sulfuric acid. Commodities produced in lesser amounts include: diatomite; pumice; silica; lightweight aggregate; gemstones, ornamental stone, and mineral and fossil specimens; byproduct sulfur and sulfuric acid; silica; and building stone. The years 1993 through 1998 were a period of steady growth in industrial rock and mineral production. However, some commodities have grown much more rapidly than others. The robust western U.S. economy has stimulated production of construction-related commodities like sand and gravel, raw materials for Portland cement, lime, and building stone, resulting in exploration for raw materials, development of new quarries, and expansion of existing plants. Noteworthy specific developments include: (1) opening of new aggregate operations and buyouts of small aggregate operations by large national and international firms, (2) expansion of a lime operation and two cement plants, and (3) development of several new gypsum mines. The future of the industrial minerals industry in Utah looks promising despite a more restrictive regulatory environment and a growing anti-development attitude among its citizens. While Utah has become less pro-development than it was prior to the 1990s, it is still moderate compared to strongly anti-development states, so companies have some motivation to choose Utah in their strategic mineral development plans. As long as the western states' economies continue to grow, Utah's industrial minerals industry should thrive.

This paper describes a dynamic short-nun mineral supply model that incorporates secondary processing, transportation, mineral market structure, and direct mining and milling costs. The method employed is network flow programming. Empirical tests utilizing domestic phosphate industry data have been conducted by the Bureau of Mines, U.S. Department of the Interior. In the model, nodes represent physical locations such as a mine or port. Arcs represent either a process, such as mining, or movement, such as rail or barge transport. Each arc is described by lower or minims allowable flow bounds, upper or maximum possible flow bands, and variable cost. Mines and previous period inventories represent potential supply. The model is optimized via a cost minimizing algorithm, which attempts to fulfill stated total demand at the minimum possible system cost given the arc constraints. An optimal solution of the model will predict production patterns by mineral property for each prespecified level of demand. A mineral property is defined as a separate accounting entity such as a mine. The results of serial optimizations are used to construct the short-run supply curve. Dynamic policy analysis can be conducted by altering the arc constraints.

Since its introduction 40 years ago, the compartmental model of flotation has been used to predict the performance of mechanical flotation cells. However, it has found limited success for modeling dual-chamber machines and, as a result, engineers have adopted empirical correction factors usually derived from field audits of industrial cells to predict the performance of dual-chamber flotation cells. This paper introduces an extension of the compartmental model that applies to both single- and dual-chamber cells. The model is tested against pilot test work performed at Capstone’s Pinto Valley concentrator, and then used to evaluate the key operating and design parameters of dual chamber flotation cells. The results suggest that the design of the mixing chamber — for example, whether it is pneumatic or mechanically agitated — is not a significant contributor to overall machine performance. The work also suggests that the highest recoveries are achieved when the froth recovery is high, and longer separation chamber residence times and/or higher internal circulating loads are only beneficial when the froth recovery is low. Lastly, the results show that the single most important driver of the machine performance is the froth recovery of the separation chamber.

A hydraulic rock breaker was developed in Germany by Helmut Darda and uses a wedge-plug and feathers mechanism powered by a 10,000 p.s.i. power pack. During the past four years these tools have been increasingly used all over North America for secondary breaking of boulders and rock. More recently, techniques have been developed to break rock off the solid in trenches and rock emplacements where blasting is pro¬hibited or very limited. Underground operations are commencing to adopt the splitter for scaling plus including systems which can be efficiently applied to chambers and mines. Mr. Neil Duncan, who was originally scheduled to give the main part of this presentation has, during this past month accepted a position with the Alberta Energy Resources Conservation Board in Calgary. The board encourages its members to take part in seminars such as this but, unfortunately, due to the heavy pressure of work, it was impossible for him to attend this conference. Mr. Duncan has, however, forwarded me his notes and suggest¬ions, and using these, combined with a slide presentation, we feel that we can quickly and clearly define the operations and application of the hydraulic splitting technique as it applies to your profession and tunnelling work. The first question that most of you are asking is, "Why use a hydraulic splitter if you can blast?" Our answer to this is that we are not advocating the use of hydraulic splitting where blasting is feasible - but, during the past decade many applica¬tions have arisen where blasting is not allowed, or restricted

Bright-orange couplings adorning piping systems are a common sight in just about every underground mine in North America. Grooved mechanical piping, the pipe-joining system that utilizes these couplings, is the preferred method for joining underground and plant piping systems in the mining industry, due to the ease and speed of installation and maintenance. However, the applications for such systems have traditionally excluded high-pressure systems. Most grooved mechanical couplings have a moderate working-pressure limitation, so high-pressure systems have required the use of alternative joining methods, typically heavy-duty flanges. However, the introduction of high-pressure couplings (up to 4,000 psi) has made the grooved joining method viable, and even preferable, for backfill, deep-mine chilled water and dewatering lines and other high-pressure piping applications. As engineers explore the use of high-pressure couplings, questions will undoubtedly arise about the joining method?s capabilities. This article will address the capabilities and specifications of high-pressure couplings, and compare flanged and grooved mechanical pipe joining in traditional as well as high-pressure underground mining applications.
