The announcement of a minable reserve of 13.6 Mt (16 million tons) averaging 0.9 g/t (0.027 oz per ton) Au and 2.4 g/t (0.71 oz per ton) Ag for the open pit-heap leach reserve at Red Mountain No. 3 in Ouray County, Colorado, by Cornucopia Resources in November 1985 brings another open pit-heap leach precious metal ore body to the production stage. With about 8.2 Mt (9 million tons) of waste and metallurgical studies showing acceptable recovery rates, low reagent consumption, and good final percentage recovery, Red Mountain is a discovery that will add to the precious metal inventory of the US. Frank Baumgaruler of Denver, CO, recognized the precious metal potential in Red Mountain No. 3 and acquired all of the old claims. James Matlock conducted a field reconnaissance over Red Mountain No. 3 independently of the Baumgartner activities and recognized epithermal alteration and mineralization in the Tertiary volcanics. He recommended acquisition of the ground and was able to obtain rights and drill six core holes for Amoco in 1982. Amoco drilled a further nine core holes in 1983, but then dropped the property. Cyrano Resources examined the data and through its consulting geologist, V.F. Hollister, acquired the rights dropped by Amoco. In 1984 Cyrano began further drilling of the ore zone demonstrated by Amoco but they were then acquired by Cornucopia Resources. Cornucopia completed development of the property and commenced the permitting process in 1986. The property was recognized as a disseminated gold deposit by both Baumgartner and Matlock, and both deserve credit for properly evaluating mineralized outcrop in the Tertiary volcanics. However, Cornucopia recognized the profit potential in the heap leach exploitation of the ores and de- serves credit for completion of premine feasibility studies. The discovery is clearly a geological one, but the premine engineering studies were essential to the conversion of the prospect to a commercial mining enterprise. The deposit lies on the circular bounding fault of the Silverton caldera. Two reprints follow that help understand the geologic setting of the ore controls.

