"Presplitting is a form of blasting that when executed properly will create a smooth wall that will minimize secondary conditioning. In recent years, presplitting has become a popular technique to be used in both the mining and construction industry, however, presplitting fails on many occasions because of ‘geologic conditions’. This is typically because of improper explosive loads consisting of overloading and underloading blastholes. In this paper the authors introduce new factors such as a presplit factor which varies for different rock types, selection criteria for the spacing of presplits, the optimization of explosive load, as well as prediction methods for the environmental affects for the technique of Precision Presplitting. BACKGROUND Methods of controlled blasting in which a smooth, stable wall could be blasted have been an important consideration since blasting in mining and construction has begun. How can one use an explosive, with its massive energy and power, to break a non-homogenous rock without causing backbreak, poor walls, or deviations in the wall over large distances? The blasting industry has known for a long time that blasting ‘high benches’ would result in better walls and less backbreak. However, this was not a sufficiently controlled technique for critical projects, such as the Niagara Power Plant. This was one of the main challenges Hercules Powder faced when they began the project. In order to achieve this, they used a new tool in the explosive engineer’s toolkit, presplitting. The presplitting done on the Niagara Power Project utilized 1 ½” x 8” (38mm x 203mm) 40% gelatin dynamite in 2 ½” (63.5) diameter boreholes. This was done on multiple levels with benches between 12 feet to 52 feet (3.6m to 15.8m) with a total powder factor of 0.75 pounds/cubic yard (0.45 kg/m3). The spacing on these holes ranged between 18 inches to 24 inches (0.46m to 0.61m), center to center (Langfors & Kihlstrom, 1973). The strange aspect of this project was that this “lightly loaded” closely spaced row was fired before the production blast, yet this project produced some of the best walls seen at that time directly from blasting. In today’s blasting industry, presplitting is a more common way to produce smooth, stable high-walls for both the construction and the mining industry. Today, explosive loads for traditional presplitting is generally measured in pounds per foot (kilograms per meter) and typically ranges from 0.30 lb. /ft. to 0.5 lb. /ft. (0.45 kg/m to 0.75 kg/m). MECHANICS OF PRESPLITTING When analyzing a blasting process like the Niagara Project, many wonder how did that work when normally confining a charge would cause cratering and increased backbreak. Since then, presplitting mechanics have been studied extensively. It has been shown in many models that presplitting is not achieve through the collision of shockwave, but by gas pressure in the boreholes. In addition to models and finite element simulations, this has been proven full scale using Pyrodex, a propellant, to create a presplit plane with no shock wave present (Konya, Dean Barrett, & Smith Jr, Presplitting Granite Using Pyrodex, A Propellant, 1986)."