The STG integrated method of grouting can be divided into the several phases as outlined in preceding chapters. For convenience in describing technical procedures, they can be grouped as: 1. Investigations in non-geotechnical, exploration bore¬holes. 2. Drilling the holes necessary for geotechnical investiga¬tions and for grouting. 3. Conducting appropriate hydrogeologic tests in those holes and consequent calculations. 4. The preparation of a clay mortar. 5. The preparation of a clay-cement grout with additives. 6. The injection of the grout. 7. Checking the quality of the grout curtain. Items 2, 4, 5 and 6 are discussed below. These activities contain the procedural aspects of grouting. 7.1 DRILLING GROUT HOLES Grout holes belong to a very select class of drillholes. The necessary drilling equipment must enable the operator to drill the holes in inclined, twisting directions. In addi¬tion, the equipment must permit drilling under structurally and hydrogeologically complex conditions. The equipment must permit the operator to conduct specific testing activi¬ties in the drillholes. These activities include hydrodynamic analyses, flowmetric analysis, and the installation and re¬moval of deflectors, packers, grouting plugs, casings, lin¬ers, pumping facilities and other work. As explained in Chapters 5 and 6, the grouting of sat¬urated rock is conducted both through holes drilled from the surface and through holes drilled from the face of a shaft, drift, or tunnel. The drilling of grout holes from the surface can be carried out by an aggregate of equipment that can be the same equipment used for drilling exploration boreholes. Depending on the projected depth of the holes, the STG ZIF- 1200MR and ZIF-650 drilling rigs (or modifications of them) are used. The SKB-4, SKB-5 and SKB-7 high-output drilling rigs (workover rigs) have been used in recent years. The STG BMP-24 drilling rigs are used for carrying out the descent-lifting operations for drilling holes from the sur¬face. In a number of cases, the UKB-500C, URB-3AM and URB-2A power-fed drilling equipment is used for drilling holes from the surface. It should be noted that the drilling of grout holes usually requires an electric drive assembly. Drilling with diesel drive assemblies would be used only to preclude the possi¬bility of losing electric power during drilling operations. Turbine drilling would be used only for appropriate techni¬cal-economic reasons. The selection of the grout hole design is determined by the hydrogeological and structural geological conditions at the site as interpreted in Chapters 2 and 3. The design of grout holes must be as simple as possible in order to min¬imize costs. Hole design guidelines can be adopted as a basis for this purpose, unless site-specific conditions require otherwise. The mouth of the drillhole must be outfitted with a guide-pipe having a length of at least 2 m and an outside diameter from 219 to 234 mm. The upper part of the hole must be attached by a jig consisting of borehole casing that has a diameter ranging from 108 to 146 mm. The length of the jig h is determined by the equation [ ] where k = 1.1 to 1.2 is the load factor; P,, is the injection pressure of the grout into the mouth of the drillhole; D is the external diameter of the jig pipe; m = 0.6 to 0.7 is the work condition factor; T[ ].1 MPa is the bonding value of the rock cemented to the jig. The grout hole is drilled from the jig shoe to the de¬signed depth using a rock-crushing bit with a diameter of 93 mm or more. However in complex hydrogeological condi¬tions when the shaft intersects unstable rock, other hole designs can be used. The diameter of grout holes must permit an aggregate of investigations to be conducted in them using down-hole borehole geophysical and flowmetric logging instruments. It is necessary to cement the casing strings reliably in the grout holes, thereby permitting the injection of the grout under high pressure through the pres¬sure tight mouth of the borehole. Technological details for drilling grout holes such as the rotational rate of the drill bit, the axial load on the rock¬crushing bit, and the drilling fluid flow rate are optimized for the specific rock-hydrogeological conditions largely by experience. The hole diameter and type of rock crushing bit are important variables in these details of drilling. It is advisable to drill holes using water as the drilling fluid. However in those cases where the hole walls are unstable or under very high ground water pressure, the use of a well¬ engineered drilling mud should not be precluded. Unfortu¬nately, drilling mud can influence test results. When steeply dipping fractures with inclination angles of more than 60 to 70° are encountered, it is necessary to drill guided, inclined grout holes. Clay-coating has been used as an environmental technology tool for the immobilization of toxic elements. The mechanisms of arsenate retention in clays suggest that not only the system pH is of fundamental importance in the process but also the character of metals and ligands that compose the electrolyte system. The goal of this study was to investigate the interactions between system pH and electrolyte ions on the retention of arsenate in an Oxisol soil. The sorption of arsenate decreases with the increase in system pH, reflecting the competitive sorption of arsenate with OH groups. Solutions containing Ca tend to favour the immobilization of arsenate in a relatively broad pH range.

After two disappointing years where most industrial minerals posted decreasing production, 1981 saw an increase in production over 1980, or at least in status quo. Several commodities did, however, post significant gains. For example, bromine posted a 14% increase; fluorspar production dropped 21% in 1980, but gained 24% in 1981; and sulfur production increased. However, perlite was off 13% and manufactured sodium sulfate off 18% in 1981, while natural sodium sulfate production remained almost even with 1980. In fact, many industrial minerals production either remained constant, increased, or decreased only slightly over 1980. Increasing energy costs had their impact on industrial minerals in 1981. Hopefully, the recent downward trend in energy costs, at least gasoline, will financially help some of the more marginal plants. The 1979 shortage of rail cars that did not carry through 1980 also did not carry through in 1981. Rail rates increased 12.8% over-all last year, while average freight rates for industrial minerals increased 15.5%, according to Neil Johnson, consultant. Also, the trucking industry posted a 5-6% decrease in rates due to deregulation. All in all, we in the industrial minerals section seem to be holding our own at least. Stanley J. The Walworth Run stream was brick-culverted in the 1800s, converting it to a 16-ft diameter sewer. This Cuyahoga River tributary contributed to the infamous burning river that became the catalyst for USA’s environmental movement. The NEORSD has been working hard to reduce CSOs here, most recently by diverting Walworth Run’s 882 MGD of flow to the new Westerly Tunnel. This had to consider structure age/size, alluvial/glaciolacustrine deposits (requiring several ground support systems, groundwater control), and maintenance of massive flows. This paper examines challenges identified during design that supported the contractor in development of a risk-mitigating plan, culminating to successful implementation.