Introduction In the decades since silica gel was first identified in material exuding from cracked concrete, a great deal of research has been conducted regarding the chemical reactions between the alkalies found in portland cement and silica found in aggregates. The reaction is complex and one that is not yet completely predictable, especially from the point of view of developing specifications that are appropriate to all situations. This paper is not intended to be a rigorous review of the research findings but is an attempt to provide a simplified review of the mechanisms of the alkali-silica reaction (ASR), so that one can better understand the implications of the specifications, test results and effects on structures. In addition, the contractual relationships between the aggregate supplier and one of their major clients, the concrete supplier, will be examined with regard to the ASR. ASR basics Silica. Silica (silicon oxide) may exist in naturally occurring aggregates in various forms and in combination with a number of other elements. When the silica is completely crystalline, such as in quartz, it is chemically and mechanically stable. Quartz silica is impermeable and reacts only on the surface of the crystal, where the silicon and oxygen bonds are broken. Because the surface area per unit volume of most quartz is low, the reactivity is also low. Completely amorphous (noncrystalline) silica is, on the other hand, more porous and very reactive. The less "crystalline" the silica is in the aggregate, the more reactive. Silica that has melted and cooled quickly without recrystallizing, creating a glassy material (such as in certain volcanic aggregates), has a very low state of crystallization and will be much more reactive in an alkaline solution. Crystalline silica that has been transformed by heat and pressure may have a large quantity of strain energy stored in the crystal lattice. The presence of this higher energy will make the silica more likely to react. The "strained quartz" found in many metamorphic aggregates means that these aggregates are potentially susceptible to deleterious alkali silica reactivity, although the rate of reaction is typically much slower than with aggregates composed of or containing glassy or amorphous silicas. Another problem may exist with aggregates in which the silica is primarily crystalline. In aggregates such as chert, in which the silica exists as very fine crystals (i.e., crypto- or microcrystalline), the very high surface energies between the crystals contribute to alkali sensitivity. Therefore, the potential reactivity of an aggregate is seen to be a function of both the degree of crystallization of the silica in the aggregate and the amount of energy stored in the crystal structure, whether due to a large quantity of microcrystalline silica, a high strain energy stored in the crystals or some combination of these factors. The surface area per unit volume of the reactive silica will also affect the rate of reaction, because a larger surface area of reactive silica will have more opportunity to react. Obviously, the reactivity of the aggregate is also affected by the silica content. However, in this case, the results are not quite so obvious. A discussion of the effect of silica content will be postponed until after a discussion of the contribution of the cement paste. Paste characteristics. Hydrated portland cement is a very alkaline material with a pore solution pH typically in excess of 12. The alkaline environment of moist concrete provides an ideal place for noncrystalline or cryptocrystalline silica to react. However, not all alkalies are equal in their effects. Calcium compounds react with glassy silica to form calcium silicate hydrate, commonly abbreviated C-S-H a poorly crystalline material that can occur in several forms and chemical compositions. C-S-H was at one time called tobermorite gel, because it was chemically similar to the naturally occurring crystalline mineral tobermorite and because it had a gel-like (noncrystalline) structure when viewed under an optical microscope. The formation of C-S-H is the basis for both portland cement hydration and reaction with, for example, fly ash. C-S-H is relatively stable. Although drying will cause some shrinkage and rewetting will cause some expansion, the volume stability of the C-S-H is very good compared to the volume stability of most alkali silica gels. Alkali silica gels with high sodium contents, for example, are nonstable compared to C-S-H.

The central Florida phosphate industry is not a recent development. The first phosphate mining occurred in approximately 1888 (1). Many of the original mining companies were "wildcat" operations operated with rapid phosphate extraction as the sole purpose and no long-term commitment to development. Many of the early pioneers were ill-equipped to mine phosphate at either a practical or economical level; as a result many of these early companies "folded" after only a brief period of operation. However, as these early companies went out of business, several large companies developed, expanded their mining territories bought up the folding companies and by 1903 (little more than 10 years after the first mines were started), approximately 37 of the original 60 mines were control- led by three major companies (1). In the early period, mining reclamation was nonexistent. The mined out areas were left to revegetate and reclaim "naturally" over the period of many years. Reclamation practices were only started relatively recently and the various reclamation techniques developed and used in the past have continued to be employed with varying degrees of success through the present time. The reclamation techniques used in the past and currently include land and lakes restoration, sand tailing reclamation, slime ponds reclamation and overburden fill.