INTRODUCTION The mining, extraction and refining of metals into useful materials is an honorable profession with an ancient and productive history. Civilizations have long depended upon metals for their implements, structures and machinery necessary for survival, growth, and development. Today, as in the future, metals and minerals are essential to the progress of mankind as we approach the 21st century with technologies and concepts that will require new concepts and production from the metal mining and processing industries. Today is the tomorrow we talked about yesterday and the implementation of new ideas is essential if we are to achieve "Frontier Technology in Mineral Processing". Unfortunately, the state-of-the-art mining, processing, smelting and refining methods historically employed were less than desirable environmentally, which has caused todays public to view the metal mining and processing industry with concern. Presently the ancient rock and chat tips connected with old Roman lead-zinc mines which were worked in Wales are causing stream contamination problems that must be corrected at considerable expense to the local governmental agencies (Firth, J.N.M., et al., 1981). However, improved progress has been made and the environmental control and clean-up procedures utilized by modern lead-zinc operations in the "Viburnum Trend" or "New Lead Belt" of South East Missouri may serve as a model to illustrate how alternative technologies, environmental concerns and cooperative efforts contribute to efficient mineral production within the confines of a U.S. National Forest region without significant environmental impacts. This area received international attention when it was opened within the boundaries of the Clark National Forest in the mid 1960's. By 1970 it ranked first in the world by producing 432,576 short tons of lead ore and has since continued in this position producing 451,153 short tons of lead ore in 1983 representing 91% of the total United States lead production (U.S. Bureau of idines, 1983). This production comes from a mining area approximately 40 miles long by 10 miles wide extending in a north-south direction. Geologically the lead is disseminated throughout the Cambrain age Bonneterre Formation, mostly a dolomite, at depths ranging from 700 to 1200 ft. (213.4 to 365.8 m). Galena (lead) is the principal ore mined with lesser quantities of sphalerite (zinc), chaleopyrite (copper) and silver being recovered as economic co-products. This new mining development in one of Missouri is most scenic areas could have led to a classic confrontation between industries and environmentalists. Instead, through the cooperation of industries, governmental agencies and university researchers, the Ozark environment has been protected, and may serve as a model for future coexistence of the mineral industry with the environment. Cooperative Program Development As early as 1965 five new mines and two lead smelters were being prepared for production and environmental concern was an essential part of that planning. All the mining companies became acquainted with representatives of the various federal and state agencies and scientists from the University of Missouri-Rolla (UMR). During the next six years, St. Joe Minerals Corporation, American Metal Climax, Inc., Cominco American Incorporated, Ozark Lead Company (Kennecott) and American Smelting and Refining Company participated in cooperative research efforts. The companies also participated in information exchange meetings, the development of improved analytical methods and the utilization of research findings in the modification or construction of pollution-abatement facilities. Early on research was carried out to determine background values and to establish natural baselines of trace metals in the surrounding environment. The unusual topography and drainage pattern of the mining area were helpful since it was possible to establish control sites and test sites below individual mine-mill operations to study waste-water effects on the receiving streams. Five years ago, Phillips Coal Company decided replacing mainframe/workstation programs with a new package of PC software was clearly the best solution for computer reserve modelling. The system chosen was actually three programs distinguished by their power, cost, flexibility and integration, and ease of learning and use. Phase I involves the use of the "StratiFact" program for borehole data management and seam correlation. This phase is probably the most neglected, yet critical aspect of reserve evaluation. Phase II employs the "PC/Cores" package for modelling and volumetrics. Phase m is "PC-Cut" which provides mine planning tools including an automated cut generator.