[Introductory Remarks] Thermoluminescence (TL) detectors are widely used for the dosimetry of X- and[ y]-rays. Also filter devices for radon daughter monitoring have been developed in which the a activity on the filter was measured with TL-detectors (Breslin et al., 1977). For this purpose normal LiF-tablets with a thickness of 0.4 - 1 mm were used. However the lower detection limit of such TLmonitors for radon daughters is relative high, especially in areas with a high [y]-background, due to the low [a /-y]-sensitivity ratio of such thick LiF-detectors. This [a/y]-sensitivity ratio can be increased if TL-detectors are used whose thickness is comparable with the range of [a]-particles. On the basis of this consideration we have developed a simple light weighted and sensitive TL-monitor for the measurement of the cumulative radon daughter exposure in air. [Description of the "Monitor] The monitor consists of two parts: The sampling pump with the accumulator, and the sampling probe which contains the air filter and TL-detector system. Both parts are connected with a plastic tube. For operation in mines a light weight, portable air sampler with a built-in accumulator (DuPont model 125 and 200, 400 g) is used which enables an adjustable, constant flow rate in the range of 7.5 -12 1/h. These air samplers allow a sampling period of 10 hours before recharging is necessary. For radon daughter measurements in houses this pump is replaced by a larger, netoperated pump with a flow rate of 180 1/h. Figure 1 shows a schematic cross section through the sampling probe whose weight is 40 g. The radon daughters are collected on a hydrophob membrane filter (Sartorius) with an effective filter diameter of 11 mm and a pore diameter of 3 µm; its collection efficiency for radon daughters is [>] 95%. Above the filter the detector system is mounted. It consists of two thin Tm-activated CaSO4-TL films of 8 mm diameter on a Al-carrier foil manufactured by Matsushita Inc., Japan. The thickness of the TL-film is 6 mg/cm2, which is comparable with the range of a rays. The first detector is faced in 3.5 mm distance above the filter; in addition to the ambient y background this detector is exposed to the [a] and ß radiation from the radon daughters on the filter. Between the first and the second TL-detector is an Al-absorber of 0.5 mm thickness which shields this detector against the [a] radiation and partly also to the ß radiation from the filter. Both detectors have the same [y] shielding. After air sampling both TL-detectors are read-out with a commercial, hot-air reader (Matsushita Inc. / Japan, Model 505 A). The glow-curves are identical for [a and y] rays (Regulla et al., 1980). The integral TLsignal from both detectors is displayed in mR-units (or mR-equivalent). The difference between the response of the unshielded TL-detector above the filter and the shielded TL-detector is proportional to the time-integral of the filter activity, integrated over the sampling period. Calibration and Intercomparison Measurements] The linearity of the a response was checked with a 241Am-source for an [a] fluence on the detector surface of 5400 [a's/cm2•s] in the range of 102 -105 mR-equivalent. Within the experimental error of 15% the response function is linear. The TLD-monitor was calibrated for radon daughters in air by comparison with a calibrated integrating, monitor (WLM-meter) equipped with a Si-surface barrier detector and a direct electronic read-out; this instrument was developed by us for area monitoring some years ago (Haider et al., 1976). The results of simultaneous measurements with the TL-monitor and the electronic WLM-meter in mine areas and in indoor air of houses are shown in figure 2. On the abscissa the mean potential [a] energy concentration (in WL) during the sampling period is given which was derived from the measurements with the electronic WLM-meter. On the ordinate the corresponding response of the TLDmonitor to radon daughters (difference between both TL-detectors) is displayed, expressed in terms of mRequivalent per liter sampled air. It follows from this comparison a linear relationship over the whole range of 0.005 - 5 WL with a standard deviation of 10%. The resulting calibration factor for the TLD-monitor is 18± 2 mRequiv per WL • 1.

Hecla Mining's Lucky Friday Mine, located beneath the town of Mullan, ID, has been shaken since the 1960s by many deep underground rock bursts. The largest rock burst carried a magnitude of 3.5 on the Richter Scale. It occurred in 1969 when all of the stopes on a level approached an upper level at the same elevation. After that, a stair-step pattern was used to give the mine's levels more of an "arch." The article is an account of one of the more ferocious bursts to hit the miners of the Lucky Friday. I say "miners" instead of "mine" because I was there and it was a very personal experience for me. I had been working at the Lucky Friday for six years. During that time, I had heard and felt thousands of air blasts. In fact, in the early spring of 1986, the mine was experiencing as many as 1000 air blasts an hour, of different intensi¬ties, of course. Most of them sounded like popcorn popping. There were also a few bumps and occasionally a real boomer. That day did not seem any different

"The U.S. stone industry is in a transition from surface quarries to single and multiple level underground stone mines. The factors driving this transition include surface quarries; ? reaching their economic stripping ratio, ? encroaching on the mineral reserve boundary where the remaining reserves are below the active pit, ? dust, noise, and blast vibration concerns as suburban neighborhoods and development move into formerly rural areas. Ground control is critical to the success of a safe and productive, mining operation. The primary focus of the ground control engineer in an underground stone mine is the stability of the roof or back, development and benched pillar stability, stability of the sill pillar between vertically adjacent mining levels, and floor stability. Roof stability begins with the selection of a stable back horizon based upon the presence of a thin shale parting, stylolite, or other discontinuities from which the production shot can easily ""peel"" away leaving a stable back stratum. Room width and the decision of whether to bolt the roof, the bolt length, bolt type, bolt diameter, and spacing of the support is controlled by the thickness, fracture spacing, jointing, and material properties of the back strata. Horizontal stress controls the header and crosscut azimuth as to avoid driving perpendicular to the maximum horizontal stress direction. Stable pillar dimensions depend upon the interaction of the; ? vertical stress resulting from overburden thickness and multiple level interaction of overlying level(s), ? mining height during development and the final mining height after floor shots are taken while benching, ? presence of faults, folds, or joints passing through the pillar, and ? stone lithology recognizing that the presence of oolitic bands, shale partings, and bentonite beds create zones of weakness that can destabilize an otherwise competent pillar. Floor stability is typically not a significant issue for underground stone mines because the bearing capacity of the stone exceeds the vertical pressure transferred through the pillar. However, floor heave can be a ground control issue where shale partings, moisture sensitive strata, weak stone bands, or horizontal stress is present. Roof stability and pillar stability problems can be initiated as the floor heave enables the pillar and roof to settle. The ground control issues for underground stone mines are most clearly presented through a series of case histories. The case histories presented in this paper are a mix of ground failures and successful mining. The focus is on the geotechnical data required for underground stone mine ground control for roof, pillar, and floor design and stability analysis."

New tunnels of significant alignment lengths such as mountain tunnels, base tunnels, as well as beneath urban centers pose unique environmental challenges. This paper highlights key environmental considerations for planning, design, construction, and operations by sharing lessons-learned from the authors' extensive project experience on these types of tunnels. Discussion of unique constraints include limited right-of- way, ventilation and emergency egress during the construction phase and revenue service, safety and security, and protection of existing structures. Practical approaches and applied innovative state-of-the-art solutions addressing distinct sustainability challenges and unique requirements are shared from US and international project examples.

Introduction and Historical Background The office and mining operations of Pacific Asbestos Corporation are located near Copperopolis, California in the foothills of the Sierras about fifty miles east of Stockton. This is historic country in the heart of the old Mother Lode gold district. Mark Twain's famous story of the jumping frog, written here, is still commemorated in an annual contest in Calaveras County,' and the camp at Poker Flats, described by Bret Harte, was only a few miles from the present mine.2 Joaquin Murrieta, the famous Mexican bandit started his three year reign of terror in this vicinity,3 and Black Bart, the P08 laureate of the stagecoach robbers, held up his first stage at Funk Hill, just three miles north of the mine. His last robbery was at almost the place, on the top of the hill overlooking the Stanislaus River ferry crossing. Although this was his favorite country, and he traveled extensively through it, he was not a credit to his acclaimed profession of Mining Engineer because there is no evidence that he ever recognized the asbestos, and he was finally caught as a consequence of the robbery at the ferry.4 One of the old stagecoach roads crossed the Stanislaus River at the mine site, and the ferry landing may still be seen from the main haul road into the pit. The road itself is partly buried under the rock dumps. In spite of its location and apparently prominent exposure, the first work on the asbestos deposit was not recorded until 1904.5 Development of the present operations was started in 1959 by Jefferson Lake Asbestos Corporation, a subsidiary of Jefferson Lake Sulphur Company. Management control of the company changed hands several times and it was later reorganized under the name of Pacific Asbestos Corporation. In December, 1968, a controlling interest was acquired by H. K. Porter Company, Inc. Figure (1) shows the mill and office buildings as seen from a site near the entry road. The offices are at the left with the mill warehouse in the foreground. The conveyor at left center carrys mine concentrates up the hill from the crusher. In the background are the dry rock storage building and mill tailings piles. Since the beginning of mining operations in 1962, seven and three-quarter million tons of ore and fifteen million tons of waste have been removed from the open pit which now measures about 1400 x 1800 feet at its widest points. The lowest operating level is at an elevation of 726 feet about 325 feet below the original surface. Figure (2) shows the open pit looking toward the west end. The main haul road can be seen along the side of the pit. A shovel is operating at the bottom of the pit while a front end loader on the level above provides ore for blending. In the background are rock dumps for waste stripping. The company markets an annual production of 30-35,000 tons of chrysotile fibre in groups 4 through 7, under the Mother Lode Brand