"Productivity in openpit mines depends on the observation and adjustment of critical phases of operation. As one of the most expensive activities in openpit production, optimization of the load-haul-dump cycle becomes a critical aspect to address. Using simulation techniques and an ad hoc methodology for analyzing the key performance indicators (KPIs) involved in the production cycle, it is possible to compare actual performance and ideal operating conditions and develop an alert system when operating conditions are subpar with the expected production standards.Study objectivesThe purpose of this work is to implement a methodology for optimizing the haulage cycle by identifying and adjusting the factors that affect the cycle time performance. The methodology includes the implementation of an alert system emitting warning messages when one or several trucks are idle, or when the time of completing production tasks is falling outside a predefined value. This alert is compared with predefined KPIs and is used to determine corrective actions.The alert will:• Demonstrate the benefits of time analysis and how this affects the productivity results in the mining process.• Demonstrate the utility of KPIs in the extraction of ore and waste and how they help to identify equipment performance.• Develop software interfaces to visualize the alert system in order to increase awareness in the operations supervisor.• Make recommendations for future applications that can help improve the productive process of an openpit mine.Problem statementTransporting material in openpit mines may require the utilization of high capacity equipment, which also represents an elevated cost per hour. A supervisory system that controls the adequate distribution of trucks and shovels by providing the operational status of each unit shall contribute to increase productivity while subsequently reducing operational costs. Nevertheless, there is an issue with certain dead times such as queue trucks for loading, trucks waiting to be loaded and other delays. This creates inefficiencies in fuel consumption and energy utilization.For the identification of delays, a contextbased system could be required in order to help optimize the haulage cycle time by controlling delays in loading, haulage and dumping. After applying this methodology, efforts were focused in correcting out-of-standard performance values."

This paper describes the ventilation planning that was per- formed at the Barrick Gold Corporation, El lndio Mine. The El lndio Mine is located at an elevation of approximately 4,000 m in the Andes mountains east of the coastal city of La Serena, Chile. The ventilation planning program consisted of a detailed ventilation survey of the mine and the establishment of a correlated com- puter model. A series of network simulations were conducted to determine the optimum position, size, and configuration of new ventilation raises and main fan exhaust system. Modifications to existing mine infrastructure including; driving of drifts, slashing of airways, and positioning of ventilation controls were examined. Detailed costing information was developed to optimize the location of the new main exhaust raises and fan system. The final ventilation system is expected to increase the mine airflow from the existing 157 m=/s to over 315 mls. This increase was necessary to accommodate an expansion in mine production, diesel equipment utilization, and deeper mine development. Furthermore, the increased airflow was required because of the de-rating of diesel equipment and large air volumes necessary to dilute diesel exhaust at high elevation.

A thermomechanistic model was developed for the thermal decomposition of the enargite contained in a copper concentrate at 650° to 750°C in a fluidized bed with an inert atmosphere. At the particle level, the model permits one to predict the thermal profile inside the reacting enargite particles, as well as their thermal cycle. At the macroscopic level, a population-based model coupled to the bubbling-bed fluidized bed model allows one to predict the fractional conversion (dearsenification) of an enargite-bearing copper concentrate.

Froth flotation is a process commonly employed for the selective separation of phosphate from unwanted mineral. Column flotation has become widely accepted in the mineral processing industry, including phosphate industries, due to its ability to improve selectivity, lower operating cost, lower capital cost, and superior control. In this work, a hybrid model is developed that combines a physicochemical model with artificial neural networks. The physicochemical model is based on axial dispersion with first order collection rates. A new approach, in which both frankolite (the desired mineral containing phosphate) and gangue (undesired product) are modeled, enables prediction of grade of the recovered product. Thus, two basic parameters are required in this model: flotation rate constants for frankolite and gangue. Artificial neural networks are used to predict flotation rate constants. The model also takes into account the particle size distribution and predicts grade and recovery for each particle size range. The model then combines grade and recovery for each particle size range to determine the overall grade and recovery of the column. The model is validated against laboratory column data.

Public Law 95-87 enacted by Congress in 1977 and subsequent regulations require coal mine operators to predict the effects of mining on the environment prior to the start of mining. Prediction of the effects of mining on the local groundwater system is a difficult task due to its complex nature and the lack of detailed published information. An investigation of water level fluctuations in five we1 1s positioned over three consecutively mined longwall panels was initiated in conjunction with an intensive subsidence monitoring program. The purpose of this work was to provide detailed information which could be used to predict certain hydrologic effects of longwall mining in the Northern Appalachian Coal Region. The results of this case study indicate that water level fluct- uations in the local ground-water system above longwall panels is associated with subsidence and that the static water level will generally re- establish at or near the pre-mining elevation after mining is completed.

"A large-scale wildfire had broken out at Fort McMurray in Alberta, Canada during May 2016. Many oil sands mining activities were affected due to the wildfire and the associated ash emissions. In particular, ash emission generated from the fire outbreak is a huge problem during the post-fire cleanup. These emissions pose a severe health hazard to workers, environment, and global climate. The ashes emitted into the atmosphere are caused by either human activities or climate conditions. The objective of this research is to assess the effect of three different ash dust suppressants, namely water, #1 surfactants, and #2 polymers at various volumetric concentrations on ashes samples to prevent propagation of fine solid emissions into the atmosphere. It is found that both #1 surfactants solution and #2 polymers solution are effective in retaining fugitive ash dust generated from the ashes. Volumetric concentration efficiency of 0.05% of #1 surfactant and 5% of #2 polymers in 500 ml of water have been proven to provide ash dust retention efficiency greater than 99% after the spraying of these suppressants. It is also found that both #1 surfactants solution and #2 polymers solution maintain an ash dust retention efficiency higher than that of the use of only water. This confirms the merit of using chemical dust suppressants on fugitive ash dust for a longer period, which is proven by the 72-hour data from this experiment. This study gives a general view of how effective chemical suppressants on fugitive ash emissions work. INTRODUCTION On May 1st, 2016, a large-scale wildfire gutted Fort McMurray, Alberta, Canada. Many oil sands mining activities were affected due to the wildfire and the associated ash emission. Due to the wildfire, some of the biggest oil sands companies in Fort McMurray such as Royal Dutch Shell and Suncor Energy shut down their oil production, at 255,000 and 350,000 barrels per day respectively [1]. Syncrude Canada Ltd scaled down its normal production capacity level of 350,000 barrels per day [1]. This generated an estimated loss of about 1.1 million barrels of oil production per day, constituting a 30% reduction in the Canadian daily oil production, crippling the economy [2]. This loss in production by the companies translated into 0.33 % of the Alberta GDP in 2016 constituting a loss of $985 million and 0.06 % of the entire Canadian economy [3]. In 2017, it is estimated that the rebuilding and reclamation of the affected areas in Fort McMurray will add $ 1.3 billion in GDP to Alberta’s economy [3]. A population of over 90,000 people was evacuated from the location and its surroundings for health and safety reasons [4]. The fire destroyed about 2,400 structures and over 500,000 hectares of forest vegetation in Fort McMurray, leaving an estimated 232,000 tonne of post-fire ashes [5,6]."

Decisions affecting ground control design require detailed knowledge of roof rock geology. This is especially true when weak roof materials and anomalies create hazardous conditions and. if not properly supported, result in roof falls. The U.S. Bureau of Mines has developed a system to evaluate geological conditions by using a roof drill that will provide an estimate of the compressive strength of the roof rock in real time. Through the use of sensors and a microcomputer on the roof drill critical drilling parameters can be interpreted and analyzed almost instantaneously, making it possible to inform an operator of hazardous roof conditions such as voids and changes in strata during the drilling process. Geotechnical data can be downloaded to a portable semiconductor memory device, which is brought to the surface so that data can be directly accessed with a personal computer for further analysis. Results from field tests are presented.