H. P. Ferri I refer to the article "Degradation Process in Coal Slurry Pipelines" by M.G. Ayat and B.C. Scott in the September 1988 issue of Mining Engineering. I would like to congratulate Dr. Ayat and his colleague on a very interesting and valuable piece of work. This article is an excellent one, describing a real phenomenon that has been ignored for so long. I do, however, have an objection. The article fails to address the degradation process when coal is processed or transported in other ways than slurry form, particularly those employed in this work. Could, for example, screening (wet or dry) have contributed to the extent of degradation? Perhaps scanning electron micrographs of the samples examined and after screening would have helped to clarify this. I would like to point out that degradation is also observed in pneumatic conveying systems, mechanical conveying, and other means of transportations employed by the mineral industry. Reply by M. G. Ayat We gratefully acknowledge Dr. Fern's comments on the subject paper. As he so rightly points out, the degradation process is a real problem, not only in coal slurry pipelines, but also in many handling and processing equipment employed by the coal and mineral industry. Scanning Electron Microscopic examination of samples may offer very little information about the extent of degradation for several reasons. One is that preparing a representative sample that has undergone degradation will be extremely difficult if not impossible. This problem is exacerbated by the fact that SEM requires only very small amounts of material for testing. Secondly, there is a sample preparation step involved in the SEM examination and, as such, it would be very difficult to associate the extent of degradation to either sample preparation or handling and processing operations. Finally, it is probably worth mentioning that degradation is a multi-faceted phenomenon involving many natural and man-made factors. The logical approach to this problem would, therefore, seem to be a "one-step-at-a-time" approach.

The federal Office of Surface Mining (OSW) has undertaken an effort to revise many of their permanent program regulations. Numerous procedures for compliance are being rewritten to allow for greater flexibility while meeting the requirements of the Surface Mining Control and Reclamation Act. This study investigates, for certain select provisions, the cost differential between complying with the original OSM standards and the more flexible, state-specific standards being allowed in many of the revised regulations. Estimated cost savings that could be realized under a few of the revised regulations are substantial and should provide a basis for seeking revisions to the state regulatory programs.