Economic concentrations of potassium are essentially limited to thick, stratigraphic sections of marine evaporites. These deposits were precipitated through the evaporation of sea water in restricted epicontinental seas or in grabens related to continental margin rift systems. Following deposition the deposits were subjected to diagenesis and varying degrees of metasomatism and structural deformation. The origin and characteristics of potash deposits are easier to study and interpret than those of most ore deposits because the phase chemistry of the salt systems is known and the approximate composition of the ore-forming fluid (sea water) can be inferred with confidence. It is particularly helpful that the temperature and pressure of deposition approximated that of present earth surface conditions and the pertinent mineral assemblages can readily be duplicated in the laboratory. The study of these comparatively simple salt deposits provides examples of the practical advantages of understanding the genesis of an ore deposit. These observations, in turn, illustrate the importance of pursuing research on the more complicated magmatic, hydrothermal, and ground-water systems as a means to the more successful exploration for and exploitation of the deposits they have produced. It is the purpose of this paper, therefore, to discuss certain aspects of salt deposit geology as they contribute to exploration and mining through some understanding of ore formation. References to field examples and chemical relations in the salt systems are brief. All examples are more fully discussed, however, in the references cited.

Gold Fields' Mesquite mine, located in southeastern California, heap leaches low grade gold ore at an annual rate of 2.7 Mt (3 million st). Ore is crushed in a two stage open circuit and belt agglomerated prior to loading on the leach pads. Since initial heap construction in October of 1985, a number of operating practices have been modified and several agglomeration techniques have been tested in an effort to improve percolation and reduce leaching time. Findings to date are discussed.

The National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health, Ground Control Engineering Branch is investigating the use of shotcrete in weak rock mass mines with the objective of reducing fatalities and injuries resulting from rock fall accidents. When shotcrete is used as part of a multielement ground support system, there is a need to know the support characteristics that the shotcrete contributes to the overall system. To quantify the support provided by the shotcrete, flexural strength tests were conducted with two common, commercially available fiber-reinforced shotcrete (FRS) mixes using the round determinant panel (RDP) test method, ASTM C 1550. A portable RDP test machine developed by NIOSH researchers was used to determine the peak flexural load and residual load capacity for a steel FRS and a synthetic poly FRS that were sprayed using dry mix procedures and equipment. Besides the flexural strength and loading behavior determined from these tests, a method was also developed for measuring the width of cracks exposed on the underside of a shotcrete panel during a RDP test and relating these measurements to residual load values. Quantifying the peak flexural load and residual loads of a shotcrete mix through on site testing at a mine and visually assessing the loading cycle and load-carrying capability of the shotcrete applied to underground workings will improve mine safety by providing a better assessment of the stability of shotcrete supported entries.

Metal recovery from solution, i.e., the formation of a solid product from a purified aqueous electrolyte solution, is increasingly becoming more than a simple matter of bulk precipitation. In many cases, operating conditions must be carefully manipulated to control the rate and yield of the precipitation/crystallization process, as well as the purity and physical characteristics of the solid product. A review is presented of the underlying physico-chemical processes, with emphasis on solution and interfacial chemistry. Opportunities for the integration of hydrometallurgical metal recovery and materials processing operations are discussed.

The Ekati process plant flowsheet features the common steps in diamond recovery plant design. Primary treatment and concentration is by crushing, scrubbing, high-pressure grinding rolls and heavy medium separation (Fig. 1). Secondary concentration is by an attrition mill; wet, high-intensity magnetic separation and X-ray sorting (Fig. 2). All of these are performed on site, although final sorting of the diamonds into commercial categories will be carried out elsewhere. The initial throughput rate is 9 kt/d (9,900 stpd), increasing to 18 kt/d (20,000 stpd) during the first 10 years of operation. A range of ore characteristics will be encountered that will effect the plant operating conditions during the life of the mine. The adopted design envelope is based on these expected variations. The design is based on the use of large-scale equipment, incorporating the latest and most efficient technology available. Where proven technology exists, no attempt was made to reinvent the wheel. However, where recently developed technology offers a significant advantage, this has been incorporated into the design. The Ekati run-of-mine (ROM) and coarse ore handling facilities are unheated, to take advantage of the better handling characteristics of the frozen ore in winter. The stockpile reclaim features an MMD mineral sizer (a toothed roll crusher) to minimize the problems of handling thawed, sticky kimberlite in the summer and break frozen lumps in the winter. All processing downstream from primary crushing and the coarse ore stockpile is carried out in a temperature-controlled environment in the main process plant building. Personnel involvement in the process is mini¬mized by using a Modicon Quantum series PLC with human-machine-interfaces (HMI) running Wonder-ware software on dedicated personal computers.