INTRODUCTION The widespread use of desktop computers by an ever increasing number of people, both for personal and for business and government uses, has brought public attention to surprising stories about computer abuse. Before the advent of microcomputers in the information processing environment, hundreds of amazing misdeeds involving large computers had already been reported, most of them perpetrated by highly skilled professionals. The undreamed enlarging of microcomputer potential has steadily posed a major threat to complex mainframe computing systems, as joyful teenagers become familiar with the habit of hacking around someone else's large processing system, by means of makeshift phone communication networks, based on their intended homework for personal computers -- for the sheer fun of it. Now, the never ending capacity and speed improvement of commercially available micros has given rise to a brand new concern for society: the hazards of processing sensitive information in the powerful, but still unsafe microcomputer itself, whether or not linked to other micros or mainframe networks. This paper deals with some aspects of the problems and presents some practical hints as to enhance protection and minimize risks to sensitive and secretive information when processed on microcomputers. The physical considerations of computer security and pertinent safety precautions will not be discussed, because while essentially relevant to information protection, recommendations are well defined by processing resources suppliers and their importance is more widely recognized by users in general. Definitions and Classifications. The following definitions and classifications will be considered in this report: Information Assets: Any knowledge or information processing, storing or conveying device displayed in one's environment. It consists of two main categories: INFORMATION RESOURCES: End user's application data wherever recorded. PROCESSING RESOURCES: EDP skilled user's hardware, software, peripherals, magnetic media, communication devices, auxiliary equipment, supplies and related operational procedures. Information Protection: In a broad sense this is the set of necessary procedures to assure to the legitimate user the effective control of the operation and allow modifications of information assets, so that their physical or cognitive integrity be preserved or any unexpected loss minimized inspite of accidental occurrences or intentional actions. Classification Processes: Commonly two classification processes are used to define key terms in information protection: SENSITIVE CLASSIFICATION: Pre-defined standards for assessing the vulnerability to losses due to lack of proper processing continuity if information is destroyed, disclosed, secluded, or misused. SECRECY CLASSIFICATION: A spectrum of degrees as to the expectancy of holding exclusiveness of unique information whose destruction, disclosure, seclusion or misuse will cause a negative impact on the legitimate holder environment. Sensitive Information: Any knowledge whose destruction. disclosure. seclusion or misuse - - - implies losses to its legitimate holder. Autocad has become the standard graphics package for the mining industry as well as the general engineering profession. This paper discusses the evolution that mine planning has undergone and the trend toward compatibility with Autocad. It discusses the common use of Autocad in mine planning and systems modeling using a program called ICAMPS developed by Ohio Automation. As an example of its usefulness the use of the interactive ventilation network modeling capabilities are discussed specifically and are applied to mine planning at an operating trona mine. The ventilation analysis feature of the ICAMPS software works from Autocad drawing of the as-mined map and the projected mine layout. Using on-screen displays of these maps and the snap-on feature of Autocad, the planner designates nodes in the ventilation network, connects them into branches and selects branch characteristics from a side bar menu. The color coded ventilation network appears with the branch parameters alongside each branch. The software calculates the length of airways, computes the branch resistances where needed, converts the input into the required format and passes this information as input data along to the PENNVEN simulation program written by the Pennsylvania state University. Output is available in graphical as well as report format. The color coded graphs include pressures at the nodes and flow quantities on the branches. Since the networks come from the mine maps, the ventilation schematic displays are to scale and can be plotted separately or superimposed on the mine maps.

The development of large quantities of ground water for any major use in an area is always of environmental concern to representatives of regulatory groups, citizens, agricultural and industrial users. From these concerns, state and federal congressional representatives receive a variety of impulses from their constituents and in turn begin a series of questions upon which to-base appropriate legislative actions. The kaolin industry in Georgia is substantial to the economy and the welfare of an important segment of east-central Georgia. It uses large quantities of water for processing. This constitutes an important source of income and tax revenue. Pumping test procedures to provide an accurate and efficient dewatering scheme have been developed and carried out at a number of mines in the kaolin district of Georgia. This paper highlights one such test and is directed at an assessment of the impact of this industry on ground water supplies of an area.

The Georgia kaolin District is the world's largest producer of kaolin. Georgia production tripled from 2,344 million metric tons in 1964 to 7,570 million metric tons in 1994. Development of the Georgia kaolin industry can be traced to the mineral resource, the adoption of innovative process technologies, and the market growth for kaolin. Georgia kaolin is an abundant and high-quality resource that shows a range of advantageous properties. Technical developments in wet processing, delamination, and calcination allowed production of high-value products. The application of kaolin pigments to the paper industry provided a market that could absorb rapid growth.