MSHA is the regulatory Agency which administers the Federal Mine Safety and Health Act. Although MSHA's principles largely derive from this Act, they do not exculsively derive from it. One might expect that our principles are contained in the regulations we have published to implement the Act. To a degree, this is true; but the regulations we have now were developed and published before the current Act became effective. For this reason, as well as others, there are some principles that we support which are not evident in our regulations, or in the Act. One of these is the ALARA principle. This principle requires that all unnecessary exposure be avoided; that is, all exposures should be kept "As Low As Reasonably Achievable." Almost all professionals in radiation control can agree with this broad principle; but it would be difficult to get agreement on a regulation which would translate the principle into industry practice. Rather, our regulations specify a limit to exposure for any individual. For radon daughters the current limit is four working level months per year. By having an explicit limit such as this, the ALARA principle often becomes lost and the limit becomes the goal. The principles contained in the Act are equally broad in scope. The principles apply not only for radiation protection, but also for toxic substances and harmful physical agents. The Act states that standards for such substances or agents shall most adequately assure on the basis of the best available evidence that no miner will suffer material impairment of health or functional capacity, even if such miner has regular exposure to the hazards dealt with for the period of his working life. The Act also provides that, although protection of health must be our foremost concern, other considerations shall be the latest scientific data in the field and the feasibility of the standards. Our regulations reflected similar principles when they were developed and promulgated. From experience with other health and safety laws, Congress realized that setting and meeting an exposure limit may not be sufficient to prevent disease. The Act, therefore, contains a detailed description of additional provisions to be included, where appropriate, in mandatory safety and health standards. One of these additional provisions requires that miners be informed about the nature of the hazards associated with their job and about the means for their own protection. Another provision requires the use of labels and other forms of warning to inform miners about the hazards, about proper precautions for safe use or exposure, about relevant symptoms of overexposure, and about emergency treatment. We have partially implemented these provisions through regulation. The Act requires also that standards shall prescribe protective equipment and control of technological procedures and that they shall provide for the monitoring of miners' exposures. We have implemented this provision to a degree also through regulation. Finally, the Act specifies that, where appropriate, a mandatory standard must prescribe the type and frequency of medical examinations in order to most effectively determine whether the health of miners is adversely affected by exposure. Additionally, when a determination is made that a miner may suffer material impairment of health or functional capacity by reason of exposure, that miner must be removed from such exposure and reassigned. In order to encourage miners to take the medical examination, the Act also provides that the miner shall not suffer loss of pay as a result of being reassigned. This additional provision on medical examinations has not been implemented by regulation for radiation hazards, nor for most other toxic substances or hazardous physical agents. We believe that this conference will provide us with valuable information on medical examinations for radiation exposure, as well as on other considerations to be used in future regulations. We still question whether our basic exposure standard of four working level months per year is adequate to protect a miner's health. This conference is indeed timely because both MSHA and NIOSH have been reviewing this issue for some time. I would like to reemphasize MSHA's commitment to education and training. MSHA strongly believes that miners should be informed fully about the real and potential hazards associated with their work. They should know the nature of the hazard and the means for protecting themselves from the hazard. The Act also emphasizes the need for training miners by requiring that new miners receive 40 hours of training before working underground and 24 hours of training before working on the surface. The Act also requires eight hours of refresher training annually. This training must include information on the relevant health hazards and the potential consequences of overexposure. Before I close, I would like to mention briefly another source of principles that MSHA often consults to obtain guidance for both the development and enforcement of regulations. These are the various court decisions that are handed down from time to time. Two in particular that I want to stress are the recent Supreme Court Decisions on benzene and cotton dust. Although neither of the decisions has a direct impact on mining or radiation, they do clarify some general principles and directions for regulatory agencies, such as the role of cost-benefit analysis and the need for risk assessment. In closing, I wish us all an open exchange of information for a productive and useful conference.