A computer model capable of simulating the basic production system in a variety of underground mining methods has been developed at the Twin Cities Mining Research Center. This Bureau of Mines paper describes the simulation of the basic production system at the working face, which includes drilling, blasting, mucking, and roof bolting. The model is event-oriented; that is, the status of the system is updated at the occurrence of an event. All event or activity times, including failure and repair of equipment, are treated as stochastic variables. A location dimension, in addition to the time dimension, is used, allowing the simulation of multiple location systems. To aid the user in determining the efficiency of his system, the model provides several reports. An event or activity report gives the frequency of occurrence total active time, and cumulative delay statistics for each event. An equipment report delineates the availability and utilization of all equipment. A production report provides information on various performance measures such as tons produced and holes drilled. The cost report gives the cost of various elements in the system. Operating data from an actual mining situation were used in validating the model. In addition to the description of the model, examples of simulation experiments which were performed on a room-and-pillar mine system are given. INTRODUCTION The maximum recovery of cleaned coal at the required quality is of major concern to plant operators. However, the quantity and quality of products of coal cleaning, predicted by theoretical calculation based on washability studies and determined in the operation of actual commercial cleaning plants, will be different for each coal. Therefore, during the last half century, coal preparation engineers have repeatedly sought methods for evaluating the technical and economical efficiency of separating coal in coal cleaning equipment and for predicting the quantity and quality of cleaned coal produced, as well as profit- ability for the entire plant. Many formulas have been proposed by investigators to evaluate the efficiency of various coal cleaning operations. Performance criteria in use today are capable of defining all of the important aspects of a given concentrating operation; however, each criterion has certain restrictions or limitations. It is important, therefore, to understand how such formulas can be used and the problems involved in their construction. Technical Measures of Equipment/Plant Performance Conventional measures for evaluating the performance of a preparation plant are generally the same as those used to evaluate equipment performance. Measures involving separation efficiencies are influenced by the following three broadly encompassing primary factors: (1) density composition of the feed coal, (2) design characteristics of the cleaning unit, and (3) relative density of the separation. Since separation efficiencies are dependent on factors involving the nature of the coal, they are termed dependent criteria and represent a very broad technical indicator of an individual process or plant performance. Performance measures known as independent criteria are influenced mainly by quantitative errors inherent in the design and operation of the processing equipment. Economic Measures of Plant Performance True assessment of coal cleaning methods require reference to economic measures such as profitability. During the years in which technical efficiency criteria for characterizing plant performance were being improved, coal preparation engineers were also seeking appropriate economic criteria to assess plant performance. Technical and economic effectiveness of plant performance are important parameters for coal preparation flowsheet design. Rare earth element (REE)-and gold-bearing breccia pipes are a potentially significant economic target in the Pea Ridge iron ore mine, Washington County, Missouri. The Pea Ridge deposit is one of eight known volcanic-hosted iron ore deposits in the Middle Proterozoic St. Francois terrane, which are similar to the Olympic Dam-type deposits of Australia. The iron orebody is steeply dipping, tabular-shaped, and cuts across the host rhyolite. The footwall of the deposit is zoned from the massive apatite-bearing magnetite core outward to heterolithic breccia, pseudobreccia, specular hematite zone, to an extensive silicified zone. The hanging wall is zoned from the massive magnetite core outward to a heterolithic breccia, pseudobreccia, and an amphibole skarn zone. The REE-rich breccia pipes cut through the various lithologies along the footwall at or near contacts. They are typically 60 m long, 15 m wide, and extend at least 120 m vertically. The pipes are comprised of fragments of rhyolite host rock, massive magnetite zone, specular hematite zone, and silicified zone rocks supported in a matrix of rock flour, barite, feldspar, monazite, apatite, chlorite, xenotime, and, locally, gold. Total REE oxide content of samples of the ground mass material, which are not diluted with lithic fragments, average about 20 weight percent. Grades from working faces in the mine are lower and average about 12 weight percent. Gold distribution is erratic, but concentrations are as high as 371 parts per million.

Unlike most ore minerals, the raw materials for lightweight-aggregate, such as clays and shales are abundant everywhere. In view of this ample choice, what are the reasons for many plant failures attributed to the raw material? How can we arrive at a proper choice of the raw material, the proper processing method for the chosen material, predict its behaviour in a plant and the properties of the final product? Determine the uniformity of the raw material and possible harmful impurities? One basic choice is sintered versus kiln-fired aggregate. It will be based on market preferences and availability of the raw material. Almost in every case a good raw material for one process is poison for the other.

"Coal bearing rocks are low in strength and have geological discontinuities and moisture sensitivity. Roof and rib falls have been a major cause of fatalities in underground coal mines. Mine engineers design ground control plans for regulatory approvals. A number of tools are available from the National Institute for Occupational Safety and Health to design and assess these plans. Quite often there is not enough geotechnical input information available and databases are used. The Appalachian coalfields have extensive scientific studies to provide reliable regional inputs. Coal mines in the western United States and Canada have different geological and geotechnical conditions, and less available data. Use of inappropriate inputs in the tools like Analysis of Retreat Mining Pillar Stability, Analysis of Longwall Pillar Stability, and Analysis of Roof Bolt Systems may result in unsafe designs or over conservative designs. The tools are convenient but thorough understanding of the inputs, calibration with local test results, and operating experience are important for effective designs. The current paper contains examples of difficulties faced during mine planning using the above tools. INTRODUCTION Sedimentary rocks hosting coal are low in strength. Scientific studies have placed the uniaxial compressive strength (UCS), triaxial strength, tensile strength, and shear strength of sandstone, shale, siltstone, and claystone in lower range of strength among engineering materials (1). Coal bearing rocks are most often weakened by the presence of faults, folds, slickensides, bedding planes, fractures, and other geological discontinuities. The host rocks and coal are often moisture sensitive. The geological discontinuities allow water to enter the strata from surface and underground sources. This combination of low strength, structural weakness, and presence of water results in difficult ground control situations for the coal mines. Roof (2) and rib falls have been a major cause of fatalities in the U.S. coal mines. Modern underground coal mines necessitate wide entries to accommodate large production equipment. The gate roads, section entries, and the mains entries of a highly productive coal mine are as wide as twenty feet (6.1 m). The actual intersection width is nearly thirty feet (9.1 m). Adequate ground control is a key to maintain safe production in such mines. Mine engineers and their consultants routinely submit ground control plans to the regulatory authorities. While working out the necessary roof control system the mine engineers are required to demonstrate the adequacy of the proposed system. There are multiple ways to demonstrate this. Some engineers use traditional load calculation approach of roof bolts (3). Some engineers use numerical methods. Yet a large number of professionals resort to a suite of ground control design software offered by National Institute for Occupational Safety and Health (NIOSH) commonly referred to as “NIOSH Ground Control Toolbar.” These software tools are free and easy to download from NIOSH website. The software included in this package are: Analysis of Longwall Pillar Stability (ALPS), Analysis of Retreat Mining Pillar Stability (ARMPS), Coal Mine Roof Rating (CMRR), Analysis of Roof Bolt Systems (ARBS), Analysis of Horizontal Stress Effects in Mining (AHSM), Analysis of Multiple Seam Stability (AMSS), Analysis of Retreat Mining Pillar Stability - Highwall Mining (ARMPS-HWM). These tools are relatively simple to install and use in planning and designing coal mines and prospective coal mines. They accept a number of geotechnical inputs which are collected from either an existing mining operation or from exploratory boreholes. In the absence of necessary input parameters, the programs use default values which are drawn from databases of geotechnical properties built by NIOSH."
